Abstract:
Stimulating technological innovations and limiting access to expensive health technology require the coordination and coherence of overlapping policy sub-systems: research, market access, and reimbursement. This study investigates which procedural policy instruments proved more successful in integrating collaborative governance arrangements in Great Britain and Germany. A new classification of procedural policy instruments is developed based on the targeted dimensions of collaborative governance (network structure and policy phase). The comparative analysis rests on expert interviews and meeting records and reveals that, in Great Britain, active leadership prevails during the consultations, while Germany, in contrast, presents a case of inconsistent governance.

Abstract:
This paper analyses the rise of synthetic nitrogen in Great Britain and its empire, from the First World War to the aftermath of the Second World War. Rather than focus solely on technological innovations and consumption statistics, it seeks to explain how nitrogen was a central element in the expansion of a form of agricultural governance, which needed simplified, stable, and seemingly universal input/output formulae. In the first half of the twentieth century, nitrogen was thus gradually constructed as a global indicator of development, as it was particularly adapted to scientific and political regimes increasingly relying upon abstraction and quantification. Yet, the history of nitrogenous fertilizers in the interwar years also shows that this cannot be reduced to a simple story of triumphant modernity, as their development and globalization was imperfect, unstable, accompanied by resistance and the resilience or emergence of other models. Rather than assuming an all-powerful “state” project, the paper thus seeks to recover the multiplicity of actors, and attempts to account for the rise of nitrogenous fertilizers; not just as the progressive application of a technological breakthrough, but as a difficult process embedded in technological, financial, and military constraints, corporate strategies, political imperatives, and the changing institutional framework of agricultural research.

Abstract:
A scientific study of the directions for the formation, implementation and support of scientific, technological and innovation policy (STI policy) in the highly developed countries to overcome the COVID-19 pandemic and the crisis phenomena has been investigated. Measures and instruments of general political support for the STI sphere, in addition to effective medical and pharmacological support, also cover organizational and technical, financial, socio-economic, information, scientific and innovative support. Particular attention is paid to the analysis of directions for supporting scientific research, the development of new technologies and innovations to overcome the consequences of the coronavirus; coordination of actions and strengthening of cooperation at the national and international levels. The features of the introduction of state assistance instruments (support packages) of innovative business structures during the crisis are considered; holding collective events at the national and international levels; open exchange of data on the results of research and development — are analyzed. OECD data on decisions and measures taken by national governments and international organizations to overcome the pandemic, as well as support scientific and business structures during the crisis, have been analyzed and systematized. Eight main directions of STI support for five countries (Great Britain, Germany, Canada, Norway, Japan) are highlighted, which are combined in a summary table.

Abstract:
The author deals with the problem of the great nations’ fall. Special attention is paid to critical interpretation of institutional and cultural explanations of socio-economic systems’ degradation. It has been proved that these approaches are unable to completely explain complex processes of big countries decline. The main weakness of institutional hypothesis lies in its focusing mainly on political rights of population and democracy. In particular, institutional approach fails to interpret the relative socio-economic decline of such countries with “excellent” institutions, as the United Kingdom and the Netherlands. In their turn, “cultural determinists” are incapable of giving satisfactory explanation of China’s decline in XIX century as well as China’s economic steep rise in the end of the end of XX and the beginning of XXI centuries. The exogenous interpretation of nations’ fail which is gaining popularity most recently also faces a number of serious objections. The most important is simplified representation of the evolution of the world economy as a result of force-majeure circumstances. The author presents its own concept of leading countries’ economic decline. The main idea is that the key factor determining the decline of great powers is connected with technology progress. Author believes that the change in the balance of forces in the world economy is caused by the difficulties with the transition of dominating power to the new technological paradigm. General algorithm of losing the leadership is as follows: instead of destruction of institutional barriers which prevent launching the next wave of technological and economic development, the country fails to resist the illusion of possibility to maintain the dominant role in the global hierarchy by outsourcing its industrial sector to global periphery and accelerating the growth of service sector. However, service sector is a weak generator of economic growth. Tertiary sector’s overgrowth undermines the stability of the economic system just to external shocks and in the long run is capable to weaken the competitiveness of the state in the global economy. As a result, torn apart by internal contradictions, de-industrialized economy cedes leadership to rapidly copying technological innovations and speedily industrializing catching-up countries. This hypothesis is verified by the cases of Great Britain at the beginning of the XX century and the USA in the beginning of the XXI century. Acknowledgement. Abstract:
Research on innovation has not lost its relevance in recent years. It is worth noting that innovation has become the main topic in Davos at the annual assembly of political and business leaders of the World Economic Forum in 2020. An important aspect of analyzing innovation is the ability of countries to innovate in a changing time. The innovative level of the state indicates its economic potential and the country's ability to respond to global trends, technological breakthroughs and global risks. The aim of the work is to study the state of development of innovation in the world. An important task is to analyze the dynamics of changes in international innovation rankings and identify key features of innovation regulation at the state level by leading countries. It is concluded that the recovery strategies of many developed countries provide ample opportunities for innovation, especially in the digital and sustainable development sectors, along with long-overdue infrastructure investments. For a long time, European countries have been leaders in the implementation of innovations, but more and more often the countries of Asia and North America are given the status of a world center of innovation. It was found that according to various indicators and according to various ratings, the leaders are such countries as Switzerland, Sweden, the United States, Great Britain and the Netherlands. In such rankings, Ukraine ranks low in the world and last in Europe. However, now there are significant changes in the regulation of innovation, and a change in state innovation policy and taking into account the successful world experience can increase the number and quality of innovations in our country. It is also interesting to note that many developed countries have not reduced the amount of money allocated to innovation in connection with the crisis caused by the pandemic, because they are convinced that innovation plays an important countercyclical role in modern economies. Thus, in a situation of a sharp decline in economic activity at the macroeconomic level, it is important to financially support those important industries that may be the first to fail. During the Covid-19 pandemic, innovation was found to be strongly supported by society, especially in areas such as health and medicine.

Abstract:
The article deals with the relevance of more effective structural transformation through the introduction of new innovations using advanced world experience in the infrastructure complex of the energy sector of the Republic of Azerbaijan. In this regard, the study also reflects the analysis and research on the directions of formation of optimal infrastructure complex in the energy sector. For this purpose, new development targets have been identified in the first chain of the national energy sector infrastructure complex against the background of progressive world experience analysis. For this purpose, the experience of leading world countries in oil and gas industry, including the United States of America, people's Republic of China, Russian Federation, Great Britain, Japan, South African Republic, Norway and others has been studied. The learning spectrum also covered the experience of well-known transnational corporations, including “Statoil”, “Schlumberger”, “Rosneft”, “Gazprom”, “Lukoil” and others. The existing positive trends in this sphere were based on systematized for application in the first chain of infrastructure complex of the national energy sector. Based on this, based on the analysis, the following were identified as the directions of formation of optimal infrastructure complex in the first chain of the national energy sector: • creation of a broad spectrum of continuously renewing energy potential; • increasing efficiency of production and processing of oil, gas and other energy resources and strengthening innovative supply of their production; • technological renewal of the fuel and energy complex and transition to energy-efficient strategic development model in this sphere in order to meet the growing domestic demand of the economy and ensure exports; • formation of a new system of institutions for the broad liberalization of the fuel and energy market and improvement of the relevant regulatory and legal framework. In addition, the achievements of Turkey, the Russian Federation, the Federal Republic of Germany and Great Britain were analyzed and evaluated to determine the principles of transition to the liberal market model in the second chain of the national energy sector infrastructure complex. The main components of this advanced practice have also been unified for application. Also, based on the analysis and research carried out in accordance with the requirements of the law of the “Republic of Azerbaijan on efficient use of energy resources and energy efficiency”, the author has prepared a scheme reflecting the transition of the National Electric Power system to a liberal market model. Based on the analysis and assessments covering both links of the energy sector, the author has developed an oligopolistic market model of the national energy infrastructure complex. The classification composition of the transformation of the optimal infrastructure complex in the national energy sector includes the following: • deposits and gas supply organizations located in dry areas are excluded from the structure of SOCAR and he continues to work as a transnational company that exploits offshore oil fields. In its structure, it retains its assets outside the country, as well as oil refining, deep foundations production and other directly necessary service areas. At the same time, it is considered appropriate to include in its functions the production of renewable energy sources; • a separate oil and gas producer concern is being set up in public-private cooperation, which manages the oil and gas industry in onshore areas from exploration to filling stations. The concern also implements a strategy for renewable energy production by converting some of the mining areas into energy farms (solar, wind, hydrogen, fast-growing plants and ethanol production by planting trees). • a separate vertically integrated state gas company is established, which carries out the reception, treatment, processing, storage, transportation and supply of gas. It also includes carbamide and methanol plants operating directly on gas raw materials. The gas distribution area is fully or partially allocated for privatization or transferred to private companies in pilot form for management; • the independence of the oil and gas chemistry complex is also assessed separately. At the same time, it is expedient to join “SOCAR Polymer” Plant, which produces polymers, into this complex; • In line with the reforms carried out in the country, the electric power sector is moving to a liberal market Model. Power plants remain in the state's view at the initial stage. Taking into account the strategic goals of the state, starting with relatively small power plants, their transfer or full privatization to independent and mixed management on the basis of rigid investment agreements is considered. In this sphere “Transmission System Operator for electric power” is being created, which includes high voltage transmission lines under full control of the state. In addition, the organization “Market Operator for electric energy” is established, which carries out the processes of wholesale electricity in the energy system, and is also under the full control of the state. In the distribution network system of electricity, full or partial privatization is carried out. The final results of our analysis on the formation of an optimal infrastructure complex in the national energy sector show that a fundamental transition to a liberal market model should be made in the country, and an optimal infrastructure complex should be formed here. The new infrastructure complex should be formed in an oligopolic model, reflecting the achievements of the most progressive world experience. Natural, environmental, political and economic factors that optimally influence the Bur sphere should be taken into account, the tariff and tax system should be improved, and the next stage of development in the energy sector should find continuous stimulation within the framework of Public-Private Partnership. Introduction Documentary film has grown significantly in the past decade, with high profile films such as Fahrenheit 9/11, Supersize Me, and An Inconvenient Truth garnering increased attention both at the box office and in the news media. In addition, the rising prominence of web-based media has provided new opportunities for documentary to create social impact. Films are now typically released with websites, Facebook pages, twitter feeds, and web videos to increase both reach and impact. This combination of technology and broader audience appeal has given rise to a current landscape in which documentary films are imbedded within coordinated multi-media campaigns. New media have not only opened up new avenues for communicating with audiences, they have also created new opportunities for data collection and analysis of film impacts. A recent report by McKinsey and Company highlighted this potential, introducing and discussing the implications of increasing consumer information being recorded on the Internet as well as through networked sensors in the physical world. As they found: "Big data—large pools of data that can be captured, communicated, aggregated, stored, and analyzed—is now part of every sector and function of the global economy" (Manyika et al. iv). This data can be mined to learn a great deal about both individual and cultural response to documentary films and the issues they represent. Although film has a rich history in humanities research, this new set of tools enables an empirical approach grounded in the social sciences. However, several researchers across disciplines have noted that limited investigation has been conducted in this area. Although there has always been an emphasis on social impact in film and many filmmakers and scholars have made legitimate (and possibly illegitimate) claims of impact, few have attempted to empirically justify these claims. Over fifteen years ago, noted film scholar Brian Winston commented that "the underlying assumption of most social documentaries—that they shall act as agents of reform and change—is almost never demonstrated" (236). A decade later, Political Scientist David Whiteman repeated this sentiment, arguing that, "despite widespread speculation about the impact of documentaries, the topic has received relatively little systematic attention" ("Evolving"). And earlier this year, the introduction to a special issue of Mass Communication and Society on documentary film stated, "documentary film, despite its growing influence and many impacts, has mostly been overlooked by social scientists studying the media and communication" (Nisbet and Aufderheide 451). Film has been studied extensively as entertainment, as narrative, and as cultural event, but the study of film as an agent of social change is still in its infancy. This paper introduces a systematic approach to measuring the social impact of documentary film aiming to: (1) discuss the context of documentary film and its potential impact; and (2) argue for a social science approach, discussing key issues about conducting such research. Changes in Documentary Practice Documentary film has been used as a tool for promoting social change throughout its history. John Grierson, who coined the term "documentary" in 1926, believed it could be used to influence the ideas and actions of people in ways once reserved for church and school. He presented his thoughts on this emerging genre in his 1932 essay, First Principles of Documentary, saying, "We believe that the cinema's capacity for getting around, for observing and selecting from life itself, can be exploited in a new and vital art form" (97). Richard Barsam further specified the definition of documentary, distinguishing it from non-fiction film, such that all documentaries are non-fiction films but not all non-fiction films are documentaries. He distinguishes documentary from other forms of non-fiction film (i.e. travel films, educational films, newsreels) by its purpose; it is a film with an opinion and a specific message that aims to persuade or influence the audience. And Bill Nichols writes that the definition of documentary may even expand beyond the film itself, defining it as a "filmmaking practice, a cinematic tradition, and mode of audience reception" (12). Documentary film has undergone many significant changes since its inception, from the heavily staged romanticism movement of the 1920s to the propagandist tradition of governments using film to persuade individuals to support national agendas to the introduction of cinéma vérité in the 1960s and historical documentary in the 1980s (cf. Barnouw). However, the recent upsurge in popularity of documentary media, combined with technological advances of internet and computers have opened up a whole new set of opportunities for film to serve as both art and agent for social change. One such opportunity is in the creation of film-based social action campaigns. Over the past decade, filmmakers have taken a more active role in promoting social change by coordinating film releases with action campaigns. Companies such as Participant Media (An Inconvenient Truth, Food Inc., etc.) now create "specific social action campaigns for each film and documentary designed to give a voice to issues that resonate in the films" (Participant Media). In addition, a new sector of "social media" consultants are now offering services, including "consultation, strategic planning for alternative distribution, website and social media development, and complete campaign management services to filmmakers to ensure the content of nonfiction media truly meets the intention for change" (Working Films). The emergence of new forms of media and technology are changing our conceptions of both documentary film and social action. Technologies such as podcasts, video blogs, internet radio, social media and network applications, and collaborative web editing "both unsettle and extend concepts and assumptions at the heart of 'documentary' as a practice and as an idea" (Ellsworth). In the past decade, we have seen new forms of documentary creation, distribution, marketing, and engagement. Likewise, film campaigns are utilizing a broad array of strategies to engage audience members, including "action kits, screening programs, educational curriculums and classes, house parties, seminars, panels" that often turn into "ongoing 'legacy' programs that are updated and revised to continue beyond the film's domestic and international theatrical, DVD and television windows" (Participant Media). This move towards multi-media documentary film is becoming not only commonplace, but expected as a part of filmmaking. NYU film professor and documentary film pioneer George Stoney recently noted, "50 percent of the documentary filmmaker's job is making the movie, and 50 percent is figuring out what its impact can be and how it can move audiences to action" (qtd. in Nisbet, "Gasland"). In his book Convergence Culture, Henry Jenkins, coined the term "transmedia storytelling", which he later defined as "a process where integral elements of a fiction get dispersed systematically across multiple delivery channels for the purpose of creating a unified and coordinated entertainment experience" ("Transmedia"). When applied to documentary film, it is the elements of the "issue" raised by the film that get dispersed across these channels, coordinating, not just an entertainment experience, but a social action campaign. Dimensions of Evaluation It is not unreasonable to assume that such film campaigns, just like any policy or program, have the possibility to influence viewers' knowledge, attitudes, and behavior. Measuring this impact has become increasingly important, as funders of documentary and issue-based films want look to understand the "return on investment" of films in terms of social impact so that they can compare them with other projects, including non-media, direct service projects. Although we "feel" like films make a difference to the individuals who also see them in the broader cultures in which they are embedded, measurement and empirical analysis of this impact are vitally important for both providing feedback to filmmakers and funders as well as informing future efforts attempting to leverage film for social change. This type of systematic assessment, or program evaluation, is often discussed in terms of two primary goals—formative (or process) and summative (or impact) evaluation (cf. Muraskin; Trochim and Donnelly). Formative evaluation studies program materials and activities to strengthen a program, and summative evaluation examines program outcomes. In terms of documentary film, these two goals can be described as follows: Formative Evaluation: Informing the Process As programs (broadly defined as an intentional set of activities with the aim of having some specific impact), the people who interact with them, and the cultures they are situated in are constantly changing, program development and evaluation is an ongoing learning cycle. Film campaigns, which are an intentional set of activities with the aim of impacting individual viewers and broader cultures, fit squarely within this purview. Without formulating hypotheses about the relationships between program activities and goals and then collecting and analyzing data during implementation to test them, it is difficult to learn ways to improve programs (or continue doing what works best in the most efficient manner). Attention to this process enables those involved to learn more about, not only what works, but how and why it works and even gain insights about how program outcomes may be affected by changes to resource availability, potential audiences, or infrastructure. Filmmakers are constantly learning and honing their craft and realizing the impact of their practice can help the artistic process. Often faced with tight budgets and timelines, they are forced to confront tradeoffs all the time, in the writing, production and post-production process. Understanding where they are having impact can improve their decision-making, which can help both the individual project and the overall field. Summative Evaluation: Quantifying Impacts Evaluation is used in many different fields to determine whether programs are achieving their intended goals and objectives. It became popular in the 1960s as a way of understanding the impact of the Great Society programs and has continued to grow since that time (Madaus and Stufflebeam). A recent White House memo stated that "rigorous, independent program evaluations can be a key resource in determining whether government programs are achieving their intended outcomes as well as possible and at the lowest possible cost" and the United States Office of Management and Budget (OMB) launched an initiative to increase the practice of "impact evaluations, or evaluations aimed at determining the causal effects of programs" (Orszag 1). Documentary films, like government programs, generally target a national audience, aim to serve a social purpose, and often do not provide a return on their investment. Participant Media, the most visible and arguably most successful documentary production company in the film industry, made recent headlines for its difficulty in making a profit during its seven-year history (Cieply). Owner and founder Jeff Skoll reported investing hundreds of millions of dollars into the company and CEO James Berk added that the company sometimes measures success, not by profit, but by "whether Mr. Skoll could have exerted more impact simply by spending his money philanthropically" (Cieply). Because of this, documentary projects often rely on grant funding, and are starting to approach funders beyond traditional arts and media sources. "Filmmakers are finding new fiscal and non-fiscal partners, in constituencies that would not traditionally be considered—or consider themselves—media funders or partners" (BRITDOC 6). And funders increasingly expect tangible data about their return on investment. Says Luis Ubiñas, president of Ford Foundation, which recently launched the Just Films Initiative: In these times of global economic uncertainty, with increasing demand for limited philanthropic dollars, assessing our effectiveness is more important than ever. Today, staying on the frontlines of social change means gauging, with thoughtfulness and rigor, the immediate and distant outcomes of our funding. Establishing the need for evaluation is not enough—attention to methodology is also critical. Valid research methodology is a critical component of understanding around the role entertainment can play in impacting social and environmental issues. The following issues are vital to measuring impact. Defining the Project Though this may seem like an obvious step, it is essential to determine the nature of the project so one can create research questions and hypotheses based on a complete understanding of the "treatment". One organization that provides a great example of the integration of documentary film imbedded into a larger campaign or movement is Invisible Children. Founded in 2005, Invisible Children is both a media-based organization as well as an economic development NGO with the goal of raising awareness and meeting the needs of child soldiers and other youth suffering as a result of the ongoing war in northern Uganda. Although Invisible Children began as a documentary film, it has grown into a large non-profit organization with an operating budget of over $8 million and a staff of over a hundred employees and interns throughout the year as well as volunteers in all 50 states and several countries. Invisible Children programming includes films, events, fundraising campaigns, contests, social media platforms, blogs, videos, two national "tours" per year, merchandise, and even a 650-person three-day youth summit in August 2011 called The Fourth Estate. Individually, each of these components might lead to specific outcomes; collectively, they might lead to others. In order to properly assess impacts of the film "project", it is important to take all of these components into consideration and think about who they may impact and how. This informs the research questions, hypotheses, and methods used in evaluation. Film campaigns may even include partnerships with existing social movements and non-profit organizations targeting social change. The American University Center for Social Media concluded in a case study of three issue-based documentary film campaigns: Digital technologies do not replace, but are closely entwined with, longstanding on-the-ground activities of stakeholders and citizens working for social change. Projects like these forge new tools, pipelines, and circuits of circulation in a multiplatform media environment. They help to create sustainable network infrastructures for participatory public media that extend from local communities to transnational circuits and from grassroots communities to policy makers. (Abrash) Expanding the Focus of Impact beyond the Individual A recent focus has shifted the dialogue on film impact. Whiteman ("Theaters") argues that traditional metrics of film "success" tend to focus on studio economic indicators that are far more relevant to large budget films. Current efforts focused on box office receipts and audience size, the author claims, are really measures of successful film marketing or promotion, missing the mark when it comes to understanding social impact. He instead stresses the importance of developing a more comprehensive model. His "coalition model" broadens the range and types of impact of film beyond traditional metrics to include the entire filmmaking process, from production to distribution. Whiteman (“Theaters”) argues that a narrow focus on the size of the audience for a film, its box office receipts, and viewers' attitudes does not incorporate the potential reach of a documentary film. Impacts within the coalition model include both individual and policy levels. Individual impacts (with an emphasis on activist groups) include educating members, mobilizing for action, and raising group status; policy includes altering both agenda for and the substance of policy deliberations. The Fledgling Fund (Barrett and Leddy) expanded on this concept and identified five distinct impacts of documentary film campaigns. These potential impacts expand from individual viewers to groups, movements, and eventually to what they call the "ultimate goal" of social change. Each is introduced briefly below. Quality Film. The film itself can be presented as a quality film or media project, creating enjoyment or evoking emotion in the part of audiences. "By this we mean a film that has a compelling narrative that draws viewers in and can engage them in the issue and illustrate complex problems in ways that statistics cannot" (Barrett and Leddy, 6). Public Awareness. Film can increase public awareness by bringing light to issues and stories that may have otherwise been unknown or not often thought about. This is the level of impact that has received the most attention, as films are often discussed in terms of their "educational" value. "A project's ability to raise awareness around a particular issue, since awareness is a critical building block for both individual change and broader social change" (Barrett and Leddy, 6). Public Engagement. Impact, however, need not stop at simply raising public awareness. Engagement "indicates a shift from simply being aware of an issue to acting on this awareness. Were a film and its outreach campaign able to provide an answer to the question 'What can I do?' and more importantly mobilize that individual to act?" (Barrett and Leddy, 7). This is where an associated film campaign becomes increasingly important, as transmedia outlets such as Facebook, websites, blogs, etc. can build off the interest and awareness developed through watching a film and provide outlets for viewers channel their constructive efforts. Social Movement. In addition to impacts on individuals, films can also serve to mobilize groups focused on a particular problem. The filmmaker can create a campaign around the film to promote its goals and/or work with existing groups focused on a particular issue, so that the film can be used as a tool for mobilization and collaboration. "Moving beyond measures of impact as they relate to individual awareness and engagement, we look at the project's impact as it relates to the broader social movement … if a project can strengthen the work of key advocacy organizations that have strong commitment to the issues raised in the film" (Barrett and Leddy, 7). Social Change. The final level of impact and "ultimate goal" of an issue-based film is long-term and systemic social change. "While we understand that realizing social change is often a long and complex process, we do believe it is possible and that for some projects and issues there are key indicators of success" (Barrett and Leddy, 7). This can take the form of policy or legislative change, passed through film-based lobbying efforts, or shifts in public dialogue and behavior. Legislative change typically takes place beyond the social movement stage, when there is enough support to pressure legislators to change or create policy. Film-inspired activism has been seen in issues ranging from environmental causes such as agriculture (Food Inc.) and toxic products (Blue Vinyl) to social causes such as foreign conflict (Invisible Children) and education (Waiting for Superman). Documentary films can also have a strong influence as media agenda-setters, as films provide dramatic "news pegs" for journalists seeking to either sustain or generation new coverage of an issue (Nisbet "Introduction" 5), such as the media coverage of climate change in conjunction with An Inconvenient Truth. Barrett and Leddy, however, note that not all films target all five impacts and that different films may lead to different impacts. "In some cases we could look to key legislative or policy changes that were driven by, or at least supported by the project... In other cases, we can point to shifts in public dialogue and how issues are framed and discussed" (7). It is possible that specific film and/or campaign characteristics may lead to different impacts; this is a nascent area for research and one with great promise for both practical and theoretical utility. Innovations in Tools and Methods Finally, the selection of tools is a vital component for assessing impact and the new media landscape is enabling innovations in the methods and strategies for program evaluation. Whereas the traditional domain of film impact measurement included box office statistics, focus groups, and exit surveys, innovations in data collection and analysis have expanded the reach of what questions we can ask and how we are able to answer them. For example, press coverage can assist in understanding and measuring the increase in awareness about an issue post-release. Looking directly at web-traffic changes "enables the creation of an information-seeking curve that can define the parameters of a teachable moment" (Hart and Leiserowitz 360). Audience reception can be measured, not only via interviews and focus groups, but also through content and sentiment analysis of web content and online analytics. "Sophisticated analytics can substantially improve decision making, minimize risks, and unearth valuable insights that would otherwise remain hidden" (Manyika et al. 5). These new tools are significantly changing evaluation, expanding what we can learn about the social impacts of film through triangulation of self-report data with measurement of actual behavior in virtual environments. Conclusion The changing media landscape both allows and impels evaluation of film impacts on individual viewers and the broader culture in which they are imbedded. Although such analysis may have previously been limited to box office numbers, critics' reviews, and theater exit surveys, the rise of new media provides both the ability to connect filmmakers, activists, and viewers in new ways and the data in which to study the process. This capability, combined with significant growth in the documentary landscape, suggests a great potential for documentary film to contribute to some of our most pressing social and environmental needs. A social scientific approach, that combines empirical analysis with theory applied from basic science, ensures that impact can be measured and leveraged in a way that is useful for both filmmakers as well as funders. In the end, this attention to impact ensures a continued thriving marketplace for issue-based documentary films in our social landscape. References Abrash, Barbara. Abstract:
Critique of Ability In July 2008, we could be on the eve of an enormously important shift in disability in Australia. One sign of change is the entry into force on 3 May 2008 of the United Nations convention on the Rights of Persons with Disabilities, which will now be adopted by the Rudd Labor government. Through this, and other proposed measures, the Rudd government has indicated its desire for a seachange in the area of disability. Bill Shorten MP, the new Parliamentary Secretary for Disabilities and Children’s Services has been at pains to underline his commitment to a rights-based approach to disability. In this inaugural speech to Parliament, Senator Shorten declared: I believe the challenge for government is not to fit people with disabilities around programs but for programs to fit the lives, needs and ambitions of people with disabilities. The challenge for all of us is to abolish once and for all the second-class status that too often accompanies Australians living with disabilities. (Shorten, “Address in reply”; see also Shorten, ”Speaking up”) Yet if we listen to the voices of people with disability, we face fundamental issues of justice, democracy, equality and how we understand the deepest aspects of ourselves and our community. This is a situation that remains dire and palpably unjust, as many people with disabilities have attested. Elsewhere I have argued (Goggin and Newell) that disability constitutes a systemic form of exclusion and othering tantamount to a “social apartheid” . While there have been improvements and small gains since then, the system that reigns in Australia is still fundamentally oppressive. Nonetheless, I would suggest that through the rise of the many stranded movements of disability, the demographic, economic and social changes concerning impairment, we are seeing significant changes in how we understand impairment and ability (Barnes, Oliver and Barton; Goggin and Newell, Disability in Australia; Snyder, Brueggemann, and Garland-Thomson; Shakespeare; Stiker). There is now considerable, if still incomplete, recognition of disability as a category that is constituted through social, cultural, and political logics, as well as through complex facets of impairment, bodies (Corker and Shakespeare), experiences, discourses (Fulcher), and modes of materiality and subjectivity (Butler), identity and government (Tremain). Also there is growing awareness of the imbrication of disability and other categories such as sex and gender (Fine and Asch; Thomas), race, age, culture, class and distribution of wealth (Carrier; Cole; Davis, Bending over Backwards, and Enforcing Normalcy; Oliver; Rosenblum and Travis), ecology and war (Bourke; Gerber; Muir). There are rich and wide-ranging debates that offer fundamental challenges to the suffocating grip of the dominant biomedical model of disability (that conceives disability as individual deficit — for early critiques see: Borsay; Walker), as well as the still influential and important (if at times limiting) social model of disability (Oliver; Barnes and Mercer; Shakespeare). All in all,there have been many efforts to transform the social and political relations of disability. If disability has been subject to considerable examination, there has not yet been an extended, concomitant critique of ability. Nor have we witnessed a thoroughgoing recognition of unmarked, yet powerful operations of ability in our lives and thought, and the potential implications of challenging these. Certainly there have been important attempts to reframe the relationship between “ability” and “disability” (for example, see Jones and Mark). And we are all familiar with the mocking response to some neologisms that seek to capture this, such as the awkward yet pointed “differently-abled.” Despite such efforts we lack still a profound critique of ability, an exploration of “able”, the topic that this special issue invites us to consider. If we think of the impact and significance of “whiteness”, as a way to open up space for how to critically think about and change concepts of race; or of “masculinity” as a project for thinking about gender and sexuality — we can see that this interrogation of the unmarked category of “able” and “ability” is much needed (for one such attempt, see White). In this paper I would like to make a small contribution to such a critique of ability, by considering what the concept of innovation and its contemporary rhetorics have to offer for reframing disability. Innovation is an important discourse in contemporary life. It offers interesting possibilities for rethinking ability — and indeed disability. And it is this relatively unexplored prospect that this paper seeks to explore. Beyond Access, Equity & Diversity In this scene of disability, there is attention being given to making long over-due reforms. Yet the framing of many of these reforms, such as the strengthening of national and international legal frameworks, for instance, also carry with them considerable problems. Disability is too often still seen as something in need of remediation, or special treatment. Access, equity, and anti-discrimination frameworks offer important resources for challenging this “special” treatment, so too do the diversity approaches which have supplemented or supplanted them (Goggin and Newell, “Diversity as if Disability Mattered”). In what new ways can we approach disability and policies relevant to it? In a surprisingly wide range of areas, innovation has featured as a new, cross-sectoral approach. Innovation has been a long-standing topic in science, technology and economics. However, its emergence as master-theme comes from its ability to straddle and yoke together previously diverse fields. Current discussions of innovation bring together and extend work on the information society, the knowledge economy, and the relationships between science and technology. We are now familiar for instance with arguments about how digital networked information and communications technologies and their consumption are creating new forms of innovation (Benkler; McPherson; Passiante, Elia, and Massari). Innovation discourse has extended to many other unfamiliar realms too, notably the area of social and community development, where a new concept of social innovation is now proposed (Mulgan), often aligned with new ideas of social entrepreneurship that go beyond earlier accounts of corporate social responsibility. We can see the importance of innovation in the ‘creative industries’ discourses and initiatives which have emerged since the 1990s. Here previously distinct endeavours of arts and culture have become reframed in a way that puts their central achievement of creativity to the fore, and recognises its importance across all sorts of service and manufacturing industries, in particular. More recently, theorists of creative industries, such as Cunningham, have begun to talk about “social network markets,” as a way to understand the new hybrid of creativity, innovation, digital technology, and new economic logics now being constituted (Cunningham and Potts). Innovation is being regarded as a cardinal priority for societies and their governments. Accordingly, the Australian government has commissioned a Review of The National Innovation System, led by Dr Terry Cutler, due to report in the second half of 2008. The Cutler review is especially focussed upon gaps and weaknesses in the Australian innovation system. Disability has the potential to figure very strongly in this innovation talk, however there has been little discussion of disability in the innovation discourse to date. The significance of disability in relation to innovation was touched upon some years ago, in a report on Disablism from the UK Demos Foundation (Miller, Parker and Gillinson). In a chapter entitled “The engine of difference: disability, innovation and creativity,” the authors discuss the area of inclusive design, and make the argument for the “involvement of disabled people to create a stronger model of user design”:Disabled people represented a market of 8.6 million customers at the last count and their experiences aren’t yet feeding through into processes of innovation. But the role of disabled people as innovators can and should be more active; we should include disabled people in the design process because they are good at it. (57) There are two reasons given for this expertise of disabled people in design. Firstly, “disabled people are often outstanding problem solvers because they have to be … life for disabled people at the moment is a series of challenges to be overcome” (57). Secondly, “innovative ideas are more likely to come from those who have a new or different angle on old problems” (57). The paradox in this argument is that as life becomes more equitable for people with disabilities, then these ‘advantages’ should disappear” (58). Accordingly, Miller et al. make a qualified argument, namely that “greater participation of disabled people in innovation in the short term may just be the necessary trigger for creating an altogether different, and better, system of innovation for everyone in the future” (58). The Demos Disablism report was written at a time when rhetorics of innovation were just beginning to become more generalized and mainstream. This was also at a time in the UK, when there was hope that new critical approaches to disability would see it become embraced as a part of the diverse society that Blair’s New Labor Britain had been indicating. The argument Disablism offers about disability and innovation is in some ways a more formalized version of vernacular theory (McLaughlin, 1996). In the disability movement we often hear, with good reason, that people with disability, by dint of their experience and knowledge are well positioned to develop and offer particular kinds of expertise. However, Miller et al. also gesture towards a more generalized account of disability and innovation, one that would intersect with the emerging frameworks around innovation. It is this possibility that I wish to take up and briefly explore here. I want to consider the prospects for a fully-fledged encounter between disability and innovation. I would like to have a better sense of whether this is worth pursuing, and what it would add to our understanding of both disability and innovation? Would the disability perspective be integrated as a long-term part of our systems of innovation rather than, as Miller et al. imply, deployed temporarily to develop better innovation systems? What pitfalls might be bound up with, or indeed be the conditions of, such a union between disability and innovation? The All-Too-Able User A leading area where disability figures profoundly in innovation is in the field of technology — especially digital technology. There is now a considerable literature and body of practice on disability and digital technology (Annable, Goggin, and Stienstra; Goggin and Newell, Digital Disability; National Council on Disability), however for my purposes here I would like to focus upon the user, the abilities ascribed to various kinds of users, and the user with disability in particular. Digital technologies are replete with challenges and opportunities; they are multi-layered, multi-media, and global in their manifestation and function. In Australia, Britain, Canada, the US, and Europe, there have been some significant digital technology initiatives which have resulted in improved accessibility for many users and populations (Annable, Goggin, and Stienstra; National Council on Disability) . There are a range of examples of ways in which users with disability are intervening and making a difference in design. There is also a substantial body of literature that clarifies why we need to include the perspective of the disabled if we are to be truly innovative in our design practices (Annable, Goggin and Stienstra; Goggin and Newell, “Disability, Identity and Interdependence”). I want to propose, however, that there is merit in going beyond recognition of the role of people with disability in technology design (vital and overlooked as it remains), to consider how disability can enrich contemporary discourses on innovation. There is a very desirable cross-over to be promoted between the emphasis on the user-as-expert in the sphere of disability and technology, and on the integral role of disability groups in the design process, on the one hand, and the rise of the user in digital culture generally, on the other. Surprisingly, such connections are nowhere near as widespread and systematic as they should be. It may be that contemporary debates about the user, and about the user as co-creator, or producer, of technology (Haddon et al.; von Hippel) actually reinstate particular notions of ability, and the able user, understood with reference to notions of disability. The current emphasis on the productive user, based as it is on changing understandings of ability and disability, provides rich material for critical revision of the field and those assumptions surrounding ability. It opens up possibilities for engaging more fully with disability and incorporating disability into the new forms and relations of digital technology that celebrate the user (Goggin and Newell, Digital Disability). While a more detailed consideration of these possibilities require more time than this essay allows, let us consider for a moment the idea of a genuine encounter between the activated user springing from the disability movement, and the much feted user in contemporary digital culture and theories of innovation. People with disability are using these technologies in innovative ways, so have much to contribute to wider discussions of digital technology (Annable, Goggin and Stienstra). The Innovation Turn Innovation policy, the argument goes, is important because it stands to increase productivity, which in turn leads to greater international competitiveness and economic benefit. Especially with the emergence of capitalism (Gleeson), productivity has strong links to particular notions of which types of production and produce are valued. Productivity is also strongly conditioned by how we understand ability and, last in a long chain of strong associations, how we as a society understand and value those kinds of people and bodies believed to contain and exercise the ordained and rewarded types of ability, produce, and productivity. Disability is often seen as antithetical to productivity (a revealing text on the contradictions of disability and productivity is the 2004 Productivity Commission Review of the Disability Discrimination Act). When we think about the history of disability, we quickly realize that productivity, and by extension, innovation, are strongly ideological. Ideological, that is, in the sense that these fields of human endeavour and our understanding of them are shaped by power relations, and are built upon implicit ‘ableist’ assumptions about productivity. In this case, the power relations of disability go right to the heart of the matter, highlighting who and what are perceived to be of value, contributing economically and in other ways to society, and who and what are considered as liabilities, as less valued and uneconomical. A stark recent example of this is the Howard government workplace and welfare reforms, which further disenfranchised, controlled, and impoverished people with disability. If we need to rethink our ideas of productivity and ability in the light of new notions of disability, then so too do we need to rethink our ideas about innovation and disability. Here the new discourses of innovation may actually be useful, but also contain limited formulations and assumptions about ability and disability that need to be challenged. The existing problems of a fresh approach to disability and innovation can be clearly observed in the touchstones of national science and technology “success.” Beyond One-Sided Innovation Disability does actually feature quite prominently in the annals of innovation. Take, for instance, the celebrated case of the so-called “bionic ear” (or cochlear implant) hailed as one of Australia’s great scientific inventions of the past few decades. This is something we can find on display in the Powerhouse Museum of Technology and Design, in Sydney. Yet the politics of the cochlear implant are highly controversial, not least as it is seen by many (for instance, large parts of the Deaf community) as not involving people with disabilities, nor being informed by their desires (Campbell, also see “Social and Ethical Aspects of Cochlear Implants”). A key problem with the cochlear implant and many other technologies is that they are premised on the abolition or overcoming of disability — rather than being shaped as technology that acknowledges and is informed by disabled users in their diverse guises. The failure to learn the lessons of the cochlear implant for disability and innovation can be seen in the fact that we are being urged now to band together to support the design of a “bionic eye” by the year 2020, as a mark of distinction of achieving a great nation (2020 Summit Initial Report). Again, there is no doubting the innovation and achievement in these artefacts and their technological systems. But their development has been marked by a distinct lack of consultation and engagement with people with disabilities; or rather the involvement has been limited to a framework that positions them as passive users of technology, rather than as “producer/users”. Further, what notions of disability and ability are inscribed in these technological systems, and what do they represent and symbolize in the wider political and social field? Unfortunately, such technologies have the effect of reproducing an ableist framework, “enforcing normalcy” (Davis), rather than building in, creating and contributing to new modes of living, which embrace difference and diversity. I would argue that this represents a one-sided logic of innovation. A two-sided logic of innovation, indeed what we might call a double helix (at least) of innovation would be the sustained, genuine interaction between different users, different notions of ability, disability and impairment, and the processes of design. If such a two-sided (or indeed many-sided logic) is to emerge there is good reason to think it could more easily do so in the field of digital cultures and technologies, than say, biotechnology. The reason for this is the emphasis in digital communication technologies on decentralized, participatory, user-determined governance and design, coming from many sources. Certainly this productive, democratic, participatory conception of the user is prevalent in Internet cultures. Innovation here is being reshaped to harness the contribution and knowledge of users, and could easily be extended to embrace pioneering efforts in disability. Innovating with Disability In this paper I have tried to indicate why it is productive for discourses of innovation to consider disability; the relationship between disability and innovation is rich and complex, deserving careful elaboration and interrogation. In suggesting this, I am aware that there are also fundamental problems that innovation raises in its new policy forms. There are the issues of what is at stake when the state is redefining its traditional obligations towards citizens through innovation frameworks and discourses. And there is the troubling question of whether particular forms of activity are normatively judged to be innovative — whereas other less valued forms are not seen as innovative. By way of conclusion, however, I would note that there are now quite basic, and increasingly accepted ways, to embed innovation in design frameworks, and while they certainly have been adopted in the disability and technology area, there is much greater scope for this. However, a few things do need to change before this potential for disability to enrich innovation is adequately realized. Firstly, we need further research and theorization to clarify the contribution of disability to innovation, work that should be undertaken and directed by people with disability themselves. Secondly, there is a lack of resources for supporting disability and technology organisations, and the development of training and expertise in this area (especially to provide viable career paths for experts with disability to enter the field and sustain their work). If this is addressed, the economic benefits stand to be considerable, not to mention the implications for innovation and productivity. Thirdly, we need to think about how we can intensify existing systems of participatory design, or, better still, introduce new user-driven approaches into strategically important places in the design processes of ICTs (and indeed in the national innovation system). Finally, there is an opportunity for new approaches to governance in ICTs at a general level, informed by disability. New modes of organising, networking, and governance associated with digital technology have attracted much attention, also featuring recently in the Australia 2020 Summit. Less well recognised are new ideas about governance that come from the disability community, such as the work of Queensland Advocacy Incorporated, Rhonda Galbally’s Our Community, disability theorists such as Christopher Newell (Newell), or the Canadian DIS-IT alliance (see, for instance, Stienstra). The combination of new ideas in governance from digital culture, new ideas from the disability movement and disability studies, and new approaches to innovation could be a very powerful cocktail indeed.Dedication This paper is dedicated to my beloved friend and collaborator, Professor Christopher Newell AM (1964-2008), whose extraordinary legacy will inspire us all to continue exploring and questioning the idea of able. Abstract:
Introduction This article is a study in anxiety with regard to social online spaces (SOS) conceived of as dark. There are two possible ways to define ‘dark’ in this context. The first is that communication is dark because it either has limited distribution, is not open to all users (closed groups are a case example) or hidden. The second definition, linked as a result of the first, is the way that communication via these means is interpreted and understood. Dark social spaces disrupt the accepted top-down flow by the ‘gazing elite’ (data aggregators including social media), but anxious users might need to strain to notice what is out there, and this in turn destabilises one’s reception of the scene. In an environment where surveillance technologies are proliferating, this article examines contemporary, dark, interconnected, and interactive communications for the entangled affordances that might be brought to bear. A provocation is that resistance through counterveillance or “sousveillance” is one possibility. An alternative (or addition) is retreating to or building ‘dark’ spaces that are less surveilled and (perhaps counterintuitively) less fearful. This article considers critically the notion of dark social online spaces via four broad socio-technical concerns connected to the big social media services that have helped increase a tendency for fearful anxiety produced by surveillance and the perceived implications for personal privacy. It also shines light on the aspect of darkness where some users are spurred to actively seek alternative, dark social online spaces. Since the 1970s, public-key cryptosystems typically preserved security for websites, emails, and sensitive health, government, and military data, but this is now reduced (Williams). We have seen such systems exploited via cyberattacks and misappropriated data acquired by affiliations such as Facebook-Cambridge Analytica for targeted political advertising during the 2016 US elections. Via the notion of “parasitic strategies”, such events can be described as news/information hacks “whose attack vectors target a system’s weak points with the help of specific strategies” (von Nordheim and Kleinen-von Königslöw, 88). In accord with Wilson and Serisier’s arguments (178), emerging technologies facilitate rapid data sharing, collection, storage, and processing wherein subsequent “outcomes are unpredictable”. This would also include the effect of acquiescence. In regard to our digital devices, for some, being watched overtly—through cameras encased in toys, computers, and closed-circuit television (CCTV) to digital street ads that determine the resonance of human emotions in public places including bus stops, malls, and train stations—is becoming normalised (McStay, Emotional AI). It might appear that consumers immersed within this Internet of Things (IoT) are themselves comfortable interacting with devices that record sound and capture images for easy analysis and distribution across the communications networks. A counter-claim is that mainstream social media corporations have cultivated a sense of digital resignation “produced when people desire to control the information digital entities have about them but feel unable to do so” (Draper and Turow, 1824). Careful consumers’ trust in mainstream media is waning, with readers observing a strong presence of big media players in the industry and are carefully picking their publications and public intellectuals to follow (Mahmood, 6). A number now also avoid the mainstream internet in favour of alternate dark sites. This is done by users with “varying backgrounds, motivations and participation behaviours that may be idiosyncratic (as they are rooted in the respective person’s biography and circumstance)” (Quandt, 42). By way of connection with dark internet studies via Biddle et al. (1; see also Lasica), the “darknet” is a collection of networks and technologies used to share digital content … not a separate physical network but an application and protocol layer riding on existing networks. Examples of darknets are peer-to-peer file sharing, CD and DVD copying, and key or password sharing on email and newsgroups. As we note from the quote above, the “dark web” uses existing public and private networks that facilitate communication via the Internet. Gehl (1220; see also Gehl and McKelvey) has detailed that this includes “hidden sites that end in ‘.onion’ or ‘.i2p’ or other Top-Level Domain names only available through modified browsers or special software. Accessing I2P sites requires a special routing program ... . Accessing .onion sites requires Tor [The Onion Router]”. For some, this gives rise to social anxiety, read here as stemming from that which is not known, and an exaggerated sense of danger, which makes fight or flight seem the only options. This is often justified or exacerbated by the changing media and communication landscape and depicted in popular documentaries such as The Social Dilemma or The Great Hack, which affect public opinion on the unknown aspects of internet spaces and the uses of personal data. The question for this article remains whether the fear of the dark is justified. Consider that most often one will choose to make one’s intimate bedroom space dark in order to have a good night’s rest. We might pleasurably escape into a cinema’s darkness for the stories told therein, or walk along a beach at night enjoying unseen breezes. Most do not avoid these experiences, choosing to actively seek them out. Drawing this thread, then, is the case made here that agency can also be found in the dark by resisting socio-political structural harms. 1. Digital Futures and Anxiety of the Dark Fear of the darkI have a constant fear that something's always nearFear of the darkFear of the darkI have a phobia that someone's always there In the lyrics to the song “Fear of the Dark” (1992) by British heavy metal group Iron Maiden is a sense that that which is unknown and unseen causes fear and anxiety. Holding a fear of the dark is not unusual and varies in degree for adults as it does for children (Fellous and Arbib). Such anxiety connected to the dark does not always concern darkness itself. It can also be a concern for the possible or imagined dangers that are concealed by the darkness itself as a result of cognitive-emotional interactions (McDonald, 16). Extending this claim is this article’s non-binary assertion that while for some technology and what it can do is frequently misunderstood and shunned as a result, for others who embrace the possibilities and actively take it on it is learning by attentively partaking. Mistakes, solecism, and frustrations are part of the process. Such conceptual theorising falls along a continuum of thinking. Global interconnectivity of communications networks has certainly led to consequent concerns (Turkle Alone Together). Much focus for anxiety has been on the impact upon social and individual inner lives, levels of media concentration, and power over and commercialisation of the internet. Of specific note is that increasing commercial media influence—such as Facebook and its acquisition of WhatsApp, Oculus VR, Instagram, CRTL-labs (translating movements and neural impulses into digital signals), LiveRail (video advertising technology), Chainspace (Blockchain)—regularly changes the overall dynamics of the online environment (Turow and Kavanaugh). This provocation was born out recently when Facebook disrupted the delivery of news to Australian audiences via its service. Mainstream social online spaces (SOS) are platforms which provide more than the delivery of media alone and have been conceptualised predominantly in a binary light. On the one hand, they can be depicted as tools for the common good of society through notional widespread access and as places for civic participation and discussion, identity expression, education, and community formation (Turkle; Bruns; Cinque and Brown; Jenkins). This end of the continuum of thinking about SOS seems set hard against the view that SOS are operating as businesses with strategies that manipulate consumers to generate revenue through advertising, data, venture capital for advanced research and development, and company profit, on the other hand. In between the two polar ends of this continuum are the range of other possibilities, the shades of grey, that add contemporary nuance to understanding SOS in regard to what they facilitate, what the various implications might be, and for whom. By way of a brief summary, anxiety of the dark is steeped in the practices of privacy-invasive social media giants such as Facebook and its ancillary companies. Second are the advertising technology companies, surveillance contractors, and intelligence agencies that collect and monitor our actions and related data; as well as the increased ease of use and interoperability brought about by Web 2.0 that has seen a disconnection between technological infrastructure and social connection that acts to limit user permissions and online affordances. Third are concerns for the negative effects associated with depressed mental health and wellbeing caused by “psychologically damaging social networks”, through sleep loss, anxiety, poor body image, real world relationships, and the fear of missing out (FOMO; Royal Society for Public Health (UK) and the Young Health Movement). Here the harms are both individual and societal. Fourth is the intended acceleration toward post-quantum IoT (Fernández-Caramés), as quantum computing’s digital components are continually being miniaturised. This is coupled with advances in electrical battery capacity and interconnected telecommunications infrastructures. The result of such is that the ontogenetic capacity of the powerfully advanced network/s affords supralevel surveillance. What this means is that through devices and the services that they provide, individuals’ data is commodified (Neff and Nafus; Nissenbaum and Patterson). Personal data is enmeshed in ‘things’ requiring that the decisions that are both overt, subtle, and/or hidden (dark) are scrutinised for the various ways they shape social norms and create consequences for public discourse, cultural production, and the fabric of society (Gillespie). Data and personal information are retrievable from devices, sharable in SOS, and potentially exposed across networks. For these reasons, some have chosen to go dark by being “off the grid”, judiciously selecting their means of communications and their ‘friends’ carefully. 2. Is There Room for Privacy Any More When Everyone in SOS Is Watching? An interesting turn comes through counterarguments against overarching institutional surveillance that underscore the uses of technologies to watch the watchers. This involves a practice of counter-surveillance whereby technologies are tools of resistance to go ‘dark’ and are used by political activists in protest situations for both communication and avoiding surveillance. This is not new and has long existed in an increasingly dispersed media landscape (Cinque, Changing Media Landscapes). For example, counter-surveillance video footage has been accessed and made available via live-streaming channels, with commentary in SOS augmenting networking possibilities for niche interest groups or micropublics (Wilson and Serisier, 178). A further example is the Wordpress site Fitwatch, appealing for an end to what the site claims are issues associated with police surveillance (fitwatch.org.uk and endpolicesurveillance.wordpress.com). Users of these sites are called to post police officers’ identity numbers and photographs in an attempt to identify “cops” that might act to “misuse” UK Anti-terrorism legislation against activists during legitimate protests. Others that might be interested in doing their own “monitoring” are invited to reach out to identified personal email addresses or other private (dark) messaging software and application services such as Telegram (freeware and cross-platform). In their work on surveillance, Mann and Ferenbok (18) propose that there is an increase in “complex constructs between power and the practices of seeing, looking, and watching/sensing in a networked culture mediated by mobile/portable/wearable computing devices and technologies”. By way of critical definition, Mann and Ferenbok (25) clarify that “where the viewer is in a position of power over the subject, this is considered surveillance, but where the viewer is in a lower position of power, this is considered sousveillance”. It is the aspect of sousveillance that is empowering to those using dark SOS. One might consider that not all surveillance is “bad” nor institutionalised. It is neither overtly nor formally regulated—as yet. Like most technologies, many of the surveillant technologies are value-neutral until applied towards specific uses, according to Mann and Ferenbok (18). But this is part of the ‘grey area’ for understanding the impact of dark SOS in regard to which actors or what nations are developing tools for surveillance, where access and control lies, and with what effects into the future. 3. Big Brother Watches, So What Are the Alternatives: Whither the Gazing Elite in Dark SOS? By way of conceptual genealogy, consideration of contemporary perceptions of surveillance in a visually networked society (Cinque, Changing Media Landscapes) might be usefully explored through a revisitation of Jeremy Bentham’s panopticon, applied here as a metaphor for contemporary surveillance. Arguably, this is a foundational theoretical model for integrated methods of social control (Foucault, Surveiller et Punir, 192-211), realised in the “panopticon” (prison) in 1787 by Jeremy Bentham (Bentham and Božovič, 29-95) during a period of social reformation aimed at the improvement of the individual. Like the power for social control over the incarcerated in a panopticon, police power, in order that it be effectively exercised, “had to be given the instrument of permanent, exhaustive, omnipresent surveillance, capable of making all visible … like a faceless gaze that transformed the whole social body into a field of perception” (Foucault, Surveiller et Punir, 213–4). In grappling with the impact of SOS for the individual and the collective in post-digital times, we can trace out these early ruminations on the complex documentary organisation through state-controlled apparatuses (such as inspectors and paid observers including “secret agents”) via Foucault (Surveiller et Punir, 214; Subject and Power, 326-7) for comparison to commercial operators like Facebook. Today, artificial intelligence (AI), facial recognition technology (FRT), and closed-circuit television (CCTV) for video surveillance are used for social control of appropriate behaviours. Exemplified by governments and the private sector is the use of combined technologies to maintain social order, from ensuring citizens cross the street only on green lights, to putting rubbish in the correct recycling bin or be publicly shamed, to making cashless payments in stores. The actions see advantages for individual and collective safety, sustainability, and convenience, but also register forms of behaviour and attitudes with predictive capacities. This gives rise to suspicions about a permanent account of individuals’ behaviour over time. Returning to Foucault (Surveiller et Punir, 135), the impact of this finds a dissociation of power from the individual, whereby they become unwittingly impelled into pre-existing social structures, leading to a ‘normalisation’ and acceptance of such systems. If we are talking about the dark, anxiety is key for a Ministry of SOS. Following Foucault again (Subject and Power, 326-7), there is the potential for a crawling, creeping governance that was once distinct but is itself increasingly hidden and growing. A blanket call for some form of ongoing scrutiny of such proliferating powers might be warranted, but with it comes regulation that, while offering certain rights and protections, is not without consequences. For their part, a number of SOS platforms had little to no moderation for explicit content prior to December 2018, and in terms of power, notwithstanding important anxiety connected to arguments that children and the vulnerable need protections from those that would seek to take advantage, this was a crucial aspect of community building and self-expression that resulted in this freedom of expression. In unearthing the extent that individuals are empowered arising from the capacity to post sexual self-images, Tiidenberg ("Bringing Sexy Back") considered that through dark SOS (read here as unregulated) some users could work in opposition to the mainstream consumer culture that provides select and limited representations of bodies and their sexualities. This links directly to Mondin’s exploration of the abundance of queer and feminist pornography on dark SOS as a “counterpolitics of visibility” (288). This work resulted in a reasoned claim that the technological structure of dark SOS created a highly political and affective social space that users valued. What also needs to be underscored is that many users also believed that such a space could not be replicated on other mainstream SOS because of the differences in architecture and social norms. Cho (47) worked with this theory to claim that dark SOS are modern-day examples in a history of queer individuals having to rely on “underground economies of expression and relation”. Discussions such as these complicate what dark SOS might now become in the face of ‘adult’ content moderation and emerging tracking technologies to close sites or locate individuals that transgress social norms. Further, broader questions are raised about how content moderation fits in with the public space conceptualisations of SOS more generally. Increasingly, “there is an app for that” where being able to identify the poster of an image or an author of an unknown text is seen as crucial. While there is presently no standard approach, models for combining instance-based and profile-based features such as SVM for determining authorship attribution are in development, with the result that potentially far less content will remain hidden in the future (Bacciu et al.). 4. There’s Nothing New under the Sun (Ecclesiastes 1:9) For some, “[the] high hopes regarding the positive impact of the Internet and digital participation in civic society have faded” (Schwarzenegger, 99). My participant observation over some years in various SOS, however, finds that critical concern has always existed. Views move along the spectrum of thinking from deep scepticisms (Stoll, Silicon Snake Oil) to wondrous techo-utopian promises (Negroponte, Being Digital). Indeed, concerns about the (then) new technologies of wireless broadcasting can be compared with today’s anxiety over the possible effects of the internet and SOS. Inglis (7) recalls, here, too, were fears that humanity was tampering with some dangerous force; might wireless wave be causing thunderstorms, droughts, floods? Sterility or strokes? Such anxieties soon evaporated; but a sense of mystery might stay longer with evangelists for broadcasting than with a laity who soon took wireless for granted and settled down to enjoy the products of a process they need not understand. As the analogy above makes clear, just as audiences came to use ‘the wireless’ and later the internet regularly, it is reasonable to argue that dark SOS will also gain widespread understanding and find greater acceptance. Dark social spaces are simply the recent development of internet connectivity and communication more broadly. The dark SOS afford choice to be connected beyond mainstream offerings, which some users avoid for their perceived manipulation of content and user both. As part of the wider array of dark web services, the resilience of dark social spaces is reinforced by the proliferation of users as opposed to decentralised replication. Virtual Private Networks (VPNs) can be used for anonymity in parallel to TOR access, but they guarantee only anonymity to the client. A VPN cannot guarantee anonymity to the server or the internet service provider (ISP). While users may use pseudonyms rather than actual names as seen on Facebook and other SOS, users continue to take to the virtual spaces they inhabit their off-line, ‘real’ foibles, problems, and idiosyncrasies (Chenault). To varying degrees, however, people also take their best intentions to their interactions in the dark. The hyper-efficient tools now deployed can intensify this, which is the great advantage attracting some users. In balance, however, in regard to online information access and dissemination, critical examination of what is in the public’s interest, and whether content should be regulated or controlled versus allowing a free flow of information where users self-regulate their online behaviour, is fraught. O’Loughlin (604) was one of the first to claim that there will be voluntary loss through negative liberty or freedom from (freedom from unwanted information or influence) and an increase in positive liberty or freedom to (freedom to read or say anything); hence, freedom from surveillance and interference is a kind of negative liberty, consistent with both libertarianism and liberalism. Conclusion The early adopters of initial iterations of SOS were hopeful and liberal (utopian) in their beliefs about universality and ‘free’ spaces of open communication between like-minded others. This was a way of virtual networking using a visual motivation (led by images, text, and sounds) for consequent interaction with others (Cinque, Visual Networking). The structural transformation of the public sphere in a Habermasian sense—and now found in SOS and their darker, hidden or closed social spaces that might ensure a counterbalance to the power of those with influence—towards all having equal access to platforms for presenting their views, and doing so respectfully, is as ever problematised. Broadly, this is no more so, however, than for mainstream SOS or for communicating in the world. Abstract:
I miss the ferry to San Pietro, so after a long bus trip winding through the southern Sardinian rocky terrain past gum trees, shrubs, caper plants, and sheep, I take refuge from the rain in a bar at the port. While I order a beer and panini, the owner, a man in his early sixties, begins to chat asking me why I’m heading to the island. For the tuna, I say, to research cultural practices and changes surrounding the ancient tuna trap la tonnara, and for the Girotonno international tuna festival, which coincides with the migration of the Northern Bluefin Tuna and the harvest season. This year the slogan of the festival reads Dal Sulcis a Sushi ("From Sulcis to Sushi"), a sign of the diverse tastes to come. Tuna here is the best in the world, he exclaims, a sentiment I hear many times over whilst doing fieldwork in southern Italy. He excitedly gestures for me to follow. We walk into the kitchen and on a long steel bench sits a basin covered with cloth. He uncovers it, and proudly poised, waits for my reaction. A large pinkish-brown loin of cooked tuna sits in brine. I have never tasted tuna in this way, so to share in his enthusiasm I conjure my interest in the rich tuna gastronomy found in this area of Sardinia called Sulcis. I’m more familiar with the clean taste of sashimi or lightly seared tuna. As I later experience, traditional tuna preparations in San Pietro are far from this. The most notable characteristic is that the tuna is thoroughly cooked or the flesh or organs are preserved with salt by brining or drying. A tuna steak cooked in the oven is robust and more like meat from the land than the sea in its flavours, colour, and texture. This article is about taste: the taste of, and tastes for, tuna in a traditional fishing community. It is based on ethnographic fieldwork and is part of a wider inquiry into the place of tradition and culture in seafood sustainability discourses and practices. In this article I use the notion of a taste network to explore the relationship between macro forces—international markets, stock decline and marine regulations—and transformations within local cultures of tuna production and consumption. Taste networks frame the connections between taste in a gustatory sense, tastes as an aesthetic preference and tasting as a way of learning about and attuning to modes and meanings surrounding tuna. As Antoine Hennion asserts, taste is more than a connoisseurship of an object, taste represents a cultural activity that concerns a wide range of practices, exchanges and attachments. Elspeth Probyn suggests that taste “acts as a connector between history, place, things, and people” (65) and “can also come to form communities: local places that are entangled in the global” (62). Within this framework, taste moves away from Bourdieu’s notion of taste as a social distinction towards an understanding of taste as created through a network of entities—social, biological, technological, and so forth. It turns attention to the mundane activities and objects of tuna production and consumption, the components of a taste network, and the everyday spaces where tradition and transformation are negotiated. For taste to change requires a transformation of the network (or components of that network) that bring such tastes into existence. These networks and their elements form the very meaning, matter, and moments of tradition and culture. As Hennion reminds us through his idea of “reservoir(s) of difference” (100), there are a range of diverse tastes that can materialise from the interactions of humans with objects, in this case tuna. Yet, taste networks can also be rendered obsolete. When a highly valued and endangered species like Bluefin is at the centre of such networks, there are material, ethical, and even political limitations to some tastes. In a study that follows three scientists as they attempt to address scallop decline in Brest and St Brieuc Bay, Michael Callon advocates for “the abandonment of all prior distinction between the natural and the social” (1). He draws attention to networks of actors and significant moments, rather than pre-existing categories, to figure the contours of power. This approach is particularly useful for social research that involves science, technology and the “natural” world. In my own research in San Pietro, the list of human and non-human actors is long and spans the local to the global: Bluefin (in its various meanings and as an entity with its own agency), tonnara owners, fishermen, technologies, fish shops and restaurants, scientific observers, policy (local, regional, national, European and international), university researchers, the sea, weather, community members, Japanese and Spanish buyers, and markets. Local discourses surrounding tuna and taste articulate human and non-human entanglements in quite particular ways. In San Pietro, as with much of Italy, notions of place, environment, identity, quality, and authenticity are central to the culture of tuna production and consumption. Food products are connected to place through ecological, cultural and technological dimensions. In Morgan, Marsden, and Murdoch’s terms this frames food and tastes in relation to a spatial dimension (its place of origin), a social dimension (its methods of production and distribution), and a cultural dimension (its perceived qualities and reputation). The place name labelling of canned tuna from San Pietro is an example of a product that represents the notion of provenance. The practice of protecting traditional products is well established in Italy through appellation programs, much like the practice of protecting terroir products in France. It is no wonder that the eco-gastronomic movement Slow Food developed in Italy as a movement to protect traditional foods, production methods, and biodiversity. Such discourses and movements like Slow Food create local/global frameworks and develop in relation to the phenomenon and ideas like globalisation, industrialization, and homogenisation. This study is based on ethnographic fieldwork in San Pietro over the 2013 tuna season. This included interviews with some thirty participants (fishers, shop keepers, locals, restaurateurs, and tonnara owners), secondary research into international markets, marine regulations, and environmental movements, and—of course—a gustatory experience of tuna. Walking down the main street the traditions of the tonnara and tuna are palpable. On a first impression there’s something about the streets and piazzas that is akin to Zukin’s notion of “vernacular spaces”, “sources of identity and belonging, affective qualities that the idea of intangible culture expresses, refines and sustains” (282). At the centre is the tonnara, which refers to the trap (a labyrinth of underwater nets) as well as the technique of tuna fishing and land based processing activities. For centuries, tuna and the tonnara have been at the centre of community life, providing employment, food security, and trade opportunities, and generating a wealth of ecological knowledge, a rich gastronomy based on preserved tuna, and cultural traditions like the famous harvest ritual la mattanza (the massacre). Just about every organ is preserved by salting and drying. The most common is the female ovary sac, which becomes bottarga. Grated onto pasta it has a strong metallic offal flavour combined with the salty tang of the sea. There is also the male equivalent lusciami, a softer consistency and flavour, as well as dried heart and lungs. There is canned tuna, a continuation of the tradition of brining and barrelling, but these are no ordinary cans. Each part of the tuna is divided into parts corresponding loosely to anatomy but more closely to quality based on textures, colour, and taste. There is the ventresca from the belly, the most prized cut because of its high fat content. Canned in olive oil or brine, a single can of this cut sells for around 30 Euros. Both the canned variety or freshly grilled ventresca is a sumptuous experience, soft and rich. Change is not new to San Pietro. In the long history of the tonnara there have been numerous transformations resulting from trade, occupation, and dominant economic systems. As Stefano Longo describes, with the development of capitalism and industrialization, the socio-economic structure of the tonnara changed and there was a dramatic decline in tonnare (plural) throughout the 1800s. The tonnare also went through different phases of ownership. In 1587 King Philip II formally established the Sardinian tonnare (Emery). Phillip IV then sold a tonnara to a Genovese man in 1654 and, from the late 18th century until today, the tonnara has remained in the Greco family from Genova. There were also changes to fishing and preservation technologies, such as the replacement of barrels after the invention of the can in the early 1800s, and innovations to recipes, as for example in the addition of olive oil. Yet, compared to recent changes, the process of harvesting, breaking down and sorting flesh and organs, and preserving tuna, has remained relatively stable. The locus of change in recent years concerns the harvest, the mattanza. For locals this process seems to be framed with concepts of before, and after, the Japanese arrived on the island. Owner Giuliano Greco, a man in his early fifties who took over the management of the tonnara from his father when it reopened in the late 1990s, describes these changes: We have two ages—before the Japanese and after. Before the Japanese, yes, the tuna was damaged. It was very violent in the mattanza. In the age before the pollution, there was a crew of 120 people divided in a little team named the stellati. The more expert and more important at the centre of the boat, the others at the side because at the centre there was more tuna. When there was mattanza it was like a race, a game, because if they caught more tuna they had more entrails, which was good money for them, because before, part of the wage was in nature, part of the tuna, and for this game the tuna was damaged because they opened it with a knife, the heart, the eggs etc. And for this method it was very violent because they wanted to get the tuna entrails first. The tuna remained on the boat without ice, with blood everywhere. The tonnara operated within clear social hierarchies made up of tonnarotti (tuna fishermen) under the guidance of the Rais (captain of tonnara) whose skills, charisma and knowledge set him apart. The Rais liaised with the tonnarotti, the owners, and the local community, recruiting men and women to augment the workforce in the mattanza period. Goliardo Rivano, a tonnarotto (singular) since 1999 recalls “all the town would be called on for the mattanza. Not only men but women too would work in the cannery, cutting, cleaning, and canning the tuna.” The mattanza was the starting point of supply and consumption networks. From the mattanza the tuna was broken down, the flesh boiled and brined for local and foreign markets, and the organs salted and dried for the (mainly) local market. Part of the land-based activities of tonnarotti involved cleaning, salting, pressing and drying the organs, which supplemented their wage. As Giuliano described, the mattanza was a bloody affair because of the practice of retrieving the organs; but since the tuna was boiled and then preserved in brine, it was not important whether the flesh was damaged. At the end of the 1970s the tonnara closed. According to locals and reportage, pollution from a nearby factory had caused a drastic drop in tuna. It remained closed until the mid 1990s when Japanese buyers came to inquire about tuna from the trap. Global tastes for tuna had changed during the time the tonnara was closed. An increase in western appetites for sushi had been growing since the early 1970s (Bestore). As Theadore Bestore describes in detail, this coincided with a significant transformation of the Japanese fishing industry’s international role. In the 1980s, the Japanese government began to restructure its fleets in response to restricted access to overseas fishing grounds, which the declaration of Excusive Economic Zones enforced (Barclay and Koh). At this time, Japan turned to foreign suppliers for tuna (Bestore). Kate Barclay and Sun-Hui Koh describe how quantity was no longer a national food security issue like it had been in post war Japan and “consumers started to demand high-quality high-value products” (145). In the late 1990s, the Greco family reopened the tonnara and the majority of the tuna went to Japan leaving a smaller portion for the business of canning. The way mattanza was practiced underwent profound changes and particular notions of quality emerged. This was also the beginning of new relationships and a widening of the taste network to include international stakeholders: Japanese buyers and markets became part of the network. Giuliano refers to the period as the “Japanese Age”. A temporal framing that is iterated by restaurant and fish shop owners who talk about a time when Japanese began to come to the island and have the first pick of the tuna. Giuliano recalls “there was still blood but there was not the system of opening tuna, in total, like before. Now the tuna is opened on the land. The only operation we do on the boat is blooding and chilling.” Here he references the Japanese technique of ikejime. Over several years the technicians taught Giuliano and some of the crew about killing the tuna faster and bleeding it to maintain colour and freshness. New notions of quality and taste for raw or lightly cooked tuna entered San Pietro. According to Rais Luigi “the tuna is of higher quality, because we treat it in a particular way, with ice.” Giuliano describes the importance of quality. “Before they used the stellati and it took five people, each one with a harpoon to haul the tuna. Now they only use one hook, in the mouth and use a chain, by hand. On board there is bleeding, and there is blood, but now we must keep the quality of the meat at its best.” In addition to the influence of Japanese tastes, the international Girotonno tuna festival had its inauguration in 2003, and, along with growing tourism, brought cosmopolitan and international tastes to San Pietro. The impact of a global taste for tuna has had devastating effects on their biomass. The international response to the sharp decline was the expansion of the role of inter-governmental monitoring bodies like International Commission for the Conservation of Atlantic Tunas (ICCAT), the introduction of quotas, and an increase in the presence of marine authorities on fleets, scientific research and environmental campaigns. In San Pietro, international relationships further widened and so did the configuration of taste networks, this time to include marine regulators, a quota on Bluefin, a Spanish company, and tuna ranches in Malta. The mattanza again was at the centre of change and became a point of contention within the community. This time because as a practice it is endangered, occurring only once or twice a year, “for the sake of tradition, culture” as Giuliano stated. The harvest now takes place in ranches in Malta because for the last three years the Greco family have supplied the tonnara’s entire quota (excluding tuna from mattanza or those that die in the net) to a major Spanish seafood company Riccardo Fuentes e Hijos, which transports them live to Malta where they are fattened and slaughtered, predominantly for a Japanese market. The majority of tuna now leave the island whole, which has profoundly transformed the distribution networks and local taste culture, and mainly the production and trade in tuna organs and canned tuna. In 2012, ICCAT and the European Union further tightened the quotas, which along with competition with industrial fisheries for both quota and markets, has placed enormous pressure on the tonnara. In 2013, it was allocated a quota that was well under what is financially sustainable. Add to the mix the additional expense of financing the obligatory scientific observers, and the tonnara has had to modify its operations. In the last few years there has been a growing antagonism between marine regulations, global markets, and traditional practices. This is exemplified in the limitations to the tuna organ tradition. It is now more common to find dried tuna organs in vacuum packs from Sicily rather than local products. As the restaurateur Secondo Borghero of Tonno della Corsa says “the tonnara made a choice to sell the live tuna to the Spanish. It’s a big problem. The tuna is not just the flesh but also the interior—the stomach, the heart, the eggs—and now we don’t have the quantity of these and the quality around is also not great.” In addition, even though preserved organs are available for consumption, local preserving activities have almost ceased along with supplementary income. The social structures and the types of actors that are a part of the tonnara have also changed. New kinds of relationships, bodies, and knowledge are situated side by side because of the mandate that there be scientific observers present at certain moments in the season. In addition, there are coast guards and, at various stages of the season, university staff contracted by ICCAT take samples and tag the tuna to generate data. The changes have also introduced new types of knowledge, activities, and institutional affiliations based on scientific ideas and discourses of marine biology, conservation, and sustainability. These are applied through marine management activities and regimes like quotas and administered through state and global institutions. This is not to say that the knowledge informing the Rais’s decisions has been done away with but as Gisli Palsson has previously argued, there is a new knowledge hierarchy, which places a significant focus on the notion of expert knowledge. This has the potential to create unequal power dynamics between the marine scientists and the fishers. Today in San Pietro tuna tastes are diverse. Tuna is delicate, smooth, and rich ventresca, raw tartare clean on the palate, novel at the Girotono, hearty tuna al forno, and salty dry bottarga. Tasting tuna in San Pietro offers a material and affective starting point to follow the socio-cultural, political, and ecological contours and contentions that are part of tuna traditions and their transformations. By thinking of gustatory and aesthetic tastes as part of wider taste networks, which involve human and non-human entities, we can begin to unpack and detail better what these changes encompass and figure forms and moments of power and agency. At the centre of tastes and transformation in San Pietro are the tonnara and the mattanza. Although in its long existence the tonnara has endured many changes, those in the past 15 years are unprecedented. Several major global events have provided conditions for change and widened the network from its once mainly local setting to its current global span. First, Japanese and global tastes set a demand for tuna and introduced different tuna production and preparation techniques and new styles of serving tuna raw or lightly cooked tuna. Later, the decline of Bluefin stocks and the increasing involvement of European and international monitoring bodies introduced catch limitations along with new processes and types of knowledge and authorities. Coinciding with this was the development of relationships with middle companies, which again introduced new techniques and technologies, namely the gabbie (cage) and ranches, to the taste network. In the cultural setting of Italy where the conservation of tradition is of particular importance, as I have explained earlier through the notion of provenance, the management of a highly regulated endangered marine species is a complex project that causes much conflict. Because of the dire state of the stocks and continual rise in global demand, solutions are complex. Yet it would seem useful to recognise that tuna tastes are situated within a network of knowledge, know-how, technology, and practices that are not simple modes of production and consumption but also ways of stewarding the sea and its species. Abstract:
This thesis explores the implications of the Internet for democracy, re-evaluating the various claims and counter-claims that have been made for the Internet's democratic potential. Based on a framework to measure democracy that emphasises popular control and political equality, it assesses whether the Internet gives a greater and more representative share of the population the opportunity to participate in the political process by focusing on use of the Internet to contact political representatives. The analysis combines secondary analysis of population surveys with original data collected in two online surveys from more than 14,000 users of successful contact facilitation platforms in the UK (WriteToThem.com) and Germany (Abgeordnetenwatch.de) that enable sending messages to representatives. The results show that in both countries the Internet in general has only marginally increased the number of people engaged in contacting. At the same time, contact facilitation platforms as specific online applications have attracted large numbers of people who have never before contacted a representative. While all online means of contacting primarily amplify traditional participatory biases, such as for gender and education, they can at least selectively engage traditionally under-represented parts of the population, for example young people or low-income groups. The processes that shape these patterns are identified by developing a basic theory of contacting and using the similarities and differences between the findings for the two countries. It demonstrates not only that participation continues to be dominated by traditional determinants that cannot be completely overcome by technology, but also that Internet applications can shape participation patterns – if designed to appropriately adapt to the context in which they operate, which is rarely the case. This highlights the need to think carefully about how online platforms can be used, building on the – albeit limited – gains identified here, to strengthen them as a means of ensuring democratic participation.
