Abstract:
Purpose The study aims to find out an appropriate volume of power to be procured through long-term power purchase agreements (PPAs), the volume to be sourced from the power exchange through day-ahead and term-ahead options and also a suitable volume to be sold at different points of time within a day, which would finally lead to the optimum cost of power procurement. Design/methodology/approach The study has considered a Delhi-based power distribution utility and has collected all relevant data from its archival sources. A stochastic optimization model has been developed to capture the problem of power procurement faced by the distribution utility, which is modelled as a mixed integer linear programming problem. Sensitivity analyses were carried out on the important parameters including hourly demand of power, unit variable cost of power available through PPAs, maximum back-down percentage allowed under PPAs, etc., to investigate their impact on daily cost of power under PPAs, daily cost of power under day-ahead and term-ahead options, daily sales revenue and also the net total daily cost of power procurement. Findings The findings include the appropriate volume of power procured from different suppliers through PPAs and from the power exchange under day-ahead and term-ahead options and also the surplus volume of power sold under the day-ahead arrangement. It has also computed the total cost of power purchased under PPAs, the cost of power purchased from the power exchange under day-ahead and term-ahead options and also the revenue generated out of the sale of surplus power under the day-ahead arrangement. In addition, it has also presented the results of sensitivity analyses, which provide rich managerial insights. Originality/value The paper makes two significant contributions to the existing body of power procurement literature. First, the stochastic mixed-integer linear programming model helps decision makers in determining the right volume of power to be purchased from different sources. Second, based on the findings of the procurement model, a power procurement framework is developed considering the dimensions of uncertainty in power supply and the cost of power procurement. This power procurement framework would aid managers in making procurement decisions under different scenarios.

Abstract:
In a world of Realpolitik, each state in the world always looks for increasing its power; some for the purpose of their survival and some seek to fulfill their hegemonic ambitions. Having a huge population, territory, economy, and military, the states like India usually desire to establish their hegemony; therefore, it is not surprising that India wants to achieve a Great Power status in world politics. Although India has great numbers in each area of strategic significance it lacks qualitative capacity in terms of military strength where the advanced weapon systems are the backbone of a country’s military power. In order to fill this gap, the Indian government has announced very ambitious military modernization programs and is concluding various military procurement programs around the world bearing huge costs while the big arms-exporting countries are getting involved in such ambitious military modernization programs of India. Over the past few years, it has been observed that the Indian economy has not been able to fulfill the costs of military modernization programs and the gap between the estimated costs of military procurements and the budget allocation is continuously increasing. Therefore, this study hypothesized that Indian military procurement programs and Indian economic capacity are not compatible with each other, which shall have perilous effects for the countries involved in such projects. This study provides an analysis of Indian economic growth and its comparison with the costs of India’s military procurements and finds that the stated hypothesis is correct to the extent of compatibility difference between the Indian economic capacity and military procurement cost.

Abstract:
The literature on economic statecraft has long focused on the effectiveness of foreign aid and trade as tools of inducement. However, existing scholarship largely neglects the role played by government procurement. By choosing to purchase goods or hire labor in foreign states, governments can provide economic benefits for strategic ends. The United States in particular leverages its defense procurement as a foreign policy tool. We introduce a new data set of US government procurement using information on all contracts executed overseas from 2000 to 2015. We develop a typology of how states use procurement to achieve foreign policy goals—power projection, counterinsurgency, and development—and provide descriptive statistics to explore variation in spending across countries and over time. We illustrate the power of the contract data by using it to code US military access in Africa, assess the relationship between spending and economic growth, and test whether economic inducements can buy influence.

Abstract:
Public procurement, the government’s purchase of goods and services, is an important tool to advance sustainability objectives. Since government is the largest consumer in the economy, it can have a sizable impact on the market by purchasing sustainably. However, its sustainability impact (both environmental and social) is undermined because the public procurement’s size is underestimated. Previous estimates of public procurement only consider contract-based purchases or non-defense purchases. In other instances, data are too limited to estimate government purchases appropriately. These factors lead to underestimations of the extent to which government purchasing can be leveraged to advance sustainability objectives. To understand the true impact of government purchases, we estimated the size of public procurement by considering all aspects of public procurement. We used this estimation to assess whether current measurement processes misrepresent the size of public procurement and identify key elements that may be missing from the current public procurement measures. We applied our estimate to four OECD countries, the U.S., the U.K., Italy, and the Netherlands for two years (2017 and 2018). Our results showed that that across all levels of government, public procurement as a percentage of GDP in the U.S., the U.K., Italy, and the Netherlands ranged between 19–24%, 13–56%, 3–10%, and 12–38%, respectively. Our findings revealed that governments have substantially greater market power than previously estimated, which can be leveraged to pursue sustainability goals. Our findings also illustrate systemic data challenges to how public procurement data are collected and analyzed.

Abstract:
The decision of selecting the appropriate procurement/delivery system for large investment construction projects is a critical and challenging task for clients, and therefore a significant factor for the project’s success. Complex projects as electric power plants can involve managing multiple contracts or subcontracts simultaneously or in sequence. The aim of this paper is to develop, and analyze a decision support tool to select the most efficient procurement/delivery system for multiple contracts Combined Cycle Power Plants (CCPP) constructed in Egypt and funded by the publicsector. This process involved the identification of various procurement routes, followed by the utilization of quantitative values developed in accordance with the requirements of the multi-criteria decision analysis technique known as simple multi-attribute rating technique (SMART). Results revealed that the procurement/delivery system with the highest score, for all contractual packages, is the integrated project delivery method (IPD) under which other procurement/delivery methods could be utilized such as performance-based contracting (PBC), and construction management (CM). Further in this research, a sensitivity analysis approach was adopted to validate the IPD selection, and to determine the most critical criterion and the most critical measure of performance for each contractual package.

This research project in Procurement Quality Engineering was conducted at a Nuclear Power Generation Company in the Western Cape, South Africa. During the past decade, quality management has become increasingly recognised as highly desirable for all organisations at all levels. All organisations, to varied degrees, can benefit from the application of quality management skills in some parts of their daily operations. The research project will investigate the impact or effect of late deliveries of spares on the operational cost of the organisation. The organisation is not aware what impact the delivery of spares has on operating costs. Against the above background, the problem to be researched within the ambit of this dissertation reads as follows: "Poor product and / or service delivery from Vendors and / or Suppliers have an adverse impact on the output of the Procurement Quality Department" .The primary research objectives of this study are the following: ~ To emphasise the importance of quality within the supply chain. ~ To investigate the impact of non-conforming items delivered to a Nuclear Power Plant. ~ To determine measures which can be put in place to improve communication between suppliers, vendors, buyers and procurement quality engineering. ~ To determine or investigate the cost of poor quality in the organisation. ~ To improve the quality of goods and services through the application of a quality management system within the supply chain. The research method used in this research project involved both qualitative and quantitative research processes. Questionnaires and statistical techniques were used to analyse the data, and to draw conclusions and recommend possible areas for improvement. The research methodology falls within the ambit of a case study.

ENGLISH ABSTRACT: This research report presents a framework for designing a procurement strategy using the concept of Power. Companies like Toyota have pioneered the use of the “lean thinking” concept of supply chain management to ensure that the entire supply chain co-operates to build a competitive advantage that saves money and provides a better product to the consumer. The basis of the “lean thinking” concept has been that buyers no longer treat suppliers as adversaries with the sole objective of leveraging the best price but engage with suppliers to develop long-term strategic relationships based on trust and collaboration. Power has always existed in business relationships. Power and the “lean thinking” concept appear to be unable to co-exist in the same supply chain relationships as one deals with trust and collaboration while the other deals with domination. This research reports shows that power and “lean thinking” can co-exist and that power has the potential to play a key role in understand the dynamics present in supply chain relationships both from the perspective of the buyer and the supplier. By mapping the power relationship between parties in the Supply Chain a company can understand the strategic options available to it to increase its impact on the supply chain and to use its position to leverage the best value possible both towards the other parties in the supply chain and to parties operating in competing supply chains. The power relationship between The South African Breweries Ltd and Consol Glass will be mapped to enable SAB to understand its available strategic options for the design of a 3 to 5 year procurement strategy. The strategies that crystallize from the power mapping process will be analysed with a view to selecting a single option that the SAB procurement function could adopt over the next 3 to 5 years.
AFRIKAANSE OPSOMMING: Hierdie navorsingsverslag bied 'n raamwerk vir die ontwerp van 'n verkrygingstrategie met behulp van die konsep van mag. Maatskappye soos Toyota het met die gebruik van die “soepel denke”-konsep met betrekking tot aanvoerkettingbestuur baanbrekerswerk gedoen om te verseker dat die algehele aanvoerketting saamwerk om 'n mededingende voordeel te skep wat geld spaar én 'n beter produk aan die verbruiker bied. Die grondslag van die “soepel denke”-konsep is dat kopers nie meer verskaffers as teenstanders beskou en ten alle koste bloot die beste prys wil bewerkstellig nie, maar dat kopers in der waarheid deesdae nouer by verskaffers betrokke raak om langtermyn- strategiese bande op grond van vertroue en samewerking te smee. Mag was nog altyd deel van sakeverhoudinge. Mag en die “soepel denke”-konsep kon tot op hede skynbaar nie naas mekaar in dieselfde aanvoerkettingverhouding bestaan nie – die een handel op stuk van sake oor vertroue en samewerking, en die ander oor oorheersing. Abstract:
The construction of wind power is strongly associated with negative local externalities in terms of noise, shadows, visual impact and effects on local environment. To compensate for these negative effects, wind developers seek to find methods to create more local value. The purpose of this study has thus been to identify and evaluate potential methods to increase the local value creation from onshore wind power projects, mainly in the Swedish context. Firstly, from the literature review and interviews, four different approaches to create local value has been identified. The four identified methods to create local value are (1) community funds, (2) local ownership, (3) modernization and (4) local content. Of these identified methods, local content is deemed to have most potential in creating local value. The use of local content has generally been strong in the UK, why this study comprises a field study that reveal that British wind developers manage to appoint up to 20-30 % of the total capital expenditure to local companies. Compared to Sweden, the same number is as little asone percent. The explanation to this significant difference could be explained by “three I:s”,, namely, (1) Identification of local companies, (2) Information of opportunities and requirements and (3) Incentive creation for the main contractors. For Swedish developers to overcome the problems associated with the three I:s, the study presents seven activities that are possible to implement directly into the development process of wind power. Together these activities create a comprehensive way of enhancing the possibility for local companies to be involved in the construction phase, and by doing so, increasing the local value creation.

Initially the exercise of sanctioning powers is contextualized in the field of government procurement in Colombia, regulatory and jurisprudential development of this power and the procedure envisaged by the legislature for the imposition of sanctions is exposed when a violation or breach of it becomes apparent the contractor’s obligations, specifying the scope and gaps that the process involves. Then the consecration of the sanctioning power of the administration is presented in the Peruvian law, marking the differences with the model adopted by the Colombian law, to conclude with some perspectives on the subject.
Inicialmente se contextualiza el ejercicio de la potestad sancionadora en el ámbito de la contratación estatal en Colombia. Se expone el desarrollo normativo y jurisprudencial de esta facultad y el procedimiento que ha previsto el legislador para la imposición de sanciones cuando se evidencie una infracción o incumplimiento de las obligaciones del contratista, precisándose el alcance y los vacíos que el procedimiento comporta. En seguida, se presenta la consagración de la potestad sancionadora de la administración en el derecho peruano, marcando las diferencias con el modelo adoptado por la legislación colombiana, para concluir con algunas perspectivas sobre el tema.

Abstract:
Conventional methods for man-hour evaluation of purchase management include purchase package subtotal method and total purchase price proportion method, etc., however, these methods are limited to effectively analyze the man-hour of the procurement management in complicated industrial projects, such as nuclear power plants. Based on the experience of data collection in several nuclear power plant projects, a novel model for evaluating the equipment procurement management man-hour is proposed based on the Work Breaking-down Structure (WBS) in this paper. The unit standard man-hour for each WBS element is rigorous defined by statistical investigation of the data collection, then a set of specified adjust coefficients are applied to calculate the man-hour of the purchase contract management. The model is then analyzed and verified by a realistic equipment procurement contract, where the calculated results agree well with the practical experience. Moreover, the new model is employed to a nuclear power plant project in progress in China, both the man-hour of the equipment procurement management and the human resource demand are calculated to support the reasonable human resource arrangement for the entire construction period, which plays significant role in price quoting and cost control of procurement in Engineering-Procurement-Construction (EPC) projects. Finally, each result of a single-project obtained base on the new model can be accumulated for evaluating the multi-projects human resource demand and distribution.

Abstract:
A novel dynamic model and refined method for implementation of the Earned Value Management (EVM) on nuclear power equipment procurement is proposed in this paper. The EVM is known as an efficient and accurate method for progress and cost control in most of the civil engineering systems; however, there is lack of literatures on the EVM for precisely measuring the procurement progress in large-scale complex industrial projects, such as nuclear power plant systems. A novel dynamic measurement model based on the EVM is first established for evaluating the progress and performance of purchasing the nuclear power equipment, including specified details of operating procedure by quantitative valuing each schedule node based on work breaking-down structure (WBS) elements; then the dynamic model is analyzed and verified by a realistic contract of nuclear power equipment procurement. Furthermore, a nuclear power project under construction is studied and the equipment procurement progress is evaluated by applying the novel dynamic measurement model. Finally, the deviation of equipment procurement contract execution is presented by calculating the performance of progress and cost, which helps identify and analyze the delay risks. The dynamic measurement model has been applied in an abuilding nuclear power plant since January 2015, the results of applying the new model providing significant support to the progress and cost control of equipment procurement and bringing considerable profits to the project management. Based on the investigation and results of the above project, the new dynamic model is viable to be employed in future projects of nuclear power plant as a practical reference for applying the EVM in procurement management.

The government procurement market is a macroeconomic system that includes interacting structural elements within a single system that are an integral part of a country's economic system. The state, as the owner of significant financial resources, acts as the largest subject of market relations in placing budget orders. State procurement (goods, construction works, services) is carried out to meet the most important state needs. Modern market relations have confirmed the need to regulate the process of procurement of goods, services and construction works in country by the state, at the level of an independent institution of executive power/government. In the modern economy, public institutions face the need to regulate the flow of financial resources in order to make procurements for state and social needs, which spending entities must implement efficiently and effectively. In this regard, certain areas of market research are discussed and some conclusions are presented.

The Smart Energy Design Assistance Center assessed the administrative, technical, and economic aspects of feasibility related to the procurement and installation of photovoltaic solar systems on IDOT-owned buildings and lands. To address administrative feasibility, we explored three main ways in which IDOT could procure solar projects: power purchase agreement (PPA), direct purchase, and land lease development. Of the three methods, PPA and direct purchase are most applicable for IDOT. While solar development is not free of obstacles for IDOT, it is administratively feasible, and regulatory hurdles can be adequately met given suitable planning and implementation. To evaluate IDOT assets for solar feasibility, more than 1,000 IDOT sites were screened and narrowed using spatial analytic tools. A stakeholder feedback process was used to select five case study sites that allowed for a range of solar development types, from large utility-scale projects to small rooftop systems. To evaluate financial feasibility, discussions with developers and datapoints from the literature were used to create financial models. A large solar project request by IDOT can be expected to generate considerable attention from developers and potentially attractive PPA pricing that would generate immediate cash flow savings for IDOT. Procurement partnerships with other state agencies will create opportunities for even larger projects with better pricing. However, in the near term, it may be difficult for IDOT to identify small rooftop or other small on-site solar projects that are financially feasible. This project identified two especially promising solar sites so that IDOT can evaluate other solar site development opportunities in the future. This project also developed a web-based decision-support tool so IDOT can identify potential sites and develop preliminary indications of feasibility. We recommend that IDOT begin the process of developing at least one of their large sites to support solar electric power generation.

Abstract:
This report looks at transition from central to federal responsibilities for health and education in Nepal and Indonesia. Federalism is a complex process and it was outside of the scope of this review to investigate the extent to which it has been developed in these countries and the nature of its functioning. Challenges identified in the literature on transition to federalism and decentralisation include ensuring equitable distribution of finances and resources across states, slow transfer of power and lack of coordination between government levels, lack of capacity at local levels and incoherence in capacity building, ensuring continuity of medical supplies and continuity of health services during transition, and training local level health personnel in procurement. This report also notes some recommendation from experience on transition to decentralisation, including the need to put a clear legislative framework, to make a slowly phased transition is needed to allow for changes and adjustments, to consider conditional grants to ensure that health is not de-prioritised in a federal system.
