Full textAt the beginning of the 19 th century, the navy underwent an accelerated technical change. The "old port" with medieval origins of La Rochelle no longer meets the needs of navigation, which gives rise to the digging of an effective interior basin in 1808. This equipment quickly proves insufficient and in the middle of the century, the construction of a second basin outside the walls was essential and saw the Ville-en-Bois district develop nearby. Quickly, in turn, in the years 1850-1860, this new basin no longer met modern maritime requirements. The construction of a third wet dock in deep water was then considered for the first time. The question of location arises. The answer comes from the hydrographer engineer Bouquet de la Grye who, after having studied the various possibilities of the bay, proposed in 1876 a place 5 km west of the city, with would be the creation of the deep water port of La Pallice. The visit of the Minister of Public Works, Freycinet, in 1878, endorsed this major project which had become national in scope. Work began in 1880 until August 19, 1890, the date of inauguration by President Sadi Carnot. On June 5, 1891, the port establishment was opened to navigation, and traffic grew steadily. The First World War highlights the advantages of La Pallice and its important role in national defence, but the port presented as modern in 1890 soon becomes cramped to receive increasingly large ships. The construction of a deep-water stopover mole was adopted in 1923, to be partly operational before the Second World War. This thesis, which is part of urban history, also aims to demonstrate how the creation of the port of La Pallice has enabled La Rochelle to renew its great maritime destiny by reviving its marchant economy

Full textThis urban design thesis is a study of the urban issues and design principles pertinent to Port Cities. 'Man meets water': Our primordial psyche Man has had a relationship with water since time immemorial. Moving freely from earth to water is an activity which comes naturally to the human being. According to Eastern philosophy, Earth is the most important element. It comprises matter in a solid state, represents stability, physicality and gravity. Water is the second most significant element and represents fluidity, flexibility and adaptability (Ninjutsu.co.uk). Man meets water, in other words, is the moving from one realm to the other. In urban design terms, where 'Man meets water' is the 'in between' space - the interface. This is the area where two worlds come together - an area of interaction, interconnectedness and interrelationship. The area of study is a precinct of Port Louis - the interface between land and sea, as shown in Figure 1.1. The original urban quality of Port Louis has become degraded as a result of post-independence modernisation. The interface has been reshaped spatially and functionally. The original city of Port Louis was founded on the harbour, which was central to social, commercial and residential life. Today, the harbour is segregated from the city fabric. This thesis aims to explore the nature and design principles of places and spaces that lie within this land-water interface in order to formulate an urban design proposal wherein the land is reconnected to the water - an urban intervention for a people-oriented port city.

Assuming that the cultural dynamism, based on the knowledge of a territory, contributes to its general dynamism and to the implication of its population, this thesis aims at studying the design and the realization of an innovative knowledge tool, the Port Center, in the particular case of the city of Livorno (Italy), as well as its strategic position in the Old Fortress, the monument-lighthouse of the city. Full textU.S. Navy and commercial ships have been lucrative targets for terrorist organizations. Realizing that ships are most vulnerable while in-port, adequate measures must be employed by port facilities to ensure vessel security. Commercial and naval ports have been set as a national priority in Homeland Security Presidential Directive 13. A successful terrorist strike against a port could produce long-term economic impact. In an attempt to develop a system of systems to prevent and defeat terrorist attacks against foreign and domestic ports, this study approached the threat from three different aspects: terrestrial, seaborne, and internal. This report uses the Systems Engineering Design Process to define the problem, generate alternatives, model scenarios, and analyze results to produce feasible and cost-effective solutions. No single system can address all issues prevalent in the port security problem. The recommended solutions individually address specific threats, namely vehicle-borne improvised explosive devices, small boat swarm tactics, importation of contraband or weapons of mass destruction, and employee sabotage. Although each solution effectively increased port security, improved port security measures resulted in greater cost. Some solutions yielded only marginal gain in effectiveness with drastic increases in cost.

Full textThe Port of Paris does not correspond to the traditional definition of the term. It should first be noted that this is a river port. The difficulty of defining the port of Paris stems from the fact that it consists of several types of installations: canals, ports at docks, ports on banks (straight wharves and pull ports) and therefore protean realities. Some authors prefer the term "ports of Paris" to emphasize its heterogeneous character. In the 19th century, we also talked about the "ports of Paris", that is to designate installations on the Seine, as opposed to canals. The port of Paris thus corresponds to an ensemble bordered by some sixty kilometers of shore, including a part intended for inland navigation This thesis begins at a time when river transport is confronted with the effects of competition from the railways. It will take several decades to adapt and take on a new function, namely the almost exclusive role of provider of weighty. This conversion was mainly achieved through the improvement of river infrastructures. Port modernization had two aspects: improving tooling to optimize the packaging of goods, and integrating a more global vision of the function of the port of Paris, and even of Paris itself. "Paris sea port" belongs to the latter. One can put forward the idea of an opposition between a "real port" and a "mythical" port, an alternative way of transforming the port's vocation to the capital. Attempts at reconciliation between these two visions are manifested through the creation of the port of Ivry, commissions between 1911 and 1914 on the modernization of port equipment

In Macon County, Illinois, one of the most recent and high profile economic development strategies involves the creation of the Midwest Inland Port (MIP), an inland port and intermodal facility. A privately owned public initiative, MIP is an infrastructure-strategy package. Part of the infrastructure includes an intermodal ramp, which is privately owned by ADM, a multinational agricultural processor. The intermodal ramp was funded, in part, by a grant from the state of Illinois. However, neither the grant application nor agreement required an impact assessment of the facility. I argue that a unique confluence of place-based factors facilitated the creation of the MIP and that a preliminary impact assessment should have been included as part of the grant application and agreement, especially in light of the high expectations for the facility. I propose a potential impact assessment methodology that considers transportation and economic impacts at the state, region, and county scales. I apply this methodology to MIP as an illustrative example. Though it is realistically too soon to determine the measurable impact of MIP, I show a means of measuring the potential impact on rail shipments and on local residents. This research enumerates a methodology that examines multi-scale impacts of transportation projects; it explains how a confluence of factors aligned to create a hybrid economic development-infrastructure model; and finally, it raises the possibility of utilizing large transportation infrastructure projects as a means of understanding industrial relations in Illinois.

Full textContamination of soil and groundwater has been a relevant issue in the current environmental issues, since these are vital resources for both food production and for the balance of the ecosystem. The process of degradation of these natural sources are calling the attention of society and was accentuated by the continued growth of the cities, because the areas that were destined industries are gradually being occupied by residential buildings, recreational and/or commercial. This change in land use and occupation is a major problem experienced in almost all cities in the world. Amid this reality, this problem, this dissertation will address the case the port area of the city of Rio de Janeiro, who is going through this process due to the works of the Porto Maravilha, which has over years preparing the area to make it more accessible to the population and also to receive the events that are being held in the city as the World Cup that took place in 2014 and the Olympic Games the will take place in 2016. The project Porto Maravilha is preparing the port area, which for many years was a relegated town, to integrate the development process of Rio de Janeiro. The purpose of this project is to promote the restructuring of the site, through the expansion, joint and the requalification of public spaces in the region, aimed at improving the quality of life of current and future residents and environmental and socioeconomic sustainability of the area. The project covers an area of 5 (five) million square meters, located in the Port area of the city of Rio de Janeiro. As discussed throughout the literature, comprising Chapter 2 of this work, the port area is what we call a link between city and port. The city seen port is considered simply a port where incoming and outgoing goods, men and information and city view of the harbor, is considered a haven for sailors, merchants, port refuges boats authorities and a place for loanding and unloanding goods (VILLAÇA, 1996).

The role of maritime transportation within international trade was drastically revamped during the inception of the globalization process, which enhanced the contribution of ports in world economy as main logistics gateways for global production and trade. As a result, the relationship between ports and governments has changed. Devolution ideologies that had been applied in other industries decades ago were now being considered by governments for the port industry. Many central governments sought to extract themselves from commercial activities of ports and devolving this responsibility to local governments, communities or private entities. The institution of devolution programs also changed the governance structures of ports further influencing port performance. Consequently, the recent worldwide trend towards devolution in the port industry has spawned considerable variety of governance models that are now set in place around the world. While some countries opt for more decentralized structures others prefer to retain a centralization of powers. In this way some governments consider local features and national integration more than others, which ultimately influence the success of a port reform implementation. Nevertheless, the prime intent of governments is now to maximize the efficiency and performance of their domestic ports. This issue intends to examine the changed port governance environment in Brazil by determining how and why imposed port reforms of the Brazilian federal government have been affecting the overall performance of the national port system, over the last decades, using the Port of Santos as a sample upon an exploratory study. For that, the study will use a contingency theory-based framework – the Matching Framework - that views port performance as a function of the fit among the dimensions of external operating environment, strategy and structure of a port organization. In essence, the greater the fit among these dimensions the better the expected performance of a port will be, and vice-versa. Port managers, government officials and academics alike shall be interested in this document.
O papel do transporte marítimo no âmbito do comércio internacional foi renovado drasticamente durante o início do processo de globalização, o que aumentou a contribuição dos portos na economia mundial como principais nodos logísticos para a produção e o comércio global. Como resultado, o relacionamento entre portos e governos também mudou. Ideologias de descentralização que tinham vindo a ser aplicadas em outras indústrias décadas antes começaram recentemente a ser consideradas por vários governos para suas indústrias portuárias. Muitos governos centrais procuraram extrair-se das atividades comerciais dos portos devolvendo essa responsabilidade para governos e comunidades locais, ou até mesmo entidades privadas. A instituição de programas de devolução também mudou as estruturas de governança dos portos vindo a influenciar ainda mais o desempenho portuário. Por conseguinte, a recente tendência mundial para a descentralização do setor portuário tem gerado uma considerável variedade de modelos de governança em todo o mundo. Enquanto alguns países optam por estruturas mais descentralizadas outros preferem manter a sua tradicional centralização de poderes. Desta forma, alguns governos passam a considerar características locais e integração nacional mais do que outros, o que acaba por influenciar o sucesso da implementação de uma reforma portuária. No entanto, hoje a intenção primordial dos governos é cada vez mais maximizar a eficiência e desempenho de seus portos nacionais. Esta dissertação tem a intenção de analisar o ambiente de governança portuária no Brasil determinando como e por que as reformas portuárias impostas do governo federal Brasileiro vêm afetando o desempenho geral do sistema portuário nacional, ao longo dos últimos anos, estudando essas mudanças no porto de Santos como referência num estudo exploratório. Para isso, o estudo irá usar um modelo “Matching Framework” baseado na teoria da contingência que considera o desempenho portuário como função do ajuste entre as dimensões de ambiente externo operacional, de estratégia e de estrutura organizacional de uma entidade portuária. Em essência, quanto maior for o balanço entre estas dimensões melhor será o desempenho portuário esperado, e vice-versa. Gestores e trabalhadores portuários, políticos e acadêmicos deverão mostrar interessado neste documento.

El seu objectiu és el de descriure, amb rigor i objectivitat, tots els elements que incideixen en una vall urbana i inundada que, més enllà del límits legals establerts com a portuaris, hi esdevenen inequívocament vinculats. Usos portuaris que passen pels trànsits logístics i comercials, la pesca o la nàutica recreativa, que aquí conviuran amb altres realitats sobreposades: les sanitàries, les turístiques, l’habitatge, la indústria o el desús d’un patrimoni històric d’origen militar, construït d’acord a interessos que superaven els de l’illa de Menorca. Després d’una recerca que no ha desatès cap font d’informació (arquitectures i infraestructures construïdes, projectes no realitzats, documents de planejament, marines, gravats, fotografies o hemeroteques), el document es presenta en dos volums. El primer, un catàleg que destil·la la ingent quantitat d’arquitectures i documents d’arxiu localitzats ordenats, senzillament, de manera cronogràfica. Una crònica gràfica imprescindible per a conèixer amb rigor tot el que ha passat, des de sempre, al port. El segon, un relat transversal dels més de tres-cents elements documentats que sintetitza aquestes múltiples realitats arquitectòniques, i la multitud de fenòmens socials, econòmics i polítics que es superposen en un escenari de frontera, física i administrativa, sempre conflictiva. Un segon volum que, a més, es fonamenta en l’ús del dibuix com a eina clau d’interpretació del port; una nova representació gràfica del sistema. La tesi pretén, així, acreditar que el de Maó és un port que supera la seva condició immediata: és un escenari urbà, representatiu; un sistema natural, però infraestructura contínuament construïda, alterada; un espai residencial, però també per al turisme i la casa de vacances; un sistema econòmic en reformulació constant, amb importants reptes ambientals; i un paisatge amb un extraordinari parc patrimonial en desús, que pot esdevenir un conjunt d’oportunitat, revulsiu productiu. Per demostrar, per tant, que el port requereix noves fórmules de govern que operin sobre noves condicions de límit; i que integrin infraestructura, habitatge, turisme i patrimoni, articulats en xarxa, per a la millor gestió integral d’aquest paisatge com a referència vital i productiva

The terrorist attacks of September 11th 2001 on New York and Washington DC shed light on the many security shortcomings that sea ports and the entire import and export process face. A primary source of these problems is the information sharing process which makes it hard to track the source of a problem in the import and export process due to lack of information and coordination. This thesis attempts to examine these data sharing problems by looking at what federal agencies, ports, and other private firms have been doing to solve the problems. The document exchange between various stakeholders and the process behind that was also examined to find potential problems. The reason behind doing this is because it is essential to understand the process and its problems before any meaningful results can be extracted from examining the efforts being done to solve the problems. The findings were similar for all cases showing that the primary reason preventing any of these problems to be solved is the unwillingness of commercial stakeholders to share information due to lack of incentives and privacy concerns.

Abstract This search is studying the hub port influence factor of East Asian various countries, the countries including Taiwan, Japan, South Korea and China. Taiwan is in the transportation center position between Europe and Asian area, airport and the harbor all extremely closes distance with the Asian various countries. International logistic emphatically to the efficiency and the convenience, therefore, International logistic center to be most suitable in the harbor terminal. The Kaohsiung port , it only takes 53 hours sailing time between Asian five big major port, and the deeping also takes the large-scale marine ship for transit port, the environment condition extremely excellent, manufacturing industry and the huge import-export trade quantity, all causes Taiwan stronge strength in the Asian area. At present, the cabinet big port role the import hub port in the East Asian area, for example: Kaohsiung, Kobe, Pusan, Hong Kong, Singapore and so on, Shanghai port also makes haste to catch up. This search eastablish a dynamic tracing model, uses the fixed effect, carries on harbor factor, loading quantity, foreign directly investment and open condition, the studying time from 1992 to 2004, considered six variable factors. The findings are listed below. For four port, there are four variable factors have significant effects, OPEN、GDPGW、IR and InTEUt-1. There is only one variable factor has significant effect, InCI. There are three variable factors haveeffect, OPEN、GDPGW and InCI.

ABSTRACT After industrialization began in Western countries, average global temperatures have steadily increased at a rate of 0.75°C over the last century. In 1992, this fact of climate change was acknowledged globally through the Rio Declaration of the United Nations Framework Convention on Climate Change. After this acknowledgement sustainability management became an issue of consideration in all fields of industry. In particular, in the field of maritime transportation, developed countries have gradually begun to conduct Green Port initiatives for minimizing the environmental impact caused by ships and port operational activities. Following this trend of Green Ports, the Port of Busan in South Korea and the Port of Kaohsiung in Taiwan (Republic of China), as major ports in the world, have initiated planning for implementation of Green Port initiatives. However, the Green Port initiatives of these two ports are only implemented very gradually, due to their countries’ overriding focus on their development and growth. Accordingly, the purpose of this report is to suggest effective strategies for the development of Green Port initiatives at theses two ports, allowing them to enhance the quality of their performance, policy and plan implementation as a Green Port. In this way, the ports of Busan and Kaohsiung can establish themselves as world leaders in the Green Port initiatives. In this report, content analysis was performed on research focused on port environmental issues, the qualities of superior Green ports, and current trends in Green Port policy. Afterwards, there was interview analysis, performed through the elicitation of expert opinion. Lastly, there was a SWOT analysis, completed through the analysis of the information collected from interviews and reviews of Green Port issues. Through this SWOT analysis, effective development strategies were created. The SWOT analysis suggested the following strategies in the case of the port of Busan: 1) The establishment of a self-diagnosis system, 2) A regular Green Port Training program, 3) A carbon trading system, 4) The establishment of a Green Port executive committee. For the Port of Kaohsiung, SWOT analysis suggested the following strategies 1) Strengthen the quality of environmental education and expand the aims of this education, 2) Establish a carbon emission monitoring system, 3) Strengthen the environmental management system, 4) Strengthen the road map of the Green port at the Port of Kaohsiung. The implementation of these strategies can allow for the enhancement of the quality of Green Ports. Additionally, after interviewing specialists in charge of Green Port initiative at both the ports of Busan and Kaohsiung, these suggestions were found to be applicable to both the Port of Busan and Kaohsiung.
