Abstract:
Background: Cannabis is among the earliest mind-altering drugs known to man and has been around for at least 4000 years. Today it is world’s most commonly used illicit drug, with more than 300 million regular users. The aim of the study is detection of tetrahydrocannabinol (THC) in urine using immunochromatographic assay- a qualitative method. Materials and method: Retrospective study was done based on the report of urine tests conducted in the Dept. of Forensic Medicine in one year from July 2022 to June 2023. Consent from the individual brought for examination by the police. Results and Conclusion: Total 118 cases were studied; all were males among which 93 were positive and 25 negative. It is a preliminary screening test for cannabis substance abuse which will help the Police for further investigation.

Abstract:
This article is about the profession of the family assistant and complexity of their work environment. In the framework of the empirical research attempts were made to answer questions regarding cooperation of family assistants with the supported families and with the employees of aid institutions, such as police officers, coordinators of family foster care, educational and judiciary professionals and social workers. They also sought to identify and depict the mutual relationships among the social groups, to define the socio-occupational position of family assistants and how they perceive their work. The empirical research carried out within the qualitative methodological framework in the Province of Opole. The research sample included 111 respondents. The applied technique was the in-dept interview, relying on three different interview questionnaires, one per each group: family assistants, assistance services, and supported families. The collected empirical material was subjected to content analysis and numerous conclusions were drawn.

Background: Proof of rape depends not only in the physical findings of the victims but also to the subjective intentions of the assailants.Objective: The purpose of the present study was to find out the medicolegal findings of rape victims in order to point out the visible loopholes of the procedure.Methodology: This was a cross sectional descriptive type of study which was done in the Dept. of Forensic Medicine, Dhaka Medical College, Dhaka, Bangladesh from January to December 2016 with maintaining ethical issues. Rape cases from 23 police stations of Dhaka Metropolitan area were sent for medicolegal examination and victims who ultimately agreed to do medicolegal examinations were examined and opinions were given regarding the issues.Results: A total number of 69 cases from 23 police stations of Dhaka Metropolitan area were studied. In this study, majority (70.0%) of the victims was within 11 to 20 years of age and 65.0% of the victims were unmarried. Almost 68.0% of the victims were examined within 7 days followed by 32.0% of the victims after 7 days to beyond one month after rape; however, 48.0% of the victims showed sign of recent hymeneal tear with bruise and abrasion followed by 52.0% showed sign of old hymeneal tear. Spermatozoa were not found in any of the specimen of high vaginal swab.Conclusion: In conclusion, teenage unmarried girl are the most common victim of rape cases.Journal of National Institute of Neurosciences Bangladesh, 2017;3(2): 106-109

Abstract:
This study aims to determine the tendency of aggressive and explosive behavior of adolescents (student delinquency actors) in the Yogyakarta area, which in this case the researchers conducted research at the Sleman Police, Class 1 Child Correctional Center (BAPAS), and the Youth Social Protection and Rehabilitation Center (BPRSR). ) Yogyakarta in Sleman. This qualitative research in collecting data using in-depth interviews / in-dept interviews, observation/observation, and documentation. The data analysis applies Miles and Huberman's theory, with the following steps: data reduction, data display, verification. The results showed that the tendency of adolescent aggressive and explosive behavior had elements of revenge and trial and error. The factors causing aggressive and explosive behavior are caused by the underdevelopment of adolescents regarding the development of social cognition, the development of moral reasoning, and the development of a lack of understanding of religion. Besides that, family attention that is not optimal and the negative influence of "gang" are also factors that greatly influence this aggressive and explosive behavior. The solutions that the researchers offer are strengthening education in the family (the power of family), strengthening religious values, developing skills and there is a follow-up on the guidance program provided from the BPRSR at home, in this case, guided by the family.

Abstract:The performance of an agency is very dependent on the data and quality of information obtained, not least in the police agency. The Criminal Investigation Unit (SatResKrim) is one of the most important units in the police force. One form of handling SatResKrim is to manage crime data. Crime data is managed because it contains information to support the investigation process. The information used in the investigation process is included in the crime data, so it is necessary to search for documents of criminal data relevant to the investigation process. Currently, data on SatResKrim unit at East Sector Police Dept. of Yogyakarta Special Region still use Microsoft Excel application, so the process of searching data is still based on text not based on knowledge, consequently if the search keyword is not in accordance with the text contained in the data, then the data is not will appear, if the data does not appear it will slightly hamper the investigation process. From these problems raised the idea to represent police crime data into the form of knowledge as an effort in providing references to the police agencies against the form of development of data processing crime-based semantic ontology. Knowledge of crime data is limited to criminal data by category of theft. Knowledge related to theft criminal data is then stored or represented in an ontology-based semantic model. In representing knowledge using language Ontology Web Language (OWL) and SPARQL as its query. Software used to build systems in this study include protégé 3.5, NetBeans and Jena API as its library. The programming language used is Java Server Page (JSP). Based on the results of research that has been done, by representing crime data into the form of semantic ontology-based knowledge and tested into the form of search-based applications, can generate semantic-based search or search that is able to understand the meaning. It is also supported by test results using recall and precision methods, each of which results in a value of more than 90%. Abstrak:Kinerja suatu instansi sangat bergantung pada data dan mutu informasi yang diperoleh, tak terkecuali pada instansi kepolisian. Satuan Reserse Kriminal (SatResKrim) merupakan salah satu unit terpenting dalam kepolisian. Salah satu bentuk penanganan SatResKrim adalah dengan mengelola data kriminalitas. Data kriminalitas dikelola karena mengandung informasi guna menunjang proses investigasi. Informasi yang digunakan dalam proses investigasi diantaranya terdapat pada data kriminalitas, sehingga diperlukan adanya pencarian terhadap dokumen data kriminalitas yang relevan dengan proses investigasi. Saat ini data yang berada pada unit SatResKrim pada Kepolisian Sektor Depok Timur Daerah Istimewa Yogyakarta masih menggunakan aplikasi Microsoft Excel, sehingga proses pencarian data masih berdasarkan teks bukan berdasarkan pengetahuan, akibatnya apabila kata kunci pencarian tidak sesuai dengan teks yang terdapat pada data, maka data tidak akan muncul, jika data tidak muncul maka akan sedikit menghambat proses investigasi. Dari permasalahan tersebut memunculkan gagasan untuk merepresentasikan data kriminalitas kepolisian kedalam bentuk pengetahuan sebagai upaya dalam memberikan referensi kepada instansi kepolisian terhadap bentuk pengembangan pengolahan data kriminalitas berbasis semantik ontologi. Pengetahuan-pengetahuan mengenai data kriminalitas dibatasi pada data kriminalitas dengan kategori pencurian. Pengetahuan-pengetahuan terkait data kriminalitas pencurian kemudian disimpan atau di representasikan dalam model semantik berbasis ontologi. Dalam merepresentasikan pengetahuan menggunakan bahasa Ontology Web Language (OWL) serta SPARQL sebagai query-nya. Software yang digunakan untuk membangun sistem dalam penelitian ini meliputi protégé 3.5 ,NetBeans serta Jena API sebagai library-nya. Bahasa pemrograman yang digunakan adalah Java Server Page (JSP). Berdasarkan hasil penelitian yang telah dilakukan, dengan merepresentasikan data kriminalitas kedalam bentuk pengetahuan berbasis semantik ontologi dan di ujikan ke dalam bentuk aplikasi berbasis pencarian, dapat menghasilkan pencarian berbasis semantik atau pencarian yang mampu memahami makna. Hal tersebut juga didukung oleh hasil uji dengan menggunakan metode recall dan precision yang masing-masing hasilnya menunjukkan nilai lebih dari 90%.

Opening ParagraphFrom the earliest years of colonial government in Kenya, cattle raiding by Africans against their neighbours, and in particular livestock thefts from European farmers, presented the administration with their most persistent policing problem in the rural areas of the colony. As the period of colonial rule in Kenya was drawing to a close, reported cases of stock theft were once again showing a sharp increase, climbing from 1578 cases in 1955 to 4243 in 1962 (Kenya Police Dept, 1955 and 1962). In a pattern by then familiar to the Kenya administration, this prompted the renewal of demands from the European settler community for more extensive and concerted government action to deal with the activities of the thieves. Settler opinion held that the continuing prevalence of stock theft had much to do with the ‘social prestige’ attached to the crime in many African communities. The unwillingness of the African public to assist in the prevention and detection of stock theft had long been interpreted as a tacit sanctioning of such theft, leading to the conclusion that, within the ‘moral economy’ of many African communities, stock theft was not thought of as a crime at all. ‘After all,’ commented the Provincial Commissioner of the Rift Valley Province in 1959, ‘stock theft is the traditional sport of the young men of many tribes, and the elders cannot be expected to act as kill-joys and stamp it out unless they themselves are liable to suffer.’ This view was applied most readily to the pastoralists of the Rift Valley and western Kenya, the Maasai and Kalenjin, who were commonly involved in crimes of this sort. The belief that stock theft was an acceptable form of accumulation within Kalenjin and Maasai society determined the nature of the legislation put forward by the colonial administration to deal with the crime. Policing and punishment were accordingly based upon the notion of collective responsibility for acts of stock theft, with wide powers to extend collective punishments to families, villages and even entire locations found to be implicated in thefts.

This research aimed to find out the effect of insider ownership. debt policy, dividen payment policy and profitability partially and simulianeusly on stock return on the manufacture companies registered in BEI in 2010-2012 The data of this research was from audited financial report and annualy financial report gained from www.idx.co.id. The sample of this research was the manufacture companies registered in BEI in 2010-2012. The analysis technicue was by double linier regression. The result of this research showed that simultaneusly, insider ownership, debt policy and dividend payment policy efectted significantly on stock return. The context material describes the reasons for the existence of the police band in the police view, while the core material of the thesis is concerned with describing what it is that police band members do, and what they do most of all is, in their own words, experience something that they call "the feel".

Abstract:
This study examines a largely unexplored aspect of Sutherland’s (1974) model of differential association: the interplay of general and crime specific definitions favorable towards crime. Do individuals learn the specific techniques of a type of crime through interactions or do social interactions produce a general disposition towards all types of criminal behavior? Little prior research has been done on the influence of these definitions. Instead studies focus on only one or another, which leaves the details of general/specific definitions unexplored. With the aid of a mixed methodology of statistical and network analysis, this study explores general/specific definitions simultaneously by focusing on relationships between egos and alters. If alters commit similar crimes, it is likely that crime specific definitions are being learned; if crimes are dissimilar then general definitions are more likely. Using police data on a known criminal network located in an urban capital, I test the relationship between the criminal behaviors of egos and alters. The study also compares the centrality of the node to the commonality of crime they commit. This provides an understanding of how key nodes in the network affect the dissemination of criminal definitions. Overall, while variations exist for criminal types, the study finds that crime specific definitions dominate the network and, therefore, have greater influence over respondents’ criminal behavior. Conversely, I found no clear pattern which indicates that high centrality nodes commit more common crimes. This may indicate that high centrality nodes are responsible for disseminating general definitions of crime while most nodes communicate crime specific definition.

Abstract:
This thesis comprises of four essays on fiscal policy and fiscal policy adjustment. The first of these essays, Chapter 2, reviews a wide range of literature about fiscal policy. This chapter also discusses the sudden stop and fiscal policy during sudden stops episodes. Chapter 3 constructs a simple dynamic deterministic model to study how the speed of adjustment to a sustainable level of debt affects economic welfare. The simulation results in Chapter 3 suggest that in order to bring the level of external debt to a sustainable level as required by foreign lenders, the small open economy will attempt to delay adjustment as long as possible. Chapter 4 uses a Structural Vector Autoregression Model to estimate government consumption multipliers for groups of countries. The empirical results suggest that: (i) The higher degree of financial openness, the larger the government consumption multiplier. (ii) The government consumption multiplier is significantly bigger in countries with higher levels of external debt. (iii) The higher the level of financial development, the smaller the government consumption multiplier. (iv) The government consumption multiplier in countries with fixed exchange rates seems to be bigger than in countries with a flexible exchange rate regime. Chapter 5 of this thesis analyses four case study countries including Greece, Latvia, Pakistan and Turkey. This chapter finds that fiscal policy choice varies across countries because there are many possible determinants for this. It will also be determined that all factors including the level of public debt, level of external debt and monetary policy, especially exchange rate regime, affects the fiscal policy choice of each country. Furthermore, Chapter 5 also points out that political economy can influence fiscal policy directly and indirectly.

This thesis is composed of three essays related to fiscal policy and public debt. The first chapter analyses quantitatively the relevance of different fiscal policy responses to a debt restructuring episode, taking into account endogenous default costs associated to the financial accelerator mechanism. The second chapter presents an empirical exercise on the effects of fiscal consolidations for Latin American countries, with the study of the impact on output and some aggregate demand components, as well as an investigation of the relative importance of revenue or expenditure-based adjustments and possible non-linearities in the economy's response. The third chapter suggests a simple political economy model to rationalize the presence of political budget cycles for external debt and tests the empirical implications of the model in a panel of developed and emerging economies.
Essa tese é composta por três ensaios relacionados aos temas de política fiscal e dívida pública. O primeiro capítulo faz uma análise quantitativa da importância dos diferentes tipos de resposta da política fiscal a um episódio de reestruturação de dívida, levando em consideração custos endógenos de default associados ao mecanismo do acelerador financeiro. O segundo capítulo apresenta um exercício empírico sobre os efeitos de ajustes fiscais em países da América Latina, estudando o impacto sobre produto e alguns componentes da demanda agregrada, bem como investigando a importância de ajustes baseados em receitas ou despesas e possíveis não-linearidades na resposta da economia. O terceiro capítulo sugere um modelo simples de economia política para racionalizar a presença de ciclos eleitorais de dívida externa, e em seguida testa implicações empíricas do modelo em um painel de economias desenvolvidas e emergentes.

The pandemic recession was fundamentally different from ordinary recessions, and thus required a different policy response. We review the empirical literature on fiscal consolidation and fiscal multipliers. Then, we assess the impact of fiscal policies on the pace of recovery and public debt sustainability. A premature or a strong fiscal consolidation might result in lower rates of economic growth and elevated public debt as a share of GDP. We critically analyze different adjustment paths across Europe and offer policy-relevant recommendations. The issue is particularly relevant for countries with a strong fiscal stimulus and moderate to high levels of public debt.

Drawing on the results of an exploratory qualitative study based on in-depth interviews involving government executives, politicians, business players, and non-government organisations (NGOs), this paper explores climate policies in Indonesia’s national development agenda, including whether a carbon tax could be one of the national priority policy goals. The results suggest that there is heterogeneity in how Indonesian key stakeholders perceive climate policies in Indonesia’s development agenda. Indonesian stakeholders are cognisant of the adverse impacts of climate change on social, economic, and environmental aspects. They also acknowledge that having clear and sound climate mitigation policies is required to achieve Indonesia’s ambitious GHG emissions reduction target. However, Indonesia’s development policy goals are focusing on economic growth, in particular boosting infrastructure investments, reducing poverty and inequality, and job expansion. This makes climate policies are compromised and has created conflicts between Indonesia’s development agenda and its commitment to deal with climate change issues. Overall, the study finds that climate policies are incompatible with Indonesia’s development agenda, therefore a carbon tax is placed at the bottom of the national policy goals.

The objective of this paper is to study the economic and social results of the post-crisis fiscal policies concerning the Balkan States that are members of the EU. The global crisis, which broke out in the US in 2008, had a deep effect on both developed and developing countries. Until today different policies have been put on the agenda in order to eliminate or alleviate the impacts of the crisis. In this context, bailout and stimulus packages were firstly implemented. Stimulus packages were replaced by austerity policies because of the increasing public debt and budget deficit after 2010. Fiscal policy focused on reducing the debts instead of supporting the economic activities. This study is based on historical and descriptive method. It examines the development of post-crisis fiscal policies in the Balkan States that are members of the EU. In this study, public expenditure, public debt, public deficit and unemployment rate are used as the main indicators. The effects of fiscal policy will be compared between countries. This study also suggests that although the crisis resulted from financial sector, burden of crisis was transferred to public sector. Moreover, in many countries, because of its increasing deficit and debt burden, public sector became depended on financial sector that was rescued before. After the crisis, fiscal policies has led to significant economic and social costs in the Balkan States that are members of the EU.

Most ash generated by waste-to-energy (WTE) facilities in the U.S. is landfilled. Studies undertaken in the late 1980’s and early 1990’s indicated no significant environmental concerns associated with ash landfilling. However, in 2001, policy-makers at the Massachusetts Department of Environmental Protection (MA DEP) became concerned that the “cumulative” impacts of landfills, including ash landfills, might pose a risk to human health. To address this concern, we performed an in-depth assessment of impacts to air quality, and theoretical risks to health, from fugitive emissions associated with an ash landfill. Nine sources of fugitive ash emissions were modeled using methods that coupled detailed information about the site operations, ash properties, and meteorological conditions on an hour-by-hour basis. The results of these assessments, combined with ambient air data collected by others, demonstrated that the impacts from fugitive emissions of the ash were no more than negligible. Accordingly, in 2006, MA DEP revised its policy, exempting ash disposal landfills from the requirement to demonstrate no significant impact, effectively granting presumptive certainty to ash landfills that employ best management practices. Detailed analyses such as described herein, combined with robust data sets, can form the basis of more efficient regulatory policies.

In the context of learning deterministic policies in continuous domains, we revisit an approach, which was first proposed in Continuous Actor Critic Learning Automaton (CACLA) and later extended in Neural Fitted Actor Critic (NFAC). This approach is based on a policy update different from that of deterministic policy gradient (DPG). Previous work has observed its excellent performance empirically, but a theoretical justification is lacking. To fill this gap, we provide a theoretical explanation to motivate this unorthodox policy update by relating it to another update and making explicit the objective function of the latter. We furthermore discuss in depth the properties of these updates to get a deeper understanding of the overall approach. In addition, we extend it and propose a new trust region algorithm, Penalized NFAC (PeNFAC). Finally, we experimentally demonstrate in several classic control problems that it surpasses the state-of-the-art algorithms to learn deterministic policies.

Global financial crisis, emerged in 2008 and deepening thoroughly in 2008, revealed deep cracks in European Union countries –especially peripheral countries. The member of peripheral countries implemented European Union monetary policy have adopted low-cost borrowing as a public income. On the one hand, the global crisis has decreased the amount of funds in the international arena and led to an increase in borrowing costs. On the other hand, those peripheral countries with austerity policies imposed by the Troika faced with the problem of debt. The global crisis, appeared in the US and in a short time affected many countries gave rise to the debt crisis in the EU. The aim of this study is to demonstrate theoretically effects of the global crisis on peripheral countries of the EU. Furthermore, it is to analyze how the EU debt crisis considered the second phase of global crisis developed in member states and what kind of measures was taken for crisis. Eurostat database from 2006 to 2015 are used. EU members met the global financial crisis with high debt have increased in public expenditure in order to mitigate the effects of crisis. In addition to this, member states are deprived from tax income because of using strict austerity policies. In conclusion, it is shown that the austerity policies imposed by EU caused to increased further public debt stock in the member states and it left peripheral members the debt impasse.

Due to their performance impact on program execution, cache replacement policies in set-associative caches have been studied in great depth. Currently, most general-purpose processors are multi-core, and among the very large corpus of research, and much to our surprise, we could not find any replacement policy that does actually take into account information relative to the sharing state of a cache way. Therefore, in this paper we propose to add, as a complement to the classical time-based related way-selection algorithms, an information relative to the sharing state and number of sharers of the ways. We propose several approaches to take this information into account, and our simulations show that LRU-based replacement policies can be slightly improved by them. Also, a much simpler policy, MRU, can be improved by our strategies, presenting up to 3.5× more IPC than baseline, and up to 82% less cache misses.

Abstract:
The growth prospects of a nation are stymied by the burden of government debt. This study has two goals: first, it tests whether public debt hinders growth; and, second, it explores whether economic policy ameliorates this effect. A large panel data of countries for 1970-2010 reveal a negative and robust effect of public debt on growth. Strong institutions, high quality domestic policies, and outward-oriented policies partly mitigate this adverse effect. An enhanced policy environment and its interaction with public debt has helped explain the improved growth performance of industrial and developing countries for the years 2001-05 compared to the years 1991-95. Viewing the actual performance of the Latin America and the Caribbean region, South America encompasses the group of countries more benefited by improvement of economic policies, while Central America and the Caribbean lag considerably. A simultaneous sharp reduction in public debt and an improvement in the policy environment induce an increase in the growth rate per capita of 1.7 percentage points for the Caribbean and 2 percentage points for South America. A more conservative scenario that considers an upgrade in quality of policies and a reduction of public debt leads to lower but still significant growth benefits for the Caribbean and South America, by 0.85 and 1.5 percentage points, respectively.

The analysis is based on a set of more than 30 semi-structured, in-depth interviews, and is complemented by official written information on the workings of each of the instruments and particular cases. The most significant conclusion that emerges is the importance of having institutions that allow the government to learn from the implementation of new policies in order to improve them over time.
