This project developed a course that could be used by any police agency under the training umbrella of the California Commission on Peace Officer Standards and Training (P.O.S.T.). Specifically, the project was developed to be used by the San Bernardino Sheriff's Department and San Bernardino Valley College working with veteran police officers, police training officers, and police supervisors. The course included information from Josephson's Six Pillars of Character, Vicchio's Five Personality Types Lacking Integrity, and an ethical dilemma exercise.

Abstract:
The Police Service has a strategic priority to improve approaches to progression forunder-represented groups; however, it is facing continued challenges for this priority, as there is a lack of progression for Black and Minority Ethnic (BME) officers. There are implicit suggestions in policy that increasing BME officers in the police would improve police culture in the form of attenuating the racism that may be creating barriers to recruitment and progression. Reform efforts have taken place in the UK Police Services in the last decade to have a more diverse workforce, especially with regard to race, sex and sexual orientation. However, contemporary research has repeatedly demonstrated that there are inherent problems in assimilation of officers that are not white males (Holdaway and O’Neill,2004; Bolton and Feagin, 2004; Cashmore, 2001). The common themes from previous research are that BME officers face barriers of stereotyping, police culture and racism that affects their working environment and prospects of progression. This thesis examined BME senior officers perceptions of progression in the British Police Service. The research was conducted within a qualitative paradigm to examine barriers to career progression that affected BME officers so that professional knowledge is improved for police leaders to consider alternative employment practices. This thesis focused on BME and white Superintendents working in the United Kingdom. BME Superintendents were excluded from the sub-culture of progression, which contained informal practices that were rooted to covert institutional racism. The predominant informal practice found was networks that operated covertly and were linked to chief officer sponsors who could provide mobility. Within the networks there was axiomatic knowledge providing vital dissemination of information for progression. BME Superintendents were negatively impacted by exclusion from these informal practices and exhibited physical and psychological behaviours such as working hard,anxiety and having a lack of confidence. A model describing the cause and effect of BME progression in the British Police Service was developed through this research and is presented as new professional knowledge.

Abstract:

Arizona police officers are required by the Arizona Police Officer Standards and Training board to complete continuing training on an annual basis. Police continuing training has traditionally been offered as lecture-based classroom training. Online training offers an alternative method of providing training. The purpose of this study was to compare the effectiveness of an online version of a police training class to a classroom-based version of the same course. Participants consisted of sworn police officers employed by the Phoenix Police Department and taking the department’s Domestic Violence Investigation (DVI) course. The study compared student learning outcomes between the two course versions, as well as student attitudes and perceptions of training.

The study utilized a descriptive research design with a mixed methods approach. Research questions investigated the attitudes and perceptions of participants, compared student learning outcomes between the two course versions, and asked whether educational level and previous experience with online learning was linked to positive learning outcomes in the DVI course. Quantitative data consisted of demographic questionnaires, a 45-question assessment of the likelihood of success in online learning, a 10-question pre-test, and a 10-question post-test. Qualitative data was obtained through interviews with six participants who had taken the DVI course.

The results of the study indicated participants in the online version of the DVI course performed as well or better on the post-test than their counterparts in the classroom. Participants interviewed for the study enjoyed the online presentation of the course, and supported the development of additional online training options within their department. Positive student learning outcomes for the online DVI course provide support for the development of online police training programs.

Police members of the South African Police Service (SAPS) work under constant physical, emotional and psychological stress due to the demands of their work. It is possible to assume that this profession could be more susceptible to trauma, depression and suicide ideation than a less demanding profession. The increase in suicides within the SAPS in the past years has created great concern worldwide. The literature review contributes to the understanding of vicarious trauma by providing evidence of its widespread existence and the impact on all professions that deal with trauma victims, as do the SAPS. A need for further research was highlighted. The aim of the study was to determine the prevalence of vicarious trauma within the SAPS; how rank, marital status, education, duration of service and workload affect the existence of vicarious trauma; and how the experience of vicarious trauma affects the lives of the SAPS member . A quantitative study was done with a sample comprising of 60 SAPS members from the Limpopo Province (Lebowakgomo and Mankweng stations). The inclusion criteria included: participants (both permanent and voluntary) had to be active, field working members of the SAPS and had to be in direct association with trauma victims. The conceptual framework: T rauma Theory guided the description and interpretation of the data. Findings revealed that there exist, at present, high levels of vicarious trauma within the SAPS. The duration of service and the marital status of the individual were found to have an influence on the existence of compassion fatigue, while rank, workload, education level and gender were found to have no direct relationship to the presence of vicarious trauma. Finally , this study concludes with recommendations for future studies into vicarious trauma within the SAPS.

Abstract:
In South Africa the extraordinary high levels of violence and crime, escalating execution and killings of police officers, large number of murders, hijacking, robberies and shootings have created an unusually dangerous and stressful working environment for the members of the South African Police Services (SAPS). An overview of the literature on the nature of work in the SAPS indicates that these working conditions might have a detrimental effect on the coping resources and sense of coherence of police officers. This study aimed to explore and describe the coping resources and sense of coherence of male police officers in the SAPS. It employed a quantitative exploratory descriptive research design, making use of non-probability convenience sampling. The sample consisted of 70 male police officers who have been in the service of the SAPS for at least two years. All police officers that were included in the sample were also shift workers defined by the SAPS as police officers who work unsociable hours and who are likely to be exposed to violence, risks, danger, and traumatic situations. A further inclusion criterion was that the police officers must not be subjected to possible relocation or transfer as stipulated in Resolution 7/2002. The Coping Resources Inventory (CRI) was employed to identify the coping resources used by the participants and the Sense of Coherence Questionnaire (SOC- 29) was utilised as a measure of the participants’ sense of coherence. A biographical questionnaire collated important demographic and background information. The data was analysed by computing descriptive statistics. To examine the relationship between the sense of coherence and coping resources of the participants, a multiple correlation xv between the total score of the SOC-29 and the subscales of the CRI was conducted. Following this, a Pearson product-moment correlation coefficient was utilised to intercorrelate the total score of the SOC-29 and the individual subscales of the CRI. The results of the present study indicated the followings: The SOC-29 revealed relatively low scores for the current sample. Results on the CRI revealed low average scores for both the total and all five scales. The correlational analysis revealed a significant positive relationship between the two measures for the current sample.

Abstract:

The purpose of the study was to investigate levels of occupational stress experienced by police officers and the strategies used to cope with stress. The study findings are based on a sample of 104 police officers from six police stations within the Cape Town area. The results indicated that participants have been in the police service for an average of 7.72 years, and have worked an average of 4.8 years at their present stations. The majority of participants are between 26-30 years old (31%), male (75%), married(51%), coloured (65%), constables (45%), Afrikaans speaking (47%), and have a matric qualification (70%). The Spielberger Police Stress Survey and the Brief COPE Inventory were used as data collection tools. The findings indicated that police officers were experiencing moderate levels of stress as an outcome of inherent and organisational occupational demands. Secondly, police officers were more likely to use problem-focussed coping strategies to manage occupational stress than maladaptive strategies. The limited use of avoidance coping strategies was surprising, given the elevated prevalence of both physical and psychological disorders within the police context. The results indicated no significant association between levels of distress and avoidance coping strategies. The potential adverse outcomes of severe stress within this group affect 
society in general more than stress from most other occupational groups. Addressing persistent stress within the organisation is imperative in ensuring a well-functioning police service, and ultimately, a secure and healthy society.

Syftet med studien är att undersöka hur det emotionella arbetet upplevs, hanteras och inverkar på den psykosociala arbetsmiljön i polisarbetet under arbetstid hos två kategorier poliser i yttre tjänst. Den första kategorin är de som har mellan 0–5 års erfarenhet. Den andra kategorin har mer än fem års erfarenhet. Första frågeställningen undersöker hur respektive kategori poliser i yttre tjänst beskriver att de upplever och hanterar det emotionella arbetet i tjänsten. Den andra frågeställningen undersöker i vilken mån individuella egenskaper som surface acting, deep acting och rollspel är viktiga i ett riskfyllt yrke. Studien har utgått ifrån en kvalitativ forskningsstrategi med en abduktiv ansats. Urvalet är en blandning av subjektivt urval och snöbollsurval. Empirin inhämtades genom tio semistrukturerade telefonintervjuer. Poliserna hanterar emotioner i arbetet enligt Hochschilds (1983/2012) begrepp surface acting och deep acting. Detta genom att gå in i rollen och anpassa sina känslor utifrån situationen. Kollegialt stöd och mental förberedelse visade sig vara ett vedertaget sätt att hantera känslorna, men även humor. Generellt upplevde poliserna att deras tid i yrket har betydelse för hur de hanterar de emotionella arbetet. Slutligen visar denna studie att upplevda och möjliga konsekvenser av arbetet kan vara obalans i den emotionella dissonansen och avtrubbning.
The purpose of the study is to investigate how the emotional work is experienced, handled and affects the psychosocial work environment in police work during working hours with two categories of police officers in field service. Those between 0-5 years and more than five years of experience. The first question investigates how each category of police officers in field service describe that they experience and handle the emotional work in the service. The second question investigates in what extent are individual characteristics such as surface acting, deep acting and role-playing are important in a risky profession. The study has been based on a qualitative research strategy with an abductive approach. The sample is a mixture of subjective selection and snowball selection. The empirical data was obtained through ten semi-structured telephone interviews. The police handle emotions at work according to Hochschild's (1983/2012) concept of surface acting and deep acting. This by going into the role and adapting their feelings based on the situation. Collegial support and mental preparation proved to be an accepted way of dealing with emotions, but also humour. In general, the police felt that their time in the profession was important for how they handle the emotional work. Finally, this study shows that perceived and possible consequences of the work can be an imbalance in the emotional dissonance and blunting.

The two most significant domains in the lives of employed individuals are work and home, which can influence each other in both a negative and a positive way. However, there has been a lack of empirical research investigating the positive interaction between the work and home domains, as well as the possible antecedents and outcomes associated with it, including job resources and work engagement. The objectives of this study were to test a structural model that includes job resources, positive work-home interaction (WHI) and work engagement, and to determine the mediating role of positive WHI in the relationship between job resources and work engagement for police officers in the North West Province. A cross-sectional survey design was used. Random samples (n = 468) were taken of employees in the South African Police Service in the North West Province. The Job Demands-Resources Scale, the positive WHI scale of the Survey Work-Home Interaction - Nijmegen (SWING) and the Utrecht Work Engagement Scale (UWES) were administered. Structural equation modelling showed that people who receive sufficient job resources (including organisational support, possibilities for advancement, growth opportunities and contact with colleagues) experience positive WHI that leads to work engagement. In addition, job resources help to enhance work engagement. These results provided evidence for the partial mediating role of positive work-home interaction in the relationship between job resources and work engagement. Recommendations were made for the organisation and for future research.

This thesis explores the question, 'Who do South African police officers think they are and how does this shape police practice?' Based on eight months of ethnographic fieldwork in Cape Town and the Eastern Cape province of South Africa in 2012/13, it is an exploration of the deep-seated perceptions, stories and imaginings that South African Police Service (SAPS) officers have of themselves, their occupation and their country, in the early twenty-first century. It unpacks how officers’ individual narratives shape, and are shaped by organisational narratives and forces, and how this interplay influences police practice in an unequal and violent young democracy. The thesis suggests that a job in the SAPS is primarily just that, a job. It is a means to strive and survive in a country saturated in vulnerability and risk. Most officers join the organisation after other dreams have slipped out of reach. Once recruited they re-write their self-narratives to accommodate their new circumstances. Recruited from lineages long-oppressed, the meaning and income the job brings to their lives is usually more important to them than the work they carry out. As a result, they seek first to please their institutional overseers and ease the pressure of the job. This is achieved by enacting institutional performances that promote the idea that the SAPS is a rational, effective, evidence-based and rule-bound organisation made of up well trained officers performing common-sense crime prevention tasks, while hiding the darker side of police work. Using carefully choreographed performances, the SAPS and its officers present a strategically crafted façade behind which individual officers strive to secure their sense of self. When the façade is challenged, some resort to violence in an attempt to garner the respect they seek.

There is deep concern nationally and internationally about the increasing numbers of sexual offences against children. South Africa is one of the countries with a very high incidence of child sexual abuse. Child sexual abuse is very traumatic for most children: research reveals that the negative psychological impact of child sexual abuse persists over time and even into adulthood. Disclosure of sexual abuse is often very traumatic for the victim and the response of the investigation officer is crucial as inappropriate responses to disclosure can inhibit the child's healing process, jeopardize the subsequent legal proceedings and expose the child to secondary traumatisation. This study explores the training needs of investigating officers of the South African Police Services with regard to interviewing young victims of sexual abuse. The rationale would be that if investigating officers were adequately trained in interviewing sexually abused children the trauma will be lessened for the child victim and their families. A qualitative study was conducted. Two groups of participants were used in the study: Investigating officers working for the SA Police Service and social workers working for various non-governmental organizations. Participants were purposefully selected. Data were produced by the use of questionnaires and interviews semi-structured. The interviews were analysed thematically. The seven themes that emerged from the data analysis were: reporting of sexual abuse, investigation of sexual abuse, knowledge of sexual abuse, practical skills, attitudes of investigating officers, children with disabilities and support for investigating officers. The data from the questionnaires were also analysed quantitatively. The findings from the study indicate that investigating officers need more in-depth and extensive training on how to interview sexually abused children.

'Equal Opportunities' (EO) in this research is taken as an umbrella term to encompass all forms of training in fair treatment issues including Community and Race Relations. The literature reveals that training police officers in EO issues falls short of what is needed and yet little research has been done into how trainers and learners engage with the content of EO training. A measure of the importance attached to this area of research lies in the fact that in April 1999 this project attracted Home Office Police Research Award Scheme funding. Police training in EO was examined from the point of view of the trainers who engage in it by exploring their experience. The consistent theme and the core question "what does good EO training look like?" had the object of constructing a model of good EO training where "good" has been defined out of the trainers' own expenence. Thirty interviews were conducted using well established phenomenographic principles to explore the experience of those engaged in the design or delivery of EO training for police officers. For the subsequent qualitative analysis of the data an approach similar to grounded theory was used. The results demonstrate that good EO training has four elements expressed in terms of its objects, the act of engaging in EO training, the process, and issues surrounding the skills and attributes required of trainers engaging in its delivery. Each of the elements had a number of component themes that were also used in the construction of the model. A key finding, consistent with other studies, was that learners and trainers alike may selectively emphasise or focus on a particular part of the model, and, in doing so, will inhibit the effectiveness of both the learning and the training.

The current crime rate in the Western Cape plays a crucial role in the exposure of police officers to stressful and traumatic events. The intensity and frequency of this exposure, if not treated, could lead to police officers experiencing comorbid disorders such as post-traumatic stress disorder (PTSD). This leads to an increased need for trauma intervention strategies to be offered, to assist police officers who are exposed to trauma in the South African Police Service (SAPS). Although trauma intervention programmes are established within SAPS, a difference in perception about their effectiveness and service offering are presented. The purpose of this study was to investigate the differences in perception toward stress and trauma intervention strategies within the SAPS in the Western Cape. In order to achieve the purpose of the study, the researcher, tapped into the lived experiences of current police officers and Employee Health and Wellness (EHW) staff, employed by SAPS through semi-structured interviews. Through a comparative design, the study will add value to the current body of knowledge, as differences and similarities between two of the primary role players in the trauma debriefing process within the SAPS are explored. The research sample, recruited by means of convenience sampling, consisted of seven EHW staff members who had experience with dealing with stress and trauma-related programmes, and eight visible policing police officers who had experienced some form of trauma-related incident. The researcher made use of an in-depth interview guide as the research instrument for this study, which consisted of audio-recorded semi-structured interviews with the participants. The audio recordings were transcribed, and then analysed by means of thematic analysis. The findings showed that a difference in perception exists between police officers and EHW staff members toward the effectiveness of trauma intervention strategies offered in the SAPS. The findings also suggest that the majority of police officers do not make use of the trauma intervention programmes in the SAPS, in comparison to EHW staff reporting on good attendance by police officers at the service offerings. Similarities in perception between the two groups presented itself in the form of how trauma is defined, the different responses to trauma and coping mechanisms employed by police officers. The implications of this study include a contribution toward policy and structural amendments of the Employee Assistance Programme (EAP) framework within the SAPS, as well as a motivation for implementing a compulsory trauma counselling programme for police officers.

The September 11 terrorist attacks pointed out the lack of information sharing between law enforcement agencies as a potential threat to sound law enforcement in the United States. Therefore, many law enforcement agencies as well as the federal government have been initiating information sharing systems among law enforcement agencies to eradicate the information sharing problem. One of the systems established by Homeland Security is the North Central Texas Fusion Center (NCTFC). This study evaluates the NCTFC by utilizing user acceptance methodology. The unified theory of acceptance and the use of technology is used as a theoretical framework for this study. Within the study, user acceptance literature is examined and various models and theories are discussed. Furthermore, a brief information regarding the intelligence work done by law enforcement agencies are explained. In addition to the NCTFC, several major law enforcement information systems are introduced. The data for this study comes from the users of the NCTFC across the north central Texas region. Surveys and interviews are used to triangulate data. It is found in this study that performance expectancy and effort expectancy are important indicators of system use. Furthermore, outreach and needs assessment are important factors in establishing systems. The results of the study offer valuable input for NCTFC administrators, law enforcement officials, and future researchers.

With the enforcement of Gender Equality in Employment Act and the attention from women’s rights group, the National Police Agency(NPA) invited women’s right groups, scholars and experts to have a meeting to discuss the policy for female police officers in 2003. The meeting requested the NPA to review the policy according the gender equality. Therefore, the NPA decided to recruit more female police officers and remove the number limitation in 2010. Thus, the number of female police officers increased sharply in 2004 and 2005. However, the front line officers and the public were not prepared for the increase and the related measures were not adequate. On January 14, 2010, a female police officer of Tamsui Precinct, Cai Shiwen, shot herself. This incident makes me wonder whether this is resulted from the inadequate related measures and insufficient training. On August 15, 2010, a female police officer of Zhonghe First Precinct, Chung Yi-ting, also shot herself. This has shocked the society. The public started to notice this problem and women’s rights groups eased their pressure on the NPA, which seriously examines the police duty planning. Most female officers were in charge of paper work in the past but today we need to understand female officers’ recognition to the job and the ability to adjust themselves to field work and pressure. Also, we also need to find out what police organization can do to improve the hardware and equipment for frontline female police officers. Due to the limited manpower, time and resources, this research takes samples in New Taipei City Police Department, where the writer serves. Two senior chiefs and eight female police officers are interviewed, plus my personal observation and analysis. This qualitative research finds that although female officers recognize field work, the physical and inborn limitations make female officers difficult to serve shifts. Although the job creates pressure, most supervisors are gentle to female police officers so they rarely commit suicide due to pressure. Female police officers approve of their own performance but all agree to limit the number of female officers in one police station. After all, when dealing with violence crimes, female officers are often threatened and intimidated by male criminals, who physically outweigh female officers. Female police officers get along with male officers but contempt and unfriendliness of male officers may cause stress. Because the spatial planning of the police station, equipment and training do not meet the need of female police officers, most female police officers hope to transfer to desk work. Therefore, the following are suggested: 1、 plan reasonable shift hours 2、 train female supervisors 3、 continue to promote gender equality education to reduce occupational gender segregation 4、 provide family support programs 5、 remain to have gender restrictions and add aptitude test and physical fitness test in police recruit 6、 limit the number of female police officers in one police station 7、 improve the consultant system to encourage officers so officers can really make good use of it 8、 continue to renovate offices to provide better working environment 9、 improve the existing equipment to enhance the safety of officers in duty 10、 enhance reality simulation training, and group training has better result I think it is important to plan female police officers’ duty and assist them to adjust themselves to field work, and at the same time, assure the public that female officer are also capable to protect their life and property.

Education and training is a crucial part of the development of organizational manpower resources. It is likewise for police education. Assessment of educational needs is the key to success of educational implementation. Using data derived from surveys conducted with trainees of the 2008 police in-service training program, this study examined the expectations and needs of those trainees. It aimed to provide implications to improve the quality of educational training and enhance officers’ willingness to participate in this training program. This study adopted a survey format. Results of pre- and formal tests were analyzed with SPSS version 12 (a statistical software package). In the aspect of program planning, the following suggestions are proposed: (1) re-arrangement of training program; (2) intensification of selection of instructors and enhancement of instructional paradigm and materials; (3) provision of support from supervisors and colleagues; (4) consideration of officers’ financial needs; (5) consideration of completion of this in-service training as a possible factor for career advancement and promotion. In the respect of training needs for trainees, enhancement of professional knowledge and skills was found to be the most important. Recovery data using descriptive statistics , chi-square test , t test, multiple regression , canonical correlation and Scheffé post hoc comparison test conducted statistical methods such as handling. Found that different personal background variables in leisure , recreation and leisure benefits involved significant difference factors such as: 1. Field studies have shown that police officers feel the leisure involvement and leisure benefits showed a highly degree of reaction . Leisure involvement was found in the " Years of Service "," religion "and "units do not " have a significant difference . Found in the benefits of leisure , " religion "and "units do not " have a significant difference. 2. Involvement in leisure and leisure benefits of correlation analysis found that leisure involvement and leisure benefits were positively related to leisure involvement and leisure benefits of experience can predict . Police officers are subject to stressors from traumatic incidents, day to day policing duties as well as organizational sources. This quantitative study examined 195 serving police officers in the Vancouver Police Department to determine what if any relationship existed between any prevalence of traumatic symptoms and their years of experience as police officers. Trauma symptoms were measured through the use of the Trauma Symptom Inventory, which was administered to a randomly selected sample. The sample was divided into seven groups based on years of completed service; recruits, 0<2 years, 2<5 years, 5<10 years, 10<15 years, 15<20 years and 20+ years. While the recruit group showed a spike on the validity scale of Response Level and there were spikes in Anger/Irritability and Depression among the 2<5 years and 20+ groups respectively, most of the significant scores were among the group 10<15 years. This group showed significantly elevated scores in Atypical Responses, Anxious Arousal, Anger/Irritability, Depression, Intrusive Experience, Defensive Avoidance and Impaired Self Reference. In terms of support the respondents indicated through a demographic questionnaire that Family Support was the one most frequently endorsed at the high level, followed by Social Support and then by Peer Support. There was also low levels of endorsement of the Critical Item on the TSI that had to do with hurting others and problems due to alcohol consumption and sexual behaviour. Empirical support and personal experiences of the researcher are provided as explanations for the trends. The number of females in the latter groups was limited due to the demographics of the population. Several recommendations are made for future research as well as recommendations to the Vancouver Police Department to address the findings with their sworn members.

In the study of Training and Selection of Police Officers: Toward a Community Police Model the researcher relied on data gathered using questionnaires distributed in a broad geographical range and among a diverse but relevant respondent population. Samples were obtained from police officers, and candidate officers in training and citizens from the southeastern and northeastern sections of the United States. Overall accuracy of survey documents is believed to be high. Survey documents were tested using a Chronbach's alpha test for validity and were constructed around a Likert type scale for responses. Analysis of data was accomplished using a one way analysis of variance (ANOVA) Tukey post hoc test with a .05 level of significance. Outcomes suggested a relationship between more conservative belief patterns among police officers and their post secondary education levels. Additional possibilities were noted in the overall training systems related to the police respondents as in alignment with current needs for traditional policing but, not necessarily adequate for community policing needs. These views also proceeded along educational lines. In addition, outcomes of researched based secondary education models constructed during the research, and even European models for police selection and training may offer some solutions for police in the United States. Other valuable points found during the study were indicators that careful personnel selection and college education when found in predominance among members, seemed to positively alter the general working environment of one police agency involved in the study.

For face to face contact with the process of understanding and control, affect the public perception of service quality.In this research,according to the perspectives of police officers service encounters,through the public and their experience of interactive codes, enhance the public satisfaction with the police officers. Study aimed to survey the public and police officers interactive codes of service eccounters in their role of symbol,and probe into the different levels between the public and police officers interactive codes of service eccounters, furthermore comprehend the relationship between public satisfaction and police officers interactive codes of service eccounters. The first stage of critical incident techique , 70 police personnel from the recovery of the questionnaire were satisfied with 66 events, with 60 not satisfied with the events.Through the analysis classified includeing interactive codes of service eccounters of the body language, self-disclosure and behavior characteristics.Then by the second phase of validation study, using convenience sampling, issued 250 questionnaires and collected 248 questionnaires, 236 valid samples. By descriptive statistics, independent test, ANOVA, regression analysis and verified by two-way ANOVA analysis to explore the relationship between public satisfaction and police officers interactive codes of service eccounters. Research results, in the critical incident techique cases show that police officers feel the people are the most satisfied with the police’s treatment response.It is obviously that people confirm the police officers treatment response ability of endangered public security.Police officers feel the people are the most unsatisfied with the congnitive differences of exchange messages,and account for the overwhelming majority.Therefore, to protect the legal and ban the illegal, police officers will apply law and unlawful message across service encounters people. People distrust the police because of the congnitive differences .Therefore, the public awareness and law-abiding is the concept of the underlying factors differ. Police service and sincere response to contact with the body language of the higher performance, care had more positive interactions, people will have better contact with the police service satisfaction;Service access to expose the higher self-disclosure in confidence, more positive relationship with the public,the more people have better satisfaction;Service contact to the better qualities of convenience services, expertise being more substantial, the public will be better satisfied.But it is also show that the level of police officers interactive codes of service eccounters did not affect satisfaction interactive source for significant differences in the change.

The primary objective of this study is to explore, investigate, and analyze the work and conditions of the base-rank police officers as they have long been tangled with miscellaneous and trivial works and whose duties are full of uncertainty. In view of the police works that were service-oriented over these years, the variety of work items has increased enormously, and which at the same time made the police officers abovementioned overburdened in both characters and emotions. More importantly, they have to deal with non-police work aside from their own, and that is also why the base-rank police officers do not have distinctive satisfaction in executing their job. All of the above issues are worthy of our investigation. This study hopes to investigate the correlations in between personality traits, emotional burden, and job satisfaction of the base-rank police officers. And to achieve the purpose mentioned above, the study used random sampling method and chose only the base-rank police officers as samples. There were a total of 320 copies of surveys being sent out and a total of 316 valid copies retrieved. The study has adopted descriptive statistical analysis, reliability (validity) analysis, independent sample t-test, one-way ANOVA, and regression analysis to conduct and analyze the statistic results. And the findings are as follows. As indicated from the analyzed results of this study, it is found that the personality traits of base-rank police officers working in Changhua County Police Department have shown distinctive differences in different gender, age, number of children, seniority, marital status, academic background, official rank, and work nature. As for emotional burden, the distinctive differences shown in cases of different gender, marital status, age, seniority, highest academic background, official ranking, and work nature. For job satisfaction, distinctive differences shown in terms of diverse seniority, academic background, official ranking, and work nature. Therefore, the study showed that the personality traits of the base-rank police officers can bring about rather positive influences on their job satisfaction, while official rank and emotional burden can impose significant negative impact on job satisfaction. In a whole, the personality traits and emotional burden of the base-rank police officers can impose great influence on their satisfaction towards job.

A study was conducted to describe and interpret the personal strategies that South African Police Service officers in the Vhembe District, Limpopo Province, use in their line of work. These are strategies to deal with the impact of the primary victims’ critical incidents of rape, domestic violence, murder and road accidents. The focus was on describing the impact of the critical incidents that the officers are exposed to, which manifest in a form of traumatic stress, namely, vicarious traumatisation, and management of this impact. Twenty participants were selected through purposive and theoretical sampling techniques from the family violence, child protection and sexual offences, domestic violence, field training, detective and social crime prevention units. Unstructured open-ended interviews, diaries and follow-up telephone interviews were used as data collection methods and data were collected in the participants’ home languages, Tshivenda and Xitsonga. Data gathered necessitated looking into both the aspects of the officers’ organisational and operational work. Data were thus analysed through the content thematic and constant comparative data analysis methods. The results first presented a profile of police vicarious traumatisation in the Vhembe District, which include the types of critical incidents exposed to, the organisational and operational stressors that lead to vicarious traumatisation, and the description of vicarious traumatisation symptoms. Second, a theoretical framework of the process of police critical incidents impact management (PCIIM) was developed. The framework shows that the management of the impact of the encountered incidents is inspired by various coping needs and subcultures of the officers, and the management takes place through the use of two styles of trauma management, namely, the linear and multilateral styles, which refer to application of coping strategies successively and the combination of horizontal and vertical application of coping strategies, respectively. The coping strategies used by the officers help them to have an objective understanding of the critical incidents encountered, have less severe symptoms of vicarious traumatisation, some symptoms last for shorter periods than before, and other symptoms are no longer experienced. Resilience to the encountered incidents is shown through the development of coping strategies to handle the incidents, facing them, and showing cognitive hardiness. The officers also manage to reflect on the experiences encountered, engage in narratives about them and mutual help thus still working towards attaining posttraumatic growth.

The development of cyber technology brings mankind tremendous convenience. Internet is open to everyone; however, someone may take advantage of its widespread and clandestine characteristics to engage in illegal activities. That is totally different from traditional crime. Besides literature review, this study also adopted qualitative interview. The main purpose of this study is to inquire into the capacity of criminal police required in the field of cybercrime investigation; moreover, it also examined whether the formative and in-service education are enough to criminal police. This study found that at present the main types of cybercrime are as followed: offenses against reputation, on-line compensated dating, sex offenses, and copyright infringement. For most police officers, it is not easy to investigate cybercrime; however, they may do it better if they cooperate with high-tech companies. Criminal police should have domain knowledge of cybercrime. Furthermore, the government should train “seed instructors” and send them throughout police departments to enhance the profession of each police officer in cybercrime investigation. Additionally, the government should also compose sufficient budget to purchase and renovate equipment of cybercrime investigation. This study points out the problems existed in criminal police formative and in-service education. Cybercrime investigation is very important; nevertheless, the current law cannot be fully compatible with the cybercrime investigation. In addition, Central Police University and Taiwan Police College should revise the information technology courses to reconstruct all students and trainees the fundamental concept of cybercrime. Moreover, it is necessary to legislate for cybercrime investigation, such as that internet service providers have the responsibility to assist police officers to investigate cybercrime. By means of moderate expansion of powers in investigation and detection, police officers have the confidence in resolving the worsening problem of cybercrime.

Abstract:
This study examined how decision-making training related to the Drug Evaluation and Classification (DEC) Program was transferred to law enforcement officers, referred to as drug recognition experts (DRE), for use in identifying and assessing impaired drivers. Specifically, this study explored how particular factors observed as part of the DEC Program’s decision-making process influence the DRE’s prediction of a drug category that was impairing a suspected impaired driver in the enforcement environment. Quantitative and qualitative methods were utilized to better understand the complexity of the DRE’s decision-making. Factors observed from 199 drug influence evaluations (DIE) were used as a basis for the quantitative analysis. In addition, feedback gleaned from the interviews conducted with six DREs was analyzed to identify themes that described the perceptive influence of those same factors on the DRE’s prediction of a drug category. The DREs classified 88.4% of the DIEs correctly when compared to the toxicology results according to the criteria set-forth in the DEC Program’s Administrator’s Guide. The accuracy rates at the drug category level were 82.9% for Depressants and Cannabis, 80.9% for Stimulants, 96.5% for Dissociative Anesthetics, and 81.9% for Narcotic Analgesics. The results of the study showed that the DREs employed their DEC Program training appropriately, but reportedly used a subset of factors as a basis for their predictions. The quantitative analysis indicated that the factors the DRE expected to observe when a particular drug category was present in the toxicology results were documented as present on the DIE report by the DRE. In contrast, only a subset of those factors was unique to that drug category. The qualitative feedback from the DREs indicated that they rely on a subgroup of factors, such as those related to the eyes, as the main basis for their decision-making. The DREs also emphasized their consideration of the totality of evidence as major driver in their decision-making. The DEC Program provided an interesting opportunity to explore the transfer of decision-making training. Based on the results of this study, the DEC Program can improve the transfer of training by targeting DRE’s motivation to transfer training into practice, the transfer design, and the climate in which the DRE transfers their learning into performance.

This thesis examines professional supervision practice under new public management from the perspectives of probation officers and service managers in the Community Probation Service. In particular, the research explores the participants’ philosophy of professional supervision, their recent supervision experiences, and their aspirations and expectations with regard to professional supervision. In order to provide a background for an informed analysis and discussion of the research findings, the thesis discusses the key themes in the social service supervision and new public management literature. It also examines the Community Probation Service’s context and the history of new public management and professional supervision in this organisation. The thesis is a qualitative study that is informed by social work practice theory and utilises the phenomenological and hermeneutic approaches. The research findings show that amongst the participants there was: (a) an unclear philosophy of supervision; (b) minimal recent experience of supervision and little ownership or support for the agency supervision project; (c) a belief that the context increased their need for supervision, but at the same time reduced their ability to receive or participate in it; (d) an expectation that professional supervision would assist them to work more effectively with clients and staff; (e) an expectation of good committed supervisors who would support and help them develop; and (f) an expectation that the agency would support professional supervision through resourcing, guidelines, accredited supervisors and the establishment of a learning culture. The major implications of these findings are that: (1) there is a need for staff to be socialised into professional social service supervision; (2) that the professional supervision programme within the Community Probation Service, as currently implemented, is unlikely to be successful; and (3) that professional social service supervision needs to be focused upon persons and their environments, rather than upon the agency.

A First Responding Officer plays a significant role at the crime scene. Failure to handle the crime scene in accordance with official directives such as the South African Police Service National Instruction 1 of 2015 and National Crime Combatting Forum Instruction 10 of 2015, which are regarded as guiding tools for the successful administration of a crime scene, may jeopardize a case. The crime scene is also regarded as the primary source of information that can assist the investigation. When the crime scene is handled in accordance with the SAPS official directives, the suspects can be more readily identified. Continuously reflected through all communities and basic-level policemen, the police force in local governments encounters heavy workloads, manpower shortages and recruiting problems, which will affect police duties. Therefore, on November 20, 2004, the former Minister of the Interior Su Chia-chan convened a meeting to resolve to new methods when recruiting law enforcement and to develop a new category “administrative police” in the Civil Service Special Police Examination (Grade 4) during the same year, in order to respond to the public expectations to improve public security. Unlike a regular job, police work is a 24-hour and very demanding job. All-night duties, irregular working schedules and the lack of a family life are common occurrences. These kinds of work conditions may not correspond with the original perception of a career in the police force. All of the above have an affect on the devotion, job satisfaction and motivation of police officers to stay on. However, the quality of the police force is closely related to the daily life of citizens and the trust towards the government. This fast-acting recruiting method decided by the Ministry of the Interior was indeed more time-efficient than a formal training at the police academy. Meanwhile, the education background of recruits is also enhanced. Nevertheless, the key of success is determined by whether these recruits have the abilities to accomplish their duties as well as the willingness of devotion, and by the public perception of improved security. This study not only researches the correlation between the background of recruits and job satisfaction, but also investigates the influences between the job satisfaction and organizational commitment. In order to understand whether the performance matches the original expectation, interviews were conducted in this study. This study noticed that marriage condition, former work experiences, and cram school attendance prior to the exam affect the job satisfaction; on the other hand, gender, age, education, school major and being a member in a police family do not. Furthermore, marriage condition, former work experiences and being a member in a police family have an affect on the organizational commitment; however, gender, age, education, school major and cram school attendance do not. To discover the correlation between “job satisfaction” and “organizational commitment” with an overall point of view, “job satisfaction” and “organizational commitment” showed a high positive correlation in the study of people who succeed at the 2004 Civil Service Special Police Examination. During the spot interviews, some superintendents gave more negative evaluations to those who passed the exam than the ones who graduated from the police academy. The primary problem is that after only 10-month training graduates were designated to work at police substations which normally are the busiest. They were exposed to tremendous challenges in both mentality as well as work. Without guidance or assistance from experienced colleagues, these people may regard resignation as the only option in the unfamiliar working environment.

Private security forms part of a key strategy component in South Africa in terms of the alignment of the safety and security sector. Both private and public sector businesses in South Africa depend on private security systems to safeguard their assets. Although the growth in the private security sector has not provided for outstanding qualities and high levels of qualification criteria for employment in the sector, this quiet transformation of South Africa’s every day security landscape has potentially wide-ranging concerns. It raises important questions about the accountability and responsibility of security companies in providing their clients with disciplined security officers. There are reasons for concerns at Eskom because of the disciplinary problems experienced by security officers. These disciplinary problems create an environment of instability and uncertainty, which impacts on the core purpose of Eskom which is to provide sustainable electricity solutions to grow the economy and improve the quality of life of people in South Africa. Accordingly, the main purpose for the deployment of security officers to Eskom centres is to create a safer environment for Eskom and to safeguard its assets. Currently, disciplinary problems in the workplace constitute one of the most basic problems facing employers in both the public and private sectors. Therefore, developing and maintaining a disciplined security workforce is a priority that should be on the agenda of all private security companies. The objectives of this research included the following:  Examine which factors contribute to disciplinary problems;  Determine what the causes of these factors are that contribute to disciplinary problems; and  Identify what solutions can be used to address the factors contributing to disciplinary problems. A qualitative research approach was used in this study, in that verbal non-numerical data was collected from people in their natural environments who experience xiv everyday situations in the workplace in order to gain a more complete understanding of the problem area. The main method of data collection was by means of face-to-face interviews between the researcher and the interviewees which took place according to a standardised interview schedule. Thirty (30) respondents drawn by means of probability and non-probability sampling processes and were individually interviewed by the interviewer. Accordingly, this study has examined issues as to why security officers do not reliably uphold the discipline that is required of them in the provision of security services at the Eskom centres. The problem of poor discipline at Eskom centres compromises security, which impacts negatively on profitability when a site experiences losses and theft because security officers do not adhere to Eskom’s security requirements while they are deployed at Eskom centres. It is important for any institution to first examine and identify the disciplinary problems experienced by its employees before those problems can be addressed successfully. Accordingly, the nature and extent of disciplinary problems by security officers were examined within this study to assess the effectiveness of security management practices within the private security companies supplying a security service to Eskom. This study, therefore, examined disciplinary problems at Eskom centres (on the north coast of KwaZulu-Natal) to identify the specific problems which the security officers have been experiencing and to indicate how effective their company management systems were in dealing with those problems. The study also assisted with formulating adequate recommendations with regard to managing the disciplinary problems at Eskom centres.

Abstract:
In this study the researcher’s focus was on the analysis of human rights training in SAPS, a case study in Gauteng. The whole study is covered by over seven chapters. In chapter one, the introduction to human rights is discussed and the reason that motivated the researcher to pursue the study under the topic. Most importantly the aim and objectives of the study are outlined. Chapter two main focuses is on the regulatory frameworks of human rights training and programmes. In chapter three the attention is on the international best practice for police training in human rights, as any police training is benched marked internationally. Chapter four the researcher explains the research methodology used in this study, as it is important for the reader to have an understanding. Chapter five discusses the data that is collected and the analysis thereof by using nine themes to analyze data. In chapter six the discussion is based on the finding of data analysis from chapter five. Finally the researcher in chapter seven gives the summary of the study, the recommendations and conclusion on how to improve the training of human rights in the SAPS.
