Full textTo examine the conditions under which associations (nonprofit organizations) operate in the French prison system, and the ways in which they cooperate with the prison administration, this research focuses on the main leaders and coordinators of association networks in the “prison-justice” field (Secours catholique, Croix-Rouge, Genepi...). Most of these associations are active in prison or after release, carrying out social actions in the broadest sense of the term (material aid, training workshops, health prevention, etc.) for adults who are or have been in prison or on probation. They have the distinctive feature of being mainly made up of teams of volunteers potentially backed up by salaried staff, and of regularly interacting with the Direction de l'administration pénitentiaire (DAP), the French Prison Administration Department.On the one hand, the relevance of this approach is to question associative participation in public action in the penitentiary sector (which includes prison and probation): in its capacity to bring new services and public problems to the fore, to ensure actions throughout the country, and to influence the functioning of the system and politico-administrative decisions. On the other hand, it enables us to analyze how the State regulates these activities carried out by the private nonprofit sector. Associative interventions, particularly in prisons, are recognized by legislation but are scarcely regulated beyond simple access authorizations. Institutionalization has been carried out in a non-harmonized way, resulting in associations continuing to face disparate administrative treatments and discretionary decisions. Finally, the DAP has created a partnership arena at the central level, providing a forum for negotiation and confrontation, feedback, and leverage to support the development of associative networks.This thesis shows that, through the partnership framework of the associative sector, the central State is not so much disengaging as reconfiguring its actions from a distance. Over the twentieth century, the prison administration has seen many of its social, educational and health-related prerogatives withdrawn in favor of other public services. Nevertheless, it reaffirms its desire to develop a more comprehensive approach to caring for people, even though it leaves or delegates many aspects to associations. Based on its redefined objectives, the DAP formalizes its relationships through partnership agreements, and supports associations while evaluating them based on indicators. From this point on, the associative sector represents an interface between the repressive and social roles of the State. Thus, it faces tensions between participation and denunciation, civic engagement and free labor, all within the framework of asymmetrical and controlled cooperation

Full textThis research concerns public institutions of theatre. The objective is to understand the mechanism of regulation of such institutions, from the 1950's to the beginning of 2000. The anaysis focuses more particularly on one of these institutions in France : the Théâtre national de Bretagne (National theatre of Britanny) in Rennes. But it is the comparaison drawn with a second institution, the Palais des arts et de la culture in Brest, which enables to identify the evolution of the model of institutions over the fifty years considered. The regulation relies on cooperation. Since the 1950's it has been organised around four actors: the State, the Municipality, the Professionals and the Public. Rather informal at that time, the partnership has institutionalised in the 1960's, with the creation of a French ministry of Cultural Affairs and the development, in Rennes, of a Maison de la culture (House of culture). The next decades are that of the evolution and transformation of the initial model of such institution. Today, the relations only concern three actors - the State, the Municipality and the Professionals. They rely on trust and on contracts which define precise rules for each partner engaged

Full textThe policies of partnership of the EIB are based on a principle of derived partnership which refers to technics associating the Community legislation and the national laws within the framework of public – prived partnership. The construction of the partnerships is relalised from the traditional concept of partnership. This concept is illustrated by the means of various technics of the EIB with regard to the European institutions, the banking community and the European companies. The use of these technics by the EIB makes it possible to draw up a typology of its partners: large company, financial institution, funds of capital - risk etc. In addition, the EIB is based on a principle of partnership derived from the principle of partnership in applicable Community legislation to the structural funds. This principle applies by the use of the Public - prived - partnership to the majority of the partners. It is by evaluating the policies of partnerships of the EIB that it is possible to note their flexibility. These partnerships associate the Community general interest, the general interest and the interest of the companies while being based on the rules of the social market economy. The evaluation makes it possible to also note the coherence of the partnerships with the political, economic and social impacts. The evaluation of the projects of great dimension and the projects of small and average dimension show that the policies of partnership contribute to the regional development in conformity of the objective of economic and social cohesion

Full textThe euro-Mediterranean partnership aims to create a regional unity integrated in which theEU Member States and the Mediterranean Partners Countries would take part. The geographical proximity of these states obliges the UE to develop political,economic and social strategies. The conference of Barcelona in 1995 joining together the fiften Member states of the UE and twelve Mediterranean partners countries confirmed the importance of the Mediterranean basin by founding there a “euro-Mediterranean zone of peace,stability and prosperity”based on the partnership. The UE consequently became the leader of the process of regionalization in the mediterranean. Nevertheless,more than ten years after its beginning,Barcelona’s process has not attain its objectives. The euro-Mediterranean area is marked by the attractivity of the UE,”center”political,economic this area. Twelve Mediterranean partners are reduced to the rank of first peripheral crow. The economic and financial exchanges remain very asymetrical. The gratients of demographic behaviour,standard of living,the political oppositions of systems between the banks North and South of the Mediterranean are obvious,which underlines migratory flows since the Mediterranean partners form one of the principal zones of origins of the migrants residing in the UE. In this context,the stakes of Barcelona’s process are the development and the economic growth on both sides of the Mediterranean and the pacification of this interregional space. Full textL'entrée du Gabon dans cette dynamique transnationale est due avant tout à l'inspection externe des bailleurs de fonds. Il s'agit donc pour ce pays de transformer une contrainte d'inspection externe en ressource politico-stratégique interne afin de se conformer à la loyauté du système international et régional. En s'attachant à appréhender les figures du pouvoir dans leur banalité, on peut se rendre compte que la diplomatie gabonaise essaie de s'adapter au « temps mondial », passant ainsi pour un modèle d'application des injonctions internationales. Ce faisant, ce pays fait preuve d'inventivité avec des jeux tantôt d'esquive, de ruse, mais également de contournement. Dans ces conditions, ici l'énonciation du politique se nourrit, en effet, de cet imaginaire particulier fondé sur la dérision et dont le résultat est d'aboutir à des régimes hybrides et inédits où les dynamiques formelles et informelles s'agencent pour donner sens à des systèmes d'intérêt. C'est ce qui explique la promotion d'une certaine homologie sociale et institutionnelle entre les pays africains et le monde développé. Le facteur externe influence, sans conteste l'environnement interne.
Cette thèse qui s'inscrit dans le thème plus global de la formation des institutions autour d'une dynamique collective de changement politique, est au centre des problématiques contemporaines de la science politique africaniste. Portant spécifiquement sur les nouveaux enjeux du développement de l'Afrique, elle prend appui sur le Gabon, en dressant à partir des temporalités successives un bilan de la trajectoire historique du Gabon et du NEPAD et examine l'évolution des forces politiques en Afrique, leurs interactions avec le niveau local, les stratégies véhiculées par les acteurs influents ainsi que leur emprise sur le jeu politique, tout en rendant compte, -à partir d'une méthodologie reposant sur les lectures d'ouvrages et les entretiens-, des représentations que les populations africaines se font de ce programme.

Full textThis thesis proposes a study of State transformation and of the exercise of power from the observation of political instruments used to develop the big Moroccan solar power plants. This work is based on two long participative observations, which consist of a double ethnography of development in the public institution beneficiary of the aid as well as in the institutions that control this aid. I summon up both public policy sociology and studies in management and in economic sociology on finance and Public - Private Partnerships. The Public – Private Partnership contractualisation seems to become a new mode of public policy in favour of aid to development. Besides, the choice of a type of contract, of a type of mode of financing, are political choices as well. Euro-Mediterranean policies for the renewable energy studied in this thesis illustrate a shift of state-centered public policies towards a multilevel public policy. The analysis of the making of tools and instruments of the Mediterranean Solar Plan highlights a mode of governance based on consensus and expertification. The framing of the public policy for renewable energy in Morocco is erected by private and public actors and leads to the diffusion of the formalities coming from big companies and from the financial market.Compelled by these actors, the Moroccan solar energy market has been institutionalized since 2009, in keeping with a process of neoliberal bureaucratization. In this institutionnalisation, international financial institutions and private consortiums convey, through their expertise and their participation to public policy, many political instruments. This instrumentalization goes through competitive and international calls for tender, loans for economic development aids, or climate change funds, and at last contractual solutions such as Public-Private Partnership. The synergy between aid to development instruments and the policies in favour of renewable energylead to a transformation of the modes of government and of the role of State. The use of these aids to development and private expertise instruments allows bureaucratic regulation and control, as Weber says, of the solar energy market. The Moroccan energetic transition policy takes part to the strengthening of monopolies in Moroccan energy and to its centralization

Full textPublic-Private partnerships are presented as a solution to renovate public management. There are increasing both in developed and developing countries. New governance solution, their concrete application lacks studies on the subject. The goal of this research is to study how public actors organize yachting harbors concession governance. The concession is actually a specific model of public-private partnership in which France has an old and rich tradition. This research while conceptual and empirical has allowed the development of a methodical framework for analyzing public actors’ behavior facing private partner and stakeholders. The iteratively constructed framework aims at adding contractual theories with the conventional model. This later one cumulates critical approaches. This work has allowed the drawing of several conclusions. First, it gives a look at all the harbors stakeholders, their claims and means. Then, it gives a public actors behavior analyze within these partnerships. A quantitative survey points out the weakness of monitoring that leads to public domain privatization. Finally, we draw public-private partnerships governance improvement axis and wonder on the future facing the world evolution of seashore regulation

Full textThe Cotonou Agreement establishes a strategic framework for relations between the EU and countries A. C. P. (African, Caribbean and Pacific). It was signed on 23 June 2000 at Cotonou in Benin and revised on 25 June 2005 in Luxembourg. The new rules cover a wide range of topics as the strengthening of political dialogue, streamlining of financial instruments of development assistance and economic and trade cooperation closer in line with the gradual establishment of Economic Partnership Agreements regional. This new agreement focuses on five key strategic points. First, strengthening political relations between the ACP States and the European Union, that establishing a regular dialogue promoting the coherence and relevance of the strategies of ACP-EU cooperation. The policy of peace building and conflict prevention or migration is incorporated in the new agreement. Regular dialogue will be maintained with regional, subregional and representatives of civil society on human rights, democratic principles and good governance

Full textFocused on the European Neighbourhood Policy (ENP) in the countries of the Mediterranean area, this PhD thesis aims to propose a study of the development of a new contractual framework within the EU's proximity relations. In the context of the 2004 enlargement, the EU decided to create a closer partnership between the association and membership for its eastern and southern neighbours. This strategy seeks to build a zone of security, stability and prosperity in the EU neighbourhood. Based on the principles of differentiation and added value, the primary objective of this new incentive mechanism is to encourage internal political and economic reforms. In the Mediterranean region, the ENP is pursuing the Barcelona Process with the same ongoing aims. Launched in 1995, it laid the foundations of a unique partnership combining both bilateral and regional dimensions. The ambition of this emerging process consists in strengthening and overcoming the Euro-Mediterranean Partnership (EMP) acquis. Through the pre-existing Association Agreements structure, the implementation of the bilateral Action Plans supported by a reinforced financial instrument (ENPI) must allow the partners to build on the EMP potential and to break new ground. Between complementarity and competition, the debate concerning the convergence of the two processes is at the heart of this study. The future of this key EU external relations policy will require overcoming its original weaknesses and its internal tensions in order to be able to face competition from other world powers in this coveted and strategic area

Full textThrough its regional policy instruments, the European Union fostered new methods of local development in Ireland in the 1990's. These were based on the capacity to generate innovative projects on a local level and made it possible to turn the concept of integrated development and its related concept of partnership into reality. Three contexts were specifically targeted: vitally needed regeneration of the rural economy, island-wide ; efforts to fight unemployment and boost enterprise development in the Republic of Ireland ; and reconciliation between communities within the framework of the peace process in Northern Ireland. In the south and north alike, Irish local partnership has also given rise to a reform of the local government system, characterised by skilful proportioning of participative democracy and representative democracy. In this respect, the parallel emergence of new forms of local management in both parts of the island has taken on a strategic dimension in the context of cross-border co-operation which is also furthered by European integration. This is why, along with the fact that it has successfully assimilated good practices previously tested elsewhere in Europe and the fact that it has succeeded in influencing other policies drawn up in Ireland or on an EU level, Irish local partnership can be considered as a development model

Full textSouth Mediterranean countries are nearly all subscribing to a new perspective resulting from the Barcelona Agreements. The signature of a bilateral free trade zone agreement between the EU and each southern country resulted from this engagement. Those agreements are the logical outcome of a long partnership history that the GATT's statements and the OMC's birth have put in doubt. Their main goals were to set up over the time a break down of the rates followed by all southern countries. With its scheduled enlargement towards the PECO, the EU was inclined to propose a relevant policy in order to increase the Euro Mediterranean cooperation: a proximity policy. This thesis focuses on the Euro Tunisian relationships. Could it be considered as historical relationships? Or are we rather the witness of a situation that conducts to consider those relationships only through their commercial aspects and their struggles against common problems that occur on both sides of the European boarders? A synthesis of the econometrical models results is showing the impact on the macro economy view as well as on the sectorial side

Full textAt the time of the extraordinary summit which proceeded in Barcelona in November 1995, twenty-five countries of the European Union and twelve Mediterranean countries decided to launch a euro-Mediterranean total partnership, the idea of the partners being to manage to turn a page of rupture which marked the relations between two banks during several years. Indeed, this bridge, set up on a sea where, on both sides, one attends a growing number of tensions and conflicts, constituted the single enclosure of dialogue and exchanges between the States of the Mediterranean basin. In spite of the domination of Europeans as regards decisions, this choice remains inescapable for the good neighborhood in the area. Any time, without a real engagement on behalf of the two Mediterranean partners, in particular the strong implication of the European Union to build a true project of regional integration, the euro-Mediterranean process is likely to be in the basket of the human history

Full textEurope-Russia relations have always attracted great minds. It is known that during its historical voyage Russia has experimented greatly – communism, tsarist, even the current democratic ambition – yet, it has still preserved its part of mystery, while unexplored territory still remains. Peace or war, cooperation or hostility, acting as friends, opponents or enemies, with unprecedented ideological disagreements exaggerated by the “balance of terror”, both protagonists, Western Europe and Russia, have always affirmed their specific interest in ensuring stability and security on the European continent. The turbulences following 1989 brought new dynamics to international relations. The transformation of the post-Communist civilization, including Russia, raised the question about the future structure of European security. Did the West express an interest in sharing the management of affairs of the European continent with Russia and what part did it leave to Russia? After the political and military decline during the Yeltsin years, Putin's Russia attempted to reconfigure its identity and regain its status as a global power. Could the contradictions, disasters and the numerous misunderstandings alter the cooperation and partnership between the Euro-Atlantic structures and Russia? This research is an attempt to answer these questions. After having researched the philosophical and political foundations of the concepts of security in Western and Russian traditions in the first part, their development during the League of Nations Europe and Bolshevik Russia we have considered in the second part. The opposition of the two concepts was amplified with the Cold War. As the world was divided into blocks, with language and symbols based ideologies, it was not possible to build a common space to discuss about a common security concept. The third part is dedicated to the concept of security following the “postbipolar” era, characterized by the wish to build a new Europe of democracy, peace, unity and security. Accordingly, the joint Cooperation and Partnership between Europe and Russia has made significant improvements to the general situation of security within the European security environment. The interdependence between the two has deeply changed the concept of security, becoming part of a cautious transnational management of shared values. As a result, Russia is now firmly established amid the game of collective deliberation, compromise and cooperation to reduce uncertainty and adjust the common needs of security. However, it must be concluded that the West has not agreed upon a total parity approach towards Russia, while the latter, after having gone through “initiation rites”, is careful to always socialize with mainstream values. In this respect, both of these international actors have not exhausted all possibilities to build a refined practice of cooperation and lasting partnership based on a common security concept

Full textPublic procurement is being seen increasingly as an instrument of innovation policy. With this in mind, the new 2014 European Union directives on public procurement introduces a new public procurement contract of « innovation partnership », has tranposed into national law by decree n° 2014-1097 of 26 september 2014, which concerns simplification measures applicable to public procurement contracts. This new market combines the researche and purchase innovative product, service or works and that are unavailable on the market. This present work aims firstly to demonstrate the contractual originality of the innovation partenschip approaching the economic and competitive reality of the market and, on the other hand the illusion of a novelty in the public procurement procedures, insofar as this procedure approximates the existing procedures notably the competitive dialogue and the former markets negotialted with publicity and competitive tendering. Similarly, the innovation partnerschip raises many questions of legal status of intellectual property, the distribution of risk, and so on, and the introduction of a genuine innovation procedure of fluidfication of the procurement of innovative public procurement

Will the idea of enterprise's culture, admitted, recognised then contested, be easily sold for wage earners, concerning the exploitation of external supports such as social and humanitarian actions, medical and scientific research, cultural patrimony or sport throughout the sponsorships in one hand, the use of internal structures as associatives sporting practices in entrepreneurial space in the other hand? In regard of principle of those institutional practices, can we have the effect of rational of specific organizations in ideological and economical positioning, the membership of private sector or an attachment for a public economy? Logics of action as far as far as communication is concerned, must be perceived in the interaction between the individual rationalities of actors and a principle of organization's functioning constraining an individual in his decisions and actions evolvements. The capacity of organization to develop the forms of communication termed unessentially, reflect to intrinsic arrangements of social agents, to their social standiing to be part of professional position and their personal history. The proofs put forward that give evidence for the coherence of actions with institutional economic rationality, hide the determinations historically and socially set up in the structures that surround the social agents. Nothing better let out the autonomy of those communication's logics of action, than the particularity of the shapes of determinations of which they raise. The comparative analysis have for ambition to suggest a reading of those rationalities muffled, officially motivated by the assertion of the status citizen organization, but ordered surreptitiously at once by the particular interests, historical institutional heritage closely tied to ideological end political anchorage of organization, to an affiliation tto a rational of public service, social economy or free enterprise economy

Full textThe objective of this thesis is to analyze the benefits of Tunisia's economic opening and the creation of a free trade zone with the EU on the development and industrialization of the country. This economic opening toward Europe could anchor policies, thus reducing the risk of reversing Tunisia's economic opening hence strengthening the credibility of structural and institutional reforms. This in turn makes the country more attractive to foreign capital. To achieve this, the government has put in place an "upgrading" program which includes a set of economic measures to enable the national production system to adapt to the new context. The most dynamic national sectors in industry are now facing tough competition in international markets. This is the case of the Clothing Textile Manufacturers following the abolition of the Multifiber Arrangement in 2005. The industrialization and development of the country depend on both endogenous and exogenous factors. Endogenous factors include the pace of institutional and structural reforms, the development of physical and social infrastructure, and good governance. Exogenous factors include efficient integration of the Tunisian national economy into the world economy through market penetration of promising economic sectors, sectors with high added value as well as sectors with high demand in international markets

The heir of information, competitive stratégy is different as it replaces political power by economic power. Indeed it is half way between the private interests of the managing director and the general interests supported by the state. The state, companies, economic strategy all have one common objective: the prosperity of a country and its inhabitants. In France, the government became belatedly involved in a process of defining strategic objectives and the mutualisation of services. Despite a tradition of technical excellence as well as intuitive imagination, France has a certain number of preoccupyiny weak points (cultural, legal…). Consequently the implantation of a policy of economic strategy should enable the State to progress from being a “modest State” to a “modern State” by reinforeing the legitimacy of its overall public action. Therefore the concepts of “a strategic State” and a “Partner State” constitute one of the solutions to the dead-end of social liberalism and to the difficulties of the government to renew with full employment. Full textThis thesis recalls, in a first part, the principal stages of the economic and political evolution of the African continent from independences to the birth of the African Union in 2002. It emphasizes the major causes of the marginalisation of Africa, poverty and the misery which it knows since long decades. It charges the responsibility for it first to the choice which was made at the accession of the majority of the African States to international sovereignty, privileging the construction of the State Nation on that of a minimum of unit which was to succeed, in the long run, in the United States of Africa. An option rejected by the Conférence constitutive of the OAU in Addis Ababa in spite of the plea made in its favour by the Ghanaian president of the time, Kwame Nkrumah. The minimalist compromise adopted in Addis Ababa, gave rise to an organization, the OAU, judicious to gather the Africans and to organize between them a real solidarity around joint projects in order to give to the people of the continent a direction to their destiny and to lead them towards economic and social progress. However the African State Nation is today a failure, it is in bankruptcy, ineffective and inefficient. Decade after decade, the African continent was marginalized to represent today only less than 2% from the world GDP and 1% of the international trade in spite of its immense resources. With the turning of last century, the African political leaders seemed to have become aware of the principal responsibility which fell to them to find the solutions that it was necessary to leave the crisis and to engage a true economic development, social and policy for the continent. The second part of the thesis analyses the new initiatives taken by the Africans at the dawn of 21st century (African Union and NEPAD), as strategies of rupture devoting the entry of the continent in political modernity, making it possible to leave the endemic crisis and to benefit best from the process of globalisation. Full textAfter the process of privatizing public companies that began in the majority of market economy countries in the 1980s, it is now public equipment like highways, hospitals and prisons whose financing, construction, maintenance, and/or operation has been delegated to private companies. According to the world economic forum, Latin america has attracted US[dollars] 393 billon or half of the US[dollars] 786 billion invested in infrastructure projects in developing nations (World Economic Forum, 2007). How can this phenomenon be explained? does it reflect an evolution in the role of the state based on the neoliberal paradigm? i will answer this last question using an empiric case: the Chilean road concessions policy. I will question the empiric reality of the evolution in the role of the Chilean state, taking a historical (from 1835, the date of the first public works concessions law, through 2010) and a new institutionalism perspective to do so. I will show that the design and implementation of concessions in Chile is essentially explained by factors more related to the country’s institutional history and a proactive concept of public action. PPPs should not been seen as a mere sign on the evolution of the Chilean state, but rather as a mean for the state to play its role: the development of the country

Full textSince 2004, the Moroccan government launched public-private partnerships (PPP) to increase the number of film productions, and leverage up the corresponding budgets in the aim for higher film and media quality. Ten years later, the number of films produced has increased, yet the gross income has dropped down, along with the number of movie theaters. In regard to the listed outcomes, reviewing the projects selected to benefit from state financial support, as well as the film release campaigns, and consequently the work of the Moroccan Cinematographic Center (CCM), the state Agency in charge of the selection and financial support of film projects, became an urgent necessity. The present thesis aims to evaluate the films produced in partnership with the State, based on a SWOT analysis method.The commission in charge of the film selection for the PPP support is renewed every two years. The ministry of communication and culture based on different criteria appoints this commission’s members. Among these criteria are the political and ideological beliefs, which indirectly influence the choice of the theme and the movie project to pick and put up front for the PPP sponsorship program.A summary of the two years' period SWOT analysis for the selected films helps evaluate the commission’s work. A more in depth study over the past ten years, yields a synthesis of the SWOT results for each of the movie projects reviewed. This synthesis allowed questioning the criteria, and the process of selection used by the CCM and thus the quality of its work. The present thesis will consequently, investigate the effectiveness of this state agency and highlight the corrective actions implemented by the state to remediate to the actual situation, then conclude with the results of these actions.Evaluating the Strengths, weaknesses, threats and opportunities of each and every film project as whole will certainly enable a better organization of the state funding, and thus help future productions success, making the funding purpose come true. Based on the study of several successful models in different countries, this thesis, suggests a new strategy to restructure the film support fund in Morocco, in order for a better commercial outcome of the film industry in Morocco

Full textIn this thesis, I provide three essays which address various issues related public investment. Firstly, in chapter one, I look at the impact of politics on the use of Public-Private Partnerships. I use a simple theoretical model to show that while international organisations and governments globally often promote Public-Private Partnerships as a means to limit pork barrel politics in infrastructure investments, this assumed advantage of Public-Private Partnerships does not in fact exist. I discuss different types of potential Public-Private Partnership contracts, and show in turn the issues with each of these contract types. In the second chapter, joint work with Margaret Leighton (TSE) I examine intergovernmental transfers in Brazil, and whether these lead to increases in local level government spending or whether they crowd-out local expenditures. I use exogenous variation in the level of transfer a municipality receives to find that as opposed to the theory of crowding-out, increased transfers actually lead to crowding in; the local government increases tax revenues following an increase in transfers, and in turn raises spending, particularly capital spending. This effect varies according to the wealth of the municipality, with poorer municipalities increasing particularly their social spending, however it notably does not vary according to the political power of the local municipal government. I also observe that increased local spending through transfers has direct effects on local outcomes, indicating that money received through this channel is not lost to inefficiencies in spending. This is documented in educational spending and resultant outcomes. Finally in chapter three, leaving the political decisions involved in infrastructure provision aside, I examine the outcomes of such investment. In joint work with Stéphane Straub (TSE), we use a natural experiment, the building of a new capital in Brazil, Brasília, and the subsequent construction of radial highways to connect it to pre-existing important towns, to show that the building of highways has substantial impacts on GDP and populations. These effects are heterogeneous, and in Brazil the effects vary according to whether the newly connected municipality connects to an industrialised, richer, well-serviced city, or a poorer, less developed city. In the North, new highway connections lead to increased GDP and populations for municipalities near the highway, as these areas gain access to wider markets and become secondary centres of economic activity. In theSouth, however, for municipalities within a few hundred kilometres of their state capital, a new highway connection leads to reduced GDP and population, as economic activity appears to shift towards the major pre-existing agglomerations. These centres are large and developed enough to have substantial economic activity and widespread provision of local services

Full textIn French, the local mixed enterprise corporation (SEML) have been involved in the regional development for 50 years but paradoxically most of the research about them deals with their legal nature. This thesis places the SEML into the crossed control work between the State, the Local Authorities and the Deposit and Consignment Office. First the State privileged tool, they have gradually taken refuge in the Local Authorities, together with the diversification of their fields of intervention. Thus they testify to the power stakes between decentralization and recentralization, free enterprise and social and economic control. Locally, governing methods and urban cultures have an influence on their role and their positioning, as attested by the analysis of the towns of Bordeaux, Rennes and Montpellier. The European influences feed the prospective debate with different experiences on urban planning, land ownership and the respective role of public and private participants, the SEML being part of both the movement of the European Local Public Enterprises and the Public Private Partnerships. Thus the contribution of this thesis lies in the approach of urban and territorial policies under the scrutiny of one of the operational participants in their implementation, being both a participant and a witness

Often represented as a consensus-fiding process and as "apolitical", territorial governance is essentially based on the triptych decentralization / power cross / multi-stakeholder and interdependence of the actors. This paradigm involves a process of participation / interaction / negotiation between heterogeneous stakeholders in order to achieve relatively coherent collective action. Therefore, a key issue of the definition and implementation of territorial policies is to represent the institutional and organizational framework within which are organized the relationship between public / private partners (public authorities, companies, universities, associations, unions,). The combination of these heterogeneous actors may give rise to divergences and conflicts of interest when establishing relations during the development of a common project. These relationships can generate political capital as a specifie form of social capital. This research proposes to study the interconnections that emerge in the context of public policy networks, during the development and deployment of an economic policy oriented at regional development. We have established a database of two hundred eighteen (218) players who have participated in Picardy's economic development regional pattern (SRDE). Drawing on these data and on our structural approach, we highlight the interconnections between actors according to their characteristics. These interconnections are an expression of political capital whose amount affects the ability of players to promote their interests, individual and collective

To do this, it operates a meeting between the notion of architectural and urban environments, as developed in Cresson, with image-mouvement and image-temps concepts developed by Deleuze. Then it proposes to give effect to this meeting in the practice of urban planning through digital compositing, technical handling of moving images. The hypothesis guiding this research is that it is possible to define a image-composite able to argue and to debate specific environments territories studied phenomena. This assumption is formalized around two corpus, the first comes from an artistic practice of video that motivated the development of this thesis, the second is from a practice of video in urban planning agency was carried out throughout this research. This work adds value to the video as knowledge media on one side and posture as a project of the other. Support for knowledge, because video offers the possibility of renewing the phenomenological approach in force in the atmospheres of the field by a sensitive understanding of phenomena in time of updating. Full textSince the end of the nineties, the term “multistakeholder partnership” has become a buzzword in the international community. The trend has increased since the 2002 Johannesburg World Summit on Sustainable Development, which made ‘Type 2 Partnerships” official. Nonetheless, the notion lacks clarity. This PhD thesis aims at working out the significance of the partnership phenomenon beyond the trend. The multistakeholder partnership is defined on the basis of the varied interpretations to which it gives rise. It is a voluntary and collaborative agreement between organizations from different sectors (public, private, non-profit), countries and geographical scales, which all undertake in a formal written commitment to achieve a global sustainable development purpose. The meaning of the partnership phenomenon is specified in three ways. Firstly, the pervasive global rhetoric is compared to real practice. Partnership expresses a shift in the relationships between the public, private and non-profit sectors: its meaning is then to be found in the nature of this shift. Does partnership reveal the decline of the State and the victory of privatization? Or, on the contrary, does it reinforce cooperation between state and non-state players? Lastly, the ability of multistakeholder partnerships to address sustainable development issues is worked out. Four partnerships in the energy field are studied: the European Union Energy Initiative (EUEI); Noel Kempff Mercado, the forest carbon sequestration project in Bolivia; the Center for Sustainable Transport (CTS) in Mexico; and the off-grid rural electrification program TEMASOL in Morocco
