Full textInternet of Things (IoT) generates, connects and shares collected data from smart devices with various independent parties. With the increasing number of connected devices, its wide deployment is revolutionizing the modern world by covering almost every aspect of an individual's life. In this context, it is in the best interest of the community to successfully motivate users to share their IoT data with the rest of the environment, to allow the emergence of new services in different fields such as healthcare, education, or industrial manufacturing. However, requesting data to be able to extract valuable information from it can be a sensitive matter to approach. Therefore, framing requests and providing clarity on how this information will be used is necessary for building trust and credibility in connected environments. More precisely, when data providers decide to share their data with the community, they have little control over how their information are being used and in which context. In parallel, data consumers don't have the ability to trace back the different nodes by which the available data went through and its processing history to determine, for example, if it meets the technical and legal requirements of a given activity.Our research focus on three main challenges: (i) the definition of a semantic layer that handles the security requirements in the context of IoT data sharing, (ii) the enforcement of a context-aware security policy that matches both the data provider's preferences and the data consumer's usage, and (iii) the establishment of an end-to-end security solution that manage the sharing of IoT data in a decentralized architecture while eliminating the need to trust any involved IoT parties.To address these issues, we first present a context-aware IoT data Sharing Management ontology called IdSM-O, to establish a shared security vocabulary and handle the interoperability of IoT environments. Following that, we introduce a three-layer automatic semantic rule manager, that collects data provider's security policies requirements and automatically translate them to semantic rules ready for reasoning. Those contributions are the basement of IdSM, an end-to-end security framework for data sharing management during the phases of collection, transmission, and processing. Using this framework, we aim at addressing user's control enforcement over the owned smart devices, information security requirements, and obligation compliance between various parties in the IoT environment. Finally, we design, implement, and develop a prototype of the the proposal in order to prove its feasibility and analyze its performances

Full textThe european parliament, in a few years, has been able to approach the three powers usually acknowledged to a parliament in western democracies: -to vote the law -to allow taxes -to supervize the policy of the executive the european treaties draw their inspiration from parliamentary logic; the parliament discusses, in public session, the general report which is proposed by the commission and the treaties foresee the possible sanction: the motion of censure of the integrated executive, which involves it's collective resignation. If the parliamentary logic exists, it still remains uncompleted on the european scale and lies in the only control of the commission, neglecting the real deciding institution, that is the council. So, the political control power does'nt correspond with the reality of the institutions. The whole procedure of the parliament, from a democratic point of view, consists on the "reconstruction" of it's ability. If it has been able to give itself the largest means for questionning the two executives, the sanction, limited to the only commission, still shows a democratical deficiency

Full textInformation technology offers a flexible support on which new organisational and collaboration structures, called Virtual Organisation (VO), can be built. Contrary to a classical organisation, the VO doesn't have a physical presence where its boundaries are flexible and even fuzzy, defined by its constituent members. These boundaries are defined within each organisation according to its strategy on how its services should be supplied. The deployment of the “Virtual Organisation” requires the definition of a security policy that indicates “who can do what” at the user-resource level as well as the administration level. This research work treats access control issues within the VO mainly addressing how to define a trans-organisational access control policy, how to specify a collaboration access control policy where entities (users and resources) are managed by independent partner organisations, and how to dissociate the partner internal structure from the VO structure to support multiple VOs simultaneously. For an unambiguous specification of access control policy, formal security models are of particular interest where formal tools may serve to reason about and verify the policy coherence. We argue that OrBAC (Organisation Based Access Control model) is an appropriate model for the VO environment. The major contribution of this thesis constitutes a new access control and administration model for virtual organisations on the top of OrBAC. A prototype is implemented to validate the proposal. The prototype integrates “Identity Federation” notion (using Shibboleth) and authorization infrastructure (using modified PERMIS) for enforcing access control within a Virtual Organisation

Full textOver the last few years the sea has known a multiplication of its modes of exploitation. From now on, marine areas must be shared between the traditional users (fishing, marine cultures, sea traffic) and the new users of the sea (industrial activities, leisure), to whom is added an environmental use. Conflicts which arise from this competition in the use of these fragile environments require an intervention which needs to be increased and renewed by public authorities. Arbitration between these activities involves research by the authorities of a balance between the exploitation and the environmental protection of the sea. Despite recent reforms, the study of different administrations in charge of the sea has pointed out that the dispersed skills lead to the inefficient management of conflicts of use. Solutions are possible to optimize the organization and coordination in the State's policies on maritime affairs. These conflicts are then considered in connection with the regulation of the different activities. Preventing these conflicts of use requires that planned marine activities may be integrated into a management approach of the sea and the coast and improved by more effective tools and better coordination. However, after consultation, the development of European and national integrated maritime policies, applied at relevant scales, provide a better overall shared management of the sea. Finally, the resolution of these conflicts implies that civil society and the courts are more involved in the process and have to specialize

Full textReceptive to the global management for sustainable development promoted by Agenda 21, the law of the sea founds a juridical order and a huge environmental competitiveness regulation that surpasses the environmental exception of the WTO: the universal necessity of precaution in risk management protects the marine environment. Also bound by the main objective of sustainability, the EC promotes stability and democratic governance by objectives through its global and pregnant juridical order. The EC can use the law of the sea in the areas it encompasses to strengthen European identity by integrating any object concerned by the sea and its law. Through a cybernetic frame, the integrated management of coastal zones (water, environment, fishery, navigation) may contribute to a coherent control of decentralised public policies.
