Abstract:
The essay explores the broad outlines of the main barriers/enablers to health policy and management in the prevailing biomedical model from the late 19th century to the present. Based on this analysis, it proposes the modernisation of political leadership and multisectoral integration as key determinants of a resilient, holistic and equitable health system for the 21st century. The methodological process was based on the review and critical analysis of the relevant literature on the topic and the author's experience. We conclude with a call for reflection on the need for a clear understanding of these elements for a new vision of health policy and management.

Abstract:
The reform of education personnel management policies has been carried out progressively to ensure the achievement of educational goals. A systematic analysis of the personnel management policy circle, including policy design, content, and implementation, is crucial to improving the accuracy and effectiveness of such policies. Through a comprehensive review of policy evolution, this study aims to systematize the design and content of policies on personnel management in educational institutions in China. It was determined that personnel management is increasingly concerned with the efficiency and effectiveness of goal achievement, policy design, system reform, and mixed-used management methods. A questionnaire survey was conducted among 420 respondents in 25 preschool institutions in five cities of Henan province in China. A total of 362 questionnaires were deemed valid out of 397 retrieved, including 24 from principals and 338 from teachers. The statistical analysis results identified the problems in policy implementation, including the laxly enforced teacher qualification system, inadequate teacher professional development, poorly implemented training policies, unattractive salaries and benefits, and the undesirable assessment system. For example, 5.89% of the respondents still need teaching qualification certificates. Only 1.1% of the respondents had senior titles. 2.76% of the respondents are still paid less than the minimum standard. In response to the situation, this study suggests effective countermeasures for educational administrative authorities and institutions. The findings could provide a reference for further optimization and development of personnel management policies. Abstract:
This paper examines whether a causal relationship exists between waste tonnage and employment when the waste collection is entrusted to a private operator in France (i.e. waste management policy by delegation of service). The empirical investigation is based on weekly data for four waste streams for the period from January 2015 to June 2017. Using nonstationary time series techniques including cointegration, VECM (Vector Error Correction Model) and long-run causality test of Toda and Yamamoto (1995) within a bivariate framework, the results demonstrate potential causal negative relationship between waste tonnage and employment. For three waste streams (i.e. household waste, outdoor garbage waste and miscellaneous waste), the results suggest that waste management practices that aim at entrusting the collection and treatment to a private operator (i.e. waste management by delegation of service) are not economically beneficial to society, because this policy does not favor environmental jobs creation. The paper calls for the adoption of other waste management practices to preserve employment in the waste collection sector.

The article presents a brief overview of management effectiveness assessments by foreign and Russian researchers; the methodology of SIA (Social Impact Assessment) – assessment of social consequences in the implementation of development, methods of evaluating projects and programs (Global Youth Development Index and Global Youth Welfare Index). The experience of Kazakhstan (YDI and YWI indicators) is described; the experience of foreign countries and the EAEU countries is analyzed. It is proved that the existing problem in the field of public administration of youth policy programs is the lack of certain criteria and performance indicators that are not properly regulated and not fixed at the legislative level in Kazakhstan and other CIS/EAEU countries. In this regard, it is recommended to identify specific indicators for the effectiveness of the implementation of the state youth policy in the Republic of Kazakhstan; to test them based on the results of the activities of a particular region of the Republic of Kazakhstan to develop recommendations for improving the manageability of youth programs.

A budget surplus arises in a country when the total revenue earnings surpass expenditures in a particular financial year. Having a budget surplus is very important in the sense that it brings about a decrease in the net public debt, while the public debt is increased in the event of a budget deficit. Both budget deficits and budget surpluses also exert indirect influences on taxpayers. Normally, it is not essential on the part of the government to maintain a budget surplus, though it needs to be very careful when running a budget deficit to have the proper buffer.

For any insurance contract to see the light of day, a particular process flow is usually followed. This process flow begins with the customer calling an agent to obtain insurance, and ends with the customer receiving a quote for the coverage. Precision methods focus on improving precision and quality and on planning measures that absolutely address issues and meet the necessary requirements. Unlike automation where the focus is on speeding up tasks and processes, a precision-based approach is centered around improving the quality of the process. More current practices call for ceaselessly examining and retooling tasks/operations to achieve ever more noteworthy business esteem. In this paper, the Insurance Policy Administration System is covered in detail. The format, layout, and key details that the insurance policy entails are thoroughly covered. Some key functionalities like The Policy Submission, Risk Analysis, Policy changes and renewals, Policy cancellation in a typical Policy Administration System are reviewed. Since the Policy Administration System cannot be a standalone service and has to be used along with external systems, the integration of this typical policy administration system with an external system like a user management system is also discussed.

Abstract:
The Dutch government is in the process of revising its flood safety policy. The current safety standards for flood defences in the Netherlands are largely based on the outcomes of cost-benefit analyses. Loss of life has not been considered separately in the choice for current standards. This article presents the results of a research project that evaluated the potential roles of two risk metrics, individual and societal risk, to support decision-making about new flood safety standards. These risk metrics are already used in the Dutch major hazards policy for the evaluation of risks to the public. Individual risk concerns the annual probability of death of a person. Societal risk concerns the probability of an event with many fatalities. Technical aspects of the use of individual and societal risk metrics in flood risk assessments as well as policy implications are discussed. Preliminary estimates of nationwide levels of societal risk are presented. Societal risk levels appear relatively high in the South Western part of the country where densely populated dike rings are threatened by a combination of river and coastal floods. Options for the application of the individual and societal risk in the new flood safety policy are presented and discussed.

Abstract:
This study investigated the impact of Working Capital Management (WCM) and Credit Management Policy (CMP) on the Financial Performance (FP) of Jordanian banks (JB). The study data were obtained from 16 Jordanian banks listed on the Amman Stock Exchange (ASE) between 2017 and 2020. The study used panel data to investigate the relationship between the two independent variables, WCM and CMP, and the dependent variable FP; 64 financial reports to Jordanian banks were analyzed to measure this relationship. To test hypotheses, multiple regression was used. The study found a statistically significant relationship between WCM and FP, and the independent variable was able to explain 34.1% of the changes that occur in the dependent variable. In addition, the outcome approved that there is a statistically significant relationship between CMP and FP. Furthermore, CMP explained about 41.8% of changes in the dependent variable. The findings of this study indicate support for the banks’ performance; a bank may need to lengthen client credit terms, prolong the cash transfer cycle, and require a more extended payment period when judging on WCM. AbstractThis paper contributes to our understanding of why delegitimising focusing events, combined with the mobilisation of policy losers, does not always result in major policy change by undermining a monopolistic policy image and policy subsystem. Based on a close enquiry of American biofuel policy development, it argues that we can make headway in this endeavour by focusing on three factors: first, the congruence of a policy image with core values of the polity; second, the multidimensionality of a policy image; and third, policy image management strategies that maintain cohesion among coalition supporters and respond to outside criticism. In understanding better why some policy images (and policy monopolies) prove resilient when they come under assault, this paper offers a single case plausibility probe supported by indicative evidence from other policy studies.

The EU project Policy and Knowledge in Fisheries Management investigated the use of biological knowledge in various parts of the fisheries system, using North Sea cod as a case study. The project examined the way scientific advice was generated from technical and institutional perspectives, as well as the way claims about science appeared in both policy-setting and in public debate through the press. The results suggested that many people involved in the system want a new way to reflect about science in management. People from all major stakeholder groups are calling for a more interactive system of producing a common knowledge base. Such a system could bring uncertainty from its current marginal role as the leftovers of certainty to the heart of the science process. It would require stakeholders to help address uncertainty and to negotiate a more realistic placement of burden of proof.

This article discusses the implementation of fisheries policies related to local government management. The results show that the Cambodian government needs to pay attention to incentives for local entrepreneurs. As a manager, the district government has the authority to carry out the functions delegated to him from the provincial government. Likewise with regents who have many tasks, it is necessary to delegate part of their authority to the officials below them. In implementing regional government policies that focus on implementation, it will indirectly improve the performance of fisheries management policies. Empowerment of fishermen should also be directed to provide alternative solutions for fishermen during the dry season. The hope is that fishermen who are poor and vulnerable to being categorized as poor can improve their welfare. In the government system, top level management gives authority to lower management to carry out certain functions. It's been done well. Potential fishery resources need to be managed legally in the form of regional political decisions. Political decisions that are translated into district regulations are a form of local government policy.

The management of state borders between Indonesia and PNG holds potential problems in the form of differences in socio-economic conditions between the two countries. While socially and culturally, people in the two countries have close kinship ties. This paper intends to recommend an asymmetric policy for managing national border areas, especially between Merauke and PNG. The conclusion of this study is that the adoption of the ChinaVietnam border management model can be applied in the management of the Indonesia-PNG border. This adoption is accompanied by several strategies in the form of: acceleration of construction of facilities and infrastructure, strengthening the socio-economic conditions of border communities, human resource development and strengthening of good institutional aspects.

The purpose of this article is to analyze the performance of and support for case management using a policy framework in order to increase case managers’ awareness of policy making and facilitate successful planning for future policy initiatives. Feldstein’s (1996) theory of opposing legislative outcomes indicates that legislation can be viewed on a continuum, ranging from legislation that meets the needs of the public to legislation considered to be in the self-interest of the participants and legislators. The current health care system requires that case managers working for publicly funded health care organizations balance the need for stewardship of U.S. tax dollars and the health care needs of consumers. It is apparent from the literature that case managers are successfully achieving this balance. However, certain conditions should exist that allow for case manager decision-making that promotes effective and efficient utilization of health care resources. Case managers must work within the context of the health care policy environment. Realizing that it is more likely that the conflicts between stewardship and the provision of health care services will continue, case managers’ knowledge and influence regarding policy making becomes imperative in order to ensure that these conflicting goals do not become mutually exclusive.
