The intent of this thesis is to apply policy design analysis to federal forest policy in the United States. This thesis describes alternative policy analysis frameworks and argues that a policy design approach is the most useful for analyzing federal forest policy and for understanding the intense social conflict which surrounds forest policy today. This paper will argue that present conflicts stem from the inability of past forest policy designs to simultaneously pursue the important social goals of economic development, ecological sustainability and social democracy. What is needed is an approach to forest policy which can address and ameliorate these conflicts. This will require several changes in the underlying assumptions of natural resource management. Ecosystem management, as an alternative approach to forest policy, will be discussed and analyzed in order to identify in what ways forest policy may change and to speculate about the implications of these changes.

Computer networks have become an important part of modern society, and computer network security is crucial for their correct and continuous operation. The security aspects of computer networks are defined by network security policies.
The term policy, in general, is defined as ``a definite goal, course or method of action to guide and determine present and future decisions''. In the context of computer networks, a policy is ``a set of rules to administer, manage, and control access to network resources''. Network security policies are enforced by special network appliances, so called security controls.Different types of security policies are enforced by different types of security controls. Network security policies are hard to manage, and errors are quite common. The problem exists because network administrators do not have a good overview of the network, the defined policies and the interaction between them. Researchers have proposed different techniques for network security policy analysis, which aim to identify errors within policies so that administrators can correct them. There are three different solution approaches: anomaly analysis, reachability analysis and policy comparison. Anomaly analysis searches for potential semantic errors within policy rules, and can also be used to identify possible policy optimizations. Reachability analysis evaluates allowed communication within a computer network and can determine if a certain host can reach a service or a set of services. Policy comparison compares two or more network security policies and represents the differences between them in an intuitive way. Although research in this field has been carried out for over a decade, there is still no clear answer on how to reduce policy errors. The different analysis techniques have their pros and cons, but none of them is a sufficient solution. More precisely, they are mainly complements to each other, as one analysis technique finds policy errors which remain unknown to another. Therefore, to be able to have a complete analysis of the computer network, multiple models must be instantiated. An analysis model that can perform all types of analysis techniques is desirable and has three main advantages. Firstly, the model can cover the greatest number of possible policy errors. Secondly, the computational overhead of instantiating the model is required only once. Thirdly, research effort is reduced because improvements and extensions to the model are applied to all three analysis types at the same time. Fourthly, new algorithms can be evaluated by comparing their performance directly to each other. This work proposes a new analysis model which is capable of performing all three analysis techniques. Security policies and the network topology are represented by the so-called Geometric-Model. The Geometric-Model is a formal model based on the set theory and geometric interpretation of policy rules. Policy rules are defined according to the condition-action format: if the condition holds then the action is applied. A security policy is expressed as a set of rules, a resolution strategy which selects the action when more than one rule applies, external data used by the resolution strategy and a default action in case no rule applies. This work also introduces the concept of Equivalent-Policy, which is calculated on the network topology and the policies involved. All analysis techniques are performed on it with a much higher performance. A precomputation phase is required for two reasons.
Firstly, security policies which modify the traffic must be transformed to gain linear behaviour. Secondly, there are much fewer rules required to represent the global behaviour of a set of policies than the sum of the rules in the involved policies. The analysis model can handle the most common security policies and is designed to be extensible for future security policy types. As already mentioned the Geometric-Model can represent all types of security policies, but the calculation of the Equivalent-Policy has some small dependencies on the details of different policy types. Therefore, the computation of the Equivalent-Policy must be tweaked to support new types. Since the model and the computation of the Equivalent-Policy was designed to be extendible, the effort required to introduce a new security policy type is minimal. The anomaly analysis can be performed on computer networks containing different security policies. The policy comparison can perform an Implementation-Verification among high-level security requirements and an entire computer network containing different security policies. The policy comparison can perform a ChangeImpact-Analysis of an entire network containing different security policies. The proposed model is implemented in a working prototype, and a performance evaluation has been performed. The performance of the implementation is more than sufficient for real scenarios. Although the calculation of the Equivalent-Policy requires a significant amount of time, it is still manageable and is required only once. The execution of the different analysis techniques is fast, and generally the results are calculated in real time. The implementation also exposes an API for future integration in different frameworks or software packages. Based on the API, a complete tool was implemented, with a graphical user interface and additional features.

<p>“Trafficking” is not a thing. It is not an event. You cannot point a finger at it or take a photograph of it. “Trafficking” is a convenient, simple and useful label attached not to a single phenomenon but to a complex series of states and events that individually may or may not be harmful or wrong.”1Increasing attention has been given to the issue of trafficking in human beings worldwide because it is a gross violation of human dignity and human rights. Hundreds of thousands of women and children are now commodities sold on an international market to be exploited in prostitution, pornography and forced labour. No country is immune because trafficking is a problem that goes beyond national borders. This thesis focuses on the example of one country, namely Georgia, and its position in the fight against trafficking in human beings. The thesis employs a qualitative research strategy and a case study research design. As a developing country, Georgia greatly depends on assistance from various stakeholders from the international community and local civil society. Thus, the thesis examines a network of cooperation for the formulation of anti-trafficking policy with the help of foreign governments, international organizations and local non-governmental organizations. The conclusions drawn from the conducted research can be summarized as follows: anti-trafficking policy is a specific policy area where issue experts having knowledge about various aspects of this phenomenon count as much as establishments possessing political, economic and organizational power. Thus, anti-trafficking policy formulation and development in Georgia can serve as an example of an issue network.</p>

<p> The purpose of this project was to analyze Assembly Bill 1421, known as Laura's Law, from a social work perspective of recovery-oriented care. Gil's framework was used to assess primary and secondary data from journal articles, government publications, and law reviews. A review of the literature was conducted to understand the historical background of coercive mental health treatment. Coercive treatment has been a pervasive problem generated from public fear and misconceptions about the association between mental illness and danger. Laura's Law was established as a result of the murder of 19 year-old Laura Wilcox by an individual with serious mental illness. The law's primary stated objective was to provide preventative mental health services to those identified as most in need before tragedy struck. Significant shortcomings were discovered within the analysis and alternatives to this policy are suggested as well as the implications for social work policy and practice.</p>

The goal of this study is to promote understanding of the complexities of urban systems. The main objective of this research project is to establish a systematic framework in order that planners can analyze and understand the implications that public policies have on urban development and transportation planning perspectives.
We examine a system dynamics model of a hypothetical region which evolves with time. The urban development process is represented by the integration of land use, property market, job market, population, and transportation infrastructure. The interactions within each subsystem and between them are studied through scenario analysis using simulation (Dynamo Ill) and analytical techniques.
The range of policy covers social and economic measures, traffic strategies, transit management, and highway expansion programs. Certain combinations of these options are also studied. Population distribution and travel time are the two key performance indicators.
In so far as people's adaptation to inflating travel cost is not accounted for in the utility model, the travel time improvements associated with the pricing policy is likely to be overestimated. In as much as regional transportation planning can benefit through local traffic measures, reduction in collection-distribution time improves accessibility and reduces additional travel, partly offsetting the travel time savings otherwise gained.
The most desirable state of development - social, urban, and transportation - according to the final analysis points towards the expansion of highway capacity, the control of land use, the expansion of bus fleet, and the restructuring of transit fare. While the resulting improvement in travel time is at least as promising as a number of other alternatives, the suggested set of policy changes is relatively easy to implement, reasonably inexpensive, and least controversial.<br>M.S.

This thesis describes and implements a method to carry out policy analysis within an equilibrium framework. This method allows to account for potential effects induced by price adjustments. The analysis is based on overlapping generation, life-cycle models where heterogeneous agents make endogenous decisions regarding their consumption and education as well as labour supply and criminal activity. Some of the agent's optimising decisions (education, crime) are discrete choices. The first part of the thesis deals with the issue of including binary decision choices in a life cycle model: the implications of non-convex choice sets in life cycle models with uninsurable idiosyncratic risk are studied in detail and some results on the properties of the individual problem's solution are provided. Next, we apply the proposed framework to analyse two distinct policy questions. The first application looks at the equilibrium analysis of tuition policies on the distribution of education and income. Empirical evidence suggests a link between human capital accumulation and wage dispersion. We experiment with college tuition subsidies and find that while in partial equilibrium such policies can be very effective in increasing education levels and reducing inequality in general equilibrium the results are less encouraging. The second application considers whether policies targeting a reduction in crime rates through changes in education outcomes can be considered an effective and cost-viable alternative to interventions based on harsher punishment alone. I find that policies targeting crime reduction through increases in high school graduation rates are cost-effective, especially if they are targeted at the poor.

This thesis sets out to examine the extent to which primary science is a complex interplay between educational and political perspectives which in turn has influenced and shaped the way primary schools interpret, reconstruct and implement science in practice. This study uses a policy trajectory to consider the changing conceptions of primary science within the arenas of policy influence, policy text and practice in relation to its curriculum content, related pedagogy and assessment. In addition, it examines the nature and impact of professional development to support the implementation of primary science in practice. Evidence was collected through a series of interviews with elite figures in education, a regional survey of primary schools, along with in-depth cases studies in order to develop a deeper understanding primary science within the policy to practice context. The findings would indicate that despite a succession of top down science education policy reforms, there are still concerns about the extent to which teachers have sufficient science subject knowledge to develop conceptual understanding, a clear idea of the purpose of science investigations and how to use formative asiessment as an effective way of diagnosing pupil understanding. Furthermore, the evidence would suggest that the emphasis placed on summative assessment and accountability has narrowed teachers' conceptions of primary science. The implications are that science policy reform needs to acknowledge existing practice and support a wider definition of science that includes an appreciation of the historical and cultural aspects of science together with an understanding of technological applications. In addition, a more robust infrastructure of professional development needs to be in place which places more emphasis on the science co-ordinator to support teaching and learning in order to provide teachers with access to a changing knowledge base and opportunities to update skills in primary science. Unless these implications are given serious consideration the unrelenting focus on performativity and accountability will prevent any real development of creativity and innovation in the primary science curriculum.

European academics have historically been reluctant to conduct explicit gang research on the premise that it risks stereotyping communities. Subsequently, notions about gangs in the UK have been transposed from American literature, which is primarily based within a criminological perspective and focuses on personal characteristics of gang members, such as their violent tendencies (Gottfredson & Hirschi, 1990). Alternatively, underpinned by a community psychology perspective, this research explores how young people involved in gangs construct their identities and experiences, and to what extent these constructions reproduce or resist political discourse. Semi-structured interviews with six self-identified gang members, as well as the UK policy ‘Ending Gang and Youth Violence’ (Home Office, 2011) were analysed using a hybrid approach of discursive psychology and critical discourse analysis. The four main discursive sites identified in the policy were: i) The demonization of gangs, ii) the inevitability of gangs, iii) gangs: the product of ‘troubled families’, iv) the racialization of gangs. The four main discursive sites within the interviews were: i) experiences of racism, ii) the inevitability of gang membership, iii) problematized identities, iv) individual and family responsibility. The analysis indicated that, at times, the participants reproduced problematising ideological discourse, at other times they constructed reimagined personal narratives which resisted hegemonic discourses about gang members, and at other times they exposed the oppressive mechanisms of political discourse, by detailing how being labelled a ‘gang member’ and racial discrimination had shaped their subjectivities and lived experiences. The findings indicate the need for an overhaul of elitist policy production, for authentic participation of young people with experiences of living in deprived areas, and for a shift from the ‘criminological’ framework of gang policy towards ‘welfare’. Furthermore, the findings highlight the need to direct political attention to addressing racial discrimination. Clinically, community psychology approaches are recommended, as well as working at macro levels to change cultural narratives around this group.

The global financial crisis of 2007-2009 has demonstrated that the financial system should be regarded as a complex network whose nodes are financial institutions and links are financial dependencies. Since the financial system is
becoming more complex and interconnected, network theory provides the ideal toolkit to study systemic crises and contagion events, proving to be crucial for the design of an appropriate macroprudential policy. Indeed, while a shock might affect only a small number of banks, the interconnectedness of the financial system can trigger a default cascade, where contagion is transmitted to banks not directly exposed to the initial shock. So far, most of network
literature focuses exclusively on a single kind of bank-to-bank connection: unsecured interbank lending. This thesis explores alternatives bank-to-bank connections: loans to the same non-financial firms, repo loans and overlapping
portfolios.<br>La crisis financiera global de 2007-2009 ha demostrado que el sistema financiero debería considerarse como un entramado complejo cuyos nódulos son las instituciones financiera y cuyos enlaces son las dependencias financieras. Dado que el sistema financiero tiene un carácter cada vez más complejo e interconectado, la teoría de redes proporciona las herramientas ideales para estudiar las crisis del sistema y el efecto contagio, y demuestra ser crucial para el diseño de una adecuada política macroprudencial. As is now generally accepted, climate change and environmental degradation has largely been triggered by carbon emissions and energy modeling for policy analysis has therefore attained renewed urgency. It is important for governments to satisfy emission targets and timetables set down by international agreements without disregarding macroeconomic concerns and restrictions. In this study, we present a large-scale nonlinear optimization model that allows the analysis of macroeconomic and multi-sectoral energy policies in respect of technological and environmental options and scenarios. The model consists of a detailed representation of energy activities and disaggregates the rest of the economy into five main sectors. Economy-wide solutions are obtained by computing a utility maximizing aggregate consumption bundle on the part of a representative household. Intersectoral and foreign transaction balances are maintained using a modified accounting matrix. The model also computes the impact on macroeconomic variables of greenhouse gas (GHG) emission strategies and abatement schemes. As such the model is capable of producing solutions that can be used to benchmark regulatory instruments and policies. Several scenarios are presented for the case of Turkey in which the impact of a nuclear power programme and power generation coupled with carbon-capture-and-storage schemes are investigated as well as setting quotas on total and sectoral GHG emissions.

Includes bibliographical references (pages 81-83).<br>his thesis presents a three part methodology for analyzing the ow of taxable income in large partnership structures. The method forms the basis for prototypical software which would clarify many complicated basis adjustment issues associated with partnership taxation. Partnerships, the most common form of "flow-through" tax entities, have rapidly increased in size, complexity and economic relevance between 2005 to 2015, as well as resulting in an estimated $91 billion in underreported income. Many of these partnerships have upwards of one million direct and indirect partners, as well as 100 tiers of additional large partnerships. This surge in the number of partnerships, combined with the highly complicated nature of US partnership taxation law, requires novel techniques to evaluate the tax consequences of increasingly complex financial activity. A computational methodology is presented in this thesis for understanding and analyzing the allocation of taxable income in large partnership structures, with particular focus on characterizing abusive tax behavior. First, a formal notation is established to fully describe how taxable income is allocated in partnerships, forming the basis of a functioning partnership tax calculator. Next, a simulation is described that processes transaction sequences through partnership structures, as well as a method for assigning audit likelihood to potentially suspicious combinations of financial activity. Finally, a means by which to optimize a) transaction sequences that minimize both tax liability and audit likelihood and b) auditing procedures that characterize abusive tax behavior in a compact form is established. The proposed methodology offers taxpayers, auditors and policy-makers a computational approach to resolve uncertainty in partnership taxation, lower the cost of the auditing process through automation and provide a conceptual exploration of tax policy implications.<br>by Jacob Rosen.<br>S.M. in Technology and Policy

This thesis explores what feminist foreign policy is and if this is evident in Canada’s Feminist International Assistance Policy. I conceptualize the essential purpose and elements of a feminist foreign policy through feminist theories and civil society research. I, then, examine Canada’s Feminist International Assistance Policy through critical discourse analysis to see if it embodies the essential characteristics of a feminist foreign policy. I argue that a feminist foreign policy is profoundly transformative in its conceptualization of security, power and implementation, and
that Canada’s Feminist International Assistance Policy is ineffective in embodying this
transformative potential for development and security. This thesis, thereby, situates Canada’s Feminist International Assistance Policy in the feminist framework, with the hope of contributing to better feminist policymaking and implementation.

This thesis refers to the Evidence Based Policy and Regulatory Impact Analysis. Both of them are important instruments for creating the economic policy. Evidence based policy is based on the collection and evaluation of the relevant data concerning the realization of either government or non-government programs. There are different methods for evaluating. Methods for the evaluation and the process of the evaluation are contained in the first part of this thesis. The second part is related to Regulatory Impact Analysis, which is linked to the production of the better regulation. Evolution of the RIA in the European union and Great Britain, analysis of the quality of the RIA and assessment of the implementation of the RIA into the legislative procedure is the main body of this thesis. The third part is dedicated to the RIA in the Czech Republic. The integration of the RIA into the legislation and the rules for the assessment of the impacts caused by the regulation are described in this part. This part also includes several RIAs analysis. The weak side of the RIA is described as well in the last part.

In a recent article Ulrich Brand has discussed how best to perform policy analysis. I reflect upon the paper as an interdisciplinary researcher experienced in public policy problems and their analysis with a particular interest in the relationship between social, economic and environmental problems. At the centre of the paper is the contrast between two existing methodologies prevalent in political science and related disciplines. One is the rationalist approach, which takes on the character of a natural science, that believes in a fully knowable objective reality which can be observed by an independent investigator. The other is a strong social constructivist position called interpretative policy analysis (IPA), where knowledge and meaning become so intertwined as to make independence of the observer from the observed impossible and all knowledge highly subjective. Brand then offers his model as a way forward, but one that he closely associates with the latter. My contention is that policy analysis, and any way forward, needs to provide more of a transformative combination of elements from both approaches. Indeed I believe this is actually what Brand is doing.

The financial crisis of 2007-2009 led to a large increase in the government debt of all advanced economies. In the United States, the debt burden reached levels not seen since the Second World War. In Europe, high fiscal stress evolved into a sovereign debt crisis. My thesis focuses on debt dynamics in advanced economies and the design of policies that can stabilize their fiscal burden. In the first chapter, I provide new evidence and theory on US debt dynamics and their relation with long-term growth forecasts. In the second chapter, I document a novel dataset on the maturity structure of sovereign debt of Euro Area (EA) countries and study the effect of the maturity composition on debt dynamics. Finally, in the third chapter, I analyze empirically the role of debt management in stabilizing the fiscal burden of countries in the EA.<p><p>Chapter 1: Sovereign Debt in the US and Growth Expectations<p><p>This chapter studies the effect of changes in expectations of long-term GDP growth on US government debt and deficits. Long-term growth expectations are an essential determinant of expected future revenue growth and fiscal solvency. I present evidence that US government debt and deficits are positively correlated with long-term GDP (and revenue) growth forecasts from the Congressional Budget Office between 1984 and 2012. This is robust to controlling for current growth and to using à-la-Kalman estimated forecasts for a longer time span. This stylized fact is novel in the macroeconomics literature and I develop a new model of government behavior that explains it.<p>My model features endogenous (forward-looking) purchasing behavior for the government. This distinguishes my model from standard macro theories that assume exogenous government purchases, or ad-hoc backward looking policy rules for government purchases. It builds on the recent ‘long-run risks’ literature by assuming shocks to the trend growth rate of total factor productivity. The model matches the observed positive correlation between fiscal deficits and the trend growth rate, based on the government’s desire to smooth public consumption over periods of higher (or lower) long-run productivity growth. <p><p>Chapter 2: Government Debt Maturity and Debt Dynamics in EA Countries<p><p>This chapter presents a new comprehensive database on sovereign debt stocks and yields, at all maturities, for six EA countries: Belgium, Finland, France, Germany, Italy and Spain between 1991 and 2013. I constructed this database by combining information from different sources (treasuries, national central banks and statistical offices), on a security-by-security basis. A recent literature has shown the importance of debt maturity management in the US - e.g. Hall and Sargent (2011) - however, due to lack of data, this key issue remained unstudied for the EA. Thus, I use my database to study the effect of debt maturity management on the evolution of government debt in EA countries. <p>My main finding is that debt maturity also had an important effect in debt dynamics of the EA. The debt maturity structure affects debt dynamics because longer maturity shields the government budget from changes in interest rates. In general, interest rates in the EA have fallen since 1991 while treasuries in the region extended debt maturity. Thus, an increasing number of long-term bondholders experienced large capital gains. Counterfactual simulations show the impact of a different maturity structure on the evolution of debt and suggest that extending debt maturity in 2014 and 2015 would result in lower debt ratios by 2022. I also estimate the debt-to-GDP erosion induced by higher current and future inflation and find that inflation would lower the fiscal burden in EA countries much more than in the US.<p><p>Chapter 3: Quantifying the Role of Debt Management for Fiscal Self-Insurance in the EA<p><p>The last chapter provides evidence of debt management being an effective tool for protecting the government budget from fiscal spending shocks in the EA. In particular, I document that sovereign bonds of EA countries had a significantly lower real return in response to government spending shocks between 1991 and 2013. Importantly, longer bond maturity generally implied a larger drop in returns. This is in line with theories claiming that long-term debt provides fiscal self-insurance. However, my finding suggests that medium-term debt is more effective in hedging against spending shocks. <p>I identify government spending shocks in a Structural VAR model estimated with both aggregated quarterly fiscal data for the EA and stacked data from individual countries. I also use a simple FAVAR model to distinguish between common and idiosyncratic (country-specific) shocks and document that the former risk was hedged more effectively. The introduction of the Euro reduced the absorption of idiosyncratic shocks (relative to common shocks) by bond returns. However, the European debt crisis brought the degree of fiscal self-insurance against country-specific shocks back to pre-Euro levels. This thesis provides an analysis of monetary policy, source of inflation and potential adoption of inflation targeting in Iran. In particular, the conduct of current monetary policy and the source of inflation in Iran presented in Chapter 2. Chapter 3 investigates the concept of inflation targeting and its specification as well as the prerequisites that should be met by an economy in order to move to inflation targeting strategy. Since a Taylor-type rule it is not a theory-based rule, a model is derived by optimising the monetary authority’s loss function. In order to express the significant role of the variation of the exchange rate on a monetary policy, Chapter 4 derives a theory based central bank reaction function which explicitly includes the exchange rate gap and is empirically tested. The hypothesis of ignoring the fluctuation of exchange rate is rejected. One of the vital elements in success of inflation targeting framework, is the accuracy of the predicted inflation rate from the central bank. After evaluating the P-star model as a representative instrument for forecasting inflation in chapter 5, different measures of velocity, have been evaluated. After structural break test on data and stationarity tests, a VAR has been constructed and the concluding VECM is estimated. From the results of the exogeniety test, the P-star model can be used as an appropriate tool in forecasting inflation in Iran. This thesis contributes to the literature in three aspects. Firstly, a micro-based model of the monetary policy reaction function is derived which considers the target of the inflation explicitly. Secondly, it recommends a practical formation of monetary policy to include exchange rate fluctuations in the reaction function of the Central Bank of Iran and finally, investigates the effectiveness of the P-star model in predicting inflation in Iran.

Bullying on school campuses is a severe and pervasive problem that has been shown to cause detrimental risk factors and negative outcomes for many LGBTQ youth. This study utilized a qualitative design, collecting data from primary and secondary sources that addressed this legislation. Results indicate that LGBTQ youth are bullied at higher rates than heterosexual youth. Additionally, the results indicated that stricter anti-bullying legislation that holds the Department of Education and its school districts accountable for following such laws is needed. Implications for social work practice, policy, and research were discussed.</p><p>

At first an IV approach which results in a weak instrument. Additionally, there is a simply dynamic panel data analysis. Both methods get compared and results suggest that the policy tool Loan Loss Provision seems to be especially efficient in the EU-28 area. Moreover, does the analysis show that emerging and developing economies have different policy tools that help them in diminishing credit growth.

Rapid economic development in Oman and other Gulf States has attracted foreign workers who now constitute 87% of the workforce in the Omani private sector. Unemployment rates among Omanis are now a serious socioeconomic problem that impacts the stability of Omani society and which has compelled the government to introduce a policy of job-localisation. However, recent statistics revealed that only about 14.6% of jobs have been omanised (Ministry of Manpower, 2014) indicating limited policy success. This study examines the challenges to the implementation and success of Omanisation in the private sector by exploring the views of officials and managers and, importantly, the often neglected views of employees. It employs a theoretical framework based on three aspects of capital theory: human capital elements, that is, education, T&D, skills, and experience; social capital factors, such as gender inequality, Wasta/nepotism and trust; and organisational capital variables, such as organisational culture, English fluency and HRM policies. A total of 496 questionnaires were completed by employees in three sectors; banking, tourism and auto retailing. Statistical analysis showed that the greatest differences emerged in the areas of gender inequality, training and development and working conditions. Overall, women employees, unmarried employees, lower-income employees, junior employees with little in-company training, and employees with lower educational levels perceived the highest barriers. More specifically, the level of in-company training was the most influential factor showing differences in twelve out of the fourteen human, social and organisational factors included in this study as barriers to the policy. The findings replicate previous research on job-localisation in the Gulf States regarding the impact of the private sector’s stereotypical perceptions of local workers concerning lack of trust in Omanis and views that they are less productive. However, this study contradicts most previous studies as it found no evidence that the educational system or English language skills were barriers to the employment of locals. This reflects the effectiveness of recent government measures to improve the quality of education. In addition, this study found no significant impact from wasta and nepotism, unlike previous studies. This is attributed to the satisfaction of nationals with the measures taken by the government in response to the 2011 uprising. The primary contribution of the study, however, comes from interviews with officials and managers who deal directly with Omanisation. Interviews revealed factors that perpetuate the domination of expatriates in managerial roles and unveiled some sensitive issues that people usually avoid disclosing for fear of upsetting policy makers. These include inter-faith conflict, social distance barriers, organisational silence barriers and institutional structure barriers. Participants also reported suppression of Omani employees’ rights to promotion and career-development. Barriers to Omanisation were found to be higher in the automotive sector indicating that policy implementation is sector-dependent. Policy makers are therefore advised to take this into consideration when designing Omanisation programmes to catalyse Omanisation in some sectors.

It is the superintendent's complex role and ultimate leadership responsibility for all district outcomes that suggests superintendents hold the key to successful reform. Research in the wake of the federal accountability and reform movement has focused on the principal as the mediator of school reform. Consequently, there is a dearth of research focusing on the superintendent's role in school reform, superintendent performance evaluation, and the state's responsibility to ensure a fair, equitable, and high-quality superintendent evaluation process through state-level policy. This study is a comprehensive policy analysis of state-level superintendent evaluation policies nationwide using a basic content analysis methodology and a researcher-developed content-analysis rubric. The study investigated the impact of the accountability and reform movement on superintendent performance evaluations, identified the current status of state-level superintendent evaluation policies and policy coherence with the personnel evaluation standards developed by the Joint Committee on Standards for Educational Evaluation (Joint Committee), and determined whether a significant relationship exists between the breadth and depth of state-level superintendent evaluation policy and a state's political culture. Results show that 34 states have superintendent evaluation policies, but states vary substantially on the depth of superintendent evaluation policies and coherence with the Joint Committee standards. More states scored higher on the utility and feasibility standards than on the propriety and accuracy standards. There was no significant relationship, however, between a state's political culture and the breadth and depth of its superintendent evaluation policy as determine by the state's total content analysis rubric score.

Therefore, analysis for the policy’s formation and transformation has become an important issue. In addition, such policy analysis should be conducted on the time dimension. This study, therefore, is based on the progress of law for zone expropriation to generalize the thoughts and revolution process of zone expropriation. It also summarized the political transition in Taiwan and obtained a historical concept. Elite theory was then applied to analyze the formation of contents of zone expropriation policy and the transformation process for the policy.
Study results have shown that the determination of zone expropriation policy is deeply influenced by the concept of Elite, and the influence from the public and interest parties is limited. The objectives for the expropriation policy are to reach “the appreciation of land goes to the government”, “land profit is shared by the public”, “to obtain the lands for public facilities”, and “to reserve the lands”. Also, regarding to the time axis for method development, it can be generally categorized as from “expropriation period” to “the period of rezoning for urban land” and then followed by the “zone expropriation period”.
The policy making for zone expropriation is constructed on the Elite decision-making model, which will definitely be challenged and hard for enforcement in the democratic process in Taiwan. This study, therefore, suggests that public opinion should be taken seriously and the communication with the public should be enhanced. Consequently, a formal policy making system should exist to enact policies publicly and transparently, while people’s need and support should be considered as a must for evaluation. In conclusion, this study suggests that the model of systematic decision-making model should be combined with the Elite decision-making model, so that a “developed decision-making model” could be built and should be the model for zone expropriation policy making in the future.

Based on the public security defense indicator, the study analyzes the gap between the current public security conditions and the general public’s satisfactions. Through secondary data analysis, quantitative interviews, relative theoretical proof and document forum, the study hopes to identify the realistic and public-expected values in public security defense area; and to analyze current Taichung city’s public security defense issues. Also this study plans to evaluate Taichung city’s policies, to propose feasible public security policies to improve Taichung city’s public security and raise general public’s satisfactions.
Using secondary data research, the study identifies Taichung city’s public security issues. Also through quantitative interviews, it discusses the possible causes of Taichung public security issues. Last, the cross-analysis between criminal theories and Taichung city’s related documents, the conclusions are as below:
1) There is a certain gap between the current Taichung city public security conditions and general public’s expectation
2) A city that is as commercialized and industrialized as Taichung city, it is difficult to monitor the alien criminal population
3) Overall the service quality and performance of Taichung city police department needs improvement
4) Public security defense objective overemphasizes on processing security indicators
5) Bad image of high crime rate has negative impact on public’s confidence in security indicator performance statistics
6) Media promotion/communication is under utilized to increase efficiency
7) Police’s training in specific area and technology regarding crime investigation needs to be improved
Based on the study conclusions, below are the concrete proposals:
1) Carry out question oriented police policies
2) Introduce area cooperation defense to block fleeing criminals and resolve the alien criminal population issues
3) Raise police personnel quality, and improve police job skills, and overall service quality to the general public
4) Police policies should be based on both objective and subjective public security performance indicators
5) Reverse the bad image of crime to reflect the truth, aggressively monitor public security indicators to gain public confidence
6) Improve media communication, crime prevention broadcasting, and promote police’s crime cracking and prevention achievements/results
7) Strengthen education trainings, enhance technology regarding crime investigation skills
