Singerman's work calls for the field of political science to redefine its notions of political participation in the context of developing societies. Determining the efficacy of the state's distribution of public goods and measuring the degree of popular participation in politicaJ activity are two of the five components of political development in the literature on which young political scientists have cut their teeth for several decades (Almond and Verba, 1963 ). Singerman is not challenging these notions, but rather marking the territory opened for her research on the informal economy and the so-called household politics since the earlier works of development theory gained ascendance. Arguments regarding the importance of the informaJ economy have been made earlier with regard to Egypt, notably by such scholars as Mah­moud Abdel-Fadil ( 1975, 1980), John Waterbury (1983), Robert Mabro (1974), Abdel Khalak and Tignor (1982), and Ibrahim Oweiss (1990). Other research examining the household level of the economy has been done by Homa Hoodfar (1988, 1990), with whom Singerman bas collab­orated, and by such CEDEJ participants as Nadia Khouri-Dagher, Ragui Assaad, and others (Egypte Recompositions 1988) ...

Abstract:
Adam Ferguson has usually been portrayed as an advocate of conflict, political parties, and factional strife. This article demonstrates that this is a rather unbalanced reading. A careful investigation of Ferguson's works and correspondence in context reveals a man deeply troubled by both turbulence and party politics. He consistently expressed fears of what he saw as the tumultuous populace, and the willingness of party leaders to rise on the shoulders of the mob. This could ultimately lead to military despotism, something he dreaded. While Ferguson's theory of antagonistic sociability was original, this article shows that we should not take for granted that it implied an approval of party conflict in a broad sense. Indeed, he was highly critical of opposition parties seeking to replace the government. He did tolerate a regulated form of contest between different orders in the state under a mixed constitution, but it is here argued that he is much better understood as a Christian Stoic promoting stability and order than a supporter of party struggle.

Abstract:
The article explores the approaches to interpreting the concept of political participation. The research is based on the scientific works of western political thought theorists, who made a significant contribution to the study of this socio-political phenomenon. It was proved that socio-economic changes, rapid democratization, the development of information and communication technologies along with many other factors have influenced society, changing its attitude to politics in general and the role of the citizen in political decision-making. Therefore, there appeared a need for scientific study of the category of political participation; factors influencing the involvement of citizens; forms and types of participation; reasons for political apathy and mistrust. Despite the fact that currently, there is no unified definition of political participation, as new forms of citizen activity that encourage scholars to view them as a form of political participation are increasingly emerging, the article analyzes the genesis of the subject of study and the modern forms of political participation within western political thought. At the same time, traditional and modern forms of political participation are distinguished. It has been determined that in the mid-twentieth century, the concept of political participation goes beyond the usual approaches. If earlier, when researching forms of political participation, first of all were singled out voting, now they emphasize that it is non-electoral forms of participation that give citizens more opportunities to control politicians. According to the conducted research, the author comes the conclusion that non-institutionalized forms of political participation are becoming increasingly popular, especially among young people, while information and communication technologies make it possible to convert them into an online space, increasingly blur the line between consumer and creator of information, leading to the displacement of traditional forms of political participation.

CONCENTRATION CAMPS AS A MODERN FORM OF FIGHTING CRIME IN THE GERMAN FEDERAL REPUBLICThe problem of participation of the Nazi elites in the structures of the German Federal Republic is increasingly engaging for German historians. Popular, non-academic works also address the issue of joining the police force by former officials of the Third Reich. However, in the German texts it is consistently stressed that Nazi elites did not influence the social and political life of the German Federal Republic. Nevertheless, the debate on reintroducing concentration camps shows the high standing of national socialism ideology long after World War II.

Abstract:
The article outlines the range of problems in the history of the Reformation explored in the oeuvre of the outstanding medievalist Yuri Golubkin. Golubkin authored more than 90 academic and popular works on medieval and early modern history. He was particularly interested in the writings of Martin Luther and in Luther’s participation in the events of the Reformation. The study employs the historical-typological, historicalgenetic, and historical-comparative methods and is based on the principles of historicism and objectivity. Its originality lies in identifying the main avenues of the study of the Reformation in the work of Yu. Golubkin and in defining the principal phases of his evolution as a scholar. The authors argue that the first phase (1970s–1980s) was marked by a focus on the socio-political views of Martin Luther and his participation in the early bourgeois revolution in Germany, while in the second phase (1990s–2000s) Golubkin was primarily interested in the formation of Luther’s religious beliefs and his participation in the creation of the Evangelical Church. The scholar’s articles and translations are notable for their distinctive style, characterized by expressiveness and wide use of metaphor, epithet, and idiom. The authors further suggest that translation of Luther’s main works was central to Golubkin’s research trajectory. The need to engage with Golubkin’s innovative approach to Martin Luther’s life and work determines the prospects for further exploration of the historian’s oeuvre as a significant contribution to Reformation studies.

AbstractPolitical theorists have relegated Rousseau's writings on Geneva to the category of historical accident, assuming that whatever he had to say about politics was said fully in works like the Social Contract. This has created a widespread impression that Rousseau had little to say about ordinary political practice. In this paper, I take up his dissection of the Genevan constitution in the Letters from the Mountain. A work which has attracted little attention even from historians, the Letters are in fact essential for understanding Rousseau's thoughts on the people's role in democratic government. His proposals for reform give clear content to the abstract arguments about popular sovereignty presented in the Social Contract. Against readings that emphasize Rousseau's distrust of the people, the Letters reveal that Rousseau expected popular sovereignty to take the form of active and routine participation in both legislation and government on the part of ordinary citizens.

This paper explores an aspect of the legacy of the Declaration of Arbroath and expands upon earlier research into tensions surrounding the commemorations in 1814 of the battle of Bannockburn. It considers the evidence for connections between those radical artisans and their leaders who attempted to rouse popular insurrection in 1820, Scotland’s so-called ‘radical war’, and Bruce’s now-celebrated missive to the papacy of 6 April 1320, five centuries before. Did the armed workers moving on Carron Shore Iron Foundry on 5 April 1820, routed by troops at Bonnymuir, seek to coincide with the Declaration’s anniversary? To what extent was the radicals’ own declaration, the Address to the Inhabitants of Great Britain and Ireland, influenced by the text of 1320? If so, did this represent a continuation, a renewal or a debut for the Declaration as an inspiration for popular political participation in modern times? A survey of the holdings of early working-class subscription, circulation and public libraries in central Scotland c. 1790– c. 1830 can be made to identify both known and previously unnoticed published works which reproduced, translated and/or discussed the Declaration, as well as any radicalised readers. This reveals public awareness of Arbroath in the late eighteenth and early nineteenth centuries to have been potentially far more widespread than hitherto recognised by historians, if still marginal as a catalyst to political agitation.

Principalmente preocupados por las consecuencias asociadas al desarrollo de la soberanía popular y por la influencia progresiva de las clases populares como fuerza política, la tradición historiográfica y la filosofía política moderna tendieron a vincular a la incorporación política de las masas con la “crisis” y el “declive” de Atenas. Abstract:
The article analyzes the cartoons and satirical works published in May 1917 that mentioned Alexander Guchkov and his resignation from the post of war minister. The scrutiny of materials from specialized satirical publications has enabled the author to conclude that the highly popular satire magazines Pugach, Novy Satirikon, Trepach, Baraban, and Strekoza refrained from mocking Guchkov, his resignation and his political position, although many newspapers – and particularly the pro-Socialist ones – passed highly acerbic comments on the former war minister. Even if they mentioned him, they viewed him a neutral emblem of the epoch, a definite stage of revolutionary development rather than an object of satirizing. Only the magazines Bich and Budilnik offered an excited reaction to the resignation of the Provisional Government’s first defense minister. Their authors compared Guchkov with Napoleon and with more notorious personalities associated then with ‘dark forces’ and the ‘old regime’. In May 1917, Guchkov was also mentioned in the satirical works published by the Bolshevist press where he was portrayed as a personage, cooperation with which would defame the Socialists, who were more moderate than the Bolsheviks and their allies. Thus, the leftist newspapers, opposing the coalition cabinet and the Socialists’ participation in the Provisional Government, drew a parallel between the actual political situation of May 1917 and the engagement of some Mensheviks in the activity of war industry committees. By that time, Guchkov, the leader of those committees, was viewed as a potential helmsman of a counterrevolutionary revolt of the bourgeoisie not only by the Bolsheviks, but also by many of their opponents among the Socialists.

RESUMO Este artigo tem o objetivo de narrar todo o processo de organização para se conquistar a emancipação do município de Tamandaré, para tanto, aborda sobre: - as razões que estimularam os habitantes dos distritos de Tamandaré e Saué (situados no litoral sul de Pernambuco), a lutarem pela independência em relação a Rio Formoso (município-mãe); - a campanha em prol da realização do plebiscito; - a promulgação da emancipação político-administrativa do município de Tamandaré. Para tanto, buscou-se informações junto ao TER-PE, Assembleia Legislativa-PE, Prefeitura do Rio Formoso, e em diversos eventos com a presença constante da autora desta obra. Os resultados apontam que a emancipação foi um fato histórico muito importante para a liberdade do povo que nele vive e dele depende para sobreviver. ABSTRACT The purpose of this article is to narrate the whole organization process to gain the emancipation of the municipality of Tamandaré, for this purpose, it addresses: - the reasons that stimulated the inhabitants of the districts of Tamandaré and Saué (located on the southern coast of Pernambuco) to fight for independence in relation to Rio Formoso (mother-city); - the campaign for the holding of the plebiscite; - the promulgation of the political-administrative emancipation of the municipality of Tamandaré. For this purpose, information was sought from the TER-PE, Legislative Assembly-PE, Rio Formoso City Hall, and in several events with the constant presence of the author of this work. The results point out that emancipation was a very important historical fact for the freedom of the people who live in it and depends on it to survive. Key words: Plebiscite. Emancipation. Tamandaré. Este trabalho procura refletir sobre o papel da acção popular, nomeadamente sua importância e utilidade para a efectividade da democracia. Parte-se, principalmente, da teoria desenvolvida por Thomas Humphrey Marshall, para quem a cidadania pressupõe a conquista de três tipos de direitos: civis, políticos e sociais. Na sequência, traça-se um panorama histórico da cidadania no Brasil, de sorte a identificar as confluências e divergências entre a clássica trajetória da cidadania, desenvolvida a partir da teoria marshalliana, e a história da cidadania na realidade brasileira, bem como as possíveis causas dessa variação. Ademais, esta pesquisa pretende analisar o contexto histórico de criação da acção popular no Brasil, e se o conceito de cidadania, adotado para o manuseio da acção poular, esgota as possibilidade de participação popular na democracia do país. Por fim, discute-se a acção popular à luz do princípio da separação dos poderes, de forma a evidenciar a extensão e os limites do Poder Judiciário nessa seara. Baseando-se no referencial bibliográfico e documental pesquisado, pretende-se explicitar as razões pelas quais a acção popular, embora prevista formalmente, ainda não representa, na prática, um efetivo instrumento de efectividade da cidadania no contexto democrático brasileiro. Como resultado, levanta-se como hipóteses para tal problema: o contexto histórico de regulamentação da acção popular, a limitação do conceito de cidadania adotado para o uso da acção popular e a incipiência dos direitos civis, políticos e sociais, nomeadamente relacionados à participação popular, ao acesso à justiça e à educação.
This work seeks to reflect on the role of popular action, namely its importance and usefulness for the effectiveness of democracy. From the theory developed by Thomas Humphrey Marshall, for whom citizenship presupposes the conquest of three types of rights: civil, political and social. Following, a historical overview of citizenship in Brazil is drawn, in order to identify the confluences and divergences between the trajectory of citizenship in Marshall's work and in the Brazilian reality, as well as the possible causes of this variation. Furthermore, this research intends to analyze the historical context of popular action creation in Brazil, and whether the concept of citizenship, adopted for the handling of popular action, exhausts the possibilities of popular participation in the country's democracy. Finally, popular action is discussed from the principle of separation of powers, in order to highlight the extent and limits of the Judiciary in that area. Based on the researched bibliographic and documentary framework, it is intended to explain the reasons why popular action, although formally foreseen, does not yet represent, in fact, a real instrument of citizenship effectiveness in the Brazilian democratic context. As a result, hypotheses for this problem are raised: the historical context of regulation of popular action, the limitation of citizenship concepts adopted for the use of popular action and the premature nature of civil, political and social rights related to popular participation, access to justice and education.

Abstract:
The Community Charge (poll tax) was seen by both its supporters and opponents alike as an attempt to promote the British New Right's concept of responsible active citizenship in local politics. The reaction of different groups of citizens to the tax is explored through a detailed case study of events in the London Borough of Ealing, an archetypal London suburb. Here, as in most urban areas, organised anti-poll tax protestors clashed with MPs, councillors and the local magistracy, who played a large role in enforcing the measure. It shows how the protestors attempted to mobilise a 'moral community' built around the idea of 'fair' taxation and promote a campaign of civil disobedience to force abolition. This in turn compelled local actors to make principled choices about the enforcement of a law of which many of them strongly disapproved. The protestors' tactics seemed to strike a popular chord and at least a fifth of all Ealing charge-payers (and eight million people nationally) failed to pay the tax in 1990/91. However, the detailed evidence also suggests that non-payment can best be seen as a mass expression of bloody mindedness, rather than a concerted and organised campaign of civil disobedience. Nevertheless the protests had important implications for the practise of left-wing citizenship in contemporary Britain and served to highlight growing divisions between the mainstream and radical Left. Previously published academic accounts have addressed the 'high' politics of the poll tax. The thesis explores instead the 'popular' politics of the poll tax crisis in a suitably local setting and so redresses an imbalance in the literature. It therefore makes an original contribution to knowledge and understanding of the relationship between conventional means of political participation, radical popular protest movements and competing concepts of citizenship.

O presente trabalho pretende estudar o instituto do voto direto no direito político constitucional brasileiro. A dimensão dos direitos políticos no Brasil nem sempre esteve relacionada à crescente participação política no processo eleitoral. Essa importância decorre do próprio processo histórico, da extensão desses direitos e do modo como ocorreu essa movimentação. O poder conferido à autoridade, para agir em nome de alguém em uma democracia representativa, se dá através de eleições, isto é, o mecanismo eleitoral é compreendido como meio de ratificar uma ação. Nesse diapasão, tal meio de renovação ocorre em períodos determinados, tendo aprovação limitada a esse ínterim. Assim, por intermédio de eleições o escolhido através do voto popular poderá agir em nome dos eleitores e sua representação será legitimada. Daí a imperiosidade de compreender a extensão da história do voto no Brasil, seu contexto histórico e social, pois através dela buscaremos entender o aperfeiçoamento da representação política e a amplificação da acepção da democracia.
The present work intends to study the institute of direct voting in Brazilian constitutional political law. The dimension of non-Brazil's political rights is not always related to growing political participation in the electoral process. This important is a process of distributing historical documents, an extension of rights and the way in which this movement occurred. The power conferred on the authority to act on behalf of someone in a representative democracy is through elections, that is, the electoral mechanism is understood as a means of ratifying an action. In this tuning fork, such a means of renewal in case of non-compliance. Thus, through elections the one chosen through popular vote, acting on behalf of the voters and their representation will be legitimized. Hence the imperiousness of an extension of the history of voting in Brazil, its historical and social context, through which we will seek to understand the improvement of political representation and the amplification of the acceptance of democracy.

Resumo: Esta tese buscou analisar o impacto do orçamento participativo enquanto um novo instrumento de inovação democrática na cultura política local a partir da afirmação de que esse instrumento tensiona a política mais conservadora presente em diferentes municípios brasileiros. Tomando como ponto de partida essas indagações analisamos os efeitos políticos a partir de um estudo de caso sobre o OP em Barra Mansa, Rio de Janeiro. A contaminação de práticas culturais conservadoras como o clientelismo coloca um desafio à democracia participativa. Constatou-se também que um dos maiores conflitos com o OP se deu com aqueles vereadores, inclusive do PT, acostumados a reproduzir uma prática menos democrática na intermediação de interesses com a população por meio do favor e do clientelismo. O que encontramos no estudo de caso foi que o sucesso democrático de uma experiência de participação popular depende bem mais dos aspectos culturais e políticos presentes na sociedade brasileira. Essa tese mostrou que há um hibridismo na cultura política exercida pelos diferentes atores quer sejam da sociedade civil ou dos aparelhos do Estado que acionam mecanismos democráticos e clientelistas na intermediação de interesses públicos e coletivos. Além disso, confirmou-se a hipótese de que a cultura política é uma variável fundamental para o estudo sobre experiências participativas, pois pode limitar a construção da cidadania ativa e a ampliação da esfera pública quando existe a presença de forte tendência clientelista entre as práticas políticas dos atores sociais presentes na sociedade civil em diferentes municípios
Abstract: This thesis searched to analyze the participated budget¿s impact as a new democratic innovation instrument in the local politics culture, considering the affirmation that it pressures the politics more conservatives, present in different Brazilian cities. It is treated to search in this thesis the tense relation in the politics exercising, whenever the participated budget is placed in pratical. The question is how is verified the impact provoked by the democratic innovation, by the participated management, with the participated budget on the politics culture? Starting from these questions, we have analyzed the politics effects considering the case study participated budget on Barra Mansa, Rio de Janeiro. The contamination of cultural pratical conservatives as the client¿s relation, becomes a challenge for the participated democracy. It has concluded also that one of the biggest conflicts with the participated budget was developed with the councilmen, including the members of PT, accustomed to reproduce a pratical less democratic in the interest¿ intermediate with the population through doing favors and client¿s relations. What we have found in this study¿s case was that the democratic success of an experience envolving the popular participation, depends on more the culture and politics¿ aspects presents in Brazilian society. This thesis showed that there is a hybridism in the politics¿ culture, exercised by the different actors, members of the civil society as well as the State¿s apparatus that gesticulate democratic mechanisms based in client¿s relations in intermediate of public and collective interests. Moreover, it was confirmed the hypothesis of that culture politics is a variable basic for the study on participated experiences, because it can limit the construction of the active citizenship and the public sphere¿s magnifying when the presence of strong client¿s relations trend exists between the social actors¿ practical politics presents in the civil society in different cities

Abstract:
The Internet, and Web 2.0 tools can empower audiences to actively participate in media creation. This allows the production of large quantities of content, both amateur and professional. Online memes, which are extensions of usually citizen-created viral content, are a recent and popular example of this. This thesis examines the participation of ordinary individuals in political culture online through humor creation. It focuses on citizen-made political humor memes as an example of engaged citizen discourse. The memes comprise of photographs of political figures altered either by captions or image editing software, and can be compared to more traditional mediums such as political cartoons, and 'green screens' used in filmmaking. Popular culture is often used as a 'common language' to communicate meanings in these texts. This thesis thus examines the relationship between political and popular culture. It also discusses the value of 'affinity spaces', which actively encourage users to participate in creating and sharing the humorous political texts. Some examples of the political humor memes include: the subversion of Vladimir Putin's power by poking fun at his masculine characteristics through acts similar to fanfiction, celebrating Barack Obama’s love of Star Wars, comparing a candid photograph of John McCain to fictional nonhuman creatures such as zombies using photomanipulation, and the wide variety of immediate responses to Osama bin Laden's death. This thesis argues that much of the idiosyncratic nature of the political humor memes comes from a motivation that lies in non-serious play, though they can potentially offer legitimate political criticism through the myths 'poached' from popular culture.

The Internet is one of the main ways of interaction, production and consumption of content. The active participation of individuals in this environment, disseminating ideas and defending or proposing political agendas, can be considered as a new form of social mobilization, especially in the current pandemic context in which social distance is recommended. Based on this, this article presents the results of a project that aimed to investigate and learn about popular participation in the administrative sphere through the Internet in the municipalities that make up the Vale do Caí region. To achieve this goal, through exploratory research and a qualitative approach, all available technologies were mapped for citizens to participate in the political life of the 20 municipalities that make up the region from the websites of their prefectures. The analysis of these technologies is essential to understand how the interaction between the government and the citizen occurs in the Vale do Caí region.

Abstract:
The present paper aims to analyse through a systematic approach the notion of “community” encountered in the works of Jacob Taubes. Under a theologico-political scenario, the author discusses the political framework of Saint Paul in his Letter to the Romans. According to Taubes, the Apostle inaugurates a new type of sovereignty — acquired by the grace of God, and not by the divine law. Ultimately, the plan of Paul is to create a new “life” for the community of Christians through spirit (gr. πνεῦμα) and the highest form of love (gr. ἀγάπη). According to the author, the Letter to the Romans perfectly illustrates the transformation of the political, where the idea of hierarchy is replaced with the one of equilibrium; under this equation religion is not authority, but participation in community. From a more practical point of view, the political theology of Jacob Taubes is interested in answering the following dilemma: how is it possible for a community that sees its Lord crucified on the Cross not to create rebellions, but, on the contrary, to generally cultivate an obedient attitude towards state authority? Ultimately, while mapping the author’s understanding of community, the paper also brings into attention what the transformation of the political means for Taubes and why political theology is the scenario that accommodates the revolutionised community.

Purpose – The article examines whether and, if so, how systematic citizen participation in the planning and decision-making processes can improve the acceptance of tourism in three popular Bavarian destinations — the Franconian Lake District, Tölzer Land, and Munich. Methodology – The article draws on a qualitative study, comprising 33 expert interviews with representatives of politics, administration, tourism organisations, tourism service providers, associations, and local communities. The expert interviews were analysed using the qualitative research method GABEK. Selected findings were subsequently visualised through causal network charts. Findings – The findings revealed a fundamental dissatisfaction with the prevailing political planning and decision-making processes. More support from politics and a clear commitment to tourism value creation is required. Greater citizen involvement in the strategic development of tourism is desirable. The implementation of citizen participation is fraught with many difficulties, including lack of political goodwill, and is therefore either not or only insufficiently developed in the participating Bavarian destinations. Contribution – Against the background of recent and contemporary social developments, strategic citizen participation in tourism planning processes was identified as an important approach for the continued successful and sustainable development of Bavarian tourism destinations and living spaces. The findings can be regarded as an urgent appeal to initiate systematic participatory processes in Bavaria, guaranteeing a framework for a continuous exchange between the local population, politics, and administration, enabling better incorporation of the needs of the local population into tourism planning objectives, and increasing the acceptance of tourism.

When thinking about the place of women in the popular habitat management from feminism, questions arise: How these processes of social production were throughout history? How should a Feminist Urban Management be? What subjectivities matter? How are processes evaluated? This communication condenses the results obtained in the framework of an academic exercise with Urban Planning students, in which it was proposed to generate devices to measure and evaluate the role of women, as active political subjects, within an ongoing participatory process: the Integral Reurbanization Project (IRUP) of Villa 20 in Buenos Aires, Argentina. For this, an analysis of the proposed participatory management devices was carried out, through primary sources (interviews) and secondary sources (literature referred to the case). The experience resulted in the creation of three designs: the Feminist Timeline, the Interference Scheme, and the Evaluation of Gender Transversality, which together allowed the generation of a set of weighting of the process from a feminist and gender perspective. The rapid advancement of ICTs has outstripped the theoretical rationalization, regulatory framework, business models, professional practices and audiences’ participation in contemporary democratic processes (Kaid L., Mazoleni G., Blumler JG, Esser F.). This new ‘mosaic culture’ is characterized by demassification of media and of society itself. A virtual online culture has been created which, due to its interactive nature, acts as integrating while having an alienating and restrictive impact on people, destroying ‘live’ communication. Nevertheless, media still stays among the main factors of the deliberative democracy, which should ensure fair and reasonable debate among citizens. Compared to traditional media, internet platforms and especially social networks are becoming increasingly popular channels for politicians to communicate with the electorate. The aim of the study undertaken by an academic team of the Faculty of Journalism and Mass Communication at the St. Kliment Ohridsky Sofia University of Bulgaria and supported by the National Scientific Fund (research project KP-06-M35/4-18.12.2019) focuses on the deficits of media literacy in pre-election online communication. The object is the dynamics of the online campaign for the three parliamentary elections in Bulgaria in 2021: one regular (April 4) and two preliminary (July 11 and November 14). They have been held under the shadow of social distance and strict observance of the anti-epidemic measures against COVID-19 and in conditions of political confrontation, hostile public speech, and neglected professional standards. The subject is related to the Facebook messages in the profiles of the political leaders within the one-month period of the three campaigns. The methodology is an empirical study and comparative analysis. The scope of the survey includes those political forces that have passed the 4% electoral threshold. The main research question of the study is how Facebook messages affect voter choiceThe results showed that during all the three election campaigns, Bulgarians preferred to be informed first by television, then by online platforms and most of all - by Facebook. However, the number of posts, the frequency of Facebook use, and the funds invested did not turn out to be directly proportional to the success achieved by the politicians. Relying on populism in various dimensions was a more profitable strategy. Thus, for some of the new political formations, aggressive rhetoric was winning. Online communication replaced politicians' live contact with the public, but numerous likes, comments and shares expanded the audience's reach. In the long run few of the Facebook profiles of political leaders who were elected MPs clearly presented their intentions in such a way that voters could have the opportunity to make informed choices. The results are indicative of the extent to which insufficient information, media and digital literacy as part of the civic education of electoral actors - regulators, politicians, media, analysts and audiences - affect informed voter choice. For successful participation of citizens in public debates on protecting, sustaining and developing of civic rights and democracy, a serious awareness of the risks and opportunities of the deliberative communication process needs to be studied.

The article considers traditional terminology as well as ego-component neologisms and occasionalisms in German and English and characterizes their structure and semantics. The research is based on German and English scientific and popular scientific works, as well as media articles. The Latin pronoun ego has long been used substantivized and in word formations in different languages. Traditionally, many ego-component words are terminological in nature. First of all, such vocabulary is common for psychological and philosophic terminology. The analysis of such lexical units is to determine new tendencies of how this pronoun component functions in word formation and how ego-component words operate in various texts. One of the tendencies is expanding the list of sciences where ego-component terms become common, for example, Ego-Dokumente in historical science. Another tendency is connected with the use of ego-component words in political life to criticize particular politicians or whole political parties. The emergence of neologisms such as der Ego-Shooter, ego surfing, das Ego-Googeln is associated with new technologies. The article also presents the variety of this vocabulary graphic representation in two languages. The novelty of the research lies in approaching the subject interdisciplinary by using terminology of different sciences and also analyzing occasionalisms and the role of context in their interpretation. The author concludes about a wide range of combinability of ego with roots from different languages, as well as the variability in the meaning of this component depending on the text subject. Abstract:
Russian liberal heritage, first of all, the scientific works of the famous Russian legal expert Boris Chicherin, is the fundamental basis for the developing science of human rights in modern Russia; it is from this position that this article examines Chicherin’s work. The main purpose of the study is to identify Chicherin’s priorities in shaping new progressive ideas for Russia and to examine the transformation of his views. In examining and analysing Chicherin’s liberal ideas, historical, logical and comparative methods were applied. It has been concluded that Chicherin set the foundation of the liberal theory of human rights, elaborated a set of progressive ideas and a blueprint of reforms, which determined the formation of several generations of liberals in autocratic Russia and are still relevant today. Defending the priority of private law over public law, Chicherin argued: a civil order based on private law must always be free from state absorption. He was among the first in Russia to develop the idea of a constitutional state in relation with the creation of free institutions and the formation of a high intellectual and moral level of society. By developing the new policy of ‘liberal measures and strong state authority’ as an optimal model for Russian state and society, Chicherin gave rise to the formation of political science in Russia. The author believes that the analysis and discussion of Chicherin’s academic writings in university classrooms and at academic conferences contribute to the formation of a culture of human rights, a liberal worldview, a new generation of reformers, and the advancement of the emerging science of human rights.

The prerequisites for this study are criticism of postmodernism by theorists and philosophers of culture, and the actualisation of metamodernism as one of the most popular theories of postmodernism. The relevance of the study is determined by the appearance of a ‘new sensitivity’ having arisen from geopolitical events of the 2000s. Metamodernism theory authors declare the new structure of sensation to be different from the dominants of postmodernism and modernism. The article describes the transformation of the representation of cultural traumas in public discourse with the consideration of ideas of metamodernism and a new frankness. The article covers the methodological capabilities for using postmodernism and metamodernism discourses for analysing the principles of representation of cultural trauma within public discourse. Distinguishing features of new frankness are highlighted. Immortal Regiment action is analysed as an example of actualisation of personal experience and family history in public discourse. The concept of ‘new frankness’ increases the role and significance of the witness. The examples of works of contemporary mass culture and media resources are used to trace the actualisation of the witness’s narrative of cultural trauma. Warmth, depth, and affect, characteristic of metamodernism, actualise the demand for plausibility and personal experience of an event. An indirect effect of these hypotheses consists in that narratives on cultural trauma are multivariate as manifested in criticism of the conventional image of a historic event. Re-evaluating historical events from different points of view triggers mechanisms of latent trauma, potentially making almost any historical event a cultural trauma. The study resulted in the revelation of accentuation of sensitivity in narratives of cultural traumas, as opposed to manners prevailing in modernism and postmodernism discourses, i.e. practices of stigmatisation, suppression, and the commodification of cultural traumas.

Abstract:
This paper examines the Gülen movement from the perspective of social and spiritual capital theory. It argues that, in an increasingly globalised world, this movement has been distin- guished by its consistent ability to convert its social network and spiritual capital into crea- tive projects that contribute positively to the transformation of Islamic thought and practice in many different settings and socio-political contexts. In the past, traditional spiritual and religious movements remained largely indifferent to the new forms of transformative agency such as civil society organisations, the media, modern educational establishments, corpora- tions and global networking. Social capital theory is derived from the idea that social net- works have both importance and power as civil actors in modern democratic societies. The Gülen movement was able to adapt to the modern conditions and successfully turned its spiritual, intellectual and human resources into effective social capital. Three areas of that adaptive success are examined: education (establishment of institutions from primary school to university level, attracting students of diverse backgrounds); the media (a wide range of products in print and audio-visual communication, from a mass circulation daily to TV and radio channels); and civil society organisations (foundations and associations to promote democratic participation and dialogue among various sections of the society). The paper con- cludes that the Gülen movement has built up a huge social capital and turns it into a number of transformative agents informed by Islamic spirituality.

Nowadays considering that cycling as a widely increasing daily transport mode is becoming more popular and also more publicly required among all kinds of interest groups of our society, municipal policies and practical activities for local cycling developments are already steadily growing and will be a substantial part of municipal statutory development planning in Latvia, too, and that needs modern adaptive governance application and must be properly integrated within necessary sustainable municipal mobility approach. The study starts with an overview of the municipal cycling governance developments in Latvia as the aim of this research is to study the municipal cycling governance building frame, via the complementary set of cycling governance instruments application in terms of their development, implementation and impact evaluation – political and legal, institutional, planning, economic, infrastructure and also communication instruments. As the model’s case study area, Valmiera township municipality (case of medium and small size town municipalities in Latvia) was chosen, where our sustainable mobility studies have been step-wise continuing from 2016, particularly participatory documenting the cycling mobility development and its governance as sub-system of municipal mobility/transportation governance. The research methodologies applied included both research-and-development framework, being realized in active collaboration with municipal administration, and, case study research, allowing to provide integrative contextual analysis of the case phenomenon, including document studies, infrastructure observations with photo documentation, followed by semi-structured in-depth interviews with whole set of the main stakeholders. The study highlights direct necessity of the particular cycling mobility governance system approach understanding and adaptive application, based on three governance dimensions (governance content, stakeholders and instruments). Besides social-ecological system as governance content dimension approach and stakeholders’ participation as governance stakeholders’ dimension approach, also and particularly, not only to use usually emphasized infrastructure planning, but further design and complementary use of all groups of traditional governance instruments, also additionally developing adaptive governance based disciplinary/sectorial cycling mobility instruments, esp. whole set of cycling communication instruments (information, education/training, participation, pro-cycling friendly behaviour). This triple governance dimensions’ model and principle as well as action policy recommendations elaborated may be used by the other local municipalities starting to expand cycling mobility.

While shock-responsive social protection (SRSP) has become popular in global and national development discourses, its operationalisation in fragile and conflict-affected situations (FCAS) remains more limited, yet it is arguably here where it could meaningfully contribute to wider nexus approaches. By exploring experiences in a range of countries, the paper explores what is known about the use of SRSP in FCAS, and identifies further areas of potential research for the BASIC Research programme. It also assesses the state of knowledge regarding a number of key questions being raised among stakeholders, namely: What is known about navigating the ethical and political dilemmas around attempting SRSP in FCAS? What is known about the specific requirements for displaced populations and other excluded or vulnerable groups? What is known about when it might be ill-advised to attempt SRSP in FCAS?

Abstract:
Based on our previous research (Rogers et al 2021) we noticed a difference between how artists think the arts relate to society, and how young people imagine this relationship. Young people wanted to see (and connected most strongly to) art works that more immediately engaged with the pressing social issues of Cambodia, many of which are political – including climate change, the expression of identity and human rights (e.g. LGBTQ identity), corruption and scams, and democracy. However, artists, particularly in the performing arts and music sectors, must walk a tightrope in making works that address this kind of content, with incidents of censorship most likely to occur in music (Brennert and Yean 2023). This raises the question of how the arts can connect to society, and the possibilities and limitations of this relationship. This project follows on from our initial findings, focusing on young people who may not have much experience of the arts. It considers how the arts may work for young people as a form of civic participation and what that might look like in Cambodia. To do this it traced the journey of four young interns in producing a youth festival (the 7 Colours Festival) during the course of 2023 for Cambodian Living Arts (CLA). We examined their participation in creating the event, how they connected the festival to the social concerns of young people, and evaluated how young people participated in the festival. Abstract:
This literature review aims to explore the evidence on the effects of social assistance on gender, familial, and household relations and power dynamics among refugees and (internally) displaced populations in Syria, Iraq, Jordan, and Lebanon. It examines the findings from an intersectional gender perspective allowing the authors to build on the knowledge of ‘what works’ in interventions in general and hopefully improve gender equality and social inclusion. Out of 1,564 papers initially identified and screened, 22 were included in the final stage. A question that emerged as the papers were analysed was whether the arduous work of targeting individuals was efficient or necessary, given that the available evidence suggests that beneficiaries generally tend to share their stipend with other family members for the collective good. Most studies tended to conflate gender with women and girls – making distinctions between widowed, married, unmarried and divorced women – but ignoring other dimensions such as class, health status, religion, ethnicity, education, prior work experience, political affiliation, and civil participation. Many programmes and research fail to disaggregate data. Social assistance programmes focus on individuals and households, with little attention to the wider context and overall conflict. Most studies paid negligible attention to familial infrastructures and strategies for sustainable interventions. Access to, and use of, cash transfers are part of broader familial strategies to mobilise or increase resources including, for example, (male) migration in pursuit of remittances, or (female) dependency on ‘community charity’. Short-term cash transfers can, in some circumstances, disrupt individuals’ and families’ access to more sustainable income or ‘charity’. Thus, important questions are raised about the purpose of social assistance: does it aim to preserve or transform families through targeting?
