Abstract:
A number of books in recent years have analysed the reasons behind R.B.Haldane's radical decision to create a home defence auxiliary designed to replace the Militia, Yeomanry and Rifle Volunteers. Rather than cover again material which has already been extensively examined, this study concentrates on the formation of the several auxiliary bodies which were intended to assist the new Territorial Force in its defence of mainland Britain. The thesis also looks at the dynamics which, in 1914, prompted the spontaneous emergence of another, unofficial auxiliary, the Volunteer Training Corps. Regarded with disdain and contempt by the War Office, the VTC, later the Volunteer Force, was used by the political authorities as a means by which the civilian population could, without excessive government expenditure, be encouraged to take an active part in the defence of its country. The Volunteer Force developed into a recognized body of part-time auxiliary soldiers which became, in time, intimately involved with the workings of the tribunal system and with the concepts of total war and universal sacrifice. In contrast to the military authorities' distrust of the Volunteers, the Government decided that political expediency demanded it partially support and eventually fund the movement. Although awarded a post-war certificate of appreciation, the Volunteers were denied any real official recognition of their patriotism and commitment. Research into Britain's auxiliary forces of the early twentieth century has largely ignored the contribution of the National Reserve, Corps of Guides, Royal Defence Corps and the Volunteer Force: their existence has occasionally been acknowledged but there has been no adequate study of the role of these bodies in the context of what some historians regard as a nation-in-arms. An examination of government documents, the papers of individuals closely involved in home defence and, in particular, the minute books of the County Territorial Associations, has revealed a sometimes bizarre and occasionally bewildering picture of Government and War Office contradictions. By unravelling the nature and complications of the political and military difficulties involved in raising and maintaining Britain's auxiliary forces, this thesis attempts to develop recent research on the character, controversies and contribution of Britain's part-time amateur soldiers.

Abstract:
This thesis serves to highlight the significance of food and diet in the servant problem narrative of eighteenth and nineteenth-century Britain and the role of food in master-servant relationships as a source of conflict. The study also shows how attitudes towards servant labor, wages, and perquisites resulted in food-related theft. Employers customarily provided regular meals, food, drink, or board wages and tea money to their domestic servants in addition to an annual salary, yet food and meals often resulted in contention as evidenced by contemporary criticism and increased calls for legislative wage regulation. Differing expectations of wage components, including food and other perquisites, resulted in ongoing conflict between masters and servants. Existing historical scholarship on the relationship between British domestic servants and their masters or mistresses in context of the servant problem often tends to place focus on themes of gender and sexuality. Considering the role of food as a fundamental necessity in the lives of servants provides a new approach to understanding the servant problem and reveals sources of mistrust and resentment in the master-servant relationship.

Abstract:
In 1919 the number of British officials employed by the Egyptian Government reached a peak of over 1,600, a substantial figure in relation to a colonial administration like the Indian Civil Service. However, due to the anomalous nature of Britain's occupation of Egypt, the workings of British administration there were left deliberately ambiguous. Thus although we have an extensive knowledge of imperial policy with regard to Egypt, we have little understanding of how British rule there actually functioned, certainly nothing to compare with numerous local studies of the Raj or Colonial Service at work. By studying the British administrators of the Egyptian Government, this thesis casts new light on Britain's middle years in Egypt, which saw formal imperial control succeeded by informal hegemony. We begin by analysing the Anglo-Egyptian administrative structure as a product of its historical development. We examine how well this muted style of administrative control suited conditions in Egypt and Britain's requirements there, considering the fact that by 1919 the British officials had become a major source of nationalist grievance. This loss of reputation caused the Milner Mission to select the British administration as a principal scapegoat in its proposed concessions. Moreover, it was the belief of certain leading officials that Britain's responsibility for Egyptian administration was no longer viable which finally helped precipitate the 1922 declaration of independence. The Egyptian Government now took actual rather than nominal control of its foreign bureaucrats, yet even in 1936, over 500 British officials were still employed in finance, security, and in technical and educational capacities. The changing role of these officials within an evolving mechanism of British control illuminates one of the earliest experiences of transfer of power this century.

Abstract:
This thesis examines the experience of Malawian soldiers serving in Britain's colonial army between 1891 and 1964. Until recently, the experience of East African colonial soldiers in particular has been largely overlooked, and African soldiers in general have been perceived either as collaborators in the machinery of colonial oppression or, conversely, as victims at the hands of the military authorities. However, little attempt has been made to unify these two views of military service. Using Malawi as a case study, this thesis investigates social relations within the colonial army and examines perceptions of their often-violent role within wider colonial society. Developing and expanding upon previous scholarship, this thesis provides the first sustained and unified study of the colonial army in Malawi. The project is based principally upon archival sources in Britain and Malawi, but also draws upon interviews with British and Malawian veterans. Chapter one provides an overview of the institutional history of the Malawian forces. Chapter two outlines the development of recruitment policy, with special reference to the concept of 'martial races', and examines the motivations behind Malawian enlistment. Chapters three and four investigate the reactions of African soldiers to the formal military environment and to barrack life. Chapter five examines perceptions of soldiers' roles in warfare and internal security, and contrasts this with the place of soldiers in their own communities. The thesis highlights the extent to which Malawian soldiers were successfully co-opted by the military authorities, but also stresses the capacity of soldiers to influence the conditions under which they served. This, combined with the unusually long association which many Malawians had with the army, fed into a growing perception of the colonial army as a Malawian institution.

Abstract:
This PhD examines the role of British intelligence in Anglo-American relations during the period of American neutrality in the First \Vorld \Var. Unbeknownst to the Americans, British intelligence began to intercept and decrypt virtually all American diplomatic telegrams between Washington and U.S. diplomatic outposts throughout Europe. Although several studies of Anglo-American relations in this period exist, none consider British intelligence's role. Providing an analysis of the relevant cod.es and cryptographical developments during the war, the thesis traces British intelligence's progress in deciphering these various diplomatic codes and offers an analysis of the distribution and use of this intelligence material. Through an exploration of this intelligence aspect, this thesis challenges existing interpretations of British and American policy in this period. A crucial conflict at the heart of British policy-one missed by previous historians-existed over the importance of the United States. Presaging America's international role later in the twentieth centu1y, many of Britain's leaders came to seriously doubt that, without the United States, the war remained winnable at all. Yet these officials contended with a second, powerful faction that remained wedded to outmoded ideas of America's limited relevance on the global stage and that refused to accept the existence of practical limits to British power. This conflict play~ out in several areas of British policy-over diplomatic, military, financial, and political affairs. Intelligence, however, provea a favoured weapon. Intercepted communications, sometimes ripped from their context, caused serious but spurious paranoia that the Americans were collaborating with Germany. Previous scholars, however, by ignoring the weapon, have failed to see the battle. Until it entered the war, American policymakers worked t:u:elessly to achieve a peaceful settlement. Previous historians have entirely dismissed the significance of these efforts, casting them as well-intentioned but futile. In reality, however, those British leaders who understood Britain's dependence on the United States tended to favour these proposals as a useful way of ending an unwinnable war that was bleeding the country d17- This PhD makes a significant contribution to the history of British intelligence, British policy, and American diplomacy during the period of American neutrality during the First World War.

Cette thèse est une étude chronologique de la présence militaire irlandaise en France sous l’Ancien Régime associé à une analyse du mythe de la Brigade Irlandaise au XVIIIe siècle. En s’appuyant sur des sources primaires, dont certaines sont inédites, les quatre premiers chapitres proposent un cadre historique de la communauté militaire irlandaise et de l’acculturation progressive, mais parfois difficile, de ses membres. Le premier chapitre se concentre sur les écrits de l’élite française et de la littérature populaire d’Angleterre face aux Irlandais lors de la « Guerre des trois rois », tandis que le deuxième se penche sur l’image des soldats irlandais dans la presse des deux côtés de la Manche à la même période. Le troisième explique comment ces hommes sont devenus au fil du temps une troupe reconnue par ses pairs dans l’armée royale, tandis que le quatrième explore les stratégies mises en place par les militaires irlandais et leurs familles pour intégrer la société d’accueil. Ces deux chapitres montrent également le déclin de la présence effective d’Irlandais dans la Brigade. La question de la mémoire de la bataille de Fontenoy est au coeur du cinquième et du sixième chapitre qui étudient minutieusement la part des Irlandais dans la journée du 11 mai 1745 et le rôle des écrits du XIXe siècle dans la naissance d’une identité militaire proprement irlandaise. This PhD is a chronological study of the military presence of Irishmen in Franceunder the Ancien Regime linked to an analysis of the myth surrounding the Irish Brigade in the18th century. Based on primary sources, some of which have been hitherto unpublished, the firstfour chapters propose an historical framework of the Irish military community and thesometimes difficult but progressive acculturation of its members. The first chapter focuses onthe writings of the French elite as well as popular literature from England about the Irish in the“War of the three kings”, while the second one is about the image of the Irish soldiers in thepress on both sides of the Channel during the same period. The third one explains how thesemen came to be recognised by their peers as a valuable unit in the French royal army and thefourth one explores the tactics used by Irish militarymen and their families to integrate intoFrench society. These two chapters also show the gradual decline of the actual presence ofIrishmen within the ranks of the Brigade. The question of the memory attached to the battle ofFontenoy is at the very core of the fifth and sixth chapters where the part played by Irishmenon the 11th of May 1745 is minutely studied. The birth of a distinct Irish military identity in19th century writings is also discussed. Abstract:
Anglophone women, working in a new capacity as federal civil servants, exercised a significant influence on Canadian immigration policy in the interwar years. This dissertation focuses on the women's division of the Canadian Department of Immigration and Colonization, an agency charged with recruiting British women for domestic service from 1919 to 1938. The division was a product of the women's wing of the social reform movement and prevailing theories of gender difference and anglo-superiority. Tracing its nearly twenty years of operations shows how the division, initially regarded as a source of imperial strength and a means of English Canada's cultural survival, came to symbolize the disadvantages of Canada's connection to Great Britain and supposed weaknesses inherent in the female character. This institutional study explores the real and imagined connections among gender, imperialism, and the changing socio-economic landscape of interwar Canada.

Abstract:
This dissertation relates to the dismissal of Admiral Jellicoe, First Sea Lord from November 1916 to December 1917, by Sir Eric Geddes, First Lord of the Admiralty, at the behest of the Prime Minister, David Lloyd George. The dismissal was peremptory and effected without rational explanation, despite Jellicoe having largely fulfilled his primary mission of combating the German U-boat threat to British merchant shipping. The outcome of the war may well have been affected if the level of shipping losses sustained through U-boat attack in April 1917 had continued unabated. The central argument of the dissertation is that the dismissal was unjustified. As an adjunct, it argues that the received view of certain historians that Jellicoe was not successful as First Sea Lord is unwarranted and originates from severe post war critism of Jellicoe by those with a vested interest in justifying the dismissal, notably Lloyd George. Supporting these arguments, the following assertions are made. Firstly, given the legacy Jellicoe inherited when joining the Admiralty, through the strategies adopted, organisational changes made and initiatives undertaken in anti-submarine weapons development, the progress made in countering the U-boat threat was notable. Secondly, the universal criticism directed at the Admiralty over the perceived delay in introducing a general convoy system for merchant shipping is not sustainable having regard to primary source documentation. Thirdly, incidents that occurred during the latter part of 1917, and suggested as being factors which contributed to the dismissal, can be discounted. Fourthly, Lloyd George conspired to involve General Haig, Commander of the British Forces France, and the press baron, Lord Northcliffe, in his efforts to mitigate any potential controversy that might result from Jellicoe's removal from office. Finally, the arguments made by a number of commentators that the Admiralty performed better under Jellicoe's successor, Admiral Wemyss, is misconceived.

Abstract:

In the 1950s and early 1960s, Great Britain's computing industry led the world in the development and application of computers for business and administrative work. The British government and civil service, paragons of meritocracy in a country stratified by class, committed themselves to implementing computerized data processing techniques throughout the sprawling public sector, in order to modernize their economy, maintain the competitiveness of British high-technology industries, and reconsolidate the nation's strength and reputation worldwide. To succeed in this project, the British government would need to leverage the country's existing expertise, cultivate the heterogeneous field of computing manufacturers, and significantly re-train labor.

By the 1970s, Britain's early lead in the field of computing had evaporated, government computing projects had produced disappointing results, and the nation's status as a world power had declined precipitously. This dissertation seeks to explain why British computing achieved so few of its intended results by looking at the intractable labor problems within the public sector during the heyday of the Britain's proclaimed "technological revolution." The dissertation argues that the interpretation of, and solutions for, these labor problems produced disastrous effects.

Sources used include government documents, civil service records, records of the nationalized industries (the Post Office, National Health Service, Central Electricity Generating Board, Coal Industry, Railways, and others), computing industry records, press accounts, and oral interviews. By using methodologies from the history of technology, institutional history, and labor history, as well as gender analysis, this dissertation shows that despite the government's commitment to both high technology usage and labor meritocracy, competing claims of technological expertise and management tradition led the government to misjudge the role of computing within the public sector and the nation.

Beginning with a labor situation in which women did the majority of computing work, and seeking to achieve a situation in which young men and management-level technocrats tightly controlled all digital computing, the British government over-centralized its own computing endeavors, and the nation's computing industry, leading to a dangerous winnowing of skill and expertise within the already-small field. The eventual takeover of the British computing market by IBM, and purchase of the last viable British computing company by Fujitsu, marked the end of any hope for Britain's computing dominance in either their home market or the global market.

While multiple factors contributed to the failures of government computing and the British computing industry--including, but not limited to, American competition, inability to effectively create a global market for British machines, and misjudging the public sector's computing needs--this dissertation argues that labor problems, arising largely from gendered concerns about technological change and power, constituted a critical, and unrecognized, stumbling block for Britain's government-led computing revolution.

Abstract:
The dissertation examines the effect of changes since 1994 on the role of the South African Public Service Commission (hereafter referred to as the Commission). Its contention is that the changes since 1994 re-focused the role of the Commission on development and modernisation of public administration practices. The role of the Commission is now confined to monitoring, evaluation, investigation and research. The dissertation finds that the Commission does not have a formal transversal monitoring and evaluation system. The co-operation between the Commission and other oversight bodies (such as the Public Protector and the Auditor-General) involved in monitoring and evaluation of public service delivery is minimal. There is no "national consensus" yet on what the constitutional value and principle that public administration must be development-orientated means. The Commission has not set out research as its key performance area whereas its role in labor relations is superfluous. Recommendations in respect of the foregoing shortcomings are made in the dissertation.
