Full textThis exploratory study (a) assessed the political skill of superintendents in the Commonwealth of Virginia and (b) identified influences on the development of political skill as related by those in the position. Bolman and Deal (2013), in their research on leadership, viewed the concept through four frames. This study focused on the political frame, viewing organizations as arenas, contests, or jungles with stakeholders competing for power or scarce resources (Bolman & Deal, 2013). In this frame, solutions arise from political skill and acumen, and therefore certain leadership skills are necessary.
Study data were collected through an electronic survey sent to the population of 132 Virginia Superintendents. The survey included the 18 items of the Political Skill Inventory (PSI; Ferris et al., 2005). The inventory includes four critical facets, each measuring a key dimension of political skill. Also included in the survey were demographic questions and questions related to factors that influenced development of political skill.
Findings indicated that superintendents in the Commonwealth of Virginia collectively self-rate as possessing an elevated level of political skill with a mean of 6.16, only slightly less than the maximum of 7. The only statistically significant correlation (r = .24, p = .029) was found between gender and political skill noting that females tended to score themselves higher than males did. In an effort to further explore, influences were examined, and results indicated that participants' political skill was influenced by a variety of factors, but mainly by previous professional experiences, personal role models, and professional mentors.
This exploration may bring more attention to this specific skill for those who currently hold the position to improve the skill as needed, those who aspire to the position, school boards hiring new leaders for their divisions, and higher education institutions offering pre-service preparation programs or professional development for superintendents. As the position of superintendent evolves to become more complex, far-reaching, and demanding (Kowalski, 2006), so should the examination of those skills required for the role.

Full textFrom the beginning of women’s entry into government and politics, namely the suffrage movement, the male lead political system did not embrace women’s involvement. While women have played an influential role in the political system, they were largely relegated to supporting roles. However, within the past century, women have become a stronger force in policy making and continue to shatter the stereotypes that has persisted through the years.
The purpose of this study was to examine how specific leadership traits and characteristics have contributed to the career progress of 6 elected women who represent California constituents within the local, state, and federal levels of the U.S. legislative system. By exploring the leadership traits and characteristics of women political leaders, this research can (a) contribute to the scholarly studies of women political leaders, (b) provide information for women who aspire to serve in a political office, (c) offer an oral history and a rare personal perspective of current-day women political leaders, and (d) further the dialog regarding women’s participation in the political arena.
This study used a qualitative design and an ethnographic research methodology to evaluate and elicit information on the shared experience of the elected women. The researcher used a purposive sampling strategy to select the participants who were women currently seated in elected positions at the local, state, and federal level of California government.
Semi-structured interviews were conducted. Each participant was videotaped and the transcripts of the videotape, along with the notes were the data source for the study. The information was analyzed and grouped by themes. The data yielded 7 themes the participants self reported as the key traits, skills, and characteristics that are important to their political success: (a) responsibility, (b) sociability, (c) relationships, (d) consensus building, (e) self-confidence, (f) cooperativeness, and (g) persistence. The video analysis produced results that showed participants’ nonverbal mannerisms were consistent with the themes they identified as important in their success.

Full textThe importance of party followership in political leadership in Africa has increased dramatically during the past decade (Lindberg, 2010; Tagoe, 2011). However, research on the contribution to good governance in Africa, of the interaction between party followership and the political leadership, is largely less known and minimally undertaken. Drawing on corruption and governance assessment models, this mixed method study examined political leadership corruption, focusing on the possible influences that party followership may have on the political leadership corruption. The core hypothesis we tested was that that there is no relationship between the expectations of political party followers and the corrupt behaviors of political leaders (represented by Members of Parliament). Applying data collected through the survey instrument from 92 MPs and 92 party delegates, as well as a follow-up interview of five MPs and five delegates in Ghana, our hypotheses were rejected. In other words, results showed a statistically significant relationship between the expectations of political party followers and the corrupt behaviors of party leaders. As an implication of this finding, it is imperative for Africa and Ghana in particular, to formulate practical policy measures that embrace party followership in political leadership studies. We recommended that delegates need orientations and training on their roles in political leadership, corruption, and governance. Effective civic education, transparency frameworks during elections and clear policy guidelines that allow stakeholders to monitor the electioneering process, effect change within the institutions, build positive and trusting relations, and strengthen their reputation could significantly lower political leadership corruption in Ghana.

Full textThis thesis will show how authoritarian governments rest legitimacy on their ability to create socio-economic development. It will point to some methods used to consolidate power by authoritarian leaders in Indonesia, Singapore and Malaysia. An authoritarian regime that successfully creates development is strengthened and does not call for democratic change in the short run. It is suggested that the widely endorsed Lipset hypothesis, that development will eventually bring democratic transition, is true only when further socio-economic development requires that the economy transfers from being based on industrial manufacturing to knowledge and creativity – not on lower levels of development. Malaysia and Singapore have reached – or try to reach – this level of development today, but restrictions on their civil societies have still not been lifted.
This thesis describes modern political history in Indonesia, Singapore and Malaysia in a Machiavellian tradition. The historical perspective will give a more or less plausible idea of how authoritarian regimes consolidated au-thority and what role development policies played in the leaders’ claims for authority. The conclusion will give a suggestion on how the political future in these three countries might evolve. It will point to the importance of an active and free civil society as a means to develop the nations further, rather than oppression.
This thesis will try to point to the dos and don’ts for authoritarian regimes. The ideas of Plato, Machiavelli and Hobbes provide the structures and methods that authoritarian regimes apply. It will be shown that a regime will disintegrate when it fails to comply with Plato’s and Machiavelli’s ideas. Although ancient, Plato and Machiavelli provide methods and structures that seem to carry relevance to the modern history of Southeast Asia.
I will point to how authoritarian rule can be maintained in the long run. What is required from the political leadership, what are their strategies and methods? What makes people to tolerate or topple authoritarian regimes? Why do some authoritarian regimes successfully create development while others do not? These are some of the questions this thesis will try to answer.
