AbstractThis case study examines how state level constituencies for Africa used advanced communication technology to organize and mobilize state delegations to the National Summit on Africa with the intent of effecting United States foreign policy toward Africa. More specifically, it focuses on the application of information communication technology (ICT) usage as a communication and coordination tool by the National Summit Secretariat. Secondly, it examines the extent to which state delegations used advanced communication technology to complete the relevant task of developing a national policy planof-action. I hypothesize that ICTs might assist the National Summit by reducing costs of attracting and maintaining membership and facilitating coordination and communication both horizontally (among membership) and vertically (to policymakers). Primary data collection methods included administering a survey to state chairs, conducting semi-structured interviews, and reviewing state web-pages and e-groups. Preliminary results indicate that information technology to some extent can reduce coordination problems and barriers to participation; however, other factors, such as computer literacy, access to computers, and the ability to use alternative institutional resources, mediate the effectiveness of information technology usage. Implications for implementing information technology as a more effective tool for collective organizing are explored.

Abstract:
This paper examines the discursive strategies employed by advocates of Parent Trigger laws in the United States which allow parents of children in “failing” schools, in some states, to call for interventions in the operation of the schools via petition. The paper reviews the genesis of Parent Trigger laws, the network of conservative political organizations supporting Parent Trigger legislation, and the ways in which Parent Trigger advocates have promoted the concept through the deployment of both material and symbolic resources. The paper argues that Parent Trigger laws promote a “thin” form of democratic participation that equates democracy with consumer choice through the strategic representation of public schools as broken institutions and parent trigger laws as empowering parents to choose. Support for this position is developed through an empirical qualitative analysis of a sample of media texts produced by various organizations within the Parent Trigger policy network including the American Legislative Exchange Council (ALEC), American Enterprise Institute, Heartland Institute, Parent Revolution, and others. By identifying frequently used framing devices such as metaphors, exemplars, catch-phrases, and depictions as well as reasoning devices such as root causes, consequences, and appeals to principle, the study reveals the dominant frames employed by Parent Trigger advocates and contributes to the development of a more critical perspective concerning the media produced by various interest groups.

Antiblackness has a long and storied history in higher education in the United States, and unfortunately, antiblack attitudes and practices continue in the 21st century. With implications for countering antiblackness in higher education and institutionalizing support for cultural health and wellness, we documented experiences of antiblackness in the African American Student Network (AFAM). AFAM was a weekly networking group, co-facilitated by Black faculty and graduate students, where Black undergraduates could come together and share their experiences. Participation in AFAM was associated with Black holistic wellness, and AFAM was a source of cultural health, where we conceptualized cultural health as having a sense of pride and resilience in one’s cultural background. We analyzed notes of 277 AFAM discussions from 2005–2006 to 2017–2018 using an adaptation of consensual qualitative research methods to identify four domains of antiblackness: racial trauma (n = 51), racial microaggressions (n = 34), racial rejection (n = 33), and systemic racism (n = 25). In moving from antiblackness to cultural health, we advocate for institutional resources in higher education, such as an institute for cultural health on campus, that values the cultures of Black students and students of color, and that focuses on building communities in which students can generate a wellspring of pride and resilience in their cultural backgrounds.

Abstract:
Advanced Persistent Threats (APTs) are state-sponsored actors who break into computer networks for political or industrial espionage. Because of the nature of cyberspace and ever-changing sophisticated attack techniques, it is challenging to prevent and detect APT attacks. 2020 United States Federal Government data breach once again showed how difficult to protect networks from targeted attacks. Among many other solutions and techniques, zero trust is a promising security architecture that might effectively prevent the intrusion attempts of APT actors. In the zero trust model, no process insider or outside the network is trusted by default. Zero trust is also called perimeterless security to indicate that it changes the focus from network devices to assets. All processes are required to verify themselves to access the resources. In this paper, we focused on APT prevention. We sought an answer to the question: "could the 2020 United States Federal Government data breach have been prevented if the attacked networks used zero trust architecture?" To answer this question, we used MITRE's ATT&CK® framework to extract how the APT29 threat group techniques could be mitigated to prevent initial access to federal networks. Secondly, we listed basic constructs of the zero trust model using NIST Special Publication 800-207 and several other academic and industry resources. Finally, we analyzed how zero trust can prevent malicious APT activities. We found that zero trust has a strong potential of preventing APT attacks or mitigating them significantly. We also suggested that vulnerability scanning, application developer guidance, and training should not be neglected in zero trust implementations as they are not explicitly or strongly mentioned in NIST SP 800-207 and are among the mostly referred controls in academic and industry publications.

Abstract:
Rapid changes in energy technologies, the emergence of new opportunities and energy resources, and evolution in fundamental views on energy systems' functioning can be an impetus for the energy sector's transformation at both the macro and individual enterprise levels. Smart technologies in energy are a source of diffusion of innovations for various spheres of economic activity. However, when transforming energy networks, it is essential to take into account external and internal factors related to adaptation to new technologies. In addition, there may be technological, economic, social, or political constraints and risks that make it impossible to implement energy network transformation projects. Accordingly, this study aimed to study the transformation of energy networks using smart technologies in enterprises by reviewing and clustering publications in publications indexed by the Scopus database. As a result of the bibliometric review of 608 publications on energy network transformation published in leading journals in 2017-2020, the main trends in the energy sector were identified. The vast majority of energy network transformation projects were devoted to the renovation of existing electricity networks, developing micro-networks, and introducing energy storage and consumption systems. Most of the projects were described in documents in 6 thematic areas: energy (26.7%), engineering (23.0%), environmental sciences (11.3%), computer science (11.2), mathematics (7.1%), social sciences (4.1%). Analysis of the geographical distribution of authors of scientific works studying the transformation of energy networks showed the most significant number of publications published by scientists from the United States, China, and Germany. When transforming energy networks, companies use a wide range of solutions. The latter cover virtualized / cloud architectures, efficient polar coding for fronting, DC vector control technologies, passive cooling, and other solutions to increase system performance and stability, support energy storage systems, and actively engage consumers.

Abstract:
Advanced Practice Nursing (APN) emerged as a response to the need for professionals capable of giving care to patients, thereby improving the quality of healthcare; the results obtained by implementing APNs in healthcare teams confirm that APNs can be implemented in the healthcare of patients of all ages and with varied health situations (1). Levels of development in APN are very diverse in distinct countries, in the legal aspect as well as in the roles that a nurse with this level of training can fulfill. The International Council of Nurses (ICN) counts around seventy countries as being preoccupied with introducing clear function for APNs (20); nonetheless, literature describes the main progress in this sense occurring in Canada, Australia, Ireland, Finland, the United Kingdom, and the United States, although in the last ten years significant advances have been identifies in Belgium, Germany, Switzerland, Thailand, Singapore, Korea, and Africa (3, 4). In Latin-American, progress in this initiative is embryonic: the role that a APN can fulfill has not been sufficiently disseminated and the implementation of this strategy has been limited by healthcare policies in many countries or by the opposition to APNs by professionals in other areas who are reacting to misinformation or to fear of usurpation of certain functions by APNs. However, in primary care, APNs have been incorporated into healthcare teams, and research shows positive results for the expansion of coverage and reduction of healthcare costs, in both rural areas and urban centers (1, 5). Thanks to these advances, in 2000 the ICN supported the creation of the International Nurse Practitioner/Advanced Practice Nursing Network (INP/APNN) with the objective of favoring dialogue, advancing the installation of APNs in the countries, facilitating the interchange of knowledge, determining the limits in the expansion of the role of nurses, and defining the guidelines for the formation of human resources at this level. Likewise, the World Health Organization and the Pan-American Health Organization (PAHO) have worked with universities and nursing associations in Latin America and the Caribbean to, through context analyses, propose implementation of APNs (5). During August 2018, the 10th Conference of the International Nursing Council convened in Rotterdam with the goal of exploring the role of APNs in the transformation of healthcare (6). With the participation of more than fifty countries, the council established a global panorama of the situation and of the challenges nursing faces as an active participant and agent for achieving universal health coverage. An important conclusion drawn from the event is the recognition given by all participating countries to APNs for allowing significant advancement of strategies for primary healthcare and the achievement of goals related with universal health coverage and sustainable development: the guarantee of a healthy life and the promotion of wellness for everyone at every age (4, 5). These propositions imply a process and the need for countries to work towards the expansion of nursing roles, which requires the promotion of a collective project that unites different sectors involved in the formation of human talent, on one hand, that the offering of health services on the other. Likewise, administrators of education and health policy along with associations involved in the nursing discipline need to contribute to the analyses of strategies for implementing a sustainable and efficient health system that allows universal access to health (1, 4, 7). In this context, APNs are understood to have undergone master or doctorate level training that develops scientific knowledge, clinical expertise, leadership, political formation, communicational capacity, and education for the patient, family, and community groups. Therefore, the professional is enabled to take ethical decisions, work autonomously, interact in intra- and interdisciplinary groups, and understand that ANP’s work will be determined by the unique environment, healthcare structure, and legislation of different countries. In accord with Morán-Peña (8), the International Nursing Council states that APNs are characterized by an autonomous practice that allows the implementation of tools like: valuation, diagnostic reasoning, decision making for the handling of cases, plan development, implementation and evaluation of programs as part of consultation services, and being the first point of contact in the healthcare system. This implies that an ANP will have competencies to participate in the elaboration of public policy as well as on teams dedicated to care for individuals, families, groups, and communities in disease prevention, health promotion, treatment, recuperation, and palliative care (7, 9, 10). Consequently, working on the implementation of the EPA can possibly lead to transformation of healthcare systems in the clinical area, improvement in the access to primary healthcare, and in the design and development of investigation projects whose results can be applied in practice; in short, it would affect the quality and effectiveness of healthcare at different levels and allow the urgent and much needed evolution of healthcare systems (11). With this perspective, the fundamental question is whether sufficient political interest exist for the development of APN’s roles, the definition of APN’s limits, the adaption of the existing structure, the establishment of guidelines for educational programs, and the application of expert knowledge, among other aspects, in benefit of health coverage, healthcare quality, and the establishment of a sustainable healthcare system.

There is no diagram that does not also include, besides the points it connects up, certain relatively free or unbounded points, points of creativity, change and resistance, and it is perhaps with these that we ought to begin in order to understand the whole picture. (Deleuze, “Foucault” 37) Monty Cantsin: Why do we use a pervert software robot to exploit our collective consensual mind? Letitia: Because we want the thief to be a digital entity. Monty Cantsin: But isn’t this really blasphemic? Letitia: Yes, but god – in our case a meta-cocktail of authorship and copyright – can not be trusted anymore. (Amazon Noir, “Dialogue”) In 2006, some 3,000 digital copies of books were silently “stolen” from online retailer Amazon.com by targeting vulnerabilities in the “Search inside the Book” feature from the company’s website. Over several weeks, between July and October, a specially designed software program bombarded the Search Inside!™ interface with multiple requests, assembling full versions of texts and distributing them across peer-to-peer networks (P2P). Rather than a purely malicious and anonymous hack, however, the “heist” was publicised as a tactical media performance, Amazon Noir, produced by self-proclaimed super-villains Paolo Cirio, Alessandro Ludovico, and Ubermorgen.com. While controversially directed at highlighting the infrastructures that materially enforce property rights and access to knowledge online, the exploit additionally interrogated its own interventionist status as theoretically and politically ambiguous. That the “thief” was represented as a digital entity or machinic process (operating on the very terrain where exchange is differentiated) and the emergent act of “piracy” was fictionalised through the genre of noir conveys something of the indeterminacy or immensurability of the event. In this short article, I discuss some political aspects of intellectual property in relation to the complexities of Amazon Noir, particularly in the context of control, technological action, and discourses of freedom. Software, Piracy As a force of distribution, the Internet is continually subject to controversies concerning flows and permutations of agency. While often directed by discourses cast in terms of either radical autonomy or control, the technical constitution of these digital systems is more regularly a case of establishing structures of operation, codified rules, or conditions of possibility; that is, of guiding social processes and relations (McKenzie, “Cutting Code” 1-19). Software, as a medium through which such communication unfolds and becomes organised, is difficult to conceptualise as a result of being so event-orientated. There lies a complicated logic of contingency and calculation at its centre, a dimension exacerbated by the global scale of informational networks, where the inability to comprehend an environment that exceeds the limits of individual experience is frequently expressed through desires, anxieties, paranoia. Unsurprisingly, cautionary accounts and moral panics on identity theft, email fraud, pornography, surveillance, hackers, and computer viruses are as commonplace as those narratives advocating user interactivity. When analysing digital systems, cultural theory often struggles to describe forces that dictate movement and relations between disparate entities composed by code, an aspect heightened by the intensive movement of informational networks where differences are worked out through the constant exposure to unpredictability and chance (Terranova, “Communication beyond Meaning”). Such volatility partially explains the recent turn to distribution in media theory, as once durable networks for constructing economic difference – organising information in space and time (“at a distance”), accelerating or delaying its delivery – appear contingent, unstable, or consistently irregular (Cubitt 194). Attributing actions to users, programmers, or the software itself is a difficult task when faced with these states of co-emergence, especially in the context of sharing knowledge and distributing media content. Exchanges between corporate entities, mainstream media, popular cultural producers, and legal institutions over P2P networks represent an ongoing controversy in this respect, with numerous stakeholders competing between investments in property, innovation, piracy, and publics. Beginning to understand this problematic landscape is an urgent task, especially in relation to the technological dynamics that organised and propel such antagonisms. In the influential fragment, “Postscript on the Societies of Control,” Gilles Deleuze describes the historical passage from modern forms of organised enclosure (the prison, clinic, factory) to the contemporary arrangement of relational apparatuses and open systems as being materially provoked by – but not limited to – the mass deployment of networked digital technologies. In his analysis, the disciplinary mode most famously described by Foucault is spatially extended to informational systems based on code and flexibility. According to Deleuze, these cybernetic machines are connected into apparatuses that aim for intrusive monitoring: “in a control-based system nothing’s left alone for long” (“Control and Becoming” 175). Such a constant networking of behaviour is described as a shift from “molds” to “modulation,” where controls become “a self-transmuting molding changing from one moment to the next, or like a sieve whose mesh varies from one point to another” (“Postscript” 179). Accordingly, the crisis underpinning civil institutions is consistent with the generalisation of disciplinary logics across social space, forming an intensive modulation of everyday life, but one ambiguously associated with socio-technical ensembles. The precise dynamics of this epistemic shift are significant in terms of political agency: while control implies an arrangement capable of absorbing massive contingency, a series of complex instabilities actually mark its operation. Noise, viral contamination, and piracy are identified as key points of discontinuity; they appear as divisions or “errors” that force change by promoting indeterminacies in a system that would otherwise appear infinitely calculable, programmable, and predictable. The rendering of piracy as a tactic of resistance, a technique capable of levelling out the uneven economic field of global capitalism, has become a predictable catch-cry for political activists. In their analysis of multitude, for instance, Antonio Negri and Michael Hardt describe the contradictions of post-Fordist production as conjuring forth a tendency for labour to “become common.” That is, as productivity depends on flexibility, communication, and cognitive skills, directed by the cultivation of an ideal entrepreneurial or flexible subject, the greater the possibilities for self-organised forms of living that significantly challenge its operation. In this case, intellectual property exemplifies such a spiralling paradoxical logic, since “the infinite reproducibility central to these immaterial forms of property directly undermines any such construction of scarcity” (Hardt and Negri 180). The implications of the filesharing program Napster, accordingly, are read as not merely directed toward theft, but in relation to the private character of the property itself; a kind of social piracy is perpetuated that is viewed as radically recomposing social resources and relations. Ravi Sundaram, a co-founder of the Sarai new media initiative in Delhi, has meanwhile drawn attention to the existence of “pirate modernities” capable of being actualised when individuals or local groups gain illegitimate access to distributive media technologies; these are worlds of “innovation and non-legality,” of electronic survival strategies that partake in cultures of dispersal and escape simple classification (94). Meanwhile, pirate entrepreneurs Magnus Eriksson and Rasmus Fleische – associated with the notorious Piratbyrn – have promoted the bleeding away of Hollywood profits through fully deployed P2P networks, with the intention of pushing filesharing dynamics to an extreme in order to radicalise the potential for social change (“Copies and Context”). From an aesthetic perspective, such activist theories are complemented by the affective register of appropriation art, a movement broadly conceived in terms of antagonistically liberating knowledge from the confines of intellectual property: “those who pirate and hijack owned material, attempting to free information, art, film, and music – the rhetoric of our cultural life – from what they see as the prison of private ownership” (Harold 114). These “unruly” escape attempts are pursued through various modes of engagement, from experimental performances with legislative infrastructures (i.e. Kembrew McLeod’s patenting of the phrase “freedom of expression”) to musical remix projects, such as the work of Negativland, John Oswald, RTMark, Detritus, Illegal Art, and the Evolution Control Committee. Amazon Noir, while similarly engaging with questions of ownership, is distinguished by specifically targeting information communication systems and finding “niches” or gaps between overlapping networks of control and economic governance. Hans Bernhard and Lizvlx from Ubermorgen.com (meaning ‘Day after Tomorrow,’ or ‘Super-Tomorrow’) actually describe their work as “research-based”: “we not are opportunistic, money-driven or success-driven, our central motivation is to gain as much information as possible as fast as possible as chaotic as possible and to redistribute this information via digital channels” (“Interview with Ubermorgen”). This has led to experiments like Google Will Eat Itself (2005) and the construction of the automated software thief against Amazon.com, as process-based explorations of technological action. Agency, Distribution Deleuze’s “postscript” on control has proven massively influential for new media art by introducing a series of key questions on power (or desire) and digital networks. As a social diagram, however, control should be understood as a partial rather than totalising map of relations, referring to the augmentation of disciplinary power in specific technological settings. While control is a conceptual regime that refers to open-ended terrains beyond the architectural locales of enclosure, implying a move toward informational networks, data solicitation, and cybernetic feedback, there remains a peculiar contingent dimension to its limits. For example, software code is typically designed to remain cycling until user input is provided. There is a specifically immanent and localised quality to its actions that might be taken as exemplary of control as a continuously modulating affective materialism. The outcome is a heightened sense of bounded emergencies that are either flattened out or absorbed through reconstitution; however, these are never linear gestures of containment. As Tiziana Terranova observes, control operates through multilayered mechanisms of order and organisation: “messy local assemblages and compositions, subjective and machinic, characterised by different types of psychic investments, that cannot be the subject of normative, pre-made political judgments, but which need to be thought anew again and again, each time, in specific dynamic compositions” (“Of Sense and Sensibility” 34). This event-orientated vitality accounts for the political ambitions of tactical media as opening out communication channels through selective “transversal” targeting. Amazon Noir, for that reason, is pitched specifically against the material processes of communication. The system used to harvest the content from “Search inside the Book” is described as “robot-perversion-technology,” based on a network of four servers around the globe, each with a specific function: one located in the United States that retrieved (or “sucked”) the books from the site, one in Russia that injected the assembled documents onto P2P networks and two in Europe that coordinated the action via intelligent automated programs (see “The Diagram”). According to the “villains,” the main goal was to steal all 150,000 books from Search Inside!™ then use the same technology to steal books from the “Google Print Service” (the exploit was limited only by the amount of technological resources financially available, but there are apparent plans to improve the technique by reinvesting the money received through the settlement with Amazon.com not to publicise the hack). In terms of informational culture, this system resembles a machinic process directed at redistributing copyright content; “The Diagram” visualises key processes that define digital piracy as an emergent phenomenon within an open-ended and responsive milieu. That is, the static image foregrounds something of the activity of copying being a technological action that complicates any analysis focusing purely on copyright as content. In this respect, intellectual property rights are revealed as being entangled within information architectures as communication management and cultural recombination – dissipated and enforced by a measured interplay between openness and obstruction, resonance and emergence (Terranova, “Communication beyond Meaning” 52). To understand data distribution requires an acknowledgement of these underlying nonhuman relations that allow for such informational exchanges. It requires an understanding of the permutations of agency carried along by digital entities. According to Lawrence Lessig’s influential argument, code is not merely an object of governance, but has an overt legislative function itself. Within the informational environments of software, “a law is defined, not through a statue, but through the code that governs the space” (20). These points of symmetry are understood as concretised social values: they are material standards that regulate flow. Similarly, Alexander Galloway describes computer protocols as non-institutional “etiquette for autonomous agents,” or “conventional rules that govern the set of possible behavior patterns within a heterogeneous system” (7). In his analysis, these agreed-upon standardised actions operate as a style of management fostered by contradiction: progressive though reactionary, encouraging diversity by striving for the universal, synonymous with possibility but completely predetermined, and so on (243-244). Needless to say, political uncertainties arise from a paradigm that generates internal material obscurities through a constant twinning of freedom and control. For Wendy Hui Kyong Chun, these Cold War systems subvert the possibilities for any actual experience of autonomy by generalising paranoia through constant intrusion and reducing social problems to questions of technological optimisation (1-30). In confrontation with these seemingly ubiquitous regulatory structures, cultural theory requires a critical vocabulary differentiated from computer engineering to account for the sociality that permeates through and concatenates technological realities. In his recent work on “mundane” devices, software and code, Adrian McKenzie introduces a relevant analytic approach in the concept of technological action as something that both abstracts and concretises relations in a diffusion of collective-individual forces. Drawing on the thought of French philosopher Gilbert Simondon, he uses the term “transduction” to identify a key characteristic of technology in the relational process of becoming, or ontogenesis. This is described as bringing together disparate things into composites of relations that evolve and propagate a structure throughout a domain, or “overflow existing modalities of perception and movement on many scales” (“Impersonal and Personal Forces in Technological Action” 201). Most importantly, these innovative diffusions or contagions occur by bridging states of difference or incompatibilities. Technological action, therefore, arises from a particular type of disjunctive relation between an entity and something external to itself: “in making this relation, technical action changes not only the ensemble, but also the form of life of its agent. Abstraction comes into being and begins to subsume or reconfigure existing relations between the inside and outside” (203). Here, reciprocal interactions between two states or dimensions actualise disparate potentials through metastability: an equilibrium that proliferates, unfolds, and drives individuation. While drawing on cybernetics and dealing with specific technological platforms, McKenzie’s work can be extended to describe the significance of informational devices throughout control societies as a whole, particularly as a predictive and future-orientated force that thrives on staged conflicts. Moreover, being a non-deterministic technical theory, it additionally speaks to new tendencies in regimes of production that harness cognition and cooperation through specially designed infrastructures to enact persistent innovation without any end-point, final goal or natural target (Thrift 283-295). Here, the interface between intellectual property and reproduction can be seen as a site of variation that weaves together disparate objects and entities by imbrication in social life itself. These are specific acts of interference that propel relations toward unforeseen conclusions by drawing on memories, attention spans, material-technical traits, and so on. The focus lies on performance, context, and design “as a continual process of tuning arrived at by distributed aspiration” (Thrift 295). This later point is demonstrated in recent scholarly treatments of filesharing networks as media ecologies. Kate Crawford, for instance, describes the movement of P2P as processual or adaptive, comparable to technological action, marked by key transitions from partially decentralised architectures such as Napster, to the fully distributed systems of Gnutella and seeded swarm-based networks like BitTorrent (30-39). Each of these technologies can be understood as a response to various legal incursions, producing radically dissimilar socio-technological dynamics and emergent trends for how agency is modulated by informational exchanges. Indeed, even these aberrant formations are characterised by modes of commodification that continually spillover and feedback on themselves, repositioning markets and commodities in doing so, from MP3s to iPods, P2P to broadband subscription rates. However, one key limitation of this ontological approach is apparent when dealing with the sheer scale of activity involved, where mass participation elicits certain degrees of obscurity and relative safety in numbers. This represents an obvious problem for analysis, as dynamics can easily be identified in the broadest conceptual sense, without any understanding of the specific contexts of usage, political impacts, and economic effects for participants in their everyday consumptive habits. Large-scale distributed ensembles are “problematic” in their technological constitution, as a result. They are sites of expansive overflow that provoke an equivalent individuation of thought, as the Recording Industry Association of America observes on their educational website: “because of the nature of the theft, the damage is not always easy to calculate but not hard to envision” (“Piracy”). The politics of the filesharing debate, in this sense, depends on the command of imaginaries; that is, being able to conceptualise an overarching structural consistency to a persistent and adaptive ecology. As a mode of tactical intervention, Amazon Noir dramatises these ambiguities by framing technological action through the fictional sensibilities of narrative genre. Ambiguity, Control The extensive use of imagery and iconography from “noir” can be understood as an explicit reference to the increasing criminalisation of copyright violation through digital technologies. However, the term also refers to the indistinct or uncertain effects produced by this tactical intervention: who are the “bad guys” or the “good guys”? Are positions like ‘good’ and ‘evil’ (something like freedom or tyranny) so easily identified and distinguished? As Paolo Cirio explains, this political disposition is deliberately kept obscure in the project: “it’s a representation of the actual ambiguity about copyright issues, where every case seems to lack a moral or ethical basis” (“Amazon Noir Interview”). While user communications made available on the site clearly identify culprits (describing the project as jeopardising arts funding, as both irresponsible and arrogant), the self-description of the artists as political “failures” highlights the uncertainty regarding the project’s qualities as a force of long-term social renewal: Lizvlx from Ubermorgen.com had daily shootouts with the global mass-media, Cirio continuously pushed the boundaries of copyright (books are just pixels on a screen or just ink on paper), Ludovico and Bernhard resisted kickback-bribes from powerful Amazon.com until they finally gave in and sold the technology for an undisclosed sum to Amazon. Betrayal, blasphemy and pessimism finally split the gang of bad guys. (“Press Release”) Here, the adaptive and flexible qualities of informatic commodities and computational systems of distribution are knowingly posited as critical limits; in a certain sense, the project fails technologically in order to succeed conceptually. From a cynical perspective, this might be interpreted as guaranteeing authenticity by insisting on the useless or non-instrumental quality of art. However, through this process, Amazon Noir illustrates how forces confined as exterior to control (virality, piracy, noncommunication) regularly operate as points of distinction to generate change and innovation. Just as hackers are legitimately employed to challenge the durability of network exchanges, malfunctions are relied upon as potential sources of future information. Indeed, the notion of demonstrating ‘autonomy’ by illustrating the shortcomings of software is entirely consistent with the logic of control as a modulating organisational diagram. These so-called “circuit breakers” are positioned as points of bifurcation that open up new systems and encompass a more general “abstract machine” or tendency governing contemporary capitalism (Parikka 300). As a consequence, the ambiguities of Amazon Noir emerge not just from the contrary articulation of intellectual property and digital technology, but additionally through the concept of thinking “resistance” simultaneously with regimes of control. This tension is apparent in Galloway’s analysis of the cybernetic machines that are synonymous with the operation of Deleuzian control societies – i.e. “computerised information management” – where tactical media are posited as potential modes of contestation against the tyranny of code, “able to exploit flaws in protocological and proprietary command and control, not to destroy technology, but to sculpt protocol and make it better suited to people’s real desires” (176). While pushing a system into a state of hypertrophy to reform digital architectures might represent a possible technique that produces a space through which to imagine something like “our” freedom, it still leaves unexamined the desire for reformation itself as nurtured by and produced through the coupling of cybernetics, information theory, and distributed networking. This draws into focus the significance of McKenzie’s Simondon-inspired cybernetic perspective on socio-technological ensembles as being always-already predetermined by and driven through asymmetries or difference. As Chun observes, consequently, there is no paradox between resistance and capture since “control and freedom are not opposites, but different sides of the same coin: just as discipline served as a grid on which liberty was established, control is the matrix that enables freedom as openness” (71). Why “openness” should be so readily equated with a state of being free represents a major unexamined presumption of digital culture, and leads to the associated predicament of attempting to think of how this freedom has become something one cannot not desire. If Amazon Noir has political currency in this context, however, it emerges from a capacity to recognise how informational networks channel desire, memories, and imaginative visions rather than just cultivated antagonisms and counterintuitive economics. As a final point, it is worth observing that the project was initiated without publicity until the settlement with Amazon.com. There is, as a consequence, nothing to suggest that this subversive “event” might have actually occurred, a feeling heightened by the abstractions of software entities. To the extent that we believe in “the big book heist,” that such an act is even possible, is a gauge through which the paranoia of control societies is illuminated as a longing or desire for autonomy. As Hakim Bey observes in his conceptualisation of “pirate utopias,” such fleeting encounters with the imaginaries of freedom flow back into the experience of the everyday as political instantiations of utopian hope. Amazon Noir, with all its underlying ethical ambiguities, presents us with a challenge to rethink these affective investments by considering our profound weaknesses to master the complexities and constant intrusions of control. It provides an opportunity to conceive of a future that begins with limits and limitations as immanently central, even foundational, to our deep interconnection with socio-technological ensembles. Abstract:
The need to sustain and/or create a collective identity is regularly seen as one of the cultural priorities of diasporic peoples and this, in turn, depends upon the existence of a uniquely diasporic form of communication and connection with the country of origin. Today, digital media technologies provide easy information recording and retrieval, and mobile IT networks allow global accessibility and participation in the redefinition of identities. Vis-à-vis our understanding of the proximity and connectivity associated with globalisation, the role of ICTs cannot be underestimated and is clearly more than a simple instrument for the expression of a pre-existing diasporic identity. Indeed, the concept of “e-diaspora” is gaining popularity. Consequently, research into the role of ICTs in the lives of diasporic peoples contributes to a definition of the concept of diaspora, understood here as the result of the dispersal of all members of a nation in several countries. In this context, I will demonstrate how members of the Bulgarian diaspora negotiate not only their identities but also their identifications through one of the most popular community websites, Facebook. My methodology consists of the active observation of Bulgarian users belonging to the diaspora, the participation in groups and forums on Facebook, and the analysis of discourses produced online. This research was conducted for the first time between 1 August 2008 and 31 May 2009 through the largest 20 (of 195) Bulgarian groups on the French version of Facebook and 40 (of over 500) on the English one. It is important to note that the public considered to be predominantly involved in Facebook is a young audience in the age group of 18-35 years. Therefore, this article is focused on two generations of Bulgarian immigrants: mostly recent young and second-generation migrants. The observed users are therefore members of the Bulgarian diaspora who have little or no experience of communism, who don’t feel the weight of the past, and who have grown up as free and often cosmopolitan citizens. Communist hegemony in Bulgaria began on 9 September 1944, when the army and the communist militiamen deposed the country’s government and handed power over to an anti-fascist coalition. During the following decades, Bulgaria became the perfect Soviet satellite and the imposed Stalinist model led to sharp curtailing of the economic and social contacts with the free world beyond the Iron Curtain. In 1989, the fall of the Berlin Wall marked the end of the communist era and the political and economic structures that supported it. Identity, Internet, and Diaspora Through the work of Mead, Todorov, and boyd it is possible to conceptualise the subject in terms of both of internal and external social identity (Mead, Todorov, boyd). In this article, I will focus, in particular, on social and national identities as expressions of the process of sharing stories, experiences, and understanding between individuals. In this respect, the phenomenon of Facebook is especially well placed to mediate between identifications which, according to Freud, facilitate the plural subjectivities and the establishment of an emotional network of mutual bonds between the individual and the group (Freud). This research also draws on Goffman who, from a sociological point of view, demystifies the representation of the Self by developing a dramaturgical theory (Goffman), whereby identity is constructed through the "roles" that people play on the social scene. Social life is a vast stage where the actors are required to adhere to certain socially acceptable rituals and guidelines. It means that we can consider the presentation of Self, or Others, as a facade or a construction of socially accepted features. Among all the ICTs, the Internet is, by far, the medium most likely to facilitate free expression of identity through a multitude of possible actions and community interactions. Personal and national memories circulate in the transnational space of the Internet and are reshaped when framed from specific circumstances such as those raised by the migration process. In an age of globalisation marked by the proliferation of population movements, instant communication, and cultural exchanges across geographic boundaries, the phenomenon of the diaspora has caught the attention of a growing number of scholars. I shall be working with Robin Cohen’s definition of diaspora which highlights the following common features: (1) dispersal from an original homeland; (2) the expansion from a homeland in search of work; (3) a collective memory and myth about the homeland; (4) an idealisation of the supposed ancestral homeland; (5) a return movement; (6) a strong ethnic group consciousness sustained over a long time; (7) a troubled relationship with host societies; (8) a sense of solidarity with co-ethnic members in other countries; and (9) the possibility of a distinctive creative, enriching life in tolerant host countries (Cohen). Following on this earlier work on the ways in which diasporas give rise to new forms of subjectivity, the concept of “e-diaspora” is now rapidly gaining in popularity. The complex association between diasporic groups and ICTs has led to a concept of e-diasporas that actively utilise ICTs to achieve community-specific goals, and that have become critical for the formation and sustenance of an exilic community for migrant groups around the globe (Srinivasan and Pyati). Diaspora and the Digital Age Anderson points out two key features of the Internet: first, it is a heterogeneous electronic medium, with hardly perceptible contours, and is in a state of constant development; second, it is a repository of “imagined communities” without geographical or legal legitimacy, whose members will probably never meet (Anderson). Unlike “real” communities, where people have physical interactions, in the imagined communities, individuals do not have face-to-face communication and daily contact, but they nonetheless feel a strong emotional attachment to the nation. The Internet not only opens new opportunities to gain greater visibility and strengthen the sense of belonging to community, but it also contributes to the emergence of a transnational public sphere where the communities scattered in various locations freely exchange their views and ideas without fear of restrictions or censorship from traditional media (Appadurai, Bernal). As a result, the Web becomes a virtual diasporic space which opens up, to those who have left their country, a new means of confrontation and social participation. Within this new diasporic space, migrants are bound in their disparate geographical locations by a common vision or myth about the homeland (Karim). Thanks to the Internet, the computer has become a primary technological intermediary between virtual networks, bringing its members closer in a “global village” where everyone is immediately connected to others. Thus, today’s diasporas are not the diaspora of previous generations in that the migration is experienced and negotiated very differently: people in one country are now able to continue to participate actively in another country. In this context, the arrival of community sites has increased the capacity of users to create a network on the Internet, to rediscover lost links, and strengthen new ones. Unlike offline communities, which may weaken once their members have left the physical space, online communities that are no longer limited by the requirement of physical presence in the common space have the capacity to endure. Identity Strategies of New Generations of Bulgarian Migrants It is very difficult to quantify migration to or from Bulgaria. Existing data is not only partial and limited but, in some cases, give an inaccurate view of migration from Bulgaria (Soultanova). Informal data confirm that one million Bulgarians, around 15 per cent of Bulgaria’s entire population (7,620,238 inhabitants in 2007), are now scattered around the world (National Statistical Institute of Bulgaria). The Bulgarian migrant is caught in a system of redefinition of identity through the duration of his or her relocation. Emigrating from a country like Bulgaria implies a high number of contingencies. Bulgarians’ self-identification is relative to the inferiority complex of a poor country which has a great deal to do to catch up with its neighbours. Before the accession of Bulgaria to the European Union, the country was often associated with what have been called “Third World countries” and seen as a source of crime and social problems. Members of the Bulgarian diaspora faced daily prejudice due to the bad reputation of their country of origin, though the extent of the hostility depended upon the “host” nation (Marcheva). Geographically, Bulgaria is one of the most eastern countries in Europe, the last to enter the European Union, and its image abroad has not facilitated the integration of the Bulgarian diaspora. The differences between Bulgarian migrants and the “host society” perpetuate a sentiment of marginality that is now countered with an online appeal for national identity markers and shared experiences. Facebook: The Ultimate Social Network The Growing Popularity of Facebook With more than 500 million active members, Facebook is the most visited website in the world. In June 2007, Facebook experienced a record annual increase of 270 per cent of connections in one year (source: comScore World Metrix). More than 70 translations of the site are available to date, including the Bulgarian version. What makes it unique is that Facebook positively encourages identity games. Moreover, Facebook provides the symbolic building blocks with which to build a collective identity through shared forms of discourse and ways of thinking. People are desperate to make a good impression on the Internet: that is why they spend so much time managing their online identity. One of the most important aspects of Facebook is that it enables users to control and manage their image, leaving the choice of how their profile appears on the pages of others a matter of personal preference at any given time. Despite some limitations, we will see that Facebook offers the Bulgarian community abroad the possibility of an intense and ongoing interaction with fellow nationals, including the opportunity to assert and develop a complex new national/transnational identity. Facebook Experiences of the Bulgarian Diaspora Created in the United States in 2004 and extended to use in Europe two or three years later, Facebook was quickly adopted by members of the Bulgarian diaspora. Here, it is very important to note that, although the Internet per se has enabled Bulgarians across the globe to introduce Cyrillic script into the public arena, it is definitely Facebook that has made digital Cyrillic visible. Early in computer history, keyboards with the Cyrillic alphabet simply did not exist. Thus, Bulgarians were forced to translate their language into Latin script. Today, almost all members of the Bulgarian population who own a computer use a keyboard that combines the two alphabets, Latin and Cyrillic, and this allows alternation between the two. This is not the case for the majority of Bulgarians living abroad who are forced to use a keyboard specific to their country of residence. Thus, Bulgarians online have adopted a hybrid code to speak and communicate. Since foreign keyboards are not equipped with the same consonants and vowels that exist in the Bulgarian language, they use the Latin letters that best suit the Bulgarian phonetic. Several possible interpretations of these “encoded” texts exist which become another way for the Bulgarian migrants to distinguish and assert themselves. One of these encoded scripts is supplemented by figures. For example, the number “6” written in Bulgarian “шест” is applied to represent the Bulgarian letter “ш.” Bulgarian immigrants therefore employ very specific codes of communication that enhance the feeling of belonging to a community that shares the same language, which is often incomprehensible to others. As the ultimate social networking website, Facebook brings together Bulgarians from all over the world and offers them a space to preserve online memorials and digital archives. As a result, the Bulgarian diaspora privileges this website in order to manage the strong links between its members. Indeed, within months of coming into online existence, Facebook established itself as a powerful social phenomenon for the Bulgarian diaspora and, very soon, a virtual map of the Bulgarian diaspora was formed. It should be noted, however, that this mapping was focused on the new generation of Bulgarian migrants more familiar with the Internet and most likely to travel. By identifying the presence of online groups by country or city, I was able to locate the most active Bulgarian communities: “Bulgarians in UK” (524 members), “Bulgarians in Chicago” (436 members), “Bulgarians studying in the UK” (346 members), “Bulgarians in America” (333 members), “Bulgarians in the USA” (314 members), “Bulgarians in Montreal” (249 members), “Bulgarians in Munich” (241 members), and so on. These figures are based on the “Groups” Application of Facebook as updated in February 2010. Through those groups, a symbolic diasporic geography is imagined and communicated: the digital “border crossing,” as well as the real one, becomes a major identity resource. Thus, Bulgarian users of Facebook are connecting from the four corners of the globe in order to rebuild family links and to participate virtually in the marriages, births, and lives of their families. It sometimes seems that the whole country has an appointment on Facebook, and that all the photos and stories of Bulgarians are more or less accessible to the community in general. Among its virtual initiatives, Facebook has made available to its users an effective mobilising tool, the Causes, which is used as a virtual noticeboard for activities and ideas circulating in “real life.” The members of the Bulgarian diaspora choose to adhere to different “causes” that may be local, national, or global, and that are complementary to the civic and socially responsible side of the identity they have chosen to construct online. Acting as a virtual realm in which distinct and overlapping trajectories coexist, Facebook thus enables users to articulate different stories and meanings and to foster a democratic imaginary about both the past and the future. Facebook encourages diasporas to produce new initiatives to revive or create collective memories and common values. Through photos and videos, scenes of everyday life are celebrated and manipulated as tools to reconstruct, reconcile, and display a part of the history and the identity of the migrant. By combating the feelings of disorientation, the consciousness of sharing the same national background and culture facilitates dialogue and neutralises the anxiety and loneliness of Bulgarian migrants. When cultural differences become more acute, the sense of isolation increases and this encourages migrants to look for company and solidarity online. As the number of immigrants connected and visible on Facebook gets larger, so the use of the Internet heightens their sense of a substantial collective identity. This is especially important for migrants during the early years of relocation when their sense of identity is most fragile. It can therefore be argued that, through the Internet, some Bulgarian migrants are replacing alienating face-to-face contact with virtual friends and enjoying the feeling of reassurance and belonging to a transnational community of compatriots. In this sense, Facebook is a propitious ground for the establishment of the three identity strategies defined by Herzfeld: cultural intimacy (or self-stereotypes); structural nostalgia (the evocation of a time when everything was going better); and the social poetic (the strategies aiming to retrieve a particular advantage and turn it into a permanent condition). In this way, the willingness to remain continuously in virtual contact with other Bulgarians often reveals a desire to return to the place of birth. Nostalgia and outsourcing of such sentiments help migrants to cope with feelings of frustration and disappointment. I observed that it is just after their return from summer holidays spent in Bulgaria that members of the Bulgarian diaspora are most active on the Bulgarian forums and pages on Facebook. The “return tourism” (Fourcade) during the summer or for the winter holidays seems to be a central theme in the forums on Facebook and an important source of emotional refuelling. Tensions between identities can also lead to creative formulations through Facebook’s pages. Thus, the group “You know you’re a Bulgarian when...”, which enjoys very active participation from the Bulgarian diaspora, is a space where everyone is invited to share, through a single sentence, some fact of everyday life with which all Bulgarians can identify. With humour and self-irony, this Facebook page demonstrates what is distinctive about being Bulgarian but also highlights frustration with certain prejudices and stereotypes. Frequently these profiles are characterised by seemingly “glocal” features. The same Bulgarian user could define himself as a Parisian, adhering to the group “You know you’re from Paris when...”, but also a native of a Bulgarian town (“You know you’re from Varna when...”). At the same time, he is an architect (“All architects on Facebook”), supporting the candidacy of Barack Obama, a fan of Japanese manga (“maNga”), of a French actor, an American cinema director, or Indian food. He joins a cause to save a wild beach on the Black Sea coast (“We love camping: Gradina Smokinia and Arapia”) and protests virtually against the slaughter of dolphins in the Faroe Islands (“World shame”). One month, the individual could identify as Bulgarian, but next month he might choose to locate himself in the country in which he is now resident. Thus, Facebook creates a virtual territory without borders for the cosmopolitan subject (Negroponte) and this confirms the premise that the Internet does not lead to the convergence of cultures, but rather confirms the opportunities for diversification and pluralism through multiple social and national affiliations. Facebook must therefore be seen as an advantageous space for the representation and interpretation of identity and for performance and digital existence. Bulgarian migrants bring together elements of their offline lives in order to construct, online, entirely new composite identities. The Bulgarians we have studied as part of this research almost never use pseudonyms and do not seem to feel the need to hide their material identities. This suggests that they are mature people who value their status as migrants of Bulgarian origin and who feel confident in presenting their natal identities rather than hiding behind a false name. Starting from this material social/national identity, which is revealed through the display of surname with a Slavic consonance, members of the Bulgarian diaspora choose to manage their complex virtual identities online. Conclusion Far from their homeland, beset with feelings of insecurity and alienation as well as daily experiences of social and cultural exclusion (much of it stemming from an ongoing prejudice towards citizens from ex-communist countries), it is no wonder that migrants from Bulgaria find relief in meeting up with compatriots in front of their screens. Although some migrants assume their Bulgarian identity as a mixture of different cultures and are trying to rethink and continuously negotiate their cultural practices (often through the display of contradictory feelings and identifications), others identify with an imagined community and enjoy drawing boundaries between what is “Bulgarian” and what is not. The indispensable daily visit to Facebook is clearly a means of forging an ongoing sense of belonging to the Bulgarian community scattered across the globe. Facebook makes possible the double presence of Bulgarian immigrants both here and there and facilitates the ongoing processes of identity construction that depend, more and more, upon new media. In this respect, the role that Facebook plays in the life of the Bulgarian diaspora may be seen as a facet of an increasingly dynamic transnational world in which interactive media may be seen to contribute creatively to the formation of collective identities and the deformation of monolithic cultures. Abstract:
On 17 January 2013, Wired chose the smart contact lens as one of “7 Massive Ideas That Could Change the World” describing a Google-led research project. Wired explains that the inventor, Dr. Babak Parviz, wants to build a microsystem on a contact lens: “Using radios no wider than a few human hairs, he thinks these lenses can augment reality and incidentally eliminate the need for displays on phones, PCs, and widescreen TVs”. Explained further in other sources, the technology entails an antenna, circuits embedded into a contact lens, GPS, and an LED to project images on the eye, creating a virtual display (Solve for X). Wi-Fi would stream content through a transparent screen over the eye. One patent describes a camera embedded in the lens (Etherington). Another mentions medical sensing, such as glucose monitoring of tears (Goldman). In other words, Google proposes an imagined future when we use contact lenses to search the Internet (and be searched by it), shop online, communicate with friends, work, navigate maps, swipe through Tinder, monitor our health, watch television, and, by that time, probably engage in a host of activities not yet invented. Often referred to as a bionic contact, the smart contact lens would signal a weighty shift in the way we work, socialize, and frame our online identities. However, speculative discussion over this radical shift in personal computing, rarely if ever, includes consideration of how the body, acting as a host to digital information, will manage to assimilate not only significant affordances, but also significant constraints and vulnerabilities. At this point, for most people, the smart contact lens is just an idea. Is a new medium of communication started when it is launched in an advertising campaign? When we Like it on Facebook? If we chat about it during a party amongst friends? Or, do a critical mass of people actually have to be using it to say it has started? One might say that Apple’s Macintosh computer started as a media platform when the world heard about the famous 1984 television advertisement aired during the American NFL Super Bowl of that year. Directed by Ridley Scott, the ad entails an athlete running down a passageway and hurling a hammer at a massive screen depicting cold war style rulers expounding state propaganda. The screen explodes freeing those imprisoned from their concentration camp existence. The direct reference to Orwell’s 1984 serves as a metaphor for IBM in 1984. PC users were made analogous to political prisoners and IBM served to represent the totalitarian government. The Mac became a something that, at the time, challenged IBM, and suggested an alternative use for the desktop computer that had previously been relegated for work rather than life. Not everyone bought a Mac, but the polemical ad fostered the idea that Mac was certainly the start of new expectations, civic identities, value-systems, and personal uses for computers. The smart contact lens is another startling start. News of it shocks us, initiates social media clicks and forwards, and instigates dialogue. But, it also indicates the start of a new media paradigm that is already undergoing popular adoption as it is announced in mainstream news and circulated algorithmically across media channels. Since 2008, news outlets like CNN, The New York Times, The Globe and Mail, Asian International News, United News of India, The Times of London and The Washington Post have carried it, feeding the buzz in circulation that Google intends. Attached to the wave of current popular interest generated around any technology claiming to be “wearable,” a smart contact lens also seems surreptitious. We would no longer hold smartphones, but hide all of that digital functionality beneath our eyelids. Its emergence reveals the way commercial models have dramatically changed. The smart contact lens is a futuristic invention imagined for us and about us, but also a sensationalized idea socializing us to a future that includes it. It is also a real device that Parviz (with Google) has been inventing, promoting, and patenting for commercial applications. All of these workings speak to a broader digital culture phenomenon. We argue that the smart contact lens discloses a process of nascent posthuman adaptation, launched in an era that celebrates wearable media as simultaneously astonishing and banal. More specifically, we adopt technology based on our adaptation to it within our personal, political, medial, social, and biological contexts, which also function in a state of flux. N. Katherine Hayles writes that “Contemporary technogenesis, like evolution in general, is not about progress ... rather, contemporary technogenesis is about adaptation, the fit between organisms and their environments, recognizing that both sides of the engagement (human and technologies) are undergoing coordinated transformations” (81). This article attends to the idea that in these early stages, symbolic acts of adaptation signal an emergent medium through rhetorical processes that society both draws from and contributes to. In terms of project scope, this article contributes a focused analysis to a much larger ongoing digital rhetoric project. For the larger project, we conducted a discourse analysis on a collection of international publications concerning Babak Parviz and the invention. We searched for and collected newspaper stories, news broadcasts, YouTube videos from various sources, academic journal publications, inventors’ conference presentations, and advertising, all published between January 2008 and May 2014, generating a corpus of more than 600 relevant artifacts. Shortly after this time, Dr. Parviz, a Professor at the University of Washington, left the secretive GoogleX lab and joined Amazon.com (Mac). For this article we focus specifically on the idea of beginnings or genesis and how digital spaces increasingly serve as the grounds for emergent digital cultural phenomena that are rarely recognized as starting points. We searched through the corpus to identify a few exemplary international mainstream news stories to foreground predominant tropes in support of the claim we make that smart contacts lenses are a startling idea. Content producers deliberately use astonishment as a persuasive device. We characterize the idea of a smart contact lens cast in rhetorical terms in order to reveal how its allure works as a process of adaptation. Rhetorician and philosopher, Kenneth Burke writes that “rhetorical language is inducement to action (or to attitude)” (42). A rhetorical approach is instrumental because it offers a model to explain how we deploy, often times, manipulative meaning as senders and receivers while negotiating highly complex constellations of resources and contexts. Burke’s rhetorical theory can show how messages influence and become influenced by powerful hierarchies in discourse that seem transparent or neutral, ones that seem to fade into the background of our consciousness. For this article, we also concentrate on rhetorical devices such as ethos and the inventor’s own appeals through different modes of communication. Ethos was originally proposed by Aristotle to identify speaker credibility as a persuasive tactic. Addressed by scholars of rhetoric for centuries, ethos has been reconfigured by many critical theorists (Burke; Baumlin Ethos; Hyde). Baumlin and Baumlin suggest that “ethos describes an audience’s projection of authority and trustworthiness onto the speaker ... ethos suggests that the ethical appeal to be a radically psychological event situated in the mental processes of the audience – as belonging as much to the audience as to the actual character of a speaker” (Psychology 99). Discussed in the next section, our impression of Parviz and his position as inventor plays a dramatic role in the surfacing of the smart contact lens. Digital Rhetoric is an “emerging scholarly discipline concerned with the interpretation of computer-generated media as objects of study” (Losh 48). In an era when machine-learning algorithms become the messengers for our messages, which have become commodity items operating across globalized, capitalist networks, digital rhetoric provides a stable model for our approach. It leads us to demonstrate how this emergent medium and invention, the smart contact lens, is born amid new digital genres of speculative communication circulated in the everyday forums we engage on a daily basis. Smart Contact Lenses, Sensationalism, and Identity One relevant site for exploration into how an invention gains ethos is through writing or video penned or produced by the inventor. An article authored by Parviz in 2009 discusses his invention and the technical advancements that need to be made before the smart contact lens could work. He opens the article using a fictional and sensationalized analogy to encourage the adoption of his invention: The human eye is a perceptual powerhouse. It can see millions of colors, adjust easily to shifting light conditions, and transmit information to the brain at a rate exceeding that of a high-speed Internet connection.But why stop there?In the Terminator movies, Arnold Schwarzenegger’s character sees the world with data superimposed on his visual field—virtual captions that enhance the cyborg’s scan of a scene. In stories by the science fiction author Vernor Vinge, characters rely on electronic contact lenses, rather than smartphones or brain implants, for seamless access to information that appears right before their eyes. Identity building is made to correlate with smart contact lenses in a manner that frames them as exciting. Coming to terms with them often involves casting us as superhumans, wielding abilities that we do not currently possess. One reason for embellishment is because we do not need digital displays on the eyes, so the motive to use them must always be geared to transcending our assumed present condition as humans and society members. Consequently, imagination is used to justify a shift in human identity along a future trajectory.This passage above also instantiates a transformation from humanist to posthumanist posturing (i.e. “the cyborg”) in order to incent the adoption of smart contact lenses. It begins with the bold declarative statement, “The human eye is a perceptual powerhouse,” which is a comforting claim about our seemingly human superiority. Indexing abstract humanist values, Parviz emphasizes skills we already possess, including seeing a plethora of colours, adjusting to light on the fly, and thinking fast, indeed faster than “a high-speed Internet connection”. However, the text goes on to summon the Terminator character and his optic feats from the franchise of films. Filmic cyborg characters fulfill the excitement that posthuman rhetoric often seems to demand, but there is more here than sensationalism. Parviz raises the issue of augmenting human vision using science fiction as his contextualizing vehicle because he lacks another way to imbricate the idea. Most interesting in this passage is the inventor’s query “But why stop there?” to yoke the two claims, one biological (i.e., “The human eye is a perceptual powerhouse”) and one fictional (i.e. Terminator, Vernor Vinge characters). The query suggests, Why stop with human superiority, we may as well progress to the next level and embrace a smart contact lens just as fictional cyborgs do. The non-threatening use of fiction makes the concept seem simultaneously exciting and banal, especially because the inventor follows with a clear description of the necessary scientific engineering in the rest of the article. This rhetorical act signifies the voice of a technoelite, a heavily-funded cohort responding to global capitalist imperatives armed with a team of technologists who can access technological advancements and imbue comments with an authority that may extend beyond their fields of expertise, such as communication studies, sociology, psychology, or medicine. The result is a powerful ethos. The idea behind the smart contact lens maintains a degree of respectability long before a public is invited to use it.Parviz exhumes much cultural baggage when he brings to life the Terminator character to pitch smart contact lenses. The Terminator series of films has established the “Arnold Schwarzenegger” character a cultural mainstay. Each new film reinvented him, but ultimately promoted him within a convincing dystopian future across the whole series: The Terminator (Cameron), Terminator 2: Judgment Day (Cameron), Terminator 3: Rise of the Machines (Mostow), Terminator Salvation (McG) and Terminator Genisys (Taylor) (which appeared in 2015 after Parviz’s article). Recently, several writers have addressed how cyborg characters figure significantly in our cultural psyche (Haraway, Bukatman; Leaver). Tama Leaver’s Artificial Culture explores the way popular, contemporary, cinematic, science fiction depictions of embodied Artificial Intelligence, such as the Terminator cyborgs, “can act as a matrix which, rather than separating or demarcating minds and bodies or humanity and the digital, reinforce the symbiotic connection between people, bodies, and technologies” (31). Pointing out the violent and ultimately technophobic motive of The Terminator films, Leaver reads across them to conclude nevertheless that science fiction “proves an extremely fertile context in which to address the significance of representations of Artificial Intelligence” (63).Posthumanism and TechnogenesisOne reason this invention enters the public’s consciousness is its announcement alongside a host of other technologies, which seem like parts of a whole. We argue that this constant grouping of technologies in the news is one process indicative of technogenesis. For example, City A.M., London’s largest free commuter daily newspaper, reports on the future of business technology as a hodgepodge of what ifs: As Facebook turns ten, and with Bill Gates stepping down as Microsoft chairman, it feels like something is drawing to an end. But if so, it is only the end of the technological revolution’s beginning ... Try to look ahead ten years from now and the future is dark. Not because it is bleak, but because the sheer profusion of potential is blinding. Smartphones are set to outnumber PCs within months. After just a few more years, there are likely to be 3bn in use across the planet. In ten years, who knows – wearables? smart contact lenses? implants? And that’s just the start. The Internet of Things is projected to be a $300bn (£183bn) industry by 2020. (Sidwell) This reporting is a common means to frame the commodification of technology in globalized business news that seeks circulation as much as it does readership. But as a text, it also posits how individuals frame the future and their participation with it (Pedersen). Smart contacts appear to move along this exciting, unstoppable trajectory where the “potential is blinding”. The motive is to excite and scare. However, simultaneously, the effect is predictable. We are quite accustomed to this march of innovations that appears everyday in the morning paper. We are asked to adapt rather than question, consequently, we never separate the parts from the whole (e.g., “wearables? smart contact lenses? Implants”) in order to look at them critically.In coming to terms with Cary Wolf’s definition of posthumanism, Greg Pollock writes that posthumanism is the questioning that goes on “when we can no longer rely on ‘the human’ as an autonomous, rational being who provides an Archimedean point for knowing about the world (in contrast to “humanism,” which uses such a figure to ground further claims)” (208). With similar intent, N. Katherine Hayles formulating the term technogenesis suggests that we are not really progressing to another level of autonomous human existence when we adopt media, we are in effect, adapting to media and media are also in a process of adapting to us. She writes: As digital media, including networked and programmable desktop stations, mobile devices, and other computational media embedded in the environment, become more pervasive, they push us in the direction of faster communication, more intense and varied information streams, more integration of humans and intelligent machines, and more interactions of language with code. These environmental changes have significant neurological consequences, many of which are now becoming evident in young people and to a lesser degree in almost everyone who interacts with digital media on a regular basis. (11) Following Hayles, three actions or traits characterize adaptation in a manner germane to the technogenesis of media like smart contact lenses. The first is “media embedded in the environment”. The trait of embedding technology in the form of sensors and chips into external spaces evokes the onset of The Internet of Things (IoT) foundations. Extensive data-gathering sensors, wireless technologies, mobile and wearable components integrated with the Internet, all contribute to the IoT. Emerging from cloud computing infrastructures and data models, The IoT, in its most extreme, involves a scenario whereby people, places, animals, and objects are given unique “embedded” identifiers so that they can embark on constant data transfer over a network. In a sense, the lenses are adapted artifacts responding to a world that expects ubiquitous networked access for both humans and machines. Smart contact lenses will essentially be attached to the user who must adapt to these dynamic and heavily mediated contexts.Following closely on the first, the second point Hayles makes is “integration of humans and intelligent machines”. The camera embedded in the smart contact lens, really an adapted smartphone camera, turns the eye itself into an image capture device. By incorporating them under the eyelids, smart contact lenses signify integration in complex ways. Human-machine amalgamation follows biological, cognitive, and social contexts. Third, Hayles points to “more interactions of language with code.” We assert that with smart contact lenses, code will eventually govern interaction between countless agents in accordance with other smart devices, such as: (1) exchanges of code between people and external nonhuman networks of actors through machine algorithms and massive amalgamations of big data distributed on the Internet;(2) exchanges of code amongst people, human social actors in direct communication with each other over social media; and (3) exchanges of coding and decoding between people and their own biological processes (e.g. monitoring breathing, consuming nutrients, translating brainwaves) and phenomenological (but no less material) practices (e.g., remembering, grieving, or celebrating). The allure of the smart contact lens is the quietly pressing proposition that communication models such as these will be radically transformed because they will have to be adapted to use with the human eye, as the method of input and output of information. Focusing on genetic engineering, Eugene Thacker fittingly defines biomedia as “entail[ing] the informatic recontextualization of biological components and processes, for ends that may be medical or nonmedical (economic, technical) and with effects that are as much cultural, social, and political as they are scientific” (123). He specifies, “biomedia are not computers that simply work on or manipulate biological compounds. Rather, the aim is to provide the right conditions, such that biological life is able to demonstrate or express itself in a particular way” (123). Smart contact lenses sit on the cusp of emergence as a biomedia device that will enable us to decode bodily processes in significant new ways. The bold, technical discourse that announces it however, has not yet begun to attend to the seemingly dramatic “cultural, social, and political” effects percolating under the surface. Through technogenesis, media acclimatizes rapidly to change without establishing a logic of the consequences, nor a design plan for emergence. Following from this, we should mention issues such as the intrusion of surveillance algorithms deployed by corporations, governments, and other hegemonic entities that this invention risks. If smart contact lenses are biomedia devices inspiring us to decode bodily processes and communicate that data for analysis, for ourselves, and others in our trust (e.g., doctors, family, friends), we also need to be wary of them. David Lyon warns: Surveillance has spilled out of its old nation-state containers to become a feature of everyday life, at work, at home, at play, on the move. So far from the single all-seeing eye of Big Brother, myriad agencies now trace and track mundane activities for a plethora of purposes. Abstract data, now including video, biometric, and genetic as well as computerized administrative files, are manipulated to produce profiles and risk categories in a liquid, networked system. The point is to plan, predict, and prevent by classifying and assessing those profiles and risks. (13) In simple terms, the smart contact lens might disclose the most intimate information we possess and leave us vulnerable to profiling, tracking, and theft. Irma van der Ploeg presupposed this predicament when she wrote: “The capacity of certain technologies to change the boundary, not just between what is public and private information but, on top of that, between what is inside and outside the human body, appears to leave our normative concepts wanting” (71). The smart contact lens, with its implied motive to encode and disclose internal bodily information, needs considerations on many levels. Conclusion The smart contact lens has made a digital beginning. We accept it through the mass consumption of the idea, which acts as a rhetorical motivator for media adoption, taking place long before the device materializes in the marketplace. This occurrence may also be a sign of our “posthuman predicament” (Braidotti). We have argued that the smart contact lens concept reveals our posthuman adaptation to media rather than our reasoned acceptance or agreement with it as a logical proposition. By the time we actually squabble over the price, express fears for our privacy, and buy them, smart contact lenses will long be part of our everyday culture. References Baumlin, James S., and Tita F. This collective action by Wikipedians both acknowledges the inherent inequalities of a user-controlled information project like Wikpedia and highlights the potential for progressive change within that same project. These community members are taking the responsibility of social change into their own hands (or more aptly, their own keyboards).In recent years much research has emerged on Wikipedia from varying fields, ranging from computer science, to business and information systems, to the social sciences. While critical at times of Wikipedia’s growth, governance, and influence, most of this work observes with optimism that barriers to improvement are not firmly structural, but rather they are socially constructed, leaving open the possibility of important and lasting change for the better.WikiProject: Countering Systemic Bias (WP:CSB) considers one such collective effort. Close to 350 editors have signed on to the project, which began in 2004 and itself emerged from a similar project named CROSSBOW, or the “Committee Regarding Overcoming Serious Systemic Bias on Wikipedia.” As a WikiProject, the term used for a loose group of editors who collaborate around a particular topic, these editors work within the Wikipedia site and collectively create a social network that is unified around one central aim—representing the un- and underrepresented—and yet they are bound by no particular unified set of interests. The first stage of a multi-method study, this paper looks at a snapshot of WP:CSB’s activity from both content analysis and social network perspectives to discover “who” geographically this coalition of the unrepresented is inserting into the digital annals of Wikipedia.Wikipedia and WikipediansDeveloped in 2001 by Internet entrepreneur Jimmy Wales and academic Larry Sanger, Wikipedia is an online collaborative encyclopedia hosting articles in nearly 250 languages (Cohen). The English-language Wikipedia contains over 3.2 million articles, each of which is created, edited, and updated solely by users (Wikipedia “Welcome”). At the time of this study, Alexa, a website tracking organisation, ranked Wikipedia as the 6th most accessed site on the Internet. Unlike the five sites ahead of it though—Google, Facebook, Yahoo, YouTube (owned by Google), and live.com (owned by Microsoft)—all of which are multibillion-dollar businesses that deal more with information aggregation than information production, Wikipedia is a non-profit that operates on less than $500,000 a year and staffs only a dozen paid employees (Lih). Wikipedia is financed and supported by the WikiMedia Foundation, a charitable umbrella organisation with an annual budget of $4.6 million, mainly funded by donations (Middleton).Wikipedia editors and contributors have the option of creating a user profile and participating via a username, or they may participate anonymously, with only an IP address representing their actions. Despite the option for total anonymity, many Wikipedians have chosen to visibly engage in this online community (Ayers, Matthews, and Yates; Bruns; Lih), and researchers across disciplines are studying the motivations of these new online collectives (Kane, Majchrzak, Johnson, and Chenisern; Oreg and Nov). The motivations of open source software contributors, such as UNIX programmers and programming groups, have been shown to be complex and tied to both extrinsic and intrinsic rewards, including online reputation, self-satisfaction and enjoyment, and obligation to a greater common good (Hertel, Niedner, and Herrmann; Osterloh and Rota). Investigation into why Wikipedians edit has indicated multiple motivations as well, with community engagement, task enjoyment, and information sharing among the most significant (Schroer and Hertel). Additionally, Wikipedians seem to be taking up the cause of generativity (a concern for the ongoing health and openness of the Internet’s infrastructures) that Jonathan Zittrain notably called for in The Future of the Internet and How to Stop It. Governance and ControlAlthough the technical infrastructure of Wikipedia is built to support and perhaps encourage an equal distribution of power on the site, Wikipedia is not a land of “anything goes.” The popular press has covered recent efforts by the site to reduce vandalism through a layer of editorial review (Cohen), a tightening of control cited as a possible reason for the recent dip in the number of active editors (Edwards). A number of regulations are already in place that prevent the open editing of certain articles and pages, such as the site’s disclaimers and pages that have suffered large amounts of vandalism. Editing wars can also cause temporary restrictions to editing, and Ayers, Matthews, and Yates point out that these wars can happen anywhere, even to Burt Reynold’s page.Academic studies have begun to explore the governance and control that has developed in the Wikipedia community, generally highlighting how order is maintained not through particular actors, but through established procedures and norms. Konieczny tested whether Wikipedia’s evolution can be defined by Michels’ Iron Law of Oligopoly, which predicts that the everyday operations of any organisation cannot be run by a mass of members, and ultimately control falls into the hands of the few. Through exploring a particular WikiProject on information validation, he concludes:There are few indicators of an oligarchy having power on Wikipedia, and few trends of a change in this situation. The high level of empowerment of individual Wikipedia editors with regard to policy making, the ease of communication, and the high dedication to ideals of contributors succeed in making Wikipedia an atypical organization, quite resilient to the Iron Law. (189)Butler, Joyce, and Pike support this assertion, though they emphasise that instead of oligarchy, control becomes encapsulated in a wide variety of structures, policies, and procedures that guide involvement with the site. A virtual “bureaucracy” emerges, but one that should not be viewed with the negative connotation often associated with the term.Other work considers control on Wikipedia through the framework of commons governance, where “peer production depends on individual action that is self-selected and decentralized rather than hierarchically assigned. Individuals make their own choices with regard to resources managed as a commons” (Viegas, Wattenberg and McKeon). The need for quality standards and quality control largely dictate this commons governance, though interviewing Wikipedians with various levels of responsibility revealed that policies and procedures are only as good as those who maintain them. Forte, Larco, and Bruckman argue “the Wikipedia community has remained healthy in large part due to the continued presence of ‘old-timers’ who carry a set of social norms and organizational ideals with them into every WikiProject, committee, and local process in which they take part” (71). Thus governance on Wikipedia is a strong representation of a democratic ideal, where actors and policies are closely tied in their evolution. Transparency, Content, and BiasThe issue of transparency has proved to be a double-edged sword for Wikipedia and Wikipedians. The goal of a collective body of knowledge created by all—the “expert” and the “amateur”—can only be upheld if equal access to page creation and development is allotted to everyone, including those who prefer anonymity. And yet this very option for anonymity, or even worse, false identities, has been a sore subject for some in the Wikipedia community as well as a source of concern for some scholars (Santana and Wood). The case of a 24-year old college dropout who represented himself as a multiple Ph.D.-holding theology scholar and edited over 16,000 articles brought these issues into the public spotlight in 2007 (Doran; Elsworth). Wikipedia itself has set up standards for content that include expectations of a neutral point of view, verifiability of information, and the publishing of no original research, but Santana and Wood argue that self-policing of these policies is not adequate:The principle of managerial discretion requires that every actor act from a sense of duty to exercise moral autonomy and choice in responsible ways. When Wikipedia’s editors and administrators remain anonymous, this criterion is simply not met. It is assumed that everyone is behaving responsibly within the Wikipedia system, but there are no monitoring or control mechanisms to make sure that this is so, and there is ample evidence that it is not so. (141) At the theoretical level, some downplay these concerns of transparency and autonomy as logistical issues in lieu of the potential for information systems to support rational discourse and emancipatory forms of communication (Hansen, Berente, and Lyytinen), but others worry that the questionable “realities” created on Wikipedia will become truths once circulated to all areas of the Web (Langlois and Elmer). With the number of articles on the English-language version of Wikipedia reaching well into the millions, the task of mapping and assessing content has become a tremendous endeavour, one mostly taken on by information systems experts. Kittur, Chi, and Suh have used Wikipedia’s existing hierarchical categorisation structure to map change in the site’s content over the past few years. Their work revealed that in early 2008 “Culture and the arts” was the most dominant category of content on Wikipedia, representing nearly 30% of total content. People (15%) and geographical locations (14%) represent the next largest categories, while the natural and physical sciences showed the greatest increase in volume between 2006 and 2008 (+213%D, with “Culture and the arts” close behind at +210%D). This data may indicate that contributing to Wikipedia, and thus spreading knowledge, is growing amongst the academic community while maintaining its importance to the greater popular culture-minded community. Further work by Kittur and Kraut has explored the collaborative process of content creation, finding that too many editors on a particular page can reduce the quality of content, even when a project is well coordinated.Bias in Wikipedia content is a generally acknowledged and somewhat conflicted subject (Giles; Johnson; McHenry). The Wikipedia community has created numerous articles and pages within the site to define and discuss the problem. Citing a survey conducted by the University of Würzburg, Germany, the “Wikipedia:Systemic bias” page describes the average Wikipedian as:MaleTechnically inclinedFormally educatedAn English speakerWhiteAged 15-49From a majority Christian countryFrom a developed nationFrom the Northern HemisphereLikely a white-collar worker or studentBias in content is thought to be perpetuated by this demographic of contributor, and the “founder effect,” a concept from genetics, linking the original contributors to this same demographic has been used to explain the origins of certain biases. Wikipedia’s “About” page discusses the issue as well, in the context of the open platform’s strengths and weaknesses:in practice editing will be performed by a certain demographic (younger rather than older, male rather than female, rich enough to afford a computer rather than poor, etc.) and may, therefore, show some bias. Some topics may not be covered well, while others may be covered in great depth. No educated arguments against this inherent bias have been advanced.Royal and Kapila’s study of Wikipedia content tested some of these assertions, finding identifiable bias in both their purposive and random sampling. They conclude that bias favoring larger countries is positively correlated with the size of the country’s Internet population, and corporations with larger revenues work in much the same way, garnering more coverage on the site. The researchers remind us that Wikipedia is “more a socially produced document than a value-free information source” (Royal & Kapila).WikiProject: Countering Systemic BiasAs a coalition of current Wikipedia editors, the WikiProject: Countering Systemic Bias (WP:CSB) attempts to counter trends in content production and points of view deemed harmful to the democratic ideals of a valueless, open online encyclopedia. WP:CBS’s mission is not one of policing the site, but rather deepening it:Generally, this project concentrates upon remedying omissions (entire topics, or particular sub-topics in extant articles) rather than on either (1) protesting inappropriate inclusions, or (2) trying to remedy issues of how material is presented. Thus, the first question is "What haven't we covered yet?", rather than "how should we change the existing coverage?" (Wikipedia, “Countering”)The project lays out a number of content areas lacking adequate representation, geographically highlighting the dearth in coverage of Africa, Latin America, Asia, and parts of Eastern Europe. WP:CSB also includes a “members” page that editors can sign to show their support, along with space to voice their opinions on the problem of bias on Wikipedia (the quotations at the beginning of this paper are taken from this “members” page). At the time of this study, 329 editors had self-selected and self-identified as members of WP:CSB, and this group constitutes the population sample for the current study. To explore the extent to which WP:CSB addressed these self-identified areas for improvement, each editor’s last 50 edits were coded for their primary geographical country of interest, as well as the conceptual category of the page itself (“P” for person/people, “L” for location, “I” for idea/concept, “T” for object/thing, or “NA” for indeterminate). For example, edits to the Wikipedia page for a single person like Tony Abbott (Australian federal opposition leader) were coded “Australia, P”, while an edit for a group of people like the Manchester United football team would be coded “England, P”. Coding was based on information obtained from the header paragraphs of each article’s Wikipedia page. After coding was completed, corresponding information on each country’s associated continent was added to the dataset, based on the United Nations Statistics Division listing.A total of 15,616 edits were coded for the study. Nearly 32% (n = 4962) of these edits were on articles for persons or people (see Table 1 for complete coding results). From within this sub-sample of edits, a majority of the people (68.67%) represented are associated with North America and Europe (Figure A). If we break these statistics down further, nearly half of WP:CSB’s edits concerning people were associated with the United States (36.11%) and England (10.16%), with India (3.65%) and Australia (3.35%) following at a distance. These figures make sense for the English-language Wikipedia; over 95% of the population in the three Westernised countries speak English, and while India is still often regarded as a developing nation, its colonial British roots and the emergence of a market economy with large, technology-driven cities are logical explanations for its representation here (and some estimates make India the largest English-speaking nation by population on the globe today).Table A Coding Results Total Edits 15616 (I) Ideas 2881 18.45% (L) Location 2240 14.34% NA 333 2.13% (T) Thing 5200 33.30% (P) People 4962 31.78% People by Continent Africa 315 6.35% Asia 827 16.67% Australia 175 3.53% Europe 1411 28.44% NA 110 2.22% North America 1996 40.23% South America 128 2.58% The areas of the globe of main concern to WP:CSB proved to be much less represented by the coalition itself. Asia, far and away the most populous continent with more than 60% of the globe’s people (GeoHive), was represented in only 16.67% of edits. Africa (6.35%) and South America (2.58%) were equally underrepresented compared to both their real-world populations (15% and 9% of the globe’s population respectively) and the aforementioned dominance of the advanced Westernised areas. However, while these percentages may seem low, in aggregate they do meet the quota set on the WP:CSB Project Page calling for one out of every twenty edits to be “a subject that is systematically biased against the pages of your natural interests.” By this standard, the coalition is indeed making headway in adding content that strategically counterbalances the natural biases of Wikipedia’s average editor.Figure ASocial network analysis allows us to visualise multifaceted data in order to identify relationships between actors and content (Vego-Redondo; Watts). Similar to Davis’s well-known sociological study of Southern American socialites in the 1930s (Scott), our Wikipedia coalition can be conceptualised as individual actors united by common interests, and a network of relations can be constructed with software such as UCINET. A mapping algorithm that considers both the relationship between all sets of actors and each actor to the overall collective structure produces an image of our network. This initial network is bimodal, as both our Wikipedia editors and their edits (again, coded for country of interest) are displayed as nodes (Figure B). Edge-lines between nodes represents a relationship, and here that relationship is the act of editing a Wikipedia article. We see from our network that the “U.S.” and “England” hold central positions in the network, with a mass of editors crowding around them. A perimeter of nations is then held in place by their ties to editors through the U.S. and England, with a second layer of editors and poorly represented nations (Gabon, Laos, Uzbekistan, etc.) around the boundaries of the network.Figure BWe are reminded from this visualisation both of the centrality of the two Western powers even among WP:CSB editoss, and of the peripheral nature of most other nations in the world. But we also learn which editors in the project are contributing most to underrepresented areas, and which are less “tied” to the Western core. Here we see “Wizzy” and “Warofdreams” among the second layer of editors who act as a bridge between the core and the periphery; these are editors with interests in both the Western and marginalised nations. Located along the outer edge, “Gallador” and “Gerrit” have no direct ties to the U.S. or England, concentrating all of their edits on less represented areas of the globe. Identifying editors at these key positions in the network will help with future research, informing interview questions that will investigate their interests further, but more significantly, probing motives for participation and action within the coalition.Additionally, we can break the network down further to discover editors who appear to have similar interests in underrepresented areas. Figure C strips down the network to only editors and edits dealing with Africa and South America, the least represented continents. From this we can easily find three types of editors again: those who have singular interests in particular nations (the outermost layer of editors), those who have interests in a particular region (the second layer moving inward), and those who have interests in both of these underrepresented regions (the center layer in the figure). This last group of editors may prove to be the most crucial to understand, as they are carrying the full load of WP:CSB’s mission.Figure CThe End of Geography, or the Reclamation?In The Internet Galaxy, Manuel Castells writes that “the Internet Age has been hailed as the end of geography,” a bold suggestion, but one that has gained traction over the last 15 years as the excitement for the possibilities offered by information communication technologies has often overshadowed structural barriers to participation like the Digital Divide (207). Castells goes on to amend the “end of geography” thesis by showing how global information flows and regional Internet access rates, while creating a new “map” of the world in many ways, is still closely tied to power structures in the analog world. The Internet Age: “redefines distance but does not cancel geography” (207). The work of WikiProject: Countering Systemic Bias emphasises the importance of place and representation in the information environment that continues to be constructed in the online world. This study looked at only a small portion of this coalition’s efforts (~16,000 edits)—a snapshot of their labor frozen in time—which itself is only a minute portion of the information being dispatched through Wikipedia on a daily basis (~125,000 edits). Further analysis of WP:CSB’s work over time, as well as qualitative research into the identities, interests and motivations of this collective, is needed to understand more fully how information bias is understood and challenged in the Internet galaxy. Abstract:
The Internet is rapidly becoming an important part of a presidential candidate's media strategy. Specifically, a candidate's website has distinct implications and uses in the early stages of a presidential campaign. Using an eclectic approach, this research examines the campaign websites of the candidates for the U.S. Presidency in 2008. By examining the websites using content analysis, analog criticism, media criticism, and scenario analysis emerging trends become apparent and conclusions on their further implications can be drawn. This research presents two major conclusions on the affects of campaign websites on the early stages of a presidential campaign. First, the design structure and features available on the Internet could be used to give the user a feeling of direct connection with the campaign, which in turn could motivate political involvement. Second, a candidate's new media strategy and usage must match with the overarching rhetorical style of the rest of the campaign. These two major concepts serve as starting points for further academic research and a greater understanding of our changing democratic system.

In this work we will attempt to evaluate which of these scenarios is most likely to become prominent in the future by focusing essentially on three issues: 1) the usage of the online forum by observing how diffuse the phenomenon is and who the users of the online debates are; 2) The offer of the online political forum, by analyzing which are the political actors (civil society, media, institutional actors) who are more susceptible to host the online political debates; and 3) the quality of the online debates by assessing their deliberativeness. By elaborating a sophisticated method for measuring the deliberativeness of the online debates and by analyzing a great variety of online debates our objective is to provide an appreciation of the deliberative potential of the web-debates that avoids shortcuts and inappropriate generalizations, but that recognizes that this may be determined by a multiplicity of factors. From a theoretical perspective the results obtained through our investigations contribute to evaluate whether the deliberative model of democracy could be fostered by the virtualization of the political debates and, more generally, it should also contribute to the elaboration of a deliberative model of democracy that is grounded not only on theoretical principles and suppositions, as this tends to be the case, but also on empirical studies that test its adaptability to the 'real life politics'.

Abstract:
Information communication technologies (ICT) have become an effective force for accelerating political, economic, and social development, decreasing poverty, and fostering trade and knowledge; however the uneven distribution, usage, and implementation of ICT resulted in what is known as the “digital divide” between those who have access to and utilization of information resources and those who do not (Internet.com, 2004). The Middle East, with the exception of Israel, is the least ICT connected area worldwide with only 1.4% of the global share (less than half of the world average of 5.2%). ICT adoption and access in the Arab world are far from adequate; only 6% of the Arab world population uses the Internet, while the penetration rate of personal computers is 2.4%, and less than 4 % of the Arab population has access to a ground telephone line (Ajeeb, 2006; NUA, 2005). The trend of globalization forced Arab countries to realize the power of ICT as one of the most important factors in achieving sustainable growth. During the past decade, genuine efforts have been implemented by Arab governments to utilize ICT; as of May 2005, every country in the Arab world (as seen in Table 1)—except Iraq and Libya—has a clear strategy or at least a plan for promoting ICT (Dutta & Coury, 2003). In her book, Technology Strategies for Putting Arab Countries on the Cyber Map, Reem Hunaidi (2002) stated that despite Arab world efforts to utilize ICT, Arabs are still far from bridging the digital divide. Hunaidi stated that the Arab world is still scoring low on the Digital Access Index (as seen in Table 2), adding that bridging the digital divide requires commitment from all development stakeholders, not only Arab governments. The Hunaidi study concluded that development should start within the Arab society through liberating Arab human capabilities, especially those of women questioning how a society can compete in an increasingly globalized world if half of its people remain marginalized (Hunaidi, 2002). The UNDP 2004 report on human development in the Arab world added to Hunaidi’s question stating that the first step in human ICT development is to bridge the gender divide within the Arab world and make use of the latent 50% of the Arab population. The Arab world has the lowest Gender Empowerment Measure (GEM) worldwide next to Sub-Saharan Africa. Nancy Hafkin and Nancy Tagger (2001), in their study “Gender, Information Technology, and Developing Countries”, stated that the degree of gender bias can be vividly seen across the Arab region. Figures indicate that Arab users constitute 4% of Internet users in comparison to 22% of users in Asia, 25% in Europe, 38% in Latin America, and 50% in the United States. Hafkin and Tagger (2001) concluded that several challenges of socio-cultural, political, economic, and education disparities need to be addressed towards advancing Arab women’s active participation in the new networked information society.

Abstract:
In Scandinavia we have for two decades been concerned with participation and skill in the design and use of computer-based systems. Collaboration between researchers and trade unions on this theme, starting with the pioneering work of Kristen Nygaard and the Norwegian Metal Workers’ Union, and including leading projects like DEMOS and UTOPIA, has been based on a strong commitment to the idea of industrial democracy. This kind of politically significant, interdisciplinary, and action-oriented research on resources and control in the processes of design and use has contributed to what is often viewed abroad as a distinctively Scandinavian approach to systems design. This Scandinavian approach might be called a work-oriented design approach. Democratic participation and skill enhancement, and not only productivity and product quality, are themselves considered objective of design. [Based on the two research projects, DEMOS and UTOPIA, I have elaborated this approach in detail in Work-Oriented Design of Computer Artifacts (1989). This paper is based on that work.] Two important features of participatory design shape its trajectory as a design strategy. The political one is obvious. Participatory design raises questions of democracy, power, and control in the workplace. In this sense it is a deeply controversial issue, especially from a management point of view. The other major feature is technical—its promise that the participation of skilled users in the design process can contribute importantly to successful design and high-quality products. Some experiences, perhaps most developed in Scandinavia, support this prediction and contribute to the growing interest in participatory design in the United States and other countries; by contrast, “expert” design strategies have too often turned out to be failures in terms of the usability of the resulting systems. These two features together suggest that there should be a strong link between the skill and product quality aspect of user participation and the democracy and control aspect, or else participatory design will be a deeply controversial issue from the point of view of the employees and trade unions. The trade-union-oriented democracy aspect of skill and participation in design is discussed in the first part of the chapter.
