Overfishing is most commonly explained as an example of the tragedy of the commons, where individuals are unable to control their activities, leading to the destruction of the resource they are dependent on. The historical record suggests otherwise. Between1949 and 1958, the US State Department used fisheries science, and especially the concept of maximum sustained yield (MSY) as a political tool to achieve its foreign policy objectives. During the Cold War, the Department thought that if countries were allowed to restrict fishing in their waters, it might lead to restrictions on passage of military vessels. While there has been much criticism of MSY and its failure to conserve fish stocks, there has been little attention paid to the political context in which MSY was adopted.

Abstract:
This article studies the perception of great powers in the eyes of students in Kyrgyzstan and Kazakhstan using data collected through an online survey. The research has compared the perceptions of China’s and other Great Powers’ economic, political, and military authority among the youth of Central Asian countries during the COVID-19 pandemic. To analyze these perceptions, young people from Kazakhstan and Kyrgyzstan (N = 262) took part in a survey in the spring of 2021. Responses were analyzed to reveal the differences in perception by applying descriptive and inferential statistical methods, i.e., one-sample t-test. An association of geodemographic factors with the perception towards global powers was discovered by applying the chi-square test statistical method. The early research revealed that the role of the other Great Powers was seen mainly in political terms, while China’s role was mostly economic, however, recent studies made it clear that China’s political influence is increasing in the region. Another finding from this research is that China’s position on human rights and environmental issues is more negatively perceived than that of the other Great powers.

The study examined feelings toward parents among Israeli Jewish adolescents with disabled parents (research group, n = 182) and non-disabled parents (control group, n = 285). It also studied the relationship between the types of parental disability (chronic heart disease, multiple sclerosis, and blindness) and the adolescents' feelings toward their parents. Bipolarity, i.e., coexistence of positive and negative feelings toward parents, was found among all participants. Nevertheless, the intensity of these feelings and a predominance of the positive feelings over the negative were higher in the research group than in the control group. The type of parental disability was significantly correlated with intensity of adolescents' feeling toward their parents. The moderator effect of adolescents' anxiety on the intensity and balance of positive and negative feelings toward parents was found in both the research and control groups. The results of this study underline the importance of examining critical dimensions of family life in cases where the parents have a disability or chronic illness.

Abstract:
The article examines the image of China in Kazakhstani society, analyzes the perception and attitude of Kazakhstan’s population towards China. Based on the results of a survey of Kazakhstan’s population (N = 2,594) and an expert survey (N = 23), the authors identify the principal stereotypes about China in the mass perception of Kazakhstanis. Also, the authors assess the level of awareness of the population about China and its projects and the perception by the Kazakhstani people of the economic, political and socio-cultural influence of Kazakhstan’s eastern neighbor. In addition, the article examines the attitude of Kazakhstanis to bilateral cooperation between Kazakhstan and China and the manifestations of Sinophobia in Kazakhstani society and identifies the main factors of anti-Chinese sentiments in society. The article also presents the authors’ original model of the China Perception Index in Kazakhstan, which consists of four parameters that reveal the level of cultural, economic and political perception of the country’s eastern neighbor. The results of the study establish that the general attitude of the Kazakhstani society towards China is neutral. The main factor that influences the perception of China is the degree of the Chinese investors’ presence in the region. The study proves the correlation between the duration of the presence of Chinese investors and the scale of business, on the one hand, and the level of perception, on the other: the longer the history of presence in the region, the less positive the attitude of the population towards China. Along with this, the study demonstrates a positive relationship between educational achievements and the China Perception Index. Thus, Kazakhstani citizens with an academic degree (Index = 0.24) have a significantly more positive attitude towards China, compared to those with a secondary technical and vocational education (Index = 0.09).

Abstract:
This is a study of United States' policy towards South Africa between 1976 and 1986, the important period in the history of their relationship. It sets out to explain that there had never been a basic shift in successive U.S. policies towards the Republic. The driving force behind the Ford, Carter and Reagan doctrines towards Southern Africa, with focus on South Africa, had been to secure the U.S. national interests---economic and military/strategic. These policies, however, were based on belief of negotiated settlement to achieve majority rule in the region, and were critical of the apartheid system in South Africa. Throughout the period under discussion, South Africa has never remained important in U.S. policy planning, except the period of the mid 1980s, when it attracted the attention of high-level policy-makers, including the President and the Congress. It was during this time that the Republic appeared as a major political issue of U.S. domestic constituencies and on foreign policy agenda. It was partly because of the well publicized crisis in South Africa, and partly because of the Reagan administration's attitude towards the anti-apartheid groups. The combination of these factors had led the defeat of the Reagan administration's policy of constructive engagement and the implementation of the Comprehensive Anti-Apartheid Act of 1986 in which Congress, under public pressure, deviced its policy towards South Africa.

Abstract:
This study aims to explore the problem area of perceived corruption and its relationship with economic regulations based on a regulation index. The purpose of the study is to explore whether a countries regulations on the economic market have a correlation with the perceived corruption, and whether this correlation exists over time. Controlling for countries total expenditure, GDP per capita, and its general trust. This is explored with quantitative method using a multivariate regression analysis with two chains of analysis due to the fact of Transparency Internationals changes in their measurement methodology in 2012. One chain is for the years 2005 and 2010, and the other chain for the years 2012 and 2015. The results partially confirms our theoretical assumptions showing that the regulation index, GDP per capita, and general trust have positive correlations with the perceived corruption, while a countries total expenditure shows no significance when controlling for all variables.

A new synthetic route to silylhydrazine molecules and polymers has been developed by the heterodehydrocoupling of organosilanes with hydrazines. A dimethyltitanocene catalyst has been employed to facilitate the dehydrocoupling reaction. The dehydrocoupling was shown to proceed by stepwise replacement of Si-H with hydrazino groups. The controlled hydrolysis of Ph$ sb2$Si(NHNHMe)$ sb2$ formed a hydrazinodisiloxane. Cyclizations of Ph$ sb2$Si(NHNHMe)$ sb2$ to form cyclic silylhydrazines were achieved by the reaction with n-BuLi/Ph$ sb2$SiCl$ sb2,$ or MeI (or HCl or Ph$ sb2$SiCl$ sb2),$ or thermolysis. Crystal structures of Ph$ sb2$Si(NHNR)(NRNH)SiPh$ sb2$ (R = H, Me) reveal chair (R = H) and twist-boat (R = Me) conformations of the Si$ sb2$N$ sb4$ ring, respectively. Planar and pyramidal nitrogen geometries were found to coexist in a hydrazino unit. A preceramic polymer, synthesized by the polymerization of MeHSiCl$ sb2$ with hydrazine in an appropriate ratio, was pyrolyzed to Si$ sb3$N$ sb4$/SiC$ rm sb{x}$N$ rm sb{y}$ in 67-80% ceramic yields. It is proposed that the structural unit of this polymer is a tetraazadisilacyclohexane bridged by MeHSi groups. This assignment is based on $ sp{1}$H and $ sp{29}$Si NMR measurements, as well as by comparison with the well-defined reaction product of Me$ sb2$Si(NHNH) $ sb2$SiMe$ sb2$ with MeHSiCl$ sb2.$ The pyrolysis was carried out from room temperature to 1500$ sp circ$C under argon and studied by using thermogravimetric analysis, solid-state $ sp{29}$Si NMR spectroscopy, infrared spectroscopy, x-ray powder diffraction, and elemental analysis. Serial structural changes were characterized in the pyrolyzed solid products. The ceramic product of this polymer at 1100$ sp circ$C was found to possess a quasi-metallic electrical conductivity ($ sigma$ = 10$ sp3$ ($ Omega$cm)$ sp{{-}1}),$ and was evaluated as an electrode material.

[This Proceedings paper was revised and published in the 2019 issue of the journal Issues in Informing Science and Information Technology, Volume 16] Aim/Purpose: Any system that aims to address the task of modeling social media communication need to deal with the usage of emojis. Efficient prediction of the most likely emoji given the text of a message may help to improve different NLP tasks. Background: We explore two tasks: emoji identification and emoji prediction. While emoji prediction is a classification task of predicting the emojis that appear in a given text message, emoji identification is the complementary preceding task of determining if a given text message includes emojies. Methodology: We adopt a supervised Machine Learning (ML) approach. We compare two text representation approaches, i.e., n-grams and character n-grams and analyze the contribution of additional metadata features to the classification. Contribution: The task of emoji identification is novel. We extend the definition of the emoji prediction task by allowing to use not only the textual content but also meta-data analysis. Findings: Metadata improve the classification accuracy in the task of emoji identification. In the task of emoji prediction it is better to apply feature selection. Recommendations for Practitioners: In many of the cases the classifier decision seems fitter to the comment con-tent than the emoji that was chosen by the commentator. The classifier may be useful for emoji suggestion. Recommendations for Researchers: Explore character-based representations rather than word-based representations in the case of morphologically rich languages. Impact on Society: Improve the modeling of social media communication. Future Research: We plan to address the multi-label setting of the emoji prediction task and to investigate the deep learning approach for both of our classification tasks.

The long-term impacts of global upheaval unleashed by Covid-19 on economic, political, social configurations, trade, everyday life in general, and broader planetary sustainability issues are still unfolding and a full assessment will take some time. However, in the short term, the disruptive effects of the pandemic on health, education, and behaviors and on science and education have already manifested themselves profoundly – and the chemistry arena is also deeply affected. There will be ramifications for many facets of chemistry’s ambit, including how it repositions itself and how it is taught, researched, practiced, and resourced within the rapidly shifting post-Covid-19 contexts. The implications for chemistry are discussed hereunder three broad headings, relating to trends (a) within the field of knowledge transfer; (b) in knowledge application and translational research; and (c) affecting academic/professional life.
