Abstract:
Chapter 2 discusses how poverty was socially constructed in Athens by examining the discourses surrounding penia within the surviving literary evidence. This chapter is therefore concerned with how the Athenians thought about and wrote about poverty and the poor. These discourses constructed the poor as deficient, needy, and dissatisfied, and poverty as something to fear and beset by instability. However, these ideas are shaped by the concerns of the elite and do not necessarily provide a good guide to understanding the realities of poverty. Whilst poverty was used as an ideological vehicle for certain types of behaviour, ideas about poverty and the poor were actively debated and contested.

Abstract:
This chapter reviews the scholarly literature on poverty and U.S. social policy. We contend that several social policies effectively reduce poverty. Before doing so, the chapter presents the serious problems with the official U.S. measure of poverty and advocate for alternative measures. The chapter then evaluates the evidence regarding the most salient programs, such as social insurance. Attention is paid to understudied programs regarding work-family balance and health. The chapter also discusses prominent debates including those regarding welfare reform and “moving to opportunity.” The conclusion emphasizes the limitations of the literature’s exclusive focus on the U.S. case, and argues that the field would benefit from greater incorporation of the comparative social-policy literature.

Abstract:
Poverty was an endemic condition across Europe from the later middle ages until the end of the eighteenth century. It was the most intractable of the social problems which beset Europeans and offered a constant rebuke to monarchs and church leaders alike, proving almost as difficult to define as it was impossible to cure. This was an age before social science or social medicine, when there were still no agreed definitions of what constituted poverty, no clear sense of who was and was not poor; and there was little understanding of basic levels of subsistence in terms of protein or diet. Nor were there serious attempts before the eighteenth century to count the poor, or to assess the extent and pervasiveness of poverty. This is partly a question of social and religious attitudes. Poor relief was seen as a matter for the church and for clerical charity. The assumption that poverty was a problem for governments to legislate on still lay in the future, while the almost obsessive concern with statistics which characterizes modern government began only during the French revolutionary and Napoleonic period.
