Abstract The Blaschke-Petkantschin formula is a variant of the polar decomposition of the k-fold Lebesgue measure on ℝn in terms of the corresponding measures on k-dimensional linear subspaces of ℝn. We suggest a new elementary proof of this famous formula and discuss its connection with Riesz distributions associated with fractional powers of the Cayley-Laplace operator on matrix spaces. Another application of our proof is the celebrated Drury identity that plays a key role in the study of mapping properties of the Radon-John k-plane transforms. Our proof gives precise meaning to the constants in Drury’s identity and to the class of admissible functions.

Abstract:
This is the first article of a series, devoted to a comprehensive problem of economic and geopolitical rivalry of the leading global powers in energy sector. It is dedicated to a number of topical issues of world economy and Russian economic environment. A systematic analysis of long-term world energy economy development trends is performed. For this purpose, a cause-and-effect relationship between international supply chains and energy procurement, on one hand, and revolutionary changes of international economic relations, caused by USA - China and Russia - USA, EU sanctions exchange, on the other, is derived. It is concluded that a developed gas industry is to play a decisive role in insuring global energy leadership of the major global powers on a mid- and long-term basis. A scenario analysis of further European gas market developments is provided. The external effects of developing gas industry are contemplated for Russian economic environment. In this framework most efficient options of action by Russian state are observed.

AbstractThis paper analyzed the air-void system in air-entrained concrete in the presence of calcium salts and developed a new approach method, random “parking” method, for studying it. The foam index test studied indicated that the introduction of calcium salts did result in a drop in foaming power at 0.5 min, but the foam ability after 60 min was enhanced in surfactant-water solution. The Powers spacing factor in the air-entrained hardened concrete decreased gradually in the presence of CaCl2 or Ca(NO3)2. The probability density function of air-void distribution showed that the air-void size in air-entraining concrete was reduced with the addition of CaCl2 and Ca(NO3)2. The random parking method developed herein was compared with the experimental Powers spacing factor, and the concept of the alternative spacing factor, defined as the average distance between the surfaces of the two nearest air voids in concrete, was used. It was indicated that the alternative spacing factor is in close proximity to the experimental Powers spacing factor.

Dans cette thèse, nous calculons les formules asymptotiques pour n grand, des coefficients de Fourier de la puissance n ième d'un facteur de Blaschke, permettant de prolonger et d'affiner les estimations déjà existantes. Pour cela, nous utilisons des outils classiques d'analyse asymptotique: la méthode de la phase stationnaire et celle de la descente la plus raide. Puis en application, nous construisons des fonctions fortement annulaires dont les coefficients de Taylor satisfont des propriétés de sommation nous permettant de généraliser et d'affiner les résultats de D.D. Bonar, F.W. Carroll et G. Piranian (1977). En utilisant des polynômes plats, nous élaborons aussi une autre construction de telles fonctions à partir d'un théorème de E. Bombieri et J. Bourgain (2009). Par ailleurs, nous obtenons une majoration asymptotiquement exacte, pour n grand, de la suite (\widehat{B^n} (k))_{k \geq 0} des coefficients de Fourier de la puissance n ième d'un produit de Blaschke fini quelconque B, que nous appliquerons dans la dernière partie de la thèse à une question d'analyse matricielle/théorie des opérateurs, énoncée par J. J. Schäffer en 1970. Nous élaborons aussi des exemples constructifs de produits de Blaschke finis qui atteignent nos majorants. Enfin nous étudions le conditionnement de matrices T \in \mathcal{M}_n(\mathbb{C}) pour n grand, matrices dont le spectre est donné et qui agissent sur un espace de Hilbert ou de Banach, en particulier pour les matrices de Kreiss. In this thesis we first compute asymptotic formulas for Fourier coefficients of the n th-power of a Blaschke factor as n gets large which extend and sharpen known estimates on those coefficients. To perform this study we use standard tools of asymptotic analysis: the so-called method of the stationary phase and the method of the steepest descent. Next as an application of our asymptotic formulas we construct strongly annular functions with Taylor coefficients satisfying sharp summation properties. This allows us to generalize and sharpen results by D.D. Bonar, F.W. Carroll and G. Piranian (1977). Making use of properties of flat polynomials, we also present another construction of such functions built on a theorem by E. Bombieri and J. Bourgain (2009). In another part of the thesis we obtain sharp upper bounds as n gets large, on the sequence (\widehat{B^{n}}(k))_{k\geq0} of the Fourier coefficients of the n th-power of an arbitrary finite Blaschke product B, which we apply in the last part of the thesis to a question raised by J.J. Schäffer (1970) in matrix analysis/operator theory. We also provide constructive examples of finite Blaschke products that achieve our upper bounds. The last chapter is dedicated to the study of the condition numbers of large matrices T\in\mathcal{M}_{n}(\mathbb{C}) with given spectrum acting on a Hilbert space or on a Banach space, espacially for some specific classes of matrices, the so-called Kreiss matrices. In the Banach case, we use our upper bound on (\widehat{B^{n}}(k))_{k\geq0} where B is arbitrary to exhibit matrices with arbitrary given spectrum refuting Schäffer's conjecture

Abstract:
The ASTM C457 test has long been a standard used to obtain the air void parameters of concrete materials. These air void parameters provide valuable information that has been linked to the performance of concrete under conditions such as freezing and thawing cycles. The standard test procedure involves linearly traversing a cut and polished section of a concrete specimen while a technician observes it under a microscope. Chord lengths of material constituents that the technician observes along the linear traverse are recorded and later used to calculate air void parameters statistically. This procedure is long and tedious, which makes it susceptible to human error due to operator fatigue. This study proposes and implements a new test method for evaluating concrete air void parameters using an image analysis method. A polishing procedure along with a differential interference contrast microscope are used to obtain high contrast images of material constituents, which provide raw data for the image analysis method. Because of the high contrast that can be obtained, cement paste, air voids in the cement paste, and aggregate materials in the concrete can be distinguished from one another based on these images. An image analysis program has been written for this study which linearly traverses these images and records the chord lengths of material constituents in a similar way to the standard ASTM C457 test. The chord length data must be processed further, however, because features in the images can be truncated by the edge of the image. Correction calculations for this problem are implemented in the image analysis algorithm. Two specimens which have been previously tested using the standard ASTM C457 method by the Virginia Transportation Research Council, (VTRC), are used in this study. The air void parameters obtained using the new test are compared directly with the results obtained by VTRC for the two specimens. Statistical comparisons indicate that the results of the new test are indeed significant, showing the potential it has for practical implementation. There are drawbacks to the test including a long polishing procedure, but this process can be automated. The new test appears to have excellent potential for practical application, but it should be emphasized that the test has only been implemented using materials in two concrete specimens. Further study on a variety of other concrete materials would be required for implementation in a standard procedure.

The colonisation of Southeast Asia was a long and often violent process where numerous military campaigns were waged by the colonial powers across the region. The notion of racial difference was crucial in many of these wars, as native Southeast Asian societies were often framed in negative terms as 'savage' and 'backward' communities that needed to be subdued and 'civilised'. This collection of critical essays focuses on the colonial construction of race and looks at how the colonial wars in 19th-century Southeast Asia were rationalised via recourse to theories of racial difference, making race a significant factor in the wars of Empire. Looking at the colonial wars in Java, Borneo, Siam, the Philippines, the Malay Peninsula and other parts of Southeast Asia, the essays examine the manner in which the idea of racial difference was weaponised by the colonising powers and how forms of local resistance often worked through such colonial structures of identity politics.

The monograph of the Russian American historian is devoted to a number of conceptual problems of US foreign policy in the period of early globalization (late XIX-early XX century). The significance of the socio-economic factor is reinterpreted from the standpoint of modern theory and methodology; the role of the ideology used by the political elite to justify American expansion is traced. New interpretations of the causes and consequences of the Spanish-American war of 1898 are given: for the first time, the place of the "yellow" press in inciting anti-Spanish sentiment among ordinary Americans is shown in detail as one of the first manifestations of successful manipulation of public opinion; the level of combat capability of the American army, which achieved victory over a weaker enemy, but was unprepared to conduct an armed struggle for achieving geopolitical interests with leading European powers, is critically assessed. The archival material, first introduced into scientific circulation, traces the mediation activities of President Roosevelt As the first successful experience in the peaceful settlement of regional conflicts, and also shows the search by top officials for a new world order under the auspices of the United States, with an emphasis on the use of the principles of international arbitration. It is addressed to researchers, teachers, and students interested in the history of the United States.

The emergence of the Safavid Empire in the early sixteenth century marked a significant change in the geopolitics of the Middle East. This momentous change coincided with the widening of Ottoman expansion eastward and the exploration by European powers, especially by Venice, of the possibilities of forming alliances against the Ottomans with the involvement of the Safavids. Thus, Ottoman threat and commercial interests contributed to the emergence and development of diplomatic, cultural, and trade relations between the Republic of Venice and the Safavid Empire, which lasted until the end of the seventeenth century. Drawing on the documents from the Venetian State Archives and other contemporary sources, this book focuses mainly on some aspects of Safavid diplomacy, including the language of the Safavid polity, the role of European subjects as interpreters for the shahs, material and visual characteristics of Safavid diplomatic letters to Venice, the attitude of the Safavids towards resident diplomacy, the reception of the European envoys in the Safavid court and Europeans’ perception of Safavid diplomatic practices, as well as the characteristics of the Safavid embassies to Venice. We have tried to explain the role of Turkish as a language of diplomacy and communication in Safavid-Venetian encounters. We have also attempted to explore briefly how the Venetians distinguished Safavid subjects according to their ethno-linguistic affiliations. Finally, we examine the Ottoman factor in Safavid-Venetian relations in order to establish to what extent, if any, the Ottomans had an impact on the overall character of Safavid-Venetian relations.

This chapter considers legal mechanisms for directing that the treatment of a mentally disordered offender should take place under the civil commitment scheme. Mentally disordered offenders should be dealt with in the least restrictive manner and receive timely transfer of their care to general mental health teams. We discuss factors likely to influence the responsible authorities when deciding whether to direct offenders to treatment under the civil scheme. The scope of the powers that would continue to be available over the person’s treatment is a key factor. With insufficient powers, authorities might be reluctant to direct an offender to the civil scheme. Yet, if strong powers were available, that would pose a threat to the rights of ordinary civil patients under that scheme. Some way must therefore be found to finesse the differing interests of offenders and ordinary civil patients in the design of the civil scheme. .

This chapter explains the conditions under which constituent assemblies emerge. As others have argued, more than one condition seems necessary, mostly having to do with pressures on the state to address a governance crisis. And yet, new constituent assemblies are more likely to emerge when the Incumbent feels he or she has the power advantage. The chapter makes two points. First, compelling structural conditions (exceptional circumstances) triggered constitutional assemblies in combination with the rise of the Opposition. Second, a strong desire by the Incumbent to seek new powers also triggered constituent assemblies, but only when the Incumbent anticipated a large power. This chapter offers as well a discussion of several cases of aborted constituent assemblies to further illustrate the role of power asymmetry as an explanatory factor.

This chapter focuses on the people who provide clinical care and support in the community, including doctors, nurses, social workers, support workers, and psychologists who may be employed by the local health or social care authority, voluntary organizations, or private healthcare providers or occupational schemes. This chapter considers the evidence available from large-scale surveys in several countries of the opinions of mental health-care professionals about community coercion and their experiences of its use. Differences between different staff groups will be identified and conclusions drawn about what can or should be learnt from this. The often markedly similar staff attitudes will be described and the potential implications of this for practice outlined. Where formal powers to compel exist, their use varies both between and within jurisdictions and it is generally believed that staff attitudes are a key factor in this.

While governments attributed the retention of capital punishment to the threat posed by the IRA, simultaneously they railed at the ineffectiveness of the ordinary courts. The jury had long been vulnerable to outside influences, whether this involved its packing with members supportive of the authorities or its intimidation by subversive elements. A complicating factor, especially in political crimes, was sympathy for perpetrators which could translate into a reluctance to convict. Sometimes the state dispensed with judges and juries and set up special tribunals, staffed initially by army officers, to ensure that prosecutions were secured, and enemies dispatched. The work of these extraordinary courts—the military courts, the Special Criminal Court, and the Special Powers Tribunal—is the focus of this chapter. The role of Seán MacBride and the cases of Seán McCaughey, George Plant, and Patrick McGrath, among others, are discussed.

This chapter provides an overview of European economies during the Second World War, showing that total war affected all economies, yet in different ways. Mobilization presented massive challenges, and often led to labour shortages in other sectors. Resources proved to be a decisive factor in determining the outcome of the war, since richer nations were able to get more out of their economies and populations for the war effort. This chapter first considers Great Britain and Germany as comparable great powers dealing with the exigencies of total war, and then puts the spotlight on Switzerland, as a case study of a neutral nation during wartime, and Finland, a small state that was forced into the war. The comparison of different states during this conflict highlights the connections between large and small states, a perspective that has not been emphasized in earlier literature.

AbstractThis concluding chapter explores why it was that post-war child migration to Australia was allowed to resume and continue by the UK Government despite known failings in these schemes. It is argued that one factor was the sheer administrative complexity of a multi-agency programme operating over different national jurisdictions and large distances which made control and oversight of conditions for British child migrants harder to achieve. Despite concerns that the post-war welfare state would be a powerful, centralised mechanism, the history of these programmes demonstrates British policy-makers’ sense of the limits of their powers—limits arising from lack of resource, the perceived need to avoid unproductive conflict with powerful stakeholders, the wish to respect boundaries of departmental policy remits and assumptions about the value of following policy precedents. The chapter concludes by considering how fine-grained analyses of such policy failures can contribute to public debates about suitable redress.

AbstractThis chapter explains how the major authoritarian powers China and Russia have propelled Sweden to alter its more than two hundred years long policy of neutrality and non-alignment. The focus is predominantly on China and its “wolf-warrior diplomacy” in Sweden, the Swedish debate on political naivety in general and regarding China in particular. It is argued that five years of deteriorating Sino-Swedish relations nudged Sweden further toward seeking stronger ties with the European Union on China policy. Drivers of these rapid and major changes to both policy and identity were the abduction of publisher Gui Minhai by Chinese state agents in Thailand in 2015 and the ensuing diplomatic conflict with China. The Swedish public, political parties, and especially key actors in the civil service increasingly perceived China as a threat to values and security. This sequence of events led to their construction of a coalition of consensus on a new China policy. The Yemeni state is weak. To govern, the central government contends with a myriad of competing local and regional powers in a style of government that has been called the politics of patronage, the politics of chaos, the politics of permanent crisis, and dancing on the head of snakes. This chapter argues that if we understand formal politics to be the institutions of government and the public political processes of modern states (political parties and elections), and informal politics to be relationships of power outside those formal institutions, then governance in Yemen is mostly informal. To the consternation of development agencies and modernist state builders, the Yemeni regimes govern Yemen through what might be called an informal policy of managed chaos playing factions against one another, just as the Qajar regime did in the nineteenth century. A centralized but diffuse patronage network pulls all factions towards the personal rule of the president—the state, the economy, political parties, militant groups, influential personalities, and tribes are all elements of the patronage system. Ironically, the Yemeni state promotes informal power rather than formal power. The Yemeni state prefers to be the grand arbiter between many different centers of power in Yemen, pulling and manipulating the myriad factions of Yemeni and tribal society through a centralized but diffuse patronage system. Rather than oppose the sovereignty of the tribe, the central state encourages it, preferring to rule over a myriad of divided small entities than to govern citizens directly.

This chapter examines the scope of judicial review as it applies to the principles of public law. It first explains why discretionary powers conferred by legislation are not always subject to judicial review before discussing prerogative powers and their amenability to judicial review. It then considers justiciability as the limiting factor in the extent to which the in-principle reviewability of the prerogative is of any practical significance. It also examines issues regarding de facto powers, with particular emphasis on the scope of judicial review, the limits of review and its underlying rationale, and the extent to which contractual arrangements may displace the courts' willingness to review. Finally, it explores which public bodies must respect human rights under Section 6 of the Human Rights Act 1998. A number of relevant cases are cited throughout the chapter, including R v. Panel on Take-overs and Mergers, ex parte Datafin plc [1987] QB 815.

This chapter focuses on the Protestant Reformation of the sixteenth century. Following Henry VIII's break with Rome in 1531, the English Reformation led Britain into a protracted struggle with the two great Catholic powers, Spain and France, for the next 300 years. The long-term effect was to define Britain as the leading Protestant power; but more immediately, it posed a far greater threat to England than Islam, and effectively destroyed the rationale for crusading activities. In this situation, the Islamic empires actually became a valuable balancing factor in European diplomacy. Henry's readiness to deal with the Muslim powers was far from eccentric during the sixteenth century. Both King Francis I of France and Queen Elizabeth I of England took the policy of collaboration much further.

This paper presents a new approach using frequency rectification to harvest electrical energy from mechanical energy using piezoelectric devices. The rectification approach utilizes a linearly traveling Rectifier to impart vibrational motion to a cantilever piezoelectric bimorph. A conventional cantilever-type energy harvester is tested aside the rectified beam. The Standard beam generated 0.11 W of power, a power density of 15.63 kW/m3, and an energy density of 130.7 J/m3. The Rectified beam generated 580 mW of power, a power density of 871.92 kW/m3, and an energy density of 313.15 J/m3, a factor 2.4 greater than conventional energy harvesting methods. These results confirm the original thesis that a mechanically rectified piezoelectric Energy Harvester would generate larger Energy and Power Densities as well as Specific Powers, compared to conventional technologies.

As modern electronic devices become more compact and capable, device cooling has become critical not only for the reliability and stability of the electronic circuitry, but also for the comfort of the user. Forced convection can be effective at removing heat to the ambient environment. However, considerable implementation challenges remain for cooling solution thicknesses below 6mm, where the height of rotary fans is a limiting factor. While scaling laws for fans have been previously reported in the literature, the scaling rules for electrohydrodynamic (EHD) air movers have not been widely studied. This paper explores the impact of thickness, width, and input power on pressure and airflow of EHD air movers using coupled-physics modeling, with experimental validation of the results. Device thicknesses were in the 2 to 6mm range, device widths in the 10 to 100mm range, and input powers between 0.25W and 2.5W.

An earlier paper (Part I) has shown how key parameters associated with the uniform stress process zone model of a crack: crack tip opening displacement, process zone size, crack opening area and the effective opening area of the process zone, depend upon parameters that are associated with the relevant terms in the expansion of the expression, for the purely elastic situation, for the relative displacement of the crack faces or the stress ahead of an elastic crack. The earlier paper focussed upon the case where the non-linear (with regards to applied stress) contributions to the crack-process zone parameters were determined to the first two terms in increasing powers of the applied loading stress parameter. These terms depend upon the first two terms in the expressions for the crack face relative displacement on the stress ahead of the crack in the elastic situation. The first of these terms is related to the stress intensity factor. In this paper we show how the parameter g0, which defines the second term, can be determined for some idealised situations.

This paper presents a new method (the Unrestricted Wind Farm Layout Optimization (UWFLO)) of arranging turbines in a wind farm to achieve maximum farm efficiency. The powers generated by individual turbines in a wind farm are dependent on each other, due to velocity deficits created by the wake effect. A standard analytical wake model has been used to account for the mutual influences of the turbines in a wind farm. A variable induction factor, dependent on the approaching wind velocity, estimates the velocity deficit across each turbine. Optimization is performed using a constrained Particle Swarm Optimization (PSO) algorithm. The model is validated against experimental data from a wind tunnel experiment on a scaled down wind farm. Reasonable agreement between the model and experimental results is obtained. A preliminary wind farm cost analysis is also performed to explore the effect of using turbines with different rotor diameters on the total power generation. The use of differing rotor diameters is observed to play an important role in improving the overall efficiency of a wind farm.

An experimental system of flat plate pulsating heat pipe was established and experimental research was carried out in this system to understand the mechanism of heat transfer and operating characteristics. The effects of start-up time, operating characteristics, and structures of passage, incline angle, fill ratio and working fluid on plate pulsating heat pipe were discussed. The results indicate that temperature of heating section decreases and the temperature of cooling section increases, then the thermal resistant of PHP is decreased once the plate pulsating heat pipe starts to work. Different start-up powers are needed for different fill ratios and incline angles. The inter pressure of PHP has some impacts on the start-up and operation of PHP. The pulsating heat pipes with different structures have different heat transfer performance. Increasing cross-sectional area and the number of turnings of the heat pipe can improve the heat transfer characteristics of heat pipes. Cross-section shape was also an important influencing factor. With the same cross-sectional area, heat pipe with triangular cross-section of the inner tubes gives better performance than that with rectangular cross-section.

Abstract In this paper, the thermal performances of a Chiplet module with different numbers of dies were studied. The Chiplet module was assumed to be placed in the same server system, with the same ambient condition, and using the same heat sink. A thermal simulation was conducted to obtain the junction temperatures of dies using different power magnitudes. With the change of power magnitudes of the dies, a thermal resistor matrix was calculated. Finally, with the calculation of the thermal resistor matrix, a unique power envelope plot was developed to determine if the power magnitudes of the chips on the Chiplet module caused any reliability concern. A risk factor was calculated to determine if the power magnitude of the die is within the safe region. With risk factors, we will be able to quantify the differences of applied powers with respect to the maximum allowed limits. We have expanded the usage of the power envelope plots to the Chiplet modules having more than three dies. The power envelope plots are a good tool for designers to optimize the power magnitudes, especially at the early stage of the Chiplet module design.

The reliability of finite element (FE) based deterministic structural analysis of railroad trackbed has improved significantly due to ever increasing computational powers. However, the application of probabilistic methods to incorporate the material and geometric variabilities in these FE analyses is still profoundly underworked. In this study, the influence of variability in granular layers’ modulus and thicknesses values on the railroad subgrade performance have been investigated by applying probabilistic method and using a 3-dimensional FE based numerical trackbed model previously developed and validated by the authors’ research group. The influence of these factors is accounted for by changing their coefficients of variance (COV) while keeping their means constant. Preliminary results revealed that the variation in subgrade modulus is the most influential factor for subgrade performance, both in terms of progressive shear failure and excessive plastic deformations, followed by ballast modulus. Variations in depths, for the range studied, remained passive to the subgrade performance. The findings of this work is of particular significance in evaluating the subgrade performance while including the material and geometric variations, which may be caused by construction imperfections, weather changes, and/or rail operations.

Abstract Turbochargers are widely used to help reduce the environmental impact of automotive engines. However, a limiting factor for turbochargers is compressor surge. Surge is an instability that induces pressure and flow oscillations that often damages the turbocharger and its installation. Most predictions of the surge limit are based on low-order models, such as the Moore-Greitzer model. These models tend to rely on a characteristic curve for the compressor created by extrapolating the constant speed lines of a steady-state compressor map into the negative mass flow region. However, there is little validation of these assumptions in the public literature. In this paper, we develop further the first-principles model for a compressor characteristic presented in Powers et al. [1], with a particular emphasis on reverse flow. We then perform experiments using a 58mm diameter centrifugal compressor provided by Cummins Turbo Technologies, where we feed air in the reverse direction though the compressor while the impeller is spinning in the forwards direction in order to obtain data in the negative mass flow region of the compressor map. This demonstrated experimentally that there is a stable operating region in the reverse flow regime. The recorded data showed a good match with the theoretical model developed in this paper We also identified a change in characteristic behaviour as the impeller speed is increased which, to the authors knowledge, has not been observed in any previously published experimental work.
