Abstract:
Directions for creation of a steady eco-city (or an eco-district) and the criteria of stability and environmental friendliness of the cities are presented. The authors also recognize that the sustainable eco-friendly development of the city demands association of the matters of the so called “green” agenda and the “brown” agenda. On the other hand, there are places where the sharp social inequality and the interfaced social problems are presented. The authors prove that, although the economic activity of cities leads to serious environmental problems, cities have the greatest potential for developing ways of sustainable environmental development.

Sustainable production includes economic, environmental, and social aspects. However, social sustainability has received less attention, especially compared to the economic aspects. Next to technical and organizational measures, social improvements within supply chains can also be achieved through suitable production planning. Within production planning, production programs are determined, and the assignment of available resources (e.g., employees) is specified. Thus, the utilization and workload of employees are defined. This systematic literature review investigates to what extent such employee-related social aspects are reflected in production planning and discusses whether economic aspects dominate them. For this, a Scopus database search was carried out and 76 identified approaches were analyzed and categorized regarding the occurring employee-related social aspects and their implementation. Thus far, the approaches mainly consider single aspects on single planning levels. A consideration of a broad set of aspects along the entire production planning has rarely been studied. In particular, health and safety aspects are considered on the levels of assembly line balancing and job rotation. However, their impact is primarily determined by the specific settings of the decision-maker. To support decision-makers, only a few studies have investigated the effects based on real application scenarios. Further potential might be an extended modeling of social and economic interdependencies and a consideration of employee-related social aspects in medium- to long-term production planning.

A class of environmental problems, termed 500-year problems, poses significant threats to the world's societies. In 500-year planning there is a need for a sound philosophical foundation to guide the development of appropriate methods which analyze problems that cover very long time periods and that involve large uncertainties. In this paper philosophical aspects of 500-year planning, related to determining whether present generations are meeting their obligations to future generations, are addressed. Topics discussed include the treatment of future populations (as identifiable individuals or as enumerable groups) and the appropriate base for 500-year planning (utilitarianism or social contract theory). Adopting Rawls's concepts of the original position and of the veil of ignorance, a social contract is developed that guarantees the possibility of existence for all potential individuals, and sets limits on the risks that current and future populations might endure as a result of their ancestors' abuse of the environment. The specifics of the contract represent rational criteria upon which to base 500-year planning activities.

Abstract:
The author has identified a trend towards the politicization of urban planning in Russia, caused by a set of factors. The author believes that students should be timely taught to adequately respond to the attempts of the leading political parties and movements to influence the urban planning industry. These attempts represent the imposition of particular urban plans for their benefit, the resolution of urban planning conflicts in the best interests of particular parties, etc. According to the author, who has accumulated an extensive lecturing experience, this goal is attainable by offering social disciplines, including Sociology, Sociology of Urban Development, Bases of Social Regulation and Public Relations, to bachelor students, majoring in urban planning at the Moscow State University of Civil Engineering. The author has considered several issues of teaching methods, in particular, he has identified the list of political problems to be analyzed and the type of classes to be organized, etc. In the report, the author makes a conclusion that the focus on the sociopolitical aspects of urban planning in the courses of social disciplines improves the students’ understanding of the nature of urban planning as a democratic practice.

Abstract:
Five related issues involved in the analysis of services are discussed. First, it is shown that it is incorrect to suggest that there is a single route to the contemporary economy with high employment in the service sector. The Fisher–Clark thesis is discussed and criticised. In the specific case of the United Kingdom it is shown that service industries were of considerable importance even during the supposed heyday of Victorian manufacturing industry. This is shown by analysing certain regional indicators. It is further suggested that the crucial role of especially financial services cannot be understood separately from the broader Makler or middleman economy which in part predated the extensive growth of manufacturing industry. Second, some of the recent arguments of Gershuny and Miles are analysed. It is shown that their formulations are insufficiently social, both in the sense of ignoring changes in the social relations underpinning capitalist production both of manufacturing and of service industries, and of neglecting the impact of ‘social struggles' on the forms and levels of service employment. Third, a number of criteria are discussed by which different service industries can be separated off from each other. The criteria considered are ownership, market, product, degree of ‘commodification’, function, and character of the exchange. A classification based on elements of each of these is proposed in order to deal with UK data sources. Fourth, analysis is developed of eleven different forms of service sector restructuring. Some consideration is paid to the problems of explaining which of these will be found in particular sectors. Particular attention is devoted to considering the degree of importance of the ‘labour’ factor. Last, some of the processes affecting the ‘private consumer services' concerned with tourism are analysed. In particular, attention is devoted to aspects of the physical and social setting within which the service delivery takes place. An attempt is made to demonstrate which particular forms of service sector restructuring will be found in those tourist services in British coastal resorts. The exceptionally complex nature of the forces affecting employment levels in such places is shown in some detail.

The article examines the attitude of women to the problem and the abortion procedure and the organization of the work of the gynecological service to provide assistance in connection with an unplanned pregnancy. The questionnaires of women who decided to terminate a pregnancy were analyzed, as well as the qualitative indicators of the activities of institutions. It was shown that the main reason for the termination of pregnancy was dissatisfaction with the financial situation (28.1%). 96.3% of women knew that abortion is fraught with serious complications. 48.6% of women prefer to terminate pregnancy by mini-abortion, 33.7% by medication. Less than half of the patients are satisfied with the quality of care for termination of pregnancy. Risk groups are adolescents and women of older reproductive age. 67.6% of the respondents need advice on methods of contraception. Satisfied with the quality of consulting 38.8%. Along with educating the population about the dangers of abortion and teaching family planning methods, it is necessary to create comfortable conditions for abortion, ensure maximum safety of the procedure, conduct rehabilitation after an abortion in order to eliminate negative consequences, advise on the prevention of unplanned pregnancy in the future, and select adequate contraception.

Despite the fact that some renewable energy (RE) technologies are already techno-economically viable, the high spatial dilution nature of their sources, together with aspects beyond the techno-economic ones (such as environmental, social, cultural, and other aspects), can become strong constraints and barriers when it comes to their integration into electric systems. Therefore, with the objective of determining whether studies on spatial energy planning (SEP) are addressing these issues, a systematic review has been carried out to address whether SEP studies are considering aspects beyond the techno-economic ones when integrating RE technologies and, if they are being considered, how they are addressed in their analyses and what criteria, factors, and indicators of the aspects that are employed. Apart from the revelation that the concept of SEP has been included within high-quality scientific literature for less than ten years, SEP seems to be an unexploited tool with the potential to provide significant insight into a planning process that could prevent conflicts when integrating RE technologies into electric systems. This would be useful for decision-makers and for accelerating a sustainable energy transition.

Recent studies suggested cemetery to be a dual function to accommodate the needs of open spaces that are gradually diminishing. In Malaysia, the Planning Guidelines for Muslim and Non-Muslim Cemetery need to be referred in developing a burial site because a cemetery is an important social infrastructure in the same way to a recreational park. The focus of this research is to analyze the identification of cemetery as an alternative space for social activities that are compatible with the sanctity of Muslim cemetery. This study attempts to reveal how Muslim cemeteries that are often considered as a dead space can be integrated as part of the city's recreational park without marginalizing the spiritual values of the space. The methodology employed comprises of (i) comparative analysis on the contents of the cemetery and recreational planning guidelines, and (ii) site observation of the selected case studies as a mean of data collection. The finding exhibits summative points extracted from both the planning guidelines and the physical elements observed that could transform and revolutionized Muslim cemeteries beyond its norm. This article concludes by providing some recommendations that will help to align the planning and design practice of Muslim cemeteries for future development.

The promotion of sense of community has been a significant element of the spatial planning agenda of planners in recent years. This paper aims to explore the combined influence of typological characteristics of urban neighborhoods, as well as, social and cultural components. This empirical study was conducted in Beer Sheva, the largest city in southern Israel. This paper concludes that in addition to typological components, sociocultural perceptions have a significant impact on sense of community. Furthermore, planners should therefore remain critical and highly circumspect of acts of physical planning meant to impact the social aspects of a community.

The forward planning of the return of Humans to the lunar surface as envisioned by different national and collaborative space agencies requires consideration of the fragility and pristine nature of the lunar surface. Current international treaties are outdated and require immediate action for their update and amendment. This should be taken as an opportunity for self-reflection and potential censoring, enabling a mature, responsible, and iterated sequence of decisions prior to returning. The protocols developed for assessing the ethical and social impacts of Humans on the lunar surface will provide a blueprint for planning future exploration activities on other planetary bodies in the Solar System and beyond.

Urban planning is inherently a political process addressing social justice and social coherence concerns. However, planners are fixated with the physical and superficial social aspects of planning, overlooking its deeper interrelationships. This paper discusses two master plans for the city of Dhaka. The first is the 1917 plan by Patrick Geddes, and the second is the 1959 Minoprio, Spencely and Mcfarlane Plan. Both plans were developed after a phase of social upheaval and unrest orchestrated to suppress the desires and wishes of the people of Dhaka. In both instances, the cross cultural planners lack cultural awareness, failing to perceive the then current issues fronting Dhaka. In essence, they work in isolation as planners. These initiatives can be argued as representing ‘planning for planning’s sake’. In this setting, this paper articulates that the failure of the two master plans were due to a lack of awareness of the social and political realities by these ‘foreign’ planners.

Social sustainability and sustainable urban developments are major challenges across the world both developed and developing countries. In general there is a conflict between the approach of sustainable development and social sustainability in the urban context. The concept of sustainability brings a key framework for extensive literature on urban design, architecture and planning. Nevertheless there is a considerable overlap between the social dimensions of sustainability and the theories or notions, for instance the ‘sustainable societies’ that are highlighted in the midst of other aspects: social equity and justice. Such society is widely expected to offer a situation for long-term social relations and activities which are sustainable, inclusive and equitable in a wider perception of the term (environmentally, socially and economically). The method adopted to address this aim involves a content analysis of available academic literature, with focus on the planning sustainable development, built environment, social sustainability, and urban planning fields. The findings demonstrate that in spite of some opposing evidence, many studies have confirmed that there has been displacement of the debate on the term of ‘sustainability’ from ‘ecological and environmental aspects into social and economic aspects’. It is related to how the community feel safe and comfortable living in their own communities, how have they felt of proud of the place where they live. The aim of the paper is to improve our understanding of current theories and practices of planning sustainable development and discuss whether the approach of sustainable development aligns with social sustainability objectives.

The findings demonstrate that in spite of some opposing evidence, many studies have confirmed that there has been displacement of the debate on the term of ‘sustainability’ from ‘ecological and environmental aspects into social and economic aspects’. It is related to how the community feel safe and comfortable living in their own communities, how have they felt of proud of the place where they live. Social sustainability and sustainable urban developments are major challenges across the world both developed and developing countries. In general there is a conflict between the approach of sustainable development and social sustainability in the urban context. The concept of sustainability brings a key framework for extensive literature on urban design, architecture and planning. Nevertheless there is a considerable overlap between the social dimensions of sustainability and the theories or notions, for instance the ‘sustainable societies’ that are highlighted in the midst of other aspects: social equity and justice. Such society is widely expected to offer a situation for long-term social relations and activities which are sustainable, inclusive and equitable in a wider perception of the term (environmentally, socially and economically). The method adopted to address this aim involves a content analysis of available academic literature, with focus on the planning sustainable development, built environment, social sustainability, and urban planning fields. Changes in the trends, distribution and structures of the population identified through censuses (such as the changes in total population, gender, educational, age and other structures) are crucial for understanding spatial phenomena and processes like urbanization. Numerous urban geography studies researching the development of systems of settlements in former Yugoslavia, which carried on in Serbia, were the foundation for a singular theoretical and methodological framework for researching spatial phenomena and processes focused precisely on the understanding of dynamic changes in the structures of the population and their territorial manifestation. Other than in scientific research, this approach found direct application in spatial and urban planning, when defining the measures directing demographic development, arrangement of urban functions, formation of a system of settlements, planning infrastructure development, etc. More recently, this theoretical and methodological framework was enhanced using GIS technologies, which allow for the integration of spatial and statistical data and provide for a powerful analytical tool. Data integration has spurred new research on the correlation between demographic and spatial phenomena and the mutual relationships and influences between spatial and demographic development. This paper presents an overview of existing research on the mutual influence between population development trends and spatial changes manifest through the fluctuations in the intensity of built-up areas, population density, infrastructure development, etc. A model of population distribution was created by using selected census statistical data and correlating them with phenomena in actual geospace. Emphasis is placed on the significance of using this and similar models in further research on the population?s impact on the environment, directing economic development, protection in emergency situations, and numerous other areas.

The article presents the results of the sociological analysis performed in hypertensive patients living in the Chechen Republic. Economical status and education level are the main factors infl uencing health self-appraisal, emotional condition and psychological environment in the family of hypertensive patients. The low level of medical activity and the absence of the elementary preventive measures such as regularly blood pressure control independent of economical status and education level are remarkable. The medical activity is higher but health self-appraisal is lower in patients who have relatives with cardiovascular pathology. The lonely patients have worse rates of health state. Revealed features can be useful in planning of prevention programs to reduce risk of different vascular complications in these patients.

Abstract Social farming (SF) has been developing dynamically in the Czech Republic in the last 10 years and enterprises are emerging and operating where the necessary conditions and environment are created for various people from target groups. The practice in the Czech Republic is to a large extent based on international practice and follows the basic outlines of the practice of mainly European countries. In these facilities, these persons often find employment or engage in various occupational therapy programmes in the provision of social services. Thus, in this analysis, we qualitatively focus on the identification of the basic factors why these farms come into existence and what are the main determining aspects for their functioning, which are based on the long-term experience of running a farm under the social farming concept. A guided qualitative interview method was chosen with respondents who have been operating in the country for a long time in the framework of the analysis, thus bringing in stimulating experiences that accompany them in their activities. The analysis is thus essentially a first experience in this field and raises a number of further questions that could be further deepened and refined, including in an international context.

Climate change, air and sea pollution, and social inequality are examples of current challenges for global sustainability strategies. Manufacturing enterprises supplying the globalized demand for products significantly contribute to these problems since they are responsible for several environmental and social issues (e.g., greenhouse gases, waste, and poor working conditions). Researchers have widely addressed these issues and warned politicians and society about the risk of the collapse of ecosystems. Despite these warnings, enterprises still experience difficulties in improving the sustainability of their production processes. Therefore, new technologies are required to support them, so as to help them determine their production processes’ sustainability status considering multiple aspects (economic, environmental, and social). The research presents a fuzzy decision support system and a case study for sustainability-based production planning. For this approach, systematic literature reviews were performed, analysing concepts methods for sustainability-based production management and planning. The results show, among other things, that current methods for sustainability-production planning are focused on single aspects of sustainability (e.g., energy or waste planning). Therefore, a fuzzy decision support system was developed, simultaneously evaluating social, environmental, and economic aspects. The decision support system’s model identifies the most significant opportunities in improving the production program’s sustainability and provides recommendations on how to change it. The decision support system was tested and validated in a case study in the production-planning laboratory at the University of Applied Sciences Emden. The case study results elucidate problems, needs, and challenges affecting sustainability-based production planning. Moreover, opportunities for future research were identified based on the limitations of the case study.

The article presents the introduction of online learning at universities in Poland, which was a solution aimed at preventing, countering and combating COVID-19. Attention was drawn to the perception of this change by the stakeholders, i.e. students. The analysis examines students’ concerns regarding the implementation of this form of learning in selected areas related to access to technology, the organization of classes, and the participation in them, social interactions and administrative activities. The aim of the research was also to ascertain students’ opinions on the consequences of the implemented change and on the actions aimed at facilitating the transition to online learning undertaken by the authorities and university employees. The research was conducted with the use of an electronic survey questionnaire. The responses of 189 full-time university students were analyzed. Based on the results of the research, communication between students and university authorities, as well as the involvement of participants in the process of change were considered as key elements in the implementation of online learning. Among the important activities there were those that enable participation in online learning (provision of equipment, programs, licenses) and those that support learning (access to library resources). As regards the latter, conclusions were formulated concerning the planning of teaching, i.e. the content and the way of transferring knowledge.

One of the program to solved is the problem of society’s activity through Community Forest (CF). Those program constructed to enhance society’s income and job vacansy, so that every aspect within forest management element’s (planning, organizing, actuating, controlling or POAC) which strategically strong. The purpose of the study were to identify social and economics characteristic society and to evaluate HKm by local society. The research conducted on October 2015 in sindang Pagar Village, Sumber Jaya subdistrict, West Lampung Regency. The total samples were 42 respondents which choosen by proportionate stratified simple random sampling method, and analized descriptively. The results, overall: (1) Social and economic characteristics of society whom managed CF classified into productive in age to work, despite having a low education level, in addition respondents mostly have huge dependent upon their families, so that respondents has managed ample land and have a side job that’s why respondents' income was quite high. (2) The evaluation results indicate that the activity on planning aspects included into medium category, organizational aspects included into mediocare category, while the implementation aspect included into good category and monitoring-evaluation aspects included into good category. Simple observation of planning practices in Eastern and Western Europe reveal a substantial gap in citizen participation between the post-socialist societies and the highly developed countries. This gap was created recently during the continent’s history and is reflected in an uneven distribution of social capital and democratic attitudes. During the last 30 years Western societies developed their civic consciousness and improved their democratic procedures; while citizen activities in the East was constrained by socialist regimes, then dissipated by the system transformation and only now is slowly reviving. How can social and political distance? Development of ICT (Information and Communication Technology) tools seems to stimulate social cohesion of European countries. The Internet creates new forms of social life, giving new opportunities for citizen involvement and strongly influences public decision-making systems. Examples of e-participation in planning from both sides of the continent suggest that this gap is not necessarily as big as it appears to be. This article compares online participation tools offered in Poland and Germany. Analyzing three complimentary aspects of e-participation in planning: “transparency,” “spatiality,” and “interactivity.” The results are expressed further in the article.

The National Security Strategy of the Russian Federation, approved by Presidential Decree no. 400 of July 2, 2021, is the first strategic planning document in the history of modern Russia, which called the preservation of the people of Russia and the development of human potential a primary national interest and strategic national priority, and improving the quality of life and well-being of citizens is among the priorities. The scientific research of document that changed the paradigm of national security is just beginning. In the study, using a comparative historical methodology, an intersectoral analysis of the transformation of the labor-legal and social-protective component of the National Security Strategy is carried out, the timeliness of the changes is empirically proved on the basis of statistical data. In the course of the study, we develop a classification of tasks to ensure the implementation of state policy goals, depending on the degree of determination with the sphere of labor and social protection, creates the basis for intersectoral research on national security issues, improving current legislation and its application through the prism of constitutional guarantees in the social protection and labor law spheres. We substantiate the increasing role of social partnership, social solidarity, socially responsible business and the principle of respect for human labor as necessary conditions for the implementation of strategic plans to ensure national security for the preservation of the people of Russia and the development of human potential.

Since the 1970s, urban waterfronts have undergone profound functional transformations. While in many ways they have been proven successful in reviving prime urban areas, waterfront redevelopments have also been contested. This article reviews several aspects of the planning conflicts that have been pertinent to the redevelopment of waterfronts internationally: (1) land ownership, (2) heritage and culture, (3) social and environmental justice, and (4) environment and resilience. Based on a comprehensive review of state-of-the-art literature, we suggest that the growing concerns over social justice and environmental resilience during the course of waterfront redevelopments will continue to challenge cities in the future.

This paper gives an overview of socio-cultural, religious and political background of Pakistani society and examines the current status of women utilising data from Pakistan Fertility and Family planning Survey 1996-97. The low status of women is one of the many factors in Pakistani society, which interfere with the achievement of development goals. The success of family planning intervention also mainly depends upon the cooperation and involvement of women. The traditional social structures and norms that limit women's roles may limit their ability to contribute in efforts to control population growth. Some indicators, such as education of women, employment of women, women's participation in domestic and child related decisions, women's mobility, communication about family planning, religion and family planning, have been examined from Pakistan Fertility and Family Planning Survey (1996-97) [For detail of PFFPS, see Hakim et at. (1998)]. Data reveal that there is a little improvement in the social indicators of status of women in Pakistan, however, it is still very low which inhibit their participation in education and in the labour force as well as encouraging their high fertility. Maintenance of traditional Islamic and cultural restrictions on women may also conflict with the achievement of development goals in family planning. Hence an examination is required of Islamic teachings and customary laws affecting the status of women in Pakistani society and the family which ultimately restrict women from adopting family planning measures.

The reproductive system is exposed to various adverse factors and harmful effects at all stages of the functioning of the body. Against the background of a decrease in the level of reproductive female health in recent years, there is a clear tendency towards an increase in the number of patients with pathology of the puberty period. The low level of somatic and reproductive health before pregnancy causes a high frequency of complicated births, which leads to a deterioration in the development of subsequent generations. The objective. Based on clinical and anamnestic data, laboratory and instrumental methods of research, analysis of risk factors, clinical presentation, treatment effectiveness and clinical observation, to give a clinical description of women who had menstrual dysfunction in the pubertal period. Materials and methods. According to the nature of the violations, the main group of women (n=210) who had a pathology of menstrual function in the puberty period was divided into 3 subgroups (n=70): the first – women with primary oligomenorrhea and timely average population menarche, the second – with a late age menarche, the third – with puberty bleeding. The control group included women (n=70) with the correct rhythm of menstruation in puberty. Results. During a clinical prospective study, the social status of women with impaired reproductive function in the puberty was analyzed, the frequency and structure of existing concomitant somatic diseases, the duration of the menstrual cycle, the nature of diseases of the female genital organs; an assessment of the complex treatment of the revealed violations was made, which allowed to obtain a favorable reproductive prognosis. Most of the women examined (53.3%) planned a pregnancy, which occurred in 75.9% of those planning. Conclusion. A study of the clinical and anamnestic analysis of the reproductive function of women with menstrual irregularities in the puberty period will increase the effectiveness of the treatment of identified disorders and develop algorithms for the management of such women during planning and during pregnancy.
