Abstract:
Although the importance of interfacing development with culture had long been recognized by policy makers and development planners, analysis of national development plans and activities shows that many developing countries have not accorded to culture a central place either as an object or an instrument of development. Korea has not been an exception to this. The typical thinking among the early policy planners in fact was that traditional values and institutions have placed too much emphasis on the spiritual, cultural aspect of a person or society to the point of disregarding and even neglecting the material needs. The backwardness of the nation owed, they believed, much to the overemphasis upon the spiritual and cultural value at the expense of the material well-being of the people. The materialistic culture of the west on the other hand was assumed to have enabled their societies to develop rapidly through industrialization.

Abstract:
We present a model of policy development in which competing factions have different ideologies, yet agree on certain common objectives. Policy developers can appeal to a decision maker by making productive investments to improve the quality of their proposals. These investments are specific to a given proposal, which means that policy developers can potentially obtain informal agenda power. Competition undermines this agenda power, forcing policy developers to craft policies that are better for the decision maker. This beneficial effect is strongest if policy developers have divergent ideological preferences, because their intense desire to affect policy motivates them to develop higher quality proposals. Abstract:
Indonesia is home to 183 million people scattered through about 13 thousand islands. There are at least 583 dialects and also various religions and ethic groups exist in the country. Thus, the issue of unification is significant in Indonesia. To date, the state's ideology, Pancasila, has been considered as an effective device to bring the nation together. Pancasila is also used as a platform for Indonesia's developmental policy making. Media in Indonesia have long been seen as a means to support the development process. Indonesia has just completed its first Long Term Development Plan (1969 to 1994). The first Long Term Development Plan emphasized Indonesia's economy. Under the New Order administration, Indonesia has achieved both political stability and a continuing economic growth. Lately, there are some significant changes in the field of broadcasting infrastructure. On July 24th, 1990, the government issued the Decree of the Minister of Information (no. 111/Kep/Menpen/1990) which is unofficially known as the 'Open Skies Policy'. This policy allows the private sector to run private television stations and also gives permission to the public to own satellite dishes. The 'Open Skies Policy' can be seen as a breakthrough in Indonesian media infrastructure because from 1962 to 1989, Indonesia had only one, state owned, television station-TVRI. Now, there are five private stations and numerous foreign television stations beamed through at least 400 thousand satellite dishes in the country. The number of telephones, however, has not yet exceeded 1.7 million. This thesis recognizes that the 'Open Skies Policy' deserves thorough analysis because it reflects a series of significant changes in the Indonesian governments development strategies. This thesis sets itself the following objectives: to overview major development communication paradigms and to consider which development paradigm works most effectively in the Indonesian context; to explain how 'development' has been conceptualized in Indonesia and how this has manifested in media policy; to analyse the implications of the 'Open Skies Policy' and to consider whether it represents a new direction in Indonesia's developmental policy making.

Abstract:
This thesis addresses two key problems: that historical practice in the academy is largely disengaged from politics as a domain of public purpose and that policymaking remains fixed on a very narrow (and quantitative) definition of evidence, although the “policy-relevant” disciplines have not proved able to solve long-standing policy issues. It inspects both phenomena with the aim of describing the space in which the two problems can be brought into a workable accommodation. The argument is made that public policy should be regarded as an important concern of academic history, and policymakers themselves as people with legitimate interests that historians should take seriously. Public history provides a helpful framework and set of concerns to work with in this respect. Given that the social and natural sciences have not been able to solve the pressing policy problems with which governments are faced, a certain obligation may be claimed for historians to reconsider their stance. The re-connection of history and policy – the nineteenth-century discipline clearly discerned a public-political purpose for history – requires attention to be given to articulating and demonstrating the distinctive cognitive tools of the historian and their distinctive value to the policymaking process. The thesis addresses two primary fields, whose interests and professional practices appear divergent such that both the principles and the terms of collaboration are difficult to imagine: academic history and government policymaking. The primary material on which the research draws is accordingly the products of these constituencies: works of historiography and policy documents of various kinds. Also of relevance are commentaries and analyses that address these domains, whether from other disciplines with an interest in political decision-making, from the media or from other organisations with a professional stake, such as think tanks. The originality of the research lies in conceiving of the question of the uses of history for public policy as one of integration of “supply” and “demand” perspectives. It seeks clarity on the distinctive value of historical skills and approaches, but not as an end in itself. Rather, the case is assembled for the affinities between history and policy as processes and hence that the two can be brought into a productive alignment. So, instead of history providing pre-packaged accounts for policy, it can be embedded as a way of thinking and reasoning in policy.

ENGLISH ABSTRACT: The research question answered by this study is what policy and strategy would give the necessary direction to Swartland Municipality’s (SM’s) social development programmes to maximise its impact on the social well-being of the community? The motivation for the study is the need to prioritise social development projects in order to improve effectiveness and efficiency in this field. The methodology used was a qualitative study by means of a conceptual analysis of the term social development, a literature study of international, national and local legislation and policies as well as group interviews with internal and external stakeholders. Social development was defined for the purposes of this study as the process of strengthening the relationships/ partnerships and linkages between people, resources and/or systems within the scope of poverty reduction, expansion of employment opportunities and social integration, with the goal to achieve well-being for individuals, groups and/or communities. Furthermore a literature study explored relevant legislation and policy documents to give clarity on the municipality’s role of social development. Main findings were that the SA Constitution as supreme law, clearly states the municipal objective is to promote social development and states four functions that relate to social development namely child facilities, basic infrastructure, public amenities and sports facilities. Furthermore social development functions in all municipal departments need to co-ordinate to maximise social development resources. Lastly the municipality’s social development programmes must be supplementary and supportive to the work of the Department of Social Development. Furthermore, engagements were held with internal and external stakeholders of Swartland Municipality and the strategic direction was determined by means of a vision, mission and strategic focus areas. The vision identified is: We build and create sustainable social development partnerships with all our people for strengthening the social fabric of the Swartland community. The social development mission is: We initiate, build and promote social development opportunities with the focus on sustainability, which specifically refers to financial viability in the long term, forming partnerships with the community and service providers, not harming the environment and operating within legal powers and functions. Five strategic focus areas flowing from the vision and mission were identified. To promote collaboration and co-ordination is the pivotal focus area. Social development has to be co-ordinated by means of a social development forum represented of all sectors (government, NGO, faith-based, business, agriculture). The other focus areas were: promoting child development/establishing child facilities, lobbying for the vulnerable, facilitating access to the economy and promoting youth development. The impact of service delivery according to the five focus areas must be measured in totality by means of the Human Development Index and reflected in the integrated development plan.

Abstract:
Implementation of competition policies is one of the most recommended strategies to developing countries as a tool for achieving economic development. Using a panel dataset of over 100 countries and 7 years (from 2005-2011), I estimate the effect of competition on economic development, and also determine which of the comprehensive policy factors are the most relevant for increasing competition. A fixed effects instrumental variable approach is used.I find that competition intensity positively impacts economic development. The estimate is highly significant when effectiveness of antimonopoly policy and squared years of experience handling competition law are used as instruments for competition intensity. Political stability is shown to be a determinant for higher achievement in development. Macroeconomic environment and financial market development are also significant factors that contribute to higher economic development. Less developed countries should work intensively to improve their institutional quality and implement pro-competitive policies that are not only related to competition laws.
La implementación de políticas de competencia es una de las estrategias más recomendadas para países en desarrollo para conseguir el desarrollo económico. Usando un conjunto de datos panel de más de cien países durante siete años (desde 2005-2011), estimo el efecto de la competencia en el desarrollo económico. También determino cuáles de los factores de política integral son los más relevantes para incrementar la competencia. Se usa un enfoque con variables instrumentales de efectos fijos.Encuentro que la intensidad de la competencia impacta positivamente sobre el desarrollo económico. La estimación es altamente significativa cuando se usan como instrumentos de la intensidad de competencia: la efectividad de la política antimonopolio y los años de experiencia manejando leyes de competencia al cuadrado. Se demuestra que la estabilidad política es un determinante de mayor éxito y desarrollo. El entorno macroeconómico y el desarrollo del mercado financiero también son factores significativos que contribuyen a un mayor desarrollo económico. Los países menos desarrollados deben trabajar intensamente para mejorar su calidad institucional e implemente políticas pro-competencia que no solo estén relacionadas a las leyes de competencia.

Abstract:
Since the end of the Cold War, the concepts of development and security and the rise of the security-development nexus has proven to be important and is increasingly used in policy documents by institutions and states. This thesis aims to provide insight on how security and development concepts and their nexus have been used in governments’ foreign policies. Previous research has been focused on multilateral organizations and aid officials and how they have been influenced by the security-development nexus, but a comprehensive analysis on what drives financial and political support has been limited. Therefore, there is a gap that this thesis aims to fill. Methodologically, this thesis uses a text analysis of policy frameworks published by the government of Sweden regarding aid, development cooperation and humanitarian assistance of the years 2013/14 and 2015/16. An abductive reasoning was made with the help of the chosen analytical frameworks in this study. This study concludes that Swedish policy frameworks are using redefinitions of the concepts security and development which results in more broaden use of the concepts. This use of the concepts creates clear policy frameworks, but the policy frameworks do in some passages not elaborate what kind of security that reinforces what kind of development or what kind of definition of security or development that it is referring to.  This leaves the reader with a great room for interpretation that could eventuate in many different outcomes and versions. Furthermore, security and development are presented as concepts which are mutually reinforcing each other and used in four different narratives, or nexuses, when mapping out the security-development nexus.

Abstract:
An important feature of many rural markets is the over-supply of labour. An insufficient number of jobs in rural areas is usually associated with the shortage of capital, companies, consumers and skilled workers, i.e. limited impact of the agglomeration effect. Additionally, in regions with structural changes in agriculture, the phenomenon of increased or hidden unemployment is visible. One of the important objectives of labour market policy in Poland was a promotion of employment, especially in peripheral, poor and agricultural territories. Along with the accession of Poland to the EU, both agricultural and cohesion policy instruments supported by the structural funds have also been aimed at resolving the problems of rural labour markets. They concerned mainly the diversification of agricultural activities, support of entrepreneurship, as well as development of knowledge and skills. The paper considers the barriers and challenges in increasing employment in rural Poland. In particular, the changes on local rural labour markets and the influence of relevant policy tools thereon have been studied. The study is based on the quantitative and qualitative analysis of the public statistics and information on the implementation of selected EU CAP and Cohesion Policy instruments in Poland from the period 2007-2014 and the literature of the subject. The study showed that, despite the favourable economic situation and the effects of projects aimed at creating and maintaining non-agricultural jobs in rural areas supported by the EU founds, the rural employment rate and the number of people employed in agriculture did not increase significantly. In this context, the paper provides the explanation of limited improvements in terms of rural employment and policy offers recommendations in this area.

Abstract:
The rural development policy of the Agricultural Property Stock of the State Treasury in Poland (APS) is conducted by The Agricultural Property Agency – APA (since 1.09.2017 – The National Centre for Agriculture Support). The property managed by the APA includes agricultural land, forests, farm buildings, residential buildings as well as equipment and devices that are part of the social, technical, production, commercial and service infrastructure. The aim of research was to proof the influence of the gratuitous transfer of land from the APS to local government units, to engage them in social activities. The main methods used for it were: the analyse of legal acts in Poland, the analyse of reports and statistic data from APA and method of cartographic presentation – quantitative, cartogram. This article focuses on the social aspects of the APA’s operations, based on an analysis of the data supplied by the Regional Branch of the Agricultural Property Agency in Olsztyn. The results of the analyses were presented in table format. The rural development policy concerning the performance of public purposes in rural areas was analysed. The obtained information and materials were analysed to identify social investments carried out on agricultural land donated to local authorities from Agricultural Property Stock of the State Treasury. The results were used to analyse and describe the social aspects of the APA’s operations in rural area in Poland. Rural areas require various types of social assistance services. The Agricultural Property Agency has successfully fostered social development in rural areas, and it has the required resources and experience to continue that mission.

Abstract:
The use and protection of land are essential for the development and existence of any country. Therefore it is necessary to develop a national policy for rational administration and management of the land, because at least 20 % of Gross Domestic Product (GDP) can be obtained from the land, real property and construction. One of the main aims of the Sustainable Development Strategy of the European Union is environmental protection, at the same time maintaining capacity of land to support life in all its diversity, bearing in mind that natural resources are limited. The challenge is to ensure environmental protection and improvement of the environment, to promote sustainable production and consumption in order to break the link between economic growth and environmental degradation. This can be achieved by improving the effectiveness of management of resources as well as avoiding over-exploitation of renewable or non-renewable natural resources and stopping the loss of biodiversity. In 2008 in Latvia the Land Policy Guidelines for the time period till 2014 were approved defining the national policy in land use as well as determining activities for promotion of sustainable land use. The article analyzes the problems of land use, the aims set in the land policy and the achieved results as well as gives recommendations for further development of the land policy.

Abstract:
The use, protection and management of water resources belong to the most urgent among global environmental problems of our time. Today, the civilization clearly realizes the need for careful management of water resources, maintaining and restoring its quality. Water quality determines the possibility of its use in various fields of human activity. For Ukraine problems of water sector are also acute and urgent. Low efficiency of water use, poor drinking water quality, nitrate contamination of water resources, poor condition of water bodies in Ukraine require more foreign experience in this sphere, especially the EU experience. The purpose of our scholarly work is to explore actual problems of harmonization of water legislation of Ukraine with the requirements of EU water policy and development of proposals for the improvement of Ukrainian legislation. Main features of harmonization of Ukrainian legislation in the water resources management sphere with EU law and prospects for implementation of principles of EU Water Framework Directive were analyzed. As a result of the study the ways of implementation of positive foreign experience of water objects management in Ukraine are considered. Considering the scale of ecological crisis in Ukraine the necessity of forming a new system of economic regulators of nature is obvious. Such system must not only accumulate funds for urgent actions, but primarily encourage economic entities to protect the natural environment. We consider it appropriate to introduce mandatory environmental insurance for operators of environmentally hazardous activities.

The world’s poor are ‘trapped’ in poverty. How can we unlock development so that poor countries can sustain economic growth over long periods of time? Our report considers this problem on three levels, the national economy, the private sector, and citizenship. At the core of each chapter is new research by CAGE members and associates. Chapter 1 addresses the factors underlying sustainable growth of the national economy. Chapter 2 looks for the sources of business capacity and sustainable growth of the private sector. Chapter 3 links citizenship to economic development, showing how political voice can enable women to participate more freely in society and the economy. In all three chapters we show how economic development relies on the rule of law, including a framework of laws and their enforcement that is applied to all and accessible by all. We show how, without such a framework, the sustainable growth of national economies and their businesses is threatened when laws fail to resolve conflicts. This failure is often accompanied by corruption or violence. So, we discuss what can be done to promote the rule of law; to make economic growth more stable and sustainable; to enhance the capacity of business organisations that are most likely to attract, grow and create jobs; and to enable women to play a full part in economic development as citizens, providers, and entrepreneurs. Abstract:
This paper estimates the effect of financial development on the transmission of monetary policy. To do so, the paper employs a panel data set containing financial development indicators, policy rates, lending rates, and deposit rates for 43 countries for the period 2000-2019 and applies the empirical strategy of Brandao Marques et al. (2020): firstly, monetary policy shocks are estimated using a Taylor-rule specification that relates changes in the policy rate to inflation, the output gap and other observables that are likely to influencemonetary policy decisions; secondly, the residuals of this estimation (policy shocks) are used in a specification that relates lending or deposit rates to, among others, policy shocks and the interaction between policy shocks and measures of financial development. The coefficient on this interaction term captures the effect of financial development on the relationship between policy shocks and lending or deposit rates. The main findings of the paper are twofold: on the one hand, financial development does strengthen the monetary policy transmission channel to deposit rates; that is, changes in the policy rate in economies with more financial development induce larger changes (in the same direction) in deposit rates than is the case in economies with less financial development. This result is particularly driven by the effect of the development of financial institutions on policy transmission – the effect of financial markets development turns out to be smaller in magnitude. On the other hand, financial development does not strengthen the transmission of monetary policy to lending rates. This is consistent with a credit channel which weakens in the face of financial development in a context where banks cannot easily substitute short-term funding sources. These results highlight the relevance of financial development for the functioning of monetary policy across countries, and possibly imply the necessity of a more active role of monetary authorities in fostering financial development.
