Abstract:
Since the late 1980s, Dr. Bryan Found, the Chief Forensic Scientist at the Office of the Chief Forensic Scientist, Victoria Police Forensic Services Department in Australia, has accomplished more than any other researcher in the world to develop the science of handwriting identification. He has been an unrelenting advocate for not permitting biasing or context irrelevant information to enter into forensic handwriting examinations. Since the late 1980s, Dr. Found has been invited to over 20 countries to present workshops on the science of handwriting individualization and on human factors. Most recently he was invited to be a speaker for a plenary session at the International Symposium on Forensic Science Error Management sponsored by the National Institute of Standards and Technology (NIST) in July 2015. He, along with his colleagues, have published over 40 peer- reviewed forensic scientific journal articles (including the Journal of Forensic Document Examination (JFDE)), 44 conference abstracts, and three invited book and encyclopaedia chapters. Dr. Found is currently the Chief Forensic Scientist for one of the world’s largest multi-disciplinary laboratories where he continues to see that laboratory develops and maintains the highest standards for forensic laboratories. These standards include educating practitioners, staff members, investigators, and attorneys about cognitive factors that include the potential impact of exposing practitioners to domain irrelevant context information. JFDE Editor interviewed Dr. Found to learn the importance of understanding how cognitive factors come into play in handwriting examinations and what procedures forensic handwriting examiners can consider to reduce the potential for bias and human errors. Abstract:
Purpose Alcohol-related disorder in Australia’s night-time economy has precipitated an expanding regulatory and legislative framework. A key feature is the growth of police-imposed discretionary justice, one example of which are Victoria’s banning provisions. Banning notices are imposed on-the-spot, may be issued pre-emptively, but permit no right of independent appeal. However, there has been little analysis of the enactment, implementation or use of police-imposed banning provisions. The paper aims to discuss these issues. Design/methodology/approach This paper draws upon a detailed examination of the record of parliamentary debate of the banning notice legislation to document how the provisions, and their embedded procedural vulnerabilities, were legitimised. In addition, an analysis of Victoria Police data informs consideration of the ongoing scrutiny of the police power to ban. Findings The absolute discretion afforded to police officers, and a lack of effective oversight, has created the potential for the disproportionate and discriminatory implementation of Victoria’s banning notice powers. The findings highlight procedural vulnerabilities within the provisions, and concern regarding the particular risk of banning notices for vulnerable recipients. Research limitations/implications The nature of Victoria’s banning provisions created the circumstances for their inequitable imposition, but public scrutiny of their use and effect is limited. Omissions and deficiencies in the published data restricts meaningful analysis of how banning works in practice. Originality/value The research underpinning this paper was the first detailed examination of the implementation and ongoing scrutiny of Victoria’s banning notice provisions. The findings presented in this paper highlight key procedural vulnerabilities resulting from the passage of the legislation and the absence of effective oversight.

Abstract:
Recent ethnographic research (Macpherson, 1984) into the realities of three regional directorships in Victoria in the early 1980s stimulated this examination of the influence that politicians and leading educational administrators have had on regionalization policy in earlier decades. Data from that study consistently indicated that politico-historical forces explained much of what later emerged as ‘policy’. This paper begins with the bureaucratic and political machinations of the late 1950s and 1960s, concerned with regionalism, before relating the establishment and development of regional administration to wider Australian contexts and to assumptions and practices in the Education Department during that period. The descriptive treatment serves to emphasize the status of Victoria's regionalization policy in education between 1955 and 1979 as a political artefact that was largely and reluctantly negotiated among centrally located bureaucrats and politicians.

Food insecurity affects health and wellbeing. Little is known about the relationship between food insecurity across income levels. This study aims to investigate the prevalence and frequency of food insecurity in low-to-middle-income Victorian households over time and identify factors associated with food insecurity in these households. Prevalence and frequency of food insecurity was analysed across household income levels using data from the cross-sectional 2006–09 Victorian Population Health Surveys (VPHS). Respondents were categorised as food insecure, if in the last 12 months they had run out of food and were unable to afford to buy more. Multivariable logistic regression was used to describe factors associated with food insecurity in low-to-middle-income households (A$40000–$80000 in 2008). Between 4.9 and 5.5% for total survey populations and 3.9–4.8% in low-to-middle-income respondents were food insecure. Food insecurity was associated with limited help from friends, home ownership status, inability to raise money in an emergency and cost of some foods. Food insecurity exists in households beyond those on a very low income. Understanding the extent and implications of household food insecurity across all income groups in Australia will inform effective and appropriate public health responses.

Objective: Discussions of capacity to consent in mental health care usually revolve around capacity to consent to treatment. This paper instead explores the issue of capacity to consent to sexual activity in a mental health inpatient setting as a way of exploring capacity from a different perspective. This is not a purely theoretical exercise, with both consensual sexual activity and sexual assault commonplace in mental health inpatient units, current policy and practice approaches are clearly not working and require re-examination. Methods: Four key frameworks are explored: human rights law, mental health law, the criminal law and the law of tort governing the duty of care. These frameworks are explored by highlighting relevant case law and statutes and considering their potential application in practice. This is undertaken using the state of Victoria, Australia, as a case study. Results: The four frameworks are shown to be consistent with each other but inconsistent with contemporary policy. All four legal frameworks explored require clinicians to take a case-by-case assessment to ensure that a person’s right to make their own decisions is preserved ‘ unless the contrary is demonstrably justified’ or where it is ‘ legally demanded’. While Victorian inpatient units attempt to enforce a blanket ban on consensual sexual activity in inpatient settings, this ban may be without legal basis and may be in breach of both human rights and mental health law. Conclusion: In policing the lawful bodily interactions of their patients and pushing sexual activity out of sight, clinicians may be breaching their duty of care to provide sexual health support and risk creating an environment in which the therapeutic relationship will be sacrificed to the enforcement of institutional policy. Clinicians and policymakers must understand the relevant legal frameworks to ensure that they are acting ethically and lawfully.

Climate change (CC) is widely accepted as the major threat of our time, posing unprecedented challenges to humanity. Yet very little is known regarding the ways in which upper-secondary curricula address the need to educate about this crisis. This study contributes to the field of CC education theoretically and empirically. From the theoretical perspective, the study contributes two CC conceptualisation frameworks: a characterisation of the nature of CC, and a mapping of the scope of CC content knowledge. The empirical contribution consists of examining CC education implementation within upper-secondary curriculum in the state of Victoria, Australia. Specifically we examined the CC conceptualisation and the scope of content present in the Victorian Certificate of Education (VCE) study designs. A total of 10 out of 94 study designs qualified for examination through referencing CC. The findings suggest that none of the study designs present a complete conceptualisation of the nature of CC. Common conceptualisations within the study designs perceive CC as a cause or an outcome, a problem of management, or of technological efficiency. CC content within the study designs is limited, and presents misconceptions, including the assumption that CC is a natural change caused by astronomical and solar systems. A cross-curriculum integration approach within the study designs is found to be ineffective. We conclude that CC presents a paradigm shift which brings about the new discipline of CC. There is a need for curricula reforms to address and incorporate CC as a coherent body of knowledge.

As we near the end of the first decade of the 21st century, the popularity of partnerships, as a clear signal of current policy fashion, and pre-eminent form of governance, shows few signs of waning. It is, therefore, timely to examine the policy and governance foundations that underpin partnerships, to demonstrate why partnerships have conceptual appeal in addressing contemporary governance challenges, how they work, and whether they represent a fundamentally different governance model in practice. Partnerships as a local manifestation of network governance are examined, and Primary Care Partnerships, established in Victoria in 2001, are used as an exemplar of one particular form of partnership. This paper asks questions about whether these partnerships display attributes of network governance, in relation to whether they deliver benefits such as strong interorganisational relationships, and whether policy is coproduced. Applying theories of governance and social network analytic concepts and tools to an examination of partnerships shows that centrally mandated and funded partnerships are hybrid forms, blending hierarchy, market and network governance elements. It also demonstrates that they do have network characteristics in terms of relationships and policy making.

Tourism has been a major driver of economic and social development in Queensland since the end of World War II. In 2011, tourism's direct contribution to the economy was estimated to be $7.8 billion, and it generated direct employment of an estimated 118,000 full-time equivalent jobs (Queensland Tourism 2011). The multiplier effects of tourism account for another $9.2 billion, making it the most important component of the state's service sector. These figures suggest that the approach adopted by the Labor government over the last two decades to manage and develop Queensland tourism has generally been positive. However, a closer examination of recent trends and criticisms reveals that visitor demand has flat-lined: the industry is struggling under the weight of global and local pressures, investment has slowed, and there are issues of stagnating demand, competitiveness, service quality, industry capacity and innovation. Moreover, Queensland is losing international market share compared with New South Wales and Victoria (Tourism Research Australia 2011). Given that governments have a key role to play in creating and maintaining policy conditions that contribute to both a healthy economy and social well-being, what have been the Queensland Labor government's contributions to tourism, and what are the key challenges into the future?

Since 1990, negotiated settlements have become the preferred means for settling civil wars. Historically, however, these types of settlements have proven largely ineffective: civil wars ended by negotiated settlement are more likely to recur than those ending in victory by one side or the other. A theoretical and statistical analysis of how civil wars end reveals that the type of ending influences the prospects for longer-term outcomes. An examination of all civil war endings since 1940 finds that rebel victories are more likely to secure the peace than are negotiated settlements. A statistical analysis of civil wars from 1940 to 2002 and the case of Uganda illustrate why rebel victories result in more stable outcomes. Expanding scholarly and policy analysis of civil war termination types beyond the current default of negotiated settlement to include victories provides a much larger set of cases and variables to draw upon to enhance understanding of the conditions most likely to support long-term stability, democracy, and prosperity.

This chapter discusses the significance of Abdullah Quilliam by primarily focusing on the writings through which he framed his conversion to Islam and wrote as a lens for Victorian society to revisit Islam. A classification of the types of writing undertaken and their role in the promotion of Islam within Britain and internationally in the late Victorian and Edwardian period is explored. Quilliam wrote extensively on the crisis facing Victorian Christianity and was intensely aware of the burning political issues of his time, especially those concerning British foreign policy. However, above all else, he was a Muslim of conviction, and the leader of British Muslims, and his unique status lies in his promotion of Islam in the West as a religious worldview disconnected from ethnicity or "otherness." This examination of his writings explores his vision of Islam and demonstrates that Quilliam’s concerns in his writings remain the essential themes drawn upon by young contemporary British Muslim activists and converts to the religion.

The onset of COVID-19 has altered the functioning of museums and biennials across the world. Consistent with the ‘deep dive approach’ employed in this book, the chapter takes a close look at three museums and a biennial. The museums chosen for detailed examination are ‘The Guggenheim’ (USA), the Victoria Memorial Hall (India), and the Montreal Museum of Fine Arts (Canada). The biennial chosen for detailed exploration is the ‘Kochi-Muziries Biennale’ (India). The objectives of the exercise are to understand the nature of operations carried out by these organizations and identifying the economic and managerial challenges faced by them prior to and during the difficult days of COVID-19. The chapter explores how the four organizations have coped with the pandemic. While Guggenheim opened up their premises on a minimal note and employed intense virtual media exposes, the Kochi-Muziries Biennale was constrained to postpone its biennial event. The Montreal Museum and the Victoria Memorial Hall also underwent protracted bouts of inactivity. The dive deep studies throw up a menu of management-related situations that holds vital lessons for budding museum managers. Similarly, the functioning of the four organizations also afford valuable lessons to the policy establishment regarding the effectiveness of cultural and arts policies.

This chapter highlights the political drivers of Labour’s structural reforms to English local government through an examination of the Every Child Matters Green Paper and the subsequent passage of the Children Act 2004. It is argued that the initiation of the Green Paper chaired by Paul Boateng, then Chief Secretary to the Treasury, was not a response to the Victoria Climbié Inquiry. Safeguarding and child protection policies did not receive the explicit prioritisation that Lord Laming had called for. Labour’s structural reforms were designed to address concerns relating to the delivery of a broader range of policy priorities incorporating health, education and crime and anti-social behaviour. Moreover, social services and social work were largely overlooked under the new structural arrangements with the focus being primarily on the early intervention and preventative responsibilities of universal services including schools and health service providers. The chapter also discusses the involvement of children’s sector NGOs in the development of Labour’s reforms and how opposition to structural reform was ultimately ignored.

The chapter begins with an examination of debates around consumer protection and hire purchase in the 1930s. It explains the emergence and significance of the Hire Purchase Act, 1938. It explores radical (but thwarted) Labour plans to reshape important sectors of the consumer credit market during the 1940s. The chapter then explains the influence of Keynesian theory and its role in generating new policy on economic demand management. The Conservative election victory of 1951 owed much to the party’s courtship of voters with free market rhetoric, but this government instigated hire purchase controls to improve the balance of payments and combat inflation. Labour dubbed the measures ‘a very vicious piece of class legislation’. This policy created long-standing disagreement between the Treasury and the Board of Trade (and consumer durables manufacturers) about the damage to UK manufacturing. The chapter outlines developments up until the Radcliffe Committee was tasked to examine the issue.

When President Ernesto Geisel was indirectly elected as president on March 15, 1974, the sixty-seven-year-old military man did not expect the electoral earthquake of November 1974 which produced a sweeping and unexpected opposition victory for the MDB. It explores both the ensuing political opening (abertura) and the repression unleashed by hard liners who swept hundreds of rank-and-file MDB militants, sympathizers, and mere acquaintances while subjecting them to torture, most famously in the case of journalist Vladimir Herzog. While giving the reader a powerful sense of what it meant to live under dictatorship, it also offers a bottom-up take on what it means to live through a human rights violation by carefully narrating the kidnapping and torture of Lula’s Communist brother. Eschewing sensationalism, it treats torture as a bundle of practices that are parsed, weighed, and analyzed, through an exhaustive examination through legal, secret police, and interview accounts.

Chapter 1 demonstrates the dominance of the polis in the Greek memory of the Persian War in the classical period through a detailed examination of a single monument, the Serpent Column. This dedication, the largest and most spectacular erected by the victors, became an instant source of controversy when Pausanias the regent inscribed on the monument that he had won the war as the “leader of the Greeks.” This chapter argues that the dispute over this commemoration was fueled by tensions between Pausanias’s efforts to transcend the state and the narrower, civic priorities of the individual poleis. Pausanias’s inscription was soon removed and was replaced with a list of allied states. Yates argues that the revised Serpent Column thus constituted an immediate and conscious rejection of a memory of the war that transcended the polis in favor of one that was centered on it.
