Abstract:
Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

Abstract:
In 1996 the Police Service of Western Australia embarked on a major and ongoing period of change regarding all aspects of local policing. Part of this program involved the adoption of a number of practices that included an undertaking to pay increased attention to issues such as a customer focus, problem solving, a commitment to developing and motivating personnel, a localised delivery of policing services and improved management practices. This research was conducted for the purpose of uncovering the factors that create the unique environment of the Police Service of Western Australia and exploring how these might impact upon the manner in which officers conduct their daily duties. More specifically the purpose was to determine if there existed any aspects of organizational culture or structure that have an influence on the ability and/or willingness of officers to carry out their duties according to the processes and procedures of either the problem solving or the problem-oriented policing philosophy. The research methodology was guided by the grounded theory approach. Twenty-eight interviews were conducted with constables, sergeants, inspectors and superintendents as it was considered that these ranks best represented the views of the members of the organization in terms of numbers and those most affected by day-to-day events. The data analysis revealed the existence of 13 factors that all exhibit negative aspects and collectively create a Basic Social Problem that has been termed 'Feeling Vulnerable'. Although all of these factors have been well known for many years, the current research integrates these in a new way in order to produce a model of the organization that demonstrates how they combine to create an environment that is counter-productive to the implementation of a problem-solving or problem-oriented approach to policing by members of The Police Service of Western Australia at many levels. The Basic Social Process disclosed by the current research has been termed 'Controlling By Avoidance'. It is based on four tactics used by officers to control their working environment. The employment of one or more of these tactics by officers is designed to give the impression of engaging with issues while simultaneously exerting control over events in order to prevent the occurrence of outcomes that experience tells them are likely to have undesirable personal consequences. The intention is to create an environment where they hope to be safe from the consequences of problems that will inevitably occur at some time. As well as providing an explanation for the conduct of officers under the problem solving model the analysis also provides an insight into why the organization has apparently avoided coming to grips with the implementation of the full Goldstein model of problem-oriented policing. This appears to be due to concerns on the part of senior management about the likelihood of a loss of control over subordinate ranks and the personal problems that this would generate for them. Recommendations are made about the need to adopt the Goldstein model and the steps required to successfully implement this approach are listed.

Abstract:
The objective of this research project was to gain an understanding of the inhibitors and facilitators to knowledge sharing within a policing environment. Although it did not begin with the intention of applying interverntions of any kind, in the course of the thesis it became clear that a form of action research was being employed. Initially, I presented my research proposal as a hermeneutic examination of the facilitators and inhibitors to knowledge sharing in the Western Australia Police. However, somewhere along my research journey I realised that rather than me simply collecting and analysing data from and about my colleagues, we had all become part of the process of changing, acting and reflecting. This is when my hermeneutic approach crossed paths with action research. Using this dual approach, my research explored knowledge sharing in the Western Australia Police within three separate but Integrated dimensions; historical, current and future.

Abstract:
Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

As Australia’s leading agency for funding health research (expending over $400 million in 2006), the National Health and Medical Research Council (NHMRC) has a major responsibility to improve the evidence base for health policy and practice. There is an urgent need for better evidence to guide policy and programs that improve the health of Indigenous peoples. In 2002, NHMRC endorsed a series of landmark policy changes to acknowledge its ongoing role and responsibilities in Indigenous health research—adopting a strategic Road Map for research, improving Indigenous representation across NHMRC Council and Principal Committees, and committing 5% of its annual budget to Indigenous health research. This thesis examines how these policies evolved, the extent to which they have been implemented, and their impact on agency expenditure in relation to People Support. Additionally, this thesis describes the impact of NHMRC policies in reshaping research practices among Indigenous populations.

Abstract:
This thesis divides Taiwan's impact on the Bush administration's Mainland China policy into three stages. The first period was from January 1989, when George Bush entered the White House, to June 3, when the Tiananmen Massacre took place in Beijing. The second period was from June 1989 to July 1991. The third period was from July 1991 to the end of 1992. Through examining the Bush administration's Mainland China policy, this thesis argues that Taiwan's impact on the administration's China policy evolved a tract from unimportant to important in the years between 1989 and 1992. It further argues that Taiwan has become an independent factor, whose China policy was not under the control of the United States. Sometimes it undermined American Mainland China policy.

Abstract:
The decade after 1890 is often seen to be a critical period in Western Australian history, with the inauguration of responsible government and the gold rushes complementary forces of change. The nature of change, however, was not self-determining but was shaped by government policy. Legislation, regulation and the organisation of government were adapted not only to reflect economic change but to express political aspirations. This thesis sets 1890s policy in relation to agriculture and gold mining, which emerged as Western Australia's most important industries, against the background of the preceding sixty years. Settlement at the Swan River had been premised on an assessment that land in the vicinity was suitable for close agricultural settlement. Although this assessment had been flawed, colonial land policies continued to enshrine agrarian ideals. The equation of cultivation with civilisation militated against the encouragement of alternative land uses, and economic development fell short of official and popular aspirations. As Commissioner of Crown Lands in the seven years before the proclamation of responsible government, John Forrest was responsible for a reaffirmation of the colonising faith. Success in the 1890 election derived from his advocacy of loans-funded development policies and vision of an agricultural future, and gave him a clear mandate to increase the level of government intervention in the economy. Forrest remained Premier and Treasurer until Federation in 1901. The gold industry dominated economic affairs during the 1890s, but the thesis contends that government development priorities remained fundamentally unchanged. Agricultural interests remained paramount, and were promoted by aggressive land settlement legislation and escalating state aid. By contrast, mining experienced autonomous growth with government adopting a facilitative role. Forrest's proactive agricultural policy and reactive mining policy were major determinants of the economic order in Western Australia in the early twentieth century.

Abstract:
Since the latter half of the twentieth century patterns of economic flows and the deployment of systems of production have encouraged greater political and social integration between nation states. This phenomenon, called globalisation, has reinvigorated debate about the nation state as a mode of organisation, and created the conditions for an ongoing natural experiment concerning state adjustment. This experiment, while on a global scale, has led to different responses from national governments, as each grappled with how best to accommodate both domestic and international interests. One neglected aspect of analysis in these processes is the role played by national bureaucracy in state adjustment as a means to move with globalising pressures or to resist their impact. This thesis presents a qualitative analysis of the interaction of one globalising process, foreign direct investment (FDI), and the workings of the nation state, as a means of assessing the way in which the national government has used regulatory processes and its bureaucracy to control FDI. An extended historical case study is used to examine changes in policy, regulation and the organisation of the national bureaucracy concerned with FDI in Australia. The period examined is from 1968 to 2004 enabling comparisons to be made across the experience of seven successive national governments (those led by prime ministers Gorton, McMahon, Whitlam, Fraser, Hawke, Keating and Howard) in the way they managed the domestic and international circumstances that impacted on FDI. This thesis makes a contribution to the literature on the interaction of globalising processes, the nation state and the role played by national public bureaucracies where national and transnational interests intersect. In particular, this thesis identifies the national bureaucracy as a key agent for government in enabling and domesticating the processes of globalisation. This finding demonstrates that national bureaucracy is significant as both a facilitator and the inhibitor of processes of globalisation, and therefore is a key factor in understanding the issues of state adjustment in studies of globalisation.

Abstract:
Healthy eating is a topic most people would consider they have an understanding of, yet it is an area which is not often addressed from a critical perspective. Healthy eating is freely discussed in society. It is a dominant discourse used commercially and frequently appears in educational 'texts', however the discourses surrounding healthy eating for children are not well analysed and are most often controlled by the media and often not challenged. A critical perspective to children's eating is adopted for this portfolio and multiple perspectives bought to bare regarding the globalisation of food cultures, and governance and policy influences on healthy eating for children. Healthy eating for children is presented and problematised as a concept while family changes in eating patterns and curriculum influences are interpreted and challenged through the development of a case study investigation of an educational intervention. Findings of the intervention indicate that families are struggling with the notion of healthy eating through a range of parental pressures whereas and any additional assistance regarding healthy eating for children is well received by parents and accepted by children.

Abstract:
Michael Fullan (1991) commented that little was known about how students viewed educational change, as no one had thought to ask them. By 2004 there was a small but growing literature seeking the views of students on a range of issues associated with schooling. This thesis presents the findings and analysis of a study of students’ perceptions of educational change. Much educational change involves shifts in power and responsibilities between the different actors, such as governments, school administrators, teachers, parents, the community and students. Despite widespread interest in educational change it is usually the macro-level policy elite who exert the most influence, using their power, privilege and status in order to propagate particular versions of schooling; students continue to be the ‘objects’ of policy initiatives, submerged in what Freire referred to as a ‘culture of silence’. Students are frequently excluded as participants in both the process and decision making phases of change. This research was based on exploring the exclusion of students from the processes of change in schools, resulting from a top-down policy initiative by the State department of education in WA, the Local Area Education Planning (LAEP) Framework. How policy is defined and acted on is explored, and the roles students could have, but often do not, are highlighted. An eclectic hybrid conceptual framework drawing on both critical theory and a postmodern policy cycle approach was used to analyse the LAEP Framework policy processes and students’ perceptions of the changes that ensued. The research comprised in-depth case studies of three schools undergoing substantial educational restructuring as the result of the macro-level LAEP Framework policy in the State of WA. Key elements of the policy were school amalgamations, closures and the creation of Middle Schools. Data collection methods included focus group and semi-structured interviews with students from the three schools, as well as document analysis, staff interviews and field notes. The research found that students were very perceptive about educational change, that they were deeply impacted by educational change and that they wanted to participate in restructuring agendas. Several meta-level themes emerged from the students’ ‘voices’, including issues associated with disempowerment, and competing social justice and economic discourses. The findings foreground the often messy and contradictory tensions evident in policy processes. The thesis concluded by developing theory on ways in which students could be included meaningfully as participants in educational change

Abstract:
In the late 1960s, there was a major change in social policy and legislation in developed countries that improved the rights and opportunities for people with a disability in all aspects of society, including sport. In 1992, in concert with the general acceptance of the social model of disability, Australia enacted legislation making it illegal to discriminate against a person with a disability; this encouraged their inclusion into the community (Australian Sports Commission, 2005; Doll-Tepper, 1999; Thomas & Smith, 2009). In order to meet the obligations of anti-discrimination legislation, Australian sport organisations became active in preparing policy frameworks to guide and develop programs to improve access and hence participation by people with a disability. Much of the literature has focussed on constraints to sport participation, but few studies have reported the influence on, or outcome of, these policy development processes on sport generally, or on the inclusion of people with a disability at a club level. By examining those Western Australian sport organisations identified as active in providing opportunities in their respective sports for people with a disability, this study aimed to address this gap in inclusion research. This study reviewed the process of policy development used by Western Australian State Sport Associations (SSA) and investigated the influence this process had on the inclusion of people with a disability in sport at a club level. A qualitative methodological approach was chosen with semistructured interviews (with SSA and club representatives) and document analyses of state and national sport organisation (NSO) policies that related to the inclusion of people with a disability. Purposive selection of the initial study participants, SSAs, was used to identify those actively attempting to include people with disabilities in their sports. Representatives from clubs which were known to be inclusive were also identified during the semi-structured interviews with the SSA cohort. This approach focused on the experiences of those who were actively involved in the policy development process, as well as those active in the delivery of programs for people with a disability. The personal knowledge and experience revealed by all who were interviewed, was analysed using content analysis, and the relevant policy documents from the national and state sport organisations were analysed by matrix analysis. The findings reveal that the SSA and NSO policy documents that relate to the inclusion of people with a disability in sport have similar content; however, the policy development processes vary, and do not follow the theoretical policy development frameworks suggested in the literature. There are many variables, both ‘top down’ and ‘bottom up’ that influence the process of policy development, such as the incentive of government funding and direction provided by NSOs; and there being individuals in the sport organisations who are prepared to drive the policy process and its implementation process forward. This study found that although SSA policy development processes result in limited outcomes at a club level, when a sport organisation goes through a process it makes a commitment to include people with a disability. This in turn raises the organisation’s awareness of ways and means to include them into mainstream sport or specific programs. While several of the sports were active in conducting separate programs, specifically for people with a disability, the flow down of the influence of the policy development to clubs from the national and state level appeared negligible. There was also little coordination and engagement of SSAs and their affiliated clubs when planning and conducting programs for people with a disability. This study proposes a modified approach whereby sport organisations can follow a realistic policy development pathway to create desired change. Moreover, this study reveals the complex environment and stakeholders involved with the inclusion of people with a disability in sport.

The Western Australian Payment of Members Act 1900 was promulgated upon two tenets, namely, that Members of Parliament should be compensated for their services to society and that other Australian colonies were already receiving some form of compensation. The premise stipulated that all people, regardless of economic background should be given an opportunity to fulfil the honourable duly of a Representative. Remuneration in this thesis covers the minimalist advent of Parliamentary Remuneration whereby Mrs were compensated by way of a basic salary to the current multifaceted Parliamentary Remuneration which encompasses various structures, processes and is often overarched by complicated determinative methodologies. Remuneration was the original term given for the payment of services rendered. The contemporary understanding of Remuneration extends to salary, superannuation ;Ind an additional raft of entitlements. Since the form of Parliamentary Remuneration has evolved, so too has public disputation grown over the various entitlements that MPs receive. Parliamentary Remuneration has become a highly contentious issue. However, despite the nature of the topic there is a surprising absence of research on the topic. This study is the only known historical and analytical account of Parliamentary Remuneration that has been written apart from reports prepared by Governmental agencies or Parliamentary Remuneration tribunals. The Quest for a Formula will review the historical remunerative determinations that have occurred within Western Australia since the tum of the 20th Century, contrasting the findings of this study against historical experiences that can be drawn from other democratic-Commonwealth countries such as Britain and Canada. For comparison the thesis will also investigate how various enterprises, both public and private, remunerate their employees in accordance to various performance management indicators. This study suggests that the methods that have been at use within Western Australia, and various other Commonwealth-based jurisdictions, may require an overhaul. However, given the unique nature of parliamentary duties, attempts to provide a set of performance criteria have proved difficult to establish. Nonetheless this thesis proposes a systematic determinative process that is more transparent than current procedures. The thesis has found the determinative process in Western Australia to be redundant as it appears to be overlapped by the Federal Remuneration Tribunal. Many types of determinative processes have been employed by various Governments; this study illustrates the equitable methodologies compared to inequitable methods. This thesis also proposes that the general standing of an MP within Australian society may be raised through the development of a more transparent system of determination that encourages public input. Aside from this, a remunerative determination should take into consideration an MP's experience along with the size, demographics .)f their electorate. Parliament should also frequently employ private management consultants that can individually assess each MP's workload, consequently producing an impartial recommendation on the state of MP remuneration. This thesis proposes that the employment of such consultants may allow for MPs to communicate numerous ways that they could be more efficient and could also generate 'work plans' to assist them in achieving their everyday goals. This study will also find that, while a new more transparent system of determination is required within both Western Australia and Australia, the possibility of implementing a performance management system to consequently remunerate MP is highly unlikely, Finally, a recommendation of this thesis will propose new structures, processes and mathematical formulae in determining an MP's overall worth.

In recent years, the Australian Government's (Commonwealth) relationship to universities has become one of greater involvement as political circles recognise the escalation in the significance of higher education as a key determinant in Australia's economic, social, cultural, and intellectual development. The increasing role of the Commonwealth in Australian universities is largely a consequence of this recognition, but it is also due in part to changes in the way governments approach the public sector and publicly funded institutions. Both the literature and extensive Commonwealth reports provide an array of details in relation to: what the Commonwealth wants from its universities; why it wants it; what it is doing to ensure that it gets what it wants; and the results of its actions-at least from the perspective of the Commonwealth. But what is missing is how universities themselves perceive the impact of the Commonwealth's increasing involvement in universities. Although academics and managers in Australian universities have much to say about how current and proposed Commonwealth policies affect their working environment they are not given much of a venue to opine. As such there is a lack of literature on how universities perceive the impact of this increasing involvement. This dissertation aims to fill the gap by providing a forum that addresses universities' perceptions of how Commonwealth policies affect their universities. Specifically, this dissertation sets out to discover if and how Commonwealth policies change universities and focuses on how policies influence autonomy and research in Australian universities through the responses of those who work in the offices of the deputy vice chancellors of research in twelve Australian universities. One of the most significant findings of the thesis is that the Commonwealth's increasing involvement in universities is viewed by respondents as a consequence of the Commonwealth's mistrust of Australian universities. Furthermore, the Commonwealth is seen as lacking expertise in areas relating to universities-their needs, history, purpose, mission, and how they best relate to and contribute to society-and their need for autonomy. This dissertation offers some insights into perspectives whereby policies built on the Commonwealth's mistrust and lack of expertise in university matters negatively influence autonomy and research productivity in Australian universities. The results indicate decreased productivity which leads to further mistrust that appears to decrease productivity even morea cycle that respondents fear might be a self-propelling downward spiral. Eight hypotheses and one overarching proposition emerge from the findings. In addition, nine areas are identified as adding to the overall understanding of the affect that Commonwealth policies have on university autonomy and research productivity in Australian universities.

Abstract:
Hospitals worldwide are under pressure to perform and models abound to remedy poor performance. Reform, however, is contested, uneven and slow. One reason is that few models address a core issue in reform: the management of clinical work. A further reason is that stakeholder groups, specifically policymakers, managers and clinicians, limit opportunities for collaborative problem solving as they seek to impose their own frame of reference in the struggle for control. I hypothesise that performance will be relatively better in hospitals that have in place strategies of agreement to set the objectives of reform, such as participative problem identification, problem solving and decision making, together with a method to manage clinical work. This hypothesis was tested in twelve public hospitals in three Australian states between 1999 and 2001 using both quantitative and qualitative research methods. Government and hospital policy documents were assessed and semi-structured interviews were conducted to gauge the attitudes and practices of managers and clinicians regarding health care reform. The results of the research show that hospitals with inclusive strategies for change, principally strategies of agreement, joint education and skills development, team-based incentives to direct and reward effort and a method of clinical work management, performed better than those without. Findings indicate that policy was developed and communicated as a rational top-down process that tended to exclude diverse views. Although the effect of different jurisdictional policy processes on hospital performance was not clear, they had considerable impact on the environment of reform. Cost containment and patient safety dominated as policy objectives. These alone did not engage clinician interest or address service quality. The connection between the quality of care and its cost did not appear to be understood. Organisational structures and processes necessary to support reform, that is communication forums for objective setting and performance review, integrated clinical and corporate accountability systems and organisational capacity building were not in place in the majority of hospitals studied. An organisational model of clinical work management was developed to improve cost-effectiveness by balancing clinical autonomy and clinical accountability based on the research results.

The purpose of this research was to examine the experiences of Western Australian (WA) Muslims, within the context of the current Australian political and social climate, with a key focus on how political and social factors, and the vast introduction of Australian antiterrorism legislation, may impact them. Also explored in this inquiry, was how mainstream media and their regular portrayal of Islamic-inspired terrorist attacks, which has at times connected all Muslims to these atrocities, is creating a social division within the Australian community which is difficult to overcome. A generic qualitative methodology was utilised to best capture the lived experiences of the participants involved in this research, which concluded that the WA Muslims interviewed had all experienced differing levels of prejudice, racism and discrimination from fellow WA residents (Non-Muslims), with a perception that western media (including social media) is largely responsible for this phenomenon. The implications of this phenomena highlighted the need for Federal and State government to work closer with WA Muslims and to involve them more in the introduction of new anti-terrorism legislation, so that unbiased and non-discriminatory laws can be established. This thesis further highlights the need for media organisations and public figures, to accurately report on Australian Muslims and on the Islam religion itself, and not create links to Islamic-inspired atrocities occurring around Australia and the world, to all the followers of this Islamic faith.

This thesis presents a case study regarding the adoption and use of an eMarketplace in the public sector. It has been has been used to examine the factors which affected the implementation of a major information systems initiative within the Western Australian public sector, the Government Electronic Marketplace (GEM). Procurement, Purchasing and Supply Management is a complex topic as it interlinks with most areas of business. In order to understand supply management’s impact and implications, a multi-disciplinary approach is essential. The thesis addresses this context by addressing theoretical aspects of Economics, Public Sector Management, Procurement, Management Information Systems and Accounting, developing a model which provides insight into the complex interaction which occurs between these disciplines. A theoretical dual lens under which to examine institutional/organisational process is embedded within this multidisciplinary meta-theoretical model. The theoretical positioning of this thesis emphasises the complementarity of structuration theory (Giddens, 1979, 1984) and institutional theory. The former is concerned with the process of change in structures through time (Schultze & Orlikowski, 2004) whereas institutional theory examines the implications of the structures. While institutional theory provides insight in to the way institutions are at a particular point, incorporation of aspects of structuration theory provides greater insight for a study which addresses change over time. The case study examines a number of units of analysis which have a primary role in this framework as either an “institutional constituent” (source of institutional structures) or “subject organisation”. Central agencies which influenced the system are considered primarily as “institutional constituents”, government departments that used the system and suppliers to government are considered as “subject organisations”. Levels of conformity and non-conformity with information systems decisions are not easy to predict.This case demonstrates that initial acquiescence to a decision can give way to non-conformity when legitimating external forces are not present. The resulting analysis (using the dual lens) provides insight into causation in addition to outcomes. The study makes a contribution to organisational research in several related areas. It is a study of the use of systems to deliver a public sector agenda that involves a government agency acting as a technology champion. It is also a study of conformity and nonconformity in an institutional environment and the reasons why and how institutional response changes over time. It also establishes an integrated model for the investigation of enacted technology over time which is particularly suited for public sector organisations.

The popularity of the Internet has been dramatically increased over recent years. The rapid growth of this technology and its international use has made it almost impossible to regulate the internet. As a result, the Internet has certainly provided freedoms to people and it has led to some abusing systems. Privacy is one of the major issues in the development of Electronic Commerce using the Internet. As an enormous amount of personal information is transmitted to several hosts connecting to the Internet, the information can be accessed by both authorised and unauthorised people. Although it is certain that there are several existing problems of using the Internet for business activities, many organisations have already started using it. It is believed that the Internet provides efficiency and effectiveness for various activities Although much research has been described the business use of the Internet in many countries, these studies have not specifically investigated Australian organisations. Therefore, this research investigates the current use of the Internet by Australian organisations and their associated privacy policies, as a means of seeking their privacy concerns. Using a benchmark provided by Australian privacy commissioners, it evaluates their privacy policies to see how well they are established to protect privacy of users. The study utilises the top 100 Australian large private sector organisations as the sample. The current practice of the sample organisations on the Internet was observed by exploring their Web sites. Privacy policies were also collected from their Web sites. Moreover, a letter requesting corporate privacy policy was sent to each organisation that collects personal information on the Internet. The result showed that the majority of Australian organisations were using the Internet today, but a surprisingly few organisations showed their privacy policy on the Internet. Also, this research showed that many organisations did not actually have a corporate privacy policy. Many organisations are using the Internet without apparent concern for customers' privacy. The organisations proactively involved in the Internet Commerce are more concerned about security side of the Internet. Hence, they appear to believe that the technology itself protects information sent on the Internet. It has become clear that technology by itself does not provide the security needed for users of the Internet as unethical act of authorised parties could harm privacy of individuals. There is an argument that the Internet needs to be regulated. However, the process of international regulation on the Internet has not been started. Thus, it is ideal that organisations proactively protect clients' personal information accessible by the use of the Internet technology. This study looks at the methods of obtaining privacy of individuals and suggests the ideal conduct of organisations.

The development of interactive communication technologies, such as email and the Internet, has stimulated much discussion about their potential to assist in the renewal of democracy. Globalisation, intimately connected with technological advance, has likewise led to considerations of 'governance' that transcend the nation state. This thesis poses the general question: Can the efficiencies and economies which drive commercial applications of interactive technology be applied to democratic policy processes? What conditions will facilitate this? The perspective taken here views policy as a communication process between networks of actors who seek to use resources and decisions to promote their value systems (Considine 1994). Democracy is also seen as a communication process, with a set of criteria which ensure equal access to information and agenda setting among participants (Dahl 1989). These definitions and criteria have been chosen for their generality. They apply at all levels of analysis, and thus may be used for comparison across scales. These are aligned with concepts from complexity theory as applied to human nonlinear systems and organisational dynamics, drawing mostly on Kiel(1994) and Stacey (1996). The inherent unpredictability of these systems and their capacity for complex learning and adaptive self-organisation offers an alternative paradigm to linear, hierarchical management models. A combination of literature analysis and case study evidence leads to three extensions of complexity theory as applied to human systems: Firstly, interactive technology is proposed as a technique for the potential re-pluralisation of democratic processes in complex human systems. The possibility of adding many new non-elite voices, and of making these available to all others, relates to both chaotic forms of self-organisation and the benefits of electronic democracy. Secondly, evidence is presented for the existence of fractal, or self-similar patterns in the ways information technology is applied at different levels of governance. It is shown that instrumental approaches which emphasise efficiency dominate technology use at the global, national and organisational levels, and these are interdependent. Alternative patterns which encourage participation also exist at every level. Thirdly, it is argued that the values of the dominant actors are the main determinants of whether interactive technologies will be structured to favour democratic forms of communication at every level. Three theory chapters in Part I develop these arguments by extensive reviews of relevant literatures. On the global level, convergent media, telecommunications and technology conglomerates underpin a global 'nervous system' which discourages government intervention, promotes a global monoculture, inhibits pluralistic debate by minimising access to alternative forms of information, and emphasises individualism and consumption. Within nations, widespread uniformity of public sector reform is sympathetic and responsive to these globalising pressures. Deregulation, privatisation, retreat from public broadcasting, down-sizing and outsourcing have become standard approaches, and are reflected in Australian information technology policy and programs. Several exceptions demonstrate more participatory approaches. At the organisational level, instrumental approaches to management and computerisation also prevail. In each case, a shift towards globalising values corresponds to applications of information technology which dampen the complex interactivity required for democratic policy processes. Part II supplements this analysis with case study evidence. The organisational data were collected primarily during a two year qualitative study of interactive technology use in the Australian Department of Finance and Administration. The researcher found technology use was inseparable from other change processes, and these were found to have strong elements inhibiting participation in internal policy. An instrumental approach to interactive technology use reinforced hierarchical decision processes. Three minor case studies looked at an internal mailing list in a federal agency, a mostly national list on Internet and telecommunications policy, and an experiment in electronic democracy at the local level. These offered additional insights into the ways interactive technologies can contribute to complex but adaptive policy processes, if normative democratic values guide their design. The researcher proposes a set of communication protocols for the use of interactive technologies in democratic policy processes. These would enable the forms of communication necessary to reinvigorate democracy in an information age. It is also argued that these protocols, if applied at the organisational level, and particularly within the public sector, could become part of a reaffirmation of industrial democracy. This is necessary to ensure the integrity and accountability of the public sector, given the progressive intermingling of these institutions with private enterprise. Additional suggestions are made for research into government uses of information technology as an important focus for policy analysts.

Public Health planning in local governments in Western Australia (WA) is a relatively new approach to addressing local health needs. The Western Australian Public Health Act came into effect in 2016. The Public Health Act 2016 encompasses a range of legislative requirements, some of which include the development of Local Public Health Plans. A range of roles within the local government workforce therefore are likely to require support to plan and implement Public Health Plans, which in the past have not directly been a component of their role. There is limited understanding and evidence of the barriers and enablers that contribute to effective implementation of Public Health Plans in the Western Australian context. The research aims to determine the critical success factors associated with implementing Public health Plans in local governments within Western Australia. This exploratory study encompassed a series of case studies from local governments in Western Australia that had implemented a Public Health Plan. Data was collected via in-depth interviews and document analysis. The results of this study articulate local government staff perspectives about the challenges and barriers faced when implementing a Public Health Plan. This study informs discussion around the training and resource requirements of staff in local governments in WA tasked with the development and implementation of Local Public Health Plans.

This thesis studies the development of the Royal Australian Navy (RAN), during the period 1911 to 1952 from the perspective of the men of the lower deck, the RAN ratings. The early RAN was modelled very closely on the Royal Navy (RN), but the expectations of its managers and administrators, imbued as they were with the culture and tradition of the RN, were not easily compatible with the character of the Australians who became the RAN???s ratings. The class distinction which functioned in the RN, when applied to the more egalitarian Australians caused ill-feeling and led to the breakdown of discipline. The Australian Commonwealth Naval Board strongly resisted attempts by the Australian Government and the Australian people to regulate its affairs, a situation which seriously disadvantaged the RAN ratings and their families. In the wider context a continuing refusal by both the British Admiralty and the senior officers of the RAN to allow the development of a truly national navy led to significant manpower problems. This both inhibited the establishment of a navy for Australia and denied that navy full use of the unique attributes of the Australian rating.

Abstract:
Sir George Grey (1812-1898) served as Governor of South Australia, of New Zealand twice, and of the Cape Colony. This thesis explains his policy for the first time for a history of the political ideas of colonization. Grey introduced the policy of racial amalgamation to settler colonies after the 1837 Report of the Select Committee into Aboriginal Affairs, that had advised the policy of segregation as had been North American policy under Sir William Johnson. This thesis demonstrates that Grey was a Liberal Anglican who had adopted neo-Harringtonian thought, and who introduced Jeffersonian native policy into British native policy. He practised the strategic theory of Antoine-Henri Jomini, applying it to native policy. Grey captured the monarchical constitution of the empire for what had been a settler policy of dissent to the segregation of indigenes that dated back to Tudor Ireland and early Viginia. Grey's distinctive intellectual practices were ethnograpical research and speculation, for which he enjoyed an international reputation, and the constitutional design of settler colonies, an activity he came to totally identify with. The thesis concentrates on his first New Zealand governorship (1845-53) and upon the resumption of his second New Zealand governorship (1861-68) because it was in that colony he first fully practised his native policy and participated in constitutional design, and into which he brought about a crisis of indigenous amalgamation on the eve of the Waikato War in 1863, having introduced full responsible government.

Used as a starting point, the thesis then proceeds to explore the two theoretical concepts which underlie the broader devolution movement. The institution and the goal towards its more effective and efficient operation - through the use of more grassroot, contingency-based, organizational structures; the community and the goal towards re-establishing its cohesive, collective nature - through the use and encouragement of more informal processes of human thought, interaction, and social control. The work goes on to demonstrate how this devolution process has been manifested in the Queensland criminal justice context and in direct relation to Palm Island itself This examination includes the police, adjudication/ court, and correction services available within the state. The general conclusion is that while the devolution process has some weaknesses it has improved the overall quality of these services. Yet, while the process has shown some signs of early success, there are notable dangers related to its development, especially those which relate to the greater subversion of the Aboriginal people into the hands of the state. Ultimately it is concluded that the process' future success is dependent on two things. The willingness of the Aboriginal people to actively participate in these mechanisms and the state's capacity to relinquish its institutional power. If these do not coincide, these mechanisms will fail and crime will continue to burden Palm Island and other communities like it.

Franchisor failure is one of the most problematic areas of the franchise relationship. It impacts negatively on landlords and other suppliers, but the contracting parties that are currently without legal rights to respond when a franchisor fails, and thus without consumer protection, are its franchisees. In this thesis I explore the current contractual, regulatory and commercial environment that franchisees inhabit, within the context of franchisor failure. I conclude that ex ante there are opportunities to level the playing field through consumer protection legislation. I also conclude that the task is not one solely for the consumer protection legislation; the problem should also be addressed ex post through the Corporations Act.

Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

Feminism is a major force for change in late twentieth century liberal democratic political systems. This thesis is concerned with determining the factors involved in successful feminist policy intervention. It achieves this by developing a set of indicators by which to identify the presence of feminist influence and an analytical model by which to explain the influence of feminism on public policy. These are then applied to the development of abortion and equal pay policy, between the mid 1960s and the mid 1990s, in Australia and the Republic of Ireland. The model contains three factors: the material, normative and analytical aspects of feminist activity; the political, social and economic systems of national receptivity; and the intensity and scope of conflict involved with particular policy types. An examination of the lengthy history of feminist activism in Australia and Ireland contrasts a highly conflictual policy (abortion) with one which is less conflictual (equal pay); compares national variations in terms of predisposition to feminist influence; and chronicles the ebb and flow of feminist policy

This thesis examines the influence of culture in the national policy formulation processes of Malaysia and Australia. Superficially, these two countries have common stated strategic policy priorities (economic development and social stability), similar Westminster-based architectures of government, and comparable civil services. However, under the influence of culture and history, the two countries‘ policy formulation processes have developed very differently. In seeking explanations for the similarities and differences in government processes, the thesis demonstrates how cultural and historical experiences influence the policy formulation processes themselves, the associated policy outputs and outcomes, and ultimately the governments‘ ability to achieve their stated strategic policy priorities. It uses a case study of bilateral trade policy formulation to illuminate its findings in a real‘ national policy formulation context. Some specific examples of cultural and historical experiences shaping the policy formulation processes in Malaysia include: a legacy of pre-colonial (kerajaan) polities which existed in the Malayo-Indonesian archipelago up until the nineteenth century; colonisation by the British; and an omnipresent ethnic ideology‘ resulting from continuing fear of social unrest (experienced dramatically during the racial riots of 1969). In Australia, relevant cultural and historical experiences include: a colonial experience different from that of Malaysia, an ensuing scepticism about government leadership and the political elites; an emphasis on individualism; and values of egalitarianism and equal access to opportunity. By drawing out the role of cultural influences and historical experiences in the policy formulation process, the thesis provides a new culturally-responsive model for the analysis of policy formulation processes. Building on traditional policy formulation models which are based on logic‘ and rational choice‘, the culturally-responsive model brings out, in addition, the more subjective and less straightforward influences bearing on a country‘s policy formulation processes. In the final chapter, the thesis considers some of the implications of culturally-influenced policy formulation processes. It examines how country-specific policy formulation processes can create obstacles to bilateral (government-to-government) policy formulation collaboration. In light of these obstacles, the thesis argues that policy makers in Australia and Malaysia need to be more cognisant of cultural and historical differences when seeking to collaborate in bilateral policy formulation. The thesis concludes that better awareness about cultural and historical influences on the respective countries‘ policy formulation processes would likely lead to more comfortable relations between Malaysia and Australia.

Over the 1960-1995 period, patterns of Australian global trade, investment and immigration shifted considerably, especially in relation to Asia and most notably in relation to China, Hong Kong and Taiwan. Changes within the North East Asian Region propelled Australia to respond in order to maintain its economic standards and its international obligations. Greater emphasis was placed by successive Australian governments on establishing closer ties with Asia, most notably China. However, Australia's attention (and the world) on Hong Kong emerged with the commencement of the Sino-British talks in 1983. This thesis is intended to contribute to an understanding of the past and future impacts of the reversion of Hong Kong on trade, investment and migration flows involving Australia, by a detailed study of those flows between Australia and Hong Kong, China and Taiwan over the period 1960-1995.

The literature on the performance of Australia’s centre-right government led by John Howard (1996-2007) has tended to underplay the role of September 11 in his electoral success. To win four terms of continuous government in the contemporary political scene is, however, no mean feat, ensuring Howard a place in the pantheon of celebrated conservative leaders in the English-speaking world. Our framework is the celebrated gestalt developed by Fred I. Greenstein to analyse the strengths and weaknesses of each American President. Based on a series of interviews with Howard, the inner sanctum around him, other players in the political scene, and expert commentators, this thesis interrogates the leadership of John Howard in Greenstein’s terms. Each of the six skills and attributes in the Greenstein typology is viewed in specific ways from the standpoint of the two dozen interviewees. In areas where Howard was in some sense or other deficient or lacking, his experience in government, notably September 11, had a positive effect on his capacity for leadership. This analysis serves to help us approach the central question of this thesis, namely, what is the role of leader in the formation of a nation’s foreign policy? This question has been debated in the International Relations (IR) field for several generations of scholarship, and is most closely associated with the name of James N. Rosenau. The case of John Howard in the reformulation of Australian foreign policy in the aftermath of September 11 is an example on the ‘yes’ side of the ledger in that important debate. Where the Greenstein framework is important is to help us to see that these epochal events in IR can shape leaders as well as be shaped by them.

Australian state and federal governments have funded business incubators since the early 1990s, the typical purpose of this investment being to provide a nurturing environment for business start-ups while contributing to local economic development. However, this summation of the functions of business incubation does not identify an essential dichotomy concerning the goals of incubator sponsors. Business incubators depend upon a range of stakeholders (including board members, managers and tenants) for their initial establishment, and subsequently, in their ongoing operation. A review of the extant literature suggests the presence of a ‘research gap’ in the literature. This ‘gap’ indicates a failure to consider the goals, benefits and costs accruing to, or being borne by, Australian business incubator stakeholders, especially those involved in boards of management, this group, usually without recompense, providing ongoing governance, mentoring, business advice and other essential services to their incubators. The literature review provided the necessary background which allowed the researcher to develop a conceptual framework for the study acting as the foundation of the thesis. The research involves qualitative and quantitative methodology. In the first instance, a series of interviews of incubator board members, managers and tenants was completed and documented. Material derived from the interviews, along with internet sourced information, provided a qualitative data base of Australian incubation practice supporting the development of an e-mail survey that was distributed throughout the incubator industry. A series of propositions were tested using survey response material, interpretation including a descriptive investigation followed by bivariate and multivariate analysis. This study has identified a link between institutional and stakeholder theories in the business incubation sector. The findings, concerning some issues, indicate that incubator stakeholders – particularly board members and managers – are satisfied that they are achieving their goals. However, tenant respondents, possibly due to the differing goals and composition of the tenant cohort, indicate that their goal achievement expectations are not being realised.

Research is recognised globally as vital to social and economic development and in progressing national interest. Universities are at the forefront of knowledge generation and it is not surprising that the work of researchers, their productivity, development and contribution to society and the economy attract a great deal of interest from governments and are the subject of a large body of research literature. In contrast, the management and administrative support of research is just now beginning to be acknowledged as an important element in the overall research endeavour, not least because the systems around research in universities have increased in complexity. Drawing on a mixed method design including a national on-line questionnaire (n = 194) and multiple interviews (n = 37), this thesis contributes a comprehensive picture of the operating landscape of research managers and administrators in centralised Research Service offices in Australian universities. It explores their profile, how they perceive and interpret their roles and responsibilities and the dynamics of their working relationships. The studied group was found to be predominantly female, typically aged in their 40s and degree qualified with a number of profile findings revealing significant differences by gender. Participant nomenclature preferences highlighted significant shortcomings in current staffing terminology. Given this, the salience of a nomenclature ladder to address both visibility and aspiration of university research support staff was explored. Findings on professional self-concept, professional characteristics, growing specialisations and perceived stakeholder regard provided insights into the professional alignment of this occupational group. Perception of role was defined largely by the intensity and focus of interactions with students and researchers. At the time of study, sector preparations for the anticipated Research Quality Framework (RQF) provided the contextual setting in which detailed inquiry into participant involvement in policy implementation was conducted. Finally, the thesis offers a model of engagement through which the interactive dynamic between research support staff and researchers can be interpreted and understood. Through this model, identification of areas of potential mismatch and frustration from the standpoint of research support staff can be used to develop organisational strategies to foster and enrich the contribution of this group with the added potential to ultimately enhance university research performance.

Australian native-title law has many inconsistencies and contradictions. Emanating from the Mabo decision is the central contradiction that the Crown's acquisition of sovereignty in Australia was illegitimate but valid. This thesis attempts to identify the underlying structures beneath this and other contradictions and inconsistencies by tracing the features of a recent determination of a native title claim back through time. In 1994, the Yorta Yorta people of south-east Australia made a claim under the Native Title Act of 1993. The Court framed its determination of the claim within the metaphor of the 'tide of history'. To make his decision, Justice Olney reconstructed the Yorta Yorta people's ancestors as native inhabitants from within expansionist ideology. Within that ideology, the term 'native inhabitant' is synonymous with inferiority, incompetence and externality. This thesis argues that these representations justified the processes of cultural modification. Modification is a feature of colonisation that seeks to make natives resemble Europeans. This thesis argues that these processes are linked to dispossession and are the essence of the 'tide of history'. A feature of expansionist ideology is the sovereign imperative to maintain exclusive power to make, enforce and suspend law. This thesis argues that the sovereign need for exclusivity in Australia is central to the Native Title Act and the Yorta Yorta decision. To trace the 'tide of history', this thesis begins with the early Roman Church and follows its development as it pursued the Petrine mandate. It continues into the secular era of discovery and considers how the 'tide of history' manifested in North America and produced the Marshall judgements. It follows the 'tide of history' into Australia from the Crown's claim to discovery and considers its role in the Mabo decision and the Native Title Act. It analyses the Yorta Yorta people's claim for native title through the logic that underpinned the majority judges' reasoning. This thesis concludes that the 'tide of history' that washed away the Yorta Yorta people's native title is a product of European expansionist ideology. From within that ideology, the judiciary and the legislature imposed a two-way loss on the Yorta Yorta people, which enhanced the Crown's exclusivity, rendering benign the conception of the Crown's acquisition of sovereignty as illegitimate but valid.

In October 1962, the world was brought to the brink of nuclear catastrophe. The Cuban Missile Crisis marked the closest the United States (US) and the Soviet Union came to military conflict that might have led to nuclear annihilation during the Cold War. This thesis investigates the Australian Government’s policy response to the crisis. In doing so, it makes an original contribution to Australian Cold War history and to the extensive literature on the crisis. The Australian Government’s policy response to the crisis is examined in the context of the Australia-US alliance. A diplomatic history, this thesis relies heavily on declassified government records from Australian and American archives. Additionally, oral history interview transcripts, audio-visual materials, Hansard, newspapers, and private collections, were consulted in order to reconstruct comprehensively Australia’s policy on this matter and the factors that shaped it. This thesis examines: Australia’s awareness of the Cuban situation; the Menzies Government’s policy on the crisis, specifically, factors it considered—and did not consider—in formulating its policy; and the Government’s immediate implementation of that policy, including the reactions of some sections of the Australian community to that policy. It demonstrates that despite limited advance notice and awareness of the Cuban situation, the Government swiftly declared support for the US in the crisis, specifically, its resolution to be presented to the United Nations Security Council. It reveals that certain politicians, diplomats, and public servants were concerned about: Australia’s obligations under the Australia New Zealand United States Security Treaty; the legality of the US response; the precedent set by the quarantine; the implications of US policy on the crisis regarding Australian nuclear ambitions; Australia maintaining its trade relationship with Cuba; and the repercussions the crisis could have on collective defence arrangements, which Australia relied on for its security. Despite these concerns and challenges, the Government considered the successful management of the US alliance paramount in formulating and implementing its policy on the crisis.

A comprehensive and rigid analysis of Chinese investment in Australia for the past four decades is an under-researched topic, though there had been sporadic treatments of this subject matter from the perspective of single institutions in economics, politics, and culture. The neoliberalism era marked a honeymoon between China and Australia, which boosted the Chinese investments in Australia, marked by the Australia-China Free Trade Agreement and the ‘One Belt One Road Initiative’ Agreement, signed by the Victorian Government and the Chinese Development and Reform Commission. Recent years witnessed a deterioration of the Australia and China relationships and the “tit-for-tat” strategies and racism movements which discourage the Chinese investments in Australia. This study has developed a conceptual framework consisting of economic, political, cultural and institutional factors that may explain the Australian government’s decision of rejecting certain Chinese investments in recent years. Case studies were employed to illustrate the application of the conceptual framework. The findings suggest that the conceptual framework can be utilized to explain why the Australian government rejected certain Chinese investments. This research aims to analyze the determinants of Australia Government’s rejection of Chinese investment in Australia. Case studies in the field of the Australian mining sector, agriculture and agribusiness, and infrastructure unveil that political distrust towards Chinese investment in Australia is a major source of refusing Chinese investment. This led to continuous reduction of Chinese investment in Australia since 2016. Such political distrust which works against the national interest of the respective countries, may also drive the decline of Chinese investment in Australia. This research contributes to the literature by examining the factors which lead to the Australian Government’s decision to reject certain Chinese investments based on in depth analysis of case studies. This will be useful for understanding how to enlarge shared interest for policymakers, businessmen and academic researchers.
