Abstract:
Libya at the beginning of this century had little to offer the would-be imperialist and coloniser. The true value of Turkey's last remaining African possessions was not — despite the insistence of the Italian nationalist lobby — as a settler-colony or as a gateway to the largely illusory wealth of central Africa, but as a strategic base on the central Mediterranean. The general poverty of Ottoman Tripolitania and Cyrenaica was reflected indeed in the poverty of the literature in any language on contemporary Libya.But growing Italian interest in these territories, by 1900 almost the last parts of Africa unclaimed by any European power, generated a series of books and articles by an imperialist-nationalist lobby eager to prove the case that Italy's political, strategic, economic and social wellbeing depended on the immediate possession of Turkish North Africa. Such writings naturally generated a rather less voluminous counter-flow of material, mainly from socialist sources, putting the opposite and (as events were to prove) essentially more realistic case.The outbreak of the Italo-Turkish war in September 1911 and the subsequent Italian occupation of bridgeheads at Tripoli, Horns, Benghazi, Derna and Tobruk first brought Libya to the notice of the international press. The British correspondents who reported one or other side of the conflict subsequently produced a number of surprisingly partisan books about the war and their own adventures in it, but had very much less to say about the little-understood country and its people. With the sudden end of the war in 1912 and the outbreak of more serious fighting in the Balkans, interest in Libya quickly waned. For the next 30 years nearly all the relevant literature was to be provided by Italians, in Italian and written from a purely Italian point of view — some of it later to be destroyed in the antifascist and anti-imperialist reaction from 1943 onwards.

Abstract:
The rapid post-Independence development of the city of Windhoek, Namibia; and the ensuing destruction of a substantial number of German colonial buildings in the capital city, prompted speculation as to why these buildings are inadequately protected as heritage – and whether they are, in fact, considered to be heritage. The study explores the issues pertaining to the presence of German colonial architecture, as artefacts of the German colonial period, within the postcolonial context of Windhoek. The trauma and pain of the Namibian War and genocide (1904 – 1908) are recurring themes in the body of literature on postcolonial Namibia; and this informs a wider discourse on memory. Memory is found to play a crucial role in evoking a sense of both individual and shared ownership, through its capacity to create meaning, which can in turn ascribe value to a place. Memory is also dependent on visual cues for its continued existence, which suggests the importance of colonial architecture as a material prompt to sustain memory. The research therefore investigates the memories and multiple meanings attributable to colonial architecture in this plural society, and how these meanings can be created, or possibly reinvented, through the continued use of these buildings. The study is based on an assessment of three halls in Windhoek – the Grüner Kranz Hall (1906), the Kaiserkrone Hall (1909), and the Turnhalle (1909; 1912), all designed by the German architect Otto Busch – which illustrates in part, the need for the development of historical building surveys that assess the social values and significances of these contested spaces; and moreover, the potential that these spaces have to support memory work through their continued use.

Abstract:
This is a ‘novelistic’ study, that, among and through its other objectives, will attempt to demonstrate how such a characterisation in no way excludes an engaged examination of history, politics, society, culture, ideologies etc. – i.e. the multiple ‘worldedness’ of human existence. We argue, on the contrary, that the inclusion of such dimensions is absolutely fundamental to the writing and interpreting of novels. By ‘novelistic’ we understand, and will establish in our first chapter, a mode of interrogation of human being-in-the-world that is ontologically oriented and epistemologically equipped, in a manner unique among discursive practices, towards evoking (repeatedly and diversely) the sheer fullness of existence itself. Thereafter our major objective will be to demonstrate that post-colonial novels in India and Africa have collectively subjected the processes of post-independence national becoming in their societies to uniquely exhaustive existential examinations, by utilising both the novel’s singularly comprehensive discursive capacities, as well as its radically flexible formal potential for alternative re-inscriptions. We establish how various novels have dissolved together in simultaneous, dynamic performance the spectrum of disparate times, spaces, selves, conflicts and interactive themes and dimensions that national becoming involves. But a later chapter will also examine how some post-colonial novels articulate heterogeneously-premised and directed trajectories of self-conception, community and solidarity, thereby envisioning alternative paradigm and histories that inevitably engage with but do not require nationalist discourses or the history of the State for their validation. This last possibility also applies to the narratives about and by the women in these societies: another chapter focuses on fictions examining various aspects of their particular relationships to their national histories, as well as the distinct dimensions and strategies of their daily lives that are influenced but refuse to be subsumed by the nation’s structures and categories.

All cultural production is a consequence of its context and is infused with meaning and identity. A preoccupation with the visual and symbolic aspects of architectural form and its cultural meaning has led to an increased autonomy of the architectural object. This thesis posits that architectural forms do not have fixed, unchanging and singular meanings, but that they acquire meaning in particular contexts- historical, social, cultural and political. Certain forms or stylistic motifs, acquire, embody or are perceived to represent the identity of a nation or cultural groups within a nation. The confluence of a search for 'Indianness' and the post-modern thought in architecture is a paradoxical aspect of the recognition of the autonomy of architecture. In the contemporary India, the search for a 'Tamil' identity, may be perceived as an attempt to create a distinct, regional identity as opposed to the homogenous and universal national identity. This is similar to the creation of a 'British-Indian' identity as opposed to the western one, by the British, in the last quarter of the 19th century. In this attempt to create a regional identity, the same or similar regional architectural forms and stylistic motifs were the source and precedent to represent both 'Tamil' and 'British-Indian' identity. This would imply that the forms do not have a singular meaning but that they are embodied with meaning and symbolism in particular contexts. This is exemplified by a trans-historical comparison between two colonial and contemporary buildings in Madras, South India. The Post and Telegraph Office, 1875-84 (Architect: Robert Chisholm) and the Law Court, 1889-92 (Architect: Henry Irwin) represent the two trends within 'Indo-Saracenic' architecture. The former draws precedents primarily from local, regional and classical Hindu temple architectural traditions while the latter from the 'Indo-Islamic' Mughal architectural tradition. The Valluvar Kottam Cultural Center, 1976-8 (Architect: P. K. Acharya) and the Kalakshetra Cultural Center, 1980-2 (Architects: Mis. C. R. Narayanarao & Sons) represent the search for an indigenous 'Tamil' architecture. The sources for the former are primarily from the Dravidian style classical Hindu temple architecture of the region while the latter is inspired by the local and regional traditions. Paradoxically, the same or similar forms manifest opposing ideals, and represent colonial and post-colonial identities, respectively.

Abstract:
Algeria imported Western culture through early globalization, which continued with the global integration of the French colonial period and proceeded its impact in the postcolonial era. This paper seeks to analyse the impact of globalization in Algeria in the postcolonial era starting from the remaining colonial impact, as well as how it functioned as an introduction to modern globalization aspects in the postcolonial Algerian identity in the decades before to present. The impact of thousands of colonial houses occupied by Algerians shortly after independence that created old/new dwellings, as well as the rise of individualism as a result of the change in housing notion. The reaction of nationalist Algerian architects as well as the consequences of academics and architects studying abroad in parallel with the availability of internet, architectural media, and commodities, and the rise of consumer culture, that led the change in Algerians' housing preferences. Foreign investments and globalization trends: Are all the aspects that have been discussed to understand the impact of globalization on the post-colonial Algerian identity regarding architectural production. The results show that the Algerian post-colonial architectural production has been remarkably affected by both earlier globalization and modern globalization. Local authorities of Algeria can focus on making young architects familiar with traditional culture in order to maintain the authenticity of their culture in architectural design in the upcoming future.

Abstract:
The test scenarios ranged from fires in the structures with no exterior ventilation to room fires with flow paths that connected the fires with remote intake and exhaust vents. In the ranch, two replicate fires were conducted for each room of origin and each ventilation condition. Rooms of fire origin included the living room, bedroom, and kitchen. In the colonial, the focus was on varying the flow paths to examine the change in fire behavior and the resulting damage. No replicates were conducted in the colonial. After each fire scene was documented, the interior finish and furnishings were replaced in affected areas of the structure. Instrumentation was installed to measure gas temperature, gas pressure, and gas movement within the structures. In addition, oxygen sensors were installed to determine when a sufficient level of oxygen was available for flaming combustion. Standard video and firefighting IR cameras were also installed inside of the structures to capture information about the fire dynamics of the experiments. Video cameras were also positioned outside of the structures to monitor the flow of smoke, flames, and air at the exterior vents. Each of the fires were started from a small flaming source. The fires were allowed to develop until they self-extinguished due to a lack of oxygen or until the fire had transitioned through flashover. The times that fires burned post-flashover varied based on the damage occurring within the structure. The goal was have patterns remaining on the ceiling, walls, and floors post-test. In total, thirteen experiments were conducted in the ranch structure and eight experiments were conducted in the colonial structure. All experiments were conducted at UL's Large Fire Laboratory in Northbrook, IL. Increasing the ventilation available to the fire, in both the ranch and the colonial, resulted in additional burn time, additional fire growth, and a larger area of fire damage within the structures. These changes are consistent with fire dynamics based assessments and were repeatable. Fire patterns within the room of origin led to the area of origin when the ventilation of the structure was considered. Fire patterns generated pre-flashover, persisted post-flashover if the ventilation points were remote from the area of origin.

Abstract:
This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.
