Full textThis dissertation focuses the formulation and implementation of the Supplier Development Program of the State of Maranhão. It is worth noting that this program emerges the need of big business and the state to offer a response to local entrepreneurs and society in order to integrate them into the supply chains of large companies. However, to this end, we draw the path from the change in the economy, taking as starting point the private sector, which adopts the restructuring process as this new flagship model, the unbundling of the leading chains of large companies, mainly through outsourcing, thus generating a strategy of regional specialization. Given these changes, turns to examine the paradigm in relation to the State, which is undergoing deep changes, culminating with the so-called Minimum or Neoliberal State. It should be emphasized that the evaluation of the MA-developed PDF is dynamic and want to go from the general international economic relations, through the reflections of these relations in Brazil, reaching the more specific, the program exposed. Finally, the study of the PDF-MA aims to detail the dynamics of the program, building a framework of indicators and developing the theme of Sustainable Development. To undertake such research were two moments evaluative, first we make a political assessment of the policy, so you can figure out the nuances and how its implementation was determined politically, understanding how the program came into the government's agenda and what subjects interest and rationalities involved. In the second, reveals the dynamics of implementation of this policy through an evaluation process, ensuring that the means used are appropriate to the desired ends and if it was able to change the situation that gave rise to the problem program. Along the way, we used a qualitative and quantitative approach, having as research techniques, literature and documentary mode. Thus, we intend to unveil a new vision for the PDF-MA.
Esta dissertação tem como objeto a formulação e a implementação do Programa de Desenvolvimento de Fornecedores do Estado do Maranhão. Vale destacar, que este programa emerge da necessidade das grandes empresas e do Estado de oferecerem uma resposta para os empresários locais e a sociedade no sentido de integra-lós às cadeias produtivas das grandes empresas. No entanto, para atingir essa finalidade, traça-se o caminho a partir da mudança na economia, tendo como ponto inicial o setor privado, que adota a reestruturação produtiva como carro chefe desse novo modelo, levando à desverticalização das cadeias das grandes empresas, principalmente por meio da terceirização, gerando, assim, uma estratégia de especialização regional. Dadas essas transformações, volta-se para analisar o paradigma em relação ao Estado, que passa por profundas alterações, culminando com o denominado Estado Mínimo ou Neoliberal. É necessário ressaltar que a avaliação do PDF-MA desenvolvida é dinâmica e pretende ir desde o geral, as relações econômicas internacionais, passando pelos reflexos dessas relações no Brasil, chegando ao mais específico, o programa exposto. Enfim, no estudo do PDF-MA pretende-se detalhar a dinâmica do programa, construindo um quadro de indicadores e desenvolvendo a temática do Desenvolvimento Sustentável. Para empreender tal investigação ocorreram dois momentos avaliativos, primeiro faz-se uma avaliação política da política, para que seja possível perceber quais as nuances e como foi determinado politicamente sua implementação, entendendo como o programa entrou na agenda do governo e quais os sujeitos, interesses e racionalidades envolvidas. No segundo, desvenda-se a dinâmica de implementação dessa política pública, por meio de uma avaliação de processo, verificando se os meios utilizados estão adequados aos fins desejados e se este foi capaz de alterar a situação problema que deu origem ao programa. Nesse percurso, utilizou-se de uma abordagem qualitativa e quantitativa, tendo como técnicas de pesquisa, a modalidade documental e a bibliográfica. Dessa forma, pretende-se descortinar uma nova visão sobre o PDF-MA.

This thesis approaches, as the object of its investigation, the structural changes in the Brazilian public TV that emerge from the set of contraposition efforts of the civil society organizations and the Brazilian State against the dominance of the private sector in national television, embodied in the empirical field that is configured in the development of TV Brazil, public Brazilian TV station linked to The Brazil Communication Company (Empresa Brasil de Comunicação – EBC). Created by the Federal Government in 2007, this TV station is a central axis of a reordering movement of the public TV system, marked by historical and situational conditions that allowed the expansion of "public field" through the convergence of governmental interests in forming a counterpoint to the private TV system. Such movement is based on the precept of the complementary roles of private, public and State television systems, contemplated in the Constitution since 1988, however, specifically limited by an incipient, diffuse and incomplete action of the State. The aim is, therefore, to investigate whether the conversion of the educational ideal, which subsidized the long years of activity of educational TV stations in an experiment guided by the broader and plural concept of public television, is able to break away with what is defined as " functional complementarity" in the relationship between TV systems in the Brazilian case. For this purpose, it was developed, in the evaluation of public policies, a political evaluation of the policy in a systematic search for the set of forces which acts in the conception of TV Brazil project, as well as an evaluation of the process in relation to its implementation, focused on the critical analysis of the early years of the new public television. In these evaluations, the categories Democracy, Complementarity and Public and Private offer conceptual support to the qualitative approach of the investigation in which it was developed bibliographic and document analysis from data collected through bibliographic and documental research, and semi-structured interviews. Thus, we intend to present new elements to a broader discussion about the process of reconfiguration of the role of public television in Brazil.
Esta tese aborda, como objeto de sua investigação, as modificações estruturais no sistema público de TV brasileiro que emergem do conjunto de esforços de contraposição de organizações da sociedade civil e do Estado brasileiro ao predomínio privado no setor televisivo nacional, materializados no campo empírico que se configura no desenvolvimento da TV Brasil, emissora pública ligada à Empresa Brasil de Comunicação (EBC). Criada pelo Governo Federal em 2007, a emissora figura como eixo central de um movimento de reordenação do sistema público de TV, marcado por condicionantes históricos e conjunturais que permitiram a expansão do “campo público” por meio da convergência com interesses governamentais de constituição de um contraponto ao sistema privado de TV. Tal movimento sustenta-se no preceito da complementaridade dos sistemas privado, público e estatal de televisão, contemplado no texto constitucional desde 1988, porém, concretamente limitado pela atuação estatal incipiente, difusa e incompleta. Pretende-se, portanto, investigar se a conversão do ideal educacional, que subsidiou os longos anos de atuação das TVs educativas, em uma experiência pautada pelo conceito de TV pública, mais amplo e plural, é capaz de romper com o que delimitamos como “complementaridade funcional” na relação entre os sistemas no caso brasileiro. Para tanto, desenvolve-se, no âmbito da avaliação de políticas públicas, uma avaliação política da política, em busca da sistematização do conjunto de forças atuantes na concepção do projeto da TV Brasil, assim como uma avaliação do processo, no que se refere à sua implementação, voltada para a análise crítica dos primeiros anos da nova TV pública. Na avaliação, as categorias Democracia, Complementaridade e Público e Privado oferecem suporte conceitual à abordagem qualitativa da investigação, na qual se desenvolveu análise bibliográfica e documental a partir dos dados levantados por meio de pesquisa documental, bibliográfica e entrevistas semi-estruturadas. Com o intuito de compreender como essa polÃtica vem se desenvolvendo junto aos discentes que a ela recorrem para permanecer na referida instituiÃÃo de ensino, esta pesquisa objetivou conhecer se tal polÃtica vem se afirmando como um direito do aluno, possibilitando que este conclua seus estudos, e como os atores sociais que estÃo envolvidos com assistÃncia estudantil (estudantes, assistentes sociais da CoordenaÃÃo de ServiÃo Social, diretora de assuntos estudantis e diretora de gestÃo orÃamentÃria) veem-na, conduzem-na e que significados possuem dessa polÃtica, para identificar suas potencialidades e limites. Para tanto, este trabalho apresenta algumas discussÃes sobre o contexto em que nasceu a assistÃncia estudantil no Brasil, o entendimento desta como polÃtica pÃblica educacional voltada para a manutenÃÃo do aluno nas instituiÃÃes federais de ensino e, especificamente, sua implantaÃÃo no IFCE, campus Fortaleza. Para chegar aos objetivos propostos, foram realizadas entrevistas semiestruturadas, bem como observaÃÃo participante e registros em diÃrio de campo.
The present work made an impact evaluation at Instituto Federal de EducaÃÃo, CiÃncia e Tecnologia do Cearà (IFCE), Fortaleza campus, of studentsâ politics and assistance. As an aim to understand how this politics have been developing along with the learners that fall back upon it to remain in the referred learning institution, this research aimed to know if this politics has been reaffirming itself as a studentâs right, enabling them to complete their studies, and also how social actors, that are involved with students assistance (students, social assistants of Social Services Coordination, director of students matters and financial management directory), see it, lead it and what meanings they have about this politics to identify its potentialities and limits. For this purpose, this work shows some discussions about the context where studentsâ assistance has risen, the understanding of it as educational public politics turned to the maintenance of the students in the learning federal institutions, and specifically its implantation in IFCE, Fortaleza campus. Some semi-structured interviews have been conducted in order to get to the proposed aims, as well as participant observations and daily field records.

Full textThis study has as purpose to analyze the ENEM as a public policy of evaluation, to understand if it acts as a public policy and if the results of the evaluation of Ensino Médio are reaching the goal of seeking a better education system. It is an individual exam, voluntary, annually offered to the students that are concluding or that already concluded the Ensino Médio in previous years. It was established in the government of Fernando Henrique Cardoso, and it is used until today. The ENEMs law and Documento Básico Oficial establish as the main goal to evaluate the performance of the student at the end of the basic education, but it is also used as an alternate or complementary method to the access exams of professional courses and higher education. Moreover, from 2009 on, it would also be used as an admission method to the public Universities, through the Sistema de Seleção Unificado. To establish the goals of the research, the following questions were elaborated: Is the ENEM actually a public policy? How valid is the ENEM as an evaluation of Ensino Médio? This way we could determine the importance of the ENEM as a public policy and as a method of evaluation of the Ensino Médio. The methodology used is the bibliographical research, using as sources official publications, papers on the theme published by state agencies and their partners, and other bibliographical sources. The research development had three stages: a) surveying of concepts of Evaluator State, public policies, State and governmental policies, the Neoliberal State and the evaluation; b) studying the ENEM regarding its implementation, the new ENEM and its directives; c) sequencing of ideas with the purpose of answering the proposed questions

Full textThis thesis examines community pharmacies in France, which are experiencing a decrease in their numbers while diversifying their activities to address the challenges of aging and prevention.Chapter 1 studies the long-term consequences of pharmacy closures on spatial accessibility. The results show that by 2050, the average distance to access a pharmacy is expected to increase moderately. However, the proportion of the population without a pharmacy in their municipality could double, from one-sixth to one-third, thereby increasing dependence on motorized transport, a significant obstacle for elderly people with reduced mobility. The chapter also highlights that the workload of pharmacies could grow by more than 40 %, which, according to the literature, could degrade the quality of medication dispensing and slow down the diversification of pharmacy services, such as vaccination.Chapter 2 analyzes the impact of pharmacy involvement in COVID-19 vaccination. France was the first country to authorize this, but the intervention was compared with other European countries, particularly Italy, where vaccine supply constraints sometimes hindered the coverage of the second dose despite improvements in the first dose.Chapter 3 focuses on the choices of licensed pharmacists regarding the expansion of the list of vaccines administered in pharmacies. A discrete choice experiment shows that they are in favor of this expansion and the involvement of pharmacy technicians in flu vaccination but are hesitant to include them for new vaccines or to rely on a prior medical prescription. Regarding remuneration, the current amount of 9.60 euros per injection is deemed insufficient, with pharmacists valuing this service at 16 euros
