Abstract:
Significant change of Indonesian economy has lead to the need of people more than just basic need such as food and clothes. Others such as health and education have become a must for Indonesian. Anticipating this condition, government will implement new universal coverage health system in 2014 as mandated by law. This paper has objectives to explore several aspects which contribute or influence to the policy formulation and implementation, particularly in designing new health insurance system in Indonesia and learning from Australian experience and best practice. Methodology used in this paper is both primary research such as in depth interview with some health economist, expert form universities, government researcher as well as observation to the organization that manage health system in Australia and secondary research by doing literature review of health insurance system, benchmarking, compare and contrast the health insurance system in Indonesia and Australia and analyze the best and suitable ones for implemented in the future. There are several interesting findings that can be recommended such as Australian health reform and relationship between public and private health system.

Abstract:
Cumulative plastic production worldwide skyrocketed from about 2 million tonnes in 1950 to 8.3 billion tonnes in 2015, with 6.3 billion tonnes (76%) ending up as waste. Of that waste, 79% is either in landfills or the environment. The purpose of the review is to establish the current global status quo in the plastics industry and assess the sustainability of some bio-based biodegradable plastics. This integrative and consolidated review thus builds on previous studies that have focused either on one or a few of the aspects considered in this paper. Three broad items to strongly consider are: Biodegradable plastics and other alternatives are not always environmentally superior to fossil-based plastics; less investment has been made in plastic waste management than in plastics production; and there is no single solution to plastic waste management. Some strategies to push for include: increasing recycling rates, reclaiming plastic waste from the environment, and bans or using alternatives, which can lessen the negative impacts of fossil-based plastics. However, each one has its own challenges, and country-specific scientific evidence is necessary to justify any suggested solutions. In conclusion, governments from all countries and stakeholders should work to strengthen waste management infrastructure in low- and middle-income countries while extended producer responsibility (EPR) and deposit refund schemes (DPRs) are important add-ons to consider in plastic waste management, as they have been found to be effective in Australia, France, Germany, and Ecuador.

Analysis of the particle-size characteristics of a soil can provide valuable information on the processes and products of soil formation. Studies of loess soils world-wide have used particle size as a major criterion, however, in Australia the particle-size characteristics of parna (a t y e of loess with a high clay content) have not been measured in detail. A modified method of particle-size analysis is proposed which gives more accurate results and which may contribute to a better understanding of soil formation in general, and loess formation in particular, in Australia.

Abstract:
Plastics are cheap and convenient materials that are widely adopted in our daily applications. High production and consumption of plastics, however, are resulting in the issue of marine plastic pollution. Plastic debris is often divided into two categories: macroplastics and microplastics. Macroplastic is a well-known international problem to the world’s oceans, while microplastics often receive less attention. Many coastal areas and remote islands are suffering from plastic pollution. Marine plastic debris is responsible for negative impacts on organisms and the environment, including entanglement, ingestion, absorption of toxic chemicals, and transportation of invasive species. Human society and the economy may also be threatened. It is noticed that impacts caused by microplastics are comparatively more critical than those caused by macroplastics. Microscopic size and large surface area to volume ratio increase the potential for microplastics being ingested or used as vectors to absorb chemicals. Micro particles may enter the circulatory system, cause damage to cells and tissues, and release contaminated chemicals to the body, and hence result in health and safety issues. Ingested plastics may undergo bioaccumulation and pass up the food web, which may influence the entire ecosystem as well as human populations. Guangdong province is the largest plastic production centre in Mainland China. Any discharge from Guangdong province will enter the Pearl River and move downstream to the mouth of the estuary where Hong Kong is located. Hong Kong, especially it’s western waters, is directly susceptible to discharge from Mainland China. Data of plastics collected from beaches illustrated that higher quantities of plastic pellets have been collected from the western part of Hong Kong. This implies Hong Kong is suffering from plastic pollution generated from the Pearl River. Hong Kong may also receive overseas plastics carried by ocean currents and monsoon winds, which may have a stronger effect on the southern and eastern waters. There are many valuable marine biota and environments in Hong Kong. The presence of microplastics may pose a significant threat to the entire marine ecosystem and food chain. It is necessary to take action on the prevention and mitigation of the impacts of microplastics. Efforts should be made at national and international levels, and all sectors are responsible to take appropriate actions.

The framework separates the site analysis process into different models, incorporates each model, and considers the interaction between them. Each model also contains several important factors.The study identifies and organizes environmental factors within the framework that influence site analysis and design. [Truncated abstract] The salinisation of agricultural land, urban infrastructure and natural habitat is a serious and increasing problem in southern Australia. Government funding has been allocated to the problem to attempt to reduce substantial costs associated with degradation of agricultural and non-agricultural assets. Nevertheless, Government funding has been small relative to the size of the problem and therefore expenditure needs to be carefully targeted to interventions that will achieve the greatest net benefits. For intervention to be justified, the level of salinity resulting from private landholder decisions must exceed the level that is optimal from the point of view of society as a whole, and the costs of government intervention must be less than the benefits gained by society. This study aims to identify situations when government intervention is justified to manage dryland salinity that threatens to affect road infrastructure (a public asset). A key gap in the environmental economics literature is research that considers dryland salinity as a pollution that has off-site impacts on public assets. This research developed two hydrological/economic models to achieve this objective. The first was a simple economic model representing external costs from dryland salinity. This model was used to identify those variables that have the biggest impact on the net-benefits possible from government intervention. The second model was a combined hydro/economic model that represents the external costs from dryland salinity on road infrastructure. The hydrological component of the model applied the method of metamodelling to simplify a complex, simulation model to equations that could be easily included in the economic model. The key variables that have the biggest impact on net-benefits of dryland salinity mitigation were the value of the off-site asset and the time lag before the onset of dryland salinity in the absence of intervention. ... In the case study of dryland salinity management in the Date Creek subcatchment of Western Australia, the economics of vegetation-based and engineering strategies were investigated for road infrastructure. In general, the engineering strategies were more economically beneficial than vegetation-based strategies. In the case-study catchment, the cost of dryland salinity affecting roads was low relative to the cost to agricultural land. Nevertheless, some additional change in land management to reduce impacts on roads (beyond the changes justified by agricultural land alone) was found to be optimal in some cases. Reinforcing the results from the simple model, a key factor influencing the economics of dryland salinity management was the urgency of the problem. If costs from dryland salinity were not expected to occur until 30 years or more, the optimal response in the short-term was to do nothing. Overall, the study highlights the need for governments to undertake comprehensive and case-specific analysis before committing resources to the management of dryland salinity affecting roads. There were many scenarios in the modelling analysis where the benefits of interventions would not be sufficient to justify action.

Formaldehyde is a common air pollutant that tends to be found in elevated concentrations in indoor air. Exposure to formaldehyde has the potential to impact on respiratory health, particularly amongst sensitive individuals and populations, including children. Children spend most of their time indoors at home, however, there are very little data on the contribution of formaldehyde concentrations in homes to personal exposure in children. The principal aim of this cross sectional study was to investigate whether the domestic environment is the most significant source of personal exposure of formaldehyde in children. Forty-one primary school children (aged between 8 and 12) were recruited from two areas of Perth, Western Australia. Each child wore a personal passive formaldehyde sampler over a 24 hour period on two separate occasions, winter and summer. Samplers were also located indoors at home, outdoors at centralised locations and indoors at school for the corresponding period. A questionnaire about lifestyle and behaviour and a daily activity diary were completed for each participant. Passive samplers used filter papers impregnated with 2,4-dinitrophenylhadrazine (DNPH), with formaldehyde detected using high pressure liquid chromatography (HPLC). In winter there was a wide range of personal exposure concentrations, with geometric mean concentrations of 9.7ppb at Duncraig and 11.5ppb at Calista. Indoor geometric mean concentrations at Duncraig were l0.lppb, with outdoor and classroom concentrations below the analytical limit of detection (4ppb). At Calista, mean indoor concentrations were 14.2ppb. The outdoor concentrations were below the limit of detection and school concentrations were 8.0ppb. Summer monitoring occurred during mild meteorological conditions and were very similar to winter results. Geometric mean personal exposure concentrations were 9.2ppb at Duncraig and 8.0ppb at Calista. Indoor geometric mean concentrations at Duncraig were 9.0ppb, with outdoor and classroom concentrations below the limit of detection (4ppb). At Calista, mean indoor concentrations were 9.9ppb, outdoor was below detection limit and school concentrations were l5.2ppb. There were strong correlations between personal exposure and domestic concentrations at both Duncraig and Calista in winter (r2 = 0.73 and 0.88, respectively) and in summer (r2 = 0.67 and 0.84, respectively). The correlation for both seasons combined was significant, with a coefficient of r2 = 0. 78. A time weighted model estimated personal exposure concentrations for each participant using stationary measures in combination with time activity data. These estimates of exposure correlated significantly with measured personal exposure concentrations, with a coefficient of r2 = 0.80 for all data combined. The indoor domestic environment was found to be the most important source of formaldehyde exposure for children. Time weighting was found to provide a stronger estimate of personal exposure than indoor air monitoring alone, although the time weighted model was not a significant improvement over the indoor measure alone.

The subject of this thesis is the development of alternative approaches to environmental management and mine closure plans using case examples of the Big Bell/Cue Mining District and as a working example, an area of unconfined washout of historical gold-mine process tailings located in this arid inland region of Western Australia. This is considered appropriate in the light of the social and political thrust for industry to develop simultaneously positive economic, social and environmental outcomes from their activities. The Big Bell mining operation ceased mining in June 2003 and the Mine Closure Plan reflected a classical approach of minimization of public liability and strict compliance with legislative requirements. During the life of the modern mine the approach to rehabilitation was similarly classical in its approach It is intended for this document to inform the mining industry using the case example of the now closed Big Bell Mine as to how greater long-term outcomes may have been achieved for the State and the region for the future. This thesis specifically investigates alternative ways to approach rehabilitation in arid areas of Western Australia using the washout area as an example and trial area. This thesis has approached the issue by addressing the quantification of what has occurred through the gathering of baseline data of the case study area and then by the implementation of a series of relevant trials to identify appropriate eco-functional process-sensitive methods for rehabilitation as an alternative to current industry practice. Trials investigating the use of "retention banks" and "clay/seed balls" and the use of ex-mine milling waste carbon were conducted to investigate relevant possible techniques suitable for arid mine-site waste dump rehabilitation. Data analysis indicated that the main reason for the high level of degradation within the case study area is due to the smothering effect of the fine clayey tails cover and due to acidity of the tailings. A detailed examination of 92 soil samples found water infiltration of tails-washed areas as half that of control areas. Acidity of alluvium has declined from pH 5.2 to 3.8. The acidity has penetrated at depth to hardpan. Trials were commenced to rehabilitate the area using a combination of earthworks (retention banks and· scarification), pH- adjustment (using ex-mill carbon and crushed lime), and the use of native seed pelletised into clay-balls. The introduction of ex-mill carbon was shown to be effective in ameliorating pH in the tails wash area and improving its capacity to regenerate. Considering it is a widely available waste product with the gold mining industry it should be seriously considered in its application for rehabilitation purposes, and specifically in areas affected by severe acidification and desertification particularly by mismanaged tailings with pyrite content. The use of clay balls should also be subjected to further investigation. It is at least equal to the traditional use of raw seed and fertilizer with immediate and abundant rainfall. As this almost never occurs, it should prove to be superior, in delivering higher rates of viability for seed used. The thesis then attempts to integrate this study within the context of the wider issues of environmental management, specifically the best practice of mine closure plans and the adoption of sustainable economic, social and environmental outcomes from mining as an integral part of responsible operational environmental management plans. The thesis argues that the environmental management planning and specifically the Mine Closure Plan should not waste the myriad of opportunities that are the by-product of mining for the long-term sustainable benefit of the wider region. It is argued that if mining companies are serious about sustainability, then they cannot continue with short-term cycles of mining and closure. However to be realistic it will take concerted willingness from all stakeholders to pursue these outcomes. While a given mining operation can offer extensive resources and assets to support this approach the commercial and legislative pressures of core mining activities necessarily mean that mines are in fact encouraged to simply return the environment back to as natural state after operations are complete. Invariably this means hundreds of millions of dollars of infrastructure are levelled and scrapped to avoid all future liability, whilst the potential for sustainable outcomes is essentially ignored. The same Government that enforces the Mining Act and has a State Sustainability Strategy imposes the conditions which create unimaginative classical mine closure plans. Government, industry and the residents of regions must work together to seriously develop sustainable outcomes to mining.

This chapter assesses whether this expectation was justified. It thereby addresses three arenas of social acceptability: public perception, consumer preferences, and legal regulation. Discussing and comparing recent studies from four geographical areas across the globe—Europe, North America, Japan, and Australia and New Zealand—the chapter shows that the expectation was justified, and that cisgenic plants are treated as being more acceptable than other forms of genetic modification. Yet, there are considerable differences across the three arenas of social acceptability. In Australia, Canada, and the United States of America, the legal regulation of cisgenic plants is less restrictive than in Europe, Japan, and New Zealand. Also, the public perceptions are rather diverse across these countries, as are the factors that are deemed most influential in informing public opinion and consumer decisions. While people in North America appear to be most interested in individual benefits of the products (improved quality, health aspects), Europeans are more likely to accept cisgenic plants and derived products if they have a proven environmental benefit. In New Zealand, in contrast, the potential impact of cisgenic plants on other, more or less related markets, like meat export and tourism, is heavily debated. We conclude with some remarks about a possible new arrangement between science and policy that may come about with a new, or homogenized, international regulatory regime.

Human dependence on number of chemicals or chemical derivatives has increased alarmingly. Among the commodity chemicals, plastics are becoming independent for our modern lifestyle, as the usage of plastics is increasing worryingly. However, these synthetic plastics are extremely persistent in nature and accumulate in the environment, thereby leading to serious ecological problems. So, to build our economy sustainably, a need of replacement is necessary. Biomaterials in terms of bioplastics are an anticipated option, being synthesized and catabolized by different organisms with myriad biotechnological applications. Polyhydroxyalkanoates (PHAs) are among such biodegradable bioplastics, which are considered as an effective alternative for conventional plastics due to their similar mechanical properties of plastics. A range of microbes under different nutrient and environmental conditions produce PHAs significantly with the help of enzymes. PHA synthases encoded by phaC genes are the key enzymes that polymerize PHA monomers. Four major classes of PHA synthases can be distinguished based on their primary structures, as well as the number of subunits and substrate specificity. PHAs can also be produced from renewable feedstock under, unlike the petrochemically derived plastics that are produced by fractional distillation of depleting fossil fuels. Polyhydroxybutyrate (PHB) is the simplest yet best known polyester of PHAs, as the PHB derived bioplastics are heat tolerant, thus used to make heat tolerant and clear packaging film. They have several medical applications such as drug delivery, suture, scaffold and heart valves, tissue engineering, targeted drug delivery, and agricultural fields. Genetic modification (GM) may be necessary to achieve adequate yields. The selections of suitable bacterial strains, inexpensive carbon sources, efficient fermentation, and recovery processes are also some aspects important aspects taken into consideration for the commercialization of PHA. PHA producers have been reported to reside at various ecological niches with few among them also produce some byproducts like extracellular polymeric substances, rhamnolipids and biohydrogen gas. So, the metabolic engineering thereafter promises to bring a feasible solution for the production of “green plastic” in order to preserve petroleum reserves and diminish the escalating human and animal health concerns environmental implications.

The importance of reverse logistics and product recovery is evident in various industries as well as in current UNESCO sustainable development goals. This includes plastics and recycling with the former “contributed” significantly towards environmental issues and the latter being one of the primary solutions. The motivations of its implementation are generally divided into legal, economic, and socio-environmental factors. One of the crucial components of plastics recycling and a reverse logistics system is product return channels. The success of other components especially the recovery operations depends on the effectiveness of the return channels. Although numerous investigations on product return channels have been carried out, research on some critical aspects remains wanting. This study presents a review that highlights this deficiency, depicts relevant research development on product return channels, decision-making issues, and direction for future research. At the end of the study, the authors propose a new closed-loop logistics network and future research framework propositions.

In market-based economies, one of the significant challenges and aims of planning is coordinating the provision of infrastructure with development. A specific case of this involves making more efficient use of existing infrastructure by encouraging more intense, higher density, mixed-use development around transit nodes. Focusing on the development industry, the key proponents of development in market-based economies, this chapter discusses some aspects of the challenges for planners and urban policy makers in facilitating Transit Oriented Developments (TODs) in market-based economies, referring from time-to-time to the urban area of Greater Brisbane, Australia to provide a concrete example to help illustrate some of the problems. The implementation of TODs may be considerably slower than what their advocates may desire for several reasons. Developers operate in specific development submarkets (or groups thereof) for which they devise strategies to operate and compete within. These strategies may also make it difficult and unattractive to switch to or enter other markets. TODs present some special risks to developers due to their mixed-use character and their locational aspects. As a result, the range of firms with the capacity for, or interest in, undertaking TOD is likely to be small.

Bisphenol A is an organic compound that serves as a building block of polycarbonate plastics and epoxy resins. Being the world's highest-volume chemicals in use today in the form of medical devices, water and infant bottles, food cans, kitchen utensils, water supply pipes, compact devices, etc., this compound—after gaining an access to the body of an individual by way of leaching into food and water supplies—acts as an obesogen and disrupts the body weight regulation by either promoting adipogenesis or triggering the differentiation of fibroblasts into adipocytes. The other adverse effects of bisphenol A include insulin resistance, adipocyte differentiation or aromatase-mediated transformation of androgen into estrogen, cardiovascular diseases, liver function abnormalities, alterations in the circulating thyroid hormone levels, association with diabetes and carcinogenic effect. Its other aspects on health individually as well as in combination with other chemicals are worth mentioning.

Fibre Reinforced Plastics (FRPs) generally have greater advantages over conventional materials for their structural properties. However, the service life can significantly be shortened if the fibre reinforced plastics are exposed to adverse environmental conditions especially acid vapour, humidity and high temperature. In many chemical industrial plants in Australia and elsewhere fibre reinforced plastic gratings are used as structural components of stairs and passages where they are subjected to varying degrees of fluosilicic acid, a byproduct of the industrial manufacturing process. As currently no experimental data on the effects of fluosilicic acid on FRPs is available in the public domain, it is difficult to predict the service life of FRPs with some certainty. In order to understand the structural strength of fluosilicic acid exposed FRPs, an experimental study was undertaken. A series of specimens from various locations of a chemical plan in Australia were acquired and studied. Some new specimens (not exposed to acid, humidity and high temperature) were also studied to provide a benchmark for the comparison. The results indicated that the long time exposure to harsh environment and acid vapour can significantly deteriorate the flexural strength and service life of FRPs.

Recently, the rapid and almost uncontrollable growth in the consumption of synthetic plastics in many sectors of the economy, especially in the field of packaging, has been a serious concern. Plastic containers are used for packaging food products, medicines, electronic devices, liquids, including those with a higher hazard class, etc. [1]. According to the German Nova-Institute, the global plastic production in 2020 has reached almost 400 Mill. Tons. At the same time, the volume of biodegradable plastics obtained from renewable resources amounted to only 3.5 million tons, i.e., about 1% of the total volume production [2]. Considering that only 25% of plastic waste is recycled, the growing consumption of polymer products is forcing manufacturers to develop biodegradable polymer compositions [3]. The problem has economic and environmental aspects since it is interconnected with the growing need to protect the environment and reduce the cost of raw materials for the production of various products.

The presence of non-aqueous phase liquids (NAPLs) in radioactive wastes has the potential to adversely affect their long-term management. The buoyancy of light NAPLs can represent a separate pathway for their migration from a waste management facility, such as a deep repository, to the accessible environment. Their inherent toxicity and potential burden of radionuclides need to be addressed. Nirex is currently developing an understanding of the behaviour of NAPLs and exploring the means of mitigating any adverse impact. NAPLs such as oils and solvents are present in existing wastes, but NAPLs can also be generated by degradation of some solid organic materials, such as plastics. Wastes arising in the United Kingdom that may contain NAPLs include liquids and sludges contaminated with oils, and waste items containing trapped oil, for example gearboxes and pumps. The reference inventory being assessed by Nirex also contains significant quantities of organic materials which can be considered to be potential precursors to the generation of NAPLs. A programme of work has been instigated by Nirex to develop a better understanding of the behaviour of NAPLs. The programme includes the following aspects: understanding the mechanisms by which NAPLs might be produced and existing NAPLs degraded and destroyed: • consideration of the containment that could be offered by packaging of wastes containing NAPLs; • investigating the extent to which radionuclides may be entrained in NAPLs; • understanding the migration of NAPLs in the near-field and in geological systems; • the impact of NAPLs on the surface properties of repository backfill and the geosphere; • development of assessment tools to quantify the potential risk due to NAPLs. This paper will describe the scope of this programme of work, and will provide examples from the ongoing programme to demonstrate that suitable long-term waste management solutions can be developed for NAPL containing wastes.

A hydrogen gas container is one of the critical components for fuel cell vehicles (FCV), which is expected for CO2-free personal transportation. In the early stage of commercial FCV, the major container structure will be a compressed hydrogen gas cylinder, which consists of metal or plastic linear with metal boss and carbon fiber reinforced plastics (CFRP). In order to choose an appropriate material for the metal boss and metal liner, corrosion resistance should be evaluated for various aspects such as corrosion fatigue crack growth (CFCG) and stress corrosion cracking (SCC) in the high pressure hydrogen as well as in salt water environment for the purpose of vehicle use. In the present study, CFCG characteristics were evaluated for several aluminum alloys in air and in salt waters with various concentrations. The results showed that the crack growth rates were accelerated in salt water for all the materials and their environmental sensitivities were compared. The concentrations of the salt water exhibited minor effect on the fatigue crack growth rates. These CFCG characteristics were compared with the corrosion test results based on the ISO 7866 Annex A [1]. A basic idea was proposed for the evaluation of compressed hydrogen gas containers and the important material properties were suggested.

Corporate social responsibility (CSR) is not a refreshing concept for the management of an organization in recent years. This concept refers to a firm, which has more responsibilities to adapt the needs of objectives apart from its stakeholders and owners in commercial, legal, ethical, and environmental ways (Beal and Goyen, 2005), and the responsibilities are achieved by meeting or exceeding the commercial, ethical, legal and philanthropic expectation from these objectives. The concept of corporate social responsibility was firstly introduced by the publication of Bowen's Social Responsibility of Businessmen in 1953, while almost all known companies have integrated this spirit into their business model. Nowadays, the promotion of corporate social responsibility has even become not only the wider responsibilities in which an organization contributes to society but also an approach to promote an organization's corporate image (Chang, 2009). The purpose of this paper is to briefly discuss the concept of corporate social responsibility regarding economic, ethical, legal, and philanthropic aspects, and the objectives served by corporate social responsibility such as environments, the society, and the public. This paper then explains how the realization of CSR from one organization can bring effects to its stakeholders and how the organization can obtain benefits from the implementation. Finally, this paper includes two cases from well-known companies in Taiwan, namely TSMC (Taiwan semiconductor manufacturing company) and FPG (Formosa Plastics Group) about how these companies successfully realize corporate social responsibility, and the impacts that influence the stakeholders, and the benefits they obtain for their corporate images.
