Abstract:
With the proliferation of mobile devices, the popularity of Android applications (apps) has increased exponentially. Efficient power consumption in a device is essential from the perspective of the user because users want their devices to work all day. Developers must properly utilize the application programming interfaces (APIs) provided by Android software development kit to optimize the power consumption of their app. Occasionally, developers fail to relinquish the resources required by their app, resulting in a resource leak. Wake lock APIs are used in apps to manage the power state of the Android smartphone, and they frequently consume more power than necessary if not used appropriately (also called energy leak). In this study, we use a multi-layer perceptron (MLP) to detect wake lock leaks in Android apps because the MLP can solve complex problems and determine similarities in graphs. To detect wake lock leaks, we extract the call graph as features from the APK and embed the instruction and neighbor information in the node’s label of the call graph. Then, the encoded data are input to an MLP model for training and testing. We demonstrate that our model can identify wake lock leaks in apps with 99% accuracy.

Abstract:
Explosive mobile applications (Apps) are proliferating with the popularity of mobile devices (e.g., smartphones, tablets). These Apps are developed to satisfy different function needs of users. Majority of existing App Stores have difficulty in recommending proper Apps for users. Therefore, it is of significance to recommend mobile Apps for users according to personal preference and various constraints of mobile devices (e.g., battery power). In this paper, we propose a mobile App recommendation framework by incorporating different requirements from users. We exploit modern portfolio theory (MPT) to combine the popularity of mobile Apps, personal preference, and mobile device constraints for mobile App recommendation. Based on this framework, we discuss the recommendation approaches by constraints of phone power and limited mobile data plan. Extensive evaluations show that the proposed mobile App recommendation framework can well adapt to power and network data plan constraints. It satisfies the user App preference and mobile device constraints.

Abstract:
This article describes how the retailing business has changed drastically in the recent times. The emergence of Internet and mobile channels are primarily responsible for this. The present generation comprises of a group of consumers with strong purchasing power and superior online habits in comparison to previous generations. The younger generation is much more experienced with the Internet and mobile devices and is thus more susceptible to engage in shopping through mobile apps. These empowered consumers are keen to have consistent customer experiences and are always challenging retailers to meet their evolving needs and demands. They can easily switch from one retailer to another with a couple of touches on their smart phones. These increased opportunities also increase competition. The mobile commerce helps the online retailers to present themselves fit in the market and uniquely use the cosmic opportunities. This article focuses on a set of ten different mobile shopping apps and identifies the functionalities offered by these apps. The article further proceeds to explore the specific consumer needs satisfied through mobile shopping which influence its adoption and usage.

High-resolution, low-latency apps in computer vision are ubiquitous in today’s world of mixed-reality devices. These innovations provide a platform that can leverage the improving technology of depth sensors and embedded accelerators to enable higher-resolution, lower-latency processing for 3D scenes using depth-upsampling algorithms. This research demonstrates that filter-based upsampling algorithms are feasible for mixed-reality apps using low-power hardware accelerators. The authors parallelized and evaluated a depth-upsampling algorithm on two different devices: a reconfigurable-logic FPGA embedded within a low-power SoC; and a fixed-logic embedded graphics processing unit. We demonstrate that both accelerators can meet the real-time requirements of 11 ms latency for mixed-reality apps. 1

As the world struggles with the new COVID-19 pandemic, contact tracing apps of various types have been adopted in many jurisdictions for combating the spread of the SARS-CoV-2 virus. However, even if they are successful in containing the virus within national borders, these apps are becoming ineffective as international travel is gradually resumed. The problem rests in the plurality of apps and their inability to operate in a synchronized manner, as well as the absence of an international entity with the power to coordinate and analyze the information collected by the disparate apps. The risk of creating a useless Tower of Babel of COVID-19 contact tracing apps is very real, endangering global health. This paper analyzes legal barriers for realizing the interoperability of contact tracing apps and emphasizes the need for developing coordinated solutions to promote safe international travel and global pandemic control.

Developing useful apps has never been an easy task. Although modern mobile phones/tablets have more and more computation power, it is still not possible to treat them as real computers. Hence, many apps rely on external components to provide services. However, this complicates the development of apps. Unlike students in the computer science department, information management students do not have equally solid programming background. App development related courses have a more rigid learning curve for them. In this paper, APPRush, a platform for developing usable apps and for learning app design skills, is proposed. Both students and ordinary app developers can benefit from the resulting platform.

Abstract:
The tremendous increase in smartphone usage is accompanied by an increase in the need for more energy. This preoperational relationship between modern technology and energy generates energy-greedy apps, and therefore power-hungry end users. With many apps falling under the same category in an app store, these apps usually share similar functionality. Because developers follow different design and development schools, each app has its energy-consumption habits. Since apps share similar features, an end-user with limited access to recharging resources would prefer an energy-friendly app rather than a popular energy-greedy app. However, app stores do not indicate the energy behavior of the apps they offer, which causes users to randomly choose apps without understanding their energy-consumption behavior. A review of the relevant literature was provided covering various energy-saving techniques. The results gave an initial impression about the popularity of the usage of two power-saving modes where the average usage of these modes did not exceed 31% among the total 443 Android users. To address this issue, we propose a star-rating evaluation model (SREM), an approach that generates a tentative energy rating label for each app. The model was tested on 7 open-source apps to act as a primary evaluation sample. To that end, SREM adapts current energy-aware refactoring tools to demonstrate the level of energy consumption of an app and presents it in a star-rating schema similar to the Ecolabels used on electrical home appliances. As per our results, SREM helped in saving 35% of smartphone energy.

This systematic review aimed to (1) identify and summarize studies that have examined the validity of apps for measuring human strength, power, velocity, and change-of-direction, and (2) identify and summarize studies that have examined the reliability of apps for measuring human strength, power, velocity, and change-of-direction. A systematic review of Cochrane Library, EBSCO, PubMed, Scielo, Scopus, SPORTDiscus, and Web of Science databases was performed, according to the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. From the 435 studies initially identified, 23 were fully reviewed, and their outcome measures were extracted and analyzed. In total, 11 mobile applications were analyzed and summarized for their validity and reliability to test movement velocity, movement time, movement displacement, power output, and workload. The present systematic review revealed that the tested apps are valid and reliable for measuring bar movement velocity during lower and upper body resistance exercises; however, systematic bias was detected with heavier loads.

In recent years, the number of digital services and tools available has increased rapidly. When companies want to digitalize their business, they have the opportunity to browse a large number of existing platforms and applications available on the market to find a good match for their specific needs. However, when a company wishes to digitalize a work task that already has a well-established workflow, problems may arise. Due to this, a tailored digital solution may in some cases be the better suited option, rather than the ones available on the market.  The intention of this work was to investigate the challenges that companies face in relation to digitalization of the workplace in general, and the challenges of a company’s expense management process in particular. As an example of how a workplace digitalization can take place, a collaboration with a forest industry company was conducted. An evaluation of their analog and internal expense management process was done, where the found challenges were assessed with respect to chosen quality factors. The evaluation and the found challenges regarding digitalization constituted the basis for a process mapping and a digital solution aiming to improve the company’s expense management process. The resulting work emphasizes how a digital solution can be tailored with simple means within a limited time frame, taking specific needs and existing challenges into account in order to digitalize the workplace. In addition, the work presents what challenges that exists within the concept of digitalizing the workplace and regarding expense management, and how quality factors can be used in combination with a process improvement in order to relieve and eliminate them.

Nesta dissertação, propusemos uma investigação dos contornos político-jurídicos do poder decisório dos conselhos populares, através de questões identificadas por meio da atividade de assessoria jurídica universitária popular a grupos e movimentos populares que participam desses órgãos. A primeira questão que analisamos diz respeito às garantias que a Constituição Federal de 1988 prevê para a existência e a participação da sociedade na gestão das políticas públicas por meio de conselhos populares. Identificamos que os conselhos populares foram pautados em inúmeras propostas que tramitaram na Assembleia Nacional Constituinte e que todas elas foram rejeitadas ou tiveram seu conteúdo bastante alterado no sentido de torná-las mais abstratas. Apesar da não aprovação das propostas, o contexto de mobilização popular da Constituinte contribuiu para a construção de um ideário participativo que viria a influenciar o processo de criação de conselhos populares por meio da regulamentação dos direitos sociais previstos na Constituição. Esse processo foi marcado pela reivindicação de conselhos com poder decisório, o que se expressou por meio da exigência de que esses tivessem caráter deliberativo. Entretanto, após três décadas da Constituinte, os conselhos deliberativos parecem não responder ao anseio pela participação popular nas decisões estatais. A partir dessa questão, propusemos um modelo analítico que considera as matizes do poder decisório atribuído aos conselhos para classificar suas atribuições, com base em alguns conceitos do Direito Administrativo. Por meio da análise realizada, buscamos demonstrar que a previsão de caráter deliberativo não é, por si só, suficiente para garantir poder de decisão aos conselhos, que deve ser expresso por meio da previsão de competências que especifiquem o alcance desse poder. Identificamos que há uma grande variedade de tipos de decisões que podem ser tomadas pelos conselhos e que as leis e normas que regulamentam esses órgãos estabelecem muitas competências imperfeitas, ou seja, aquelas que definem uma finalidade sem prever, contudo, os poderes instrumentais que permitam sua execução. Identificamos ainda uma tendência de que essas competências sejam estabelecidas por decreto, e não por lei, o que tende a prejudicar a autonomia dos conselhos.
In this dissertation, we proposed an investigation of the political and juridical contours of the decision power of the popular councils, through issues identified by means of the activity of popular legal advice at the university to groups and popular movements that participate these councils. The first question that we analyzed concerns the guarantees that the Federal Constitution of 1988 provides for the existence and participation of society in the management of public policies through popular councils. We identified that the popular councils were based on innumerable proposals that were processed in the Constituent National Assembly and that all of them were rejected or had their content heavily altered in the sense of making them more abstract. Despite the non-approval of the proposals, the context of popular mobilization of the Constituent Assembly contributed to the construction of a participatory ideology that would influence the process of creating the popular councils, through the regulation of social rights provided in the Constitution. This process was marked by the demand for councils with decision- making power, which was expressed through the requirement that these have a deliberative character. However, after three decades of the Constituent Assembly, the deliberative councils don\'t seem to respond to the wishes for popular participation in state decisions. From this point of view, we propose an analytical model that considers the nuances of the decision-making power attributed to the councils to classify their attributions, based on some concepts of Administrative Law. Through the analysis, we demonstrate that the prediction of deliberative feature isn\'t enough by itself to guarantee decision-making power to the councils, what should be expressed through the forecast of competencies that specify the scope of this power. We identified that there is a big variety of types of decisions that can be taken by councils and that the laws and norms that regulate these bodies establish many imperfect competencies, that is, those that define a purpose without, however, foreseeing the instrumental powers that allow its execution. We also identified a tendency for these competences are established by decree, not by law, which tends to undermine the autonomy of councils.

A teoria do Poder Constituinte Derivado de Equivalência às Emendas Constitucionais busca abarcar por completo o fenômeno jurídico da aprovação de tratados e convenções internacionais sobre direitos humanos como equivalentes às emendas constitucionais, nos termos do §3º do art. 5º da Constituição, inserido pela Emenda Constitucional nº 45/04. Após a descrição crítica do panorama constitucional, doutrinário e jurisprudencial em que foi engendrado este novo dispositivo do art. 5º e o procedimento pelo qual foi aprovada a incorporação da Convenção sobre os Direitos das Pessoas com Deficiência e de seu Protocolo Facultativo como equivalentes às Emendas, seguem as três partes essenciais e imprescindíveis que compõem a abordagem do tema. A primeira está voltada à caracterização da presença de uma nova manifestação de Poder Constituinte, com o objetivo de oferecer soluções coerentes e consistentemente respaldadas em um arcabouço teórico comum para toda a problemática envolvida, que será especificamente examinada a partir das questões enfrentadas na Parte II. Já a terceira parte está mais atrelada às questões materiais, ao se preocupar com o objeto da equivalência constitucional: se esta inclui todo o diploma internacional; exclusivamente os direitos humanos nele previstos; ou também normas de outra natureza, abstraindo e projetando conclusões a partir da experiência concreta da Convenção. A mais intensa contribuição para o pensamento jurídico encontra-se evidentemente na identificação de uma nova modalidade do Poder Constituinte Derivado; mas também, na conceituação das normas equivalentes às emendas constitucionais; ao se apontar o exato objeto do §3º do art. 5º, desvelando-se a complexidade dos fenômenos envolvidos na introdução da Convenção e de seu Protocolo Facultativo; na delimitação do espectro normativo das normas equivalentes às emendas constitucionais; e na obtenção de uma maior conformidade teórica com os fundamentos dos sistemas jurídicos constitucional e internacional, a partir do entrelaçamento entre as teorias do direito e do Estado; e as disciplinas do direito constitucional; internacional; e dos direitos humanos.
The theory of Constitutional Amendments Equivalence of Derived Constitutional Power seeking to embrace fully the phenomenon of legal approval of international treaties and conventions on human rights as equivalent to constitutional amendments, pursuant to §3º of art. 5º of the Constitution, inserted by Constitutional Amendment nº 45/04. After critically describing the constitutional, jurisprudential and doctrinaire panorama in that was engendered in this new device of art. 5º and the procedure by which the incorporation of the Convention on the Rights of Persons with Disabilities and its Optional Protocol was approved as equivalent to the Amendments, follow three essential parts that make up the approach to the subject. The first is directed to describe the presence of a new manifestation of constituent power, with the goal of providing solutions coherent and consistently backed into a theoretical framework common to all the problems involved, which will be examined specifically from the issues faced in Part II. The third part is more tied to material issues, to worry about the object of constitutional equivalence: if this includes the entire international diploma; exclusively human rights therein, or also rules otherwise, abstracting and projecting findings from the concrete experience of the Convention. The most intense contribution to legal thought is evidently in the identification of a new type of constitutional derived power; but also in the conceptualization of equivalence to constitutional amendments norms; when pointing the exact object of §3º of art. 5º; revealing the complexity of the phenomena involved in the introduction of the Convention and its Optional Protocol; the delimitation of the spectrum of equivalent to constitutional amendments norms; and in obtaining greater theoretical conformity with the fundamentals of the constitutional and international legal systems, from entanglement between the theories of law and the State; and the disciplines of constitutional law; international law; and human rights

Após a abertura do mercado de resseguros pela Lei Complementar nº 126/2007, três categorias de resseguradores foram criadas no Brasil: local, admitido e eventual. Os dois últimos formados por companhias estrangeiras que se instalaram no Brasil. Diante disso, houve muita incerteza a respeito do tratamento tributário que deveria ser aplicado sobre as transações de resseguros internacionais que, resumidamente, são: prêmios de resseguros, comissões de resseguros e sinistros pagos. O mercado se autorregulou e passou a praticar e a interpretar as regras fiscais, conforme a legislação securitária e tributária então vigente. Em 2017, a Receita Federal publicou a Solução de Consulta Cosit nº 62 que basicamente reafirmou o tratamento tributário que o mercado estava praticando para as categorias local e eventual, porém inovou ao equiparar o ressegurador admitido ao local, para fins fiscais. A razão da equiparação deu-se em função da exigência regulatória da Superintendência de Seguros Privados (SUSEP) de que o ressegurador admitido deva constituir um escritório de representação no Brasil, conferindo poderes a um procurador para aceitar e vincular a empresa estrangeira perante o mercado brasileiro. Com isso, concluiu-se que tal atividade equivaleria à do ressegurador local. O efeito prático de tal conclusão é um tratamento tributário semelhante ao conceito de Estabelecimento Permanente (EP), e a aplicação de regras tributárias locais ao admitido implica em um aumento significativo da carga tributária e das exigências e custos contábeis, financeiros e operacionais ao ressegurador admitido, o que inviabilizaria o mercado de seguros e resseguros, diante da potencial falta de cobertura para os riscos administrados no Brasil. A determinação de tratamento tributário equiparado a ressegurador local à empresa estrangeira não pode ser realizada por presunções formais legais, mas necessitaria de um exame concreto e fático de que, materialmente, as decisões de assunção de risco, subscrição e pagamento de indenizações está sendo feita pelo escritório de representação no Brasil, e não apenas em virtude de documentos formais. As atividades do escritório de representação não se confundem com as do ressegurado admitido estrangeiro por ele representado, existindo total independência e autonomia societária, contábil, operacional e fiscal. Embora tenha poder para assinatura de contratos, se tais poderes não são exercidos, o risco de EP é mitigado. A clara demonstração de ausência de execução de poder decisório e assinatura de contratos, bem como a revisão total dos processos internos, com a definição clara das atividades que são desempenhadas pelo escritório de representação é elemento de prova fundamental para afastar as potenciais autuações e discussões administrativas e judiciais.
After the opening of the reinsurance market under Complementary Law 126/2007, three categories of reinsurers were created in Brazil: local, admitted and occasional. The last two were formed by foreign companies that expanded into Brazil. As such, there was a lot of uncertainty regarding the tax treatment that should be applied to international reinsurance transactions, as follows: reinsurance premiums, reinsurance commissions and claims (indemnities) paid. The market was then self-regulated and began to apply and interpret the tax rules, in accordance with the regulatory insurance and tax laws applicable at that time. In 2017, the Federal Tax Authorities (RFB) issued the Cosit Advance Tax Ruling (ATR) nº 62, which basically confirmed the tax treatment that the market was practicing for the local and the occasional categories, but innovated by equating the admitted category to the local reinsurers for tax purposes. The reason for such an equation was based on SUSEP's regulatory requirement for admitted reinsurers to establish a representation office in Brazil, and to grant acceptance and binding powers to a local attorney-in-fact. As a result, it was understood that such activity would be equal to the local reinsurer business. The practical outcome of this conclusion is to consider the foreign entity with a Permanent Establishment (PE) tax treatment, therefore applying local tax rules to them, which imply in a substantial increase in the tax burden, as well as a stricter and more costly accounting, financial and operational framework. This ultimately shall result the insurance and reinsurance market to be considered unfeasible in Brazil, and might result in a potential lack of coverage for Brazilian insurance risks. The determination of tax treatment to the foreign company cannot be carried out simply by legal and formal presumptions; rather, it must require a concrete and factual examination of whether, in essence, the decision-making of risk acceptance, underwriting and claims payments are being effectively executed by the representation office in Brazil, and not merely by virtue of formal documents. The activities of the representation office must not be confused with those of the foreign admitted reinsurer, since there have full autonomy, and operational, corporate governance and tax independency in each entity. Although it has the power to sign contracts, if such powers are not executed, the risk of PE is mitigated. A clear demonstration of the absence of decision-making power of execution and signature of contracts and the overall review of internal processes, with clear definition of the activities that can be performed by the representative office is a fundamental evidence to rule out the potential tax assessments and administrative and judicial disputes.

With more time and resources, the product can hopefully be completed, enabling both economic and city growth in the region.

This thesis aims to analyze the reform of the Judiciary from the 45th Constitutional Amendment, specifically regarding the coexistence of criteria of efficiency and justice. The study was structured using the agenda-setting theoretical model and data contained in publications, books, court decisions. The intention was to demonstrate how problems are defined and solutions are presented in a context of ambiguity. Finally, we observe the impact of changes in the still incomplete redefinition of relations between Judiciary and society.

Användare får gå  igenom appen för att sedan testas för att se om de kan förstå och använda appen.  Testerna visar att användarna har ökat sin förståelse genom visualiseringen av  datan som presenteras i appen.
Consumption of electricity is a subject with both personal and global purposes.  Reducing the use of power is positive both for the private finances and the  environment. In order to make such a reduction, it is helpful to understand how  the electricity is spent. In the recent years both hardware and software solutions to  display more detailed information on an individual’s consumption than just their  total use. If they could see how much their devices use and how their usage levels  changes over a year, they might increase their understanding of how they spend  their electricity.   An app has been designed to show this information. Users can then use the app for  a while before being tested with questions that can only be answered correctly by  using the app. These tests do show that the users have increased their  understanding of their electricity consumption

Abstract:
Background. Automated-entry consumer devices that collect and transmit patient-generated health data (PGHD) are being evaluated as potential tools to aid in the management of chronic diseases. The need exists to evaluate the evidence regarding consumer PGHD technologies, particularly for devices that have not gone through Food and Drug Administration evaluation. Purpose. To summarize the research related to automated-entry consumer health technologies that provide PGHD for the prevention or management of 11 chronic diseases. Methods. The project scope was determined through discussions with Key Informants. We searched MEDLINE and EMBASE (via EMBASE.com), In-Process MEDLINE and PubMed unique content (via PubMed.gov), and the Cochrane Database of Systematic Reviews for systematic reviews or controlled trials. We also searched ClinicalTrials.gov for ongoing studies. We assessed risk of bias and extracted data on health outcomes, surrogate outcomes, usability, sustainability, cost-effectiveness outcomes (quantifying the tradeoffs between health effects and cost), process outcomes, and other characteristics related to PGHD technologies. For isolated effects on health outcomes, we classified the results in one of four categories: (1) likely no effect, (2) unclear, (3) possible positive effect, or (4) likely positive effect. When we categorized the data as “unclear” based solely on health outcomes, we then examined and classified surrogate outcomes for that particular clinical condition. Findings. We identified 114 unique studies that met inclusion criteria. The largest number of studies addressed patients with hypertension (51 studies) and obesity (43 studies). Eighty-four trials used a single PGHD device, 23 used 2 PGHD devices, and the other 7 used 3 or more PGHD devices. Pedometers, blood pressure (BP) monitors, and scales were commonly used in the same studies. Overall, we found a “possible positive effect” of PGHD interventions on health outcomes for coronary artery disease, heart failure, and asthma. For obesity, we rated the health outcomes as unclear, and the surrogate outcomes (body mass index/weight) as likely no effect. For hypertension, we rated the health outcomes as unclear, and the surrogate outcomes (systolic BP/diastolic BP) as possible positive effect. For cardiac arrhythmias or conduction abnormalities we rated the health outcomes as unclear and the surrogate outcome (time to arrhythmia detection) as likely positive effect. The findings were “unclear” regarding PGHD interventions for diabetes prevention, sleep apnea, stroke, Parkinson’s disease, and chronic obstructive pulmonary disease. Most studies did not report harms related to PGHD interventions; the relatively few harms reported were minor and transient, with event rates usually comparable to harms in the control groups. Few studies reported cost-effectiveness analyses, and only for PGHD interventions for hypertension, coronary artery disease, and chronic obstructive pulmonary disease; the findings were variable across different chronic conditions and devices. Patient adherence to PGHD interventions was highly variable across studies, but patient acceptance/satisfaction and usability was generally fair to good. However, device engineers independently evaluated consumer wearable and handheld BP monitors and considered the user experience to be poor, while their assessment of smartphone-based electrocardiogram monitors found the user experience to be good. Student volunteers involved in device usability testing of the Weight Watchers Online app found it well-designed and relatively easy to use. Implications. Multiple randomized controlled trials (RCTs) have evaluated some PGHD technologies (e.g., pedometers, scales, BP monitors), particularly for obesity and hypertension, but health outcomes were generally underreported. We found evidence suggesting a possible positive effect of PGHD interventions on health outcomes for four chronic conditions. Lack of reporting of health outcomes and insufficient statistical power to assess these outcomes were the main reasons for “unclear” ratings. The majority of studies on PGHD technologies still focus on non-health-related outcomes. Future RCTs should focus on measurement of health outcomes. Furthermore, future RCTs should be designed to isolate the effect of the PGHD intervention from other components in a multicomponent intervention.
