Abstract:
The overall idea and research interest related with the development of sustainable port infrastructure evolved around the core requirements of continuous reduction of negative environmental impacts without jeopardising economic growth. The growth of trade activities and need for competitiveness on the global market are forcing ports around the world to systematically and continuously evaluate all possibilities for the optimisation and related costs reduction. On the implementation level, the greatest challenge is how to empower workers, who operate machines and work on the shop floor, to achieve enduring performance improvements. Presented research work provides a methodological approach for finding realistic solutions to the problem of the future development challenges of seaports. The case study shown in this research represents a practical application of the green port concept with the emphasis on the overall energy efficiency improvement based on testing, deployment and demonstration of energy efficient solutions. Additional emphasis was placed on the state-of-the-art technologies and developing pilot initiatives based on modern energy solutions designed to improve efficiency in fuel consumption and emissions reduction in rubber tired gantry cranes.

Abstract:
Choosing an optimal bunkering port that minimises the increase in the operating costs in a hub and spoke system is a multi-criteria decision-making (MCDM) problem. Furthermore, the criteria are related to the port particularities, the environment, fuel price, and some criteria are quantitative while others are qualitative. It is therefore necessary to create a model that takes such features into consideration. Firstly, in this paper a set of the most used criteria will be defined. Then, a method to choose suitable criteria for a hub and spoke system will be proposed. Secondly, using a Fuzzy AHP, weights will be defined and used in a multi-criteria goal function. The outcome is a bunkering policy MCDM model based on the aggregation of fuel consumption and price to criteria related to port characteristics, local aspects and service particularities. All these factors must be considered by a chief engineer (superintendent) in the process of defining a sustainable bunker policy. A case study based on the North Adriatic port system demonstrates the applicability of the proposed model. In addition, the case study highlights that in hub and spoke systems with short loops, feeder ships can regulate cargo capacity and stay at a port with bunkering policy planning.

The purpose of this paper is to show the efficiency of application of system dynamic simulation modelling when researching the behaviour dynamics of the port transhipment process, and finding the optimal solution for cargo handling with regard to the type and scope of cargo traffic, directions of movement, and pace of receiving and shipping of cargo. In view of the potential scientific implementation and verification of the hypotheses about the usage of system dynamic simulation models, the goals are multi-dimensional as they include designing qualitative and quantitative simulation models for a non-linear system, verification of the validity of the behaviour dynamics of the model, application of the simulation models, application of the parameter optimisation of the simulated process, and scientific verification of the results obtained through the simulation of the model. In compliance with the developed system-dynamic, mental-verbal and structural model, using the Powersim Studio system-dynamic flowchart of the port cargo system, in Powersim Studio simulation language, it is possible to conduct a scientific research of the dynamics of the continuous behaviour of the observed port cargo system in an experimental way, i. e. by using computers, simulating various scenarios of likely occurrences in the real world, without jeopardising it. Оформление методологического аппарата профессиологии, кристаллизация внутренней структуры научной дисциплины требует интенсивного обмена идеями, тесного взаимодействия ученых и практиков, чему и был посвящен нетворкинг «Профессиология — проекция в будущее». Цель мероприятия: анализ современного состояния и перспектив развития профессиологии как области научного знания. В ходе дискуссии по методологическим основам профессиологии участники представили свои взгляды на предмет и структуру данной дисциплины, обсудили проблему неэффективности традиционных методов профессиографирования и поиска новых подходов. Анализ современных тенденций развития мира профессий позволил определить перспективные направления профессиологических исследований: научно обоснованное проектирование новых профессий; изучение трансформации психологических механизмов профессионального и личностного становления в условиях прогнозируемого изменения структуры занятости; экспериментальное апробирование технологических возможностей для устранения факторов профессиональной непригодности, развития профессионально важных качеств, оптимизации функциональных состояний человека в процессе труда. Также были выделены профессиологические технологии проектирования и сопровождения карьеры в современных условиях: профориентация на основе модульного подхода, профессиональные пробы. Professionology is a scientific discipline that is at the stage of formation. The prerequisites for the actualisation of occupational research are related to the trends of modern post-industrial society. The design of the methodological apparatus of professionology, the crystallisation of the internal structure of the scientific discipline, requires an intensive process of exchanging ideas, a close interaction of scientists and practitioners. That was the subject of the networking “Professionology — projection into the future”. The purpose of the event: analysis of the current state and prospects for the development of professionology as a field of scientific knowledge. During the discussion on the methodological foundations of professionology, the participants presented their views on the subject and structure of this discipline, discussed the inefficiency of traditional methods of professionography and the search for new approaches. The analysis of modern trends in the development of the world of professions allowed us to identify promising areas of professional research. One of them: scientifically-based design of new professions. Another: study of the transformation of the psychological mechanisms of professional and personal formation in the conditions of the predicted change in the employment structure. One more is experimental testing of technological capabilities to eliminate the factors of professional unfitness, the development of professionally important qualities, and optimisation of a person’s functional states in the work process. Furthermore, occupational technologies for designing and supporting a career in modern conditions: career guidance based on a modular approach, professional tests were identified.

This paper seeks to operationalize the circular city concept for the process of regenerating a city port. It draws on a detailed case study—Stockholm Royal Seaport (SRSP)—and uses systems mapping techniques to understand the process. The paper develops a theoretical conceptualisation of a circular urban regeneration process. It reflects on how such a framing might be applied to a port system. The research explores the dimensions and dynamics of a circular regeneration process. It provides evidence to support the benefits of combining circular actions—loop, regenerate and adapt—in a successful regeneration process. It indicates how these circular actions will interact with other sustainable strategies (support actions) adopted in a city port (e.g., optimisation, substitution, sharing, etc.). This begins to provide an indication of the combination of actions which might be successfully applied. Finally, a performance framework for monitoring the development of “circular capacities” through the regeneration process in a port system is presented and tested in SRSP. The paper evaluates whether existing sustainability indicators would provide adequate information for performance monitoring. It finds that in the case of SRSP sustainability reporting currently does not provide adequate information for a robust evaluation to be completed. However, the investigation does begin to identify what data should be collected for performance monitoring.

The correct prediction in the transport logistics has vital importance in the adequate means and resource planning and in their optimisation. Up to this date, port planning studies were based mainly on empirical, analytical or simulation models. This paper deals with the possible use of Bayesian networks in port planning. The methodology indicates the work scenario and how the network was built. The network was afterwards used in container terminals planning, with the support provided by the tools of the Elvira code. The main variables were defined and virtual scenarios inferences were realised in order to carry out the analysis of the container terminals scenarios through probabilistic graphical models. Having performed the data analysis on the different terminals and on the considered variables (berth, area, TEU, crane number), the results show the possible relationships between them. Finally, the conclusions show the obtained values on each considered scenario.

The geometric distribution of navigational aids is one of the most important elements to be taken into account in the planning of maritime terrestrial navigation systems. It determines to a large extent the capability of vessels to obtain high-precision position coordinates. Therefore, the optimisation of their location is a key element at the planning stage, in particular on port approach fairways. This article attempts to use computer simulation methods to assess the positioning accuracy of a vessel that follows a constant course and speed on a port approach fairway. The analysis uses a technique based on the Extended Kalman Filter (EKF) Two-Dimensional (2D) Range-Bearing Simultaneous Location and Mapping (SLAM) method. In the simulation experiment conducted, the research object determined its position based on bearing and distance to fixed position beacons, which changed their locations in subsequent passages of the vessel. A geometrically optimal configuration of the terrestrial navigation marking system guaranteeing the highest positioning accuracy was identified as a result of the deliberations. The study analysed more than 20,000 cases of different configurations (locations) of the fixed position beacons, demonstrating that the adopted algorithm can be used successfully in the planning of their deployment in the context of ensuring minimum accuracy requirements for the positioning of navigational signs on port approach fairways and under restricted conditions by navigational marking services, as set out in International Maritime Organization (IMO) Resolutions A915 (21) and A953(22).

Abstract:
Unavoidably, the geographical proximity of urban spaces creates relationships which impact their development. One such relationship is economic in nature and this is reflected by production, investment and market activities. Since these activities have implications for development in the property sector, this paper examines the relationships between the proximate property markets of Aba and Port Harcourt. For the purpose of contextualising the influence of proximity on these markets, a survey of property practitioners within the study location was carried out. A 5-point Likert-scale questionnaire was deployed for the data collection. The analysis was done using the weighted mean score statistical approach. The results reveal Port Harcourt is a larger and more resilient property market; also a larger economy which supplies input to Aba whilst receiving the latter’s output. But Aba’s manufacturing economy surprisingly demonstrates a per capita GDP parity with Port Harcourt’s oil-driven economy. Lastly, proximity of the two cities’ would have impacted the environs to a greater extent had the seaport been in productive use over the years. The study recommends the strengthening of these property markets and economies by optimisation of the advantages of proximity

Purely electric sweepers are widely used in the urban sanitation industry due to their emission-free nature and ease of miniaturisation. The dust suction port is the key to the dust suction system of the sweeper, and improving the design level of the dust suction port of the sweeper can effectively improve the operational performance of the sweeper. Using the company’s self-developed Ruiqing S26 pure electric sweeper as the research object, a CFD (Computational Fluid Dynamics) method was used to analyse the influence of the dust suction port structure parameters (front baffle tilt angle, outlet diameter) and sweeper operation parameters (driving speed, operating pressure) on the dust suction effect of the sweeper, and was verified through real vehicle tests. The results of the study show that changing the angle and outlet diameter results in a change in the flow field characteristics and, consequently, the same change in the removal efficiency, with 65° and 160 mm being the optimum angle and outlet diameter, respectively. The tests investigated the flow field characteristics of the dust extraction opening and the removal efficiency. This study can provide theoretical reference for performance optimisation and parameter matching of the sweeper.

In recent years, seaports have faced increasing pressure to transition towards a low-carbon and more sustainable energy model. In this context, the exploitation of the local wave energy resource may appear as a promising alternative. Therefore, the objective of this work is to present a methodology to select the best WEC-site combination to supply the energy demands of ports. To illustrate this methodology, the Port of Leixões (Portugal) is used as a case study. For the selection of wave energy sites in port areas, the methodology proposes a detailed spatial characterisation of both the wave resource and marine uses. For the area of study, having considered the main marine uses (sediment disposal, biodiversity, aquaculture, recreational and navigation), two exploitable wave energy sites (Areas I and II) with average annual energy resources of 24 and 17 kWm−1, respectively, were found. Next, the methodology proposes a techno-economic optimisation of WECs, based on the local wave conditions of Areas I and II, to minimise their associated Levelised Cost of Energy (LCoE). The results obtained confirm the effectiveness of the methodology, with the novel oCECO device, appearing as the most feasible option (with an LCoE of EUR 387.6/MWh) to exploit the wave potential in the surrounding areas of the port.

This paper discusses a pair of synthesis algorithms that optimise a SystemC design to minimise area when targeting FPGAs. Each can significantly improve the synthesis of a high-level language construct, thus allowing a designer to concentrate more on an algorithm description and less on hardware-specific implementation details. The first algorithm is a source-level transformation implementing function exlining—where a separate block of hardware implements a function and is shared between multiple calls to the function. The second is a novel algorithm for mapping arrays to memories which involves assigning array accesses to memory ports such that no port is ever accessed more than once in a clock cycle. This algorithm assigns accesses to read/write only ports and read-write ports concurrently, solving the assignment problem more efficiently for a wider range of memories compared to existing methods. Both optimisations operate on a high-level program representation and have been implemented in a commercial SystemC compiler. Experiments show that in suitable circumstances these techniques result in significant reductions in logic utilisation for FPGAs.

AbstractPollution of the marine environment by ship garbage is an urgent problem to be solved at home and abroad. The ship kitchen garbage vacuum collection system is a new environmental protection scheme for garbage disposal. It has many advantages, such as using a pipeline instead of manual operation, creating high-level sanitary conditions, realising completely closed garbage collection and transportation, eliminating cross-pollution, saving space and so on. In this paper, the system is modelled, and the calculation of pipeline pressure loss, the vacuum degree of the vacuum tank and the energy consumption of the system are briefly introduced. In order to reduce the energy consumption, an algorithm for the emptying and discharging port is presented. In order to solve the problem of optimising relevant parameters, the vacuum transport mechanism of garbage is studied based on an optimisation model of the pipe network, and the experimental platform of a simulation device is set up. In engineering, this is of great significance to the design of cruise ship garbage collection and treatment systems and the development of supporting technology.

Therefore, the Mathematical Theory of Evidence is introduced and used to determine the optimal path in terms of time and safety of transport. Besides, the basic concept of the AHP method, steps of the algorithm are introduced. Finally, the multicriteria optimization of the transport of the liquid cargo from the Persian Gulf to Port of Gdansk is done. It is based on the experts′ opinions.

Purpose Economies of scale drive container ship owners towards ordering larger vessels. Terminals need to ensure a safe (un)loading operation of these vessels, which can only be guaranteed if the mooring equipment is not overloaded (lines, fenders and bollards) and if the motions of the vessel remain below set limits, under external forces. This paper aims to focus on the passing vessel effect as a potential disturbing factor in the Port of Antwerp. Design/methodology/approach Motion criteria for allowing safe (un)loading of container vessels are established by considering the container handling process and existing international standards (PIANC). A case study simulation is presented where the behaviour of the moored vessel under ship passages is evaluated. Starting from a representative event, the effect of changes in passing speed and distance is discussed. Findings The study illustrates the influence of passing velocity and distance on the behaviour of the moored vessel, showing that when passing speeds are higher and/or distances lower than the reference event, safety limits are potentially exceeded. Possible mitigating measures, including the use of stiffer mooring lines and/or a change in arrangement, are discussed. Research limitations/implications This paper serves as a basis for future research on safety criteria and optimisation of the mooring equipment and configuration to deal with passing vessel effects. Practical implications The presented results can be used by ship and terminal designers to gain familiarity with passing vessel effects and adopt suggested best practice. Social implications By restricting the motions of the passing vessels, the focus and general well-being of the crane operator is enhanced, as is the safety of workers. Originality/value The paper provides a unique combination of container fleet observation, safety criteria establishment and case study application.

This paper introduces an assessment methodology that can underpin the objective measurement of shiphandling skills and permit comparative analysis of manoeuvring plans against their execution in a full mission bridge simulator. It was hypothesised that expert shiphandlers would have shown a strong consistency between the initial plan provided and the following execution. Ten marine pilots participated in the study. Their performance was evaluated across several variables using data gathered during the planning and objective measurements completed during the execution on a simulator. A significant capability to match execution against the plan was evidenced by the group of pilots. The mathematical analysis proposed represents an objective approach that can assure a valid and reliable assessment when applied across different contexts and needs such as: selection, training and certification of pilots, port development, optimisation of bridge procedures and improvement of equipment design.

Hybrid propulsion and using liquefied natural gas (LNG) as the alternative fuel have been applied on automobiles and some small ships, but research investigating the fuel consumption and emissions over the total voyage of ocean-going cargo ships with a hybrid propulsion and different fuels is limited. This paper tries to fill the knowledge gap by investigating the influence of the ship mission profile, propulsion modes and effects of different fuels on the fuel consumption and emissions of the ship over the whole voyage, including transit in open sea and manoeuvring in close-to-port areas. Results show that propulsion control and electric power generation modes have a notable influence on the ship’s fuel consumption and emissions during the voyage. During close-to-port manoeuvres, propelling the ship in power-take-in (PTI) mode and generating the electric power by auxiliary engines rather than the main engine will reduce the local NOx and HC (hydrocarbons) emissions significantly. Sailing the ship on LNG will reduce the fuel consumption, CO2 and NOx emissions notably while producing higher HC emissions than traditional fuels. The hybridisation of the ship propulsion and using LNG together with ship voyage optimisation, considering the ship mission, ship operations and sea conditions, will improve the ship’s fuel consumption and emissions over the whole voyage significantly.

Kinh Ngu Trang oilfield is of the block 09-2/09 offshore Vietnam, which is located in the Cuu Long basin, the distance from that field to Port of Vung Tau is around 140 km and it is about 14 km from the north of Rang Dong oilfield of the block 15.2, and around 50 km from the east of White Tiger in the block 09.1. That block accounts for total area of 992 km2 with the average water depth of around 50 m to 70 m. The characteristic of Oligocene E reservoir is tight oil in sandstone, very complicated with complex structure. Therefore, the big challenges in this reservoir are the low permeability and the low porosity of around 0.2 md to less than 1 md and 1% to less than 13%, respectively, leading to very low fracture conductivity among the fractures. Through the Minifrac test for reservoir with reservoir depth from 3,501 mMD to 3,525 mMD, the total leak-off coefficient and fracture closure pressure were determined as 0.005 ft/min0.5 and 9,100 psi, respectively. To create new fracture dimensions, hydraulic fracturing stimulation has been used to stimulate this reservoir, including proppant selection and fluid selection, pump power requirement. In this article, the authors present optimisation of hydraulic fracturing design using unified fracture design, the results show that optimum fracture dimensions include fracture half-length, fracture width and fracture height of 216 m, 0.34 inches and 31 m, respectively when using proppant mass of 150,000 lbs of 20/40 ISP Carbolite Ceramic proppant.

Maritime transport logistics outgrows the competence of classic freight forwarders deleting the boundaries among forwarders, brokers, and carriers and creates a new profession, logistics operator. They are now faced with the need for careful planning and coordination among multiple parties for shifting the freight logistics industry towards more sustainable goals. Significant need for political and operational respect of principles of sustainable development, and also external costs in this context, undertakes logistics operators to review their solutions in accordance with adequate knowledge, skills, and competencies. It is particularly important in forecasting the external costs which are not a central business interest. The above mentioned competencies are described focusing on subjects (issues and knowledges) through whom logistics operators should be trained. Moreover, logistics operators have a greater responsibility towards carriers but also an opportunity to reduce not only the cost of transportation but also the external costs within the logistic supply chain. In this paper calculation of external costs is, practically, shown in the example of towing in the port. The old education programs were compared with the new demands of the market. The substantial difference was evident in the subject of Marine Ecology whose content is becoming the central issue of sustainability of transport modalities. New competencies of logistics operators will become the relevant factor of sustainable development and competitiveness on the freight logistics market. That confirm the analysed current projects about present trends in the transport sector in which the green logistics including external costs become the important and binding element of cargo flow planning.

This article analyses the potential effect that tax instruments have on income inequalities in sub-Saharan Africa particularly in the West African Economic and Monetary Union (WAEMU). Tax instruments are represented by various types of levies and taxes whereas income inequalities are estimated by the Gini index. Using the generalised method of moments over the period from 1990 to 2017, the results demonstrate that value-added tax, excise duties, and port charges have no effect on income inequalities whereas personal income tax and corporate income tax improve income distribution in the WAEMU. However, the globalisation of economies reverses the effect of corporate income tax. Moreover, tax progressivity reduces inequalities while the tax structure has no significant effect on income inequalities. To this end, the study recommends using direct and progressive tax instruments for the fight against inequalities. Similarly, the fight against aggressive tax optimisation must take a central stage in tax policies within an economy that is increasingly open to multinational companies.

The majority of the studies on Quayside Cranes (QSCs) focus on optimising the automatic capabilities of the cranes and very few have studied their economic implications. This paper examines the economic feasibility of reducing QSCs' cycle-times resulting from automated features installed on existing post-Panamax cranes. It demonstrates that a considerable increase in productivity of QSCs is related directly or indirectly to an expected reduction of crane cycle-times. The study sets up the need for the proposed improvements through automation and explains the concepts of the systems involved. The concept offered by the proposed improvements distinguishes between the traditional system of loading and discharging of the containers and the automated methods. The evaluations and analyses in this study demonstrate that optimisation of the quayside operation enables the terminal operators to reduce turnaround time and port stays of containerships. The study illustrates that the expected economic benefits achieved from the improvement of the QSCs' performance, with regard to adoption of automated devices in this experiment, far exceeds the cost of adopting the various automatic devices.

The implementation of ship speed control is extremely important in the shipping industry. It is affected by various factors, such as water depth, obstacles, and environmental factors. Traditional speed control methods only consider geographical constraints, which is difficult to achieve the goal of safe navigation and maritime traffic efficiency simultaneously. Accordingly, a two-stage speed dynamic control model is proposed in this study. In the first stage, certain safety navigation factors, including obstacles, sea environment conditions, and limit of estimated time of arrival to destination port, are considered. In the second stage, the speed dynamic control model considering safety and environmental factors is established by combining multisource data and particle swarm optimisation algorithm. The model’s superiority and advantage are validated by experiments conducted on an ocean-going ship. The experimental results show that the proposed dynamic speed control model can reduce the ship’s fuel consumption and improve energy efficiency while ensuring the safety navigation. The study is anticipated to be used as a reference for speed dynamic control.

Abstract Deep learning is becoming increasingly important in the context of machine learning, with notable performance achieved in many experiments and attempts. However, if one wants to port a deep learning network from a computationally powerful CPU platform to a small embedded mobile device, it will be constrained by various aspects such as power consumption storage. This paper addresses this problem by simplifying the model, i.e. by model compression. Specifically, by collating work on compression pruning techniques from recent years, the importance of the parameter weights of the data model in the training phase is analysed and then the model is tested with new data in the inference phase to reduce the parameter weights and avoid over-parameterisation, thus achieving model optimisation. Ultimately, an effective idea for model pruning was derived: using the absolute magnitude of the parameters and feature outputs to measure their importance, while analysing the effect of parameter clipping on the loss function. This paper provides a summary distillation of relevant model compression work in recent years to provide a reference for research enthusiasts in the field of pruning and to pave the way for further research.

ED overcrowding is a well-researched field and negatively affects patient outcome, staff well-being and hospital reputation. An accurate, real-time model capable of predicting ED overcrowding has obvious merit in a world becoming increasingly computational, although the complicated dynamics of the department have hindered international efforts to design such a model. Triage nurses’ assessments have been shown to be accurate predictors of patient disposition and could, therefore, be useful input for overcrowding and patient flow models.MethodsIn this study, we assess the prediction capabilities of triage nurses in a level 1 urban hospital in central Israeli. ED settings included both acute and ambulatory wings. Nurses were asked to predict admission or discharge for each patient over a 3-month period as well as exact admission destination. Prediction confidence was used as an optimisation variable.ResultTriage nurses accurately predicted whether the patient would be admitted or discharged in 77% of patients in the acute wing, rising to 88% when their prediction certainty was high. Accuracies were higher still for patients in the ambulatory wing. In particular, negative predictive values for admission were highly accurate at 90%, irrespective of area or certainty levels.ConclusionNurses prediction of disposition should be considered for input for real-time ED models.

AbstractThe recently launched revision process of the 1976 Emergency Protocol to the Barcelona Convention reveals, at the various stages of the negotiation process, that governance of marine pollution incidents in the Mediterranean can be effective if conceived as relational governance. As such, it refers to the optimisation of international common interest reflected within the over-embracing management of the vessel-source pollution in the Mediterranean where the contextual connections are effectively and efficiently brought together. The new relationol governance domain of the Mediterranean marine pollution incident regime, as emerges from the revision process of the 1976 Emergency Protocol, integrates both operational and accidental pollution and marks a distinct evolution of the Protocol management and accountability system. The latter is effected by an extensive amendment of the existing relational (procedural and substantive) duties, by introducing necessary innovative power-rights and duties, and by implying the general sustainable management and accountability of the amended Barcelona Convention. As the negotiations for the revision of the Protocol continue, the pattern of optimising international common interest in the prospective marine pollution incident regime could be enhanced in three directions: the reinforcement of the accountability of the contracting parties as flag states with respect to the enforcement of the relevant international conventions applied in the Mediterranean Sea, the promotion of port state control system in the Protocol regime, and the appropriate introduction of the jurisdiction of the International Tribunal for the Law of the Sea.
