Using non-canonical braidings, we first introduce a notion of symmetric tensors and corresponding Hodge operators on a class of left-covariant 3d differential calculi over SU q(2), then we induce Hodge operators on the left-covariant 2d exterior algebra over the Podles quantum sphere.

We recast the Podleś spheres in the noncommutative physics context by showing that they can be regarded as slices along the time coordinate of the different regions of the quantum Minkowski space-time. The investigation of the transformations of the quantum sphere states under the left coaction of theSOq(3)group leads to a decomposition of the transformed Hilbert space states in terms of orthogonal subspaces exhibiting the periodicity of the quantum sphere states.

It presents the scene of activities of these institutions, power balls and the role of social communication in the media space. It also aims to broaden the understanding of the contemporary situation, permeated by issues related to social issues, the role of the state and improvement of sectoral policies guiding the action of these entities. The tender of analysis is to answer how the new agenda for municipal governance of João Pessoa (PB) contributes to the transformation of local government in a power connected to the social composition in an administration that universalize the rights of citizenship. From a theoretical reflection and criticism, will be examined the construction and development of that shared governance agenda of João Pessoa (PB), that these developments of the survey factors that contributed to the emergence of this new agenda, analysis and evaluation of participatory institution structuring and guiding the new governance agenda of the normative criteria of public deliberation, in consideration of the qualitative aspects of participation and deliberative effectivety.<br>O presente trabalho se destina à análise das potencialidades e dos limites da nova agenda de governança municipal de João Pessoa (PB) com a participação popular e cidadã para a ampliação da democracia participativa e o aperfeiçoamento do sistema democrático-representativo pelo enfoque teórico da deliberação pública. O propósito da análise é responder de que forma a nova agenda de governança municipal de João Pessoa (PB) contribui para a transformação do poder local em um poder articulado com o corpo social numa gestão que universalize os direitos da cidadania. A partir de uma reflexão teórica e crítica, serão examinados a construção e o desenvolvimento da referida agenda de governança compartilhada de João Pessoa (PB), tendo como desdobramentos o levantamento dos fatores determinantes que contribuíram para a emergência dessa nova agenda, a análise e a avaliação da instituição participativa estruturante e condutora da nova agenda de governança pelos critérios normativos da deliberação pública, na consideração dos aspectos qualitativos da participação e da efetividade deliberativa.

To achieve the goal, we used an empirical-theoretical investigation, including bibliographic survey and documentary research, related to the written documentation about the FISEs, especially the FUT, and field research including the university community from seven campuses involved in the study. The study about the participation in the FUT management process had as basis the understanding in the social regulation process, resulting from the overlapping of the public and private spheres, and the liberal and materialist-historical democratic approaches. From this broader discussion, we make explicit the tension between the business-strategical and the participatory-democratical management perspectives and the participation in the business organizations and social institutions as the FISES. Owing to the social regulation perspective, we aim to understand the civil society participation in the Brazilian State modernization process, and in its bulge, the historical democratization of the Brazilian public university, in distinct moments, in its management process. We aim to deepen the discussion about the moment that the market power and the social organizations were made explicit tensioned by the State- 1990 to 2010- in which the private market sphere has been strengthened at the expense of public and showing the process of superior education marketization, making explicit, within the FISES, the neo professional, heteronomous, competitive, an operational nature characteristics. In this context the democracy, neoliberal-liberal, and minimalist values have been strengthened in the FISES and in the FUT, operationalized in the management logic and in the business strategical participation. This is also, the context in which we aim to understand the participation in the FUT management process, a university that, at first, shows an organized structure by councils and boards with the teachers, students, and administrative staff representation, favorable to a participation in the participatory-democratic perspective, but that implements a management very close to the management perspective, in which not even the representative liberal participation has been consolidated. Owing that in the FUT deliberative councils there is a strong concentration of power in the managers&#8223; hands, it is even more distant from the consolidation of an effective participation in which the university community segments have more equality of participation in the deliberative spaces, as well as the expand of these segments participation in the institutional management process, covering, in addition to implementing, the highest levels and degrees in the decision-making process, as the definition of the guidelines, politics, financial management, and institutional evaluation. Paradoxically, in the perspective of the participation as politics fight, although there is a demand from the university community to take part in the decision-making processes, there is a low participation in these same spaces and in activities or important actions that are happening in the university, mainly related to the policy guidelines proposition level. Though smaller in scale, the obstacles to the participation in the FUT management process don&#8223;t differ from the obstacles in the society participation in general, and they are related to the way the production system and the social reproduction is organized and effective.<br>O presente estudo busca compreender a participação no processo de gestão da UFT conforme os documentos institucionais e a percepção da comunidade universitária: docentes, discentes e técnico-administrativos. Para alcançar o objetivo proposto, utilizamos uma investigação de natureza teórico-empírica, incluindo levantamento bibliográfico e pesquisa documental, envolvendo a documentação escrita acerca das IFES, especialmente da UFT, e pesquisa de campo abrangendo os sujeitos da comunidade universitária dos sete campi envolvidos no estudo. O estudo acerca da participação no processo de gestão da UFT teve como ponto de partida o entendimento do processo de regulação social, resultante da imbricação das esferas pública e privada, e das abordagens liberal e histórico-materialista de democracia. A partir dessa discussão mais ampla, explicitamos a tensão entre as perspectivas estratégico-empresarial e democrático-participativa de gestão e participação nas organizações empresariais e instituições sociais como as IFES. Tendo em vista tal perspectiva de regulação social, procuramos compreender a participação da sociedade civil no processo de modernização do Estado brasileiro e, no seu bojo, a histórica democratização da universidade pública brasileira, com destaque para a participação da comunidade universitária, em momentos distintos, no seu processo de gestão. Buscamos aprofundar a discussão sobre o momento em que se tem explicitado o poder do mercado e das organizações sociais tensionado pelo Estado - 1990 a 2010 - no qual tem sido fortalecida a esfera privada mercantil em detrimento da pública e evidenciado o processo de mercantilização da educação superior, explicitando, no âmbito das IFES, as características de natureza neoprofissional, heterônoma, competitiva e operacional. Nesse contexto têm sido fortalecidos nas IFES, como na UFT, os valores da democracia liberal/neoliberal minimalista, operacionalizados na lógica da gestão e da participação estratégico-empresarial. Esse é, também, o contexto no qual buscamos compreender a participação no processo de gestão da UFT, uma universidade que, em princípio, apresenta uma estrutura organizada em conselhos e colegiados com a representação dos segmentos dos professores, estudantes e técnico-administrativos, favorável a uma participação na perspectiva democrático-participativa, mas que implementa uma gestão muito próxima da perspectiva gerencial, na qual nem mesmo a participação liberal representativa se consolidou. Tendo em vista que nos conselhos deliberativos da UFT existe forte concentração de poder na figura dos gestores, está ainda mais distante de se consolidar uma efetiva participação na qual os segmentos da comunidade universitária tenham mais igualdade de participação nos espaços deliberativos, bem como de se ampliar a participação de tais segmentos no processo de gestão institucional, abrangendo, para além da execução, os níveis e graus mais elevados do processo de tomada de decisão, como a definição das diretrizes, políticas, planejamento, financiamento e avaliação institucionais. Paradoxalmente, na perspectiva de participação como luta política, embora haja uma demanda da comunidade universitária por participar dos processos de tomada de decisão, ocorre uma baixa participação nesses mesmos espaços e em atividades ou ações importantes que vêm ocorrendo na universidade, principalmente no que se refere ao nível da proposição de diretrizes políticas. Embora em menor escala, os obstáculos à participação no processo de gestão da UFT não diferem dos obstáculos à participação na sociedade de uma forma geral, e têm a ver com o modo como o sistema de produção e reprodução social está organizado e se efetiva.

O presente caso de estudo sobre a comunicação política na Junta de Freguesia das Avenidas Novas traça uma linha cronológica entre o início da campanha eleitoral em maio de 2017 e o mandato em exercício em 2019. Partindo da comunicação pública como um definidor primário (Hall, 1978) na relação da política com os media e o jornalismo, e atendendo às dimensões comunicacionais e políticas: exercício de poder, legitimidade, desempenho e responsabilização, analisou-se a articulação da entidade com a Assembleia Municipal e a Câmara Municipal bem com o relacionamento com a comunicação social e a reconfiguração da esfera pública (Habermas,1962) através da digitalização da comunicação política (Aagaard, 2016) no poder local.<br>This case study on political communication at Junta de Freguesia das Avenidas Novas draws a chronological line between the beginning of the electoral campaign in May 2017 and the mandate in office in 2019. Starting from the public communication as a primary definer (Hall, 1978) in the relation of politics to the media and journalism, and taking into account the communicational and political dimensions: exercise of power, legitimacy, performance and accountability, the articulation of the entity with the Assembleia Municipal e Câmara Municipal as well as the relationship with the media and the reconfiguration of the public sphere (Habermas, 1962) through the digitization of political communication (Aagaard, 2016) in local power.

Esta investigação incidirá sobre novas potenciais formas de representação na esfera pública. Tentaremos com isto corroborar a hipótese de novas formas de representação não-eleitoral como um complemento indispensável às formas tradicionais. Neste sentido iremos explorar os conceitos de esfera pública e poder comunicativo para discutir uma nova visão da representação política. Defenderemos também a ideia de uma esfera pública participativa e aproximar-nos-emos das teses deliberativas da democracia para a renovação das democracias representativas.<br>This investigation deals with new potential forms of representation in the public sphere. Our main argumente is that new forms of non-electoral representation are na essential complemente to new forms of representation. From this viewpoint, we will use the concepts of public sphere and communicative power in order to discuss a new conceptualization of political representation. We will also support the idea of an active public sphere and the need to adopt deliberative democratic theories in order to revitalize the functioning of representative democracies.

A maior percentagem dos jornalistas que mudaram de lado e foram trabalhar como assessores de imprensa do governo português, continuou ligada ao Estado ou ao poder político após deixar o trabalho governamental. Esta é a conclusão desta tese, que analisou o percurso profissional dos profissionais da informação que foram ser assessores do governo português entre entre 6 de abril de 2002 e 12 de junho de 2011 – abarcando dois governos PSD-CDS e dois governos PS, ou seja, o conjunto dos partidos que desde 1975 ocuparam o poder em Portugal. A investigação dividiu os destinos profissionais em quatro tipologias: além dos que ficaram na órbita do Estado, organismos dependentes do Estado e dos partidos políticos (33,3%), um segundo grupo voltou ao jornalismo (28,7%), o terceiro é o dos que foram para a comunicação empresarial (19,5%) e 18,4% retiraram-se do campo da comunicação. No período analisado, entre os 129 assessores de imprensa que foram nomeados para os governos – dois encabeçados pelo PS e dois dirigidos por coligações entre o PSD e o CDS – 64,3% dos assessores vieram do jornalismo e, desses, 51,8% eram mulheres. O número dos que tinham cursos superiores chegou a 66,3% dos jornalistas e, no que toca à experiência profissional, o maior grupo era o que tinha entre 5 e 9 anos de trabalho (36%), seguido dos que tinham 15 ou mais anos de trabalho (28%). Um terceiro grupo tinha entre 10 e 14 anos como jornalistas (24%) e apenas 12% tinham entre 0 e 4 anos de jornalismo. O trabalho também incluiu entrevistas com os ex-assessores governamentais sobre as questões éticas e deontólógicas colocadas pela mudança de lado de jornalistas para fontes profissionalizadas – e como os profissionais viveram essa mudança –, sobre a relação entre jornalistas e assessores, além de outros aspectos da passagem do jornalismo para a assessoria. No campo teórico, partiu-se da concepção da esfera pública como território coletivo de inter-relações humanas, visto como um tecido social em que atuam os campos, conforme teorizado por Bourdieu. Ao tratar da comunicação – o campo da visibilidade, segundo Bourdieu – procurou-se melhor compreender o seu funcionamento, recorrendo-se para isso à teoria freudiana sobre a visibilidade, relacionada por Freud à histeria. Na distinção entre jornalistas e assessores, a partir da sociologia das profissões caracterizou-se o jornalismo como uma profissão e a assessoria de imprensa como uma ocupação profissional. No que diz respeito à atuação da assessoria de imprensa na construção da notícia, foram identificados três níveis de procedimentos: o dirigido ao gatekeeping, o voltado para a construção da agenda e o que tem como meta a criação da narrativa, que enquadra os outros dois.<br>The largest percentage of journalists that changed sides and went to work as government press attachés stayed in positions related to the State or the public power after the term of the government they worked for. This is one of the conclusions of this study that focused on the career of the information professionals that worked as government PR between April 6, 2002 and June 12, 2011 – comprising two PSD-CDS governments and two Socialist Party governments, the three parties that since 1975 were in the country's governments. The research allowed to identify four categories of professional destinies: the ones that stayed in the orbit of the State, political parties and institutions and companies dependent of the government (33.3%); the second group was formed by those who returned to journalism (28.7%); the professionals that went to communication consultancies (19.5%); and those who abandoned the communication field (18.4%). During this nine year period four Portuguese governments – two run by the Socialist Party and two by a coalition of the center-right PSD/CDS parties – that hired 129 press attachés and 64.3% of them were journalists. Among those journalists, 51.8% were women, and 66,3% of the journalists had a University degree. The largest group to these journalists had between 5 and 9 years of professional experience (36%), followed by those that had 15 or more years of work experience (28%), the ones between 10 and 14 years of work experience (24%) and only 12% had worked as journalists up to four years. The research also included interviews with these former press attachés with questions on the ethical and deontological issues involved in the changing sides from journalism to the government work and how they faced these changes, as well as how they viewed the professional relationships between journalists and press attachés. In the theoretical area, the starting point was the concept of the public sphere as common social territory in which human inter-relations occur, considering this territory as a social tissue where the fields – as Bourdieu theorized – interact. In an effort to better understand Communication, seen by Bourdieu as the field of visibility, this thesis used the Freudian theory on visibility, related to the manifestation of hysteria. Using the categories of the Sociology of Professions, Journalism was characterized as a profession and the work of press attachés as an occupation. In what concerns the PR activity in relation to the news publishing, this thesis identified three types of proceedings: influencing the gatekeepers; agenda building; and the creation of narratives.

Dentro de los diversos fenómenos socio-urbanos contemporáneos, los que corresponden a la&#x0D; contracultura son algunos de los que tienen mayor impacto y participación específica en la&#x0D; esfera pública. Estas formas de cohabitar un territorio supone, en la mayoría de los casos un&#x0D; rechazo sistemático generalizado, tanto por la irrupción al orden establecido, como por su&#x0D; condición emergente y sus lenguajes novedosos, codificados y transgresores con que se&#x0D; manifiestan.&#x0D; A pesar de que los sectores sociales oficialmente válidos no reconocen de una forma abierta su&#x0D; autenticidad e importancia para el autoconocimiento social y territorial, la permanencia de estas&#x0D; formas subversivas de habitar la ciudad, habla de una fuerza que construye tanto identidades&#x0D; como patrimonio e imaginarios al paso del tiempo.&#x0D; Ejemplo de lo anterior, podría ser el fenómeno graffiti surgido en los años 70 del pasado siglo,&#x0D; que luego de haber sido objeto de persecución policiaca, al paso de los años algunas de éstas&#x0D; obras han llegado a otorgar una suerte de identidad comunitaria o patrimonio urbano&#x0D; insospechado. Este sería el caso de las intervenciones del denominado “padre del graffiti” Taki&#x0D; 183, a quien en la actualidad le dedican homenajes, retrospectivas, exposiciones y hasta la&#x0D; protección o conservación de las pocas intervenciones que aún persisten dentro del Area&#x0D; Metropolitana de Nueva York. Años después se han replicado fenómenos alrededor del mundo&#x0D; como el caso del artista inglés Banksy, que ha llegado a conmocionar tanto a las autoridades&#x0D; como a corredores de arte y ciudadanos de todo el mundo.&#x0D; Estas acciones mas allá de su intención crítica o comunicativa dentro de los espacios de la&#x0D; ciudad, reditúan en el fortalecimiento a las crecientes industrias de materiales, pero también&#x0D; influencian la identidad, la atracción turística de una ciudad, el uso de sus espacios públicos,&#x0D; etc. en las ciudades que los contienen.&#x0D; Sin embargo, una nueva forma de ejercer la creatividad en la esfera pública a partir de las&#x0D; prácticas tradicionales del graffiti antes descrito, ha estado dejando sorpresivos rastros, que&#x0D; invitan a la reflexión ciudadana sobre la forma como se viven las ciudades, poniendo en valor la&#x0D; importancia que pueden llegar a tener los espacios comunes de un territorio con sus&#x0D; potenciales alternativas.&#x0D; La presente colaboración, pretende hacer un análisis de las alternativas creativas que hoy día,&#x0D; pueblan las principales ciudades del mundo, y la manera como estas pueden llegar a hacer&#x0D; ciudad y a realizar el ejercicio de la ciudadanía a partir de una acción creativa al alcance de las&#x0D; masas que se mueven por las ciudades. Así es como el post-graffiti alejado ya del uso de su&#x0D; herramienta por antonomasia; aerosol, plantea nuevas formas de alejarse de su esencia&#x0D; vandálica, para aproximarse a nuevas miradas, pero sobre todo revalorizando los espacios y elementos de la cotidianidad, con un discurso que ve desaparecer la delgada línea que lo&#x0D; separa de poder llegar a ser la próxima página de la historia del arte. Graffiti, afterwards known as postgraffiti, being considered within the various sociocontemporary&#x0D; urban phenomenons, are among those with the greatest impact and participation&#x0D; in the public sphere. Although, it´s authenticity is not officially recognized by the social sector,&#x0D; these subversive ways of being in the city, speak of a force that builds identities both as equity&#x0D; and imaginary over time. Postgraffiti, beyond its critical or communicative intent within the&#x0D; spaces of a city, pay off the strengthening of the growing material industries, but also influence&#x0D; the identity, tourist attraction of the city and the use of public spaces, adding to it a citizenship&#x0D; exercise.&#x0D; Postgraffiti creativity has been leaving surprisive trails that invite the public to reflect on how&#x0D; cities are living, giving value to the common areas and its importance that can have as a&#x0D; territory with potential alternatives. The postgraffti images, expand the communicative potential&#x0D; of the visual language; seen as an expression placed in the contemporary city landscapes or&#x0D; public spaces, take along a sociocultural dimension and community expression.
