Abstract:
State and local governance operates in the context of multiple competing economic development perspectives. This article highlights three perspectives: Thomas Friedman’s flat world metaphor, Richard Florida’s spiky creative class world, and Michael Shuman’s localism, and reviews their resulting implications for a specific case in Mississippi. The examination of whether to revitalize the Columbus and Greenville Railroad in Mississippi or turn it into a recreational trail illustrates that the assumptions derived from these perspectives affects policy process and implementation. The implications are that public administration needs to operate with an agency perspective in the sense expressed in the “Blacksburg Manifesto.”

Abstract:
The article analyses the stages and peculiarities of development of ethnological expert examination as an institution in the Russian Federation. It is beyond argument that different actors to various extent involved in the implementation of the project in question, adhere to divergent approaches, namely: from defining the key regulatory authority (federal center or regions), correlation between ethnological and ecological expert examinations, social and technocratic approaches to the territory development and the role of indigenous small-numbered peoples. Pursuant to the strategic planning documents, ethnological expert examination represents a tool for implementation of the Russian state policy regarding different nationalities. However, state-recognized ethnological expert examination with all legal consequences it entails is only pursued in the Sakha Republic (Yakutia) based upon a regional law. The federal legislator only provides a definition of ethnological expert examination (scientific research into the influence of changes in the original living environment of indigenous small-numbered peoples and sociocultural situation on the development of an ethnic group) without enacting any statutory instrument to regulate the procedure. The analysis has shown that Russian legislation requires statutorization of the ethnological expert examination procedure and its binding character along with elaboration of conceptual framework, subject matter and object of this research.

Abstract:
National Examination (UN) is a measuring tool used to determine the success standard of a learning process. The success of the process and learning outcomes can be expressed by the high value of the established UN index. This study aims to find out how the implementation of the UN can be used as a continues policy material. This research is a literary research where researchers trace the literature related to the implementation of the UN and the direction of educational policy. The results of this study indicate that the implementation of the UN is still needed but with some notes. All supporting components and instruments must be ready and evenly distributed throughout the districts or cities that deal with the competence of teachers, supporting facilities, and public awareness of the importance of the quality of education. The National Exam encourages all parties to work hard in order to achieve better learning outcomes for learners, in accordance with the competency standards of graduates. UN has become a part of the national policy direction, which gave birth to the NationalStandard School Examination, the curriculum changes from KTSP to K13, and the implementation of the Full Day School program as an effort to maximize the potential of learners in school activities.

Using any number of open system strategic frameworks, the planning process follows a fairly consistent trajectory: formulation, implementation, and evaluation. Most agree that the formulation and evaluation phases are the most straightforward, yet successful implementation remains elusive. If done thoughtfully, taking advantage of a complementary framework suitable for aligning facility-level initiatives with system priorities presents a feasible opportunity for health systems interested in cascading enterprise-wide strategy successfully. This study provides lessons learned from: (a) consulting literature addressing barriers to implementing strategy effectively, and (b) analyzing insights from a participatory action research study designed to overcome impediments to aligning hospital-level initiatives with enterprise-wide goals and objectives. The analysis provides a baseline examination of hospital alignment efforts that underscores best practices and exposes gaps in both process and evaluation. Results suggest specific tools may function to effectively engage internal stakeholders in a cooperative process capable of yielding preferred strategic outcomes, particularly through the implementation and evaluation phases.

AbstractThe article examines the introduction of English as a corporate language in a Danish consultancy company from a critical angle. Based on analyses of language policy documents and interviews with language policy makers in the company, we investigate the underlying assumptions of the policy-making process, and explore how the language policy functions as a means of exerting power beyond the domain of language. The article shows how the language policy is heavily influenced by the language ideology of English as the natural language in global business as well as by neoliberal ideals of international expansion. Drawing on the notion of language commodification, the article investigates how the language policy reconfigures the social space of the organisation. The analysis shows that while the language policy aims to change the company culture towards a more ‘global mindset’, it also effects social change by legitimising certain types of employees while marginalising others. Abstract:
Summary With increasing childhood obesity rates and type 2 diabetes developing in younger age groups, many schools have initiated policies to support healthy eating and active living. Policy interventions can influence not only health behaviours in students but can also impact these behaviours beyond the school walls into the community. We articulate a policy story that emerged during the data collection phase of a study focused on building knowledge and capacity to support healthy eating and active living policy options in a small hamlet located in the Canadian Arctic. The policy processes of a local school food policy to address unhealthy eating are discussed. Through 14 interviews, decision makers, policy influencers and health practitioners described a policy process, retrospectively, including facilitators and barriers to adopting and implementing policy. A number of key activities facilitated the successful policy implementation process and the building of a critical mass to support healthy eating and active living in the community. A key contextual factor in school food policies in the Arctic is the influence of traditional (country) foods. This study is the first to provide an in-depth examination of the implementation of a food policy in a Canadian Arctic school. Recommendations are offered to inform intervention research and guide a food policy implementation process in a school environment facing similar issues.

Existing literature on national governance models has focused on the analysis of long-term, stable public organizational processes between different levels of governmental and social organizations. In contemporary China, a considerable part of the organization and implementation process in public services relies on cooperation among different local governmental institutions and social groups. This type of process is characterized by short-termism and instability. This paper uses the perspective of the “control rights” theory to analyze the relationship between the three parties: the principal, management, and the implementation agency in the case of the phenomenon of grading criteria variation in the grading of history as a subject in the gaokao (college-entrance examination) of Province X. This paper shows that although the relationship shows a high degree of correlation, the three parties do not belong to the same bureaucratic organization and lack administrative oversight within the process, which increases the uncertainty in negotiation and maneuvering, resulting in two issues: First, the principal party and management party often have divergent views on targets. With the advantage of controlling incentive distribution, the principal party is able to involve itself in the inspection and evaluation of policy implementation, and therefore maintains the ability to arbitrarily intervene in the process. Second, implementation agency behavior is constantly influenced and modified by feedback from the principal party and the management party, and vice versa. In the process of continuous feedback and adjustment, the three parties gradually reach their own shared understanding of policy implementation that becomes the cause of local variation in grading standards. This paper suggests that unstable public organization process is an important area of study on contemporary Chinese governance. Control rights theory can be further explored as an analytic tool and strategies of various social forces in gaining organizational control should also be investigated in depth.

AimsAim of this audit is to achieve and maintain 100% compliance in physical examination on admission.BackgroundConducting physical examination on admission is a mandatory requirement and is monitored by the Mental Health Commission during yearly inspections. A report published by Inspectorate of the Mental Health Commission recently in 2019 identifies a gap in physical health monitoring. We conducted a complete audit cycle in an inner city hospital psychiatric ward to monitor compliance with physical examination on admission.MethodWe based the audit on Judgment Support Framework (JSF) version 5 standards. A retrospective review of all of the patient's medical records was carried out. 13 medical records were reviewed in the first cycle. The results of the first cycle were presented to the Multi Disciplinary Team (MDT) members, including the Non-Consultant Hospital Doctors (NCHD). Physical health policy was reviewed, in consultation with the committee and Clinical Director, a Physical Examination pro-forma (colour coded) was developed and implemented. It was based on the National Guidelines and the JSF ver.5. All members of the MDT and NCHDs were briefed on the pro forma introduced. A repeat audit cycle was conducted of all patients admitted after first audit cycle. Data were collected using a simple audit tool indicating if physical examination was conducted or refused.ResultA total of 22 medical records were audited. 13 medical records in the first cycle indicted only 3 patients had physical examination on admission. However, prior to admission a total of six patients had physical exam in the Emergency Department (ED). Upon implementation of the pro forma, 9 medical records of all patients admitted post-first cycle were audited. A total of 7 patients had physical examination on admission to the ward. Two patients refused physical examination and this was clearly documented. One patient had physical examination completed in ED. All newly admitted patients had physical examination completed or the reason why it wasn't completed documented clearly.ConclusionPhysical examination pro forma was successfully implemented, raising current compliance to a 100%, with a significant improvement from 23% compliance in the first cycle. Existing pro forma is helpful as a reminder to NCHDs. Colour coding of pro forma improves accessibility and distinguishability during the process of admission and auditing. Physical examination pro forma will be audited every 6 monthly.

This article focuses on the policy development and program implementation of CAMPUS Asia, a policy jointly initiated by the governments of Japan, China, and Korea. It illustrates that internationalization efforts bring opportunities for university practitioners to apply non-traditional types of teaching and learning in Japan, such as experiential, active, and collaborative learning models. The program implementation is a learning process for students as well as teaching and administrating staff. The ‘East Asia Leaders’ program identifies the following indicators for the further development and implementation of meaningful multicultural joint programs: (1) the quality in teaching and coordinating staff in terms of pedagogical understandings, (2) the development of outcome measurement schemes for intercultural learning in the East Asian context, and (3) the examination of differences in pre-knowledge and social/personal expectations of students.

The article considers the issue of public policy formation in terms of state private partnership development as the most efficient form of interaction between public authorities, private business and science implemented on the principles of equality.The study defines the essence of the concept of ‘state private partnership (SPP), its purpose, forms, areas of implementation and characteristics from the standpoint of institutional theory and identifies the benefits of state private partnership. The partnership comprises the possibility of attracting additional financial resources that can be used for community development, the possibility to restore infrastructure, to receive quality services and socio-economic benefits and additional jobs; business and the state share the risks.The study investigates the state of public and private partnership realization in Ukraine and the leading countries and defines risks for public authorities and the private investor as well as factors constraining this process in Ukraine. These include imperfect regulatory and institutional support, lack of political will; lack of standard, simple and transparent tender procedures for SPP projects and defined priority areas for their implementation, unstable legislation on attracting foreign direct investment.The study examines the current state of legal regulation state private partnership in Ukraine and justifies the need to improve the institutional support of this process in terms of forming public policy to involve regional higher education institutions into examination of innovative projects and the staff training.The expediency of introduction of state private partnership relations as a form of cooperation between public administration bodies and private economic entities for the purpose of sustainable rural development in the conditions of decentralization of power is substantiated. In order to ensure the effective implementation of state private partnership projects, public authorities should pay attention to creating a number of mandatory general prerequisites and ensure a proper examination of documents provided by potential private partners to make sure they show the real situation through involving scientists in this process.

Objectives: This study reports on the development of a critical process for health technologies incorporation concerning an Argentinean Provincial Ministry of Health (MOH) in collaboration with the University of Lanús from 2008 to 2010.Methods: We describe the approach developed to adapt selected international experiences to provincial scenario. Bibliographic review, regulations examination, key informants interviews and iterative adjustments after various stages of consultation and consensus building with main local players, contribution from foreign experts, and piloting of process and instruments for ultimate fine-tuning are described. We examine final proposal in the light of new updated studies.Results: Analysis of regulations revealed that rules governing the provincial system were historically linked to administrative resolutions in relation to procurement with poor consideration to clinical, epidemiological, organizational, and health policy aspects. Key informants from hospitals, MOH, and other governmental agencies agreed on the lack of a process capable of guaranteeing a decision about health technology incorporation based on a transparent use of the best available information, ready to deal with competitive pressures. This adaptation provided a structured and explicit process (introduction, implementation, and development) as well as essential and supporting tools.Conclusions: MOH adopted the proposal for its progressive implementation while institutional evaluation capacity develops. Further studies are needed on the value placed on health technology assessment–based processes and recommendations by clinicians, managers, policy makers, and patients.

The presented study addresses the issues of implementation of an import substitution policy in the Russian oil industry. Support of domestic production is a key objective specified in the message of the President of the Russian Federation in 2019. In light of the current economic situation and considering the importance of the oil industry for the Russian economy, an import substitution policy could help achieve the objective set by the President.Aim. The study aims to identify the problems and ways of implementation of an import substitution policy in the Russian oil industry.Tasks. The authors analyze scientific publications on import substitution and the state of the Russian oil industry at the current stage of development; determine the directions and fundamental trends in the development of the oil industry; identify obstacles that hinder the implementation of an import substitution policy in the oil industry; describe conditions that facilitate the development of the investment process in the oil industry; propose comprehensive methods and ways to intensify investments and optimize costs for enterprises in the oil industry.Methods. This study uses general scientific methods of cognition, comparative and statistical analysis to identify problems in the implementation of an import substitution policy in the oil industry.Results. Examination of the current state and development prospects of the oil industry allows the authors to identify obstacles to the development of import substitution. The study shows their impact on the potential of import substitution, which has a negative effect on the prospects of intensification of investment processes, and proposes comprehensive methods and mechanisms that could neutralize the impact of the identified obstacles, thus facilitating the formation of a positive investment climate. Conclusions. Investment climate is shown to have a decisive impact on the potential of import substitution in the Russian oil industry, and ways of overcoming negative trends in the development of the oil industry are proposed.

Abstract:
The complex policy decision-making situation around nature conservation requires examination of the operational environment. This study develops and tests a three-phase analytical framework for the evaluation of operational environment factors influencing nature conservation policy implementation. The four important operational environment factors (legal, policy, economic, and social) have been identified, to build up a framework. The framework was tested in selected countries and includes experts’ opinions. Experts (n = 44) from five EU countries (Bulgaria, Croatia, Italy, Slovakia, and Slovenia) and four non-EU countries (Bosnia and Herzegovina, North Macedonia, Montenegro, and Serbia) defined and evaluated the factors and sub-factors that affect the operational environment related to nature conservation policy implementation. The results show policy changes arising from the new governance requirements introduced by changed political regime and Europeanization are key driving factors for changes in the nature conservation operational environment. For nature conservation, these wide-reaching changes have led to new political and legal frameworks, new institutional set-ups and multilevel governance frameworks, new establishment of protected areas and Natura 2000 network, and the re-allocation of financial resources and inclusion of non-state actors in policy decision-making. However, there are also some challenges and unsolved problems that need further attention from policy decision-makers and institutions, especially related to the institutional gap, sustainable financing of nature conservation, transposition of the EU Directives into legal systems, designation of sites or improving their implementation, implementation of innovative funding schemes, and a transparent participatory process. This analytical framework can be applied to various problems related to any environmental issues or other policy implementation or management, and other sectors where public decision-making is combined with stakeholders’ engagement.

Purpose: As public housing agencies and other low-income housing providers adopt smoke-free policies, data are needed to inform implementation approaches that support compliance. Design: Focused ethnography used including qualitative interviews with staff, focus groups with residents, and property observations. Setting: Four low-income housing properties in Massachusetts, 12 months postpolicy adoption. Participants: Individual interviews (n = 17) with property staff (managers, resident service coordinators, maintenance, security, and administrators) and focus groups with resident smokers (n = 28) and nonsmokers (n = 47). Measures: Informed by the social–ecological model: intrapersonal, interpersonal, organizational, and community factors relating to compliance were assessed. Analysis: Utilized MAXQDA in a theory-driven immersion/crystallization analytic process with cycles of raw data examination and pattern identification until no new themes emerged. Results: Self-reported secondhand smoke exposure (SHSe) was reduced but not eliminated. Challenges included relying on ambivalent maintenance staff and residents to report violations, staff serving as both enforcers and smoking cessation counsellors, and inability to enforce on nights and weekends. Erroneous knowledge of the policy, perception that SHSe is not harmful to neighbors, as well as believing that smokers were losing their autonomy and being unfairly singled out when other resident violations were being unaddressed, hindered policy acceptance among resident smokers. The greatest challenge to compliance was the lack of allowable outdoor smoking areas that may have reduced the burden of the policy on smokers. Conclusion: Smoke-free policy implementation to support compliance could be enhanced with information about SHSe for smokers and nonsmokers, cessation support from external community partners, discussion forums for maintenance staff, resident inclusion in decision-making, and framing the policy as part of a broader wellness initiative.

This article examines the projects of railway construction of the southern railroad, which was intended to connect the central European governorates with the Black Sea ports. After the Crimean War, the government faced a pressing need for modernizing the country; and the primary role in this process was assigned to railway construction. Inconsistency in implementation of the plan for the construction of railway network, frequent adjustments in directions, changes in construction schedule were due to the shortage of financing and well-established strategy for organization of railway construction process in Russia. The Russian media paid close attention to the construction of railways in the south, stirring up interest in the problem. The article employs a wide array of archival material that allows following the steps taken by the government in implementation of the railway construction plan. Critical analysis of the publicistic articles demonstrated the public response to the changes in the direction of the southern railroad or its priority section. The novelty of this research consists in application of comprehensive approach towards examination of railway construction in Crimea. Changes in financing policy of railway construction, as well as the attraction of Russian banking and private capital, influenced the construction pace and the choice of priority section of the railway. Competition in the bureaucratic circles for receiving concessions and participation in profitable financial activities impeded the implementation of the construction plan in Crimea. Moreover, the disunity of administration along with the absence systematic policy of granting concession led to postponement of construction of the connecting section with the Sevastopol port for almost a decade.

The inclusion of sustainable land use policies and programs for emissions credit in the air quality planning process is examined. Reviewed first is the role of land use in procedures for development of the state implementation plan (SIP) and the transportation conformity determination. Twenty-seven metropolitan areas were surveyed to identify how land use currently is incorporated into air quality plans. The survey found nine metropolitan areas that include a control measure involving land use in an air quality plan, though only two of these actually quantify an emission reduction from the measure. Then three general policy options are examined that could allow for better accounting of the air quality benefits of sustainable land use. One option is to enhance transportation and land use forecasting procedures so that they better capture land use and design features. A second option is to adopt land use policies as an explicit SIP control measure. A third option is to show an emissions reduction from land use as part of a transportation plan conformity determination. Existing rules are reviewed concerning each of these options, and how they would apply to land use measures is discussed.

River basin management demonstrates the increasing importance of active stakeholder involvement within environmental governance, whereby planning and implementation relies on outcomes from collective reasoned discussion. However, claims that stakeholder involvement improves environmental governance are rarely subject to critical examination. This lack of evaluation is problematic for several reasons including: lack of reflection on the purpose of involvement processes or their limitations; a poor conceptualisation of who should be defined as a stakeholder; how different knowledge claims should be treated; and how power relationships affect the process dynamics. This paper engages with the theoretical claims for active involvement and uses a Scottish case study to illustrate to what extent these claims were met during a river basin planning process. The evaluation highlights lessons for policy makers designing river basin management plans, particularly in the context of the pressing timetable for the implementation of the European Water Framework Directive. These lessons include how to maximise these benefits whilst proactively managing conflicts that occur, particularly when trying to sustain a coalition of individuals representing broader organisations and constituencies in a time-consuming and challenging process.

Health care quality improvement collaboratives implement care bundles to target critical parts of a complex system to improve a specific health outcome. The quantitative impact of each component of the care bundle is often unknown. Orchestrated testing (OT) is an application of planned experimentation that allows simultaneous examination of multiple practices (bundle elements) to determine which intervention or combination of interventions affects the outcome. The purpose of this article is to describe the process needed to design and implement OT methodology for improvement collaboratives. Examples from a multicenter collaborative to reduce central line–associated bloodstream infections highlight the practical application of this approach. The key components for implementation of OT are the following: (1) define current practice and evidence, (2) develop a factorial matrix and calculate power, (3) formulate structure for engagement, (4) analyze results, and (5) replicate findings.

Federal housing recovery policy bounds many of the decisions made by households after a disaster. Within this policy domain, home buyout programs are increasingly used to encourage residents to permanently relocate out of areas considered at risk for future hazards. While buyouts offer homeowners and governments potential benefits, research exploring the impacts of these policies is limited. In this paper, we present an in-depth examination of the community experience of buyouts, a perspective that is noticeably lacking in the literature. Using data from two mixed-method empirical studies, we explored the implications of buyout program design and implementation for Oakwood Beach, New York, a community offered a buyout after Hurricane Sandy. We found that design decisions made at program conception significantly impacted participants’ experience of the buyout, including their understanding of program goals and their progression through the buyout and relocation process. We conclude with recommendations for future buyouts, including increased inclusion of affected communities in the process of and pre-event planning for recovery, along with recommendations for future research.

Purpose: This article examines the timing of changes of key educational process indicators within three groups of elementary schools after No Child Left Behind (NCLB) implementation: schools that met adequate yearly progress targets consistently, schools that entered restructuring due to prolonged academic failure but failed to exit, and schools that entered restructuring status but managed to improve sufficiently to return to good standing. We examine whether the timing of restructuring disrupted routine educational processes in failing schools and whether resulting changes in those processes were associated with the timing of exiting restructuring status. Research Methods: We utilize a time-series design and growth mixture modeling with known classes to identify a set of process changes and context indicators that maximally differentiate the classes of schools according to their NCLB restructuring status. Findings: First, we found restructuring disrupted entrenched organizational routines. Second, changes in teacher views regarding the quality of key school processes such as leadership, instructional capacity, and sustained focus on school improvement were associated with corresponding changes in NCLB accountability status. Implications: The findings reinforce the view that school processes can be changed through intended action—be it external policy intervention or strategic responses of site-level leadership. Our longitudinal examination of changes in school NCLB accountability status over time supports the view that low-performing schools can evolve through a process of reorientation, change, and convergence—a developmental process that can take a decade or longer to unfold from falling into sanction status to climbing out after a considerable period in externally monitored restructuring status.

This paper describes and analyzes the process of implementing the Law No.39 of 2004 concerning the Placement and Protection of Indonesian Migrant Workers Abroad by BP3TKI, Central Java Province. Then identify the driving and inhibiting factors, and provide recommendations on obstacles. This research is a qualitative research with descriptive analysis. The technique of collecting data is done by interview, observation, literature study, and documentation. The problems that arise in the implementation of the policy of Placement and Protection of Indonesian Migrant Workers Abroad by BP3TKI Central Java emphasize more on the implementation process which will only be accurate with a qualitative approach. Theory analysis used in this study, namely the model of policy implementation by George C. Edwards III with indicators: communication, resources, disposition, and bureaucratic structure. The results showed that there were several obstacles in the implementation of this policy, such as (1) BP3TKI knew that PPTKIS did not carry out psychological examinations, but there was no further action, (2) BP3TKI stated that PPTKIS sometimes did not report migrant workers, making it difficult for BP3TKI to carry out protection , (3) PPTKIS considers that human resources in the district / city offices of TKI originating services to prospective TKIs are less responsive. Recommendations that can be given for this study include: (1) BP3TKI must provide evaluation and sanctions on the process of health and psychology examinations for prospective migrant workers who will depart because based on information from the PPTKIS the designated clinics have never conducted psychology examinations for prospective TKI; (2) Tightening the rules for reporting of residence changes to Indonesian migrant workers at the time of placement and imposing sanctions for those who violate; (3) Regular coordination is not enough between BP3TKI and the District / City Service, there must be changes regarding the service policy towards the management of prospective migrant workers so that the services of the District / City Service are not slow and there are no delays that drag on.

The aim of research is to describe the foreign experience of open educational resources implementation in higher education on the example of Canada. The concept of open education in this country requires federal and regional support from the government. Currently, there is a number of initiatives, aimed at maximizing the development of open educational resources. An increasing number of open educational resource initiatives in Canadian universities offer free courses to both Canadians and international students. National open education initiatives include the following projects: “Open Data”, the federal government “pilot” project; support of Canadian Council of Ministers of Education within 2012 Paris Open Educational Resources Declaration; and the Creative Society of Canada. British Columbia and Alberta support open educational resources as a part of the most important open education initiatives at the regional level. However, a number of problems prevent the full development of the open education system.Materials and methods of research include discourse-analysis of domestic and foreign scientific sources, devoted to the problems of open education. The methodological basis is the study of the legal framework of open education, a retrospective analysis of the open education development process in Canadian universities and the analysis of existing open educational projects.The results of the study show that the need to implement the policy of open education imposes new requirements to the process of determining the level of educational programs development and the formation of a unified system of formal credits.Conclusion. The Canadian examination of open educational resources regulates all sectors of education and training in the country. This examination is a review of the results of open education principles implementation at the national and regional levels. The article discusses the features of both regional and foreign projects functioning. The advantages of open educational policy for different segments of the population are described.

Individual hospitals within the NHS are having to cope with a number of competing priorities and policies in the context of difficult financial circumstances. One such policy is Equal Opportunities (EO). It is within the devolved system of individual trusts that the implementation of (EO) policy takes place. This ‘localisation’ of EO issues also applies to the tackling of racial inequalities in the field of job recruitment, training and promotion. The present study is an examination of EO policies and their implementation at a single National Health Service (NHS) hospital in relation to the recruitment, career development, training and promotion of female ethnic minority employees. Interviews were conducted with fifty ethnic minority females drawn from administrative, domestic and nursing grades; and a further twenty-two with hospital managers with responsibility for recruitment, training and promotion. A number of important deficiencies in the hospital's EO policies were identified by the female ethnic minority interviewees, particularly in respect of the recruitment process, experiences of career development and perceptions of discrimination and harassment. The article details the managers' attitudes towards and knowledge of EO policies in general and their responses to these deficiencies in particular.

Purpose – The purpose of this paper is to investigate the effect of social dynamics on the performance of mutual health organisations (MHOs) exploring the influence of community wealth and community leadership on policy implementation. Design/methodology/approach – Four operating district mutual health insurance schemes were selected using geographical locations, among other criteria, as case studies. Data were gathered through interviews and documentary review. The findings were analysed using community field and social capital theories. Findings – Traditional leaders like the Chiefs serve as the pivot around which social and human capital of the communities revolve in the developmental process of the country. Research limitations/implications – Lack of exhaustive examination of the financial and institutional viability issues of the MHOs. Future studies could assess the interplay between financial, institutional and social viability models when measuring the financial and overall sustainability of MHOs. Practical implications – Health policy makers need to involve traditional leaders in the formulation and implementation of national policies since their acceptance or rejection of central government policy could have negative consequences. Social implications – Ghana is a dynamic country and there is the need to utilise existing social networks: inter-family and inter-tribal relationships to ensure the viability of MHOs. Originality/value – There is and can be a successful interplay between public sector funding and community sector revenue mobilisation for financing the health sector in Ghana. This justifies the complementarity between government funding and community’s resource mobilisation efforts in the health sector.

ASEAN Community is a continuing process. It will continue to promote the expansion and then deepening of the implementation of ASEAN Community Blueprints beyond 2015. ASEAN Community Vision 2025 was approved and signed at ASEAN Summit Meeting, 21 � 22 November 2015 in Kualalumpur, Malaysia. In the mean time for Indonesia itself, there are some impediments in the implementation of Indonesia�s maritime nexus will continue to hedge against the ASEAN Economic Community as well as the major powers interests, especially with RCEP (Regional Comprehensive Economic Partnership led by ASEAN but heavily influence by China and the Trans Pacific Partnership that once led by the United States of America and seems abandon in Donald Trump era. The study reveals that he strategic implication of the above possible development appeals the need of new approaches to Indonesia. Some basic assumptions can be derived from the foregoing examination of Indonesian foreign policy concepts, a changing Asian strategic environment, and uncertainties of interdependence. Background: Organizational characteristics and attributes are critical issues to consider when implementing and evaluating workplace training. This study was a qualitative examination of the organizational context as it pertained to the implementation of a workplace mental health program called Road to Mental Readiness (R2MR) in police organizations in Canada. Methods: We conducted a qualitative key informant study in 9 different policing organizations in Canada. Results: The central theme of “successful cultural uptake” emerged as key to R2MR’s implementation and the ability to facilitate broader culture change. Successful cultural uptake was enabled by several contextual factors, including organizational readiness, strong leadership support, ensuring good group dynamics, credibility of the trainers, implementing widely and thoroughly, and implementing R2MR as one piece of a larger puzzle. Successful cultural uptake was also described as enabling R2MR’s impact for broader cultural change within the organization. This enablement occurred through enhanced dialogue about mental health and the introduction of a common language, a supportive workplace culture, increased help seeking, and organizational momentum for additional mental health programming and policy initiatives. Conclusion: Successful uptake of R2MR has the potential to lead to promote change within policing organizations. The model derived from our research may function as a tool or roadmap to help guide other organizations in the process of or planning to implement R2MR or a similar intervention.

The article offers a critical examination of the current approaches to monitoring and assessing the implementation process, outlining promising avenues for the future. In this way, the limitations of the current procedures for following the policy priorities of the MIPAA can be highlighted. What is found is that progress in many countries is hampered by inherent subjectivity in assessing and reporting advancement, lack of continuity and consistency, and difficulties in comparing the national level progress with international development in the same areas. The current year, 2017 / 2018, is momentous as we reach the end of the third five-year implementation cycle of the MIPAA. Introspection now should not merely focus on assessing the progress made but also on how the implementation of the MIPAA could be strengthened. In the same spirit, the 2030 Agenda of Sustainable Development Goals presents new opportunities; especially its pledges 'Leave no one behind' and 'Reach the furthest behind first', which imply that the older population can serve as agents of development. In moving forward, an essential requirement will have to be the establishment of an internationally acceptable set of indicators, which can be employed for assessing national progress in addressing the challenges and opportunities of ageing and monitoring the international efforts to implement international policy frameworks like the MIPAA. Along the lines of the dashboard of indicators used in the Active Ageing Index 'AAI', there should be a MIPAA monitoring toolkit with different layers of indicators, which are aligned with the three priority directions of the MIPAA.

This article uses the analytical framework of “Europeanization” to assess whether and how EU conditionality has led to change in Albania’s migration policy. The analysis focuses on a specific but crucial aspect of migration policy: the readmission of irregular migrants. The examination of change in Albanian readmission policy demonstrates that the country has not only accepted the legal obligation to take back its citizens residing illegally in the EU and nationals of other countries who had reached the EU via Albania. It has also created the institutional and procedural conditions for implementation of those legal obligations, and statistical data demonstrate that Albania is accepting all the illegal immigrants returned by the EU member states. The article shows that this policy change took place after the EU made Albania’s progress towards accession conditional on compliance in this policy area. In addition to establishing the temporal covariation of EU pressure and domestic change, this work will explore the causal mechanism linking the two variables by examining the motivation of the actors involved in policy change. Thus, the analysis will identify the domestic factors that make possible the EU impact. This article demonstrates the crucial importance of gate-keeping in ensuring compliance. The control by the EU of access to each stage of the preaccession process is such a powerful motivating instrument that it can outweigh very high domestic costs and lead to developments in the aspirant country that are solely in the interest of the EU.

The present paper primarily aimed to examine the joint effect of training methods and readiness for training on the effective training process (ETP). The paper conducted an examination of the proposed study model, using the survey questionnaire design. Data were gathered from Ajman police departments by distributing 252 questionnaire copies. From the copies distributed, 172 questionnaires were retrieved, from which data was analyzed using SEM-PLS. On the basis of the statistical results obtained, training methods significantly affect ETP. The study provides several implications, both theoretical and practical, and the findings are expected to assist in the proper decision-making of managers when it comes to training methods effective implementation in organizations. This is one of the pioneering empirical studies that investigated the influence of training methods and readiness for training on ETP.

The subject of this article is a historical-political research of the key vectors of state-confessional policy of the USSR in the countries of the “people's democracy”, which received practical implementation within the framework of prevailing legal practices. Special attention is given to the analysis of intervention of Soviet diplomacy into state-confessional relations in the territory of the socialist Yugoslavia. After the end of the World War II, one of the largest religious organizations of the Yugoslav State, the Serbian Orthodox Church, faced multiple historical challenges. The course of historical process yielded this religious organization to opposition against the political elite of Yugoslavia. The outside “actors”, including Soviet Union, which relations with Yugoslavia deteriorated significantly during this period, sought to benefit from such situation. The novelty of article consists in tracing the correlation between the political-ideological discourses of state-confessional relations of middle of the XX century and modern practices of state-confessional policy of the Russian Federation. Examination of the genesis and practical implementation of the key vectors of “confessional diplomacy” of the Soviet Union is first and foremost associated with the practical implementation of Marxist political legal ideas in the area of “political compromise” with the “capitalist world”. The conclusion is made that historically, in the international “confessional diplomacy” of the Soviet Union, the Russian Orthodox Church promoted the interests of the prevailing in USSR political regime, which affected the position of the Russian Orthodox Church on the international arena, as well as its internal affairs.

Paper presents the value added to the analysis of the functioning of multi-level governance in the context of EU. Furthermore, it contributes to the small state studies, as the mitigation of crisis from the perspective of small state is analysed.The aim of the research was to determine whether the multi-level governance during the large-scale crisis was successful and what factors affected the level of success.The analysis utilizes of the case study method, where the crisis responses during the peak of Western Balkan migration route and Slovenia as a small state on Schengen border serve as examples of examination and evaluation.Results show unsuccessfulness of multi-level governance during the crisis, with mostly top-down direction of decision-making, and particularly the subnational level being poorly involved into the process. In addition, also layering of policy creation and implementation can be observed.The results of the analysis also pointed out that the multi-level governance in the case of migration crisis on the Western Balkans Route can be positioned as the type 1 governance, if we follow the outline of Hooghe and Marks (2003).The results indicate that unsuccessful multi-level governance had negative impacts on managing the crisis, as well as on perceptions about EU and Schengen Zone.This study is novel in its content, as it represents the first examination and evaluation of multi-level governance during the EU migration crisis, where Western Balkan route and Slovenia as small state on the outer Schengen zone border serve as a case study for the evaluation.

Abstract:
The author analyzed the role of the elites of the Baltic countries in the choice of foreign policy priorities in the period after the declaration of independence. The process of determining the course towards the Euro-Atlantic is inscribed in the sub-regional context, taking into account the current Russian-Baltic political interaction. The study of power groups was carried out on the basis of an examination of large-scale socio-political transformations along with an analysis of individual practices. A comprehensive study of the transformation of the political elites of Baltic states as small countries, involves consideration of both the domestic and foreign policy aspects. The thesis is put forward that, despite a number of differences in the Baltic states, since the 1990s there were similar processes of transformation of political elites. The elite formation was due to the principle of state continuity as continuity with the pre-war regimes of Latvia, Lithuania and Estonia and as a break with the Soviet period, including the EuroAtlantic course as the key priority of the foreign policy. The consolidation of deep divisions in the societies of the Baltic states - ethnic, linguistic, political - was the result of the elite struggle for power in the 1990s. After the implementation of the idea of Back to the West the elites of the Baltic states replaced it with a Russian threat, which made it possible to postpone overcoming internal divisions fraught with weakening of their power.

Abstract This study examines the initial impact of a broadly participatory planning process in the Czech Republic during 2016–2017, aimed at both reducing inpatient care and expanding community mental health systems, on policy and programmatic decision making. A central focus of the study involves the trade-offs between and efforts to integrate shared decision making with evidence-based planning methods within the context of a national psychiatric reform strategy, particularly one involving a former Soviet bloc state. Given the uniqueness of the Czech experience, an exploratory case study methodology is used, one involving ten interviews with key informants and examination of a wide variety of documents. Results include the development of broad new decision and oversight structures, and the initial implementation of community mental health services. The nation faces some of the same trade-offs found elsewhere, such as in the United States, between an inclusive participatory process, and one that systematically incorporates empirical rational and evidence and best practices within bounded parameters. Implications for new psychiatric deinstitutionalization initiatives are identified, including development of a national mental health authority, a professional workforce, new funding strategies, multi-level service coordination, mechanisms to assure transparency, among others.

This article examines the unusual public security reform process that took place in Panama in the wake of the US military invasion of December 1989. The changes to the Panamanian security forces that ensued were in equal part a ‘demilitarisation’ process, a police reform and an (imposed) transition to democracy where the political domination of the Panamanian security forces came to an abrupt end. Deploying the concepts of demilitarisation, professionalisation and depoliticisation, the article evaluates the political role and activities of police forces and the nature of their relationship with the main Panamanian political actors through to the present Torrijos administration. It then assesses the implications for wider political processes, suggesting that explanations for the success or failure of reform are unlikely to be found in the examination of the design and implementation of the reform itself, but that broader political processes must be analysed in order to understand the dynamic that underpins it.

Abstract:
This article explores the process of formation of foreign policy ideology of the Republic of Korea. The object of this research is the national ideology of the Republic of Korea, while the subject is the ideological concepts of its foreign policy. Analysis is conducted on the historical background, cultural and sociopolitical context, which affected the formation of South Korean ideology. The article describes the foreign policy concepts of the Republic of Korea, using the example of ideological course of the administrations of Lee Myung-Bak, Park Geun-hye and Moon Jae-on. The author applies the comparative-historical and problem-chronological methods, as well as content analysis in examination of the texts of documents for determining conceptual grounds of foreign policy. The Russian Korean Studies do not feature comprehensive research on the topic of ideology in the sphere of foreign policy of the Republic of Korea, which defines the scientific novelty of this work. The following conclusions were formulated: 1) Historically, Korea was in a state of foreign policy dependency, which impacted the formation of nationalistic views among the political elite; 2) The peculiarities of development of the Republic of Korea led to the division of political forces into two main groups that vector the foreign policy within the framework of genera paradigm, characterized by nationalistic context and the strive to ensure sustainable development of the country and regional security; 3) The ideological concepts of political groups mark a number of differences in the attitude to the alliance with the United States and interaction with the Democratic People's Republic of Korea. However, the implementation of foreign policy strategy of the Republic of Korea depends on a particular situation, thus the ideological course of foreign policy does not always reflect the real government actions. The ideological differences in foreign policy of the rightwing and leftwing forces become more conditional – the pragmatic objectives aimed at preservation of stable relations and balance of forces, as well as maintenance of regional security, come to the forefront.

This article describes the results of a major study on the impact of codes of conduct and international framework agreements (IFAs) on social regulation at company level. The limits of labour legislation at the national, as well as the international, level provide a strong motivation for both multinationals and trade unions to negotiate and sign IFAs. IFAs offer a way to regulate the social consequences of globalisation and to secure adherence to labour and social standards. They thus form part of the growing political debate on the international working and production standards of private actors. Examination of the negotiation process, the motivations of the parties, and the content of the agreements and implementation measures provides valuable insights into the impact of IFAs on multinationals' behaviour in respect of social dialogue and core labour standards. Finally, the article highlights the influence of such agreements on public policy-making and the limits of private self-regulation at European and international level, addressing the growing and controversial debate on the need for supranational structures to regulate labour standards and industrial relations.

This article analyzes the process of establishment and development of public diplomacy of the Slovak Republic. The author provides certain definitions of the term public diplomacy, as well as discusses the formation of public diplomacy of the Slovak Republic and its concept after declaring independence. Analysis is conducted on the development and implementation of public diplomacy of the Slovak Republic abroad at the present stage. The article consists of the three sections: the first explores the general concept of public diplomacy; the second analyzes the establishment and development of public diplomacy of the Slovak Republic; the third demonstrates the implementation of public diplomacy in the Slovak Republic in the current context. The problem of public diplomacy is currently relevant and subject to extensive analysis. With the course of time, public diplomacy has been playing a significant role in foreign policy of the Slovak Republic, and thus, a crucial factor in its international life. The author’s special contribution consists in examination of the materials of the Ministry of Foreign and European Affairs of the Slovak Republic. Methodological framework is comprised of systemic approach, as well as general and private scientific methods, such as analysis, synthesis, comparison, and historical method. The scientific novelty of this research lies in the comprehensive approach towards the analysis of public diplomacy in the Slovak Republic and its evolution.

Civil society also had contributed in mobilizing, rights advocacy, and community monitoring of health centers and schemes. We studied the content of various civil society organizations having a rural footprint to ascertain their impact on health communication. The tricky part of the investigation process in Indonesian Criminal Justice System is to balance the requirement to successfully uncover cases reported by the public while at the same time avoiding a violation of Human Rights at all cost. To do their duty, the police as investigators are given the authority to take measures such as arrest, detention, search, seizure and examination of letters. In implementing these forceful measures, the tendency of abuse to occur is highly likely, including but not limited on the use of violence to intimidate, evidence engineering, false arrests, maladministration, and other forms of human rights violation. Some of the stages within the investigation process that often use violence as a means to an end are during arresting, interrogating, investigating, and giving detention to suspects. The form of violence in use includes physical and psychological ones, with one of the most extreme examples involving the use of automatic weapon to inflict pain.This study is a result of an empirical research into the use of violence in Indonesian police investigation. We use primary and secondary data sources, including laws, literature, and doctrine, before analyzing the data qualitatively. This research is expected to contribute in further strengthening the principle of Due Process of Law in the implementation of the police investigation process. Even though the principle of Due Process of Law is well known in the Law on Criminal Proceedings of Indonesia, its application is still considered as weak. It is the contention of this paper that the principle of Due Process of Law should be included in the Police Chief Regulation and the regulations within the Code of Police.

Purpose – The purpose of this paper is to report research findings on the perspectives of overseas trained psychiatrists (OTPs) on the “The Overseas Trained Specialist Up-Skilling Programme” (OTSUP), initiated in Queensland, Australia to assist OTP's to prepare for the Royal Australian and New Zealand College of Psychiatrist (RANZCP) Fellowship examination. Ascertaining and utilisation of OTP's views about the programme will enable improvements to be made to the programme and better implementation. Design/methodology/approach – An exploratory qualitative design was utilised for the study in order to provide insights on the quality and effectiveness of the OTSUP. Findings – Centred around two main themes. The first theme included participant's knowledge about the up-skilling programme with its subthemes of “finding out about the programme”; “perceived aims of the programme”; and “educational events supporting the programme”. The second theme revolved around participants’ perceived benefits of the up-skilling programme with its four subthemes such as, first, individualised support, second, the opportunity to improve practical and communication skills through OTSUP educational events, third, access to peer support and fourth, provision of specific information on the RANZCP examination process. Research limitations/implications – Limitations as this was a qualitative study, the findings can only be applicable to a similar context. Nevertheless, the findings do provide support for an educational initiative that assisted the OTS to better prepare for the RANZCP examination. To gain further insight into challenges faced by OTS with successfully passing the examination in less frequent attempts, programmes such as the OTSUP need to be improved and sustained. Originality/value – The findings provide valuable insight into how OTPs view the up-skilling programme. Moreover, the findings pave the way forward in how the programme can be improved in the future to assist OTPs prepare for the RANZCP examination.

Lately, there have been frequent traffic accidents which have caused many losses. The Sijunjung Regional Police Laka Satlantas Unit has handled 35 cases of traffic accident committed by children, so far it has always prioritized child protection in examining children who are dealing with the field of law. This research is a descriptive analytical study. Adapaun the results of the implementation of the implementation of the fulfillment of children's rights as suspects in the investigation process, can be seen from careful actions carried out by investigators, meaning that if the cases carried out by children are still classified as minor acts, there should be no detention measures, whereas if the case is a criminal offense detention can be carried out, in the investigation process the suspect must be accompanied by his parents even though his legal advisor does not come to accompany the suspect. BAPAS in the inspection phase is obliged to assist the suspect. Examination of child suspects, it should be noted that there is a special room that is comfortable and friendly for child offenders, and the Diversion process is prioritized to achieve the best interests for children. Constraints encountered by the police in fulfilling children's rights as suspects in the process of investigating traffic accident crimes, namely in the process of investigating and detaining suspected children, where there are internal factors, namely members of Unit Laka personnel who are few in number, BAPAS sometimes unable to attend, legal counsel sometimes unable to attend. Efforts to overcome the obstacles that arise in the provision of children's rights as suspects in the investigation process of traffic accident crimes, where the Sijunjung Regional Police have dealt with these obstacles in accordance with what is needed, among others asking for funds to add detention rooms, writing BAPAS and legal counsel, and providing socialization to schools or to the community regarding enforcement of traffic laws in general and the protection of children in particular.

Radiology services are an integrated part of overall health services. Radiology is a supporting examination to establish disease diagnosis and provide prompt and appropriate therapy for patients. Analysis of the results of radiology at the Condong Catur Hospital found that an average of 74 (86.80%) files from patients were in accordance with the standards and 12 files from patients (13.20%) were not in accordance with predetermined standards. These problems will interfere with the service quality and performance of the hospital. The purpose of this study was to evaluate the implementation of the Minimum Service Standards or Standar Pelayanan Minimal (SPM) Policy of the radiology unit at the Condong Catur Hospital Yogyakarta. This type of research is qualitative with a case study design. The key informants were radiographers, medical doctor of radiology specialists, and chief medical officer. Data collection methods consisted of observation methods, in-depth interviews and documentaries. This research shows that the policies and commitments have been formed, but the resources are only sufficient for the minimum requirement. The application has referred to the radiology service policy, bureaucratic structure, compliance with clinical practice guidelines and standard operating procedures. Process components that support the success of radiology services are the disposition (attitude) and communication patterns between top management and staff in implementing SPM for radiology services that have been running quite well, but some have not reached the target. The suggestion of this research is that the management always socializes minimum service standards policy and standard operating procedures radiology to improve radiology services.

This article reviews the current role and mechanisms of international organizations with regards to assessing the quality of global governance. The subject of this research is the measurement and indicators of state participation in elaboration and implementation of transnational governance. The goal consists in examination of the concept of governance through the prism of Fukuyama-Manning Theory. Globalization is viewed in economic and political dimension for the purpose of determining the need to create transnational administrative frameworks. The results of global governance in the form of measurement and quality indicators of state administration are analyzed in correlative links between the production and demand of political indicators, their nature and practical advantages. The assessment of subjects engaged in the development process exemplifies of the crucial indicators of governance. In order to achieve the set research goal, the author explores the existing hypothesis on the role of international organizations within the global governance system for the purpose of determination the prospects of transnational governance. The detailed theoretical and practical approach towards measurement and metrics of state administration is was conducted by means of qualitative analysis that allowed determining the prospects of the standardized system. In conclusion, the author underlines the equal importance of governance, globalization and state policy in achievement of functional structure of global governance. This article represents a conceptual framework for supporting examination and elaboration of the systems for assessing the efficiency of activity of the governments essential for ensuring successful intergovernmental cooperation in globalization era.

Abstract:
Academic year there were 2014/2015 the latest national test that policy can be implemented in two ways, the first national examination was carried out with the mechanics in writing or Paper Based Test (PBT), and the second national examination is carried out by the mechanism uses a computer or Computer Based so-called Test (CBT). Computer Based Test (CBT) for its implementation, where all test process was done through computers, ranging from the creation of matter, the setting class, setting the user can take the exam, the teacher was teaching, setting up the test process, utilizing web engineering technology, as well as its spring system online. Academic year 2016/2017 in South Sumatra by as much as 261 high schools both public and private have been implementing a national exam in the form of Computer-Based Test (Kemendikbud 2017). This study sampled in ten high schools located in remote villages. In understanding and knowledge about the use of technology-based desktop application specifically at schools that are in remote villages is insufficient, in karenakan least amount of computers and teachers who are in school. The purpose of this research was to measure the application of Computer Based Test using variable effectiveness and efficiency on the basis of ISO 9126. In this study researchers use quantitative research methods with the application of the model of ISO 9126, which consists of a variable effectiveness and efficiency.
