In theory, republican orthodoxy does not acknowledge the political dignity of any intermediary body between free and equal individuals, stripped of all particularism, and the sovereign nation. This is why, right up to the present, the French public debate has been marked by an entrenched suspicion towards all forms of «communitarism», and by the proscription of the very concept of multicultural politics. But have the policies actually pursued by republican France been consistent with the proclaimed principles? Is it genuinely possible to claim that cultural identities have never been publicly «recognised»? This multidisciplinary investigation proposes to address the ambiguous relations between theory and practice in the Republican management of cultural pluralism.

Abstract:
The Governor’s Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavior limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. The empirical chapters demonstrate that the competence–control tradeoff, and the governor’s dilemma, are common conditions of indirect governance, whether governors are domestic, international, or supranational, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor’s dilemma in cases involving the governance of violence (e.g. secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g. the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, “Trump’s Dilemma”).

Abstract:
How political parties organize directly affects who is represented and which policies are prioritized. Political parties structure political choice, which is one of the main functions generally ascribed to them. Their roles as gatekeepers for policies and political careers are closely linked to their nature as membership-based organizations, and to the extent to which they empower members to directly or indirectly influence these crucial choices. Parties also play a crucial role as campaign organizations, whose organizational strength influences their electoral success. The literature often summarizes differences in how parties organize and campaign by identifying major party types, which can be regarded as “classic models” of party organization. Yet, actual parties must adapt to changing environments or risk being supplanted by newer parties or by other political actors. For instance, in recent years one popular adaptation has involved parties opening their decision-making processes by introducing party-wide ballots to settle important questions. Changes like these alter how parties act as intermediaries in representation and political participation. Thanks to the increasing availability of comparable data on party organizations in established and new democracies, and in parliamentary and presidential systems, today’s scholars are better equipped to study the origins and impacts of parties’ organizational differences.

Chapter 1 begins with the role that political theory can play in public debate about immigration. Political theory can identify values and principles that can serve as guides to public judgment, clarify the sources of our disagreement, and perhaps even reduce the extent of disagreement about specific issues. The chapter then discusses four key dynamics in the politics of immigration: majoritarian politics, nationalism, capitalism, and liberal constitutionalism. It presents the idea of associative obligations and advances an intermediate position on immigration between closed borders and open borders rooted in an ethic of membership. It concludes with a roadmap of the book.

Digital platforms have come under intense scrutiny from scholars, policy makers, regulators, and the general public for their immense and yet largely opaque influence on the social and economic sphere. This book advances value-form and social-form directions in Marxian theory, moving beyond mainstream economic reasoning that informs much of the debate. Digital monopoly platforms such as Google and Facebook are analysed in light of their profit seeking behaviour and monetary flows generated primarily through advertising and data commodification. Considering the unity of production and circulation the book argues that outputs are better understood as a collection of different types of social forms shaped by capital (pre, intermediate and final commodities) and as forms of public wealth (Copyleft Free Software, publicly financed science and research). The authors critically engage with Marxian theories that conceptualise user activities as forms of digital labour, with zero-price markets and critical legal theories, as well as with ‘internet exceptionalism’ in various forms. The role of regulation of production, especially of financial markets and monopolies is critically discussed with an empirical analysis of the development of GAFAM companies, Google’s mandatory reporting to the Securities and Exchange Commission, and of digital advertising of Google and Facebook. The book discusses contradictions of the capitalist mode of production, limits of ongoing reform initiatives, and alternatives to the logic of capital and commodity production on digital platforms.

Chapter 2 begins the detailed examination of the investment chain. It introduces some of the main sets of intermediaries and what their jobs are. The chapter also sketches how those intermediaries enable and constrain each other and form audiences for each other’s presentations of self. Behind the pervasive ‘front-stage’ presentations of an orderly, rigorous investment process, suggests Chapter 2, there lies a normally hidden, more messy, Goffmanesque ‘back stage’ of failures, uncertainties, and sometimes dissent. The chapter also highlights the way in which the numbers that measure investment performance obscure the ethical-political, labour, and legal conditions that make them possible.

The chapter discusses the party system in the macro context of politics. It highlights the limitations of political party and interest group analysis without reference to the political competition that shapes behaviour in politics. The chapter discusses theoretically the impact of party system on labour market flexibility and proceeds to show the interrelation between party competition and the behaviour of political parties, composition of socio-economic support bases, and the behaviour of interest groups that influence reform. In the context of labour market flexibility, the party-system operates as an intermediate variable facilitating reforms. The chapter contradicts the conventional notion that party system fragmentation impedes reform by showing how increasing party competition corresponds to greater labour market reforms. It shows that increases in the number of parties, facilitates labour market reforms through marginalization of the issue of labour, realignment of class interests within broader society and fragmentation of trade union movement.

Abstract:
The Turkish reception of Virgil has a colourful history that started mainly during the decline of the multi-ethnic Ottoman Empire in the late nineteenth century. This may seem typical of Virgil’s initial reception by a culture, usually European, that relates primarily to his perceived idealism. However, closer study of this first period alone, which relies largely on French scholarship, reveals that factors other than cultural politics are at play. Right after the 1897 politico-literary ‘classics debate’ over the need for a literary canon for the new Turkish culture and its most suitable source, Öyken and Dürüşken observe a focus on Virgil’s poetics rather than on the political value of his work. Similarly, the first complete translation of Virgil (through an intermediary translation in French), published in 1929 as one of the first books in the newly adopted Latin alphabet, represents the beginning of a new era in more than one sense.

This chapter discusses the modernization of the sponsor system. It first considers how advertising sustained and deepened its role as a primary source of finance for digital services, even as it continued its voracious and uneven globalization. It then examines how advertisers accelerated their drive to revamp communications commodity chains, along with issues that arose from Google's entanglement in a larger set of commercial relationships and its impact on the political economy of the commodity chain within which search is embedded. The chapter also looks at the politics of privacy, with particular emphasis on the case of Edward Snowden, the internet as an engine of surveillance, and the debate over personal information that pitted big advertisers, network operators, internet intermediaries, and media conglomerates against popular will.
