Abstract Greenflesh Honeydew (GFHD) musk-melon (Cucumis melo L.) is an erratic performer in the varied environments of Arizona, California (Imperial Valley and San Joaquin Valley), and Texas. The vines are susceptible to powdery mildew caused by Sphaero-theca fuliginea (Schlecht. ex. Fr.) Poll, and the cucurbit mosaic viruses including papaya ringspot virus (watermelon mosaic virus, see ref. 3), watermelon mosaic virus 2, and zucchini yellow mosaic virus. Common quality defects of the fruit include traces of net, nonuniform shapes and sizes, low soluble solids, thin flesh, the cavity becoming watery prior to best edibility, and poor flavor. This report describes PMR Honeydew, a recently released powdery mildew resistant honeydew breeding line.

Abstract:
The economics of grazing dairy cows offered a range of herbage allowances and fed supplements as a partial mixed ration (PMR) were examined where profit was defined as the margin between total milk income and the cost of pasture plus PMR supplement. The analysis made use of milk production and feed intake data from two dairy cow nutrition experiments, one in early lactation and the other in late lactation. In early lactation and at a PMR intake of 6 kg DM/cow per day, the profit from the cows with access to a medium herbage allowance (25 kg DM/cow per day) was AUD 1.40/cow per day higher than that for cows on a low allowance (15 kg DM/cow per day). At a higher PMR intake of 14 kg DM/cow per day, the profit from the cows on a medium herbage allowance was AUD 0.45/cow per day higher than the cows on a low allowance; there was no additional profit from increasing the herbage allowance from medium to high (40 kg DM/cow per day). In late lactation, the profit from the cows fed a PMR with a medium herbage allowance (20 kg DM/cow per day) was only higher than the cows on a low allowance (12 kg DM/cow per day) when the PMR intake was between 6 and 12 kg DM/cow per day. There was also a difference of AUD +0.50/cow per day between the PMR with medium and high herbage allowance (32 kg DM/cow per day). It was concluded that farmers who feed a PMR to dairy cows should offer at least a medium herbage allowance to optimize profit. While feeding additional PMR increases milk production and profit, further gains would be available by offering a higher herbage allowance. These findings provide an estimate of the net benefits of different herbage allowances when feeding a PMR and will enable farmers to manage their feeding systems more profitably.

Abstract:
Milk production responses were measured in grazing cows offered mixed rations with or without canola meal. Experiments were conducted in spring (Experiment 1; early lactation) and autumn (Experiment 2; late lactation). The experiments used 140 (Experiment 1) or 96 (Experiment 2) Holstein-Friesian multiparous dairy cows that had calved in late winter/early spring. Each experiment lasted 28 days including a 14-day adjustment period and a 14-day measurement period during which intake and milk production was measured. In each experiment, there were two dietary treatments: PMR: cows grazed a restricted pasture allowance (10–15 kg DM/cow per day, measured to ground level) supplemented with a PMR comprising wheat grain (60%, DM basis), lucerne hay (21%) and maize grain (19%); and PMR+C: cows were fed the same as the PMR cows, but some wheat grain in the PMR was replaced with solvent-extracted canola meal so that it comprised wheat grain (39%, DM basis), lucerne hay (21%), maize grain (19%) and canola meal (21%). The two treatments were randomly allocated to half the cows in each experiment. Cows were then further allocated into 10 groups of 7 cows (Experiment 1) or 8 groups of 6 cows (Experiment 2). Two groups of cows were assigned to receive a different amount of each ration: 8, 10, 12, 14 or 16 kg DM total supplement/cow per day for Experiment 1 and 6, 8, 10 or 12 kg DM total supplement/cow per day for Experiment 2. In Experiment 1, yields of energy corrected milk (ECM), milk fat, and milk protein were greater for PMR+C cows than PMR cows when 12 kg/cow per day of supplement or more was offered. Milk protein concentration was greater in PMR+C cows than PMR cows but only when 16 kg DM supplement/cow per day was offered. These changes in milk yield and composition were associated with increases in the intakes of pasture, supplement and total DM intake in the PMR+C cows compared with the PMR cows. In Experiment 2 there were no differences in milk yield or composition between PMR and PMR+C cows at any amount of supplement offered, nor were there any differences in intakes of pasture, supplement or total DM intake. It is concluded that replacing some of the wheat in a well-formulated PMR with canola meal can stimulate DMI and increase per-cow production of ECM when high amounts of supplement are fed in early lactation, but not late lactation.

ABSTRACT Histone-like protein H1 (H-NS) family proteins are nucleoid-associated proteins (NAPs) conserved among many bacterial species. The IncP-7 plasmid pCAR1 is transmissible among various Pseudomonas strains and carries a gene encoding the H-NS family protein, Pmr. Pseudomonas putida KT2440 is a host of pCAR1, which harbors five genes encoding the H-NS family proteins PP_1366 (TurA), PP_3765 (TurB), PP_0017 (TurC), PP_3693 (TurD), and PP_2947 (TurE). Quantitative reverse transcription-PCR (qRT-PCR) demonstrated that the presence of pCAR1 does not affect the transcription of these five genes and that only pmr, turA, and turB were primarily transcribed in KT2440(pCAR1). In vitro pull-down assays revealed that Pmr strongly interacted with itself and with TurA, TurB, and TurE. Transcriptome comparisons of the pmr disruptant, KT2440, and KT2440(pCAR1) strains indicated that pmr disruption had greater effects on the host transcriptome than did pCAR1 carriage. The transcriptional levels of some genes that increased with pCAR1 carriage, such as the mexEF-oprN efflux pump genes and parI, reverted with pmr disruption to levels in pCAR1-free KT2440. Transcriptional levels of putative horizontally acquired host genes were not altered by pCAR1 carriage but were altered by pmr disruption. Identification of genome-wide Pmr binding sites by ChAP-chip (chromatin affinity purification coupled with high-density tiling chip) analysis demonstrated that Pmr preferentially binds to horizontally acquired DNA regions. The Pmr binding sites overlapped well with the location of the genes differentially transcribed following pmr disruption on both the plasmid and the chromosome. Our findings indicate that Pmr is a key factor in optimizing gene transcription on pCAR1 and the host chromosome.

The main target of this work is to project and make a simple repeater working in 446 MHz tape called PMR. This repeater is made from functional station PMR and repeating program unit, which was constructed by the help of the system for recording and replaying sound. The repeater is managed by microcontroller Atmel from line AVR. The repeater records minimal and maximal temperature during its operation and its date and time is still actual thanks to transceiver DCF. It is possible to connect the transceiver with a computer by the serial link.

Thermo-oxidative aging produces a non-uniform degradation state in PMR-15 resin. A surface layer, usually attributed to oxidative degradation, forms. This surface layer has different properties from the inner material. A set of material tests was designed to separate the properties of the oxidized surface layer from the properties of interior material. Test specimens were aged at 316°C in either air or nitrogen, for durations of up to 800 hours. The thickness of the oxidized surface layer in air aged specimens, and the shrinkage and coefficient of thermal expansion (CTE) of nitrogen aged specimens were measured directly. The nitrogen-aged specimens were assumed to have the same properties as the interior material in the air-aged specimens. Four-point-bend tests were performed to determine modulus of both the oxidized surface layer and the interior material. Bimaterial strip specimens consisting of oxidized surface material and unoxidized interior material were constructed and used to determine surface layer shrinkage and CTE. Results confirm that the surface layer and core materials have substantially different properties.

Le concept de polymerisation interactive, a partir de la microdielectrometrie, s'avere particulierement interessant dans le cas de la polymerisation complexe de la resine thermodurcissable pmr-15. Notre approche de la polymerisation de cette resine a consiste a developper une analyse electrique de suivi reactionnel qui rend compte des evenements physico-chimiques survenant lors de la polymerisation de cette resine. Nous abordons notre etude experimentale par une approche sur composes binaires modeles et avons exploite les resultats microdielectrometriques en nous appuyant systematiquement sur des methodes classiques de caracterisation et de suivi de polymerisation (atd, irtf, gpc, dma). Nous validons ainsi la faisabilite du concept et pouvons ainsi apprehender l'utilisation de cette technologie au suivi de la polymerisation de la resine pmr-15. Un suivi microdielectrometrique de la polymerisation de ce polyimide necessite l'utilisation d'une sonde electrique a support electriquement inerte a haute temperature. Nous sommes alors parvenus a montrer l'aptitude de cette technologie a detecter les principaux evenements physiques ou chimiques survenant au cours de la polymerisation de ce type de resine: imidation, transition vitreuse du prepolymere et reticulation. Nous proposons par ailleurs une nouvelle approche du suivi reactionnel par sollicitation du materiau par un echelon de tension continue en exploitant les exposants de la loi de curie-von schweidler. Cette exploitation permet une analyse plus realiste de l'evolution de la mobilite des porteurs de charge au sein d'un dielectrique et se revele extremement sensible aux variations de viscosite. D'un point de vue industriel, a l'issue de ces resultats, on nourrit les plus vives convictions quant a l'applicabilite de ce concept au suivi de la polymerisation des reseaux nadimides a condition de disposer d'un capteur ne presentant aucun signal electrique parasitaire a haute temperature pouvant avoir une incidence nefaste sur la reponse propre du systeme en cours de reaction

Dans les technologies à large bande actuels, Long Term Evolution (LTE), développé par le 3GPP (3rd Generation Partnership Project), est considéré comme l’un des candidats potentiels pour la prochaine génération de PMR. Malgré le fait que la technologie LTE en charge la transmission de données à haute vitesse et prend en charge différentes tailles de paquets en utilisant la modulation et le codage adaptatifs (AMC), le LTE n’est pas encore optimisée pour la communication vocale à bas débit, en particulier en cas d’utilisation LTE pour la radio communications mobiles professionnelles (PMR ) contexte. Par conséquent, dans cette thèse, nous présentons des solutions pour renforcer la capacité de la voix de la technologie LTE dans le cadre PMR à la fois la liaison montante et la transmission de liaison descendante. Les nouvelles propositions, basées sur la technologie de norme LTE existant avec des adaptations, permettent la réduction de les frais généraux de données et les frais généraux de contrôle sur LTE (VoLTE) dans le contexte PMR
The Professional Mobile Radio (PMR) network, which is used for public safety operation, has to evolve to the broadband solutions to satisfy the user demands in the future. In the current broadband technologies, Long Term Evolution (LTE) standard, developed by the 3GPP (3rd Generation Partnership Project), is considered one of the potential candidates for the next generation of PMR. Despite the fact that LTE supports high-speed data transmission and supports different packet sizes by using Adaptive Modulation and Coding (AMC), LTE is not yet optimized for low bit rate voice communication, especially in case of using LTE in Professional Mobile Radio (PMR) context. Therefore, in this dissertation, we present several new solutions for enhancing the voice capacity of LTE in the PMR context for both uplink and downlink transmission. The new propositions, based on existent LTE standard technology with adaptations, allow reducing both control and data overhead issues of Voice over LTE (VoLTE) in PMR context

This evaluation is intended as an input to the new country strategy document the IDB Group is preparing. The evaluation draws upon a diverse range of sources of information. These include interviews with key respondents: current and former government civil servants, project executing agencies, IDB Group sector specialists, international cooperation partners, members of academia and civil society familiar with the country's development challenges and individuals from the various sectors in which the Bank works. La fermeture des centrales nucléaires et le développement de l’énergie solaire et éolienne rendent la production d’électricité plus volatile. De nouveaux systèmes de stockage sont nécessaires pour s’assurer que l’électricité est disponible au moment où elle est nécessaire. Le stockage adiabatique d’air comprimé représente une technologie prometteuse. Il utilise l’excédent de production des installations solaires et éoliennes pour comprimer l’air ambiant et le stocker dans une cavité souterraine. Au besoin, l’air comprimé est à nouveau détendu et entraîne alors une turbine qui produit de l’électricité. En tirant profit de la chaleur générée lors de la compression, cette technologie atteint un rendement de 65 à 75 %, ce qui est semblable à celui obtenu avec l’accumulation par pompage. En termes de potentiel d’émission de gaz à effet de serre et de dommages aux écosystèmes, la compatibilité environnementale des réservoirs d’air comprimé est également comparable à celle des systèmes à accumulation par pompage. Les réservoirs d’air comprimé sont techniquement réalisables. Les composants importants, comme les turbomachines et les accumulateurs thermiques, sont déjà disponibles sur le marché ou ont été testés dans une installation pilote. La construction de cavités bénéficie de l’expérience acquise lors de la réalisation de tunnels et de cavernes. Les réservoirs adiabatiques d’air comprimé constituent par conséquent une solution de stockage efficace, écologique et techniquement réalisable. El objetivo del proyecto fue evaluar el nivel de accesibilidad que ofrece el espacio público a Personas con Discapacidad (PcD) y Personas con Movilidad Reducida (PMR) en rutas peatonales urbanas. Para lograr este objetivo, se utilizó una metodología llamada "Mapeando experiencias de viaje" (Olivares et al., 2019), que fue adaptada y ampliada para estudiar la movilidad peatonal de primera y última milla de viajes urbanos, es decir, los recorridos que realizan las personas desde una parada de transporte público hasta su destino. El estudio se llevó a cabo en las ciudades de Bogotá D.C., Colombia y Santo Domingo, República Dominicana, con la participación de personas con discapacidad visual, física, auditiva y cognitiva. Los resultados del estudio mostraron que los niveles de accesibilidad y satisfacción, así como las emociones, percepciones y tiempos, obstáculos y apoyos varían según el tipo de discapacidad, especialmente en el caso de las personas con discapacidad visual en el que el impacto es mayor.

The goal of development assistance is to deliver measurable results. At the Inter-American Development Bank (IDB), the Development Effectiveness Framework (DEF) was adopted to enhance the likelihood this goal is met. The key objective of this analysis is to enhance our understanding of the role the set of tools and processes adopted at the IDB, from project design to completion, play in the assessment of a projects success and effectiveness. Specifically, we are interested in teasing out the role different dimensions of project design, assessed through the Development Effectiveness Matrix (DEM), and execution performance indicators, as per the Project Monitoring Report (PMR), have on the delivery of effective and successful projects measured through the Project Completion Report (PCR) methodology implemented at the IDB. We also explore the validation process of PCRs and delve into the effectiveness analysis at the level of specific objectives and result indicators, identifying key pitfalls associated with objectives not being met. Overall, our findings provide strong validation for the DEF and its tools. We find robust evidence for the importance of the quality at entry assessment conducted through the DEM. In particular, the quality of the results matrix at approval is a strong determinant of project success and effectiveness at closure, and the quality of the Evaluation Plan is strongly associated with the effectiveness of a project. In terms of execution performance, our analysis finds that, on average, projects that execute a lower share of their approved loan amount, are put on Alert, or are classified as a Problem, in its first three years of execution; and projects that experience a higher share of their outputs discontinued, with respect to their first results matrix, are most likely to be ineffective in achieving their objectives and will likely be rated as unsuccessful.

Abstract:
The Inter-American Development Bank (IDB or Bank) has worked hard to increase its capacity to report on results. The importance of this issue is reflected in many of the requirements that stem from the Ninth General Capital Increase (IDB-9) process. The IDB-9 Agreement mandates that the IDB report on the results of its projects through an enhanced Development Effectiveness Framework (DEF). It requires that the Bank revise the Development Effectiveness Matrix (DEM) as a tool for assessing evaluability in projects; define a minimum threshold for the evaluability score; strengthen the role of the Operations Policy Committee (OPC) to ensure minimum evaluability standards; strengthen the tools for project monitoring and results reporting to provide more useful information; and report on results annually in the Development Effectiveness Overview (DEO). The DEO is also supposed to report on the findings of impact evaluations and on the recommendations of evaluations of the Office of Evaluation and Oversight (OVE). Many of these requirements have been implemented, and most of those not yet implemented are expected to be finalized soon. Though it is still early in the process, the effectiveness of implementation of the DEF to date appears positive, with some challenges remaining. The DEM for sovereign-guaranteed (SG) projects has been effectively implemented, while the DEM for non-sovereign-guaranteed (NSG) projects is still a work in progress. The focus of OPC meetings on evaluability has increased, though evaluability issues in NSG operations were not identified. The Progress Monitoring Report (PMR) for SG projects has been implemented and is being revised to address some of the challenges it still faces. One significant issue is the lack of integration across these various tools, which appears to limit the usefulness of the PMR system. Finally, the new Project Completion Report (PCR) has not yet been launched but is under preparation. It is critical that it be launched soon, as it is a key part of the Bank's results architecture for SG projects. The DEO is not yet fulfilling its mandate to report on the Bank's overall development results. The DEOs to date have been effective primarily in highlighting and discussing selective areas of Bank activity. Some of the weaknesses of the DEO result from the incomplete implementation of the DEF, including the absence of reliable PCRs and the failure of the NSG DEM to measure evaluability. In addition, the DEO does not explain the reasons for selecting the cases presented and discussed in the analysis of the Bank¿s priority sectors, and the impact evaluations promised are not followed up in later editions. Finally the DEO has not to date had an analysis of the economic rates of return of projects approved in the year of reference or a discussion of OVE recommendations, though the latter is expected in 2013. Moving forward, the Bank should complete the implementation of the DEF and continue to refine the tools that are already in place. To make the most of these tools, it is important to ensure that they are integrated and to promote a culture of planning for results and a willingness to report on problems and failures as well as successes. The DEO should seek to focus on lessons learned from both success and failure and to serve more as a tool for accountability.
