AbstractSeeking to reach the unbanked, the US Postal Savings System provided a federally insured savings alternative to traditional banks. Using novel data sets on postal deposits, demographic characteristics, and banks, we study how and by whom the system was used. We find the program was initially used by nonfarming immigrant populations for short-term saving, then as a safe haven during the Great Depression, and finally as long-term investments for the wealthy during the 1940s. Postal Savings was only a partial substitute for traditional banks, as locations with banks often still heavily used Postal Savings.

Abstract:
The first school savings bank came into existence in Ghent, Belgium. It was founded by Francis Laurent in 1866. In Poland, the concept of saiving began to spread in the period of the National Education Commission, which recommended that children “practice thriftiness”. Since the beginning of the 19th century, local attempts to establish school savings banks were undertaken in the Polish lands that had been divided in the partitions. The propagation of thrift developed on a broader scale only after regaining independence, especially after the economic reforms of 1924. The Ministry of Education recommended that teachers introduce various forms of thrift: organising school savings banks, talks and lectures about saving, celebration of Savings Day and promoting the idea in society as a whole. The interest in the propagation of thrift in education was expressed by the central and local education authorities by issuing various types of legal acts on this subject. The intensive development of school savings banks started in 1925. Until 1935, these organisations operated on cooperative principles. After 1935 they were held under the auspices of the Postal Savings Bank, which was dissolved in 1947. The state-owned Common Savings Bank was created in its place, whose supervision of school savings banks continues to this day and is a statutory duty of the bank. Thus, the interwar experience in the field of organising school savings banks was continued after the Second World War and is still being implemented in the contemporary educational reality.

There has been a large interest in household energy-saving measures as they are major consumers of energy. The higher level of awareness need not culminate into the household energy savings. This study investigates the impact of the changes on both home-based and transport -based energy-saving measures over a period. In addition, it also investigated the percentage of money spent on these energy-saving activities. A postal based self-reported survey was undertaken in western India. The result suggested that only 24% of the respondents reported that money spent on household energy-saving measures have increased in the last 10 years. Whereas 43% have reported they have not spent any money on the energy saving measures. Little study is done on the changes in household energy saving measures. In this study, the authors extend the research on household energy-saving measures by addressing the gap in extant literature in understanding the changing paradigm of household energy-saving measures in a decade

ABSTRACT OF THESIS Year of graduation: January 2003 Thesis: A Study on Risk Management of Postal Savings Interest Rate Institute: National Taiwan University Graduate Institute of Finance Tutor: Dr. DAR-YEH HWANG Graduate student: JUNG-SAN CHEN Since the lift of ban on banking establishment in 1991, Taiwan has seen more new banking outlets than ever before as both local and branches of international banks in Taiwan grew from 1,093 in 1991 to 3,113 in October 2002. This suggests almost a two-fold increase. Keenly competition is due to resembled financial products being offered, and this minimizes the already insignificant profit to quasi nothing, Average net return rate in the banking industry has come dropping from 13.35% in 1992 to 5.50% in December 2001. Confronting this death-or-live dilemma, some opted for mergers or holding companies, in pursuance of Law for Mergers of Financial Institutions and Financial Holding Company Law, aiming for economy of scale and economy of scope, driving the entire financial arena to a new horizon. Only for antecedent, postal savings has long been a currency policy means of the Central Bank when it comes to coping with government policies and redeposit to ordinary banks for political loans for housing, medium and small businesses, public constructions and major investment projected by the private sector among others, leaving postal savings profit ignored. Except for political roles, postal savings business is becoming harder and harder in the demanding environment. Now the world is in recession and interest rates keep dropping, interest spread earned from redeposit and savings tend to shrink or even turn red, management of interest rate risk has come out as an issue worth paying attention to. This study is based on Article 11 of Interest Rate Risk Management issued by Basle Committee on Banking Supervision and the two codes for measurement of interest rate risks, being one of them Repricing/Maturity Model and the other Duration Model. A meticulous review of nature, duration and amount among other factors of assets (redeposit) and liabilities (savings), this study strongly recommends the Repricing/Maturity Model for management of interest rate risks. Applied this model with board of directors strategies, supervision of high-ranking executives and independent auditing, operation control, selection of information system and operation rules, we do believe that management of postal savings interest rate could be kept under successful control. We strongly believe that in this highly competitive financial industry where minimum profit is regular, management of postal savings interest rate is a must, otherwise the fluctuating interest rate would consume all profit, if any, worse could even become when the postal savings system is shattered. However, sound management of postal savings interest rate never means reasonable return from the fund. We like to propose two approaches to make this happen. First, to upgrade the cooperation of postal savings with the government policies, which should provide justified subsidies as a way to reflect the cost. No. 2, special legislation would be needed to set postal savings as public capital, allowing it be dispensed to purchase mid and long term bonds issued by the government on the interest rates announced for postal savings. Doing so would allow the government have access to stable supplies of mid and long term funds, on the other hands, postal savings would receive reasonable profits for successful management of interest rate risks. Through the issue of public bonds, the government would spare postal savings, which is provided by the population, on public constructions, making the population beneficiaries, as from the saying of the people and on the people is all about. The financial resources of the Directorate General of Postal remittances & Savings Banks originate from the bank deposits of accout holders, but they also form a debt to these account holders. Therefore, the strategy for investment in bond portfolios by the Directorate General should not only be conform to the basic principles of capital turnover in banking, but it should also ensure that sufficient cash can be produced at any time to replenish the withdrawals of account holders and that there is a steady income to fulfil interest payments to account holders. Therefore, the main objective of such a strategy is to seek portfolios with the lowest cost , lowest risk and with a steady income.   The two most common investment strategies are (1)the Dedication Strategy ang (2)the Immunization Strategy. Dedication, or Cash Matching, uses the technique of linear programming to seek bond portfolios with the lowest cost,as to ensure that a sufficient amount of cash can be produced at any time to fulfil the various liabilities.Immunization is the establishment of duration of debts and assets as to avoid that the value of portfolios will be influenced by a fluctuation in interest rates .Cash Matching normally does not permit the existence of debts and assets. The cash flow of a portfolio before or at the day of payment should be greater than the loan to be fulfilled. No interest will be payed over the remaining amount of cash. The basic costs of establishing a portfolio through Cash Matching are therefore higher than those through Immunization.However,the Immunization Strategy often leads to value fluctuations of portfolios,because actual fluctuations in interest rates may differ from expected fluctuations at the time of establishment of the portfolio.A frequent rebalancing of the portfolio is therefore needed.All these factors make it hard to determine which strategy is the most suitable.   The main objective of this study is to create a method through which a sufficient cash low can be obtained in order to replenish the withdrawals of account holders. Therefore a portfolio has to be established first through the implementation of the Dedication Stratcgy and a steady income has to be acquired through the Bank''s daily operatioos. The achieved results from using the technique of linedar programing can seek bond portfolios with the lowest cost, and it can produce sufficient cash at any time to replenish the with drawals of account holders. Only then interest payments to account holders can be fulfilled and operation expenses can be covered. When investing in bonds the risk of fluctuations in interest rates should be avoided. The question thereford is whether we can ensure expccted in terest rates by studying hypothctical investments in portfolios through the implementation of the Immunization Strategy. The achieved results from such a study are even better than expected, since hypothetical situations do not necessarily comply with the actual fluctuations in interest rates.

Value at Risk (VaR) is a kind of technique in management, which is used to control market risk caused by vibration of market price. This technique is going to become a trend because the proportion of market risk in business portfolio is rising. Simply speaking, VaR adopts the concept of probability distribution; that is to qualify abstract risk into concrete value. Thus, we can take measures to defense shocks from market risk much easily. About the definition of VaR, it means the largest possible lost in a portfolio under conditions of a given period and confident level. With reference of approaches of using postal risk funds, riskes in using fund include credit risk, liquidity risk, operational risk, legal risk, market risk and so on. Among them, this research is going to investigate market risk. If managers in Postal Remittances Savings Banks can count VaR from position of holding stock every day or every week, they will control the degree of exposure risk in capital of stock. Once the counted VaR is too large, they can take action of hedge in advance. The research is doing analysis from stock portfolio and measuring VaR. The approaches include variance and covariance, historical simulation, bootstrapping methods and stress test. We are going to compare advantages and drawbacks of these methods as well as to test their reliability by back-test. At last, the study is further doing analysis based on categories of industries and given periods, including VaR of individual industry, contribution degree of overall portfolio in each industry and trend analysis of VaR. In addition, this research also compares VaR of individual industry with stock portfolio of Postal Remittances Savings Banks. Abstract:
The historical development of the Postal Savings System (PSS) can be viewed as serving two functions in the Japanese economy. First, the PSS has served as a savings regime for Japanese households since postal savings were established in 1875. The other function concerns the investment of postal funds collected by the network of post offices across Japan. In view of the relationship between the savings and investment functions, the political and economic implications of postal banking are highlighted by its institutional arrangements with public finance and investment. In the post-World War II period, Tanaka Kakuei seized the opportunity to safeguard and strengthen the affairs of the PSS. The realignment of political factions and consolidation of financial policy undertaken by Tanaka between the 1950s and 1980s brought to the forefront the compounding political and economic benefits and impending costs arising from postal banking in Japan. This characterized the political landscape of Japan for the next thirty years. Tanaka utilized the might of his political faction within the Liberal Democratic Party and a postal affairs interest group to effectively promote and safeguard the PSS and the Fiscal Investment Loan Program (FILP) budget. The innovations of Tanaka Kakuei are presented as the primary reasons for continued opposition to reform the Postal Savings System. The analytical framework presented in this paper is consistent with the historical development of the Japanese political economy.

Chunghwa Post, government-owned enterprises for the public postal services, has been supporting the country's economic construction and development more than one hundred years. However, in recent years, the impact of electronic networks along with flourishing private delivery, financial services and insurance industry force the dominance of the postal market to face the unprecedentedly competitive environment. As a result, Chunghwa Post restructured itself of Chunghwa Post Co., Ltd. on January 1, 2003. Postal savings counters and delivery personnel are the first line of service, which is on behalf of the company's brand image in the eyes of the customers. On the other hand, it means the better the quality of service, the higher customer satisfaction, which improves company's overall operating performance. Only through this can Chunghwa Post Co. survive in this highly- competitive market. This study is conducted based on Howard-Sheth Model measure service quality by a modified SERVQUAL scale proposed by Parasuraman, Zeithaml &; Berry in 1988, also using the measure brand image by the research proposed by Park, Jaworski and Macinnis in 1986. As the above mentioned, we can better understand the brand image of the postal savings service, customer satisfaction and the relevance among them. The main subjects are residents in Taipei city and 10 post offices purposively chosen in Taipei, with the result of effective 452 questionnaires. Moreover, empirical results show the bran's functional, symbolic, experiential aspects all have positive impact on customer satisfaction. Eventually, this study suggests postal savings service of Chunghwa Post assess the target market more prudently, develope marketing strategy more appropriately; furthermore, it is also advised to run a series of improvements and integration in order to face the future competitively. One of the most pervasive economic revolutions sweeping our world in the past 20 years centers on financial deregulation. Taiwan, like other industrial countries, recently planned to introduce various financial reforms to remove the barriers separating the operations and ownership of banks from non-bank financial institutions. This study is based upon the theoretical framework proposed by W.J. Baumol et al. (1982). We employ the translog form as cost functions to estimate the cost reduction effect of financial conglomeration in Taiwan’s life insurance industry-including the private life insurance company and the Directorate General of Postal Remittances and Savings Banks (DGPRSB) which is a government-owned business. The DGPRSB being picked up because it not only play an important role in Taiwan’s financial market but also provides a great variety of services which constitute a good sample to investigate the economies of scope.

Along with the corporation realization, the following step soon is privatization time oncoming, and towards specialized trend development. ChungHwa Postal service Company's business scope covering postal, saving and insurance aspect, therefore we adopts three kind of privatization organizations transform to evaluate the privatization: The three forms jointly operated, the three forms are divided the camp and set up the industrial holding law to enable ChungHwa Postal service Company to become the industrial holding company. To evaluated transforms in the privatization organization to ChungHwa Postal service Company is any of help in forward effect. AbstractFirst of all, I claim that Jörg Baten and Mathias Blum (2015a) have provided inaccurate data on Estonian male height. I discuss in more detail the most broadly used international data sources on human height in the next chapter. At this point, I only state that the decadal average of 173.4 cm for adult Estonian men born between 1890 and 1899 is not supported by other sources. The most reliable reports are surveys of provinces, presented annually by Russian governors to the central government, as they are based on the largest number of observations (N). According to this source, the mean height of draftees (N = 1654) to the Russian army in 1913 from the Estland Province was 172.0 cm (Obzor Èstljandskoj gubernii na 1913 god: 44). I use this 172.0 cm value in my quantitative analysis, although this correction only makes Estonians appear as the second tallest males (following Swedes with 172.4 cm and sharing second place with New Zealanders).

AbstractThe declaration of COVID-19 as a pandemic on March 11, 2020, had profound effects on educational activities worldwide. As a crisis response measure, the educational institutes had to shift from onsite to online teaching and adopt online learning platforms to ensure a smooth delivery of educational content. However, the efficacy of such teaching methods for laboratory experiments partly remains elusive. We aim to explore students’ perspectives and experiences toward a hybrid approach in conducting human physiology experiments. We designed a teaching model that combines onsite and online learning to provide hands-on experience to medical students without compromising COVID-19 preventive measures. It is a cross-sectional study among Years 1, 2, and 3 medical students. Data was collected through an online survey via a self-administered electronic questionnaire. Data was analyzed using a two-sample t-test using Graph-Pad Prism version 8.01. Our results indicate that the hybrid model was well-received, and students agreed that the hybrid model was time-saving and allowed them to study at their own pace compared to students who did not agree (p < 0.05). A significantly higher number of students found the hybrid model extremely useful and were satisfied with its content (p < 0.05). They recommended continuing this format in the future. The students opined that providing the recorded videos in advance and clarifying their doubts in the prelab sessions prepared them better for the hands-on experience (p < 0.05). Therefore, we recommend maintaining the hybrid learning methods for time-effectiveness and enhance efficiency of learning.

Abstract The PSS and the FILP are important features of Japanese post war finance, and despite an official policy of financial liberalization for over two decades, they have continued to expand their roles in Japan’s financial system. As of fiscal year-end 1999 (31 March 2000), postal deposits represented 34 percent of total household deposits and 18 percent of individual assets. Postal deposits accounted for 62 percent of FILP lending, and the FILP budget represented 10.9 percent of GNP. Postal life-insurance accounts for 30 percent of total life insurance sales. Postal deposits as a percentage of total deposits, postal life insurance as a percentage of total life insurance, and the ratio of the FILP budget to GDP were larger in 2000 than at any time since the start of reindustrialization in 1950.

Drones are increasingly gaining more attention these days and they are employed in several applications. At the same time, the steps towards saving energy and improving the efficiency of the buildings are significantly increasing as well. This poster introduces an overall design for a system that will be loaded on a quadcopter to measure the cooling leakage from high-rise buildings in Qatar to meet 2030 vision in environmental development. The proposed design is achieved by using a chip thermal camera to detect the cooling leakage locations. In addition, the drone will need proximity sensors, specifically, Lidar sensor to prevent it from any collision that can happen with the towers. Moreover, a mobile application is built to monitor the tested buildings and the position of the drone.

This paper focus on environmental investment made in small firm in solar system. Based on literature review and recently introduced financial mechanism of European Union for membership states to recover and help countries to become more efficient, digitalized, and face climate changes after COVID-19 crisis, it becomes crucial to point out that not all “green solutions” might yield sustainable advantages. Case from Slovak Republic shows that investment in solar system made in 2017 is dropping its competitive advantage when we calculate Life Cycle Assessment. Paper is dealing with national policies declared by state authorities in Slovak Republic and also European Union with tendency to lower emissions of CO2. When assuming that goals of state authorities and EU are reachable in field of energetic mix, in this particular case the firm will be leaving higher carbon footprint 10 years after investment in solar panels as it did not invest in solar system. In 2017, the savings in the carbon footprint of the surveyed company in LCA in absolute terms amounted to 1551 tons, or 0.03 tons per kWh, but by assumptions, in 2027 carbon footprint will be higher by 0,005 ton per kWh despite operating own solar system.

While several papers have focused on the effect of financial literacy on household retirement savings or investment choices, this paper is devoted to its impact on households’ debt behavior. We utilize Slovak household finance and consumer survey (HFCS) microdata to analyze the impact of the objective level of financial literacy on Slovak households ́ debt behavior. We find that Slovak households display different debt behavior with respect to varying levels of financial literacy. We focus on high-cost credit products and find that a household ́s financial literacy does not have a statistically significant impact on the probability of having an outstanding balance of non-mortgage or credit debt. However, we find that younger households with higher incomes dispose of a higher probability of having an outstanding balance of non-mortgage or credit debt while being more credit-constrained and less able to save from their monthly income compared to more financially literate households. Thus, we may consider households with an outstanding balance of non-mortgage or credit debt to be more financially vulnerable, as they are more frequently engaging with high-cost credit products with a lower ability to save and with a higher probability of being credit constrained. This behavior may lead to a significant decrease in their ability to face unexpected internal or external adverse shocks.

Most aggregate theories of financial frictions model credit available at a cost of financing equal to the savings rate but rationed. However, using a comprehensive firm-level credit registry, we document both high levels and high dispersion in ex post credit spreads to Brazilian firms. We develop a quantitative dynamic general equilibrium model in which dispersion in spreads arises from intermediation costs and market power. Calibrating to the Brazilian data, we show that, for equivalent levels of external financing, spreads have profound impacts on aggregate development indeed moreso than credit rationing does and spreads yield firm dynamics that are more consistent with observed patterns.

Review question / Objective: Iron overload conditions is a well-established risk factor for infection of pathogens. The possible association of iron overload with infectious complications and prognosis of patients receiving transplants are not well understood. Condition being studied: Liver transplantation often represents a life-saving treatment for an increasing number of patients with end-stage liver disease. With the improvements in surgical techniques, immunosuppression strategies, and post-LT management of complications, the recipient mortality has steadily declined after LT. The survival rates were 83% at 1 year, 71% at 5 years in western countries. However, the use of immunosuppressants increased risk of infections as an adverse effect resulting in severe morbidity. Globally, infection caused by including bacteria, fungus, viruses remain one of the leading causes of morbidity and mortality among transplant recipients. Knowledge of modifiable risk factors and potentially reversible causes is essential to develop targeted preventive strategies.
