Abstract:
Purpose The study aims to find out an appropriate volume of power to be procured through long-term power purchase agreements (PPAs), the volume to be sourced from the power exchange through day-ahead and term-ahead options and also a suitable volume to be sold at different points of time within a day, which would finally lead to the optimum cost of power procurement. Design/methodology/approach The study has considered a Delhi-based power distribution utility and has collected all relevant data from its archival sources. A stochastic optimization model has been developed to capture the problem of power procurement faced by the distribution utility, which is modelled as a mixed integer linear programming problem. Sensitivity analyses were carried out on the important parameters including hourly demand of power, unit variable cost of power available through PPAs, maximum back-down percentage allowed under PPAs, etc., to investigate their impact on daily cost of power under PPAs, daily cost of power under day-ahead and term-ahead options, daily sales revenue and also the net total daily cost of power procurement. Findings The findings include the appropriate volume of power procured from different suppliers through PPAs and from the power exchange under day-ahead and term-ahead options and also the surplus volume of power sold under the day-ahead arrangement. It has also computed the total cost of power purchased under PPAs, the cost of power purchased from the power exchange under day-ahead and term-ahead options and also the revenue generated out of the sale of surplus power under the day-ahead arrangement. In addition, it has also presented the results of sensitivity analyses, which provide rich managerial insights. Originality/value The paper makes two significant contributions to the existing body of power procurement literature. First, the stochastic mixed-integer linear programming model helps decision makers in determining the right volume of power to be purchased from different sources. Second, based on the findings of the procurement model, a power procurement framework is developed considering the dimensions of uncertainty in power supply and the cost of power procurement. This power procurement framework would aid managers in making procurement decisions under different scenarios.

In a world of Realpolitik, each state in the world always looks for increasing its power; some for the purpose of their survival and some seek to fulfill their hegemonic ambitions. Having a huge population, territory, economy, and military, the states like India usually desire to establish their hegemony; therefore, it is not surprising that India wants to achieve a Great Power status in world politics. Although India has great numbers in each area of strategic significance it lacks qualitative capacity in terms of military strength where the advanced weapon systems are the backbone of a country’s military power. In order to fill this gap, the Indian government has announced very ambitious military modernization programs and is concluding various military procurement programs around the world bearing huge costs while the big arms-exporting countries are getting involved in such ambitious military modernization programs of India. Over the past few years, it has been observed that the Indian economy has not been able to fulfill the costs of military modernization programs and the gap between the estimated costs of military procurements and the budget allocation is continuously increasing. Therefore, this study hypothesized that Indian military procurement programs and Indian economic capacity are not compatible with each other, which shall have perilous effects for the countries involved in such projects. This study provides an analysis of Indian economic growth and its comparison with the costs of India’s military procurements and finds that the stated hypothesis is correct to the extent of compatibility difference between the Indian economic capacity and military procurement cost.

The literature on economic statecraft has long focused on the effectiveness of foreign aid and trade as tools of inducement. However, existing scholarship largely neglects the role played by government procurement. By choosing to purchase goods or hire labor in foreign states, governments can provide economic benefits for strategic ends. The United States in particular leverages its defense procurement as a foreign policy tool. We introduce a new data set of US government procurement using information on all contracts executed overseas from 2000 to 2015. We develop a typology of how states use procurement to achieve foreign policy goals—power projection, counterinsurgency, and development—and provide descriptive statistics to explore variation in spending across countries and over time. We illustrate the power of the contract data by using it to code US military access in Africa, assess the relationship between spending and economic growth, and test whether economic inducements can buy influence.

Public procurement, the government’s purchase of goods and services, is an important tool to advance sustainability objectives. Since government is the largest consumer in the economy, it can have a sizable impact on the market by purchasing sustainably. However, its sustainability impact (both environmental and social) is undermined because the public procurement’s size is underestimated. Previous estimates of public procurement only consider contract-based purchases or non-defense purchases. In other instances, data are too limited to estimate government purchases appropriately. These factors lead to underestimations of the extent to which government purchasing can be leveraged to advance sustainability objectives. To understand the true impact of government purchases, we estimated the size of public procurement by considering all aspects of public procurement. We used this estimation to assess whether current measurement processes misrepresent the size of public procurement and identify key elements that may be missing from the current public procurement measures. We applied our estimate to four OECD countries, the U.S., the U.K., Italy, and the Netherlands for two years (2017 and 2018). Our results showed that that across all levels of government, public procurement as a percentage of GDP in the U.S., the U.K., Italy, and the Netherlands ranged between 19–24%, 13–56%, 3–10%, and 12–38%, respectively. Our findings revealed that governments have substantially greater market power than previously estimated, which can be leveraged to pursue sustainability goals. Our findings also illustrate systemic data challenges to how public procurement data are collected and analyzed.

The decision of selecting the appropriate procurement/delivery system for large investment construction projects is a critical and challenging task for clients, and therefore a significant factor for the project’s success. Complex projects as electric power plants can involve managing multiple contracts or subcontracts simultaneously or in sequence. The aim of this paper is to develop, and analyze a decision support tool to select the most efficient procurement/delivery system for multiple contracts Combined Cycle Power Plants (CCPP) constructed in Egypt and funded by the publicsector. This process involved the identification of various procurement routes, followed by the utilization of quantitative values developed in accordance with the requirements of the multi-criteria decision analysis technique known as simple multi-attribute rating technique (SMART). Results revealed that the procurement/delivery system with the highest score, for all contractual packages, is the integrated project delivery method (IPD) under which other procurement/delivery methods could be utilized such as performance-based contracting (PBC), and construction management (CM). Further in this research, a sensitivity analysis approach was adopted to validate the IPD selection, and to determine the most critical criterion and the most critical measure of performance for each contractual package.

Purpose The purpose of this paper is to investigate the outcomes of Indonesian power projects as representative projects of Asian emerging economies that were procured via public-private partnerships (PPPs) and traditional public sector procurement. Power generation infrastructure delivery in emerging economies frequently seeks private participation via PPPs as one of the key mechanisms to attract private finance. Undertaking a comparative benchmark study of the outcomes of Indonesian power projects provides an opportunity to explore the historic evidence as to whether PPPs deliver better outcomes than traditional public procurement in emerging economies. Design/methodology/approach This paper reports on a study of the performance of 56 Indonesian power projects procured via either PPPs or traditional procurement. First, it focusses on project time and cost outcomes of power plant facility during construction and commissioning and then extends this comparison to consider the operating availability of power plants during their first two years of operation. Findings The results indicate that PPP projects had superior time and operating availability to those procured traditionally whereas no significant differences were identified in the cost performance between PPPs and traditionally procured projects. These findings highlight the importance of adopting policies that are supported by broader sources of international financiers and high quality power plant developers. Research limitations/implications The quality performance analyses of projects (based on equivalent available factor indices) were limited to the power plants in the Java-Bali region where the majority of projects are large scale power plants. Practical implications This study provides an empirical basis for governments of emerging economies to select the most beneficial procurement strategy for power plant projects. It highlights the importance of selecting experienced providers and to adopt policies that attract high quality international project financiers and power plant developers. This includes the need to ensure the commercial viability of projects and to seriously consider the use of cleaner power technologies. Originality/value This study is the first to compare the outcomes of power projects in Asian emerging economies delivered via PPPs against those delivered by traditional public procurement that includes consideration of the quality of the delivered product.

The article describes the difficulties faced by organizations engaged in engineering and geodetic work at power plants, with participation in procurement. It is shown that the majority of procurement participants are representatives of small and medium-sized businesses. The factors affecting the reduction in the price offer are given. It is noted that a decrease in the initial (maximum) price during the procurement procedures varies from 75 to 90%, which cannot but lead to a decrease in the quality of work, and often to falsification of reporting documentation. Conclusions are made on the example of three realized purchases by the definition of the contractor for geodetic work at thermal power plants.

Purposive sampling method and simple random sampling method were used to select the research subjects. O'Connor & Gibson (2003)’s step-by-step qualitative analysis method was employed to analyze the data. The study resulted the regular procurement system and urgent procurement system in the faculty.

Public procurement is considered an important driver of an economy and has a considerable power in orienting the market, including toward environmental protection policies and strategies. This study examines the green public procurement practiced at the level of local Romanian authorities with the aim of understanding the real context by highlighting the mix between what is required and/or expected from local authorities and what is actually happening in terms of green public procurement. The research is based on the results of an online survey conducted from 16 August 2019 to 18 September 2019. The research results show that green procurement is not a subject approached in many administrative units; however, it appears that environmental protection in the context of public procurement is considered important. In line with other research, our results enrich the current knowledge on green procurement practices at the local government level and indicate that increased regulatory pressure for green public procurement may lead to market development and innovation for green goods and services.

South Africa’s Renewable Energy Independent Power Producer (REIPP) procurement programme is hailed worldwide as a model for renewable energy procurement. Its success is far from experimental and haphazard and points directly to lessons acquired prior to, and during, the launch and running of the programme. This article explores the journey to the REIPP procurement programme and draws critical lessons from the process. It discusses the success of the REIPP procurement programme in developing the renewable energy sector in South Africa, drawing seven key lessons explain this success and exploring the remaining challenges. The article shows that, despite the need for further improvements and continual optimisation, the development of the REIPP procurement programme has been a positive illustration of successful policy and regulatory learning processes.

The reactive power control mechanisms at the smart inverters will affect the voltage profile, active power losses and the cost of reactive power procurement in a different way. Therefore, this paper presents an assessment of the cost–benefit relationship obtained by enabling nine different reactive power control mechanisms at the smart inverters. The first eight reactive power control mechanisms are available in the literature and include the IEEE 1547−2018 standard requirements. The ninth control mechanism is an optimum reactive power control proposed in this paper. It is formulated to minimise the active power losses of the network and ensure the bus voltages and the reactive power of the smart inverter are within their allowable limits. The Vestfold and Telemark distribution network was implemented in DIgSILENT PowerFactory and used to evaluate the reactive power control mechanisms. The reactive power prices were taken from the default payment rate document of the National Grid. Public procurement concentrates large public sector’s purchasing power, and has a significant impact on each country’s economic development. The purpose of public procurement procedure is transparency, non-discrimination and accordance to the principles of fair competition in acquisition of goods, services and works necessary for the smooth functioning of the public administration. Besides, public procurement can be one of the most important instruments for sustainable development and other purposes useful to the whole society and the economy of the country. This article briefly discusses the concept of sustainable public procurement, reveals its main ideas and applications. One of them, the social sphere, was chosen the main object of the research. The possibility to decrease unemployment, to increase an integration of socially vulnerable group, and to achieve other socially-oriented goals through an effective implementation of the social aspect of sustainable public procurement has been illustrated. Thus, the article analyses the concept of social procurement, assesses the current situation in Lithuania, overviews the good practice of other countries and provides recommendations for measures to extend the application of socially oriented procurement.

Green Public Procurement has been used as a tool to achieve environmental objectives by some countries especially in Europe. Public procurement in Kenya is estimated to account for between 70 and 80 percent of the national budget. This gives the government purchasing power to influence manufacturing and supply of green products for sustainable development. County governments in Kenya are allocated between 15 and 45 percent of the total country’s income. Despite all these finances Counties possess, many of them do not fully use their purchasing power to achieve environmental objectives. Laikipia County for example, did very well on procurement activities to be ranked the best performing entity in public procurement in Kenya in 2014, yet it did not have a similar identity on Green Public Procurement. It is this research gap that this study sought to fill. The purpose of this study was to evaluate the factors affecting implementation of Green Public Procurement in Laikipia County government. The study was guided by knowledge gap and buyers’ perception on green products as independent variables and implementation of Green Public Procurement as the dependant variable. Descriptive research design was applied in this study. The study targeted County governments in Kenya. The study population was 45 employees from Laikipia County government drawn from procurement and finance department. Primary data was collected by use of a semi structured questionnaire. The questionnaire was self administered. Descriptive statistics and statistical model of multiple regression were used in analysis of data .The study established that knowledge gap (0.561) and buyer’s perception on GPP (0.143) had a positive effect on GPP implementation with knowledge gap as the major one. The study recommends County governments to organize for compulsory training of its staff on GPP. They should conduct lifecycle costing of all products procured by the County governments so as to create the right perception on these products.

Abstract For the optimal operation of power-intensive plants, a challenge which is addressed in this work is to simultaneously determine the optimal production schedule and the optimal day-ahead electricity commitment. In order to ensure stability of the power grid, the electricity suppliers impose a daily electricity commitment to large consumers. The consumers have to commit one day in advance to the amount of energy they are going to purchase and use for a horizon of 24 hours (with an hourly discretization) and in case the actual electricity consumption differs significantly from the committed profile, the consumer is obliged to pay penalties. Since the consumers have to commit to the electricity suppliers before the actual electricity demand is known, uncertainty needs to be taken into account. A stochastic mixed-integer linear programming model is developed to consider two critical sources of uncertainty: equipment breakdowns and deviation prices. Equipment breakdowns can reduce the production capacity and make the actual electricity consumption deviate from the day-ahead electricity commitment. The application of the proposed approach to a continuous power-intensive plant shows the benefit gained from the solution of the stochastic model instead of the deterministic counterpart in terms of reduction of the cost of the energy.

Which major theory of international relations—neorealism, liberalism, or constructivism—best explains states' weapons procurement strategies? This article addresses that question by examining the case of the Federal Republic of Germany (FRG) during the Cold War. Through an in-depth analysis of the FRG's armaments strategy from the time the country was admitted into the North Atlantic Treaty Organization in 1955 until the early 1970s, the article demonstrates that although ideas and external security concerns did play a role, economic concerns won out more often than not. IR scholars must therefore account for a variety of factors when attempting to explain the FRG's weapons procurement strategy during this period. Neorealism, liberalism, and constructivism are useful in thinking about West Germany's purchases of weapons, but none of the three theories is adequate on its own.

Kenya is one of the countries that are currently in the process of preparing a new law on government procurement as part of the anti-corruption efforts of a new democratically elected government which came into power in December 2002. Whereas it may be too early to judge the commitment of the new government to meaningful and consistent anti-corruption initiatives, one may already discern either a definite unwillingness to move forward with serious reforms or an implicit acquiescence towards corrupt practices, particularly in the government procurement process. In this paper, we shall examine Kenya's government procurement laws, and their practical application. We focus on two recent examples of the procurement process, one by a government ministry and the other by a parastatal body. The first example of application we shall look at is the controversy over the procurement of HIV-Aids testing equipment by the Ministry of Health, and the second is the procurement of cranes by the Kenya Ports Authority. We shall end with a brief examination of the proposed Public Procurement and Disposal Bill (2003)l which is currently before the Kenyan parliament and how it may revolutionalize the government procurement process in Kenya. This Bill has already received the approval of the Cabinet of Ministers and is due for the second reading in Parliament.2 Despite the Government having stated its commitment to have the bill enacted, the bill has not been passed yet.3 In the last substantive part of the paper, we assess the relevant international agreements and standards such as the UNCITRAL Model Law on Public Procurement and the WTO's Agreement on Government Procurement, and also highlight the regional procurement law.

The author analyses the performance of the United Kingdom's ‘Renewables Obligation’ (RO) in the context of other renewable energy procurement regimes. Prevailing wisdom suggests that market-based procurement regimes for renewable energy are more cost-effective than fixed-price (‘feed-in tariff’) arrangements. In addition, market-based regimes are thought to favour corporate, rather than locally owned, schemes. However, the analysis in this paper disputes these strands of conventional wisdom. An analysis of the returns to wind-power developers under the British market-based RO and the German ‘renewable energy feed-tariff’ (REFIT) reveals that financial returns per MW of installed capacity are much higher in the case of the market-based British RO than in the German REFIT. On the other hand, there is evidence that cultural factors are a bigger influence on the patterns of ownership of wind-power schemes than whether procurement systems are market based or fixed price.
