Abstract:
Social exchange theories have identified social structural factors and interaction processes that build cohesion through the everyday exchange of valued resources. However, the types of resources considered in previous research do not reflect the properties of many commonly exchanged resources, namely information, social support, and material goods. In this article, I identify two resource dimensions that underlie and affect exchange: (1) duplicability, that is, whether a resource's provider retains control of the resource after exchange and (2) transferability, that is, whether a resource's recipient can exchange the resource in another relation. I present a causal model to explain how these dimensions affect cohesion through the mediating effects of structural power, exchange frequency, and uncertainty. Notably, resource variation alters the source of structural power, making it necessary to specify when different power mechanisms will operate and their disparate effects on the other mediating factors. A laboratory experiment provides support for the causal model. Resource characteristics fundamentally shape both the exchange process and the outcomes actors experience.

Abstract Aggregate and adjust distributed resources, the virtual power plant realizes the collaborative optimization of different forms of electric energy, which greatly improves the flexibility of the power system. Considering the flexibility of distributed resources, this paper designs the active power and frequency regulation modes of virtual power plants, and proposes a response strategy for dynamic resource aggregation of virtual power plants. Firstly, the distributed energy resources of virtual power plants are classified, and their dynamic characteristics are fully considered for dynamic aggregation, and the active power and based on these characteristics, a frequency regulation model is established. Secondly, according to the real-time operation status of sampled distributed resources, a response prediction model of virtual power plant based on dynamic resource aggregation was proposed. Finally, taking the 35kV substation workbench as an example, the response effect of the virtual power plant at different times of a typical day is verified.

In fifth generation (5G) systems, green heterogeneous network (HetNet) is capable of achieving energy efficiency by densely deploying renewable-powered small cells. However, the small cells may suffer performance degradation due to the limited backhaul from macro base station (BS) and renewable intermittency. In this paper, we introduce a distributed HetNet architecture in which the renewable-powered small cell BSs collaboratively exchange information and allocate the spectrum and power resources by themselves. Considering the uncertainty of the available spectrum, renewable energy supply and traffic loads, a stochastic optimization problem is formulated to maximize the energy efficiency for distributed small cell BSs. A distributed resource allocation algorithm is proposed to obtain the optimal spectrum and power allocating strategies for each small cell. Finally, the numerical results demonstrate the effectiveness of the proposed algorithm.

With the rapid development of new power systems, diverse new power services have imposed stricter requirements on network resources and performance. However, the traditional method of transmitting request data to the IoT management platform for unified processing suffers from large delays due to long transmission distances, making it difficult to meet the delay requirements of new power services. Therefore, to reduce the transmission delay, data transmission, storage and computation need to be performed locally. However, due to the limited resources of individual nodes in the local power wireless communication network, issues such as tight coupling between devices and resources and a lack of flexible allocation need to be addressed. The collaborative allocation of resources among multiple nodes in the local network is necessary to satisfy the multi-dimensional resource requirements of new power services. In response to the problems of limited node resources, inflexible resource allocation, and the high complexity of multi-dimensional resource allocation in local power wireless communication networks, this paper proposes a multi-objective joint optimization model for the collaborative allocation of communication, storage, and computing resources. This model utilizes the computational characteristics of communication resources to reduce the dimensionality of the objective function. Furthermore, a mouse swarm optimization algorithm based on multi-strategy improvements is proposed. The simulation results demonstrate that this method can effectively reduce the total system delay and improve the utilization of network resources.

What makes resources political? We often imagine that politics is something done to resources (i.e. larger contestations over access to and control over resources). In this second “progress report”, I question whether resource politics is simply about fighting over stuff. How does the materiality of resources themselves shape broader conceptions of “the political” in general? I highlight the role of resources in shaping three central meanings of the political or politics. First, the commonsense ideology of politics as electoral contests over political power. Second, the state – as the sphere of “the political” – is constructed as a geographical entity based on a specific form of territoriality. Third, the nation-state reflects a complex political duality: both an institutional state apparatus and a cultural imaginary of shared nationhood. I conclude with some thoughts on the need to expand the terrain of the political in resource geography.

Russia has always been a country seeking the Great Power status. Even though it lost its importance after the collapse of the Soviet Union, the desire to return to the role of the creator of international order force it to introduce new strategy that will implement soft power resources. This represents a certain obstacle for Russia, which traditionally is accustomed to hard power resources like economic pressure or the use of armed forces. Culture is Russia’s soft power resource that is significant. Values can be more problematic for Russia, because in Moscow’s intentions they should be different from the Western values. Russia is trying to create an alternative soft power project, competitive to that of the West. Russia is trying to make good use of its diplomacy, including digital diplomacy, in order to show the use of its hard power to be seen as soft.

Abstract Flexible resources are a critical resource in ensuring the security and steady running of a large percentage of electricity systems that use new sources of energy. The power system’s flexible resources participate in power regulation, improving the power system capability to absorb new energy and also the electricity system’s reliability. This paper calculates the dependability index of electricity system using the basic calculation method of the equivalent energy function. By flexibly handling the new power generation curve’s adjustable capacity and flexible resources, new energy generation and flexible resources count toward equivalent energy calculation, and the dependability index of the electricity system is calculated. The efficacy of this approach is illustrated by an example.

In order to solve the problems of low efficiency and high noise in the application of modern channel resource allocation methods, an anti-interference dynamic channel allocation algorithm for heterogeneous cellular networks in power communication is proposed. First, the heterogeneous cellular network model of power communication and the architecture of power multi-channel transmission platform are constructed. Then, according to the receiving and noise characteristics of communication resources, the anti-interference algorithm of power communication resources under multi-channel transmission is designed to obtain the communication index of power communication heterogeneous cellular network, and the anti-interference dynamic allocation algorithm of power communication heterogeneous cellular network resources is realized, Finally, the comparison method is used to prove the practicability of the method in this paper. The experimental results show that the average value of communication resources after interference suppression is 950 Mb, the average signal to noise ratio is 10.5 dB, and the resource allocation time is less than 3 min after 5000 iterations, which is superior to the comparison method. The method has good channel anti-interference ability and channel resource allocation efficiency, and has certain application value.

Device to device communication for mobile networks establishes connections between parameters of mobile devices. As the number of D2D connections and resources are increasing, optimization of power allocation and spectrum feasibility is required. Most of the proposed algorithm schemes for resource allocation support slow-moving D2D terminals in a cellular network, therefore causing huge amount of signaling loss and reducing the efficiency of the cellular network. In energy and spectrum efficiency for the wireless network to meet the power requirement in D2D communication for better resource allocation in upcoming 5G technology is required. The proposed approach outplays the older power distribution approach using MATLAB simulation. The optimal allocation of resources and spectrum can enhance the system throughput with resource allocation techniques. D2D nodes not only perform better frequency resources but also provide better energy-efficient communication by using power control.

Abstract Under the background of accelerating the process of power grid construction, the unified spatial-temporal data model of power grid resources has become a necessary means to describe the relationship between spatial objects and power grid data. Affected by the defect of the information island, some unified spatiotemporal data models of power grid resources have poor updating performance. Therefore, a unified spatiotemporal data model of power grid resources based on microservice architecture is designed. The architecture can obtain the spatial structure elements of the power grid area, identify the spatial correlation characteristics of the modeling object through the distribution of power energy supply lines, eliminate the dimension of meteorological data variables, design a unified resource scheduling scheme based on the microservice architecture, calculate the space-time weight matrix, and build a space-time data model. Test results are that under the two update task scenarios, the average update performance of the unified spatiotemporal data model of power grid resources based on the Internet of things is 11363 times/second. The average update performance of the unified spatiotemporal data model of power grid resources based on the Internet of things is 9958 times/second). And the average update performance of the unified spatiotemporal data model of power grid resources based on the genetic algorithm is 9771 times/second. It shows that the designed unified spatiotemporal data model of power grid resources is perfect after combining the microservice architecture.

Aiming at the problem of how the flexible resources of the virtual power plant can effectively participate in the optimal operation of hierarchical zoning of the power grid, this paper takes the aggregation of flexible resources of the virtual power plant to alleviate multiple line overload as an example. By deducing the transfer factor matrix under the linearized AC power flow model, an event-triggered hierarchical zoning method of flexible resources of virtual power plants considering resource effectiveness is proposed. The effectiveness of the algorithm is verified in several network examples, which provides a new idea for the virtual power plant to participate in the optimal operation of various levels and regions of the power grid.

In this paper, we present a novel resource management approach that decouples the resource selection and power dispatch tasks. The resource selection task determines the subset of resources designated to participate in the demand response service, while the power dispatch task determines the power output of the selected candidates. A solution strategy based on contextual bandit with DQN structure is then proposed. Concretely, an agent determines the resource selection action, while the power dispatch task is solved in the environment. The negative value of the operational cost is used as feedback to the agent, which links the two tasks in a closed-loop manner. Moreover, to cope with the uncertainty in the power dispatch problem, distributionally robust optimization (DRO) is applied for the reserve settlement to satisfy the reliability requirement against this uncertainty. Numerical studies demonstrate that the DQN-based contextual bandit approach can achieve a profit enhancement ranging from 0.35% to 46.46% compared to the contextual bandit with policy gradient approach under different resource selection quantities.

Purpose The purpose of this study is to develop a better understanding of how information technology (IT) resources influence a firm’s channel power development. Specifically, this study hypothesizes that two types of IT resources (i.e. IT infrastructure resources and IT human resources) are key antecedents to channel power and that information management capability is a key mediator between IT resources and channel power. Design/methodology/approach The hypotheses are tested using survey data gathered from a sample of Chinese companies. The analyses are performed using partial least squares technique. Findings The results suggest that both of the two IT resources play key roles in enhancing a firm’s channel power, but they do so in different ways. Specifically, while IT human resources can enhance a firm’s channel power by strengthening both information acquisition and dissemination capabilities, IT infrastructure resources can influence channel power only by enhancing a firm’s information acquisition capability. Research limitations/implications The measurement of IT resources might potentially be influenced by subjective divergence. In addition, information management contains many sub-processes, and this study only examines two of them: information acquisition and information dissemination. Practical implications The findings suggest that managers should develop/improve both IT infrastructure and human resources to enhance channel power by building stronger information management capability. More importantly, the findings reveal that IT human resource can provide more benefits as it strengthens both information acquisition and dissemination capabilities. Originality/value This study extends the existing literature by investigating how a firm’s IT resources affect its channel power. The results of this study provide insightful guidance for managers and researchers in how to better manage IT resources to improve channel governance performance.

Then, when that data carries out information interaction between the terminal equipment and the resource sharing cent, the transfer engine is utilized to process the transferred data and transfer the transfer data. Finally, the sharing of data resources is realized by building a calculation model. The experimental results show that the designed information and data-sharing technology consumes less energy on the terminal equipment, and reduces the workload of the terminal equipment for data transmission. It is hoped that the research of this paper can further promote the research of power grid information resource data-sharing.

Globally, fisheries and forestry have been characterised by substantial ecological and economic problems. Both sectors have become notorious for depleting the stocks on which they depend, eroding the value of harvested natural resources over time and having significant negative ‘by-catch’ impacts on non-target natural resources. Problems of resource overuse and potential ecosystem collapse inherently derive from poor decisions influenced by those with undue or excessive economic, political and labour market power. Solutions to problems of unsustainability of resource management will need to engage with these economic drivers and beneficiaries, and require strategies including better and more independent assessments of the status and condition of resources. Deep-seated problems caused by resource over-commitment need more robust approaches to resource assessment that (1) better account for uncertainty (including uncertainty resulting from stock losses due to disturbance), (2) avoid ratchet effects and (3) provide appropriate ecological parameters for resource harvest. The United Nations framework for environmental and economic accounting methods can help assess the economic and other contributions of different resource-based industries and inform decisions about trade-offs between competing interests. Finally, there is value in examining successful and unsuccessful industry restructuring, in which decisions to transition away from demonstrably unsustainable resource industries have been made. The article reflects issues of improvement of norm setting and forecasting of power resources consumption through improvement of scientific and methodological principles of efficiency enhancement of railway resource-saving operating systems, they including transition from operational methods of fuel and power resources consumption, from the achieved level of power consumption to the methods which imply elaboration and application of mathematical models of power resources and development of organizational structure of control over railway fuel and power resources with reference to delegation of authority in development of projects related to power resources at the level of subsidiaries and linear subdivisions. The algorithm was suggested which describes principles of organization of forecasting of fuel and power resources (FPR) on railway transport, including regulations of interaction of RZD JSC structural subdivisions in setting tasks to save FPR in non-traction work and making an yearly plan for FPR cost-effectiveness. The advanced methods on the basis of artificial neural networks (ANN) were suggested as methodological foundation of FPR consumption forecasting on the level of structural subdivisions. We suggest that planning of tasks for FPR cost-effectiveness should be made at the level of RZD JSC subsidiaries and structural subdivisions on the basis of developed procedure of task setting to RZD JSC subsidiaries related to FPR cost-effectiveness.

Rational choice of the location of the water-electro power stations is associated with the availability of information on the distribution of gross power along the river bed. In mountainous conditions, while determining this value, it is advisable to rely on the general principles of the division of the profile of the river bed into the sections of constant slope. This work is the study of the formation of the hydropower potential of the stream in the area of the mountain river. Its purpose is to establish a connection between the hydropower potential and the hydrological as well as morphometric parameters of the river bed. The article solves the task of finding a model for describing the process of gross power increase during the downstream water flow at the section with the inflow available. The analytical relations between the gross potential power value and the generally accepted parameters of the water flow (flow volume and bed profile) are established. With an inflow available, the distance between the location of the inflow mouth and the beginning of the section as well as inflow width are also taken into consideration. A linear approximation is used to describe the slope of a section. The functional dependence of power on the flow volume, on the difference in the heights of the bed within the section, on inflow volume and on the height mark of its mouth, on the position of the inflow mouth relative to the beginning of the section is substantiated. The article establishes the correlations that give the possibility to determine of the power distribution along the section. The authors suggest the model and the method of calculating the gross potential power of the water flow on the section of the river bed for a case when the inflow is available. The basis of the methodology is the description of the flow volume growth in the bed downstream the river. This description is combined with linear and reverse trigonometric functions. The distribution of gross potential capacity at the section of the Bukovyna Carpathians – the Siret River is calculated. The correlation of both exact analytical and approximate solutions is used. The paper shows the practical identity in the values of the power of the flow, obtained on their basis. The authors made a conclusion about the adequacy of the received distribution of the physical model of downstream power increase, both above and below the inflow entry point. The practical value of the approach to determining the potential gross flow capacity of water lies in its heuristic component.

This paper is concerned with the way energy requirements in the last three decades have seen a response from local communities who wish to express their love and longing for traditional occupations. Agriculture is a multi-faceted representation, and riverine civilisations have epitomised the relation between land, labour and production not just as a relation with technology and culture, but also in terms of the symbols of the sacred. People’s movements draw on the work of scientists and those working in the Arts, including the Humanities and the Social Sciences to draw attention to the way in which petitions and protests communicate that politics is not merely about imposing ‘the good vision from above’ but is an interplay between the political, the legal, the socio-religious, the secular and the economic. In a democracy, politics is essentially about dialogue, and the rate of industrialisation may well be mediated by the power of the greens and environment movements, which have learnt their lessons from genocide of peasantry and tribals, and the mass exploitation of the resources of nature. The Sociologist attempts to document some of the shifts and evolving positions in this ongoing debate in India.
