The objective of this work was to identify what are the main divergences found between what the theory preconizes as scope and approach of the Project Management Offices (PMOs) and what really happens when practice is observed on site. Such intend was achieved with the support of a case study analysis. The theme may be considered relevant based on the fact that it provides a better comprehension about how the PMOs structures really operate. Specially regarding to scope, that is, whether the PMO is a Program-Project, a Departmental PMO, or a Corporate PMO, and regarding its range, that is, if its action is operational, tactical or strategic. Qualitative methodology was used in this research, through a case study approach. A large size manufacturing company not structured by projects was chosen to be evaluated. This company has a complex organizational structure and such characteristic makes possible a comprehensive study. The performance of the PMOs addressed in the case study was discussed taking in consideration the literature and also the information collected from the participant observation. The results of this work allows to conclude that the assumption of the research, that there are divergences between what the theory preconizes as scope and approach of the PMOs and what really happens on practice, is confirmed through the case study. Beyond that, there is not a clear causality relation between the amplitude of action of those PMOs and its hierarchic position within the organization. Also there is not a pattern of action of the PMOs when compared to functions that they perform. Finally, recommendations were made related to the case study presented. The main ones are shown as follows. It is important to hold a multi case study for a better comprehension of the theme with at least one company structured by projects and other one non-structured by projects in order to compare the performance of their PMOs aiming to better understand the theme. To include more stakeholders among the group of the interviewed people within the case study. To hold a survey with various companies of various segments inside the national territory. Also to perform a study where it may be verified whether different organizational typologies may affect the practice of PMOs in the organizations.
Neste trabalho, o objetivo é identificar, a partir da análise de um estudo de caso, quais são as principais divergências encontradas quando se compara o que a teoria preconiza como o escopo e a abordagem dos Project Management Offices - PMOs e o que acontece na prática, no que diz respeito à real atuação destas estruturas. O tema pode ser considerado relevante devido ao fato de fornecer uma melhor compreensão sobre como as estruturas de PMO realmente atuam, principalmente no que diz respeito ao escopo, isto é, se o PMO é um Programa-Projeto, um PMO Departamental ou um PMO Corporativo e relativamente a sua amplitude, ou seja, se sua atuação é operacional, tática ou estratégica. Para este estudo foi utilizada a metodologia qualitativa, por meio da abordagem de estudo de caso. Foi selecionada uma empresa de grande porte do setor de manufatura não estruturada por projeto para avaliação. A empresa do estudo de caso possui uma estrutura organizacional complexa que possibilita um estudo abrangente. A atuação dos PMOs do estudo de caso foi discutida à luz da revisão de literatura e levando-se em conta, também, as informações colhidas a partir da observação participante. Os resultados deste trabalho permitem concluir que o pressuposto defendido, que é a existência de divergências entre o que a teoria preconiza como escopo e abordagem do PMO e a real atuação dos PMOs, foi confirmado através do estudo de caso; além disso, não existe relação de causalidade clara entre o escopo de atuação dos PMOs e sua posição hierárquica dentro da empresa; e não existe uma atuação padrão destas estruturas, quando comparadas às funções que elas exercem. Por fim, são apresentadas recomendações relativas ao estudo de caso realizado, ou seja, é importante realizar um estudo multicasos entre ao menos uma empresa não estruturada por projeto e outra estruturada por projeto e comparar a atuação dos seus PMOs para melhor compreensão do tema, incluir mais stakeholders no grupo de entrevistados dentro do estudo de caso, realizar um survey com várias empresas de vários segmentos dentro do território nacional e um possível estudo onde seja verificado se tipologias diferentes de estruturas organizacionais podem afetar a atuação práticas dos PMOs.

Thermo-oxidative aging produces a non-uniform degradation state in PMR-15 resin. A surface layer, usually attributed to oxidative degradation, forms. This surface layer has different properties from the inner material. A set of material tests was designed to separate the properties of the oxidized surface layer from the properties of interior material. Test specimens were aged at 316°C in either air or nitrogen, for durations of up to 800 hours. The thickness of the oxidized surface layer in air aged specimens, and the shrinkage and coefficient of thermal expansion (CTE) of nitrogen aged specimens were measured directly. The nitrogen-aged specimens were assumed to have the same properties as the interior material in the air-aged specimens. Four-point-bend tests were performed to determine modulus of both the oxidized surface layer and the interior material. Bimaterial strip specimens consisting of oxidized surface material and unoxidized interior material were constructed and used to determine surface layer shrinkage and CTE. Results confirm that the surface layer and core materials have substantially different properties.

This study evaluates the Periodic Mesopores Organosilicas (PMO) synthesized by co-condensation of 1,4-bis(trietoxysilil)benzene (BTEB) and feniltrietoxysilane (FTE) in different mole fractions, under acidic conditions using triblock copolymer Pluronic P123 as template and in the presence of inorganic salt (KCl), to adsorption of aromatic compounds in aqueous synthetic solution. The molar composition of the synthesis followed the synthesis equation: xFTE :29,58-xBTEB: 1.0 P123: 226.75 KCl: 38HCl: 12583H2O, where x ranged from 0 to 11.83, as designating the solids obtained as PMO1,0; PMO0,8; and PMO0,6, whose index indicates the fraction of BTEB in the composition of the mixture. Structurally, it was observed that incorporation of FTE to process generates PMOs with reduced thermal stability, with lower values of surface area and pore volume and lower hydrophilic character. The measures for small angle of X-ray diffraction, the transmission microscopy and the isotherm of nitrogen adsorption and desorption showed that the products are hexagonally ordered cylindrical pores and has dimensions of meso/macro complementary. The tests for removal of aromatic compounds dissolved in water, the PMO1,0 and PMO0,6 exhibited efficient adsorption capacity of benzene, toluene, p-xylene and o-Xylene (BTXs). In the adsorption experiments with PMO0,6, in batch study, the capacity of removing benzene (0,84 mg.g-1), toluene (0,93 mg.g-1), p-xilene (1,00 mg.g-1) e o-xilene (0,86 mg.g-1) were lower than those obtained in the tests adsorption column: benzene (1,15 mg.g-1), toluene (1,26 mg.g-1), p-xilene (1,25 mg.g-1) e o-xilene (1,15 mg.g-1). The kinetic mechanism of adsorption is primarily identified as pseud-second order and the isotherms can be represented by Redlich-Peterson and Temkin models.
Este estudo avalia a organosílica com mesoporos periódicos (PMO), sintetizada pela co-condensação de 1,4-bis(trietoxisilil)benzeno (BTEB) e feniltrietoxisilano (FTE), em frações molares variáveis, sob condições ácidas, usando o copolímero tribloco Plurônic P123 como agente direcionante na presença de sal inorgânico (KCl), na adsorção de compostos aromáticos presentes em solução aquosa sintética. A composição molar das sínteses seguiu a equação de síntese xFTE:1,00-xBTEB:0,03P123:7,66KCl:1,28HCl:425,35H2O, onde x variou de 0,0, 0,2 e 0,4., designando os sólidos obtidos como PMO1,0; PMO0,8; e PMO0,6, cujos índices indicam a fração do BTEB na composição da mistura reacional. Estruturalmente, observou-se que a incorporação do FTE ao processo gera PMOs com estabilidade térmica reduzida, com menores valores de área superficial e de volumes de poros além de menor caráter hidrofílico. As medidas de difração de raios X a baixo ângulo, a microscopia eletrônica de transmissão e a isoterma de adsorção e dessorção de nitrogênio revelaram que os produtos estão hexagonalmente ordenado, possuem poros cilíndricos e de dimensões meso/macro complementares. Os testes para remoção dos compostos aromáticos dissolvidos em água, o PMO1,0 e PMO0,6 exibiram eficientes capacidades de adsorção para benzeno, tolueno, p-xileno e o-xileno (BTXs). Nos ensaios de adsorção com PMO0,6, em batelada, as capacidades de remoção do benzeno (0,84 mg.g-1), tolueno (0,93 mg.g-1), p-xileno (1,00 mg.g-1) e o-xileno (0,86 mg.g-1) foram menores que as obtidas nos testes de adsorção em coluna: benzeno (1,15 mg.g-1), tolueno (1,26 mg.g-1), p-xileno (1,25 mg.g-1) e o-xileno (1,15 mg.g-1). O mecanismo cinético de adsorção é, prioritariamente identificado como de pseud-segunda ordem e as isotermas podem ser representadas pelos modelos de Redlich-Peterson e Temkin.

This fall in economic goals is occurring due to the poor management of its projects, which have generated cost overruns in its execution and has brought to light the lack of experience in this field of its technical professionals. To achieve this objective, it has been decided to use the PMO Value Ring methodology due to its ease of adaptation to any business model. It should be noted that this methodology defines the PMO as a service provider entity that centralizes all functions related to project management, in order to meet the needs and expectations of its customers in order to generate value. The design of the PMO will be established through a project using the Project Canvas tool to visually present the elements to be taken into account following the guidelines of the PMBOK® Sixth Edition Guide for project management. A work plan for Organizational Change Management will be proposed based on the ACMP® Standard for Change Management and the PMI® Managing Change in Organizations: A practice guide, in order to avoid conflicts with staff in the face of the uncertainty that this may generate and that further affects the performance of the company. At the end of the project, JMO will have a PMO ready to start operations.

Full textMicroorganisms are responsible for several biological processes essential to the environment, which are closely related to the rates of decomposition of organic matter and with the persistence of fertility in soils. Despite the importance and high diversity, identification of taxa involved in specific processes is usually restricted to a small fraction of the microbiota that can be isolated and cultivated. Thus, little is known about the microorganisms that act on the carbon cycle in the soil, such as those participating in the oxidation of methane (CH4), for example. These, known as methanotrophs play an important role in controlling the emission of greenhouse gas into the atmosphere and may serve as a methane filter and mitigate their emissions. Amazonian Dark Earth (ADE) is an important ecosystem in the Amazonian region and contains ceramic fragments and organic amendments, such as charcoal (biochar), which were incorporated in Pre-Columbian periods. This resulted in sustainable soils with high fertility, presenting about three times more organic matter, seventy times more biochar and higher microbial diversity when compared to adjacent soils. The present work aimed to evaluate the effect of atmospheric methane enrichment on the abundance of the bacterial and methanotrophic community in ADE soils under forest and cultivation (ADE Forest and ADE Cultivated) and their respective adjacent soils (ADJ Forest and ADJ Cultivated), sampled at Caldeirão Experimental Station (Iranduba, AM). For this purpose, a microcosm experiment was performed in which the soils were incubated under an atmosphere containing 10% of methane and NMS (Nitrate mineral salts) culture medium used for methanotrophic growth in order to evaluate the response of these communities over 21 days. The variation of methane concentrations in the atmosphere of the vials was measured by gas chromatography and the soil DNA recovered in the collection time during the experiment was extracted for use in the technique of quantitative PCR (qPCR), which made it possible to quantify the number of copies of 16S rRNA Bacteria and pmoA on samples. The Amazonian Dark Earth soil showed a potential sink for atmospheric CH4. Comparing atmospheric responses of forest soils (ADE Forest and ADJ Forest) and cultivated soils (ADE Cultivated and ADJ Cultivated), noted a minor variation in the abundance of methatroph community in these last, indicating that land use change affects the ability of it to sink the methane atmosphere. Adjacent soils had different responses of ADE soils, indicating that the history formation, occupation and land use also influence the capacity of the soil to drain methane from the atmosphere.

Projetos são precursores de novos produtos, serviços e processos organizacionais. Sendo assim, a gestão de projetos aparece como uma grande oportunidade para organizações nos diversos ramos de atividade. O aumento da complexidade do mundo dos negócios e a crescente competitividade fazem com que as empresas tenham que responder cada vez mais rápida e eficientemente aos estímulos externos. Neste contexto, as falhas na execução dos projetos muitas vezes têm resultados desastrosos. Esta dissertação tem por objetivo identificar e analisar os fatores críticos de sucesso para a operação de Escritórios de Gerenciamento de Projetos (Project Management Office – PMO) nas organizações. O PMO permite às empresas usufruir dos benefícios da integração de processos, assim como informar a alta administração sobre o andamento do seu portfólio de projetos, buscando competitividade no mercado com o sucesso de seus projetos. A pesquisa qualitativa (espontânea) teve participação de especialistas brasileiros e estrangeiros, reconhecidos pelo PMI como pessoas destacadas (consultores especializados) em gerenciamento de projetos. Na pesquisa Delphi, quarenta e três especialistas de vários países foram submetidos a um questionário de vinte e cinco perguntas minuciosamente preparadas, a fim de extrair o máximo possível de informações consideradas críticas nas atividades atuais e tendências de PMOs nas empresas. A pesquisa Delphi foi realizada em duas rodadas e concluída com recomendações efetivas, validadas internacionalmente. Como resultado do trabalho, foi desenvolvido um estudo que poderá ser utilizado como referência para a operação de Escritórios de Gerenciamento de Projetos (PMO) nas empresas sem distinção de segmento.
Projects are precursors of new products, services and organizational processes. Therefore, the project management appears as a great opportunity for organizations in different industries. The increasing complexity of business and increased competition mean that companies have to answer even more quickly and efficiently to external stimuli. In this context, the flaws at project implementation often have bad results. This dissertation aims to identify and analyze the critical success factors for the operation of Project Management Office (PMO) organizations. The PMO allows businesses to enjoy the benefits not only at the integration process but also to inform senior management about the progress of your project portfolio, seeking competitiveness in the market with the success of their projects. Qualitative research (spontaneous) had Brazilian and foreign specialists, recognized by PMI as prominent people (consultants) in project management. In the Delphi survey, forty-three experts from several countries were submitted to a questionnaire of twenty-five questions thoroughly prepared in order to extract the maximum information considered critical for current activities and trends from PMOs at their companies. The Delphi survey was conducted in two rounds and concluded with effective recommendations, internationally validated. As a result of the work, it had developed a study that could be used as a reference for operation of the Project Management Office (PMO) at companies regardless of segment.

Full textPMOs are complex organisational-specific entities. Companies are increasingly establishing PMOs in search of more favourable outcomes for their projects. However, these PMO organisational structures are rarely found to survive and are often disbanded or transformed every few years. The PMOs implemented in the public sector are faced with the task of justifying their value to business over time. These PMOs function in particularly stressful environments as they run complex projects that are driven by politics. The public sector provides a unique context in that organisational transformation is likely to occur every few years with the election of a new political cabinet. The notion of a PMO is a relatively new phenomenon with limited research available at present. There are few practical and theoretical guidelines identified in the research literature. The public sector environment has received even lesser research despite offering a unique organisational structure that commonly undertakes large, complex and political-focussed projects. The purpose of this study is to seek a better understanding of the contribution made to public sector PMO value in terms of efficiency and effectiveness. An understanding of the efficiency and effectiveness factors involved can aid managers in identifying where to focus their efforts to ensure value-add of new services and products are achieved in the public sector. A mixed method research approach was employed to investigate the public sector PMO organisational environment case study, using interviews and a complementary survey. A model of the factors that contribute to the efficiency and effectiveness of a PMO was derived from the research literature. This was followed by an in-depth case study of a public sector PMO. The factors relevant to the case study were captured using interviews and then analysed using thematic analysis. The results were then compared to the model. The study revealed that most of the public sectors PMOs (77%) was found to be structured as virtual PMO offices with varying levels of capacity and authority. The results of the survey found that most of the PMOs focus in terms of efficiency was on productivity (60%), planning (20%), and profit (20%). In terms of effectiveness, the foci were mainly on responsiveness (40%) and flexibility, adaption and innovation (60%). It was concluded that project management maturity could be significantly improved by focussing on the areas that were lacking for these PMOs, i.e. benchmarking, hiring external consultants with PM knowledge and linking with external consultants.

Full textThe effect of physical exercise training and/or glutamine supplementation on the signaling pathways that regulate synthesis and degradation of proteins in rat skeletal muscles was investigated. The following groups were examined: 1) control (C); 2) physically trained (T); 3) supplemented with glutamine (G); and 4) physically trained and supplemented with glutamine (GT). EDL muscle mass was not changed but a significant increase in cross-sectional area of the fibers was observed. There was an increase in the protein content of the Raptor and Deptor and TSC1. The levels of phosphorylated S6 and 4EBP-1 were significantly increased in the groups supplemented with glutamine. 26S proteasome activity was decreased in the exercised as compared to the control group. The physical exercise protocol used herein caused hypertrophy via phosphorylation of 4EBP-1. Glutamine supplementation led to an increase of the phosphorylation state of 4EBP-1 and S6 raising the AST of the EDL muscle.

Full textThe microelectronics industry is able to design transistors reaching dimensions of the order of ten nanometers. And doing this, we reaching the limits in terms of size reduction of CMOS transistors. At these dimensions, the reliability and variability of the devices is critical in terms of lifetime prediction and component warranty. Among the critical aspects, NBTI (Negative Bias Temperature Instability) degradation represents one of the biggest challenges in terms of reliability. This degradation coming from a charge trapping in the gate oxide is responsible for a large part of the degradation of the transistors. Performing a huge experimental work based on the characterization of the kinetic of degradation and relaxation of the NBTI degradation with rapid measurements, allowing us to work on the modeling of the stress and relaxation phases of NBTI degradation. We have successfully create a model for stress and relaxation of the NBTI degradation. These models were then tested on several technological nodes from 14nm FDSOI to 180nm Bulk. We also study the impact of some process changes on NBTI degradation. Finally, we propose a detailed study of the variability induced by the NBTI and the DCM model (Defect centric Model) allowing to model this variability. We also propose a mathematical correction of this model but also another mathematical expression of this model allowing to use it for a large number of defects. Enfin, nous prouvons que DCM est défectueux dans sa prédiction du nombre de défauts et nous proposons un nouveau modèle sous la forme d'un DCM avec deux défauts ou DDCM (Dual Defect Centric Model)

O objeto do estudo foi elaborar uma modelo estrutural completo dos fatores que influenciam o sucesso da atuação do PMO e que benefícios essa atuação positiva traria para a gestão de projetos no Sistema Eletrobras e a partir disso, realizar um aperfeiçoamento do modelo estrutural por meio de métodos estatísticos. Para isso foi realizado uma pesquisa de campo (survey) no intuito de levantar dados junto aos profissionais envolvidos em Gestão de Projetos dentro do Sistema Eletrobras, a partir do modelo proposto e foram evidenciados os fatores de sucesso na atuação do PMO (Project Management Office) que possibilitam o escritório de gerenciamento de projetos tornar-se um vetor de gestão por excelência na empresa. Para alcançar o objetivo idealizado, realizou-se (a) Levantamento bibliográfico para conceituar gerenciamento de projetos e PMOs, (b) identificou-se os fatores que influenciam o sucesso de atuação do PMO, (c) identificou-se as abordagens teóricas dos fatores diretos que mais contribuem para que o PMO da Eletrobras possa atuar como um vetor de gestão por excelência, otimizando o aumento da eficiência da sua atuação e o sucesso na gestão de projetos. Averiguou-se quais abordagens teóricas, a partir do sucesso de atuação do PMO, traziam benefícios para a gestão de Projetos no Sistema Eletrobras. Assim, para realizar os trabalhos estatísticos para a avaliação de adequação do modelo, foi utilizado o software SPSS Statistics, para a execução da AFE (Análise Fatorial Exploratória), em busca de testar o modelo baseado na teoria previamente apresentada. Foram obtidas 116 respostas válidas preenchidas por colaboradores com envolvimento em gerenciamento de projetos no sistema Eletrobras. No início o modelo teórico era composto por vinte abordagens teóricas e três fatores independentes. Após as etapas do SEM, obteve-se dezessete abordagens e dois fatores independentes, diferentes do modelo proposto. Com isso, a hipóteses H1 e H2 não foram rejeitadas, pois apresentaram fator significante com (P < 0,05). A hipótese H3 teve que ser excluída, pois na AFE suas abordagens teóricas compuseram um único conjunto com a hipótese H2, visto que a Matriz da Variância Total Explicada demonstrou ser o modelo mais ajustado com somente dois fatores. Todas as análises foram validadas pelo alpha de cronbach.
The object of study was preparing a full structural model of the factors that influence the success of the PMO acting and that this positive performance would bring benefits for project management in the Eletrobras System and from this, carry out an improvement of the structural model through methods Statistical. For it was conducted a field survey (survey) in order to collect data with professionals involved in Project Management within the Eletrobras System, from the proposed model and were shown the success factors in the performance of the PMO (Project Management Office) which enable the project management office become a vector of management excellence by the company. To achieve the idealized goal, there was (a) Bibliographic survey to conceptualize project management and PMOs, (b) identified the factors that influence the PMO acting success, (c) identify the theoretical approaches of the factors direct that contribute most to the PMO Eletrobras can act as a vector management par excellence, optimizing the increased efficiency of its operations and success in project management. It was found that theoretical approaches, from the PMO acting success, bringing benefits to the Project management in the Eletrobras System. Thus, to perform statistical work for the evaluation of the adequacy of the model, SPSS Statistics software was used, for the implementation of EFA (Exploratory Factor Analysis), seeking to test the model based on the theory presented previously. 116 valid responses were obtained filled by employees with involvement in project management in the Eletrobras System. Earlier the theoretical model was composed of twenty theoretical approaches and three independent factors. After the stages of SEM, seventeen approaches was obtained and two independent factors, other than this model. With this, the H1 and H2 hypotheses were not rejected because they presented with significant factor (P <0.05). The hypothesis H3 had to be excluded, as their theoretical approaches the AFE comprised a single set with the hypothesis H2, whereas Matrix Total Variance Explained proved to be the most adjusted model with only two factors. All analyzes were validated by Cronbach's alpha.

The PMO will also give support to the IT area, however for this first phase, agile projects will not be included in its methodology. The maturity that the PMO acquires with respect to its purpose, responsibilities and authority, will result in greater benefits for the organization, optimizing the performance of the projects and improving the inter-functional integration between the areas of the organization, which will allow to face with greater efficiency the new and complex projects according to the strategic planning of the company.

In the current broadband technologies, Long Term Evolution (LTE) standard, developed by the 3GPP (3rd Generation Partnership Project), is considered one of the potential candidates for the next generation of PMR. Despite the fact that LTE supports high-speed data transmission and supports different packet sizes by using Adaptive Modulation and Coding (AMC), LTE is not yet optimized for low bit rate voice communication, especially in case of using LTE in Professional Mobile Radio (PMR) context. Therefore, in this dissertation, we present several new solutions for enhancing the voice capacity of LTE in the PMR context for both uplink and downlink transmission. Tot i que en l'actualitat, encara ens cal entendre millor el rol d'aquesta proteïna en la fisiologia cel•lular, l'activitat Ras-GAP és la funció bioquímica més ben caracteritzada de la neurofibromina. Aquesta funció està regulada per l'splicing alternatiu de l'exó 23a (E23a). En aquesta tesi ens vàrem proposar comprendre millor el paper d'aquest splicing alternatiu durant el procés de diferenciació neuronal, amb l'objectiu de proporcionar nova informació sobre els problemes cognitius i d'aprenentatge associats a aquesta malaltia. Degut a la gran grandària de la neurofibromina i a la dificultat de manipular-la in vitxo, es varen utilitzar Phosphorodiamidate Morpholino Oligomers (PMOs) per modificar la composició exònica del mARN (per tant l'estructura resultant de la neurofibromina) sense alterar les condicions fisiològiques d'expressió del gen NF 1 . Es va desenvolupar un sistema basat en PMOs per forçar l'expressió de l'isoforma tipus II (+E23a) o tipus I (-E23a) del gen NF1 en cèl•lules PC12, un model de diferenciació neuronal, en presència o absència de Nerve Growth Factor (NGF). A més, per entendre la importància de 1'E23a es va establir un grup de metodologies i assajos funcionals per poder determinar diferents respostes cel•lulars i valorar la funció d'aquest en el procés de diferenciació neuronal. Els nostres resultats van mostrar que forçar l'isoforma tipus I (-E23a) no era suficient per induir la diferenciació de les cèl•lules PC12 en absència de NGF. No obstant això, qualsevol alteració en la relació entre les isoformes tipus I/II en presència de NGF, ja sigui d'una manera quantitativa o dependent del temps, interferia en el correcte procés de diferenciació neuronal, en particular, alterant la correcta formació de neurites, així com l'adequada regulació de les vies de senyalització RAS/MAPK i cAMP/PKA. En conjunt, els resultats d'aquesta tesi indiquen que la regulació de l'splicing alternatiu de 1'E23a del gen NF1 permet un ajust fi de les vies RAS/MAPK i cAMP/PKA a través de la activitat GAP de la neurofibromina, d'una forma oposada i coordinada al llarg del temps durant el procés de diferenciació neuronal.

Dentro de estas muchas organizaciones que buscan mejorar sus procesos y lograr más eficiencia a través de una forma estructurada de gestión de proyectos se encuentra Methanex, ya que debido a su acelerado ritmo de crecimiento en el nivel de producción, debe ejecutar varios proyectos en forma simultánea, es así que nace la idea de formar la PMO (Project Management Office) de manera tal de homogeneizar procesos, definir procedimientos comunes, determinar diferentes metodologías para abordar las distintas áreas de conocimiento: nueve de acuerdo a la metodología PMI (Project Management Institute), se trata también de aprovechar las economías de escala y capitalizar lecciones aprendidas. Na medida em que estudos anteriores referem consistentemente lacunas na investigação nesta área, o objetivo da presente dissertação será assim de examinar o papel estratégico da governança do Project management office e qual a sua verdadeira influência nos processos de partilha do conhecimento entre projetos. For the Project Management Institute (PMI), "governance is defined as the process of development, communication, implementation and monitoring, ensuring the policies, procedures, organizational structures and practices associated with a particular program." In the organizational context, provides a framework for decision making and ethical management actions based on transparency, responsibility and well-defined roles (Too & Weaver, 2014b). In the specific scope of project management it is a guarantee that the project portfolio is aligned with the organization's goals, and is delivered in an efficient and sustainable manner, supporting the means by which management and other key stakeholders receive timely, relevant and reliable information (APM, 2004). In this study it is used to classify the implemented models of the Project Management Office, to support projects or programs in knowledge sharing processes (Garland, 2009). As previous studies consistently refer research gaps in this area, the purpose of this dissertation will be to examine the governance strategic role of the Project Management Office and what is its real influence on knowledge sharing processes between projects. Both obstacles and motivations will also be observed for the real knowledge transfer, in the perception how project managers understand the implemented policies.

Full textThis thesis was prepared at IMT Atlantique, in the context of the FITNESS project. This European project aims to modernize PMR (Professional Mobile Radio) radios, used by security services. The objective is to develop a new receiver compatible with the 4 European standards, while adding new features. The contributions of this thesis to FITNESS concern the backwards compatibility of the new receiver with current standards. A reconfigurable central frequency channel selection filter was used to manage this interoperability. However, it should be noted that its bandwidth is too large and that several insufficiently attenuated communication channels are present at the A/D converters input. To relax linearity constraints and digitization margins, we propose to make the receiver aware of its spectral environment.The interest of this method has been developed in a first part of this document. A method for blind detection based on the cyclostationary properties of the communication signal has been proposed. We then use this tool to detect the presence of unwanted harmonics created during non-linear operation of the receiver. We show that it is possible to detect the operating mode of the receiver before the useful signal degradation. Finally, based on the two previous studies, we propose a method to automatically adapt the parameters of the analog receiver. This proof of concept based on a feedback loop allows a significant improvement in the bit error rate while relaxing constraints at the analog level

Resumo: A busca por padronização e melhorias dos processos produtivos se acentua em períodos marcados por uma crise econômica mundial. Procurar alternativas com o intuito de se manter presente e competitivo, frente às novas exigências do mercado, foi a reação de um instituto de pesquisas, atuante no ramo de TI. Este cenário desencadeou a motivação para realização do trabalho descrito nesta dissertação. Este instituto foi escolhido para um estudo de caso, que tem como objetivo observar se houve uma elevação dos índices de conformidade ao processo de gestão de projetos, com foco no departamento de hardware, que se avaliou ser decorrente da implantação de um Escritório de Gerenciamento de Projetos (PMO). As ações realizadas para estruturação desse PMO, após serem observadas, estão documentadas ao longo desta dissertação, assim como a correlação dos dados sobre aderência ao processo de dois anos de projetos realizados nesta instituição, comprovando o impacto da atuação do PMO no desempenho dos projetos do departamento foco da análise
Abstract: The search for standardization and improvements for productive processes gets sharp during periods that are marked by a global economic crisis. To look for alternatives aiming at staying present and competitive, considering new market requirements, was the reaction of a research and development institute that works with Information Technology. This scenario triggered the motivation to perform the effort described in this thesis. This institution was chosen for a case study that aims at observing if there was an increase of compliance rates to the project management process, with the focus on the hardware department. The compliance increase was determined being the installation consequence of a Project Management Office (PMO). The performed actions for the PMO structuring, after being observed, are documented in this document, as well as the correlation of process compliance data from a two year period of developed projects in this institution, proving the impact of the PMO performance on the projects outcomes of the target department
