Abstract:
Little is known about Nunavut students’ experiences in high school and post-secondary education, in particular their self-defined determinants of success. This study aimed to understand factors that influence secondary school completion, post-secondary education, and education success for students from Nunavut. An online survey was conducted with 91 current post-secondary students in 2018–19. Results found that students articulated complex support needs that influence their success, with roles for parents, teachers, and the community. Students identified support needs gaps, primarily in the form of funding distribution and delivery. Recommendations include increased financial, counselling, and mental health support for Nunavut students. Keywords: Inuit education, Nunavut education, Indigenous post-secondary students

Abstract:
Horizontal equity is interpreted to mean that equals in different provinces should be treated equally. We argue that current arrangements for government funding of post-secondary education in Canada are flawed because they contain provisions which perpetuate disparities in the treatment of Canadians by province of residence. Current arrangements are criticized for inadequate equalization and lack of expenditure standards. An education-needs adjustment factor is suggested. Fiscal equity strives to ensure that citizens in all provinces have access to comparable services and bear comparable tax burdens. The cost of services is conditional on the expenditure standard selected and the number of beneficiaries. The capacity to provide the service is related to the population and wealth of the province. Accordingly, our suggested amendment incorporates all these elements; it allows greater fiscal transfers to provinces experiencing greater need and/or smaller tax bases.

Abstract:
This essay questions the efficacy of conventional disciplinary boundaries in post-secondary music studies, boundaries that reductively define music education as a training ground for public school music teachers. Our expectations of music education and its sphere of influence have been far too modest. To the extent we segregate music education from the goals and objectives of music studies more broadly, we neglect our collective responsibility for the musical life of our country. We have focused inwardly, engrossed in our specialties, leaving the design of school music curricula and the fragile environments in which they must compete for survival to the whims of non-musician bureaucrats and politicians. We have been less than successful in our collective obligation to enhance the musical well-being of the country. Changing these circumstances is among our greatest challenges in the decades ahead.
