Abstract:
ABSTRACT We present a new, multimission catalogue of ultraluminous X-ray source (ULX) candidates, based on recent data releases from each of the XMM–Newton, Swift, and Chandra observatories (the 4XMM-DR10, 2SXPS, and CSC2 catalogues, respectively). This has been compiled by cross-correlating each of these X-ray archives with a large sample of galaxies primarily drawn from the HyperLEDA archive. Significant efforts have been made to clean the sample of known non-ULX contaminants (e.g. foreground stars, background active galactic nuclei, supernovae), and also to identify ULX candidates that are common to the different X-ray catalogues utilized, allowing us to produce a combined ‘master’ list of unique sources. Our sample contains 1843 ULX candidates associated with 951 different host galaxies, making it the largest ULX catalogue compiled to date. Of these, 689 sources are catalogued as ULX candidates for the first time. Our primary motivation is to identify new sources of interest for detailed follow-up studies, and within our catalogue we have already found one new extreme ULX candidate that has high S/N data in the archive: NGC 3044 ULX1. This source has a peak luminosity of LX,peak ∼ 1040 erg s−1, and the XMM–Newton spectrum of the source while at this peak flux is very similar to other, better-studied extreme ULXs that are now understood to be local examples of super-Eddington accretion. This likely indicates that NGC 3044 ULX1 is another source accreting at super-Eddington rates. We expect that this catalogue will be a valuable resource for planning future observations of ULXs – both with our current and future X-ray facilities – to further improve our understanding of this enigmatic population.

Monthly Notices of the Royal Astronomical Society 498, no. 3 (August 19, 2020): 3720–29. http://dx.doi.org/10.1093/mnras/staa2494.

Abstract:
ABSTRACT This paper presents a catalogue of optimized pointings for differential photometry of 23 779 quasars extracted from the Sloan Digital Sky Survey (SDSS) Catalogue and a Score for each indicating the quality of the Field of View (FoV) associated with that pointing. Observation of millimagnitude variability on a time-scale of minutes typically requires differential observations with reference to an ensemble of reference stars. For optimal performance, these reference stars should have similar colour and magnitude to the target quasar. In addition, the greatest quantity and quality of suitable reference stars may be found by using a telescope pointing which offsets the target object from the centre of the FoV. By comparing each quasar with the stars which appear close to it on the sky in the SDSS Catalogue, an optimum pointing can be calculated, and a figure of merit, referred to as the ‘Score’ is calculated for that pointing. Highly flexible software has been developed to enable this process to be automated and implemented in a distributed computing paradigm, which enables the creation of catalogues of pointings given a set of input targets. Applying this technique to a sample of 40 000 targets from the fourth SDSS quasar catalogue resulted in the production of pointings and Scores for 23 779 quasars based on their magnitudes in the SDSS r-band. This catalogue is a useful resource for observers planning differential photometry studies and surveys of quasars to select those which have many suitable celestial neighbours for differential photometry.

Abstract:
The constant scientific production in the universities and in the research centers makes these organizations produce and acquire a great amount of data in a short period of time. Due to the big quantity of data, the research organizations become potentially vulnerable to the impacts on information booms that may cause a chaos as far as information management is concerned. In this context, the development of data catalogues comes up as one possible solution to the problems such as (I) the organization and (II) the data management. In the scientific scope, the data catalogues are implemented with the standard for digital and geospatial metadata and are broadly utilized in the process of producing a catalogue of scientific information. The aim of this work is to present the characteristics of access and storage of metadata in databank systems in order to improve the description and dissemination of scientific data. Relevant aspects will be considered and they should be analyzed during the stage of planning, once they can determine the success of implementation. The use of data catalogues by research organizations may be a way to promote and facilitate the dissemination of scientific data, avoid the repetition of efforts while being executed, as well as incentivate the use of collected, processed an also stored.

Abstract:
Abstract. Probabilistic earthquake forecasts estimate the likelihood of future earthquakes within a specified time-space-magnitude window and are important because they inform planning of hazard mitigation activities on different time scales. The spatial component of such forecasts, expressed as seismicity models, generally relies upon some combination of past event locations and underlying factors which might affect spatial intensity, such as strain rate, fault location and slip rate or past seismicity. For the first time, we extend previously reported spatial seismicity models, generated using the open source inlabru package, to time-independent earthquake forecasts using California as a case study. The inlabru approach allows the rapid evaluation of point process models which integrate different spatial datasets. We explore how well various candidate forecasts perform compared to observed activity over three contiguous 5-year time periods using the same training window for the input seismicity data. In each case we compare models constructed from both full and declustered earthquake catalogues. In doing this, we compare the use of synthetic catalogue forecasts to the more widely used grid-based approach of previous forecast testing experiments. The simulated catalogue approach uses the full model posteriors to create Bayesian earthquake forecasts, not just the mean. We show that simulated catalogue based forecasts perform better than the grid-based equivalents due to (a) their ability to capture more uncertainty in the model components and (b) the associated relaxation of the Poisson assumption in testing. We demonstrate that the inlabru models perform well overall over various time periods: The full catalogue models perform favourably in the first testing period (2006–2011) while the declustered catalogue models perform better in the 2011–2016 testing period, with both sets of models performing less well in the most recent (2016–2021) testing period. Together, these findings demonstrate a significant improvement in earthquake forecasting is possible although this has yet to be tested and proven in true prospective mode.

Abstract:
Although data management and its careful planning are no new topics, there is only little literature on risk mitigation in data management plans (DMPs). We consider it a problem that DMPs do not include a structured approach for the identification or mitigation of risks, because it would instil confidence and trust in the data and its stewards, and foster the successful conduction of data-generating projects, which often are funded research projects. In this paper, we present a lightweight approach for identifying general risks in DMPs. We introduce an initial version of a generic risk catalogue for funded research and similar projects. By analysing a selection of 13 DMPs for projects from multiple disciplines published by the Research Ideas and Outcomes (RIO) journal, we demonstrate that our approach is applicable to DMPs and transferable to multiple institutional constellations. As a result, the effort for integrating risk management in data management planning can be reduced.

Repository planning has been recognized as a national problem, but will in the immediate future be limited to regional activities. Retrospective conversion is sponsored by the Deutsche Forschungsgemeinschaft in four libraries rich in collections of pre-1850 material; the Wissenschaftsrat recommends a much broader project involving up to 60 academic and research libraries and covering the recent period back to 1945. Basic to both projects is cooperation, adherence to standards, and utilization of a common catalogue source. International cooperation is recognized as attractive but difficult to put into practice.

Abstract:
ABSTRACT Contemporary Oil Spill Contingency Planning commonly focuses on notification procedures and organizational issues. Specific pre-planning for the physical response to specific oil properties, local geography, and environmental conditions is frequently neglected. The tactical action planning concepts presented in this paper address these issues by carefully examining the characteristics of specific oils under the spectrum of ambient conditions, the physical properties of the potentially impacted area, probable spill movement, and the presence of sensitive resources. These concepts also address the availability of response equipment and those techniques that will perform under the conditions encountered. Field surveys are then conducted to identify and catalogue specific control sites where initial response actions may be appropriate. Surveys include taking digital photographs of the area and collecting GPS coordinates of response locations. The resultant plans will facilitate the initial response to releases anywhere along the subject pipeline. Data and recommendations are organized in the form of a hard-copy manual consisting of maps, tables, and illustrated instructions. Data files, interactive mapping software, and data management software are also provided on CD. A software component allows the planning effort to be used during drills and exercises, as well as for emergency response management.

Abstract:
Background Real-world information on socioeconomic differences within and between chronic conditions represents an important data source for treatments and decision-makers executing and prioritising healthcare resources. Aims The aim of this study was to estimate the prevalence and mean of socioeconomic disparities from educational, income, and socioeconomic positions of 199 chronic conditions and disease groups, including sex and age group estimates, for use in planning of care services and prioritisation, by healthcare professionals, decision-makers and researchers. Methods The study population includes all Danish residents 16 years and above, alive on 1 January 2013 (n = 4,555,439). The data was established by linking seven national registers encompassing educational achievements, incomes, socioeconomic positions, hospital- and general practice services, and filled-in out-of-hospital prescriptions. The health register data were used to identify the 199+ chronic conditions. Socioeconomic differences were primarily measured as differences in educational prevalence levels from low to high educational achievements using a ratio. Furthermore, multiple binary logistic regression models were carried out to control for potential confounding and residual correlations of the crude estimates. Results The prevalence of having one or more chronic conditions for patients with no educational achievement was 768 per thousand compared to 601.3 for patients with higher educational achievement (ratio 1.3). Across disease groups, the highest educational differences were found within disease group F–mental and behavioural (ratio 2.5), E–endocrine, nutritional and metabolic disease (ratio 2.4), I–diseases of the circulatory system (ratio 2.1) and, K–diseases of the digestive system (ratio 2.1). The highest educational differences among the 29 common diseases were found among schizophrenia (ratio 5.9), hyperkinetic disorders (ratio 5.2), dementia (ratio 4.9), osteoporosis (ratio 3.9), type 2 diabetes (ratio 3.8), chronic obstructive pulmonary disease COPD (ratio 3.3), heart conditions and stroke (ratios ranging from 2.3–3.1). Conclusions A nationwide catalogue of socioeconomic disparities for 199+ chronic conditions and disease groups is catalogued and provided. The catalogue findings underline a large scope of socioeconomic disparities that exist across most chronic conditions. The data offer essential information on the socioeconomic disparities to inform future socially differentiated treatments, healthcare planning, etiological, economic, and other research areas.

In 2015, the Museum of Technology received a donation of ninety data communication devices from the 1960s to 2010s, collected and arranged by employees of the Nokia Data Communications department. The museum has been organizing (2018–2019) documentation workshops to collect information and connect individual objects with larger concepts such as company history, innovations, and technologies. The idea is to gain comprehensive contextual information about the collection by bringing together expertise and experiences of (former) Nokia employees, and documentation and interpretation skills of museum professionals. The method of the documentation workshops is a conversational interview inspired by the objects. Subsequently, workshop discussions were planned to be digested and used in cataloguing individual objects and object groups by museum professionals. Eventually significance assessment was chosen as a tool for summarizing the documentation project. The paper discusses the planning and organizing of the outcomes of the documentation workshops and asks the following questions: What is the optimal relationship between cataloguing information in the collections management system and documentation of workshop discussions preserved in the museum’s collection archive? How should the workshop be documented to trace the provenance of the information? What information should and can be collected on the workshop participants?

Abstract:
In the age of digital archives and online data consultation, bibliographic research is considered as a key tool for supporting scientific research and study. The online catalogue allows the achievement of more ambitious aims and global interest thanks to its ability to associate data relating to the geographic contextualization of the catalogued editorial products (deduced from the title and content) with the search for more traditional bibliographic data through the inclusion of a specific and standardized ‘field’. Successively, the locations identified by the cataloguer are georeferenced by using GIS applications, which allows the simultaneous view of the distribution of global and local geographical contexts specific for each item owned by a library, archive or museum. The usefulness of such an application lies in the possibility for the library to have a greater awareness of its collection, thus permitting the acquisition of an additional element of evaluation in the management and planning of purchases and donations. In this way, the ability to filter the information from OPAC search will be combined with the basic research carried out by the user by selecting only the libraries in possession of works related to a specific geographical context, involved in different specific studies (literature, landscape, environment). Although this ability is still limited to a few specific studies, the use of tools that allow an overview of the geographical distribution of places could represent an operating standard through the definition of a special protocol. These tools are now used mostly in experimental studies in which the use of open source software has enabled the creation of maps. This paper shows the state of the art of the applications worldwide presenting experimental case studies (i.e. Coos Bay, Oregon; Basilicata, Italy) and also suggests different applications in the field of national and international protocols of library cataloguing.

The dataset consists of 20000 scanned catalogues of fossils and other artifacts compiled by the Geological Sciences Department. The images look like a scanned form filled with blue ink ball pen. The character extraction and identification is the first phase of the research and in the second phase we are planning to use the HMM model to extract the entire text from the form and store it in a digitized format. We used various image processing and computer vision techniques to extract characters from the 20000 handwritten catalogues. Techniques used for character extraction are Erode, MorphologyEx, Dilate, canny edge detection, find Counters, Counter Area etc. We used Histogram of Gradients (HOGs) to extract features from the character images and applied k-means and agglomerative clustering to perform unsupervised learning. This would allow us to prepare a labelled training dataset for the second phase. We also tried converting images from RGB to CMYK to improve k-means clustering performance. We also used thresholding to extract blue ink characters from the form after converting the image in HSV color format, but the background noise was significant, and results obtained were not promising. We are researching a more robust method to extract characters that doesn’t deform the characters and takes alignment into consideration.

This paper proposes categorising the tools public administrations can use to support and promote efficient rainwater management on urban and municipal development sites. The overview of tools, their description and classification according to selected criteria was developed as part of a catalogue for the development of software and methodology to support decision-making processes in spatial planning within the framework of the TAČR project SS03010080 (2021–2023). We base our work on published general tool lists and their specifications on rainwater management issues, supported by methodologies for each tool category. The individual groups of tools are complemented by examples from Czech and foreign practice and categorised according to the hierarchical level of public administration, the affected entity and the process stage (planning, implementation, operation) in which the tool is best applied. In total, 18 tools have been distinguished and characterised from five basic categories, i.e. normative, conceptual, coordination and organisational, economic, voluntary and ethical tools. The position of economic instruments in the portfolio appears to be relatively significant, but municipal administrations have limited possibilities of their use, as many of them are tied to national legislation. Based on the characteristics and typology of urban development areas, the appropriate tools for promoting optimal rainwater management design specified in the catalogue will then be recommended using the software and methodology.

Abstract:
The article presents a summary of the unpublished catalogue of Oirat manuscripts and xylographs preserved at the Cabinet for Collecting, Cataloguing, and Publishing Old Books of Ethnic Minorities, the National Affairs Committee of the Xinjiang Uyghur Autonomous Region (Ürümqi), compiled by the keeper of the collection Do. Galdan. The fund contains around 400 books collected among the Mongolian population of the Xinjiang Uyghur Autonomous Region since 1984. The Catalogue compiled by Do. Galdan is a list of 397 entries structured according to the order of shelfmarks: the items are neither classified by topic nor indexed, which does not allow the search for a particular text inside the collection. Therefore, classifying and grouping the items is the main task of this article. Its main focus is a thematic index to the upcoming catalogue. The index is preceded by commentary that introduces the classification of texts and notes the highlights of the collection. The texts were classified based on their titles and the descriptions of their content provided by Do. Galdan in his draft catalogue. The overall number of surviving Oirat manuscripts is limited, and the value of the materials preserved in Ürümqi is beyond dispute. What makes this collection exceptional is its local and popular character which reflects the tradition of text-related practices spread among the Oirat population of the Xinjiang Uyghur Autonomous Region in the 20th century.

A six-month project undertaken by the University College Dublin School of Architecture has investigated the possibilities of putting a collection of images, transferred from slides, on to videodisc accessed through a computer. The project grew out of an earlier project to computerize the catalogue of the Slide Library of the Architecture and Planning Library. Drawbacks include loss of image quality and the impossibility of adding to the disc once pressed. Changing technology may provide answers to some of these problems, enabling the benefits confirmed by the project’s successful completion to be exploited further.

Abstract:
Planning for the Turkish National Library (TNL) began in 1946, and the library was opened in 1948. It outgrew its first building, and in 1983 moved to a new one which contained several new facilities. Its main functions are to collect works produced in and relating to Turkey, to record them and produce bibliographies of them, to establish an information network in Turkey, and to perform a leadership role. The collection numbers 1,500,000 items, including non-book materials; the TNL has two thirds of all Turkish books published in the old script. Last year there were 222,000 users. The library's Bibliographical Institute issues monthly the national bibliography and a bibliography of articles in Turkish periodicals, as well as other bibliographies, and constructs union catalogues. Work on automation started in 1987, and the TNL's computer-based information system, with an OPAC (containing records of a third of the library's stock), information networks and various CD-ROMs, was opened to the public in 1993. Future projects include an online union catalogue of foreign language books, digitization of manuscripts and rare books, a conservation laboratory, and an improved automatic conveyor system. Main barriers to progress are the inadequacy of the Free Copy Act and insufficient numbers and quality of staff.

This paper aims to study mechanism of drugs planning and procurement implemented by in Puskesmas "X". This was a descriptive research using qualitative approach emphasizing on observational method. This study found there were two sources of drug financing and medical consumables in Puskesmas "X", using the Revenue and Expense Budgeting of the local administration or else, using capitation funds from National Health Coverage program. Drugs planning that financed using the local government revenues and expenses budgeting scheme. Performed under the basis of drug usage that annualy reported. Such planning were conducted in the end of the year to project next year drugs' consumption. Drugs procurement process were performed by preparing drugs consumption report and ordering sheet paper which then submitted to drug logistics unit at Puskesmas "X". Afterwards, procurement processes were performed by accessing e-catalogue as the legal online system provided by the national government. This research concluded that the implementation of the planning and procurement of drugs in Puskesmas has fullfiled and followed in accordance with Health Ministry Regulation Number 74 Year 2016. Abstract:
Purpose – The purpose of this paper is to present the ways in which online cataloguing is used to provide twenty-first century library and information services to a university community in a developing country, together with the challenges and prospects of such an application. The paper aims to examine the use of the internet to catalogue and classify library materials in the University of Ilorin Library. It looks at the use of the Library of Congress Catalogue in copy cataloguing. This paper also discusses the use of Koha, a free library integrated software to classify and catalogue library resources in the University of Ilorin Library. Design/methodology/approach – The methods used are participant observation, interviews with the senior librarians in the library and visits to another library that uses Koha software. Periodical and online articles were also used to gather information to support this study. Findings – The major problem is incessant power failure and the library is planning to get a heavy and very powerful inverter and generator that can stop the disruption of work resulting from the intermittent power supply. Another setback in using Koha is that the cataloguing is being done online unlike Biblofile which is done offline. Research limitations/implications – The researchers visited only one university library in the course of the research. This is due to financial constraints. Practical implications – Information communication technology training must be taken seriously for librarians who want to remain relevant in this age of information technology. Originality/value – This study about Koha software usage is the first of its kind to be carried out in the University of Ilorin Library and will be useful to other university libraries.

Abstract:
<p class="Abstract"><em>Gijón, also known as Xixón, is an important city that rivals Oviedo, the historical capital of the Autonomous Region and Principality of Asturias (Spain), in historical demographic and economic terms. It has traditionally been a port and, more recently, an industrial city, which experienced very rapid population growth and with little planning. After the industrial crisis of the 80s, the city wanted to become a tourist location more than an industrial harbor. Both its privileged location and the historical urban heritage that still remain are corner stones to make this change possible. However, the late and strict legislation (improvised to protect the last remains of a previously uncontrolled development) impeded a necessary urban re-design in order to shelter the new touristic supplies. This paper proposes some urban solutions to selectively modify the catalogue according with the cultural and touristic potentials of the city. These solutions were agreed by the working group set up by Gijón City Council and ERDU (Estudio de Renovación y Desarrollos Urbanos -Urban Renovation and Development Studio).</em></p><em><em><br /></em></em>

Abstract:
Spiritual and emotional care is an important part of the person, especially in situations such as changes in health or a community coping with a pandemic. However, nurses report scarce university training in this area of care. The aim of the study is to define a catalogue of learning outcomes for spiritual and emotional care for undergraduate nurses. The design used a mixed method for the development and validation of learning outcomes. The first phase designs the catalogue of learning outcomes through a coordinating group and uses a bibliographic search and nursing legislation. The second phase validates the proposal through a group of experts, with a questionnaire using the modified Delphi technique in two rounds. The initial proposal was 75 learning outcomes, of which 17 were eliminated, 36 changed their wording and the experts proposed 7 new ones. The experts validated 65 learning outcomes: 14 for Assessment and diagnosis; 5 for Planning; 17 for Intervention; 4 for Evaluation and quality; 8 for Communication and interpersonal relationship and 17 for Knowledge and intrapersonal development. In conclusion, the academic curriculum can include these learning outcomes to help undergraduate nurses in the process of acquiring knowledge, skills and attitudes in spiritual and emotional care.

In planning this editorial I was reflecting on the new year. I began thinking about what was happening a hundred years ago, back in 1919. The most significant diplomatic event was the Paris Peace Conference, (image 1) and domestically the ratification of the 18th and 19th Amendments, but that seemed a bit much to cover in an editorial. In a quest for different ideas, I looked through the February 1919 edition of the Monthly Catalog—or Monthly Catalogue United States Public Documents. As I looked at what was published, it amazed me how many issues that we are dealing with now were also being addressed back then.

- The Egyptian capital immediately appears as a case full of indications for a more comprehensive study on the alternating recourse to what might be defined as the ‘theoretical plan', as opposed to the prevailing priorities dictated by the contingencies of ‘realpolitik'. At the same time, one distinguishing feature of urban planning policies for Cairo in the second half of the twentieth century is their ambivalence. On the one hand there is the literal presentation of urban models drawn from a sort of ‘European catalogue' of past experiences. On the other hand, there is a pull towards a more profound implementation of those same schemes. Five zoom-ins on Cairo.

Abstract:
Today's water management practice was identified often not to be consistently structured. Usually the decision space is not clearly depicted and then systematically explored. Often stakeholders are involved too late and many objectives are neglected. An adaptive DSS is being developed to help overcoming these problems. Core of the DSS is a “decision matrix”, which has been implemented as a web based application (www.wsm300.de). The management objectives are represented by the indicators labelling the rows. They will be the result of a discussion of the objectives and problems in the specific sub-basin, which is supported by the catalogue of indicators. The columns of the matrix are specified by the scenarios whose development is supported by the database of measures and a Geographical Information System (GIS). The matrix, once the labels are defined, serves as a plot for the planning process, defining clearly which objectives have to be considered and which indicator-values have to be calculated. The DSS further includes a concept and tools for the combination of existing software components and supports the processing of model-outputs to indicator-values. Filled with the indicator-values the matrix allows a comparison of the scenarios and provides a good base for a decision. Multi-criteria decision aid methods can (if desired) further help to find the optimal scenario and to mediate between stakeholders. Finding the optimal scenario will likely be an iterative process.

Abstract:
Automatic composition of geospatial web services increases the possibility of taking full advantage of spatial data and processing capabilities that have been published over the internet. In this paper, a multi-agent artificial intelligence (AI) planning solution was proposed, which works within the geoportal architecture and enables the geoportal to compose semantically annotated Open Geospatial Consortium (OGC) Web Services based on users’ requirements. In this solution, the registered Catalogue Service for Web (CSW) services in the geoportal along with a composition coordinator component interact together to synthesize Open Geospatial Consortium Web Services (OWSs) and generate the composition workflow. A prototype geoportal was developed, a case study of evacuation sheltering was implemented to illustrate the functionality of the algorithm, and a simulation environment, including one hundred simulated OWSs and five CSW services, was used to test the performance of the solution in a more complex circumstance. The prototype geoportal was able to generate the composite web service, based on the requested goals of the user. Additionally, in the simulation environment, while the execution time of the composition with two CSW service nodes was 20 s, the addition of new CSW nodes reduced the composition time exponentially, so that with five CSW nodes the execution time reduced to 0.3 s. Results showed that due to the utilization of the computational power of CSW services, the solution was fast, horizontally scalable, and less vulnerable to the exponential growth in the search space of the AI planning problem.

Abstract:
Geospatial data is used not only to contemplate reality but also, in combination with analytical tools, to generate new information that requires interpretation. In this process data users gain knowledge about the data and its limitations (the user side of data quality) as well as knowledge on the status and evolutions of the studied phenomena. Knowledge can be annotations on top of the data, responses to questions, a careful description of the processes applied, a piece of software code or scripts applied to the data, usage reports or a complete scientific paper. This paper proposes an extension of the current Open Geospatial Consortium standard for Geospatial User Feedback to include the required knowledge elements, and a practical implementation. The system can incrementally collect, store, and communicate knowledge elements created by users of the data and keep them linked to the original data by means of permanent data identifiers. The system implements a Web API to manage feedback items as a frontend to a database. The paper demonstrates how a JavaScript widget accessing this API as a client can be easily integrated into existing data catalogues, such as the ECOPotential web service or the GEOEssential data catalogue, to collectively collect and share knowledge.
