Abstract:
This paper explores monetary policy decision-making within an insurance model with expected utility-maximizing policy-makers. The authors consider that policy-makers are different in terms of their backgrounds, experience and skills and they may disagree on the appropriate policy response. In a monetary policy committee, they share information and decide on interest rates by means of an agreed voting rule. The authors show that, in the presence of risk and search costs, it would be optimal for policy-makers to fully insure against the expected loss from a potential policy error. Whether a monetary policy committee sufficiently hedges against this risk will depend on several factors such as the skills of policy-makers, the distribution of members’ beliefs, and the committee’s (statutory) voting rule, but also on other factors not captured by the model

Abstract:
Ecological challenges are becoming more and more complex, as are their effects on nature and society and the actions to address them. Calls for a more sustainable development to address these challenges and to mitigate possible negative future impacts are not unproblematic, particularly due to the complexity, uncertainty, and long-term nature of possible consequences (Newig et al. 2008). Knowledge about the various impacts—be they ecological, economic, or social—policies might have is therefore pivotal. But the relationship between such knowledge and the myriad ways it may be used is particularly challenging. The example of policy impact assessment systems is a case in point. Recent years have seen an institutionalization of such systems for evaluating consequences of regulatory activities across the Organisation for Economic Co-operation and Development (OECD 2008) and the European Union (CEC 2002). It is argued that, by utilizing scientific and other evidence, impact assessment has the potential to deliver more sustainable policies and to address large-scale global challenges.

Abstract:
The paper summarizes the literature on the role of intersectionality in researchand policy-making. Twisting the categories of race, class, gender and nationality, the current study explores structural obstacles faced by black African businesswomen in Finland. The findings suggest that the Finnish opportunity structureis both legally and socially unprepared for accepting African female entrepreneurs as equal economic actors. Based on the structural barriers identified, the paper presents several policy recommendations including fair involvement of migrants in the process of policymaking, better coordination of policies for newcomers, and creation of migrant entrepreneurship hubs. In addition, the study assumes that intersectional identities can act as both vulnerable and powerful depending on a context of interaction, which may provide grounds for redefining the very focus of intersectionality. Finally, the paper determines prospective research directions.
