Com a Constituição de 1988, obrigando as cidades com mais de vinte mil habitantes a elaborarem ou revisarem os seus planos diretores, e com a promulgação do Estatuto da Cidade (2001), regulamentando os instrumentos previstos constitucionalmente, vários trabalhos foram publicados em um contexto estimulante e polêmico que, sem dúvida, deverá continuar a alimentar o diálogo entre planejadores urbanos e especialistas em direito urbanístico: estimulante, por significar a retomada do planejamento municipal, e polêmico, porque os textos legais estão sujeitos a diferentes interpretações. É exatamente nesse ambiente que se insere a presente reflexão, trazendo à tona a importância do Plano Diretor como instrumento de planejamento municipal, discutindo se ele deve se conformar como um plano geral de desenvolvimento ou privilegiar o ordenamento territorial, propondo uma base conceitual para a sua elaboração e, finalmente, indicando os desafios da gestão do seu processo de elaboração e implementação.Palavras-chave: Estatuto da Cidade; planos diretores; planejamento urbano. Abstract: Along with Brazil’s 1988 Constitution came the obligation for cities with a population larger than 20.000 to elaborate or review their Master Urban Plans. Later the Estatuto da Cidade (2001), regulated a series of instruments that the constitution anticipated. Since then many papers have been published in this stimulating context. This new predicament will, undoubtedly, enrich the rapport between urban planners and specialists in urban law. This paper fits exactly in this new milieu, emphasizing the significance of Master Urban Plans as an instrument of local planning, and the discussion whether these plans should be general development instruments or should privilege territorial aspects. The paper also proposes a conceptual base for the elaboration of plans and points to the challenges facing the management of its elaboration and implementation.Keywords: Estatuto da Cidade; master urban plans; urban planning.

Abstract:
Este artigo discorre sobre o planejamento ambiental de bacias hidrográficas e sua interface com o desenvolvimento urbano, apresentando uma análise da relação entre o Plano hidroambiental da bacia hidrográfica do rio Capibaribe e os Planos Diretores Municipais dos municípios de Taquaritinga do Norte e de Santa Cruz do Capibaribe, inseridos na Região Hidrográfica Atlântico Nordeste Oriental. Através do levantamento bibliográfico e documental, foram acessados e analisados os respectivos planos, a partir das diretrizes, metas e ações previstas. Os resultados apontam convergências dos planos na priorização de ações voltadas ao saneamento rural, à recuperação de áreas degradadas e à preservação de áreas de proteção permanente. Outra sintonia constatada consiste na negligência da sustentabilidade ambiental pelas diretrizes focadas nas atividades do pólo de confecção, o que demonstra a fragilidade na integração entre os planos que deveriam induzir uma postura ambientalmente responsável das empresas. Frente aos resultados, medidas são propostas no intuito de situar perspectivas para a governança dos recursos hídricos.Palavras-chave: Planejamento territorial, Recursos Hídricos, Alto Capibaribe. Integration between municipal master plans and watershed plans in northeast semi-arid region: perspectives to governance A B S T R A C TThis article discusses the environmental planning of hydrographic basins and their interface with urban development, presenting an analysis of the relationship between the Plan of the river Capibaribe’s Watershed and the Municipal Master Plans of the municipalities of Taquaritinga do Norte and Santa Cruz do Capibaribe, inserted in the Eastern Northeast Atlantic Hydrographic Region. Through the bibliographical and documentary survey, the respective plans were accessed and analyzed, based on the guidelines, goals and actions envisaged. The results point to the convergence of plans in the prioritization of actions aimed at rural sanitation, the recovery of degraded areas and the preservation of permanent protection areas. Another tune found is the neglect of environmental sustainability by the guidelines focused on the activities of the manufacturing center, which demonstrates the fragility in the integration between the plans that should induce an environmentally responsible posture of the companies. In the face of the results, measures are proposed in order to situate perspectives for the governance of water resources.Keywords: Territorial planning, Water resources, High Capibaribe.

Dentro de la política turística en Canarias, los Planes de Modernización, Mejora e Incremento de la Competitividad se posicionaron como un instrumento fundamental para la renovación de las áreas turísticas. Planteado como un híbrido entre un plan estratégico y un instrumento de ordenación urbanística, su regulación insta a la concreción de un modelo turístico para el ámbito de actuación sobre el que interviene. No obstante, al menos los de primera generación, centrarían la renovación en la intervención física, dejando al resto de operativas en un segundo plano. El presente trabajo tiene tres objetivos: exponer las características generales de los planes; realizar una clasificación de los planes en función del momento de elaboración y aprobación, considerando el marco normativo vigente en cada momento; y realizar un estudio pormenorizado de los planes de primera generación, como caso práctico con mayor recorrido, a fin de evidenciar el peso que la operativa urbanística ha tenido en ellos en detrimento de otras operativas. Within the tourism policy in the Canary Islands, the Plans for Modernization, Improvement and Increase of the Competitiveness were positioned as a fundamental instrument for the renovation of tourist areas. Posed as a hybrid between a strategic plan and an urban planning instrument, its regulation urges the concretion of a tourism model for the field of action on which it intervenes. However, at least the first generation, would focus the renovation on physical intervention, leaving the rest of operations in the background. The present work has three objectives: expose the general characteristics of the plans; make a classification of the plans according to the time of elaboration and approval, considering the regulatory framework in force at each moment; and carry out a detailed study of the first generation plans, as a longer case study, in order to demonstrate the weight that the urban planning operation has had on them to the detriment of others operation.

As defined contribution (DC) plans become more popular than defined benefit (DB) plans, American workers are increasingly responsible for their retirement savings. Because retirement plan participants' portfolio allocation is constrained by the available funds in the plan, the construction of a plan's investment menu has become extremely important. No research has evaluated fund selection in retirement plans or compared plans involving an advisor with self-directed plans. To fill this research gap, this study employs cross-sectional, nationwide data that include 5,570 retirement plans with 100 or more participants in 2013, 2014 and 2015. Results show that in most cases, using advisors is not related to plan performance. Plan sponsors should require advisors to periodically evaluate the performance of plans under their management using objective measures.

Marketing Planning is the most prescribed tool for "doing" marketing. The marketing plan's implementation schedule provides a roadmap for accomplishing a firm's stated marketing objectives. For over three decades researchers have investigated planning's link to firm performance. The consensus has been that they do improve performance although there is little empirical evidence to suggest how implementation of those plans is related. Environmental turbulence, new information and failed implementation cause firms to act outside of the planning framework. Improvisation is the contemporaneous creation and execution of an action. The extent to which firms act improvisationally has been studied, but to date there has been no empirical investigation that exposes the different types of post plan improvisations of strategic marketing plans that exist. This dissertation attempts to identify the different types of post plan improvisations (PPI) used in marketing. Using the Critical Incident Technique, 384 incidents of PPI were gathered from marketing planners and then used to create categories and systematically classify each incident. Four primary categories of causes of deviations, six categories of deviations and four categories of outcomes emerged from the data. The results provide a foundation for a theoretical model of the types of post plan improvisations in practice. This will allow further research into contextual differences that could help managers decide when to improvise and when to follow their plan. Further, by exposing the useful application of the CIT method in a new field, additional researchers might begin to use the technique to update and more deeply understand other marketing phenomenon.

Formal methods are gaining popularity as a way of increasing the reliability of systems through the use of mathematically based techniques. Their domain is no longer restricted to purely academic environments and examples, as they are slowly moving into industrial settings. The slow rate at which this transition takes place is mainly due to the perceived difficulty of formalising the behaviour of systems. While this is undoubtedly true, it is not the case with all formal methods. Update Plans are a powerful formalism for the description of computer architectures and intermediate to low-level languages. They are a declarative specification language with an underlying imperative machine model. The descriptions using Update Plans are clear, compact, intuitive, unambiguous and simple to read. These characteristics allow for the minimisation of possible errors at early stages of the development process even before a verification takes place. In this thesis an overview of the Update Plans formalism is given and a number of realworld applications is shown. The investigation of the application area focuses on computer architectures for which various specifications already exist. The comparison of Update Plan specifications to other specifications provides a useful insight into the strengths and shortcomings of the formalism. The shortcomings, in particular the lack of synchronisation primitives and modularity, are addressed by the development and evaluation of several syntactic and semantic extensions described in this thesis. The extended formalism is also compared to other specification languages and conclusions are drawn.

Abstract:
In order for an agent or a group of agents to achieve a goal, there is a sequence of actions that need to be taken. This sequence of actions constitutes a plan. In some occasions multiple plans that can be used to achieve the goal may exist. It may be the case that one wants to prevent an agent or group of agents from achieving a particular goal; currently, there is little research addressing this issue. Such research is valuable when preventing malicious agents or groups of agents such as bot nets from perpetrating destructive behavior. In this thesis, we tackle the disruption of single agents and groups of agents by proposing a way to disrupt their plans to achieve goals. We describe a model of all possible plans that achieve the goal we wish to prevent, we provide algorithms that identify which parts of the plans should be disrupted in order to prevent achievement of the goal and, we also provide a way of disrupting these parts using norms. The focus of this thesis is summarized as follows. 1. Identify which parts of plans should be sabotaged in order to prevent achievement of a goal by some set of agents. In order to address this, we provide: (a) a model that allows the representation of all possible plans that can be used to achieve a particular goal, (b) a metric to measure disruption of plans and (c) algorithms that identify which parts of plans should be disrupted in order to prevent achievement of some goal. 2. Identify which parts of plans should be sabotaged in order to prevent achievement of a particular goal by some set of agents, with as little impact as possible on other agents that are not part of the set (these agents are called external agents). In order to address this, we provide: (a) an extension to the model from 1(a) to allow the representation of external agents' plans, (b) a metric to measure disruption of external agents' plans and (c) algorithms that identify parts of plans to be disrupted in order to render the desired goal unachievable while causing as little disruption to external agents' plans as possible. 3. Investigate the use of norms as a means to disrupt parts of plans using: (a) a model of agents that can keep track of norms and their plans to achieve a goal and (b) an algorithm to derive norms that disrupt the parts of their plans identified by the algorithms from 1(c) and 2(c) and so ensure that the goal cannot be achieved in specific situations. We conclude with a summary of how disruption of agents' plans has been approached, high- lighting questions that remain open for further research.

Nesta dissertação apresentamos uma ilustração dos alguns planos de pensões híbridos, em cinco países, que em nossa opinião podem ser tomados como referência no que respeita à evolução desse tipo de fundos. O objetivo foi tirar ilações sobre as razões do aumento do recurso aos planos de pensões híbridos, em alternativa aos planos de benefício definido ou de contribuição definida. Se bem que os planos híbridos não sejam comuns, nos últimos tempos, devido ao esforço para atenuar os riscos nos planos tradicionais, têm por vezes vindo a ser considerados uma opção menos arriscada, devido às suas características. Na ilustração considerada nesta dissertação, temos um participante tipo que acabou de ser admitido no fundo de pensões e analisamos três modelos de planos híbridos, que comparamos com os planos de benefício definido e contribuição definida. O propósito é determinar, do ponto de vista do empregador e do ponto de vista do participante, quais os impactes de futuros choques nas taxas de juros, nas atualizações salariais anuais e na idade de reforma. As ilustrações permitiram observar que os planos de pensões híbridos, de facto, oferecem melhores perspetivas, embora com alguns compromissos. Conclui-se que pode haver vantagem para os associados e para os participantes em considerar a possibilidade de implementar um plano híbrido, em alternativa aos planos de contribuição definida, atualmente mais populares, procurando oferecer melhor proteção e mantendo os custos dentro de limites aceitáveis.
In this dissertation we present an illustration of the most common Hybrid pension plans designs in five countries, which in our opinion can be taken as representatives of the Hybrid pension funds. The aim is to explore why Hybrid pension plans are being considered as an alternative to traditional pension plans. Presently, Hybrid pension plans are not as widely used as Defined Benefit and Defined Contribution plans. In the recent times however, due to an effort to minimize the risks in these traditional plans, the Hybrid pension plan is considered as a less risky option due to its characteristic. In the illustration considered one participant that has just been admitted to a pension plan, and analyse three different types of Hybrid plans and compare them with the traditional designs of DB and DC pension plans, in order to determine from the perspective of the sponsor (employer) of pension plan and from the perspective of the participant (employee), what are the cost/benefits of future shocks on the interest rates, salary increases rate and early retirement. It was observed following the illustrations, that Hybrid pension plans do indeed offer better share of risks for both plan participants and sponsors although with some compromises. We conclude that to improve on retirement plans, sponsors need to consider a Hybrid pension plan design as a replacement for the currently popular Defined Contribution plans. Participants on the other hand will welcome this replacement option because of the possibility of a higher risk protection.

Abstract:
This thesis presents an extension to the Temporal Fast Downward planning system that integrates motion planning in it and algorithms for generating two types of temporal macro operators expressible in PDDL2.1. The extension to the Temporal Fast Downward planning system includes, in addition to the integration of motion planning itself, an extension to the context-enhanced additive heuristic that uses information from the motion planning part to improve the heuristic estimate. The temporal macro operators expressible in PDDL2.1 are, to the author's knowledge, an area that is not studied within the context of plan repair before. Two types of temporal macro operators are presented along with algorithms for automatically constructing and using them when solving plan repair problems by replanning. Both the heuristic extension and the temporal macro operators were evaluated in the context of simulated unmanned aerial vehicles autonomously executing reconnaissance missions to identify targets and avoiding threats in unexplored areas. The heuristic extension was proved to be very helpful in the scenario. Unfortunately, the evaluation of the temporal macro operators indicated that the cost of introducing them is higher than the gain of using them for the scenario.

Abstract:
A business plan is a document that describes how to manage a specific activity in a specific period of time. It is actually a study, but also a communication tool, designed to provide information to its potential recipients, whether they are investors and potential partners. Most times, it is used as a tool for strategic decisions or as a tool for the implementation of specific actions. The contents of such a business plan may vary according to the sector of activity; nevertheless it must follow certain standards. Usually business plans are used for the presentation of a company's plans to a bank or another financial institution, for financing. It provides answers to the following three questions: where is the position of the company now, were wants to be and how will manage to be there.

AbstractIn this study, we investigated 32 undergraduate university students’ use of diagrams in planning to write two coursework reports. For both reports, the students were asked to submit a diagrammatic plan for what they were going to write. Prior to their first plan, no instruction was provided about how to use diagrams for planning. However, prior to the second plan, the students were provided instruction on the use of sketchnoting, which is one method for creating visual notes and organizing ideas. For the first plan, only 31% actually submitted a diagram plan, with the majority submitting a text-based plan. However, for the second plan, the proportion who submitted a diagram plan increased to 66%, but they also reported experiencing more difficulty in creating their plans compared to those who submitted text-based plans. The students’ plans and reports were scored for various quality features, analysis of which revealed that, for the second report, diagram plans had a better logical structure than text plans. More importantly, second reports created with diagram plans were also found to have a better logical structure than those created with text plans. The findings indicate that many students require instruction to be able to create diagrammatic plans, but that creating such plans can be helpful in structuring their written work.

Designing new plants, clear requirements and efficient processes should translate nuclear designs clearly into operations. Methods that improve translation benefit operations lowering risk, complementing safety and cost performance. Nuclear plant designs develop specifications that assure design integrity from construction into operations throughout plant life. With the certified design at startup, all plants should have (1) scheduled operations monitoring and maintenance plans; (2) developed by qualified engineers; and (3) based on engineering due diligence, equivalent to airline certified operations plans. Although existing rules apply requirements, tort laws have always required operating plans for products.

This review, commissioned by the NSW Cancer Institute, highlights key trends and common elements of cancer control plans from Australia and countries with health systems similar to NSW.
