Abstract:
The purpose of this report is to determine whether the products of the Planning, Programming and Budgeting System (PPBS) are worthwhile, they must be measured against some form of output. The prepositioned War Reserve (PWR) of the Marine Corps is a measure of sustainability: a desired output of the PPBS. This thesis investigated the PPBS, the Marine Corps programming methodology and ammunition requirement generation to determine whether these processes artificially constrain ammunition purchases. This thesis suggests that the constraints placed on ammunition requirements are related to the lack of long-range strategic goals, inadequate planning in the PPBS and the inherent weaknesses of program budgeting. Abstract:
This thesis provides an analysis of the causal factors leading to the increased influence and authority of the CINCs in the defense resource decision and allocation process. A discussion is provided on the various Joint Chiefs of Staff (JCS) reforms which lead to the enhancement of the CINCs' role in the Planning, Programming, and Budgeting System. Major issues, constraints, control and implementation problems currently confronting the CINCs are explored. A brief summary of the initiatives begun by Deputy Secretary of Defense (DEPSECDEF) Taft to increase the involvement of the CINCs in the defense programming process also is provided. The policy issues related to implementation of the Goldwater-Nichols Department of Defense (DoD) reorganization Act of 1986 are reviewed along with some of the positive and negative aspects of the increased demand for CINC participation in PPBS. Conclusions and recommendations for further study are furnished

Abstract:
During the early 1960s, the US Department of Defense, under Secretary Robert McNamara implemented for the first time in national government a Planning-Programming and Budgeting System (PPBS) in order to improve effectiveness and efficiency in defence program management. McNamara sought improved effectiveness through a formal five-year program designed to reduce costs. He also sought efficient methods of managing joint service strategy coordination, requirements' analysis and planning, and improved alignment between the choice of requirements and the size and nature of the acquisition program. The Australian Defence Organisation (ADO) and the UK Ministry of Defence later sought to implement their own forms of PPBS. Recently, both have introduced program management innovations that seek to achieve more reliably effective and efficient outcomes. The thesis has reviewed program management theory with a particular focus on its implementation challenges relating to strategic management, program review, personnel management and program coordination. It has sought to answer the research problem: Which specific management designs could offer better outcomes for Australian defence technological edge programs? The thesis' central proposition is that the greatest opportunities for improving defence program outcomes occur when classic PPBS concepts are implemented within a Program Management System that incorporates Zero- Base budgeting (ZBB), Management by Objectives (MBO), and Matrix structural systems. All of these systems, either alone or in combination seek to enhance program quality, scheduling, financial management and evaluation. The research used in-depth case study research based on qualitative data found within a selection of recent Australian National Audit Office reports, and other public records. The central proposition is subjected to dynamic reliabilityrelated contingency analysis and evaluation. The thesis concludes with the proposition that if managers were to implement a contingency based integrated mixture of the above-mentioned systems they could expect improved technological edge program outcomes.

Abstract:
Die Genexpressionsmaschinerie in Chloroplasten und Mitochondrien und die ihrer prokaryotischen Vorläufer sind konserviert. Innerhalb eines bakteriellen Grundgerüsts entwickelte sich darüber hinaus ein komplexer RNA-Metabolismus. In der vorliegenden Arbeit wird eine neue Klasse kleiner RNAs (15-50nt) mit plastidärem und mitochondrialen Ursprung beschrieben. Diese kurzen RNAs überlappen mit Bindestellen von RNA-bindenden Proteinen, die mRNAs gegen exonukleolytischen Verdau beschützen. Diese stabilisierende Funktion wird vermutlich hauptsächlich von PPR (Pentatricopeptid repeat) Proteinen und verwandten Proteine bewerkstelligt. Die kleinen RNAs repräsentieren dabei minimale nuklease-resistente Bereiche, sogenannte RNA-Bindeprotein footprints. Solche footprints finden sich in fast jedem intergenischen Bereich, der Prozessierung aufweist. Durch transkriptomweite Untersuchungen von kleinen RNAs in Mutanten von RNA-Bindeproteinen konnte für diese eine Reihe von Bindestellen identifiziert werden. Nuklease-resistente kleine RNAs fehlen in entsprechenden Mutanten. Der Vergleich neu identifizierter Ziele einzelner RNA-Bindeproteine führte dabei zu neuen Erkenntnissen über den Mechanismus der RNA-Erkennung durch PPR Proteine. Im Gegensatz zu Plastiden befinden sich kleine RNAs in Mitochondrien überwiegend an den 3‘ Enden von Transkripten, deren Stabilität vermutlich maßgeblich von diesen RNA-Bindeproteinen beeinflusst wird. Für das chloroplastidäre Ribonukleoprotein CP31A konnte gezeigt werden, dass es an der Stabilisierung der ndhF mRNA beteiligt ist. Die Interaktion mit der ndhF mRNA, die eine zentrale Komponente des NDH-Komplexes kodiert, wird dabei über die 3‘ untranslatierte Region vermittelt. Zusätzlich konnte gezeigt werden, dass CP31A die Stabilität einiger antisense Transkripte beeinflusst. Weiterhin wurden zehn neue Cytidin Desaminierungungen durch die Analyse von RNA-Seq Datensätzen in der Modellpflanze Arabidopsis thaliana identifiziert.
Chloroplasts and mitochondria are of endosymbiotic origin. Their basic gene expression machineries are retained from their free-living prokaryotic progenitors. On top of this bacterial scaffold, a number of organelle-specific RNA processing steps evolved. In this thesis, a novel class of organelle-specific short (15-50nt) RNAs is described on a transcriptome-wide scale. The small RNAs are found at binding sites of PPR (Pentatricopeptide repeat) and PPR-like proteins, which protect mRNAs against exonucleolytic decay. The small RNAs represent minimal nuclease resistant RNAs, so called PPR footprints. Small RNAs were identified in almost every intergenic region subjected to intergenic processing. This finding suggests that accumulation of processed transcripts in plastids is mostly due to protection by highly specific RNA-binding proteins. Small RNA sequencing identified a number of nuclease insensitive sites missing in mutants of RNA-binding proteins. Analysis of multiple small RNAs representing target sites of single PPR proteins expands the knowledge of target specificity. In mitochondria, accumulations of small RNAs predicts that at least two thirds of mitochondrial mRNAs are stabilized by RNA-binding proteins binding in their 3’UTR. In sum, small organellar RNAs turned out to be instrumental in elucidating the hitherto enigmatic intercistronic processing of organellar RNAs and allowed novel insights into the function of the dominant family of organellar RNA binding proteins, the PPR proteins. A chloroplast ribonucleoprotein CP31A is shown to be involved in stabilization of an mRNA for a central component of the NDH-complex by interaction with its 3’UTR. In addition, CP31A represents the first factor described that influences the accumulation of chloroplast antisense transcripts. Finally, ten novel plastid C to U RNA-editing sites were identified in the model plant Arabidopsis thaliana, using a novel RNA-Seq based approach.

A Parceria Público-Privada (PPP) é um formato diferenciado de concessão de serviços e obras públicas cuja característica mais singular é a assunção, pelo parceiro público, das incertezas sobre a geração de receitas associadas ao empreendimento ou serviço a ser executado pelo parceiro privado. O objeto da PPP pode ser a prestação total ou parcial de serviço público por um parceiro privado; o desempenho, por parceiro privado, de atividade de competência da administração pública (precedida ou não pela execução de obra pública); e a realização, por parceiro privado, de obra para a administração pública para a esta ser alienada, locada ou arrendada. No tocante à modalidade patrocinada, a PPP nada mais é que uma concessão de serviço público ou obra pública que envolve, adicionalmente à "concessão comum" (aquela definida nos termos da Lei 8.987/95), uma contraprestação pecuniária do parceiro público (poder concedente) ao parceiro privado (concessionário). Este Trabalho de Conclusão de Curso (TCC) sistematiza as informações existentes sobre a PPP patrocinada, contextualizando a importância do instrumento e definindo as condições mais propícias para sua aplicação. Transações com parte relacionadas (RPT) é um problema recorrente na maioria das empresas com propriedade compartilhada porque, ao mesmo tempo que pode trazer uma redução significante dos custos de transação, por outro lado apresenta o risco de ser abusada causando perdas para os acionistas minoritários e credores. A Parceria Público Privada (PPP) de infraestrutura, sendo um empreendimento em sociedade, está sujeito a este dilema e, devido à alavancagem proporcionada pelo Project Finance, há inclusive maiores incentivos ao comportamento oportunista. Um exemplo recente, motivando a discussão, é o case da usina hidroelétrica Santo Antônio, que, com um orçamento inicial de R$ 12 bilhões, acabou custando um total de R$ 20 bilhões. O potencial de retorno imediato por expropriação dos custos majoritários, tipo aquisição e construção para o projeto, na maioria das vezes é extremamente superior à exposição do agente oportunista às perdas durante a futura operação da infraestrutura. Neste trabalho é proposto um modelo microeconômico simples para explorar os incentivos subjacentes nos projetos de PPP com o objetivo de encontrar alternativas para mitigar o desalinhamento de incentivos causados por RPT’s nas PPPs. Finalmente, a literatura pesquisada, em conjunto com o modelo proposto, são usados na comparação com dados empíricos mostrando forte evidência de efeitos negativos das RPTs. Em muitas PPPs no Brasil, a presença de grandes construtoras nas holdings dos seus controladores, aliada à pouca experiência dos agentes governamentais e deficiência de recursos na utilização do modelo PPP, criou um ambiente muito desfavorável ao sucesso desses projetos.
The Related Party Transaction (RPT) is a recurring issue in most shared ownership companies because, at the same time, it has the potential to bring significant reduction of transaction costs, on the other hand, presents many pitfalls of being abused to the loss of the minority shareholders and creditors. The infrastructure Public Private Partnership (PPP), being a shared enterprise, is prone to this dilemma and, because project finance is extremely leveraged, there are even stronger incentives for opportunistic behavior. As a recent example to motivate the discussion there is the case of Santo Antonio hydroelectric power generation facility, which had an initial budget of R$ 12 billion and ended up costing a grand total of R$ 20 billion. The potential immediate returns of expropriation from major expenses, such as acquisition and construction for the project, most of the time, far outweighs the opportunist’s exposure to losses in the future operation of the infrastructure. It is proposed a simple microeconomic model for exploring the underlying incentives of PPP projects to help devise options for mitigating the incentive misalignment of RPTs in PPPs. Finally, the literature and the proposed model findings are used to compare with empirical data which has showed strong evidence of negative RPT effects. In many PPPs in Brazil, the presence of big construction firms in the controlling shareholders’ holdings, coupled with the government’s lack of experience and adequate resources to work with the PPP model, created a difficult environment for the financial success of those projects.

Public private partnerships (PPPs) are procurement models used in the provision of public infrastructures and involving private, as opposed to public, finance. The PPP model differs from the traditional public procurement model in this sense and in the unprecedented degree to which the private sector is involved. All things being equal, the rationale for choosing a PPP instead of a traditional public procurement model is if it provides a better Value for Money. As a result, a crucial issue to address is to find the key drivers of Value for Money in PPP projects and most importantly, to analyze the relationships between those key drivers and the complex notion of Value for Money. This study is based on a large overview of the literature together with contributions of informal interviews and my own opinions. Emphasis is put on the importance of risk management from financiers’ perspective and its consequences on Value for Money. The findings highlight the current problems in the Value for Money assessment that make the analysis hardly reliable. Good and bad practices in Value for Money assessment are discussed and potential solutions and guidance toward more Value for Money are provided.

The popularisation of sustainable development and increasing alarm of the over-exploitation of natural resources and its impact on the environment has forced the international community to recognise that the current condition of the environment is a global concern. Developing alongside this recognition is an awareness of the relationship between economic growth/ trade liberalisation and the environment. The reconciliation of trade and environment necessarily involves international trade organisations and how their policies affect the environment. To this end a large part of the trade and environment debate has involved the World Trade Organisation (WTO) and its approach to trade measures that relate to environmental protection, more specifically, on whether its treatment of non-product related Process and Production Methods is in line with the goal of sustainable development. In a setting where the 'the major cause of the continued deterioration of the global environment is the unsustainable pattern of consumption and production', states have been charged with the responsibility of setting standards that regulate the processes and methods used to produce goods so that the damage to the environment is minimised. Has the WTO been able to balance the goal of trade liberalisation with environmental protection and does its policy in relation to non-product-related Process and Production Methods undermine sustainable development and the ability of states to set their own environmental protection agenda? The dissertation will try to show that while GATT rules are not designed to undermine the objective of environmental protection, their application has reduced the ability of states to set their own agendas in relation to environmental protection. This will be done through an examination of case law with reference to the 'like product' analysis under Article III of the GATT which governs domestic regulations and the treatment they afford to domestic and imported products. It will show that the WTO's reluctance to use non-product related Process and Production Methods as a way of differentiating products, has the potential of undermining the efficacy of ecological protections put in place in pursuit of sustainable development. After an examination of Article XX, the thesis shows that while Article XX provides exceptions to the obligations of member states, it does not provide enough stability and predictability to address the failing of Article III. In doing the WTO has hindered the promotion of sustainable development as PPMs which are largely a response to failed multilateral efforts to achieve consensus on environmental protection.

Mit Hilfe eines Produktkonfigurationssystems ist es möglich, Produkte nach bestimmten Regeln aus bestimmten Bauteilen virtuell zu entwickeln [1] und somit die gewünschten Leistungsmerkmale der Kunden auf ihre Durchführbarkeit hin zu überprüfen. In der vorliegenden Marktuntersuchung wurden die Leistungsfähigkeit von Konfiguratoren sowohl in ERP-/PPS-Systemen als auch als Stand-alone-Lösung untersucht und darauf überprüft, inwiefern sie zur Bewältigung komplexer und variantenreicher Produktgestaltungsaufgaben geeignet sind.

With the help of a product-configuration-system it is possible to develop products virtually under specific rules and therefore to prove the customer capability characteristics for their practicability. In the present market research the capability of configurators in ERP-/PPS-systems as well as in stand-alone-solutions were checked and it was tested to what extend they are suitable to cope with complex product implementation.

Nested by linear cointegration first provided in Granger (1981), the definition of nonlinear cointegration is presented in this paper. Sequentially, a nonlinear cointegrated economic system is introduced. What we mainly study is testing no nonlinear cointegration against nonlinear cointegration by residual-based test, which is ready for detecting stochastic trend in nonlinear autoregression models. We construct cointegrating regression along with smooth transition components from smooth transition autoregression model. Some properties are analyzed and discussed during the estimation procedure for cointegrating regression, including description of transition variable. Autoregression of order one is considered as the model of estimated residuals for residual-based test, from which the teststatistic is obtained. Critical values and asymptotic distribution of the test statistic that we request for different cointegrating regressions with different sample sizes are derived based on Monte Carlo simulation. The proposed theoretical methods and models are illustrated by an empirical example, comparing the results with linear cointegration application in Hamilton (1994). It is concluded that there exists nonlinear cointegration in our system in the final results.

The fundamental difference between the roles of public and private sectors is that governments respond to national interests and concerns, while private firms are driven by the imperatives of profit optimisation. In'the mixed economy system, conventional boundaries between the public and private sectors become blur and the new patterns of interaction have provided numerous opportunities for the private sector to perform public services under governmental binding contracts and regulation. A public-private partnership can be seen as an appropriate institutional means of dealing with particular sources of market failure by creating a perception of equity and mutual accountability in transactions between public and private organisations through co-operative behaviour. The relative merit of this idea is a mutual benefit toward greater co-operation and more effective sharing of resources between the public agencies and private firms in streamlining public service provisions. Although a partnership concept is becoming increasingly common in many areas, a true public-private partnership is more an idea than a reality at present. Implementation of the public-private partnership has apparently created a number of prevailing issues that are in need of clarification. Discussion of the extent of the public-private partnership without considering their fundamental differences would ignore a large and crucial part of the changes that ...commonly occur toward the process of partnership implementation. The intent of this research is to systematically delineate the important dimensions of the partnership between the two sectors and to integrate these dimensions into a unified conceptual model. This study departs from previous research by adding a behavioural approach into the model to understand the maintenance of intersectoral partnerships. The proposed model incorporates insights from interorganisational relations (IORs) theory with the transaction cost economics (TeE) perspective. It was empirically tested on a sample of management executives in Thailand's electric utility industries. The results revealed the factors and their logical relationships underlying the public-private partnership performance. These factors include the level of opportunistic behaviour, contractual safeguards for non-recoverable investments, different bases of conflict resolution techniques, frequency of interaction, partnership commitment, specialised asset holding, balance of cultural difference, interdependence, and trusting environments. The findings also offered some insights on the dynamics of the differences between the private and public sectors pertaining to their partnership arrangements. It was reported that respondents in state-owned enterprises were more likely to perceive direct partnership performance based on programme performance improvement, better service/product provisions, and more opportunities to expand their business interests. The private firms, on the other hand, were more likely to focus on better investment potential and more opportunities to expand their business interests. However, this study placed a special concern with the joint working relationships between the public and private sectors in the electric utility industries, therefore further empirical testing of the generalisability of the proposed model is important and necessary in developing a greater understanding of public-private partnerships.

Nesta tese, o objetivo foi investigar as induções geradas pelo sistema de avaliação e fomento da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) nos processos de produção de conhecimento dos Programas de Pós-graduação em Teologia (PPGTs). Problematizou-se a influência dos critérios de avaliação da Capes nos processos de produção do conhecimento no campo epistemológico da Teologia, tendo como aporte teórico o conceito de #campo# de Bourdieu. Para análise, foi realizado estudo de caso múltiplo em três Programas de Pós-graduação em Teologia com conceitos iguais ou superiores a cinco e que ofereciam cursos de mestrado e doutorado reconhecidos pelas suas igrejas # católica ou protestante #, em período anterior à inserção no sistema Capes. A metodologia envolveu entrevistas e coleta de dados em documentos disponibilizados pela Capes e pelos PPGTs. As entrevistas foram realizadas com dois grupos: dez pesquisadores da área da Teologia não vinculados aos PPGT em análise, com o objetivo de obter umolhar privilegiado sobre o campo de conhecimento teológico, e um segundo, composto por doze professores, quatro de cada PPGT em análise, sendo o critério de escolha: o tempo de vinculação ao PPGT; ter atuação antes e depois da inserção na Capes. A coleta de dados teve como base os documentos: fichas de avaliação dos PPGTs emitidas pela Capes; proposta dos PPGT em análise; produção docente e discente veiculada nos currículos lattes; análise das publicações nas revistas científicas dos PPGT pesquisados. Os resultados da pesquisa apontam que a inserção no Sistema de avaliação e fomento exigiu dos PPGTs mudanças, estruturais e epistemológicas, tais como: alterações nas linhas de pesquisa, nas teses e dissertações, bem como transformações nos tempos e meios de veiculação da produção docente. Foi constatado como um paradigma avaliativo pode afetar um determinado campo de conhecimento, causando uma inflexão epistemológica, principalmente quando os PPGTs buscam alcançar o topo do ranking do Sistema Capes. Há uma zona de tensão entre a produção do conhecimento religioso e as determinações indutoras do organismo de avaliação, regulação e financiamento da pós-graduação no Brasil. Há evidências de uma reconstrução e reconfiguração do campo de produção do conhecimento teológico nos Programas de Pósgraduação em Teologia analisados na busca de adaptação aos critérios de avaliação da Capes. The purpose of this thesis was to investigate the changes generated by the evaluation and finance system of the Coordination for Personnel Improvement in Higher Education (CAPES) in the processes of production of knowledge of graduate theology programs (PPGTs). It analyzed the influence of CAPES# evaluation criteria on the processes of knowledge production in the epistemological field of Theology. The theoretical support for the study was Bourdieu#s concept of #field.# A multiple case study was conducted at three graduate theology programs that received grades equal or higher than 5 and that offered masters and doctoral courses recognized by their churches # Catholic or Protestant # in a period previous to their insertion in the CAPES system. The methodology involved interviews and data collection from documents provided by Capes and by the graduate programs. The interviews were conducted with two groups. The first included 10 researchers from the field of Theology not linked to the graduate programs being studied, to obtain a good look at the theological field of knowledge. The second group was composed of 12 professors, four from each graduate program being analyzed. The criteria used to select the professors was the time of their relationship with the program and whether they had worked before and after the program#s insertion in the Capes system. The data collection was based on documents, including evaluation records of the graduate programs issued by Capes; the course proposal of the program being studied; the production of students and professors as indicated in the CAPES on-line data base (lattes); and an analysis of publications in scientific journals by the graduate programs being studied. The results of the research indicate that the insertion in the evaluation and financial support system required that the graduate programs make both structural and epistemological changes. These changes included: alterations in the research lines, in the theses and the dissertations, as well as transformations in the frequency and means of presentation of the work of the professors. It was found how an evaluative paradigm could affect a given field of knowledge, causing an epistemological inflection, mainly, when the graduate programs sought to reach the top of the Capes System ranking. There is a zone of tension between the production of religious knowledge and the inductive determinations of the agency responsible for evaluation, regulation and finance of graduate programs in Brazil. There is evidence of a reconstruction and reconfiguration of the field of production of theological knowledge in the graduate theology programs analyzed, as they sought to adapt to Capes# evaluation criteria. The people interviewed indicated and analyzed the gains, losses and conflicts related to this process

In Sweden, castings occur all year round, similar to all other countries in the world.However, since Sweden have fairly low temperatures in most months of the year, winter casting becomes a hot topic to talk about. Winter casting is largely followed by many measures to prevent early freezing in mature concrete. A critical success factor during the construction phase is to take off the formwork at the adequate strength and at the right time. The concrete must reach adequate strength without additives otherwise the formwork is left standing longer than required, which has a major impact on the schedule and budget. Therefore, companies and contractors strive to complete this task in an orderly manner to minimize construction time and design costs. The study’s great emphasis is to scrutinize and compare the forecasted simulations byprogram PPB against measured values of temperature development and strength growth that was measured in the concrete from the casting time up to a few days later. The comparison will test how effective PPB is to forecast the heat evolution in concrete after casting, especially during the winter.The methods used to achieve the result are:A temperature register from the thermocouples that measures the heat evolution in concrete.Forecasting of construction elements that have the same properties and conditions as in reality.Literature studies that describe the methodology for this necessity. Results of the work indicate promising success for the program after multipleconformities between measurement values and simulations. Additionalrecommendations and documentations were provided for better results.

The Planning, Programming and Budgeting (PPB) system was introduced in the department of Defense (DoD) in the 1960's to link strategies to programs that best satisfy the Nation's policy objectives and fit within budget constraints. Over the past 45 years, modifications were made to the PPB system, and it is now referred to as the Planning, Programming, Budgeting and Execution (PPBE) system, but the original intent of PPB remains intact. Traditionally, wars were funded initially with emergency supplemental funding until the cost of the war could be added into the baseline budget process. The Global War on Terror (GWOT), now in its six year, continues to be funded outside the PPBE process through supplemental appropriations. This project identifies and examines the key factors related to this deviation from the PPBE process. The research analyzes the domestic environment in which PPB was originally implemented and the post 9/11 environment in which it currently exists. A comparative analysis is used to determine the reasons for the increased use of supplementals for baseline and GWOT funding in the last six years. The project also identifies the implications of continued deviation from the PPBE process utilizing parallel budgeting processes.

Poly(phenylene vinylene)s (PPVs) are a prototypical class of CPs that has been well studied in terms of optical, electronic, and structural properties. To build off of this knowledge, a series of well-defined polychromophores with a backbone composed of alternating PPV oligomers (trimer, pentamer, or septamer) with flexible (n-decyl or tetraethylene glycol) or rigid linkers (adamantane, diamantane, or azobenzene) were created. Depending on the structure of the PPV chromophore, variations in the polymer chain morphology was found as evident by thin film and single molecule morphology modulation. Thin film fluorescence showed broad, red-shifted emission for septamer PPV copolymers with tetraethylene glycol linkers, which suggests stronger inter-chromophore interactions in the solid state. Such low energy complexes were not observed in smaller PPV chromophore polymers. Single-molecule excitation polarization spectroscopy confirmed these bulk measurements by showing the longer chromophore containing polymers (septamer) adopted more anisotropic nanostructures than the shorter chromophore polychromophores (trimer and pentamer) and indicates a new synthetic approach to aligned polymer nanostructures. To probe the relevance of regioregularity in these new polychromophore PPV systems, three pentamer derivatives of 2-methoxy-5-(2'-ethylhexyloxy)-p-phenylene vinylenes (MEH-PPVs) with varying degrees of side chain regioregularity were prepared. Before polymerization into the polymeric structures, the physical properties of the individual oligomers was probed. As expected, the solution phase cyclic voltammetry (CV) and absorption spectra of each oligomer were found to be essential identical. In contrast, the thin film spectra reveal that the more regioregular pentameric oligomers possessed a new, red-shifted shoulder structure. These results suggest that the packing order is highly influenced by side chain regioregularity even for pentameric PPV oligomers. In addition to the polychromophore work, this thesis also details our work in creating new tunable electron acceptors based on cyclopenta-fused polycyclic aromatic hydrocarbons (CP-PAH). Small molecule and polymeric donor-acceptor copolymers that utilize a cyclopenta[hi]aceanthrylene (CPAA) core were prepared. A series of substituted CPAA derivatives with electron donating (NH2, OCH3), neutral (H), and electron withdrawing (COOH, CF3, CN, NO2) functionalities were investigated and showed the optoelectronic properties of the resulting materials could be systematically varied. In addition, we demonstrate a one-step post-polymerization modification that converts three high-band gap poly(arylene ethynylene)s into low band gap donor-acceptor copolymers containing CPAAs. The methodology relies on a palladium-catalyzed cyclopentannulation between an aryl halide and the ethynylene groups in the polymer backbone. The new strategy provides an opportunity to build up high molecular weight materials via efficient Sonogashira cross-coupling polymerizations and then convert those benign materials into more custom materials via new aryl-aryl bonding after cyclopentannulation.

This thesis studies the internal syntax and semantics of spatial PPs, i.e. phrases headed by words such as (in English) in, on, at, above, in front of, from, out of, through, around, etc. as well as their role and contribution in motion events when combined with different motion verbs. I argue that these adpositions as used in spatial relationships are Relators. They relate entities, positions or events to specific entities or positions. For example, in/on/at relate a Figure to specific Spaces with reference to a Ground. Thus I refer to them as Place Relators. As to the elements to/from/through, I refer to them as Path Relators. They relate the Figure to specific points in a path domain. Based on the way I view these elements, the minimum P projection I propose is [RelPATHP [RelPLACEP]]. Furthermore, adapting ideas of Svenonius (2010), I decompose RelPLACEP into [RelPLACEP [AxPartP [KP]]]. The scope of the materials is extended to analyse equivalent elements in Kurdish and Arabic for which no full descriptions are available. The P projection proposed provides a better understanding of spatial adpositions in these languages. On the one hand, it helps distinguish the elements that belong to the P category in e.g. Arabic, which has true and semi adpositions. On the other hand, Kurdish data show that there is more to the P projection proposed through suggesting another functional head, namely PLACE. Furthermore, I investigate the role of spatial PPs in motion events when combined with different motion verbs. Following Ramchand’s (2008) first-phase syntax of verbs and based on the availability of a Res feature, I divide motion verbs into two classes: [Proc] and [Proc, Res] verbs. The occurrence of different spatial PPs with these two types of motion verbs is closely examined and discussed in the second half of the thesis. It is shown that there are two types of events expressed by such combinations: Process and (resultative) Transition. Process events can be expressed by [Proc] Vs and different spatial PPs. The PP in such an event structure mostly defines the location of the activity. Transition events can be expressed lexically by [Proc, Res] Vs in general. The spatial PP in such lexical Transition events does not contribute much to the event structure either, except for PPs headed by Ps such as in/on/behind/to/into, which can represent the culmination (upper bound) of the BECOME event involved in Transition events. Further I show that resultative Transition events can also be expressed syntactically by [Proc] Vs combined with specific spatial PPs that denote an end point (a culmination), such as English into/onto-phrases. In Kurdish and Arabic, the presence of a bounded GoalRelP headed by an adposition meaning ‘to’ and a lexicalised AxPart is crucial to give rise to a resultative Transition event with a [Proc] V. In such cases, since the PPs can suggest a culmination in the event structure, the combination suggests a Transition event that involves a BBECOME event. Syntactically I present this BECOME event as a null Res element.

Abstract:
Polyphenol oxidases (PPOs) from several plant species, including wheat, have been implicated in the undesirable brown discoloration of food products. Wheat (Triticum aestivum L.) represents an interesting system to advance our understanding of plant PPO function for two important reasons, namely (1) the large size an complexity of its (allohexaploid) genome, and (2) its economic importance. Prior to this study, the molecular and biochemical properties of wheat PPOs were largely unknown. To remedy this situation, we have performed several BLAST searches of expressed sequence tag (EST) databases, using a known wheat PPO sequence as a search tool. This study suggested the presence of at least six PPO genes in hexaploid wheat, falling into two different phylogenetic clusters of three genes each. Presence of a wheat PPO multigene family was confirmed by Southern blotting. A combination of biochemical (enzyme purification and mass spectrometric analysis) and molecular (Northern) approaches confirmed that members of one cluster are not expressed in the developing kernels and senescing flag leaves, while regulation of one or several members of the other gene cluster controls PPO activity in these tissues. Our data, including immunoblotting and enzyme activity studies, further indicated that wheat PPOs are synthesized as inactive precursor (early kernel development) which are proteolytically processed and activated as the kernels mature. Activation of PPO precursor proteins was also demonstrated in vitro, in presence of purified trypsin. In these experiments, PPO activity increased during the first four hours and remained stable thereafter, indicating that the protein domains responsible for catalytic activity are quite stable. Research performed as a part of this dissertation has also demonstrated that wheat PPO activity is influenced by strong anionic detergents such as SDS and N-lauroylsarcosine. The corresponding experiments indicated that these detergents influenced both enzyme extraction and activity, at least in high-PPO wheat varieties. This work also has practical aspects, making PPO assays (as used by breeders for germplasm screening) more robust. In conclusion, as a result of this dissertation, wheat PPOs have emerged as a fascinating example of a plant multigene family with complex transcriptional and posttranscriptional regulation.

Em meados da década de 90 surge um novo conceito designado por Parcerias Público-Privadas (PPPs), que rapidamente se propagou por todo o mundo quer em países desenvolvidos, quer em países em desenvolvimento, onde a união entre o setor público e o setor privado veio potenciar a criação de projetos de novas infraestruturas e a acessibilidade a serviços básicos. No entanto, a sua excessiva utilização e o fracasso de vários projetos suscitaram preocupações a nível da sua criação, entre as quais destacamos a existência de um ambiente institucional desfavorável. Neste âmbito, o presente trabalho de investigação, para além de tentar compreender todo o modelo de concessões/PPP e avaliar o impacto do seu investimento na dívida pública, visa sobretudo, compreender se um ambiente institucional de melhor qualidade estimula a utilização do modelo. Para este fim, procedeu-se a uma análise quantitativa de cariz longitudinal da qual foi possível aferir que os países desenvolvidos tendem a criar e investir mais em concessões/PPPs, tendo o seu investimento impacto na dívida pública dos países, ajudando a controlá-la em casos singulares. Estabelece-se, acima de tudo, uma correlação entre a existência de um ambiente institucional de qualidade e a ocorrência de concessões/PPP.
In the mid-1990s, a new concept of Public-Private Partnerships (PPPs) emerged, having quickly spread both in developed and in developing countries, where the intersection between public and private sectors favoured the restructuring and/ or development of new infrastructure projects and the access to basic services. Notwithstanding this, the excessive promotion and failure of several projects raised concerns over its creation, namely arising from an unfavourable institutional framework. In this context, the present research work will delve into the PPP concession model, whilst assessing the impact of these investments on public debt. Moreover, it will study how a more positive institutional framework and the adoption of the PPP model interplay. For this purpose, a quantitative, longitudinal analysis was undertaken, which demonstrates how developed countries tend to create and invest more in PPPs, impacting public debt and in some cases helping to control it. More importantly it establishes a correlation between a higher quality institutional framework and the occurrence of PPPs.

Two dijet measurements, one using 35 pb-¹ pPb data at [square root]sNN- 5.02 TeV, and another with 166 [mu]b-¹ PbPb and 5.3 pb-¹ pp data at [square root]sNN = 2.76 TeV collected with CMS detector at the LHC, are presented. In pPb collisions, the dijet PT ratios, azimuthal angle differences and pseudorapidity distributions are measured and compared to PYTHIA and PYTHIA+HIJING simulations as well as NLO QCD predictions for the latter observable. No significant signs of final state interactions, such as a decrease in the mean dijet PT ratios or a broadening in the correlation of the dijets in azimuthal angle, with increasing forward activity, are observed. The dijet pseudorapidity distributions are also measured, and are sensitive to nuclear PDFs for x values of 0.001 - 0.5. Selections on event activity are found to yield unexpected centrality biases on dijet pseudorapidity distributions, which aided the interpretation of similar biases seen in inclusive jet measurements by ATLAS. In PbPb collisions, a detailed scan of charged particle distributions in correlation with the dijet system is carried out. The PT projection of charged particles on the dijet axis is measured at different distances of [delta] = [mathematical formula ...] 2 with respect to the leading and subleading jet axes. In this way, the spectra and angular distribution of the additional particles, which recover the overall event balance in dijet events with enhanced PT asymmetry in PbPb compared to pp collisions, are obtained up to [delta] = 1.8 in steps of 0.2. A significant excess of low PT particles associated with a subleading jet at large [delta] values is observed, and this excess is shown to get larger for dijet events with PT asymmetry. The scan is carried out for variety of anti-kT R parameters, which provides a way of varying jet width and fragmentation. Medium response to jet quenching at wide angles for jets with different fragmentation is studied. Only an insignificant increase of the magnitude of low PT particle excess at large angles, but a significant increase in the modification of the balance distribution close to the jet axes is observed by increasing R.
