Abstract:
Abstract The article is based on an analysis of Polish and international legal acts, government programs and literature, and aims at presenting the concept and the scope of consumer policy in the period of systemic transformation in Poland. The publication features an analysis of the major factors shaping consumer policy in Poland in the years 1989-2004. Selected international legal acts affecting consumer protection in the years 1989-1997 were also analyzed. Elements of consumer policy present in selected governmental economic programs in the period of transformation were synthesized. It was assumed that consumer policy in the period of systemic transformation indirectly resulted from the economic policy of the government. Its shape was primarily affected by the social and economic transformation occurring since 1989 and the birth of free market economy. The process of adjusting the Polish legislation to the European Union standards, which began in 1991, and subsequent accession to the European Union in 2004 also played an important role.

Abstract:
The processes of democratic social and political changes in Poland that have gained momentum since 1989 have radically altered the foundations and the goals of Polish foreign policy. In addition to re-establishing Polish interests as the basis for foreign policy, they have also started the process of establishing a new element of Polish diplomacy, namely its eastern policy. In these altered political conditions it was the right time to ask the question of how to establish new relationships in the East, how to normalize relations with the USSR and, finally, what stance should be adopted towards the increasing independence claims of individual Soviet republics. The process of establishing a democratic Poland was concurrent with the reconstruction, and later, with the fall of the USSR. In addition, the convoluted history of Polish-Ukrainian and Polish-Lithuanian relationships from the very beginning hindered the attempt of Polish diplomacy to establish new contacts with its eastern partners.

Abstract:
Purpose – The purpose of this paper is to look at the process of socio-economic modernization experienced by Poland in the period following the fall of communism in 1989 through the lens of three major narratives in domestic public discourse: the neoliberal, the conservative and the social democratic. Each of them distributes differently the accents, not only as regards preferred values and directions of change but also the modality, methods and pace of their introduction. Design/methodology/approach – The reflections are inspired by a constructivist approach, stressing the large impact of ideas, narrative and discourse on social change. Moreover the author proposes in the analysis his own identification of three types of modernization: from below, from above and from beyond. Findings – At least two conclusions follow from the paper. The first asserts that across the entire 25-year period from 1989 to 2014, the most powerful presence in the discourse has been marked by the neoliberal modernization narrative, although the popularity of conservative narrative has been important too. The other conclusion can be expressed in a nutshell as a thesis that impacts “from beyond” have had greatly shaped not only particular narratives but also the very systemic transformation of Poland. Those impacts have assumed forms of various transfers (ideological, institutional, financial and policy), with important roles being played by western governments, epistemic communities and integration structures of the western world. Originality/value – The following analysis of the public discourse about the modernization of Poland in the recent 25 years is an attempt to develop an original approach to the said issue from the perspective of the three narratives identified by the author. The emphasis on international factors in explaining the nature of Polish transformations after 1989 appears to be another asset of the paper.

Abstract:
The article aims to analyse the evolution of governmental policy in regard to football-related violence in Poland. The investigation is seen through a broader political prism of the country’s modernization efforts that were symbolically framed by two major events: the partially free parliamentary elections in 1989 and the finals of Euro 2012 co-hosted by Poland. The paper offers a discussion on policy dynamics stemmed from politicization and instrumentalization of the complex problem of hooliganism. By doing so, it demonstrates how, under external political pressure and in search for internal popularity, the governments introduced superficial legal and institutional solutions thoughtlessly imitating policies adopted in other countries (mainly England), and how this approach led to masking and sidelining social problems rather than offering actual solutions.

For the purposes of this article it has been assumed that public opinion is a rapidly changing state of consciousness of large social groups, made up of more or less stable ideas and beliefs, relating to debatable issues, which has a direct or indirect impact on the current or future interests of society by its properties. This article aims to analyze the impact of public opinion on Polish foreign policy after 1989. The article assumes that: the public opinion has an impact on decisions affecting foreign policy, although the extent of this impact is very different and often is purely indirect; impact of public opinion in Poland on foreign policy increases, but still shall be defined only as incidental impact; public opinion in Poland does not determine foreign policy.

Abstract:
The progress toward institutional changes should be evaluated through the prism of their influence on a country’s development abilities. In Poland, during the twenty years of comprehensive systemic shift, gross domestic product (GDP) has increased more than in any other post-communist country. While judging the transformation progress, not only the improvement of competitiveness and growth in terms of quantity must be taken into account, but also social and cultural aspects. There have been five distinct periods in Poland, from the viewpoint of economic growth. Had there been a better policy coordination of systemic change and socio-economic development, GDP over the periods considered could have increased by a half more. This opportunity has been missed due to the intermittent implementation of wrong economic policies based on wrong economic theories. Poland’s transformation can be seen as a success, but only to the extent of two-thirds of its potential.

Abstract:
The article discusses the welfare regime that emerged in Poland after the collapse of communism and the introduction of the market economy. It analyses policy in the sphere of child and elderly care, and household strategies related to care. It is argued that the care regime in Poland is a combination of the conservative and the social-democratic model. On the one hand, the state provides equal labour market access to women and men. On the other hand, publicly funded child and elder care is insufficient, resulting in a care deficit. The situation has created demand for domestic care workers, and while Polish women do such work, it is increasingly performed by migrant women, particularly from Ukraine. To summarise, the article argues how gender and care regimes in Poland boost the domestic work sector, where Ukrainian migrants play an important role, and how this development has contributed to changes in the Polish migration regime.

Abstract:
The thesis addresses the puzzle of the differential integration of former communist states in the Euro-Atlantic community of nations between 1989 and 2000. Notwithstanding the predominant universalist-rationalist assumption that the adoption of an institutional-administrative blueprint for reform could lead to convergence between East and West, countries such as Poland, Bulgaria and Russia did not converge similarly (or at all) on the West European normative model and framework of international relations. To account for this divergence, the thesis examines the impact of the culturally-historically informed, Polish, Bulgarian and Russian identities and conceptions of 'Europe' (as opposed to the formal-institutional transition from one system to another) on the process of foreign policy transformation. The doctoral research employs Constructivism, Social Psychological insights and an interpretivist methodology, drawing on 75 elite interviews. The main argument states that differential Europeanisation can be understood on the basis of differentiated levels of inclusion and establishment of relations of mutual recognition and belongingness - substantiated by a differentiated extent of ideational affinity (i.e., normative compatibility), which are (re)enacted in the interactive, mutually constitutive process of identification between Self and Other (i.e., between Poland, Bulgaria and Russia and (Western) Europe). Three propositions of 'thick', 'ambivalent' and 'thin' Europeanisation are derived from the argument (whereby the comparative benchmark of Europeanisation is an ideal-typical model of European-ness). Key contributions focus on the development of a refined Constructivist theory and a systematic empirical comparison of Polish, Bulgarian and Russian foreign policy identities. Also, the study's conclusions reinvigorate and reconfirm the importance of the continuity (rather than just constant flux) of culturally-historically shaped patterns of group self-understandings and sub-regional identifications as well as Constructivism's greater plausibility in accounting for the research puzzle than (Neoclassical) Realism through the stipulation of a mutually constitutive relationship between international and domestic factors and between ideational and interest-based considerations.

Abstract:
In the two years 1989-1991 the environment of Poland's telecommunications was fundamentally transformed. This dissertation is an exploratory case study addressing four principal aspects of that country's changing telecommunications: (1) telecommunication regime or the structure of rules in which telecommunication systems function; (2) telecommunication services, defined as the means and methods of communicating from a distance by processing and relaying an electro-magnetic signal (categorized into telephone, mobile, data-messaging, information, data-carrier, and entertainment); (3) telecommunication equipment, or markets for switching, transmission and terminal equipment; and (4) telecommunication subscribers, or principal characteristics of the customer-base in the residential, professional, rural and urban market segments. Each aspect is examined for the purpose of capturing the on-going change. The dissertation identifies the principal agents of change and maps the new conditions onto the models developed by Cowhey and Aronson. Institutional pluralism, market competition, shortage alleviation and market restructuring have transformed Poland's telecommunication environment from the scarcity model to a version of the boutique model.

Abstract:
This paper presents results from a survey of industrial policy of the state and the social security system at the corporate level in Poland. Previous reports in this area indicated preferable directions of research to be taken in order to prove various hypotheses of the purposefulness of an integral approach to industrial policy and social security in the analysis of economic processes in transition (see Weikard 1997). This paper summarises the results and draws conclusions from a questionnaire study on subsidies, social benefits and economic policy in Polish firms during the process of transformation. Our results and conclusions show the scope and character of the processes in the area of industrial and social policy in the period 1994 to 1997. The paper is divided into five parts. The first part concerns the aims and methodology of the questionnaire; it also gives a brief description of the sample. The second part shows how enterprises dealt with the issues of employment and wages in this period. The third part characterises industrial policy at the corporate level, while the next presents results from the survey of various social schemes pursued. The final part aims at an integral approach in the analysis of various processes taking place in Polish enterprises. The survey was conducted in the period April to June 1998. Its aim was to observe certain phenomena occurring at the corporate level. The questionnaire was distributed among the managers, directors and presidents of large-size enterprises, which had been selected to satisfy the following three criteria. Firstly, the number of employees had to be considerable (over 300 workers). This criterion was applied following the consideration that certain social phenomena are more conspicuous in enterprises with large manpower. Secondly, only operating enterprises were selected, the enterprises which closed down were disregarded. Finally, for the purposes of the survey the units differed as regards their legal situation and form of ownership. Out of over 1800 enterprises 370 units were drawn where we sent the questionnaire. Unfortunately, as many as 51.9% of the respondents refused co-operation, questions to a certain extent puts the representativeness of the sample in question. Finally, 178 questionnaires were subsequently completed and returned for analysis. However, not all of these questionnaires included full answers to all of the 75 questions; therefore, while discussing the results of the survey we have indicated the number of relevant answers we have received.

Abstract:
The following dissertation discusses the role of norms and norm entrepreneurs in the foreign policy-making of the Czech Republic, Poland and Bratislava after the downfall of communism. In at attempt to unpack the mechanics and appliance of “soft power” in foreign policy practice in post-communist Central and Eastern Europe, it identifies conditions and analyzes processes via which norms come to play the role of intermediary variable in the articulation and enactment of national interest. Capitalizing on the agency-oriented strand of norm diffusion theory in international relations and discursive institutionalism scholarship in comparative politics, the dissertation argues that normative frameworks advocated by value-bound networks of so-called norm entrepreneurs can play a regulative function in foreign policy-making by setting boundaries for discourse and sustaining logics of appropriateness that constrain the pool of available foreign policy choices at critical junctures. In the first part, “the mission and conversion” (1989-1999), the dissertation focuses on the early stages of norm emergence and habituation in the three states in the 1990s, asserting that ideational influence incurred by American “missionaries” on Czech, Polish and Slovak “converts” to democracy via a range of socialization processes related to NATO enlargement and Western democracy promotion efforts in the region gave rise to norm entrepreneur groups bound by a shared commitment to a normative framework dubbed “dissident geopolitics”. In part two, “the zeal”, the dissertation concentrates on the later stages of norm internalisation, demonstrated by norm enforcement in foreign policy. Using case studies of Czech, Polish and Slovak foreign policy during the Iraq War (2002-2003), the Orange Revolution in Ukraine (2004-2005) and the Russia Reset (2009-2011), the dissertation shows how sustained advocacy by norm entrepreneurs with or without structural power, who skillfully use framing to push their normative agendas in discursive competition with other norm entrepreneurs, factors “dissident geopolitics” in the decision-making process that produces activist and value-laden foreign policy outcomes that might not have been expected of “weak” states. Ultimately, the dissertation argues that dominant norms and norm entrepreneur networks can thrive in transition settings when they are less disputed, but they tend to lose coherence and unity, respectively, as the foreign policy landscape diversifies upon completion of democratic consolidation.

Abstract:
The systemic transformation has significantly increased and diversified the music press market. Liquidation of the monopoly, privatization, censorship abolition and media pluralism are just some of the factors that contributed to shaping new cultural policy in Poland. The research material used for this paper’s analytical purposes consists of Polish music magazines; based on a query covering over 110 journals being published since 1946 to the present, a historical and comparative analysis was made. It allowed to determine what new solutions the publishers started to put into practice to make their magazines more attractive. Moreover, it showed a clear fragmentation of the market. After ’89, popular music magazines began to prevail; there are also many specialist journals devoted to a specific topic. A look at cultural transformation from the perspective of the music press is therefore an innovative idea, combining knowledge from the borderline of musicology, cultural studies, and press studies.

Abstract:
The rural development policy of the Agricultural Property Stock of the State Treasury in Poland (APS) is conducted by The Agricultural Property Agency – APA (since 1.09.2017 – The National Centre for Agriculture Support). The property managed by the APA includes agricultural land, forests, farm buildings, residential buildings as well as equipment and devices that are part of the social, technical, production, commercial and service infrastructure. The aim of research was to proof the influence of the gratuitous transfer of land from the APS to local government units, to engage them in social activities. The main methods used for it were: the analyse of legal acts in Poland, the analyse of reports and statistic data from APA and method of cartographic presentation – quantitative, cartogram. This article focuses on the social aspects of the APA’s operations, based on an analysis of the data supplied by the Regional Branch of the Agricultural Property Agency in Olsztyn. The results of the analyses were presented in table format. The rural development policy concerning the performance of public purposes in rural areas was analysed. The obtained information and materials were analysed to identify social investments carried out on agricultural land donated to local authorities from Agricultural Property Stock of the State Treasury. The results were used to analyse and describe the social aspects of the APA’s operations in rural area in Poland. Rural areas require various types of social assistance services. The Agricultural Property Agency has successfully fostered social development in rural areas, and it has the required resources and experience to continue that mission.

Abstract:
The aim of the article is to investigate the relationship between the anti-corruption policy and the implementation of human rights in Poland. The following basic legal and political science research methods were used: axiological- normative, systematic, historical, comparative, institutional, structural-functional, formal-juridical methods. The article analyses the socio-political environment in which an anti-corruption policy in Poland was formed and the strategies for its implementation. Significant institutional changes of the system of anti-corruption agencies and legal regulation of anti-corruption activities of governmental authorities were addressed. The role of social supervision in the field of corruption control in Poland was analysed. Polish anti-corruption policy peculiarities were highlighted, which increase the risk of violations and the disproportionate restriction of human rights. Particular attention was paid to the analysis of the scope of competencies and credentials of the Central Anti-Corruption Bureau, and its place in the system of anti-corruption agencies. Based on the analysis of anti-corruption policy in Poland, it was concluded that human rights are one of the most important criteria for the success and effectiveness of anti-corruption policy implementation. The issue of balance between anti-corruption policy and human rights implementation in modern democratic states shall be solved via a system-based approach within the framework of constitutional principles of democratic states, namely: the rule of law, human dignity as a basic value of a democratic state, respect for human rights and the admissibility of their restriction only within the limits and forms permitted by the Constitution, the principle of separation and balance of powers, the supremacy of people.

Abstract:
The EU faces increasing climate, social and economic challenges resulting among others from the negative effects of using fossil fuels. Bioeconomy with its flagship bioenergy sub-sector is meant the key remedy for this situation. That is why the growth of bioenergy production has been promoted and supported in EU financial perspective of 2007-2013 by allocating regional policy funds to strengthen bioenergy sub-sector under operational programs in eligible member states. As Poland has increasing needs to develop bioenergy sector and has been the biggest beneficiary of EU regional policy funds the aim of the paper was to investigate on the main effects of investments in bioenergy sub-sector under operational programmes 2007-2013. The study was based on SIMIK data from the Ministry of Regional Development as of December 31, 2015 and Local Data Bank of the Central Statistical Office of Poland. Qualitative and quantitative analysis show that beneficiaries carried out 80 bioenergy projects of 1442,8 mln PLN total value, including 30,4% EU co-funding under Operational Programme Infrastructure and Environment and 14 Regional Operational Programmes. These bioenergy investments resulted mainly in construction and modernization of biomass power plants, of which nearly 50% where agricultural ones as well as in constructing new and expanding already existing biomass-based heating systems in public institutions. Findings show big regional differentiation of the bioenergy investments: from none in mazovieckie (the biggest NUTS 2 in Poland) and opolskie to cumulation of nearly 33% of bioenergy projects under OPs 2007-2013 in warmińsko-mazurskie. EU co-funding for individual projects ranged from 15% to 85%, however for nearly half of them it was higher than 45%, conditioning realization of the projects fully. Concluding, EU funding was a significant source of financial support for bioenergy sub-sector in Poland, resulting in developing it especially in warmińsko-mazurskie voivodship.

Rural areas, defined as land outside towns, except industrial areas, account for over 93% of the area of Poland. They are attractive as a places of work, residence, leisure, as well as places where agricultural and non-agricultural business activities can be conducted. Agriculture is naturally associated with rural areas. Currently, apart from the agricultural function and (depending on the socioeconomic, natural or historical conditions) rural areas are also places of leisure, recreation, residence or industrial activities. This is a consequence of implementation of the concept of multi-functional development of rural areas, in which conditions are created for diverse business activities, while respecting environmental constraints. Such a multifunctional approach must take into account the interests of all parties to avoid spatial conflicts. Therefore, actions aimed at the development of rural areas should be based on an in-depth analysis of the value of the area under consideration, they should take into account natural conditions (soil, climate, terrain) of the land for conducting agricultural activities, but also take into account environmental, social and economic aspects. Objective and historical conditions affecting agriculture in Poland and the experience gained so far indicate that there is a need to change the spatial arrangement of agricultural areas. This is because of the characteristic features of agriculture in Poland, which include a disadvantageous structure of farms in terms of their area, small size of farms, insufficient technical infrastructure in villages and difficult soil conditions. Rural areas in Poland, including agriculture, are undergoing deep structural changes in regard to agricultural production, but also to farm size and layout, demographic and spatial structures as well as technical and social infrastructure. The changes taking place in rural areas in Poland are greatly affected by the Common Agricultural Policy in the European Union. As a member of the EU, Poland has been receiving aid since 2004 and has been implementing actions within Rural Development Programmes. The aim of this paper is to analyse the transformations that have been taking place in rural areas in Poland and to present selected factors and causes of the changes in rural spaces.

The focus of the paper is information and communications technology (ICT) solutions in hybrid information systems in a local government unit. As the exemplary local government unit, the social welfare center (Ośrodek Pomocy Społecznej, or “OPS”) in Polkowice, Poland, was chosen. After a brief introduction, problem statement, goal of study, research questions and methodology, the issue of how ICT supports managers in the decision-making process is presented. The policy regarding ICT plays a crucial role in developing new tools; therefore, the section titled “ICT policy regarding to local government units” is devoted to this. Reasons why ICT solutions in local government units are not fully integrated are discussed. The model of a fully integrated system for local government units is next discussed, followed by a short conclusion.

Abstract:
Purpose – we investigate models of social media activity of small local banks (SLBs) in Poland and the consequences of their adoption for SLBs’ growth. Research methodology – with the use of k-medoid clustering, we differentiate between types of SLBs’ social media activity. Then, after controlling for bank specificity and local environment, we employ these activity types in regression models explaining a bank’s popularity in social media and bank growth. Findings – although SLBs draw attention if they concentrate their social media activity on local affairs, conversion of such popularity into a bank growth is difficult to achieve. Research limitations – a relatively limited number of SLBs (111 entities) adopted an active social media policy. As a result, we have to look for social media activity models instead of describing the activity directly with numerous variables employed simultaneously in regressions. Practical implications – in order to reach the highest recognition in social media, a small bank should widely discuss local affairs. Nevertheless, SLBs’ managers should carefully enter the social media world as even suitably selected social media strategy does not automatically lead to economic outcomes. Originality/Value – first, we extend the scarce evidence on social media adoption by financial companies. Second, we clearly define different types of social media activity of local firms. Third, we differentiate between the attention drawn through social media activity and its economic repercussions.
