Abstract Contemporary society has witnessed major growth in global governance, yet the legitimacy of global governance remains deeply in question. This book offers the first full comparative investigation of citizen and elite legitimacy beliefs toward global governance. Empirically, it provides a comprehensive analysis of public and elite opinion toward global governance, building on two uniquely coordinated surveys covering multiple countries and international organizations. Theoretically, it develops an individual-level approach, exploring how a person’s characteristics in respect of socioeconomic status, political values, geographical identification, and domestic institutional trust shape legitimacy beliefs toward global governance. The book’s central findings are threefold. First, there is a notable and general elite–citizen gap in legitimacy beliefs toward global governance. While elites on average hold moderately high levels of legitimacy toward international organizations, the general public is decidedly more skeptical. Second, individual-level differences in interests, values, identities, and trust dispositions provide significant drivers of citizen and elite legitimacy beliefs toward global governance, as well as the gap between the two groups. Most important on the whole are differences in the extent to which citizens and elites trust domestic political institutions, which shape how these groups assess the legitimacy of international organizations. Third, both patterns and sources of citizen and elite legitimacy beliefs vary across organizations and countries. These variations suggest that institutional and societal contexts condition attitudes toward global governance. The book’s findings shed light on future opportunities and constraints in international cooperation, suggesting that current levels of legitimacy point neither to a general crisis of global governance nor to a general readiness for its expansion.

Abstract:
The rise of post-truth politics marks the most serious crisis of Western liberal democracy since the end of the Cold War. The decline of trust in expert knowledge and mainstream media, the rise of social media devoid of a gatekeeping function and the growth of covert external interference in electoral processes have led to fragmentation, polarization and destabilization of Western democratic systems. What makes post-truth politics so difficult to resist is its apparently democratic character that claims to challenge bureaucratic depoliticization, the rule of experts and the disappearance of alternatives to the hegemonic policy. Biopolitics after Truth refutes this interpretation both historically and conceptually, arguing that by reducing every statement to an opinion equivalent to any other the post-truth ideology leads to the degradation of the public sphere that is essential to democratic governance. Rather than enable resistance to expertise-based biopolitical governmentalities, truth denialism dissolves the only framework where their contestation and transformation could take place. In contrast, Biopolitics after Truth argues for a positive role of truth-telling in the democratization of biopolitical governance. Drawing on Foucault’s late work on truth and subjectivity, it develops an approach to truth-telling as a disruptive speech act that constitutes a political form of life.

The recent rise in Euroscepticism gives rise to important empirical puzzles that present difficulties for existing theories of public opinion towards European integration that highlight economic interests or communal identities. For example, why is support for Eurosceptic parties the most pronounced in countries that have weathered the Eurozone crisis fairly well, and much lower in countries that have been hardest hit? This chapter provides an overview of the empirical puzzles associated with the recent trends in Euroscepticism, outlines how existing theoretical explanations struggle to deal with them, and explains how a benchmark theory of European public opinion can help. The chapter argues that public opinion towards European integration resembles a kaleidoscope mirroring people’s experiences with and evaluations of the starkly different national, political, and economic conditions within the member states.

Abstract:
The European Union (EU) is facing one of the rockiest periods in its existence. At no time in its history has it looked so economically fragile, so insecure about how to protect its borders, so divided over how to tackle the crisis of legitimacy facing its institutions, and so under assault by Eurosceptic parties. The unprecedented levels of integration in recent decades have led to increased public contestation, yet at the same the EU is more reliant on public support for its continued legitimacy than ever before. This book examines the role of public opinion in the European integration process. It develops a novel theory of public opinion that stresses the deep interconnectedness between people’s views about European and national politics. It suggests that public opinion cannot simply be characterized as either Eurosceptic or not, but rather that it consists of different types. This is important because these types coincide with fundamentally different views about the way the EU should be reformed and which policy priorities should be pursued. These types also have very different consequences for behaviour in elections and referendums. Euroscepticism is such a diverse phenomenon because the Eurozone crisis has exacerbated the structural imbalances within the EU. As the economic and political fates of member states have diverged, people’s experiences with and evaluations of the EU and national political systems have also grown further apart. The heterogeneity in public preferences that this book has uncovered makes a one-size-fits-all approach to addressing Euroscepticism unlikely to be successful.
