AbstractBetween c. 1550 and 1650 discrepant political and economic contexts in the central Philippines, northeast Indonesia, and Burma produced distinctive military logics. In the pre-literate, localized societies of the Philippines and the interior of Indonesian islands, raiders sought heads for spiritual power and captives for ransom or labor, but along the coasts of northeast Indonesia wider religious and trade contacts and European-style guns bred a novel interplay between state formation and warfare. In Burma yet larger populations and more complex administrations supported sustained, massive military expeditions. Chronicle accounts of Burmese armies are exaggerated, but it is difficult to quantify those exaggerations or to isolate the cultural imperatives governing chronicle composition.Entre c. 1550 et 1650, les divers contextes politiques et économiques aux Philippines centrales, dans le nord-est de l'Indonésie et en Birmanie ont produit des logiques militaires distinctes. AbstractIn the past two decades, increasing attention has been paid to the significance of the fiscal capacity of the premodern state to promote or retard economic growth. In particular, scholarship on economic history has stressed the positive impact the emergence of the “fiscal state” had in enhancing economic growth in early modern Europe. Comparative studies have contrasted the administrative efficiency of the emerging European fiscal state with contemporary Asian empires (the Ottomans, Mughals, and the Ming and Qing empires in China). But the Ming-Qing state represents only one version of Chinese state formation under the Chinese empire. This article identifies four basic types of fiscal state that appeared between the Qin unification and the Ming-Qing era, analyzes their ideological foundations, and assesses their implications for economic growth.

The Strait of Melaka and connected waterways have been critical to, and directly affected, the formation of littoral states, societies and economies in eastern Sumatra, the Riau Islands, the Malay Peninsula, and Singapore. The history and nature of statehood in the region is interrelated to the way in which naval capabilities evolved, but, as argued in this article, perhaps not in the straightforward fashion often assumed. Naval capabilities and strategies evolved in tandem with state policy to adapt to changes in the wider Asian maritime political economy which was dominated at various times by China and India. This article examines the factors that affected maritime policy in the Melaka Straits c. 500 to 1500 CE, and the extent to which these furthered the viability of the mainly Malay port-polities, and in particular the regional hegemonic state of Srivijaya in eastern Sumatra. The study utilises textual records, epigraphic materials, and literature to reconstruct a more nuanced picture of maritime states and naval power in premodern Southeast Asia.

State formation in Vietnam followed an imperial pattern, namely, a process of conquests and annexations typical of an empire. At its peak in the early nineteenth century, the frontier of the Vietnamese empire encompassed much of today’s Cambodia and Laos. This imperial pattern was the basis on which the French built their Indochinese colony and the Vietnamese communist state built its modern hegemony. By re-examining Vietnamese history as that of an empire and hegemon, this paper challenges the nationalist historiography’s assumption about Vietnam’s need for survival from China as the driving force of Vietnamese history. In contrast, I argue that the threat to Vietnamese survival has come less from China than from other states on China’s southern frontier. Vietnam has in fact benefited from a positive synergy with China in much of its premodern and modern history. By situating Vietnamese state formation in the context of mainland Southeast Asia, I hope to correct the tendency in many studies that focus exclusively on Sino-Vietnamese dyadic interactions and that posit the two as opposites. Treating Vietnam as an empire or hegemon over a large area of mainland Southeast Asia also is essential to understand why Vietnamese sometimes did not automatically accept Chinese superiority despite the obvious “asymmetry” between them.

The article is devoted to the theore­tic comprehension of the artistic culture of Yakutia of the 20th — 21st centuries, first conduc­ted from the perspective of methodological concepts of M. Mamardashvili-Pyatigorsky and the theory of modernization of S. Eisenstadt. The author develops a model for determining the properties and characteristics of the emerging cultural paradigm, denoting it by the term “ethno-modern”. The scientific novelty of the work is determined by the lack of research, in the regional art history and cultu­ral studies, focused on methodological innovation in the philosophy of art. Identifying the patterns and characteristics of the formation of modern regional art is timely because it contributes to the description of cultural systems and codes of multinational Russia. The study sets the task of classifying the Yakut artistic culture (from the pre-modern to the post-modern) and the typology of the symbolic constructs of consciousness, which is inherent to the art of these sta­ges. The current state of the creative culture of Yakutia is determined through the potential of theatrical, cinema, fine and musical arts (ethno-modern and ethno-premodern). The methods of interdisciplinary studies allows to identify the ethnoforming constructs of the artistic culture of Yakutia, different symbo­lic categories of consciousness in the spiritual landscape of the region and offer the author’s version of the analysis of the stages of development of European culture at the example of the art of the natio­nal region. There are indicated the two main trends that operate with symbolic constructs of a mytholo­gical or metaphysical type of comprehension. The result of the conducted study is the author’s concept of a new paradigm of the creative culture of Yakutia (ethno-modern), combined with the state of ethno-premodern. The article reveals the characteristics of this paradigm, potential of self-development and correlation with the accepted classification of European cultural evolution.

Although 35 years have passed since the democratic transition, there are several institutional and non-institutional factors demonstrating that Korean democracy has not sufficiently matured or consolidated. Among others, it is noteworthy to pay special attention to the problematic party politics and its formation process combined with the imperial presidential system. Against the background of premodern political culture endowing the president with a prerogative power, Korean political leaders tend to take authoritarian charismatic leadership as their political style, instead of rationally institutionalized leadership. The presidents and political leaders have shown authoritarian populist leadership during the authoritarian regime, and delegative populist leadership in the post-democratization era. They dominated state affairs and party politics, forming a monopolistic and factional party system. This article focuses on the problem of party politics featuring pre-modern party system and populist leadership clung to the old customs of personalized and factional politics in Korea, by emphasizing that both have been supported and strengthened through the party regulation since 1945. The finding is that in the Korean presidential system, party regulation and populist leadership have mutually influenced and are closely intertwined, resulting in malfunctioning party politics and democracy.

Abstract:
Recent theoretical innovations in cultural evolutionary theory emphasize the role of cooperative social organizations that unite diverse groups as a key step in the evolution of social complexity. A principal mechanism identified by this theory is feasting, a strategy that reinforces norms of cooperation. Feasts occur throughout the premodern world, and the intensification of feasting is empirically correlated to increased social complexity. A critical factor in assessing the evolutionary significance of this practice is the scale and range of the feast from that focused on a single community to ones that draw from a large region or catchment zone. This work addresses the degree to which hosts draw on a local area vs. a regional one in initial prehistoric feasting. We report on excavations at a locus of intensive feasting—a ceremonial sunken court—in a fifth- to third-century BCE Paracas site on the south coast of Peru. We selected 39 organic objects from the court placed as offerings during major feasting episodes. We analyzed the radiogenic strontium isotope (87Sr/86Sr) values to determine the geographical origin of each object. The 87Sr/86Sr data plus additional archaeological data support a hypothesis that the catchment of the court was quite extensive. The initial strategy of political and economic alliance building was macroregional in scope. These data indicate that the most effective initial strategy in early state formation in this case study was to build wide alliances at the outset, as opposed to first consolidating local ones that subsequently expand.

The conceptualization of the role of informal relationships, including patron-client relations, in the development of Early Modern state institutions in modern European historiography is usually associated with the names of R. Munier, S. Kettering and A. Maczak, whose works have long since become classics. Less well known in this context is the Verflechtungstheorie (lit. theory of entanglement), developed in the 1970s by the Freiburg historian W. Reinhard. The aim of this article is to examine the Verflechtungstheorie in historical perspective and its theoretical foundations, as well as the history of its reception in the context of the development of social history in Germany. In doing so, the author explains the reasons why Reinhard's approach occurred less influential in comparison with the works of the historians mentioned above. The article is based on a detailed study of Reinhard's works dedicated to the Verflechtungstheorie (since the 1990s micropolitics), starting from his 1979 monograph Freunde und Kreaturen (“Friends and Creatures”) and ending with the most recent publications in the 2010s. The beginning of the article is devoted to the formation of the conceptual apparatus of Reinhard's theory. He understands the term Verflechtungen as the result and foundation of social interaction based on four relationship types - kinship, compatriot, friendship and patronage, playing, according to Reinhard, a key role in premodern times. The theoretical basis of Reinhard's explanatory model is formed by the sociometry of the American sociologist J. L. Moreno, and Reinhard viewed his concept of elite relations as a kind of network analysis. Further on the article moves on analyzing the reception problem of the presented theory. According to Reinhard, the Verflechtungstheorie experienced reception difficulties within historical scholarship mostly for being technically ahead of its time. However, as the article shows, the main reason was that the concept failed to meet the zeitgeist prevailing in postwar German historiography. While social history developing under the influence of the Bielefeld school focused on the study of microhistorical subjects, Reinhards's approach was mainly a political one. Abandoning the term Verflechtungen in the mid-1990s and replacing it with the term micropolitics, Reinhard did not solve the problem. This change was a merely linguistic one, and Reinhard continued to argue that informal relations mark a negotiable stage, which is characteristic for societies with a high level of mobility and an underdeveloped statehood. In conclusion, the article shows that the results of Reinhard's scholarly work should not be considered a failure. The main merit is its continuity: some of Reinhard's former students proved that informal relationships are by no means a parasitic atavism associated solely with corruption.

This essay argues that the primary socio-economic formations of premodern Japan were formed in the Bronze Age via processes of ancient globalisation across Eurasia. Multi-crop cereal agriculture combining rice, millet, wheat and barley with a minor contribution from domesticated animals spread from Bronze Age Korea to Japan at the beginning of the first millennium BC. This agricultural system gradually expanded through the archipelago while engendering new economic niches centred on trade, raiding and specialised fishing. From the fifth century AD the horse became widely used for warfare, transport and overseas trade. While alluvial rice farming provided staple finance for the early state, it is argued here that the concept of the ‘maritime mode of production’ better explains economic processes in the nonstate spaces of Japan until the early seventeenth century. Despite this diversity in socio-economic formations, the post-Bronze Age globalisation of food in Japan appears to have been delayed compared to many other regions of Eurasia and to have been less impacted by elite consumption. Further research is required to confirm this suggestion and the essay outlines several areas where archaeological research could contribute to debates over the ‘Great Divergence’ and the economic development of the modern world.

Abstract:
This essay examines the contemporary crisis in Chile in the context of the rise of the global far right. What led to the popular uprising in Chile in October 2019, and what forces are represented by its violent state repression? Fascist formations are currently developing in various nations; Umberto Eco’s concept of Ur-Fascism is useful in tracing the range of fascisms and their characteristics. These include populism, nationalism, racism, and syncretic traditionalism. In Chile, the racism of the far right is directed against its indigenous people more than immigrants. The ‘unfinished business’ of capitalist development here is the historical background of the oppressive relationship established by the ‘West’ over the ‘Rest’, in Stuart Hall’s terms. Fascism emerges periodically, temporarily resolving crises of accumulation through runaway activity of capital, entailing suppression of the working class and its organization. Neoliberalism has been the latest form of this exacerbation, but as its contradictions have intensified, its ideology no longer manages to mask the exploitation and secure consent. Neoliberalism, trialed in Chile after the 1973 coup under United States hegemony, became globally entrenched following the collapse of Soviet-bloc socialism and the ensuing weaknesses and crises of the organized left and the decay of social democracy. Neoliberal ideology has sustained capital at the same time as neoliberal policies have augmented the precarity of subordinated classes. As this becomes apparent with the sharpening of contradictions, the anachronistic relationship between liberalism and democracy has been deeply damaged. It becomes clear that capital’s profitability is privileged over the needs and wishes of the people. In this framework, to explore the rise and meaning of fascism is thus to examine the condition and possibilities of modernity and its limits. Modernity is besieged by pressurs coming from premodern esentialist conceptions of the world and also by the postmodernist’s view of chaos and fragmentation of a spontaneous social order; neoliberalism becomes compatible with both. Fascism lacks a coherence, but is anchored emotionally to archetypal foundations. Its very eclecticism embraces a wide range of anti-socialist and anti-capitalist discourses, which have enabled it to take root in mass movements. Its ideological resolution of the contradiction between capital and labor is temporary: the intensifying of capital accumulation activates its opposition, to the point where the distorting effect of ideology is unveiled and contradictions appear as class struggle. The longstanding imposition of neoliberalism in Chile, and the runaway activity of capital which it supported have has been rejected and partially defeated by the October 2019 rebellion in Chile. The far right has backed down but has not been defeated. The plebiscite of 25 October 2020 has delivered the people’s verdict on neoliberalism. However, in the different global and national circumstances of 2021, the fascists still among us may yet seek to reassert the order that they sought in 1973.

Elias Muhanna’s The World in a Book: Al-Nuwayri and the Islamic Ency- clopedic Tradition is an erudite, scrupulously researched, and eminently readable book that marks a significant contribution to studies in Arabic lit- erature, Mamluk history, and the production and circulation of knowledge in the medieval Islamicate world. Muhanna successfully analyzes—over the course of 232 pages with almost a dozen images and as many tables—the monumental, 31-volume encyclopedic compendium that consists of over two million words, titled Nihāyat al-arab fī funūn al-adab (The Ultimate Ambition in the Arts of Erudition), composed by Shihāb al-Dīn Aḥmad ibn ‘Abd al-Wahhāb al-Nuwayrī, an Egyptian bureaucrat and scholar, during the early fourteenth century. Muhanna’s goals are to consider why al-Nuwayrī composed his ambi- tious work; to analyze the disciplines al-Nuwayrī’s work encompassed and the models, sources, and methods that guided its composition; and to trace its reception among al-Nuwayrī’s contemporaries as well as its later recep- tion in Europe and the Islamicate world. Centering these questions on The Ultimate Ambition, Muhanna analyzes Arabic encyclopedism, a phenom- enon that reached its zenith in Egypt and Syria during the thirteenth to fifteenth centuries. Muhanna challenges the argument that the rise in encyclopedism re- flected anxiety about the Mongol invasions and fears about the obliteration of civilization’s knowledge and heritage. He instead argues that encyclope- dists such as al-Nuwayrī were motivated by various factors, “chief among them the feeling of an overcrowding of authoritative knowledge in Cairo and Damascus, the great school cities of the empire” (3) which, coupled with the expansion of higher education and the migration patterns of scholars in West and Central Asia, meant that there were “new texts available for study and prompting the formation of new genres and knowledge practices” (3). The story of al-Nuwayrī is, thus, a story about the production, reception, and transmission of knowledge. Muhanna’s primary raconteurs are schol- ars of Mamluk history and historiography, Islamicate literature, and studies in the transmission of knowledge, including T. Bauer, J. Berkey, A. Blair, M. Chamberlain, L. Guo, K. Hirschler, H. Kilpatrick, D. Little, L. Northrup, C. Petry, J. Schmidt, M. van Berkel, and G. van Gelder. The World in a Book is both sweeping and specific, and it considers al-Nuwayrī’s compendium directly—not merely as a source to reconstruct Mamluk history—and assesses why encyclopedism surged during the thir- teenth through fifteenth centuries. Amongst the genres of medieval Arabic Islamicate literature to which scholars have directed their attention during the past several decades—such as adab, poetry, mirrors for princes, histo- ries, chronicles, hadith collections, and pilgrimage manuals—relatively few have studied Arabic encyclopedism. Chapter 1, “Encyclopedism in the Mamluk Empire,” explores why al-Nuwayrī compiled his work. Muhanna offers a useful distinction be- tween “encyclopedism and encyclopedia” (pp. 11-13) and grounds his ap- proach in encyclopedism, which is the idea that there is a “spectrum…upon which we might situate a variety of works belonging to different premodern genres and possessing different principles of order, structure, focus, agen- da, audience, and modes of reading” (12). The merit of this approach is that it casts a wider, less restrictive net, since “reading these texts as tokens of a similar knowledge practice rather than members of a common genre per- mits us to see the continuities between strategies of knowledge-ordering that cut across different bibliographical categories” (12). Given the fluc- tuating and complex notions of genre—the genre of medieval Arabic and Persian tārīkh, for example, encompasses a heterogeneous variety of texts, from local histories, chronicles, biographical dictionaries, and often some combination of all of the above—encyclopedism is a compelling conceptual approach to this body of literatures. Muhanna argues that while al-Nuwayrī himself situated his work within the tradition of adab, his inspirations and sources belonged to other genres, which lead to the rise of this hybrid genre of encyclopedism. Al-Nuwayrī was an esteemed copyist who directly ad- dressed the scribal arts in The Ultimate Ambition, which “both described the expectations of the scribe and provided the content of his education: it styled itself as an encyclopedic guide for an encyclopedic education” (21). Chapter 2, “Structures of Knowledge,” offers a 30,000ft view of al-Nu- wayrī’s work, including its arrangement, structure, and overall composi- tion, and compares it to other Mamluk encyclopedic texts and to earlier adab works. Elias Muhanna’s The World in a Book: Al-Nuwayri and the Islamic Ency- clopedic Tradition is an erudite, scrupulously researched, and eminently readable book that marks a significant contribution to studies in Arabic lit- erature, Mamluk history, and the production and circulation of knowledge in the medieval Islamicate world. Muhanna successfully analyzes—over the course of 232 pages with almost a dozen images and as many tables—the monumental, 31-volume encyclopedic compendium that consists of over two million words, titled Nihāyat al-arab fī funūn al-adab (The Ultimate Ambition in the Arts of Erudition), composed by Shihāb al-Dīn Aḥmad ibn ‘Abd al-Wahhāb al-Nuwayrī, an Egyptian bureaucrat and scholar, during the early fourteenth century. Muhanna’s goals are to consider why al-Nuwayrī composed his ambi- tious work; to analyze the disciplines al-Nuwayrī’s work encompassed and the models, sources, and methods that guided its composition; and to trace its reception among al-Nuwayrī’s contemporaries as well as its later recep- tion in Europe and the Islamicate world. Centering these questions on The Ultimate Ambition, Muhanna analyzes Arabic encyclopedism, a phenom- enon that reached its zenith in Egypt and Syria during the thirteenth to fifteenth centuries. Muhanna challenges the argument that the rise in encyclopedism re- flected anxiety about the Mongol invasions and fears about the obliteration of civilization’s knowledge and heritage. He instead argues that encyclope- dists such as al-Nuwayrī were motivated by various factors, “chief among them the feeling of an overcrowding of authoritative knowledge in Cairo and Damascus, the great school cities of the empire” (3) which, coupled with the expansion of higher education and the migration patterns of scholars in West and Central Asia, meant that there were “new texts available for study and prompting the formation of new genres and knowledge practices” (3). The story of al-Nuwayrī is, thus, a story about the production, reception, and transmission of knowledge. Muhanna’s primary raconteurs are schol- ars of Mamluk history and historiography, Islamicate literature, and studies in the transmission of knowledge, including T. Bauer, J. Berkey, A. Blair, M. Chamberlain, L. Guo, K. Hirschler, H. Kilpatrick, D. Little, L. Northrup, C. Petry, J. Schmidt, M. van Berkel, and G. van Gelder. The World in a Book is both sweeping and specific, and it considers al-Nuwayrī’s compendium directly—not merely as a source to reconstruct Mamluk history—and assesses why encyclopedism surged during the thir- teenth through fifteenth centuries. Amongst the genres of medieval Arabic Islamicate literature to which scholars have directed their attention during the past several decades—such as adab, poetry, mirrors for princes, histo- ries, chronicles, hadith collections, and pilgrimage manuals—relatively few have studied Arabic encyclopedism. Chapter 1, “Encyclopedism in the Mamluk Empire,” explores why al-Nuwayrī compiled his work. Muhanna offers a useful distinction be- tween “encyclopedism and encyclopedia” (pp. 11-13) and grounds his ap- proach in encyclopedism, which is the idea that there is a “spectrum…upon which we might situate a variety of works belonging to different premodern genres and possessing different principles of order, structure, focus, agen- da, audience, and modes of reading” (12). The merit of this approach is that it casts a wider, less restrictive net, since “reading these texts as tokens of a similar knowledge practice rather than members of a common genre per- mits us to see the continuities between strategies of knowledge-ordering that cut across different bibliographical categories” (12). Given the fluc- tuating and complex notions of genre—the genre of medieval Arabic and Persian tārīkh, for example, encompasses a heterogeneous variety of texts, from local histories, chronicles, biographical dictionaries, and often some combination of all of the above—encyclopedism is a compelling conceptual approach to this body of literatures. Muhanna argues that while al-Nuwayrī himself situated his work within the tradition of adab, his inspirations and sources belonged to other genres, which lead to the rise of this hybrid genre of encyclopedism. Al-Nuwayrī was an esteemed copyist who directly ad- dressed the scribal arts in The Ultimate Ambition, which “both described the expectations of the scribe and provided the content of his education: it styled itself as an encyclopedic guide for an encyclopedic education” (21). How states and great powers rise and fall is an intriguing enigma of human history. Are there any patterns? Do polities become more vulnerable over time as they age? We analyze longevity in hundreds of premodern states using survival analysis to help provide initial insights into these questions. This approach is commonly used to study the risk of death in biological organisms or failure in mechanical systems. The results reveal that the risk of state termination increased steeply over approximately the first two centuries after formation and stabilized thereafter. This provides the first quantitative support for the hypothesis that the resilience of political states decreases over time. Potential mechanisms that could drive such declining resilience include environmental degradation, increasing complexity, growing inequality, and extractive institutions. While the cases are from premodern times, such dynamics and drivers of vulnerability may remain relevant today.

Abstract This article examines three Sinophone cultural texts to suggest that Sinophone studies can draw from its affinities with historical and linguistic studies to question the conceptual boundary of “premodern” imperial China. Through case studies of Hou Hsiao-hsien from Taiwan and Saisai (Xi Xi) and Wong Bik-wan from Hong Kong, the article proposes “deep imperial time” as a Sinophone historical poetics and cultural strategy of deimperialization. Artists turn their Sinophone sensibilities into a historiographical method that intervenes in nation-centric history and performs a capacious form of localization. Marginality from the normative nation-state and interimperial positionality compel them to enact decentered visions of historical Chineseness and imagine anti-imperial solidarities with the margins of different imperial formations across history. The article concludes that Sinophone studies can contribute to the conceptual enlargement of decoloniality by incorporating subaltern experiences in contesting non-Western empires.

The discipline of International Relations is premised upon the idea that a premodern world of empires and colonial domination was gradually replaced through the global spread of modern sovereign nation-states. Decades of decolonial scholarship and the growth of the literature on state formations have shown fundamental continuities in these ‘transitions to modernity’, which are often overlooked by the assumption that establishes the discipline. This paper questions the possibility of responding to contemporary global crises through a political framework rooted in colonial and absolutist legacies, indicating the necessity of thinking not only beyond, but against sovereignty. This is presented, first, through an engagement with the historical development of modern sovereignty and the role of the ‘nation’ in tying the legitimacy of political authority to a cultural or historical homogeneity. Second, by drawing upon the existing critiques of the nation within decolonial literature, outlining two different responses to its role in struggles for decolonial democratisation. While such a rejection of sovereignty is by no means a finished project, it is a necessary component of contemporary political action (and academic reflection) that aims to look for alternative ways of addressing the many crises of the present while abandoning the colonial legacies of our current political forms.
