With the Three Gorges reservoir built up, the water level rises sharply and the low construction water level in dry season does not exist. The relatively low water level is in draw-off period and building port faces long time of deep water level and precipitous fluctuation of water level in flood period. There are huge quantities under water. The construction period of low water level is short and the height of water level is up to 30 meters. Port construction is more difficult and complex at the Three Gorge reservoir region. This paper aims at these situations and puts forward the port constructing technique in deep water areas. It will provide guidance and reference in wharf construction.

Abstract:
With the continuous development of smart ports, the construction of port information systems has become the construction focus of the future development of such ports. However, the existing performance evaluation system for port information systems represents a research gap. It cannot effectively achieve specific improvement in the construction of information systems for port services and capabilities. In this paper, an evaluation index system was forged from the three perspectives of the operating level, management capability, and economic efficiency. As a first step, starting from the current situation of Beibu Gulf Port (Port B) construction, the three dimensions of the evaluation index system were determined using the scheme of literature review, questionnaire research, and fieldwork. Additionally, through adversarial interpretive structural modeling (AISM), it is concluded that the port loading and unloading operation capability and service level are the fundamental factors for measuring the construction performance of the container terminal operation system (CTOS). The results are used as input to construct an analytic network process (ANP) model to obtain the index weights. Finally, the gray clustering method (GCM) is introduced to construct a quantitative evaluation model to quantitatively evaluate the construction performance of the Port B CTOS. The quantitative benefits brought by the construction of the CTOS are finally verified. The scores of the corresponding dimensions of the port before and after the construction of the CTOS system in Beibu Gulf Port are obtained experimentally. The conclusion shows that the construction of CTOS makes the port operating level module improve the most, from 40.023 to 70.733 points; at the same time, it is found that two aspects, i.e., green security and economic benefits, in current construction are directions requiring further work in future port construction. Finally, a visualized quantitative analysis and evaluation method for the performance of smart port construction is proposed.

Ports are not only an important driving force for the growth of the world economy but also the main energy-consuming unit and pollution source in the world. Under the new global energy crisis and environmental deterioration situation, the international port community has put forward the concept of green port development. As a guide, the government’s environmental regulation strategy can directly affect green port construction through market incentive or command control means and can also indirectly affect green port construction through the intermediary role of green innovation, industrial agglomeration and green logistics. Considering the strategic choices of the government, port enterprises and transportation enterprises, this paper constructs a tripartite evolutionary game model and considers whether the government carrying out environmental regulation is affected by the fine income and management cost, whether the willingness of port enterprises to carry out green port construction is determined by the extra construction cost and income and whether transportation enterprises choose green port logistics transportation depending on the extra income they receive. In the process of tripartite cooperation, the government’s environmental regulation, port enterprises’ green port construction and transportation enterprises’ choice of the green port logistics transportation mode constitute the most ideal strategy combination. Finally, the paper puts forward some suggestions for the strategy selection of the three parties in order to promote the realization of the ideal strategy combination and provide a theoretical reference for the construction of green ports.

The application of analytical hierarchy process (AHP) to the risk analysis of port construction project was investigated. Firstly, the happening probabilities of various risk factors during port construction were calculated. Secondly, the aftereffects of the risks were concluded by consulting the experts. Thirdly, the weight of each risk factor was obtained by AHP. Finally, the total risk of port construction project could be evaluated by fuzzy comprehensive evaluation. This risk analysis method was applied to evaluate the total risk of a real port construction project, and the exemplification verified its feasibility.

In the process of port logistics outsourcing, because there are different throughput requirements of port logistics, there are inherent risks in logistics outsourcing companies, it cannot ensure the reasonableness of port logistics outsourcing. In this paper, a rationality analysis model of port trade logistics outsourcing based on analytic hierarchy process is proposed. Using the Analytic Hierarchy Process get different specification weights, and sort the importance degree of port trade logistics outsourcing risk, to create the hierarchical structure model of port trade logistics hierarchical assessment. The operating performance, cost performance and service performance and so on of port trade enterprises are made overall decomposition and analysis. Through the assignment make comparison operation to obtain the proportion of different schemes which should be accounted for in the overall target. Using analytic network process and customer rationality index model make accurate analysis of the rationality of hierarchical logistics outsourcing in port trade. The experimental results show that the coverage rate of logistics outsourcing, value of port trade and the effectiveness of the model under this kind of model is superior to the traditional model, and it achieves satisfactory results.

Floating port is a barge made of rectangular steel or concrete that can float to adjust the water lavel. Barge is a cargo ship type do not have a propulsion system. So, design of floating port preferably aqual to ship design. There are 3 types of barge construction system, that are longitudinal system, transversal system and mixed construction. To get the optimal design of floating port, comparison of design based on the construction system is needed. Case study in this research ia a Tideng Pale-KTT floating port. Deformation and stress analysis using FEA method on 2 models of construction system, that are transversal and longitudinal. Based on results, both of construction system produce a good strength value. However, there are some construction component which does not match the placement of the construction system. Results of construction costs have 5,51% deviation, longitudinal sytem is more expensive. So, produce the hypotheses to do a combination for both of construction systems.

It is undeniable that a mega port is important to the nation’s economy and its population. On the other hand, a port construction creates numerous environmental impacts. To achieve sustainable development, environmental mitigation measures need to be strictly followed. Since a mega port is constructed once in many decades, a case study during the port construction, like this article, is very rare. Our article presents how Thailand protects its surrounding environment during the construction of Laem Chabang Port (the biggest container port in the country), phase 3. The phase3 reclamation construction started in May 2021 and is expected to be completed in 2025. However, only land-based physical and biological environmental mitigation measures are presented because of the page limit. The land-based environmental impacts are mostly related to truck driving, truck exhaust, road maintenance and cleanliness, noise, dust, and vibration. This article shows that the joint-venture contractor of the reclamation project realizes the necessity of caring for society and the environment.

Guangdong Province enjoys a very high economic status in China especially in terms of port construction. In response to the port development directions in China, the Guangdong government released a policy about the construction of Guangdong ports in the next 15 years. Based on the policy, this study proposes to evaluate the port efficiency of major ports in Guangdong Province during 2011–2020 using the Super-efficiency EBM-DEA model that considers undesirable outputs, and the spatial effect of port efficiency and its influencing factors is further analyzed using the spatial Durbin model. The empirical results shows that the overall port efficiency in Guangdong Province is not high and varies widely among port clusters, thereby lacking synergistic development. The results of the spatial Durbin model show that port efficiency is positively correlated with the level of economic development, port-city relationship and transportation structure, as well as negatively correlated with the efficiency of neighboring ports. The findings have a far-reaching impact on the development of port construction.

The Haikou Macun Port is the harbor located in the Chengmai Bay of the southern Qiongzhou Strait, China. The principle for the constructing harbor and waterway is the layout should be conformed to the current field. The layout planning port area is studied from the view of hydrodynamics with a wave-current coupling hydrodynamic model of the Mike21 software package. The results show that the large area flow field is substantially unchanged after project construction and the effect is restricted to a small region near around the Macun Port.

The effect of a detached breakwater, which was constructed to improve harbor tranquility inside Pohang New Port, was examined through the comparison of wave data measured before and after the construction of the breakwater. The observation data showed that the wave energy was effectively reduced by the breakwater, although the wave height measured outside the breakwater was higher after its construction. The wave energy was reduced in all of the measured wave-propagating directions, but it was also observed that the breakwater became less effective in protecting against northeastwaves than in protecting against NNE waves. The BOUSS-2D Boussinesq-type wave model was employed to analyze the pattern of wave propagation, showing that, before the breakwater’s construction, NE waves could directly enter the port, increasing the wave energy inside the port. After the breakwater’s construction, simulations showed that the detached breakwater effectively blocked the waves approaching the port from both the NNE and NE directions, although the wave heights of the waves from the extreme NE direction inside the port increased. Considering that the estimated probability of failing to preserve the port tranquility was only 0.2–0.5% for these extreme NE waves, it was concluded that no secondary structures were necessary, and the existing breakwater was sufficient for the protection of the port.

Contrary to the considerable experience of designing, construction and operation of hydraulic construction of the bulwark type, there are still emergencies that exceed the normative values of deformations, displacements, rotation angles, loss of stability both during the staged construction and at the completion of construction. The question of taking into account the interaction of various complicating factors in the system “retaining structure-soft saturated soil base” is currently fundamental when choosing the type of element of structures, technology and the time of their construction. As a task, the interaction of a thin-walled bulwark on a soft saturated soilbase with the ice and seismic impacts was considered. Numerical research performed using PLAXIS 2D. Prediction of the interaction of the berth construction with the soil base, taking into account the variety of loads and impacts, made it possible to identify exceedances of normative values of forces, bending moments, displacements, which requires further consideration of the issues of ensuring the safety operation phase of the berthing construction. The errors of designers to unfinished consolidation of soils, the non-linear behavior under various impacts will lead to emergency situations, especially in hydraulic engineering. The results of the article show the need to take into account the rate of loading of the base for correct accounting of the bearing capacity of soft soils.

In the construction process of the port highway, riprap quantities are difficult to accurately predict which has bought great difficulties to the riprap vessel to organize construction. Besides, it results in a huge waste of riprap in the construction of the port highway, even leads to the riprap vessel aground during construction process. After predicting the undersea terrain model, we can propose plane model and the basic algorithm .By using the algorithm, it is easy to calculate the amount of engineering in the riprap and the undersea terrain changes after the riprap. So we can get a reasonable dumping location. Finally, compared the predicted results with measured results of the seabed elevation after the riprap, the outcome is basically the same. It provides an effective tool for the construction process of the port highway.

The development of the mineral resource base of the Arctic region of the Russian Federation has become possible, among other things, due to the increase in the duration of the navigation period and the improvement of navigation conditions due to climatic changes. The development of oil and gas reserves in this region creates the need to provide marine transport infrastructure, and, consequently, the development of existing and construction of new port hydraulic structures. The author of the article reviewed the data of satellite observations of the sea level anomaly in the area of the construction of the Indiga port in the southeastern part of the Barents Sea from October 1992 to September 2022. It is shown that there is a stable positive trend towards sea level increasing over a period of 30 years, which indicates that a number of data series used in constructing probability curves according to regulatory methods are nonstationary. The lack of consideration of climatic changes in the level regime leads to incorrect results of calculations of water levels of a given probability according to current regulatory methods, therefore, the article deals with an example of considering the data of climatic modeling of the level regime of the Indiga port area for the life cycle of port hydraulic structures. Dividing the service life of the structure into stages, which consider the change in the marks of the structure or its absence, depending on the actually observed increase in the level of the water area, will ensure the reliability and safety of operation throughout the life cycle. The reserves laid down during the design and the creation of long-term reconstruction plans will make it possible to carry out work on raising the berth marks for berthing structures and the marks of the upper structure of protecting structures with the least expenditure of material resources and time.

Port construction projects have complex work stages and high dependence on internal and external conditions so that the emergence of risks that can cause project delays is elevated. Therefore, it is necessary to apply risk management to identify and overcome the risks that will come. This research uses the Analytic Hierarchy Process (AHP) method to rank risks and determine the most dominant risk parameters for risk analysis. This study shows there are 4 dominant delay risks parameter on the Sanur Port project, with the most dominant risk parameter is the high wave parameter. The effect of high wave risk on the Sanur Port construction project is the delay in project work for 98 days. To reduce the impact of risks that may occur, risk mitigation is carried out on aspects of workers, tools, and methods of implementation.

The increasing demand for port services at the Panjang port causes high levels of ship queues. The solution to overcome this problem is to build a new port. However, this new port construction project has not yet conducted a feasibility study. The purpose of this study is to assess the feasibility of port development in the Panjang district of Bandar Lampung in terms of investment or financial aspects. The methods are Benefit-Cost Ratio, Net Present Value, Payback Period, and Internal Rate of Return. The results of the feasibility study of the most profitable investment are in the seventh scenario, the Net Present Value (NPV) of Rp. 463,292,122,605.34, the BCR result of 1.2959, the IRR yield of 12.11% and the Payback Period (PP) occur in the year to thirty-seventh with an economic age of 60 years. The conclusion is that the construction of a new port can be a solution to overcome the overload of Panjang port.

The strategy adopted was action research where the authors through their analysis and interpretation made the selection of the Bibliographical Portfolio.Findings: From the analyzed literature fragment it was possible to identify some misalignment between what has been pointed out in the literature regarding the management practices in the port sector. This discrepancy refers to the management practices that are ignored by port managers, which implies the loss of opportunities and may even come to jeopardize the organization's performance.Research limitations/implications: The literature search was restricted to articles written in the English language, published in indexed scientific journals in the selected databases (ii) the restriction by the time limit of articles published after the year 2000; (iii) the generation of knowledge based on the characteristics selected by the researchers and (iv) the analysis of BP articles regarding the by the judgment and interpretation of this research authors. It is suggested for future work the expanding this research to other databases, other languages, other features, and continuity of this investigation with the development of "systemic analysis' and 'identifying research opportunities' stages through ProKnow-C.Originality/value: Although two similar works have been developed in the same area of research in 2015, the results achieved have contributed to the advancement of research Port Performance Evaluation, once extended the time horizon, the databases used for research and variables.

The research method used is a type of qualitative research with a descriptive summary. Further accelerating the high-quality development of ports has become crucial to promoting urban construction and economic development. Dongjiakou Port is an important shipping and logistics hub in the center of the Bohai Economic Rim and the Northeast Asia economic circle, which has superior deep-water resources. Through active transformation and upgrade, it has become an international trade hub with sustainable practices. This research examined Dongjiakou Port as a case study and employed a grey prediction model to analyze and predict port throughput and to determine the indicators and impact factors for a green port. In addition, the grey model and principal component analysis were used to predict the throughput of Dongjiakou Port from 2021 to 2025, and the effectiveness of the model was verified by comparing the predicted and actual throughput from 2014 to 2020. In addition, this research also provided suggestions for the sustainable development of ports from the aspects of port planning, port cargo structures, and effective port governance and development. The prediction model can provide support for future port planning and port design, to a certain extent, and can also provide references for predicting port throughput and promoting the construction of new ports and sustainable port development.

The paper presents the concept of supply for the Dolna Odra power plant by waterways transport. It was built in the 1970s, The power plant based on hard coal from Polish mines using rail transport. In view of the favorable location near the Eastern Odra, the possibility of supplying the plant by waterways was considered. This would require the construction of a water port. The tests carried out previously fully confirmed this possibility. An additional argument for the construction of the port are development plans based on the construction of power units powered by gas. In view of the entry into operation of the LNG Gas Terminal in Świnoujście, it is possible to supply the power plant with this gas by means of water transport of liquefied gas. It would be an alternative to constructing a land gas pipeline in connection with planned gas deliveries from the North Sea with the use of the Baltic-Pipe gas pipeline, scheduled for operation in 2022.

Tianjin Port was built in the 1950s, and the container business has been started since 1973, In recent years, with the rapid development of large-scale, intensive and intelligent container ships in Tianjin Port, cargo throughput is an important indicator in the comprehensive evaluation of port development, which represents the development level of a port. At the same time, it also brings new tasks to the navigation guarantee work, in particular, it puts forward systematic requirements for port and wharf construction, navigation aids layout, navigation aids efficiency display and navigation aids base layout. The annual throughput of port cargo or container is one of the bases of world ports. As an output index, port enterprises, shipping companies, navigation guarantee departments and shipping economic analysis departments attach great importance to it. Therefore, the prediction of Tianjin Port cargo throughput can provide reference for Tianjin Port’s next development planning, waterway use and navigation guarantee planning and layout, navigation aids setting, wharf construction, route mapping, etc. the article constructs of Tianjin Port. The average error is 0.29%, and the prediction accuracy is first class. This model can better predict the change trend of cargo for Tianjin Port, which is a better way to analyze the change trend for Tianjin port.

This paper Introduces a simple and reliable method to connect an ordinary twisted pair RS-232 up to 2048 devices and transmit the communication data more than 10 kilometers by using ZLGCAN interface card, CAN232MB converters and other equipment. The virtual serial port server makes use of CAN-bus network for data communications, guaranteeing the reliability of communic-ation, improving the RS-232 transmission distance, and simplifying the wiring process. Meanwhile user’s operation of the virtual serial port and a standard PC are compatible with the basic serial port operation. However, if there is a large number of continuous transmission of data to the case, the ac-tual serial data transfer rates is determined by the number of virtual serial port.
