Abstract:
Com a Constituição de 1988, obrigando as cidades com mais de vinte mil habitantes a elaborarem ou revisarem os seus planos diretores, e com a promulgação do Estatuto da Cidade (2001), regulamentando os instrumentos previstos constitucionalmente, vários trabalhos foram publicados em um contexto estimulante e polêmico que, sem dúvida, deverá continuar a alimentar o diálogo entre planejadores urbanos e especialistas em direito urbanístico: estimulante, por significar a retomada do planejamento municipal, e polêmico, porque os textos legais estão sujeitos a diferentes interpretações. É exatamente nesse ambiente que se insere a presente reflexão, trazendo à tona a importância do Plano Diretor como instrumento de planejamento municipal, discutindo se ele deve se conformar como um plano geral de desenvolvimento ou privilegiar o ordenamento territorial, propondo uma base conceitual para a sua elaboração e, finalmente, indicando os desafios da gestão do seu processo de elaboração e implementação.Palavras-chave: Estatuto da Cidade; planos diretores; planejamento urbano. Abstract: Along with Brazil’s 1988 Constitution came the obligation for cities with a population larger than 20.000 to elaborate or review their Master Urban Plans. Later the Estatuto da Cidade (2001), regulated a series of instruments that the constitution anticipated. Since then many papers have been published in this stimulating context. This new predicament will, undoubtedly, enrich the rapport between urban planners and specialists in urban law. This paper fits exactly in this new milieu, emphasizing the significance of Master Urban Plans as an instrument of local planning, and the discussion whether these plans should be general development instruments or should privilege territorial aspects. The paper also proposes a conceptual base for the elaboration of plans and points to the challenges facing the management of its elaboration and implementation.Keywords: Estatuto da Cidade; master urban plans; urban planning.

Abstract:
Este artigo discorre sobre o planejamento ambiental de bacias hidrográficas e sua interface com o desenvolvimento urbano, apresentando uma análise da relação entre o Plano hidroambiental da bacia hidrográfica do rio Capibaribe e os Planos Diretores Municipais dos municípios de Taquaritinga do Norte e de Santa Cruz do Capibaribe, inseridos na Região Hidrográfica Atlântico Nordeste Oriental. Através do levantamento bibliográfico e documental, foram acessados e analisados os respectivos planos, a partir das diretrizes, metas e ações previstas. Os resultados apontam convergências dos planos na priorização de ações voltadas ao saneamento rural, à recuperação de áreas degradadas e à preservação de áreas de proteção permanente. Outra sintonia constatada consiste na negligência da sustentabilidade ambiental pelas diretrizes focadas nas atividades do pólo de confecção, o que demonstra a fragilidade na integração entre os planos que deveriam induzir uma postura ambientalmente responsável das empresas. Frente aos resultados, medidas são propostas no intuito de situar perspectivas para a governança dos recursos hídricos.Palavras-chave: Planejamento territorial, Recursos Hídricos, Alto Capibaribe. Integration between municipal master plans and watershed plans in northeast semi-arid region: perspectives to governance A B S T R A C TThis article discusses the environmental planning of hydrographic basins and their interface with urban development, presenting an analysis of the relationship between the Plan of the river Capibaribe’s Watershed and the Municipal Master Plans of the municipalities of Taquaritinga do Norte and Santa Cruz do Capibaribe, inserted in the Eastern Northeast Atlantic Hydrographic Region. Through the bibliographical and documentary survey, the respective plans were accessed and analyzed, based on the guidelines, goals and actions envisaged. The results point to the convergence of plans in the prioritization of actions aimed at rural sanitation, the recovery of degraded areas and the preservation of permanent protection areas. Another tune found is the neglect of environmental sustainability by the guidelines focused on the activities of the manufacturing center, which demonstrates the fragility in the integration between the plans that should induce an environmentally responsible posture of the companies. In the face of the results, measures are proposed in order to situate perspectives for the governance of water resources.Keywords: Territorial planning, Water resources, High Capibaribe.

Dentro de la política turística en Canarias, los Planes de Modernización, Mejora e Incremento de la Competitividad se posicionaron como un instrumento fundamental para la renovación de las áreas turísticas. Planteado como un híbrido entre un plan estratégico y un instrumento de ordenación urbanística, su regulación insta a la concreción de un modelo turístico para el ámbito de actuación sobre el que interviene. No obstante, al menos los de primera generación, centrarían la renovación en la intervención física, dejando al resto de operativas en un segundo plano. El presente trabajo tiene tres objetivos: exponer las características generales de los planes; realizar una clasificación de los planes en función del momento de elaboración y aprobación, considerando el marco normativo vigente en cada momento; y realizar un estudio pormenorizado de los planes de primera generación, como caso práctico con mayor recorrido, a fin de evidenciar el peso que la operativa urbanística ha tenido en ellos en detrimento de otras operativas. Within the tourism policy in the Canary Islands, the Plans for Modernization, Improvement and Increase of the Competitiveness were positioned as a fundamental instrument for the renovation of tourist areas. Posed as a hybrid between a strategic plan and an urban planning instrument, its regulation urges the concretion of a tourism model for the field of action on which it intervenes. However, at least the first generation, would focus the renovation on physical intervention, leaving the rest of operations in the background. The present work has three objectives: expose the general characteristics of the plans; make a classification of the plans according to the time of elaboration and approval, considering the regulatory framework in force at each moment; and carry out a detailed study of the first generation plans, as a longer case study, in order to demonstrate the weight that the urban planning operation has had on them to the detriment of others operation.

Abstract:
As defined contribution (DC) plans become more popular than defined benefit (DB) plans, American workers are increasingly responsible for their retirement savings. Because retirement plan participants' portfolio allocation is constrained by the available funds in the plan, the construction of a plan's investment menu has become extremely important. No research has evaluated fund selection in retirement plans or compared plans involving an advisor with self-directed plans. To fill this research gap, this study employs cross-sectional, nationwide data that include 5,570 retirement plans with 100 or more participants in 2013, 2014 and 2015. Results show that in most cases, using advisors is not related to plan performance. Plan sponsors should require advisors to periodically evaluate the performance of plans under their management using objective measures.

Employers are beginning to search for ways to elicit more labor supply from older adults as the population ages, the ability to work in later life increases, and younger workers become relatively scarce. Many employers are turning to hybrid pension plans, such as cash balance plans and pension equity plans. Whereas traditional defined benefit plans often subsidize workers who retire early and penalize those who remain at work beyond the plan's retirement age, most hybrid plans reward work at older ages. This paper documents the impact of population aging on the labor market and changes over time in work capacity at older ages. It then shows how movement toward hybrid pension plans, among other types of private and public retirement plan reforms and redesigns, can be used to increase work incentives for older adults.

It has long been recognized that users can have complex preferences on plans. Non-intrusive learning of such preferences by observing the plans executed by the user is an attractive idea. Unfortunately, the executed plans are often not a true representation of user preferences, as they result from the interaction between user preferences and feasibility constraints. In the travel planning scenario, a user whose true preference is to travel by a plane may well be frequently observed traveling by car because of feasibility constraints (perhaps the user is a poor graduate student). In this work, we describe a novel method for learning true user preferences obfuscated by such feasibility constraints. Our base learner induces probabilistic hierarchical task networks (pHTNs) from sets of training plans. Our approach is to rescale the input so that it represents the user's preference distribution on plans rather than the observed distribution on plans.

By drawing upon each others’ plans, area committees can enhance their own plans and assist the development of a comprehensive and consistent system for oil spill response. This presentation identifies specific area committee responsibilities imposed under the National Contingency Plan. ResumoEsta pesquisa tem como objetivo analisar os planos diretores elaborados e implementados no município de Belém, Estado do Pará, com ênfase nos períodos pós-constituinte (1988), passando pelo Estatuto da Cidade (2001) e Estatuto da Metrópole (2015), para verificar se estes instrumentos públicos foram realmente utilizados pela administração pública como instrumento de gestão e planejamento ou se apenas corresponderam ao atendimento de formalidade legal, com o fim de abster-se de crime de responsabilidade na gestão pública. A pesquisa foi realizada utilizando como método, a pesquisa bibliográfica e análise documental, abrangendo a elaboração dos dois Planos Diretores do Município de Belém, aprovado sem 1993 e em 2008, destacando um recorte de três mandatos eletivos distintos. Posteriormente, realiza-se uma análise comparativa do Plano Diretor e Plano Plurianual (PPA), com a Lei de Diretrizes Orçamentárias (LDO) e a Lei do Orçamento Anual (LOA), sob a ótica da execução orçamentária no município de Belém e sua aplicabilidade nas Ações Programáticas de cada governo, abordando os aspectos do saneamento ambiental, mobilidade e acessibilidade do transporte público e habitação social urbana. Conclui-se que os Planos Diretores e os demais instrumentos públicos PPA, LDO e LOA, não guardam sintonia entre si e comprometem a sustentabilidade da gestão pública, apresentando-se desconectados frente aos Programas e Planos municipais elaborados e suas reais execuções, frente às suas disponibilidades orçamentárias. AbstractThis research aims to analyze the master plans developed and implemented in the municipality of Belém, State of Pará, with an emphasis on the post-constituent periods (1988), including the City Statute (2001) and the Metropolis Statute (2015), to verify whether these public instruments were used by the public administration as an instrument of management and planning or if they are mere legal formalities, in order to abstain from a crime of responsibility in public management. The research was carried out using bibliographic research and documentary analysis as a method, covering the elaboration of the two Urban Development Plans carried out by the Municipality of Belém in 1993 and in 2008, highlighting a section of three distinct elective mandates. Subsequently, a comparative analysis of the Master Plan and Pluriannual Plan (PPA) is performed, with the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA), analyzing them from the perspective of budget execution in the municipality of Belém and its applicability in the Programmatic Actions of each government, addressing aspects of environmental sanitation, mobility and accessibility of public transport and urban social housing. It is concluded that the Master Plans and the other public instruments PPA, LDO and LOA, are not in tune with each other and compromise the sustainability of public management, presenting themselves disconnected from the Municipal Programs and Plans elaborated and their real executions, facing their budgetary availability.

O crescimento das cidades intensificou de modo significativo os impactos negativos sobre os ambientes naturais. Nesse contexto, os Planos Diretores possuem um papel essencial como instrumento de política urbana auxiliando no planejamento e gestão municipal. O objetivo deste trabalho é avaliar o Plano Diretor de 2005 e o Plano Diretor Estratégico do município de São Carlos tomando como critérios as metas Aichi de biodiversidade, propondo notas do Grau A ao Grau G, conforme a escala proposta por Fischer (2010). Verificou-se que, com relação à conservação da biodiversidade, os planos apresentam lacunas, uma vez ambos possuem ausência de informações detalhadas sobre as atividades relacionadas à conservação dos ecossistemas. Recomenda-se a revisão do plano em processo de revisão para que ocorra a inserção dos elementos deficientes das Metas de Aichi, para que assim ocorra a promoção da conservação da biodiversidade e um desenvolvimento sustentável no município de São Carlos.Palavras-chave: Plano diretor. In this context, the Master Plans have an essential role as urban policy instrument assisting the municipal planning and management. The aim of this work is to assess the Master Plan of 2005 and the Strategic Master Plan of São Carlos taking as criteria the Aichi biodiversity targets, proposing Grade A Notes to Grade G, according the scale proposed by Fischer. It has been verified that, in relation to the conservation of biodiversity, the plans have gaps, since both haven´t detailed information on the activities related to the conservation of ecosystems. It is recommended to revise the plan under review so that the deficient elements of the Aichi Goals can be inserted, so as to promote the conservation of biodiversity and sustainable development in the municipality of São Carlos.Keywords: Master plan. Abstract:
BACKGROUND: The study aimed to investigate anatomical changes in the neck region and their impact on dose distribution in patients with nasopharyngeal carcinoma (NPC) undergoing intensity modulated radiation therapy (IMRT), as well as to determine the optimal time for replanning during treatment. METHODS: Twenty NPC patients received IMRT with weekly pretreatment in-room kV fan beam computed tomography (FBCT) scans. Metastasized lymph nodes in the neck region and organs at risk (OARs) were recontoured based on the FBCT scans. The original treatment plan (PLAN0) was copied to each FBCT scan to create new plans of PLAN 1–6, correspondingly. The dose-volume histograms (DVH) of the new plans and the original plan were compared. One-way repeated measure ANOVA was employed to define threshold(s) at any timepoint. The presence of a threshold(s) would indicate significant anatomical change(s) such that replanning should be suggested. RESULTS: Progressive volume reductions in the neck region, gross target volume for metastatic lymph nodes (GTVnd), submandibular glands, and parotids were observed over time. Compared to PLAN0, Dmean of GTVnd-L significantly increased in PLAN5, while the D95% of PGTVnd-L showed a significant decrease from PLAN3 to PLAN6. Similarly, the Dmean of GTVnd-R significantly increased from PLAN4 to PLAN6, whereas the D95% of PGTVnd-R exhibited a significant decrease from PLAN3 to PLAN6. Furthermore, a gradual increase in the dose delivered to the bilateral parotid glands, bilateral submandibular glands, brainstem, and spinal cord from PLAN0 to PLAN6. CONCLUSION: Significant anatomic and dosimetric changes were observed in the target volumes and OARs. Based on the identified thresholds, replanning at approximately 20 fractions is crucial to ensure adequate target volumes dose and avoid overdosing to the OARs. This approach is clinically feasible and strongly recommended, particularly for centers without access to an adaptive planning system.

Abstract:
Background and purposeNo research currently exists on the role of the accessory parotid gland (APG) in nasopharyngeal carcinoma (NPC). We thereby aimed to assess the effects of APG on the dosimetry of the parotid glands (PGs) during NPC radiotherapy and evaluate its predictive value for late xerostomia.Material and methodsThe clinical data of 32 NPC patients with radiological evidence of the APG treated at Sun Yat-sen Memorial Hospital between November 2020 and February 2021 were retrospectively reviewed. Clinically approved treatment plans consisted of only the PGs as an organ at risk (OAR) (Plan1), while Plan2 was designed by considering the APG as a single organ at risk (OAR). The APG on Plan1 was delineated, and dose–volume parameters of the PGs alone (PG-only) and of the combined structure (PG+APG) were analyzed in both plans. The association of such dosimetric parameters in Plan1 with xerostomia at 6–9 months post-radiotherapy was further explored.ResultsFifty APGs were found, with a mean volume of 3.3 ± 0.2 ml. Significant differences were found in all dosimetric parameters between Plan1 and Plan2. The mean dose and percentage of OAR volumes receiving more than 30 Gy significantly reduced in Plan1 itself (PG-only vs. PG+APG, 39.55 ± 0.83 Gy vs. 37.71 ± 0.75 Gy, and 62.00 ± 2.00% vs. 57.41 ± 1.56%, respectively; p < 001) and reduced further in Plan2 (PG+APG, 36.40 ± 0.74 Gy, and 55.54 ± 1.61%, respectively; p < 0.001). Three additional patients met the dose constraint in Plan1, which increased to seven in Plan2. With APG included, the predictive power of the dosimetric parameters for xerostomia tended to improve, although no significant differences were observed.ConclusionAPG is anatomically similar to the PGs. Our findings suggest the potential benefits of treating the APG and PGs as a single OAR during radiotherapy (RT) of NPC by improving PG sparing.
