Abstract:

Abstract The Blaschke-Petkantschin formula is a variant of the polar decomposition of the k-fold Lebesgue measure on ℝn in terms of the corresponding measures on k-dimensional linear subspaces of ℝn. We suggest a new elementary proof of this famous formula and discuss its connection with Riesz distributions associated with fractional powers of the Cayley-Laplace operator on matrix spaces. Another application of our proof is the celebrated Drury identity that plays a key role in the study of mapping properties of the Radon-John k-plane transforms. Our proof gives precise meaning to the constants in Drury’s identity and to the class of admissible functions.

Abstract:

This is the first article of a series, devoted to a comprehensive problem of economic and geopolitical rivalry of the leading global powers in energy sector. It is dedicated to a number of topical issues of world economy and Russian economic environment. A systematic analysis of long-term world energy economy development trends is performed. For this purpose, a cause-and-effect relationship between international supply chains and energy procurement, on one hand, and revolutionary changes of international economic relations, caused by USA - China and Russia - USA, EU sanctions exchange, on the other, is derived. It is concluded that a developed gas industry is to play a decisive role in insuring global energy leadership of the major global powers on a mid- and long-term basis. A scenario analysis of further European gas market developments is provided. The external effects of developing gas industry are contemplated for Russian economic environment. In this framework most efficient options of action by Russian state are observed.

AbstractThis paper analyzed the air-void system in air-entrained concrete in the presence of calcium salts and developed a new approach method, random “parking” method, for studying it. The foam index test studied indicated that the introduction of calcium salts did result in a drop in foaming power at 0.5 min, but the foam ability after 60 min was enhanced in surfactant-water solution. The Powers spacing factor in the air-entrained hardened concrete decreased gradually in the presence of CaCl2 or Ca(NO3)2. The probability density function of air-void distribution showed that the air-void size in air-entraining concrete was reduced with the addition of CaCl2 and Ca(NO3)2. The random parking method developed herein was compared with the experimental Powers spacing factor, and the concept of the alternative spacing factor, defined as the average distance between the surfaces of the two nearest air voids in concrete, was used. It was indicated that the alternative spacing factor is in close proximity to the experimental Powers spacing factor.

Abstract Status goods are often produced by firms with market powers. Taking this into account, we construct a new class of models of status goods, which refutes many important results in the conventional models without assuming market powers. Specifically, relative consumption effect normally leads to under-consumption of status goods, which is the opposite of the conventional result. Generally speaking, status goods may be over- or under-consumed, depending crucially on a widely overlooked factor in the literature- the elasticity of marginal status. More competition tends to support overconsumption and is not necessarily welfare-enhancing. Our results call into questions if, as often suggested in existing literature, a general taxation is an appropriate solution to tackle market bias from status seeking.

Abstract:

The paper analyzes the fluctuations in Pak-Afghan relations throughout history and impacts of the foreign powers' involvement in their relations. Both have cultural, economic and historical linkages being Muslim and neighbouring countries. Pakistan always tried to strengthen its relations with Afghanistan but the foreign powers' involvement diminishes their mutual trust level. Pak-Afghan relations have never been constant since beginning, although, there are multiple bondage opportunities between them. Afghan President Hamid Karazai once called both states as "Twin Brothers" who do not afford enmity. Terrorism, Durand Line, cross border insurgency and refugee crisis are the main issues between them and both should develop a mechanism to resolve these issues. This mechanism must be too strong that any third country could not interfere. Both should resolve their issues through dialogue and not to blame each other. Bilateral trade and people to people contacts should be increased to enhance their trust.

Abstract:

The article substantiates the application of the system of delegation of authority in the field of financial activity. Delegation of powers of public authorities to private entities is a common practice in a number of foreign countries, and has long been practiced in the field of business management. Delegation of authority can successfully develop those areas of the economy that are currently most affected by bureaucracy and related negative processes (formalism, corruption, complex and lengthy approval processes, obtaining permits, etc.). It seems that the delegation of certain powers in the budget sphere can significantly increase the efficiency, effectiveness and speed of achieving results by budget recipients, as well as provide a number of other advantages. Two main ways of implementing the delegation of powers in the field of financial activity, which can be carried out both jointly and independently of each other, are proposed: the conclusion of public contracts, as well as the establishment of the institute of parapublic organizations.

The paper investigates the communicative model’s influence on the local self-government development in Russia. The research’s relevance lies in the role of communication in the institutionalization of local government in Russia and is determined by the weakness inherent in local government institutions here. The nature of local self-government in the Russian Federation is contradictory. Local self-government bodies are closely connected with the state power and dependent on it, and at the same time, they are legally excluded from the system of state power bodies. The internal political events of the first half of 2020 indicate a new turn in the development of local self-government in the Russian Federation. According to the amendments to the Constitution of the Russian Federation adopted following the referendum of July 1, 2020, local self-government and state authorities are part of the unified public authority system in the Russian Federation, while at the same time local self-government bodies may be vested with certain state powers, provided that the material and financial resources necessary for the exercise of such powers are transferred to them. The implementation of the delegated powers to local self-government bodies is controlled by the state.

A new algorithm of PQ_power optimization is mentioned and some typical numerical examples are presented in this article. The fuel cost characteristics being obtained in form of superposition of some high order polynomial and sinusoidal functions can approximately simulate the turbine back-pressure effect of the generator units at the electrical thermal stations and solve the problem of economic active power dispatch. A new loss factor formula expressing the network transmission power losses is a second order polynomial function of generator powers containing a square matrix. This loss factor formula is proposed for optimum solution of generator reactive powers in multi-machine power system.

Abstract:

In this paper a waveguide structure consisting of a pair of left-handed material (LHM) and dielectric slabs inserted in vacuum is investigated theoretically. Two cases of the LHM are considered, loss-less case and loss case as well as the frequency dependence of permittivity and permeability of it is taken into account. Maxwell's equations are used to determine the electric and magnetic fields of the incident waves at each layer. Snell's law is applied and the boundary conditions are imposed at each layer interface to calculate the reflected, transmitted and loss powers of the structure. Numerical results are illustrated to show the effect of frequency, angle of incidence and LHM thickness on the mentioned powers when the dissipation factor changes. The obtained results are in agreement with the law of conservation of energy.

AbstractFusion reactions of solid density boron-11 with protons after initiation of a fusion flame by very powerful picosecond laser pulses were derived for plane geometry. The problem of lateral energy losses with laser beams was solved by using spherical geometry, where however the gains are limited. The other elimination of losses now available by cylinder-axis symmetric 10 kilotesla magnetic fields is possible needing laser powers in the exawatt range. Abstract:

Purpose This paper aims to propose a shape factor for granular materials based on particle shape. The scientific goal is to investigate the influence of particle shape on the mechanical properties of rockfill materials. Design/methodology/approach The method of generating four regular-shaped particles is based on the observation that most rockfill grains are regarded as like-triangle, like-rhombus, like-square and like-hexagon. A shape factor F that is developed using the Blaschke coefficient and a concave–convex degree is proposed. A biaxial compression test on rockfill materials under stress path is numerically simulated by discrete element method. The evolution of the shape factor F under the simulated stress paths is analyzed, and particle breakage rate, peak intensity and peak-related internal friction angle for rockfill materials are derived. A method of determining the shape factor F involved in the two functions is proposed. Findings A new micro-parameter is calibrated using the test data of one rockfill material. Particle shape greatly affects the particle breakage rate, peak intensity and peak-related internal friction angle for rockfill materials. The final experimental grading curves all approach the particle breakage grading curve proposed by Einav (the fractal dimension is 2.7). Originality/value This study proposes a shape factor F, which describes the geometric features of natural rockfill particles. The proposed shape factor F has a simple structure, and its parameters are easy to determine. The method provides an opportunity for a quantitative study on the particle shape of granular materials, and this study helps to better understand the influence of particle shape on the mechanical characteristics of rockfill materials.

Abstract:

The problem of extrapolating the series in powers of small variables to the region of large variables is addressed. Such a problem is typical of quantum theory and statistical physics. A method of extrapolation is developed based on self-similar factor and root approximants, suggested earlier by the authors. It is shown that these approximants and their combinations can effectively extrapolate power series to the region of large variables, even up to infinity. Several examples from quantum and statistical mechanics are analyzed, illustrating the approach.

Abstract:

It is studied that decentralization as a multifaceted phenomenon that determines the centrifugal processes in the state, is both a principle and a method and a feature of public administration. It provides for the transfer of powers and responsibilities from the central government to the lower levels of government and to the private sector. In addition, decentralization presupposes the delegation of certain powers and responsibilities to subordinates, giving them greater freedom of will and, with it, greater responsibility. In the context of the transformation of social processes, the decentralization of management of Ukrainian society is an important factor in stimulating the democratization of education. Occasionally, foreign experience in decentralizing education management and improving its quality at various stages of the educational process should be used. The article emphasizes the possibility of using in Ukraine the following achievements of the Polish experience of decentralization of basic education management: at the national level – on approaches to funding at the local government level, public policy in the field of curricula, textbooks, teacher training, transparent mechanisms for quality control of education (inspection service, external evaluation, education quality monitoring system); at the level of local governments – on the financing of schools and the implementation of educational policy in accordance with local needs, community involvement in education, monitoring the quality of education at the local level; at the level of educational institutions – to involve the public in school development planning, conducting self-assessment of school work. It is determined that the decentralization of public administration, as evidenced by international experience, is a significant incentive for democratization of education, and thus better meet the educational needs of each person, effective use of local resources in education and socialization of education, which is reflected in the spread of new tools of public influence on the education system, increasing the autonomy of educational institutions and their role as public institutions.

Abstract:

Separation of powers existed in the British Empire of North America long before the U.S. Constitution of 1789, yet little is known about the strategic foundations of this institutional choice. In this article, I argue that separation of powers helps an imperial crown mitigate an agency problem with its colonial governor. Governors may extract more rents from colonial settlers than the imperial crown prefers. This lowers the Crown’s rents and inhibits economic development by settlers. Separation of powers within colonies allows settlers to restrain the governor’s rent extraction. If returns to settler investment are moderately high, this restraint is necessary for colonial economic development and ultimately benefits the Crown. Historical evidence from the American colonies and the first British Empire is consistent with the model. This article highlights the role of agency problems as a distinct factor in New World institutional development, and in a sovereign’s incentives to create liberal institutions.

Abstract:

The article examines the formation of one of the foreign policy doctrines of expansionism, which became the main instrument of US foreign policy in the twentieth century. The theory of "open doors", the essence of which is to provide equal opportunities to all interested parties on the basis of unlimited economic freedom and unhindered penetration of capital, was proclaimed by Secretary of State J. Hay in 1899 in relation with China, which was considered as a potential market for the sale of industrial goods and a profitable object of capital investment. Having opposed the division of China by the European powers, the American ruling elites proposed to replace individual control over individual parts of the country, according to the concluded agreements on "spheres of influence", with the establishment of a collective system of external supervision over its entire territory. By putting external expansion in the form of international agreement, they wanted to force competitors stronger in military and political terms to play by the proposed rules, transferring power rivalry to the trade and economic area, where their commercial superiority was undoubted. The nationalist movement of the Yihetuans, which began in the autumn of 1898, aimed at expelling foreigners out of the country, jeopardized the idea of implementing the doctrine of "open doors". After much thought, the White House abandoned the widely disseminated peacefulness and approved the participation of the expeditionary force in the joint intervention of European powers in China. Interference in the internal political affairs of a formally sovereign state meant that the United States was involved in its violent redistribution. Later, Washington continued to follow its course around the world, creating an arsenal of new political and economic methods, officially formalized as a generally accepted international principle in the 1922 treaty of the Nine Powers.

This paper is concerned with the output tracking control problem for random nonlinear systems with time-varying powers. A distinct feature of this paper is that we consider time-varying powers and the second-order moment process simultaneously, which is more practical in real applications than the existing results where only one factor is considered. We propose a new design scheme, which ensures that the fourth moment of the tracking error can be adjusted to be arbitrarily small and all the states of the closed-loop system are bounded in probability. Finally, a numerical simulation is given to demonstrate the feasibility of the control idea.

Modern realities reflect the dynamics of democracy, require modernization of the existing system of relations in this area, especially since the development of information and communication technologies contributes to this. To obtain the most reliable information about the object of research with minimal time and financial costs, it is necessary to search for a rational sequence of data collection on the characteristics of micronization of grain feeds. (Research purpose) The research purpose is in conducting experimental studies of UHF micronization of grain feeds. (Materials and methods) The article presents a full factor experiment as the method of planning and conducting the experiment, this method serves to find the optimal conditions and rules of processes occurring during ultrahigh-frequency processing of grain feed raw materials. Micronization was carried out in the developed installation, which provides the addition of magnetron powers to reduce the cost of the installation and the operating costs of micronization. Authors conducted experiments on feed barley of the second production class. During the experiment there was used the grain moisture meter "Fauna-M", ultra-high-frequency magnetron generators 1 kW Daewoo M 218 and caliper ShTs-1. (Results and discussion) A complete three-factor experiment was performed, as a result of which the influence of design parameters and installation modes on the properties of grain feed was studied on the example of feed barley when adding the magnetron powers in the device. The article presents experimental data on the measurement of the exchange energy content in samples of feed barley grain. Its increase was revealed, which is the main physical and chemical characteristic of the process of micronization of grain feed. (Conclusions) The article presents optimal ratios of variable essential factors, compliance with which can contribute to an increase in the exchange energy content in feed barley grain samples from 12 to 13.1 megajoules per kilogram: humidity of 16.5 percent, the power level of the second device, the height of the radio-transparent end of the waveguide relative to the grain layer level of 41.7 millimeters.

For many years, security studies were dominated by the theories which explained security predominantly by relying on military-political aspects. Under the veil of fear from the constant threat of the outbreak of a direct conflict between the Great Powers, it is often overemphasized undoubtedly great importance of the Great Powers and their impact on security dynamics of different regions, with almost total disregard of local actors and the way they shape the same region. In this regard, Regional Security Complex Theory (RSCT) represents a significant step forward in the current international security studies, because it sets up regional subsystems (complex) as the referent object of security. This paper will analyze the security problems Macedonia is faced with within the regional security subcomplex Western Balkans (RSSWB). However, the goal of this research will not only be the identification, description and mapping problems present in this subcomplex, which affect the security of Macedonia, but it will be issued its position within this sub-complex, where the method of scenarios will be used to represent possible paths of movement of Macedonia which will largely define whether it will be considered as a factor of stability or instability in subcomplex Western Balkans. Finally, the research will include the sustainability of the idea of the Western Balkans as a permanent regional security subcomplex, given the complexity of the relations of Macedonia with Greece, which is not part of RSSWB.

The purpose of the research is to determine the basic methodological rules that allow to form a science-based concept of separation of powers between the levels of government, taking into account the cultural and historical conditions of development of Russian society, the establishment in it of stable principles of relations in the public sphere, standards and stereotypes of social interaction. The research conducted on the basis of the dialectical method, which was used in combination with the systematic method, the historical method and the socio-cultural vision of political and legal phenomena, showed the following results: a) there are only general guidelines that guide states in choosing a federal model, not any of its benchmarks; b) the problem of correlation of vertical separation of powers with responsibility and cultural and historical specificity in the implementation of powers in the sphere of joint jurisdiction of the federal center and the subjects of the federation is the key one; c) significant in the methodology of the study of federalism is the assessment of the weakness of political ambitions of the power elites in relation to the role of socio-economic factors that determine the degree of effectiveness of the implementation of their powers by the subjects of public authority; d) the separation of powers in a federal state is a dynamic process, the content and direction of which are conditioned by concrete and historical tasks; e) the centralization of federal relations in Russia is a factor in their evolution and dynamics. The novelty of the research is due to the author’s approach to the substantiation of the system of methodological rules, which will ensure a) the integrity of the state, b) the need for decentralization of power on the basis of the principles of federalism, c) the definition of the principles that determine the model of separation of powers.

With the increasing number of electric vehicles, the required charging infrastructure is increasing rapidly. The lack of historical data for the charging infrastructure compromises a challenge for distribution system operators to forecast the corresponding increase in the load demand. This challenge is characterised by two main uncertainties, namely, the charging power of the charging infrastructure and its location. Expectedly, the charging infrastructure is going to include varying charging powers and is going to be installed country-wide in different area types. Hence, this contribution sets to tackle these two uncertainties by developing demand factors for the charging infrastructure according to the area type. In order to develop the demand factors, a stochastic simulation tool for the charging profiles has been run for a simulation period of 5200 weeks (100 years) for six main charging powers and seven area types for up to 500 charging points. Thus, compromising a total of over 2.1 million simulated charging profiles. The resulting demand factor curves cover the charging powers between 3.7 kW and 350 kW with 1 kW steps for a total of 348 kW steps. Furthermore, they differ according to seven area types ranging from an urban metropolis to a rural village and are developed for up to 500 charging points. Consequently, the demand factor curves serve as a base to be used for the strategic grid planning of distribution power grids while taking the future development of the charging infrastructure into account.

Introduction. The article analyzes a particular manifestation of a defective state of legal matter that occurs in the content of acts of the highest legal force, leading to imbalance of the law and imbalance of legal regulation. The main task is to show the consequences of an unbalanced law, which are expressed in situations of counteraction to its implementation, and difficulties in achieving legally significant goals by various subjects of relations. Theoretical analysis. To solve this problem, the author has studied special literature on the issue of balance and imbalance of the legal sphere; on establishing opportunities to use categories that reflect the processes in larger legal entities; determining the grounds and reasons for the imbalance of the law, leading to the emergence of dual and incomprehensible practice of implementing the law, unequal reflection of rights and obligations, as well as the interests of contractors, and so on. A number of laws that are defective in their content, but do not give grounds for initiating procedures for declaring them invalid, unconstitutional, and so on, are subjected to empirical analysis. They only form conditions for opposing their implementation, as well as judicial practice for applying unbalanced laws. Results. The author comes to the conclusion that there are no grounds for inadmissibility of analyzing a normative legal act as unbalanced. The reasons for the imbalance of the law may be significant errors in the formulation of the content, violation of the principle of unity of rights and obligations, inconsistency of the legal status of the addressees of the law, discretion and limits of powers, powers and responsibilities.

In a multipoint to point link, where multiple streams from geographically separated points co-existing in time and frequency are jointly detected, the relative powers at which the signals are received play an important role in deciding the sum rate. Unlike Rayleigh fading, where decreasing the power of any of the streams will result only in decrease in the sum rate, Rician fading exhibits an interesting behavior where one can actually improve the sum rate by decreasing the power of one or more of the transmitted streams. This gives rise to the possibility of power efficient communications under Rician channel conditions. In this paper, the authors discuss a power control scheme where the receiver, based on the present received powers and k-factor, feeds back the optimal powers to be transmitted so that the total transmitted power is minimized without any loss in the sum rate. It can be shown that by employing such a power control scheme, considerable amount of power can be saved on the transmit side, paving way to greener communications, for LoS or near LoS links.
