Abstract:
- The two foundational subjects for membership in the modern nation-state, the citizen and the alien, are undergoing significant changes in the current period. The effect is a partial blurring of each the citizen subject and of the alien subject. I first outline these changes vis-ŕ-vis nationality and citizenship. Second, I dissect notions of membership in order to create a set of tools for incorporating the undocumented immigrant as well as the minoritized citizenship. In the third section, I examine some key features of Europe and its immigrations in order to extract these ambiguities in the politics of membership. Abstract:
Nelle politiche di adattamento la scala locale è centrale per delineare le vulnerabilità dei diversi territori e progettare azioni realmente efficaci. Il contributo presenta un'analisi critica delle politiche di adattamento individuate alla scala regionale in Italia focalizzando l'attenzione su alcune chiavi di lettura: l'impostazione generale delle politiche stesse, la governance messa in atto per l'implementazione, l'integrazione tra le politiche dal punto di vista orizzontale e verticale, la presenza e tipologia dei processi partecipativi, la considerazione delle caratteristiche dei singoli territori all'interno della progettazione delle politiche. Dalle ricerche qui illustrate emerge una situazione di luci ed ombre: su 21 amministrazioni, solo 4 hanno completato l'iter, mentre almeno 5 non hanno ancora iniziato a mobilitarsi in questa direzione.

Abstract:
Una ricerca dell’Oms dimostra che il quindici percento dell’umanità intera è affetta da qualche tipo di disabilità. In Questa Tesi analizzerò la condizione di questa grande fetta di popolazione mondiale prendendo come esempi tre aree geografiche: l’Ecuador, la Romania e il Nepal. Ho viaggiato per tre mesi dalle Ande alla Kathmandu del terremoto, passando per la Transilvania. Tramite l’esperienza di ricerca sul campo, affiancata da diverse Ong e con le testimonianze delle persone che ho trovato nei diversi luoghi, ho potuto creare un’immagine chiara della realtà. Il mio focus è sulla situazione completa che la gente deve affrontare ogni giorno: la vita e i sentimenti della persona con disabilità, come viene percepita dalla comunità in cui vive, le politiche sulla disabilità esistenti in quello Stato, il progresso dato dagli eventuali cambiamenti che sono in atto per l’implementazione della Convenzione ONU sui Diritti delle Persone con Disabilità del dicembre 2006. Analizzo l’assetto di Penipe sotto molti aspetti, come la discriminazione, i sussidi e i servizi di assistenza, l’educazione, l’accesso al lavoro, l’accessibilità e le ricerche del governo, comparandoli con Petrosani e il Nepal. Questo studio mi ha fatto comprendere che le politiche Ecuadoriane potrebbe diventare un modello per quanto riguarda la completa inclusione nella sfera socio-economica delle persone con disabilità.

Political actors and socio-political researches. Practices and representations of researches used by political actors The use of polls and other research tools in political field is more and more widespread. The professionalization of political communication requires to political actors to be able to manage specific competencies and knowledge. Political actors use political marketing to control their relations with public opinion, and so they buy researches and other skills from external institutes, agencies or individual consultants. Several studies in different disciplinary sectors focused their attention on professionalization of political communication, but the acquired knowledge still results partial. Particularly, we don’ know much about the real practices of use, the attributions of sense, the limits and the possibilities attributed by actors to this tools and their relations with communication practices and decision making processes. This research explores how political actors (especially in political parties) use – in the planning of their political communication and in their decision making processes – the results of surveys, polls, focus and other researches they buy from research institutes and agencies. The adopted methodology is qualitative research, based on in-depth interviews to pollsters and political actors.

Pratiche d'uso e rappresentazioni delle ricerche commissionate dai decisori del campo della politica L’uso dei sondaggi e di altri strumenti di ricerca nel campo della politica è un fenomeno in crescita. La professionalizzazione della comunicazione politica, infatti, richiede agli attori politici di saper maneggiare competenze specifiche. L’avvento del marketing politico testimonia l’obiettivo di migliorare la relazioni con i pubblici esterni e un aspetto di questo fenomeno riguarda il sempre maggiore utilizzo, da parte dei politici, di ricerche e altri ausili che vengono appositamente commissionati a consulenti esterni o agenzie specializzate. Numerosi studi hanno affrontato la questione, anche da punti di vista differenti. Ma ciò che sappiamo sul tema della professionalizzazione della politica è, per certi versi, ancora parziale. Infatti, pochi studi hanno centrato la loro attenzione sulle pratiche d’uso, su ciò che realmente i politici fanno delle ricerche che commissionano. Questa ricerca ha l’obiettivo di esplorare come gli attori politici – nelle loro attività di pianificazione della comunicazione e nei processi decisionali interni – usano i risultati dei sondaggi, dei focus group e delle altre ricerche che commissionano all’esterno. La metodologia adottata è qualitativa, basata su interviste in profondità a ricercatori e decisori.

Abstract:
La ricerca orientata alle politiche pubbliche (policy-oriented research) viene influenzata da fattori politici e sociali. Questo lavoro si propone di analizzare in che modo ciò accada (quali ne siano le determinanti), e quale sia il tenore del dibattito domestico circa questo tema. Questo obiettivo sarà perseguito attraverso l’analisi di un caso di studio, ovvero l’ambito delle politiche ambientali nella Cina contemporanea. E’ infatti possibile considerare questo settore come indicativo di tali tematiche, poiché caratterizzato da: forte attenzione politica, presenza di interessi (economici, politici, sociali) di natura eterogenea, larga presenza di attività di ricerca tese a orientare lo sviluppo delle politiche. Dopo una breve introduzione, nel primo capitolo viene introdotto l’argomento; si tratterà profusamente delle problematiche ad esso legate, tra cui quella dell’applicazione del cosiddetto “sviluppo scientifico” (科学发展) e di come la ricerca ne venga influenzata. Il secondo capitolo contiene quattro testi specialistici in cinese, seguiti dalle relative traduzioni e commento traduttologico, che fungeranno da supporto per lo studio e l’approfondimento del tema. Il terzo capitolo conclude la tesi con delle considerazioni finali sul tema.

Tuttavia, non è facile interpretare le istituzioni e gli effetti dei regolamenti sulla crescita attraverso indicatori che tendono a “misurare” le istituzioni. Lo scopo di questa ricerca è analizzare la relazione di lungo periodo tra la crescita economica e la regolamentazione e il ruolo della regolamentazione antitrust sulla crescita economica. La stima econometrica dei modelli di crescita con la concorrenza e gli indicatori di potere di mercato si base su un dataset appositamente costruito che copre 211 Paesi, su un arco temporale massimo di 50 anni (da 1960 a 2009). In particolare, cerchiamo di identificare un quadro analitico volto a integrare l’analisi istituzionale ed economica al fine di valutare il ruolo della regolamentazione e, più in generale, il ruolo delle istituzioni nella crescita economica. Dopo una revisione della letteratura teorica ed empirica sulla crescita e le istituzioni, vi presentiamo l’analisi dell'impatto normativo (RIA) in materia di concorrenza, e analizziamo le principali misure di regolamentazione, la governance e le misure antitrust. Per rispondere alla nostra domanda di ricerca si stimano modelli di crescita prendendo in considerazione tre diverse misure di regolamentazione: la Regulation Impact (RI), la Governance (GOV), e la libertà economica (LIB). Nel modello a effetti fissi, RI, gli effetti della legislazione antitrust sulla crescita economica sono significativi e positivi, e gli effetti di durata antitrust sono significativi, ma negativi. Nel pannel dinamico, GOV, gli effetti dell’indicatore di governance sulla crescita sono notevoli, ma negativo. Nel pannel dinamico, LIB, gli effetti della LIB sono significativi e negativi.
During last years institutions and regulations have played an increasingly and important role in the growth economic analysis. However, it is not easy to interpret the institutions and regulations effects on growth using indicators which tend to “measure” institutions. The purpose of this research is analyse the long-run relationship between economic growth and regulation, and the role of antitrust regulation on economic growth. Our econometric estimation of growth models with competition and market power indicators based on an expressly conceived dataset including 211 countries, over a maximum period range of 50 years (from 1960 to 2009). In particular, we try to identify an analytical framework aiming to complement the institutional and economic analysis in order to assess the regulation role and more generally, the role of institutions in economic growth. After a theoretical and empirical literature review on growth and institutions, we present the Regulatory Impact Analysis (RIA) on competition, and we analyse the main regulation, governance and antitrust measures. To answer our research question we estimate several growth models considering three regulatory measures: Regulation Impact (RI), Governance (GOV), and Economic Freedom (LIB). In the RI fixed effect model, the effects of antitrust legislation on economic growth are significant and positive, and the effects of antitrust duration are significant but negative. In the GOV dynamic panel, the effects of governance index on growth are significant but negative. In the LIB dynamic panel the effects of LIB are significant and negative.

Abstract:
In questa tesi rifletto sulla crisi del tardo capitalismo a partire dal nesso ecologia-soggetto-vita. Una contraddizione sempre più evidente emerge tra il presente regime economico-ecologico e ciò che verrà definito come “vivente”. In una prospettiva di ecologia politica, possiamo dire che il metabolismo tra esseri umani e il resto della biosfera si configura in senso distruttivo. È utile interrogare questa contraddizione a partire dal tema del soggetto perché, da un lato, il soggetto moderno può essere identificato come uno degli attori chiave dell'instaurazione di questo regime e, dall'altro, perché il tema del soggetto continua ad aprire possibilità di riconfigurazione socio-ecologica. Tuttavia, è fondamentale che questa interrogazione non avvenga soltanto dall'interno del pensiero europeo-occidentale, ma anzi che interpreti la modernità a partire dal suo margine, ossia da ciò che il soggetto moderno ha nei secoli costruito come il suo altro, il suo escluso. In particolare, mi focalizzerò sull'apporto che il pensiero della “Decolonialità” può apportare in questo contesto. Pensare la crisi del tardo capitalismo in questa chiave ha non solo un intento critico ma anche quello di riflettere su quali soggettività possano invece caratterizzare regimi socio-ecologici post-capitalisti capaci di coabitazione e riparazione.

Numerosi studi dimostrano il grave impatto che la discriminazione omotranfobica ha sulle persone LGBT+, nell’educazione terziaria, nello sport e negli ambienti lavorativi (D’Augelli, Pilkington, Hershberger, 2002; Almeida et al., 2009; Di Giacomo et al., 2018; Taylor et al., 2013). Questa tesi è composta da tre saggi che trattano la discriminazione delle minoranze sessuali e le politiche in inclusione in tre diversi ambienti. Il Capitolo 1 introduce i tre saggi e descrive i principali risultati. Il primo saggio analizza un ambiente sportivo non-agonistico e popolare. Il suo scopo è duplice: esso analizza le determinanti della percezione della discriminazione omotransfobica e esplora, nell'analisi dei fattori dell’omotransfobia, la rilevanza della Contact Theory di Allport. Dalla nostra analisi empirica rileviamo che, tra le determinanti della percezione della discriminazione omo-transfobica, vi sono gli orientamenti sessuali bisex e omosex e un elevato livello di educazione. Inoltre troviamo evidenza del fatto che, tra i fattori connessi agli atteggiamenti omotransfobici, vi sono l’eterosessualità e il sesso biologico maschile. In riferimento alla Contact Theory, i nostri risultati mostrano che il contatto con le persone LGBT+ riduce la probabilità di essere discriminanti e che essere coinvolti in progetti che sottendono alle "condizioni di Allport" riduca la probabilità di avere comportamenti omotranfobici. Il secondo paper esplora l’omotransfobia e le politiche di inclusione rivolte alla popolazione LGBT+ nell’educazione terziaria. Questo studio fornisce il primo indice europeo di inclusione universitaria LGBT+, creato attraverso la logica fuzzy (Zadeh, 1965, 1988). Questo lavoro ha un duplice intento: da un lato quello di consentire alle università di auto-valutare il loro grado di inclusione LGBT+ attraverso le diverse dimensioni di cui si compone l’indice; dall’altro quello di applicare l'indice alle 58 università pubbliche italiane, che hanno tutte preso parte alla survey permettendoci di misurare il loro livello di inclusione. Grazie al supporto di sei associazione studentesche LGBT+ (o alleate), di quattro esperti e della Conferenza Nazionale degli Organismi di Parità delle Università, abbiamo potuto valutare l’efficacia di diverse pratiche di inclusione tenendone conto nella definizione del ranking. Il terzo saggio esamina la discriminazione per orientamento sessuale (o per altre caratteristiche) negli ambienti lavorativi, analizzando il database European Working Conditions Survey (EWCS) del 2015. Abbiamo esaminato la relazione tra i predittori della discriminazione, lo stress, la soddisfazione lavorativa e alcune variabili di moderazione come la posizione socio economica e l’età, mostrando che i dipendenti discriminati a livello intersezionale (per più di una caratteristica) riportano una minore soddisfazione lavorativa e maggiore livello di stress rispetto alla controparte. Abbiamo, infine, realizzato un modello di mediazione per rilevare ed esporre il meccanismo alla base della relazione tra un modello organizzativo inclusivo (la nostra variabile indipendente) e la soddisfazione lavorativa dei dipendenti o il loro livello di stress (le variabili dipendenti), attraverso l’inclusione della variabile di percezione della discriminazione per orientamento sessuale o per altre caratteristiche (variabile di mediazione). L’intento è quello di chiarire la natura della relazione tra le variabili dipendenti e le variabili indipendenti. Ognuno dei tre saggi esplora, inoltre, le migliori pratiche di inclusione rilevate nei tre ambienti analizzati e suggerisce interventi e politiche di inclusione volte a migliorare il livello di inclusione degli ambienti sportivi, educativi e lavorativi.
Several studies demonstrate the serious impact of homotransphobic discrimination on LGBT+ people, in tertiary education, in sports and in workplace (D’Augelli, Pilkington, Hershberger, 2002; Almeida et al., 2009; Di Giacomo et al., 2018; Taylor et al., 2013). This thesis consists of three essays on topics in sexual minorities discrimination and inclusion policies, in three different environments. Chapter 1 introduce the three essays and describes their main results. The first essay analyses a non-agonistic popular sports environment. It’s aim is twofold: firstly, it analyses the determinants of homotransphobic perceived discrimination; secondly, it explores, within the analysis of homotransphobia factors, the relevance of Allport's Contact Theory. From the empirical analysis we found that, among the determinants of homotransphobic perceived discrimination, there are individuals’ homosexual and bisexual orientation and a high level of education. Moreover, this study’s results reveal that among the factors related to homotransphobic behaviours and attitudes there are heterosexual orientation and male biological sex. Related to Contact Theory, our outcomes show that contacts with LGBT people typically reduce the probability of being homotransphobic and that being involved in projects aimed to put in contact LGBT with non-LGBT people reduces prejudice and discriminant attitudes. The second essay explores homotransphobia and policies inclusion in tertiary education. This study provides the first european index of LGBT+ inclusion for Universities, created using fuzzy logic techniques (Zadeh, 1965, 1988), that has a twofold aim: allow tertiary education institutions to assess their degree of gender inclusiveness with a shortcut assessment of the dimensions in LGBT+ inclusion that needs to be improved for reaching the aim of LGBT+ inclusion in tertiary education; Implement the proposed system to Italian universities that have promptly taken part to the survey thus making us in the condition to be able to show their achievements. With the support of six LGBT+ or ally students’ union, of four experts and of the National Conference of Equality Organs, we were able to evaluate the efficacy of the different practices in place and taking into account other. The third essay examines sexual orientation (and others) discrimination in workplaces, analysing European Working Condition Survey Data collected in 2015. We examine the relationship between discrimination’s predictors, stress, job satisfaction and moderating variables such as socio-economic position and age, showing that employees intersectionally discriminated are found to have more stress and less job satisfaction compared to their counterpart. Finally we realize a Mediation Model to detect and expound the mechanism underlies the relationship between an inclusive organizational model (the indipendent variable) and the employees' job satisfaction or their level of stress (the dependent variables), via the inclusion of sexual orientation (and others) discrimination variable (mediating variable) with the aim of clarifing the nature of the relationship between the independent and dependent variables. Each essay also explores LGBT+ inclusion best practices and suggests policy implications aimed to improve the inclusiveness of sports environments, workplaces and universities.

L’obiettivo di questa tesi è comprendere il sistema politico cinese. Tale intendimento è perseguito attraverso la definizione di uno schema interpretativo fondato sull’idea di potere. In questa tesi si assume che l’idea di potere sia funzionale alla definizione della forma di governo e viene analizzata l’evoluzione del sistema politico cinese attraverso modifiche dell’idea di potere. Il Potere è inteso come potere di governare e l’idea di potere viene definita sulla base di sei elementi comparabili: sovranità, esercizio, legittimità, obiettivo, limite e confine. Lo schema così delineato viene poi applicato alle principali teorie politiche cinesi con l’obiettivo di individuarne continuità e discontinuità. Pertanto le domande di ricerca vertono su quale sia l’idea di potere in Cina e quale sia la sua variazione diacronica. Infine vengono analizzati i risultati dell’applicazione dello schema interpretativo per comprendere l’attuale sistema politico. L’attenzione è rivolta soprattutto agli elementi del pluralismo, della relazione fra popolo ed esercizio di governo e sullo stato. Elemento centrale è il ruolo del pluralismo valoriale in rapporto al sistema politico.
The aim of this dissertation is to understand Chinese political system. This task is pursued trough the development of an interpretative schema based on the idea of power. This dissertation assumes the idea of power is functional in shaping the form of government and tries to analyze the evolution of Chinese political system via changes within the idea of power. Power is intended as power to govern and the idea of power is set trough six comparable items: sovereignty, exercise, objective, legitimacy, limit and border. This schema is then applied to China’s main political philosophy in order to trace continuities and discontinuities. Therefore Research questions are what the idea of power is and what its evolution was. Finally this dissertation analyzes outcomes from interpretative schema’s application to understand current political system. This dissertation focuses mainly on the element of pluralism, relation between the people and the exercise of the government and the state. This dissertation concentrates on the role of value pluralism in relation to the political system.

The contribution looks at the Italian policies towards Africa in order to attest if and how migration issues influenced the political agenda and the decision-making process both of the government and the parliament, respectively, between 2008 and 2018. This period witnessed the development of an alleged new course for Italian policies vis-à-vis Africa and some African countries in particular. Here we focus on Nigeria and Senegal. An outline of the official visits made by Italian politicians to Africa and the scrutiny of parliamentary debates on African issues allows to assess the divide between the rhetoric of a supposed ‘new course’, with Italy at the forefront of a new Euro-Africa partnership, and the continuity of ‘old’ concerns on matters such as the control of flows and mobility.

Nowadays poverty can be defined as a construct that can no longer be ascribed to the material scarcity of resources but to the lack of all available relational, social and cultural resources, that are an expression of a “suffering” territory. This fragility testifies to a problem of educational sustainability that requires an exit from the emergency logic of “buffer interventions” by activating social, training and professional networks, capable of responding to the educational needs expressed by the territory. For this reason, in the epistemic framework of Civil and Digital-Civil Pedagogy, the need emerges for new professional profiles capable of being “managers” of integrated territorial development, educators-planners of territorial educational services with a view to social sustainability and the educational human transition.

The separative logic is not educational. The essay reviews the historical events that have generated an undervaluation of vocational training pathways compared to education pathways. This "minority" of perception and legislation stems from a logic of separation with many faces which, taken all together, with etiological spirit and historical-ordinamental contextualization, explain the "untenable" inferiority of vocational education: people (the 'inferiors') and political-bureaucratic elite (the 'superiors'), nature and culture, man and citizen, etc. These separations concerned the idea of labor (one among them, the opposition between 'manual labor' and 'intellectual labor') and did not allow for increasing the educational power of it. Only a logic of integration (embedded and embodied) can defuse the ideas of separation and provide an organic and holistic image of education.

The stimulating reflections in the field of the new cognitive sciences have added breath of life to studies on didactics towards an original reinterpretation of educational practices based on the valorization of the body as a founding pedagogical device of educational and training processes. The emergence of an embodied vision of cognition and the recognition of a dynamic dialogicality between the organism and the environment have prompted the construction of new research paths, creating the conditions for the recognition of the learning, communicative, simulative and vicarious potential of corporeity in teaching-learning processes. Teaching, as a science of human interaction, is enriched with verbal, iconic and bodily codes, manifesting teaching postures and corporeity that highlight its nature as a complex adaptive system.

Tali dimensioni della “produzione territoriale” saranno qui trattate come un punto di partenza per una definizione delle politiche territoriali che sia informata dall’analisi dei fenomeni urbani e il più possibile aderente alla complessità dei territori contemporanei. How do we deal with territorial complexity in present urban territorial policies and practices. What is territoriality and what are the dimension od territorial production ? In order to explore this issue the contribute will unpack in the first paragraph the notion of region, territory, place, territoriality and territorialisation. In the second paragraph it will outline the dimension of territorial production that inform urban and territorial policies as emerged from the conference parallel session on Territoriality and urban policy. These dimension might inform future approach in territorial policy making.

Negli ultimi anni l’ascolto e l’osservazione della società, come via d’accesso alla pratica delle politiche di pianificazione ed alla sperimentazione di nuovi orientamenti progettuali, ha assunto progressivamente un ruolo più incisivo. In tal senso la letteratura sociologica ha fornito spunti interessanti di riflessione per la problematizzazione di nozioni come quelle di bisogno, identità e azione locale, centrali nelle pratiche e nelle teorie della pianificazione. Una risposta al bisogno di radicamento territoriale si osserva nella pianificazione urbanistica degli ultimi anni in molte città europee, tra cui Napoli. Infatti, le politiche urbanistiche della città solo di recente provano a travalicare gli strumenti urbanistici tradizionali di tipo vincolistico. Il contributo si propone di evidenziare i risultati di una ricerca, quale caso studio, condotta a Napoli in merito ad un intervento di progettazione urbana di notevole rilevanza sulla riorganizzazione della città e più nello specifico, nella porzione di quartiere in cui è stato realizzato: si tratta del Centro direzionale. L’obiettivo di questo contributo è quello di analizzare le fasi del processo di pianificazione. Sono state approfondite due macrodimensioni di analisi. La prima di matrice “organizzativa” in cui si analizza quanto il processo pianificatorio sia risultato “inclusivo” rispetto ai diversi stakeholders; la seconda di matrice “relazionale”, in cui si considera l’identità e il senso di appartenenza con il territorio delle diverse popolazioni che vivono il Centro. È stato valorizzato il capitale “bio-socioambientale”? In recent years, listening and observation of society has gradually assumed a greater role, to define new urban policies and planning modeling. In this sense, sociological literature provided causes for reflection, problematizing concepts as need, identity or local action; central key concepts in the practices and theories of urban planning. Lately, in many European cities (Naples included), urban planning provided a response to the need of territorial identity. Recently the urban policies overcome the traditional planning tools. This paper presents the results of a case study about the planning and restyling of a contemporary neapolitan “business district” called Centro direzionale. The aim of the paper is to described the urban planning process. I have considered two macrodimension of analysis. The first one is organizational: it examines how the project is inclusive for stakeholders. The second one is relational: it considers the territorial identity and the sense of community of the different populations livening on District. Has the "bio-socio-environmental capital” been improved?

Ci sono esempi unici e variegati di costruzioni in pietra a secco nella regione mediterranea, il cui interesse, in Puglia (Italia) e attestato negli ultimi decenni, ha determinato un atteggiamento speculativo che ha permesso a queste architetture vernacolari di acquisire un notevole valore economico. Di conseguenza, oltre alle azioni supportate dai regolamenti comunali e dagli strumenti di pianificazione sia locale che regionale, è necessario individuarne il valore culturale e le peculiarità, tutte necessarie per attuare politiche consapevoli per una corretta tutela e conservazione. Ci proponiamo in particolare di concentrarci sul rilievo di queste architetture all'interno di questo contributo, un argomento trascurato di una certa complessità, al fine di proporre una serie di riflessioni che supportino l'attività di coloro che intendono intervenire su questi manufatti. Infatti, la loro componente plastica e l'unicità morfologica permettono loro di fondersi con sculture che richiedono l'utilizzo di metodologie e tecnologie moderne e raffinate per la loro documentazione. Pertanto, il mancato riconoscimento su caratteristiche e peculiarità ha portato ad azioni riguardanti il loro restauro con un'omologazione formale generale e la perdita della singolarità morfologica originale durante gli interventi per la loro conservazione.
