Abstract:

While the 1834 New Poor Law and the controversies over its reform represent one of the central threads in every narrative of the history of modern Britain, the same can hardly be said of the German poor laws, whose history is far less known. This is due in large part to a historiographical tradition that sees the Bismarckian social insurance programs as the fons et origo of the German welfare state and thus marginalizes all forms of social assistance that can not be neatly fitted into the narrative pre-history or subsequent development of these programs. This contrasts with a British tradition where, as E. P. Hennock has recently argued, national insurance was primarily conceived as a means of poor law reform, and where the poor laws figure prominently in the historiography of the welfare state. On the other hand, this insurance-centered approach to the welfare state is not entirely to blame because, for their part, historians of poor relief have not been able to establish any positive connections between individualized, subsidiary, deterrent relief and social insurance or social security systems based on rights deriving from either contributions or citizenship.

Abstract:

This article focuses on a seemingly obvious but largely overlooked question in the historiography of British welfare: what are the merits of, and the obstacles to, a serious comparative study of the poor laws in the constituent countries of mainland Britain? It first considers the wider context for such a question in relation to European welfare history, then discusses the broad historiographical trends for each country in relation to two key areas of the welfare debate: how far the intentions of the central Poor Law authorities were reflected in local practice, and the ability of paupers themselves to shape or influence their own experience of relief at the local level. It makes some key observations about the ways in which 'national narratives' of welfare have developed for Scotland, England and Wales in the past, and how these have shaped our view of the relationship between them, and finally suggests avenues for future research.

Abstract:

This thesis analyses poor law administration in Wigan Union from 1880-1900. The late-nineteenth century is fertile territory for poor law historians, and this study intends to further enhance our understanding of the period. Local studies are vital given that the weakness of central authority ensured a wide variety of practice amongst unions, and are essential to the development of a better informed national picture. With that purpose, the thesis focuses on the important Lancashire industrial town of Wigan. Analysis addresses selected themes that require greater attention from historians in order to facilitate a more developed understanding of the poor law. Chapter one analyses politics in relation to guardians’ elections before and after the democratisation of the boards in 1894. Chapter two explores the role of boards of guardians, both individually and collaboratively, as active political agencies and defenders of the public interest in relation to removal of Irish paupers and in battles over rating with canal and railway companies. Chapters three and four focus on what was arguably the greatest poor law controversy of the period – the ‘Crusade’ against outdoor relief, initiated nationally in 1870. Wigan Union was an apparent supporter of this ‘reform’ movement, but appearances were deceptive. Chapter five addresses the problem of the ‘casual poor’, another major national concern of the period. Analysis illustrates the detail of local practice and the nature of central-local relations between the guardians and the LGB. Chapter six examines the themes of dismissal of union officers and superannuation for those deemed to have given good public service, further illustrating conceptions of professionalism and central-local relations. From this analysis, the Wigan board emerges as a politically engaged institution; financially cautious but with a paternalistic sense of obligation to the poor and pragmatic rather than ideologically driven in its policy and practice. Strong local conceptions of identity, professionalism and public service are evident within a nuanced context of central-local relations.

Abstract:

This thesis aims to explore the relationship between the geographies of law, society, economy and the physical environment in late eighteenth and early nineteenth century rural England. It uses as its exploring ground the operation of the Old Poor Law in rural Oxfordshire. This county was chosen because it was both a microcosm of the farming landscape of Southern England and was one of the counties where the problem of poor relief was most acutely felt. Chapter 1 establishes that the mapping out of spatial diversity, and the consideration of the forces moulding it, is fundamental to an understanding of the functioning of the Old Poor Law. Chapter 2 uses data contained in the parliamentary returns to demonstrate some clear regional differences in the level of poor relief and the chronology of change. Chapters 3 and 4 show that these regional averages and trends do not make intelligible the kaleidoscopic welter of local variations indicated by a closer examination of parish records. Chapters 5 and 6 consider poor relief expenditure in four parishes: Cropredy, Pyrton, Spelsbury and Stoke Lyne. These show that differences in the level of poor relief expenditure cannot automatically be taken to indicate variations in the level of what we might think of as unemployment or poverty. The generosity of disbursements, and therefore the real incomes of the poor, could also vary markedly between parishes. Thus, the Old Poor Law cannot be detached from the particular places in which it acquired its meaning and saliency. Its impact upon the daily lives of ratepayers, administrators and recipient can be established and the poor treated as individuals rather than as abstract units of labour.

Abstract:

This study examined public perception of the social relevance of Christian churches in the year the New Poor Law was passed. The first two chapters presented historiography concerning the Voluntary crisis which threatened the Anglican establishment, and the relationship of Christian churches to the New Poor Law. Chapters 4, 5, and 6 revealed the recurring image of "true" Christianity in its relation to the church crisis and the New Poor Law in the working men's, political, and religious periodical press. The study demonstrated a particular working class interest in Christianity and the effect of evangelicalism on religious renewal and social concerns. Orthodox Christians, embroiled in religious and political controversy, articulated practical concern for the poor less effectively than secularists.

Abstract:

The thesis challenges popular generalisations about the trades, occupations and locations to which pauper apprentices were consigned, shining the spotlight away from the familiar narrative of factory children, onto the fate of their destitute peers in port towns. A comparative investigation of Liverpool, Bristol and Southampton, it adopts a deliberately broad definition of the term pauper apprenticeship in its multi-sourced approach, using 1710 Poor Law and charity apprenticeship records and previously unexamined New Poor Law and charity correspondence to provide new insight into the chronology, mechanisms and experience of pauper apprenticeship. Not all port children were shipped out. Significantly more children than has hitherto been acknowledged were placed in traditional occupations, the dominant form of apprenticeship for port children. The survival and entrenchment of this type of work is striking, as are the locations in which children were placed; nearly half of those bound to traditional trades remained within the vicinity of the port. The thesis also sheds new light on a largely overlooked aspect of pauper apprenticeship, the binding of boys into the Merchant service. Furthermore, the availability of sea apprenticeships as well as traditional placements caused some children to be shipped in to the ports for apprenticeships. Of those who were still shipped out to the factories, the evidence shows that far from dying out, as previously thought, the practice of batch apprenticeship persisted under the New Poor Law. The most significant finding of the thesis is the survival and endurance of pauper apprenticeship as an institution involving both Poor Law and charity children. Poor children were still being apprenticed late into the third quarter of the nineteenth century. Pauper apprenticeship is shown to have been a robust, resilient and resurgent institution. The evidence from port towns offers significant revision to the existing historiography of pauper apprenticeship.

Abstract:

This thesis examines provision for the poor in County Armagh in the period from the introduction of the Poor Law to the end of the Famine. It begins by analysing the local reaction to the new measure and its impact on existing charities. It then moves on to the enactment of the law through its most conspicuous elements-the workhouses in Armagh and Newry. These establishments were not long developed when they had to cope with the disaster of the famine and an in-depth analysis of their role throughout this period is offered. In conjunction with such official relief efforts were those of private agencies such as the Society of Friends and the Irish Relief Association. To date, these sources have been little used in famine historiography but their worth is highlighted in this work particularly in evaluating government measures such as the Temporary Relief Act (1847). The latter part of the study examines the consequences of the famine years and their impact on the county. By looking at mortality rates, depopulation, emigration and crime levels the conclusion is offered that there were a series of famine experiences in the county. It emerges as no surprise that those in the industrialised north-east escaped relatively lightly while there was much suffering in the south. However, the main finding is that the most distressed districts were those in the middle and west of the county, areas which had previously been buoyant due to the linen industry but by the mid-1840s had started to suffer the effects of de-industrialisation and the concentration of manufacturing in the north-east.

Abstract:

This chapter discusses the law on marriage and divorce, family property, adoption, poor laws and social welfare, and slavery and African Americans in the United States. In the colonial period, the United States had no courts to handle matters of marriage and divorce. Marriage was a contract—an agreement between a man and a woman. Under the rules of the common law, the country belonged to the whites; and more specifically, it belonged to white men. Women had civil rights but no political rights. There were no formal provisions for adoption. A Massachusetts law, passed in 1851, was one of the earliest, and most significant, general adoption law. The so-called poor laws were the basic welfare laws.

Abstract:

Laws regulating the movement, residence, employment, and labor of the poor, and especially of poor African Americans in states with burgeoning free populations, demonstrate how mobility, when enacted by the poor and by non-whites, was classified as a criminal action in the eighteenth- and nineteenth-century United States. In the Upper South especially, these laws had the express goal of attaching to all people of color the potential consequences of enslavement. This essay will link these ideas by tracing mobility and its construction as a classed and raced activity, as threats to existing labor regimes and social systems. This was most commonly and notoriously done through the policing of vagrancy, which allowed authorities to punish the poor, most punitively, in the South, African Americans, for unemployment or a reluctance to enter into a particular labor contract. This essay argues that the power dynamics of the South can be read clearly in the classed and raced regulation of vagrancy and geographical mobility in the antebellum era.

Abstract:

This chapter provides a detailed thematic analysis of the historiographical shifts in the study of the poor laws. It starts with an examination of how an emphasis by historians on the lives and experiences of the poor grew from the ‘history from below’ approach over the last 50 years. Recent analyses of the experiences of the poor have claimed we have paid too much attention to the administration of the poor laws. It questions what we mean by administration, and argues that knowledge of how pauper policies worked is actually pivotal to our knowledge of the poor laws, especially if we are to understand how individuals, including the poor, could influence pauper policies. Then, using a ‘policy process’ model developed in the social sciences, it presents an analysis of what we already understand, and what has remained ill-understood, about the poor laws. The focus is on several themes: policy-making, policy implementation and policy development and change. The main themes which arise from this analysis are explored in the rest of this book.

Abstract:

This chapter discusses laws covering the poor, women, family, and races in the second half of the nineteenth century. The American system provided a voice, and a share in the economy to more people, and to a greater percentage of the population, than most of the Old World countries did. But decisively not everybody. Women lacked rights and were definitely the weaker sex, socially speaking. For blacks, for Native Americans, for the Chinese, for the unorganized and the powerless in general, this great democracy had little enough to offer. However, there were some changes in the late nineteenth century. A movement, staffed by volunteers, arose to make charity more “scientific,” and to bring some sort of order out of chaos. In addition, a small but enthusiastic band of people, inside and outside of government, worked hard to improve the lot of the poor and the institutions that served them.

Los conceptos de tiempo y espacio han sido transformados. Las redes sociales, aliadas al fácil acceso a internet y a las novedades de las tecnologías de la información y comunicación han estado facilitando no solamente la generación del conocimiento, como también la divulgación de productos, marcas y la facilidad con la que encontramos los mismos. Una nueva etapa de la historia, ahora más acelerada por la convergencia de momentos, se presenta a partir de la evolución tecnológica. Utilizando Indaiatuba, ciudad del interior de Brasil, como estudio de caso, el objetivo de este artículo es enseñar algunas de las formas de narrar la historia de la ciudad utilizando las nuevas tecnologías, estimulando así la inteligencia colectiva en la sociedad y el compartir de la historia, contribuyendo consecuentemente para la preservación del patrimonio histórico-cultural a través de la mediatización de los mismos. Society has been reorganized due to technological revolution. Capitalism has been restructured because of the globalization of economic activities. The concepts of time and space were transformed. Social networks, coupled with easy access to Internet and new technologies of communication and information have not only facilitated the generation of knowledge but the dissemination of products and brands and their interaction capability as well. A new stage of history, now accelerated by the convergence of moments, is presented from the technological evolution. Using Indaiatuba city in the interior of Brazil, as a case study, the aim of this article is to expose some ways to tell the story of the city using new technologies in order to stimulate society collective intelligence and its capability of sharing their history. This will lead to the preservation of historic and cultural heritage through the mediatization of Indaiatuba richly history.

Abstract:

Jet engine maintenance is a very competitive field in terms of time and costs. To increase planning security and reduce turnaround time (TAT) of the maintenance process it is important to get as much engine data as possible before disassembly. Aero engines are especially subjected to environmental and operational influences. For the high pressure turbine (HPT), the following parameters have been identified to describe the deterioration of its nozzle guide vane (NGV): On-wing cycles, NGV material, airport region, engine wing position, thrust rating, vane repair history and customer business segment. The combined influences of the parameters are non-trivial and it is not possible to acquire them analytically. There are no known mathematical laws connecting the above-mentioned parameters. The linear regression method set limits for processing data in an adequate manner. This is confirmed by the analysis of the arithmetic means and standard deviations. Especially the standard deviation values fit in a broad spectrum due to various reasons. Thus, it is not feasible to make an appropriate forecast with a simple statistical method due to the multidimensional character of the parameters influencing the accuracy. For this reason, advanced methods need to be developed to derive a feasible forecast method. By applying a statistical hypothesis test, a bayesian belief network (BBN) has been designed. It allows the use of imprecise data without suffering a significant loss in forecast accuracy and additionally, the implementation of expert knowledge. The objective of this study is to develop an effective BBN in order to adequately predict the next repair of the first stage HPT NGV of the General Electric CF6-80C2 engine. The reason for selecting the NGV is due to its high susceptibility to different influences, combined with the significant costs and TAT during the maintenance process. Having poor forecasting quality by using a simple statistical method, the evaluation of the BBN provides very satisfactory accuracy of above 80 percent which is equivalent to 19 out of 23 vane segments. Furthermore, the developed BBN emphasises robustness when detecting the expected tendencies while having only a limited amount of input parameters. Further work includes application of this method on other engine components as well as establishing the business value of the developed method. In conclusion, BBN have tremendous potential for forecasting the repair of the entire jet engine.

Resumen La ponencia consiste en compartir y analizar en profundidad el quehacer comunicativo del Museo de Cultura Popular de la Escuela de Historia de la Universidad Nacional de Costa Rica, específicamente a partir de la iniciativa de diálogo virtual denominada “#elmuseodialoga”, la cual ha potencializado la presencia del museo en las redes sociales académicas y ha contribuido a potenciar enlaces dialógicos con académicos, dentro y fuera de la universidad, así como con actores de la sociedad civil en su conjunto. Esta iniciativa surgió ante el desafío presentado por la pandemia COVID 19 con el fin de potencializar acciones de extensión y difusión de carácter virtual por medio del uso de las redes sociales con las que cuenta el museo, por ejemplo, el canal de youtube, Facebook, Instagram, Twitter y linkedin. Para ello, académicos que laboran en el museo y estudiantes de la Escuela de Historia, han aunado esfuerzos en pro de generar una alternativa de comunicación acorde a los nuevos desafíos de la virtualidad. En ese sentido, se ha potenciado a lo largo de poco más de un año, cuarenta ediciones de diálogo virtual, contando con invitados tanto nacionales, como internacionales, esto último dentro de la modalidad #elmuseodialogainternacional. El espacio de diálogo cuenta con tres ejes trasversales que permiten cubrir un amplio espectro de posibilidades temáticas: a) Cultura popular, historia, arte y patrimonio, b) difusión del quehacer académico y c) temas de actualidad nacional e internacional. En el primer eje abordamos todo lo relativo a patrimonio cultural, materia e inmaterial, tradiciones, cultores populares, arte costarricense, entre otros. A partir del segundo eje, trabajamos en difundir el aporte de investigaciones de académicos tanto de la UNA como de otras universidades nacionales e internacional, con el fin de divulgar a públicos más amplios la contribución del conocimiento producido por las universidades a la sociedad en su conjunto. En el caso del tercer eje, reforzamos la relación pasado-presente, generando espacios de lectura de la realidad nacional e internacional, abriendo también horizontes de prospectiva. Resume The presentation consists of sharing and analyzing in depth the communicative work of the Museum of Popular Culture of the School of History of the National University of Costa Rica, specifically from the virtual dialogue initiative called "#elmuseodialoga", which has potentiated the presence of the museum in academic social networks and has contributed to fostering dialogic links with academics, inside and outside the university, as well as with actors from civil society as a whole. This initiative arose in order to enhance virtual extension and dissemination actions through the use of social networks that the museum has, for example, the YouTube channel, Facebook, Instagram, Twitter and LinkedIn. To this end, academics who work at the museum and students from the School of History have joined forces to generate a communication alternative in line with the new challenges of virtuality. In this sense, forty editions of virtual dialogue have been promoted over the course of just over a year, with both national and international guests, the latter within the #elmuseodialogainternacional modality. The dialogue space has three transversal axes that allow covering a wide spectrum of thematic possibilities: a) Popular culture, history, art and heritage, b) dissemination of academic work and c) current national and international issues. In the first axis we address everything related to cultural heritage, material and immaterial, traditions, popular cultists, Costa Rican art, among others. From the second axis, we work on disseminating the contribution of academic research from both the UNA and other national and international universities, in order to disclose to wider audiences, the contribution of the knowledge produced by universities to society as a whole. In the case of the third axis, we reinforce the past-present relationship, generating spaces for reading the national and international reality, also opening prospective horizons. El presente artículo explora como se reflejaba el miedo en la cultura popular y como influía en el planeamiento urbano a lo largo de la historia contemporánea. Mediante el análisis de los imaginarios urbanos a lo largo de los siglos XX y XXI, intentaremos averiguar cómo el planteamiento urbano se ha visto afectado por los miedos sobre un futuro incierto y apocalíptico. A través de un acercamiento teórico-conceptual e histórico-formal, abarcaremos algunos sujetos que comparten el planeamiento urbanístico y las representaciones cinematográficas de la ciudad: el modernismo, el paradigma campo-ciudad, antiurbanismo, la fragmentación y segregación espacial, la remodelación urbana y, por último, resiliencia y smart cities. This article explores how fear is reflected in popular culture and the ways it influenced urban planning throughout modern history. By analysing the urban imaginary throughout the XX and XXI centuries, we will try to find out how has urban planning been affected by fears of uncertain and apocalyptic future. Using theoretical-conceptual and historical-formal approaches, we will cover some topics that urban planning and cinematic representations of the city have in common, such as modernism, urban-rural paradigm, anti-urbanism, fragmentation and spatial segregation, urban renewal and finally, resilient and smart cities.

In this article I will address the first European sanitation projects, identifying continuities and ruptures that laid the foundations of urban planning and the conformation of the sanitation system in Buenos Aires. The foundational sanitation projects in Buenos Aires (1871-1923) reflected the sanitary crises and technical solutions deployed in the great European capitals; a strategy observed by politicians and decision makers as an essential component of the modernizing movement of the city. I will thus inquire about analogies and relationships between London, Paris, Barcelona and Buenos Aires in the conception of their sanitation systems; questioning the technique in its interaction with the city, especially before what happened in the main European cities, marked by an unprecedented industrial movement and an unusual population growth that showed serious deficiencies in the habitat and sanitation conditions of the working masses, emerging deadly epidemics and the social pressure of sanitation as a solution. En este artículo abordaré los primeros proyectos de saneamiento europeos, identificando continuidades y rupturas que sentaron las bases del urbanismo y la conformación del sistema de saneamiento de Buenos Aires. Los proyectos fundacionales de saneamiento en Buenos Aires (1871-1923) tomaron como reflejo las crisis sanitarias y soluciones técnicas desplegadas en las grandes capitales europeas; estrategia observada por políticos y tomadores de decisión como componente esencial del movimiento modernizador de la ciudad. De este modo indagaré sobre analogías y relaciones entre Londres, Paris, Barcelona y Buenos Aires en la concepción de sus sistemas de saneamiento; interpelando la técnica en su interacción con la ciudad, especialmente ante lo ocurrido en las principales ciudades europeas, signadas por un movimiento industrial sin precedentes y un crecimiento poblacional inusitado que evidenció serias falencias en las condiciones de hábitat y salubridad de la masa obrera, emergiendo mortales epidemias y la presión social del saneamiento como solución. En los últimos años, en Europa, ha disminuido el interés hacia el estudio de la ciencia a pesar de que esta impulsa nuestro mundo. Hoy en día, en las clases de física, química, biología, matemáticas o tecnología en la enseñanza secundaria o, incluso, en muchas asignaturas de las carreras científicas, la mayoría del profesorado acompaña la explicación con una parte de su historia. Es sabido que desde hace unos años, los trabajos científicos que se realizan en los diversos niveles educativos ha aumentado el porcentaje de una explicación histórica que acompañe a los descubrimientos descritos. ¿Por qué, entonces, en las clases de historia o de filosofía de secundaria no se habla de cómo ha evolucionado la ciencia en aquel tiempo histórico o en el momento de aquel pensamiento? Cabe recordar que en la mayoría de universidades encontramos asignaturas, másteres e incluso doctorados en "Historia de la ciencia" y "Filosofía de la ciencia" ¿Por qué en secundaria obligatoria y postobligatoria es tan difícil que se relacionen, de forma positiva, asignaturas sociales con científicas?. Entre todos los profesionales de la educación deberíamos encontrar cómo mejorar esta relación. En este artículo se propondrán métodos y actividades relacionadas con el enfoque educativo "STEAM" a desarrollar en las clases de historia, filosofía y afines para hacerlas más interesantes. Todo ello para aumentar el interés hacia las ciencias sociales y el mundo científico a nuestra juventud y de paso a sus familiares, nuestra sociedad.

Hitos como el nacimiento de las pinturas en tubo facilitó la ejecución rápida y carácter portátil de creación fuera del estudio, que, como consecuencia, favoreció el surgimiento de grupos de artistas como el impresionista.Sin embargo, el principal agente de cambio y desarrollo de las innovaciones ha sido el quehacer de las propias artistas. Centrándonos en el panorama femenino, tratamos de vertebrar un recorrido por los acontecimientos sucedidos a lo largo de la historia del arte que posibilitaron la participación de las artistas de manera más activa a lo largo de las vanguardias; abriendo camino hasta la actualidad. Los estudios sobre patrimonio industrial frecuentemente son abordados desde distintas disciplinas de la historia, la gestión cultural y la museología, centrándose en aspectos relacionados con las actividades técnicas, extractivas, tecnológicas, de ingeniería y productivas, pero es menos habitual tratarlos desde la historia del arte. Por lo tanto, con la presente comunicación se plantean aquellos aspectos necesarios a considerar desde esta disciplina, asumiendo como caso de estudio las fábricas de fundición artística que existieron en Galicia desde el siglo XIX hasta la guerra civil. Para ese objetivo, se focaliza la atención en dos grandes aspectos: por un lado, la definición de las particularidades mostradas en la arquitectura fabril y sus repercusiones en el desarrollo urbano de ciudades y villas; por otro, la localización, identificación y análisis de los productos considerados artísticos. Como resultado, se especifican las metodologías de investigación necesarias para estudiar el patrimonio industrial desde la historia del arte y sus visiones como historia de la arquitectura, del urbanismo, de la producción y de la cultura material.

The change through grassroots democratic processes in the Indian political system is the result of a growing conviction that the big government cannot achieve growth and development in a society without people's direct participation and initiative. The decentralized political institutions have been more participatory and inclusive ensuring equality of political opportunity. Social exclusion in India is not a new phenomenon. History bears witness to exclusion of social groups on the bases of caste, class, gender and religion. Most notable is the category of Scheduled Castes, Scheduled Tribes and Women who were denied the access and control over economic and social opportunities as a result they were relegated to the categories of excluded groups. It is true that the problems of the excluded classes were addressed by the state through the enactment of anti-discriminatory laws and policies to foster their social inclusion and empowerment. Despite these provisions, exclusion and discrimination of these excluded groups continued. Therefore, there was a need to address issues of ‘inclusion’ in a more direct manner. Madhya Pradesh has made a big headway in the working for the inclusion of these excluded groups. The leadership role played by the under privileged, poor and the marginalized people of the society at the grassroots level is indeed remarkable because two decade earlier these people were excluded from public life and political participation for them was a distant dream. Against this backdrop, the paper attempts to unfold the changes that have taken place in the rural power structure after 73rd Constitutional Amendment Act. To what extent the decentralized political institutions have been successful in the inclusion of the marginalized section of the society in the state of Madhya Pradesh [India].

Sin embargo, nuestro objetivo va más allá de la mera narración histórica; nos adentramos en el corazón mismo de Luxor para analizar su tejido urbano con ojos críticos y perspicaces. Desde los albores de su existencia, exploramos los orígenes y antecedentes de esta metrópolis, sumergiéndonos en su geografía, su historia natural y su rica herencia cultural. A continuación, nos sumergimos en las profundidades de su estructura urbana, desentrañando las complejidades de sus subdivisiones territoriales, sus redes de comunicación y sus puntos de referencia icónicos. Los persistentes déficits fiscales tuvieron como resultado restricciones del financiamiento de la deuda y obligaron al gobierno a recurrir al financiamiento monetario, permitido por un marco institucional débil en torno a la autoridad monetaria. Las estadísticas oficiales a menudo no representan la verdadera situación fiscal del país, dado que no incluyen los déficits de las entidades públicas como los bancos públicos y las empresas de propiedad estatal. La mejora de los balances fiscales fue una de las medidas necesarias para acabar con los episodios inflacionarios, y la implementación de estas medidas fue seguida de períodos de un crecimiento económico más rápido.

Abstract:

Introducción: la ciguatera es una enfermedad que ocurre por el consumo de algunos peces que viven en regiones tropicales y subtropicales que contienen toxinas producidas por dinoflagelados; estas ingresan a la cadena alimentaria, siendo el ser humano la etapa final, originándose la enfermedad. Cada año se afectan entre 25 000 y 500 000 personas en el mundo causando un impacto a la salud y economía. Objetivo: realizar un análisis de la enfermedad en el caribe colombiano, describir casos, brotes (dos o más casos relacionados) y determinar la incidencia entre 2010 y 2014 en San Andrés y Providencia. Materiales y métodos: se realizó una revisión sistemática de literatura de casos de ciguatera identificados en el país y un estudio descriptivo de los casos y brotes notificados al Sistema de vigilancia de salud pública para San Andrés y Providencia durante 2010 a 2014. Resultados: según la literatura, entre 1968 y 2007 en el caribe colombiano se reportaron más de 80 casos de ciguatera, sin fallecimientos. Entre 2010 a 2014 se notificaron 101 casos y 22 brotes provenientes de San Andrés y Providencia, sin mortalidades asociadas y una incidencia de 17,4 por 100 000 habitantes. Las principales especies de peces asociadas fueron barracuda y jurel; se reportaron signos y síntomas principalmente gastrointestinales y neurológicos. Conclusiones: se identificaron casos de ciguatera notificados en el Sistema de vigilancia en salud pública. Para San Andrés y Providencia se estableció una incidencia similar a la de Islas Caimán y superando otros países del Caribe como Cuba, Jamaica, Belice y Bermudas, entre otros. Las especies de peces identificadas concuerdan con las principales implicadas en otros países. Se recomienda capacitar a entidades territoriales de salud sobre las intoxicaciones por toxinas de algas marinas para la zona Caribe con el fin de fortalecer la notificación del evento y la calidad de los datos.

Coincide la preparación y edición de este boletín con la celebración del trigésimo aniversario de fundación de nuestra Academia Colombiana de Historia Militar y, por tanto, la primera manifestación de estas líneas es la de agradecimiento a los Generales Luis Eduardo Roca Michel, Jaime Durán Pombo y Álvaro Valencia Tovar. El primero, en su momento, como Comandante General de las Fuerzas Militares, dio su apoyo total a la idea de crear un ente promotor de los estudios históricos dentro de las Fuerzas Militares, durante mucho tiempo acariciada y planificada por Durán y Valencia, dos pundonorosos oficiales del Ejército, intelectuales y pensadores, sin los cuales no hubiera nacido a la vida la corporación histórica que hoy aglutina a más de un centenar de académicos nacionales y extranjeros.

Abstract:

Deux contributions ont été apportées à une étude de l’histoire glaciaire et postglaciaire du bassin du lac Houghton dans le nord de la péninsule inférieure du Michigan, aux États-Unis. La première contribution décrit la variation des niveaux d’eau du lac Huron (environ 130 m) et du lac Michigan (environ 100 m), qui ont permis de contrôler les niveaux de base pour l’écoulement des eaux souterraines et de surface dans la péninsule inférieure du Michigan au cours des 14 000 dernières années. Cette variation a probablement eu une incidence sur la sédimentation dans de petits lacs comme les lacs Backus, Pup et Marl. De plus, des changements ayant touché le lac Higgins font en sorte que la variation a probablement eu une incidence partielle sur ce lac, dont la taille est plus importante. Toutes ces étendues d’eau se trouvent dans le bassin du lac Houghton. La deuxième contribution fournit une estimation du soulèvement crustal différentiel dans le bassin du lac Houghton, au nord d’une zone d’affaissement crustal. Les données suggèrent que la nature du soulèvement crustal dans le nord de la péninsule inférieure du Michigan est semblable à celle du soulèvement dans l’ensemble du bassin des Grands Lacs. Comme nous ne disposons que des élévations des fragments du rivage d’un lac glaciaire pour l’ensemble du bassin du lac Houghton, cette estimation est fondée sur des élévations expérimentales des différences actuelles entre les isobases de 190 m et de 185 m du lac Algonquin. Une différence d’élévation actuelle de 15 m suggère que les isobases de 190 m et de 185 m étaient à leur niveau il y a au moins 16 à 15 ka BP, et que le bassin du lac Houghton, en forme de cuvette, soutenait probablement un grand lac, soit le lac glaciaire Roscommon. Le lac glaciaire Roscommon a peut-être existé plus tôt, car on suppose que le retrait du lobe glaciaire de Mackinac a commencé vers 19 ka.
