Abstract:
As one of the reforms supported by the New Public Management movement, Performance Management Systems (PMSs) have been implemented worldwide, across various policy areas and different levels of government. PMSs require public organizations to establish clear goals, measure indicators of these purposes, report this information, and, ultimately, link this information with strategic decisions aimed at improving agencies’ performances. Therefore, the components of any PMS include: (1) strategic planning; (2) data collection and analysis (performance measurement); and (3) data utilization for decision-making (performance management). However, the degree of adoption and implementation of PMS components varies across both countries and levels of government. Therefore, in understanding the role of PMSs in public administration, it is important to recognize that the drivers explaining the adoption of PMS components may differ from those explaining their implementation. Although the goal of any PMS is to boost government performance, the existent empirical evidence assessing PMS impact on organizational performance reports mixed results, and suggests that the implementation of PMSs may generate some unintended consequences. Moreover, while worldwide there is a steady increase in the adoption of performance metrics, the same cannot be said about the use of these metrics in decision-making or performance management. Research on the drivers of adoption and implementation of PMSs in developing countries is still lacking.

Full text
Abstract:
The timing capability of photomultipliers (PMTs) can be inferred from the basic laws of electron motion. The relationships between time dispersion and field strength, initial electron energy, angle of emission, and electrode spacing follow from these laws. For conventional PMTs, the major contribution to dispersion arises from the cathode-to-first-dynode region. The field gradient at the cathode primarily determines the timing. This is verified by examining the electron motion in non-uniform electric fields. The contribution from interdynode transitions is small for linear focussed PMTs. Monte Carlo simulations of output waveforms from scintillators agree with measurements. The performance of threshold, zero crossing, and constant fraction (CF) discriminators is examined, revealing the superiority of the CF types. Two organizations have made detailed timing measurements, some of which show sub-nanosecond jitter. Proximity focussed PMTs from Hamamatsu confirm time dispersion measured in picoseconds.

Abstract:
Photomultipliers (PMTs) are current generators characterized by high gain, wide bandwidth, and high-output impedance. The role of preamplifiers and amplifiers is generally one of conditioning the PMT output. Either the time signature is preserved using a fast voltage preamplifier, or a voltage proportional to the charge in each event is generated with a charge-sensitive preamplifier. Both preamplifier types are generally of low-output impedance, suitable for driving matched coaxial cable. Preamplifiers and amplifiers are available as modular units (e.g. nuclear instrument module), stand alone, or are incorporated in a module including the PMT. Shaping amplifiers are used to further condition preamplifier signals, using integrating and differentiating circuits—particularly relevant to scintillation spectrometers. Discrete-component amplifiers and current-feedback operational amplifiers serve fast applications. Digital signal processing has overtaken many of the classical electronic techniques involving resolution and in pulse shape discrimination. Electronic circuitry for generating fast LED pulses is discussed.

Abstract:
The emergence of a new market for private force has altered many aspects of war fighting, including those pertaining to victory and post-conflict settings. While some literature suggests that private military companies (PMCs) can sometimes lead parties to negotiate a peace agreement more quickly, the value of this victory is open to debate. Empirical evidence and case studies of civil wars explored in this chapter suggest that the peace achieved through the use of PMCs is unlikely to endure or to bring substantial improvement to the lives of the most vulnerable victims of war—that is, instead of a positive peace, PMCs achieve a negative peace. Moreover, states often mortgage their natural resources to PMCs as a form of payment. In other words, both the war and the victory secure considerable benefits for PMCs and accomplish little for the civilian populations within war-torn states.
