Abstract:
Pre-owned cars (i.e., cars with one or more previous retail owners) are extremely popular in Bangladesh. Customers who plan to purchase a pre-owned car often struggle to find a car within a budget as well as to predict the price of a particular pre-owned car. Currently, Bangladesh lacks online services that can provide assistance to customers purchasing pre-owned cars. A good prediction of prices of pre-owned cars can help customers greatly in making an informed decision about buying a pre-owned car. In this article, we look into this problem and develop a forecasting system (using machine learning techniques) that helps a potential buyer to estimate the price of a pre-owned car he is interested in. A dataset is collected and pre-processed. Exploratory data analysis has been performed. Following that, various machine learning regression algorithms, including linear regression, LASSO (Least Absolute Shrinkage and Selection Operator) regression, decision tree, random forest, and extreme gradient boosting have been applied. After evaluating the performance of each method, the best-performing model (XGBoost) was chosen. This model is capable of properly predicting prices more than 91% of the time. Finally, the model has been deployed as a web application in a local machine so that this can be later made available to end users.

Abstract:
Abstract Background There is currently no comprehensive legislation protecting non-smokers and children from second-hand smoke (SHS) exposure in private cars at the European Union (EU) level. This study aims to assess smokers’ support for smoke-free cars legislation in six EU countries. Methods Data come from the EUREST-PLUS ITC Europe Surveys: Wave 1 (2016, n = 6011) and Wave 2 (2018, n = 6027) conducted in Germany, Greece, Hungary, Poland, Romania and Spain. Support for smoke-free cars carrying pre-school children and non-smokers and voluntary implementation of smoke-free cars were assessed among adult smokers. Generalized estimating equations models were used to assess changes in support between waves. Results In 2018, 96.3% [95% confidence interval (CI) 95.4–97.0%] of the overall sample supported smoke-free legislation for cars carrying pre-school children, representing an increase of 2.4 percentage points in comparison to 2016. Smoke-free legislation for cars transporting non-smokers was supported by 85.2% (95% CI 83.1–87.1%) of smokers’ in 2016 and 90.2% (95% CI 88.6–91.7%) in 2018. Among smokers who owned cars, there was a significant 7.2 percentage points increase in voluntary implementation of smoke-free cars carrying children from 2016 (60.7%, 95% CI 57.2–64.0%) to 2018 (67.9%, 95% CI 65.1–70.5%). All sociodemographic groups of smokers reported support higher than 80% in 2018. Conclusion The vast majority of smokers in all six EU countries support smoke-free legislation for cars carrying pre-school children and non-smokers. This almost universal support across countries and sociodemographic groups is a clear indicator of a window of opportunity for the introduction of comprehensive legislation to protect non-smokers and children from SHS exposure in cars.

Learning outcomes Students are exposed to debt and equity financing; analysis of company affairs using selected financial statement information; use of ratios in financial analysis; the impact of adequate financing on company performance; and trade-offs companies must make in their day-to-day operations. Case overview/synopsis Jetcon Corporation’s business model involved the importation of pre-owned cars from Japan for re-sale in Jamaica. It was a fiercely competitive business as there were over 100 companies involved in this sector. There was also a vibrant new-car sector. Jetcon focused on importing mid to low price Japanese pre-owned models, which were already common on Jamaican roads, and which would be affordable to the larger segment of buyers. Like most small businesses, it experienced difficulty raising financing in the amounts and cost that is required and this contributed to its decision to raise equity capital through an initial public offer. It was the first used-car dealer to list on the Jamaica Stock Exchange. Complexity academic level This case is suitable for final-year undergraduate students in finance. By that time they should already have been exposed to debt, equity and stock markets. It helps students to explore some of the issues involved in financing a company’s operations. Abstract:
With climate change and inequities, this study assessed the willingness of affordable-housing and middle-income residents to buy an electric vehicle (EV) if they had a charging station at their home, the likelihood of buying an EV in 2 years, ideal charger locations, and payment preferences for installation. The new Green Books revealed charger opportunities. Volunteers completed paper surveys in Brookline, MA, in an affordable housing complex (n = 37) and a middle-income neighborhood (n = 128) (Total n = 165). Brookline is unique because drivers cannot leave their cars curbside overnight, and local historic districts (LHDs) require aesthetic charger-installations. Descriptive statistics (yes + likely) revealed that affordable housing (70%) and middle-income (65%) respondents would lease or buy a secondhand EV if they had a charging station where they park their car at their home. Affordable housing (43%) and middle-income (38%) respondents were more neutral about buying an EV in the next 2 years. The preferred charger location was the side of the house (44%) or a post by the driveway (38%). Preferred cost-for-installation included government reimbursement (47%) and tax deduction (41%). Data analysis combined affordable housing and middle-income responses and showed no significant differences for gender, significant differences for individuals 76 years and older, and minor differences for income. To inform individuals in the pre-contemplation phase, Black-owned businesses in the new Green Books could seek government funding for off-road chargers. While EV technology will improve, land is limited, so chargers should not displace climate-responsive bicyclists in curbside protected bike lanes. Following this study, governments and academics could pilot full funding of home charger installations to involve affordable housing and middle-income residents in this climate change solution, study details of these adopters, and develop worldwide policies to lessen greenhouse gas emissions.

Abstract:
“Consumer behavior study is quite a challenging task. If a company wants to survive, it should be able to compete well by understanding the consumer mindset. Used Car Market is a key growth indicator in develop countries while it is a emerging automobile segment in the developing markets like India. Generally, this market is observed w.r.t new car. A ratio between Used Car sales & New Car sales provides the market size & opportunity for growth.” “Indian economy has witnessed consistent GDP growth in last 2 decades which increased the new car sale and total car park. Frequent launching on new models by all the OEMs and entry of new OEMs in India has increased the used car sales and right now used car sales is 1.3 times of new car sales.” “Although market is 1.3 times of new car but still there is a huge gap between demand & supply of used cars. A famous theory given by an American economist Mr. George Akerlof is used to describe the problem of Demand & Supply gap issue in Indian used car market. This theory stated that the quality of goods traded in a market can degrade in the presence of information asymmetry between buyers and sellers, In last market left with bad quality products and then no buyer to purchase these lemons.” “Each market is shifting from only Brick & Mortar platform to digital platform, presence of many online websites like Cars24, Cardekho etc. are creating a big challenge for offline players in India as well. Market is divided among organized, semi-organized, unorganized and customer to customer sale. Earlier unorganized players very dominating in the market now organized players has increased their foothold.” “The main purpose of this research is to understand consumers of used car market. Focus area was to understand the impact of factors linked with Brand, Price, Quality & Aesthetic on consumers' decision making while buying a used car. Also, it has been explained why there is gap between demand & supply in used car market and what’s the role of opinion leader in used car market.” “The project was started with literature review and gap identification. It was found that Brand, Price & Quality are representing very limited interest of the customer. On the other hand, there are no of factors which are linked to these categories. Further, most of the decision-making 9 | P a g e sub-factors related to these 4 main categories were identified. Secondary data with results was extracted from other report & researches. To collect primary data a questionnaire was designed, floated and it was filled by participants. 28 responses were received from participants which was analyzed. The findings show that there is a positive relationship between Brand, Price & Quality of used car on consumer buying behavior while the Aesthetic criteria doesn’t impact the behavior. There were 4 hypotheses out of which 3 stands rejected and 1 stands not rejected. Brand is combination of brand of the product and outlet brand both. Price factor involves price of the car, insurance cost, maintenance cost, fuel cost and finance options. Quality is dependent upon mileage, car condition, no of owners, age etc. While aesthetic looks like color are not impacting the decision.” “Consumers are trying to shop at online as well as offline stores, but they are happy to sell the cars online but wants to buy only offline. It is evident from the study that both the platform will co-exist. Online platforms are very good in lead generation while offline stores give confidence to the actual buyer as well as seller.” “Role of opinion leader is very much recognized in every decision making of a customer. There is a rise in demand of field expert in used car space who can guide the buyers and fill the void of limited knowledge, but maximum people are still relying upon their known’s feedback.

In the past, customers in procuring products used rational analysis to buy inexpensive but satisfactory things. Since 2002 owing to our government’s promotion of culturally creative industry and the popularity of education, culturally creative products have been blossoming everywhere. Beginning from 1995 more pre-owned cars have been sold than new ones. This indicates that in our country the sale of pre-owned cars has become the main trend in the car industry. The conclusion of this paper will point out that contacting customers for the first time, the salesmen of pre-owned cars should not think that this first procurement is the customer’s last procurement. In dealing with customers, if salesmen can spend time in understanding the backgrounds of customers, culture in particular, and taking into consideration the conclusion of this study, they will be more willing to buy. In this way, in this competitive sales market, this study will exercise positive influence on an enterprise in its long-term business.

Abstract:
The Pre-owned cars or so-called used cars have capacious markets across the globe. Before acquiring a used car, the buyer should be able to decide whether the price affixed for the car is genuine. Several facets including mileage, year, model, make, run and many more are needed to be considered before getting a hold of any pre-owned car. Both the seller and the buyer should have a fair deal. This paper presents a system that has been implemented to predict a fair price for any pre-owned car. The system works well to anticipate the price of used cars for the Mumbai region. Ensemble techniques in machine learning namely Random Forest Algorithm, eXtreme Gradient Boost are deployed to develop models that can predict an appropriate price for the used cars. The techniques are compared so as to determine an optimal one. Both the methods provided comparable performance wherein eXtreme Boost outperformed the random forest algorithm. Root Mean Squared Error of random forest recorded 3.44 whereas eXtreme Boost displayed 0.53.

Abstract:
. The article is devoted to the privatization of prisons and the provision of commercial services to improve the detention conditions of persons taken into custody in the pre-trial detention centers of the State Penitentiary Service of Ukraine. These issues have become relevant in modern conditions of experimental projects of the Ministry of Justice of Ukraine. The author of the article has used a comparative approach to define the effectiveness of the implemented projects and the efficiency of public policy in this area. The experience of countries, in which private prisons and the provision of services on a paying basis have proven their effectiveness and gained popularity in the world, has been studied. An analysis of the state policy implementation in this area in such countries as the United States, Norway, France has been accomplished. It showed that paid ser-vices related to the organization of executions, employment of prisoners, the possibility of obtaining certain funds, ensuring health care is carried out exclusively by organizations (corporations), which provide them. Peculiarities of their activity, legal aspects of standardization and possibilities of use in the national space have been investigated. An analysis of a experimental project introduced by the Ministry of Justice of Ukraine to provide commercial services to persons taken into custody in pre-trial detention facilities of the State Penitentiary Service of Ukraine and a project to sell prisons has been carried out. It has been established that for the effectiveness of their implementation it is advisable to take into account the conditions in which the state is, its capabilities, current realities, including the impact of the global COVID-19 pandemic and the probable risks. It has been proposed to consider the provision of commercial services to im-prove the conditions of persons taken into custody in pre-trial detention centers and the privatization of prisons as a multifaceted phenomenon in the context of the state policy of reforming (development) of the penitentiary service. It has been recom-mended to involve the private sector in the state penitentiary system, taking into ac-count the foreign experience, normalize the legal aspects of its activities, optimize the network of existing state-owned enterprises, penitentiary institutions, to ensure the efficiency of their functioning and to provide adequate detention conditions of accused persons (convicts) through effective interaction of the penitentiary service (state) with the private sector and active involvement of local authorities.

Full text
Abstract:
The Federal Railroad Administration’s Office of Research and Development is conducting research into passenger locomotive fuel tank crashworthiness. A series of impact tests is being conducted to measure fuel tank deformation under two types of dynamic loading conditions — blunt and raking impacts. This program is intended to result in a better understanding of design features that improve the puncture resistance of passenger locomotive fuel tanks. One reason for performing this program is to aid in development of appropriate standards for puncture resistance to be applied to alternatively-designed fuel tanks, such as on diesel multiple unit (DMU) passenger rail equipment. This paper describes the results of the third blunt impact test of retired F-40 locomotive fuel tanks. The test setup was designed for the Transportation Technology Center (TTC) in Pueblo, Colorado, to impart blunt impacts to the bottom of each fuel tank specimen. The specimens tested to date are from FRA-owned retired F-40 passenger locomotives. To conduct the test, each tank was emptied of fluid and mounted on a crash wall with the bottom surface exposed. A rail cart modified with a “rigid” indenter measuring 12 inches by 12 inches, was released to impact the bottom of fuel tank at a target impact speed. The first two tests, conducted on October 8 and 9, 2013, were designed to impact the center of two different tank designs. Tests were conducted at impact speeds of 4.5 and 6.2 mph and caused maximum residual dents of 5 inches and 1.5 inches, respectively. On August 20, 2014 the test of fuel tank 234 was conducted to impact the tank off-center between two baffles. Force-deformation measurements were collected for each tank during the three tests. The series of tests provide information regarding the influence of tank design on puncture resistance. In the test of tank 234, the target impact speed was 12.5 mph, and the actual impact occurred at 11.2 mph. The test resulted in a residual dent depth of approximately 9 inches, and buckling of several internal baffles. The impact did not result in puncture of the tank. Following the test, the tank was cut open to permit examination of the baffles. This examination revealed a different baffle geometry than was modeled based on pre-test measurements. Finite element analysis (FEA) was used to predict the behavior of the tank during the test. The FE model of the tank required several material properties to be defined in order to capture puncture behavior. The combination of metal plasticity, ductile failure, and element removal would permit the model to simulate puncture for this tank. Following the test, the tank was cut open, revealing a different baffle arrangement than had been initially thought. The post-test FE model was then updated to include the actual baffle arrangement of tank 234. With the actual baffle arrangement included in the model, the FE results are in fairly good agreement with the test. Additional changes to the ductile failure criterion were also made in the post-test model. The objective of this research program is to establish the baseline puncture resistance of current passenger locomotive fuel tanks under dynamic impact conditions and to develop performance requirements to ensure an appropriate level of puncture resistance in alternative fuel tank designs, such as DMU fuel tanks.
