Conventional wisdom holds that power holders act more in line with their dispositions than do people who lack power. Drawing on principles of construct accessibility, we propose that this is the case only when no alternative constructs are activated. In three experiments, we assessed participants’ chronic dispositions and subsequently manipulated participants’ degree of power. Participants then either were or were not primed with alternative (i.e., inaccessible or counterdispositional) constructs. When no alternatives were activated, the responses of power holders—perceptions of other people (Experiment 1), preferences for charitable donations (Experiment 2), and strategies in an economic game (Experiment 3)—were more in line with their chronically accessible constructs than were the responses of low-power participants. However, when alternatives had been activated, power holders’ responses were no longer more congruent with their dispositions than were the responses of low-power participants. We propose a single mechanism according to which power increases reliance on accessible constructs—that is, constructs that easily come to mind—regardless of whether these constructs are chronically or temporarily accessible.

Abstract:
An increasingly frequent used sample holder, the zero-background holder (ZBH), is evaluated for use in external standard calibration of powder patterns. The effectiveness of the ZBH calibration method is determined by comparison to the conventional internal- and external-standard calibration techniques. The three calibration methods are compared using the results of lattice parameter refinements of test powders, using Si as the standard. Several test materials were used in the evaluation which cover a wide range of absorption coefficients so sample transparency effects can be distinguished from sample displacement effects. Results of the calibrations clearly indicate that the ZBH method gives precision and accuracy comparable to the internal-standard method, and significantly better than the external-standard technique. In addition, the ZBH method yields substantially better results than the internal-standard method for materials with low absorption coefficients. Low-angle calibrations are also made on a ZBH using a proposed standard, silver behenate, which has peaks from 1.5° to 20° 2θ. These calibrations have shown that if care is not taken to establish a monolayer of powder on the ZBH crystal, significant errors in refined lattice parameters will result.

Abstract:
Titanium foam has been the focus of special attention for its specific structure and potential applications in purification, catalyst substrate, heat exchanger, biomaterial, aerospace and naval industries. However, the liquid-state foaming techniques are difficult to use in fabricating Ti foam because of its high melting temperature and strong chemical reactivity with atmospheric gases. Here, the fabrication of Ti foams via the powder metallurgy route was carried out by utilizing both magnesium powders and magnesium particles as spacer holders, and Ti powders as matrix metal. The green compacts containing Ti powder, Mg powder and Mg particles were heated to a certain temperature to remove the magnesium and obtain the Ti foam. The results show that the porosities of the obtained Ti foam are about 35–65%, and Young’s modulus and yield strength are found to be in the ranges of 22–126 MPa and 0.063–1.18 GPa, respectively. It is found that the magnesium powders play a more important role than the magnesium particles in the deformation and the densification of the green compact during the pressing, and the pore structure of Ti foam depends on the amount and the size of the magnesium spacer holders after sintering.

This paper presents the second phase of model investigations. In the first phase research into flow for the system “gas transporting powder - moving packed bed” was conducted in the physical modeling. The influence of bed, powder and gas parameters on values of interaction forces and phenomena occurring in investigated system was defined.The article discusses the successive stage of investigations into gas flow carrying the powder through the descending packed bed. The research was performed with the application of mathematical modeling after tests with a physical model in use had been accomplished. The elaborated mathematical model was used to calculate resistance values of gas flow carrying the powder through the descending packed bed, masses of ‘static’ and ‘dynamic’ powders as well as total mass of powder holdup in the bed. Then the verification of the model was done comparing the obtained results with those from the physical model.

Porous titanium alloys are frequently used as bio-implant scaffold. In this research, porous Ti-6Al-4V was fabricated by using powder sintering method with ammonium bicarbonate powders as space holder. The space holder decomposes to gases like ammonia, carbon dioxide and water at comparatively low temperature. The advantages of this pore holder and its decomposition products are that they have no contamination to host powders, and harmless to sintering machine. Green bodies with different weight ratio of pore holder and host powder are prepared, and then the pore holders are fully removed by heating at 200°C. Porosity, density, compressive strength and modulus of the sintered porous Ti-6Al-4V are tested.

In England & Wales, the number of people leaving prison subject to a period of supervision in the community has almost doubled in the last decade. The significant and consistent upward trend in the number of people ‘on licence’ has been accompanied by another notable trend: an increasing number of people being recalled to prison for breaching the terms and conditions of their licence. Yet, despite these two important trends, there has been a dearth of research on post-custodial supervision. This thesis explores post-custodial supervision from the perspective of those on licence. In particular, it explores licencees' perceptions of the legitimacy of probation and hostel workers, and considers how these perceptions were shaped. Understanding licencees' perceptions of the legitimacy of power holders is important, since previous research has consistently identified a relationship between people's perceptions of power holder legitimacy and their willingness to comply with rules and cooperate with those in power. Empirical fieldwork was conducted in three Approved Premises in England, including periods of observation and interviews with hostel residents and members of hostel staff. Based on this fieldwork, I identified two fundamental sources of power holder legitimacy: procedure-based and outcome-based legitimacy. Overall, I argue that licencees' perceptions of procedure-based legitimacy were pivotal, since they formed the basis of constructive relationships between licencees and power holders (e.g. probation and hostel workers). In turn, these relationships could play a significant role in helping licencees to reintegrate into their communities, thus contributing to licencees' perceptions of power holder outcome-based legitimacy. The thesis rides on a tide of legitimacy research that has already served to illuminate the fields of policing and other forms of penal sanction. While research to date has primarily utilised quantitative data to explore perceptions of legitimacy, the current research highlights the role that qualitative data can play in this regard. The thesis aims not only to increase our understanding of a neglected area of penology, but also to contribute to the development of theories of legitimacy.

This thesis aims to discuss the Surveillance Society discourse, especially in relation with political analysis in a historical framework by means of new technologies. This study also analyzes the use of so-called revolutionary information and telecommunication technologies for data recording and tracking is analyzed, which is used to regulate the order of the system by the power holders. The limits of thought are traced to Foucault and Lyon. To this context an attempt is made to show that surveillance/ monitoring is growing as a result of the developments in information and communication technologies. Dataveillance is being carried out by Internet, ID cards, and bank credit cards. Focus is on awareness as a midway between paranoia and utopic futurism against surveillance suppression.

This thesis examines the interrelation of the government of Afghanistan's quality and communication against a theoretical framework that draws on Bertrand Russell's (1961) Authority and the Individual and Niklas Luhmann's (1990) The Political Theory in the Welfare State. Theories of governance, communication, and participatory democracy are investigated to explore the role of media, people's political participation, citizenry, and civic activism, in good governance. The objective of this thesis is to investigate how communication influences good governance. A qualitative research design is employed, utilizing content analysis of government and non-government documents and in-depth interviews with national and international field experts. The thesis finds that effective communication can enhance the degree of responsiveness, accountability, and transparency in Afghanistan's governance system. It is argued here that effective communication between the government, external players, and the people, can improve governance quality. This thesis provides a formulation of the communication activities of the government of Afghanistan, the Afghani people, and the international community that can playa critical role in changing Afghanistan's current status as a failed state.

Abstract:
This dissertation consists of two empirical essays. The first chapter titled: “Hedge Fund Activism and Dual Ownership of U.S. Multinationals”. Harford, Wang & Zhang (2017) conclude that holding high cash balances abroad to avoid US taxes causes internal capital markets and investments distortions. We posit that hedge funds target MNCs with more severe internal capital and agency problems. We demonstrate that upon acquiring dual ownership in these firms, hedge funds reduce internal capital problems and improve investment, especially innovation, efficiencies. To further reduce agency costs of foreign cash holdings, hedge funds engage dual firms in focused acquisitions. These improvements are reflected in superior performances of dual firms relative to non-dual firms. Chapter 2 titled as “Innovation Strategies & IPO Underpricing”. In this chapter, we investigate how a firms’ choice of pre-IPO innovation strategies affect IPO pricing. We differentiate the orientation of the issuing firm’s innovation portfolio in terms of exploitative orientation versus explorative orientation based on citations of patents across technology classes. We introduce a measure of innovation power to generate breakthrough innovations. We show that the issuing firms with greater innovation power, especially firms with exploratory orientation of a patent, significantly decrease underpricing and have the power to bargain a higher offer price. Our results suggest that a higher exploration strategy requires more time to negotiate a higher offer price while more valuable innovation requires less time to bargain at the higher offer price.

Abstract:
The lower part of the iron-making blast furnace is very important for operational stability and productivity of it. It represents a multiphase flow, including a cohesive zone. In order to reduce the coke consumption and hence reduce the environmental problems, pulverized coal is injected laterally through the tuyeres. This multiphase (gas-powder-liquid) flow system has been studied at room temperature in the presence of a raceway using new methods to estimate the static and dynamic powder holdups. Reproducible results have been obtained, which were lacking in the previous studies carried out by other researchers. The effect of powder size, gas flow rate, packing size, and liquid flow on fluid flow behaviour and powder holdup has been studied in detail. The pressure drop profiles were compared and explained for both the rectangular and cylindrical beds. Correlations for the static and dynamic powder holdups have been proposed for the various conditions. One of the aims was to study the combination of cross and counter-current flow in a multiphase system and quantify the liquid and powder holdups in presence of raceway. The study revealed localized flooding in the packed bed, which increased with the gas and liquid flow rates. The quantification of holdups revealed higher liquid accumulation and low powder accumulation with increase in the gas velocities.

Water gives life. It waters the fields of farmers; it nurtures the crops and stock of rural communities; it provides recreation for our children, our friends, our families; it supports our power generation, our mines, our industry, and the plants and animals that make up ecosystems. Water is the key to development and a good quality of life in South Africa. South Africa's water belongs to its people. It is the task of the South African Government to care for this water, to seek its fair distribution, and to facilitate its wise use for, amongst other things, social and economical development. Issues such as water resource management, use, protection, water services, etc., are presently governed by a number of policies, acts and regulations. All South Africans has a responsibility regarding the management of the country's resources. The supply of water to its entire people makes it extremely important to optimise the use of this scarce source. Access to water and water availability remains a key factor in ensuring the sustainability of development in Southern Africa. The coal fired power industry is a major user of natural resources; coal for fuel and water for steam generation as well as the cooling systems. It is estimated that 1.5% of the water abstracted in South Africa is used for power generation. The power industry receives its water mainly as abstraction from surface impoundments in the form of rivers and dams. Eskom, as a strategic user of water, is mindful of the importance of water to its business, as well as the development of the country. In addition to the interests of the government as the shareholder, Eskom recognises the legitimate interests, as stakeholders, of specific government departments, employees, consumers, suppliers, investors and lenders of capital, rating agencies, the media, policy and regulatory bodies, trade unions, non-governmental groups and local communities in its affairs. Eskom needs to ensure, through an effective water management strategy, that water is used wisely and effectively and that Eskom's impact on local water resources (surface and underground) is minimised. Eskom therefore has to manage water resources in a manner that will sustain the ecological integrity, support social development and ensure economic growth. Eskom has undertaken to benchmark the power generation industry, in co-operation with the DW AF, in a project aimed at developing the principles of water conservation and water demand management. In order to effectively manage water quality and quantity at Eskom's power stations, and to show Eskom's commitment with regard to water conservation and use, Eskom has compiled its own water and environmental policies.

As sociedades anónimas em Portugal permitem constatar uma desvirtuação da separação que normalmente existe entre o titular das participações e os responsáveis pela gestão da empresa, característica inerente ao desenvolvimento desta estrutura societária e acentuada por requisitos dos tempos modernos. Esse tecido empresarial mantém, maioritariamente e sem prejuízo das sociedades cotadas em bolsa, uma estrutura enraizada em matrizes familiares, ou com características geralmente atribuídas a Pequenas e Médias Empresas, mantendo um alinhamento muito próximo da cultura institucional dos accionistas. Nesse enquadramento destaca-se uma questão mais genérica e natural na sua essência: quem, no quadro empresarial de uma sociedade anónima dos tempos modernos, tem o poder sobre a estrutura, nomeadamente ditando o futuro dos meios de produção e as soluções de financiamento? A resposta imediata parece recair sobre os titulares das participações, porquanto a criação da sociedade dependeu da sua vontade originária. Mas será mesmo assim? Com efeito, a gestão dessas sociedades tem chamado a si mais poderes, correspondendo a um progressivo incremento das respectivas obrigações e responsabilidades. A nossa investigação não tem como finalidade o mero estudo dos órgãos sociais da sociedade anónima, pois não estaríamos a alcançar o diferencial dinâmico pretendido. Procura, antes, a resposta à questão sobre quem detém o controlo da sociedade – se a Assembleia Geral ou a Administração – analisando se as soluções criadas no ordenamento jurídico nacional se encontram adequadas à representação dos diversos poderes e interesses existentes na empresa, designadamente se daí resulta um equilíbrio ou se o poder se encontra, de alguma forma, mitigados.
In Portugal joint stock companies present a distortion in usual segregation between the roles of share holders and company managers, which represents a specific characteristic in the development of this corporate structure, enhanced by requirements of modern times. This entrepreneurial, in its majority and without prejudice of listed companies, maintains a structure rooted in family structures or with characteristics usually attributed to small and medium-sized enterprises, keeping a tight alignment with the institutional culture of shareholders. In this scenario a wider and obvious issue arises: who, in the context of a business corporation of modern times, has the power over the structure, including the enforcement to dictate the future of the means of production and financing solutions? The immediate answer seems to lie upon the share holders, since the incorporation of the company depends on their will. But should this be enough? Indeed, management of stock companies has been gathering more powers, corresponding to a gradual increase of their duties and responsibilities. This research does not aims the merely study of the governing bodies of the corporation since we wouldn’t achieve the desired differential dynamic. Instead, it seeks to answer the question of who has control of the stock company – the General Assembly or the Management – further analyzing if solutions created by Portuguese Law are adequate to the representation of the different powers and interests within the company and more specific if there are any equilibrium or if the over power is somehow mitigated.

AbstractI begin with a chapter that lays out the main lines of the work by discussing the uses of the concept of articulation and its travels from one realm of academic discussion to another. Previous studies have not considered the concept of articulation for its role as a conceptual metaphor in relation to the discursive turn in the imagery for social structure and social change. However, the concept of articulation holds vast potential for those hoping to make sense of its appropriations and adaptations in connection with relational views of how social structure and social change are portrayed. This chapter also outlines key discussions reflecting upon and applying the idea of articulation via a brief history of the concept that serves as a rough guide for the reader. AbstractThis chapter investigates Chinese wind power development and concludes that innovation cannot be pushed by the efforts of many, and that when the state clarifies directions and objectives, these can be achieved but with severe and unexpected side effects. Two topics are explored: wind curtailment and low technological development, both examples of unproductive entrepreneurship induced by government policies. The goal of wind power capacity expansion leads to construction (i.e., generation capacity) but little electricity. Examples of failures include low grid connectivity with, some years averaging 15% of generation capacity broken or unconnected to the grid. A key lesson for Europe is that forced innovation often amounts to little and that the old saying holds up: “no plan survives contact with reality.”

A mathematical model is proposed to describe the gas-particle flow in a bed packed with particles. The model is in essence the same as the two fluid model developed on the basis of the space-averaged theorem but extended to consider the interactions among the gas, powder and packed particles and the static and dynamic holdups of powder. In particular, a method is proposed to determine the boundary between powder mobile and non-mobile zones, i.e. the profile of powder accumulation zone. The validity of the numerical modelling is examined by comparing the predicted and measured distributions of powder accumulation under various flow conditions.

Sweden was one of the first six countries to build and operate a nuclear power reactor. Thus, there exists a corresponding legacy in terms of liabilities for decommissioning and waste management of the historic facilities. Compliance with the Polluter Pays Principle (PPP) and its corollary on equity between generations implies that plans for decommissioning must be made and funds set aside for its execution. The need for precision in the cost estimates often governs the timing of the technical planning. Cost estimates are treacherous since cost raisers may be identified and evaluated only after considerable efforts have been made. Further complications and challenges arise as a result of changes that take place between construction and decommissioning of facilities in terms of the entities involved as owners, operators, license holders, Authorities and financiers. From this perspective, the present paper summarizes the general legislation as well as the legislation that applies particularly to nuclear activities. It also summarizes the relation between the nuclear decommissioning fund system and financial reporting. Three examples are provided that wholly or partially fall under the Studsvik act (that specifically covers old facilities): • The A˚gesta nuclear power plant. • The Ranstad uranium mining and beneficiation facility. • The Neutron Research Laboratory at Studsvik. The findings include the following: • It is important that the legislation be clear as to what is included and not. • The rationale for the legislation should also be clear and well communicated. • Old agreements can be significant for the assessment of liabilities, even in cases where a party may no longer exist. • Support for assessment of when activities are continuing or not (which may have a strong significance for the liability) can be found in court cases on chemically contaminated soil. • Analysis of facilities and the work carried out at different times can be very helpful in determining whether or not a facility is auxiliary. • In order to be essentially correct, annual reporting must be coherent with the declarations of the funding system and in compliance with the IAR/IFRS standards. • Keeping of searchable records is essential. • Research is essential, not only to provide bases for high quality decisions, but also to promote consensus based on agreement on factual circumstances.

In this paper, a three-dimensional numerical simulation has been performed to study the complex reactive flows during the combustion in an inter-turbine burner (ITB) with the inclusion of V-gutter flame holders. The ITB configuration, which has straight radial vanes (SRV), was based on the innovative, high efficiency, high-g Ultra-Compact Combustor (UCC) concept developed at the Air Force Research Laboratory (AFRL). The V-gutter’s angle of attack was varied from −10 to 10 degrees at fixed JET-A fuel and air injections. The turbulent flow in the ITB was modeled with a RANS-based realizable k-ε turbulence model, while the spray combustion is modeled with an eddy-dissipation model on an unstructured grid. Numerical results indicate that the V-gutter not only generates vortices behind itself, but also alters the turbulent flow feature and mixing behavior between main air flow and the circumferential and SRV cavity flows within the ITB. The exit temperature profile of the ITB can be modified substantially by the inclusion of the V-gutters at different angle of attack. The additional pressure drop incurred by the addition of the V-gutter was found to be less that 1%. Details of the vane cavity dynamics and increased entrainment physics are also discussed in the paper.

The eight topological RCC8(or Egenhofer-Franzosa)- relations between spatial regions play a fundamental role in spatial reasoning, spatial and constraint databases, and geographical information systems. In analogy with Halpern and Shoham’s modal logic of time intervals based on the Allen relations, we introduce a family of modal logics equipped with eight modal operators that are interpreted by the RCC8-relations. The semantics is based on region spaces induced by standard topological spaces, in particular the real plane. We investigate the expressive power and computational complexity of the logics obtained in this way. It turns our that, similar to Halpern and Shoham’s logic, the expressive power is rather natural, but the computational behavior is problematic: topological modal logics are usually undecidable and often not even recursively enumerable. This even holds if we restrict ourselves to classes of finite region spaces or to substructures of region spaces induced by topological spaces. We also analyze modal logics based on the set of RCC5relations, with similar results.

There is a recent trend of extending epistemic logic (EL) with dynamic operators that allow to express the evolution of knowledge and belief induced by knowledge-changing actions. The most basic such extension is public announcement logic (PAL), which is obtained from EL by adding an operator for truthful publix announcements. In this paper, we consider the computational complexity of PAL and show that it coincides with that of EL. This holds in the single- and multi-agent case, and also in the presence of common knowledge operators. We also prove that there are properties that can be expressed exponentially more succint in PAL than in EL. This shows that, despite the known fact that PAL and EL have the same expressive power, ther eis a benefit in adding the public announcement operator to EL: it exponentially increases the succinctness of formulas without having negative effects on computational complexity.

This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.

Every victim of sexual assault deserves an opportunity for justice and access to the resources they need to recover from this trauma. In addition, many perpetrators of sexual assaults are serial offenders who also commit other violent crimes, including armed robberies, aggravated assaults, burglary, domestic violence, and homicides, against strangers and acquaintances. Criminal justice agencies have the power to create a strategic, sustainable plan for an improved response to sexual assault that aligns with current best practices and national recommendations. In this document, we define an “improved response” as an approach that supports effective investigation and prosecution of sexual assault cases, holds perpetrators accountable, and promotes healing and recovery for victims of sexual assault. This guide will help prosecutor and law enforcement agencies create a process with milestones, goals, and suggested actions, all designed to support a successful and sustainable approach for addressing sexual assault cases. Improving the criminal justice system’s response to sexual assault ultimately improves public safety and promotes trust between criminal justice agencies and the communities they serve.

The decarbonization of the energy, transport, and industrial sectors is an essential part of achieving net-zero CO2 emissions, to limit global warming to 1.5C above pre-industrial levels. Green hydrogen is emerging as one of the most versatile climate change mitigation tools, since it poses a unique potential to decarbonize hard-to-abate sectors, such as freight transport, energy-intensive industries, and power systems highly dominated by fossil fuels. It also holds an alternative to produce fuels and chemical feedstock locally, using renewable energy without dependency on imported fuel, energy, or commodities. The Caribbean has defined as a priority its aim to enhance its energy security with resilient and low-carbon technologies while improving reliability, affordability, and sustainability of energy services. This report aims to contribute to the ongoing discussion on the role that green hydrogen can play to support the achievement of these goals and to provide an overview and guide for decision-makers in this area. Even though hydrogen is currently expensive for most applications at a global level, the exponential decrease in renewable energy costs in the last decade and the expected accelerated cost reduction of hydrogen technologies in the upcoming years are projected to drive an increase in the attractiveness of green hydrogen worldwide. As Caribbean countries are in the early stages of developing their renewable energy potential, there are opportunities to keep the cost decline of renewable energy production, enabling green hydrogen to get closer to achieving cost-competitiveness and could eventually become economically viable and a more broadly adopted solution.
