Abstract:
November 20, 2015 marked 40 years since the demise of Spanish dictator Francisco Franco. With his passing Spain entered into an era of tremendous economic and socio-political changes. At the stage of democratic development Spanish nation achieved three key objectives: it built an open and modern economy; in political sphere a relatively effective de facto two-party system was created; social protection was provided to the bulk of the population. All this strengthened Spain’s international positions and provided it an attractive image. The country attracted millions of immigrants. The world crisis of 2008–2009 stopped the growth of the Spanish economy. Spain was in crisis long six years and only recently began to come out of it basing on a new development model (a “rebound” model). By a number of parameters it is different from the pre-crisis paradigm of the growth. The crisis had serious impact on Spain’s foreign relations. In particular, serious reputational losses challenged Madrid’s efforts to counter the crisis, to reduce the negative effects of external shocks on the international scene and to find opportunities to give additional impetus to the development of the country. These challenges defined new foreign policy agenda: protecting financial and economic interests of Spain abroad, strengthening the positions of the Spanish companies in world markets, coordination of anti-crisis actions with partners in the European Union. Madrid stands for a sort of integration core within the EU, consisting of six founding countries of the European Economic Community (Belgium, Germany, Italy, Luxembourg, Netherlands and France), as well as Spain and Poland. This projected grouping is intended to serve as the vanguard of the movement in the direction of making the EU more effective.

Abstract:
The article deals with post-crisis development in Russian regions. Dynamics of regional output, investments and employment in 2008—2011 was determined by objective factors (economic specialization, level of development and location) and specific government policy measures. The impact of objective factors was stronger for the most regions, and competitive regions overcame the crisis easier. For a number of underdeveloped territories federal aid again turned out to be the safety cushion. Top-priority government projects played the same role for some regions. The crisis hasn't affected their development as much as it could have.

Abstract:
The theoretical current known as post-development emerged in the 1980s. Its proponents were authors with different analytical focuses and diversified themes, firmly committed to a radical critique of the idea of development. In this regard, this article aims to analyze post-development's theoretical and propositional basis, evaluating its arguments' consistency and the coherence between the basis of this argument and its propositional direction. Initially, the main issues raised by post-development are examined, paying particular attention to the two main strands of criticism of the concept of development. Next, there is a counterargument to the criticisms discussed above to demonstrate their inconsistencies and possible contributions to the reflexive and operational development field. Based on this debate, it is concluded that post-development makes valid and necessary criticisms, if these are intended to improve development projects that aim to address the objective reality of a large part of the Brazilian and global population. However, stripped of this crucial practical focus and an awareness of the gravity of different populations' social situations, post-development contributes little to overcome the history of failures of different development proposals. Abstract:
Purpose: the main purpose of this paper is to present the idea of a new e-service concerning post-mining areas, which is being developed in the Silesian Voivodeship and which is expected to increase their attractiveness. Design/methodology/approach: The new e-service is based on the development of a system for the inventory and valorisation of post-mining areas. In the course of the work, a field inventory of the areas is carried out, which involves collecting information on their location, configuration in relation to main transport routes, surface configuration and the manner of their management. These data are collected in a database system, which is additionally linked with algorithms enabling benchmarking, assessment of ecosystem services and evaluation of investment attractiveness. All of this will create a new e-service that will enable decisions to be made regarding their further use by various stakeholders. Findings: The value of post-mining and post-industrial areas in the processes of economic transformation of the Silesian Voivodeship and the needs of stakeholders for information regarding these areas. Research limitations/implications: The results provide a basis to improve the effectiveness of regional development planning, especially solutions for SME involvement and cooperation. The results confirm, that a detailed study of entrepreneurs' needs should be included as the main instrument for the implementation and for gaining reliable information on the effectiveness of implemented solutions in the field of innovation support. Practical implications: The Silesia Voivodeship has a large number of post-industrial areas, for which the state and degree of degradation is often undefined. Building new e-services for a region in transition is an important factor for its competitiveness. The OPI-TPP 2.0 service allows the valorisation of sites and additionally provides information to potential investors on the necessary planning, investment and environmental measures. Originality/value: The contribution of the research to the development e-services in post31 mining land management.

Possible scenarios of post-crisis development of Russian agriculture: inertial, intensive-technocratic, natural-innovative, are examined at the article.
